HOUR MAP OUT YOUR WEEK Even those peak performers and high achievers out there allow themselves time to relax. They give their brains a break on the weekend just like the rest of us, but some of the most productive folks carve out an hour or so for an activity that may be the secret to their success: planning their upcoming week. Without a plan for time management, your week ahead can wind up with so many detours and distractions that you never get to where you want to go. Here are four tips for planning your week: 1) Review the previous week.

2) Get all of your ideas onto paper.

3) Input activities onto your calendar.

4) Decide on your daily actions.

DAY ACTIVATE HOURLY Integrating more movement into your day doesn’t have to mean making time for major exercise efforts. Take your one minute of jumping jacks prescribed above to the next level by simply set your alarm to go off every hour. On that hour stop your task at hand and do a few stretches, some wall push ups, squats, lunges or jumping jacks. Maybe get outside and walk around the block. The hourly exercise is good for body and mind.

WEEK GO VEGAN Just the thought of going vegan makes us CVNers cringe.

Give up cheese? Pah-leeze. Give up breakfast burritos? No, gracias. But here’s a thought. Why not go vegan for a week?

Maybe by eliminating meat and dairy you’ll feel so good that you’ll never go back to those breakfast burritos. Or maybe you’ll stumble upon a few smaller changes to your diet that strongly improve your health and well-being.

Here are six benefits to veganism: 1) A diet higher in nutrients. Giving up meat, eggs and milk products forces people to diversify their diet, which tends to result in higher intake of certain beneficial nutrients. (Be careful, though; vegan diets that aren’t well planned can lead to nutrient deficits.)

2) Weight loss. Studies show that vegan diets correlate with pound shedding. (If we gave up the breakfast burritos, we’d lose weight too.)

3) Lower blood sugar and better kidney function.

Vegans tend to have lower blood sugar levels, higher insulin sensitivity and a lower risk of developing type 2 diabetes. Studies indicate better kidney function comes with the restrictive diet.

4) Cancer protection. Eating more fruits and veggies, and limiting consumption of meat and processed foods have been correlated with a lower risk of developing cancer.

5) Lower risk of heart disease. Heart disease is less common among vegans, which is likely due to the diet’s reliance on fresh fruits, vegetables, legumes and fiber.

Carpinteria ocean water still unsafe

Official ocean closures by the County of Santa Barbara are still in effect for most beaches between Goleta and Rincon. Samples taken by the County Department of Public Health on Jan.18 from the ocean at Ash Street in Carpinteria, indicated coliform bacteria levels were greater than 24,192—which is more than twice the State Health Standard of 10,000 (bacteria count per 100ml of water). Additionally, bacterial contaminant levels at Ash Street far exceed state standards. Water samples taken by Santa Barbara Channelkeeper at Rincon on Monday, Jan. 22, revealed that coliform levels remain elevated.

Chamber postpones Community Awards Banquet

Originally scheduled to take place this weekend, the Carpinteria Valley Chamber of Commerce’s 2018 Community Awards Banquet has been postponed due to recent natural disasters. Also in light of the winter’s disasters, the Chamber will honor first responders and community champions at the event. The new date is tentatively set for Saturday, March 10.

Representatives of the Sportfishing Conservancy donate the $700 raised in the No Motor Tournament to the Land Trust for Santa Barbara County.

No Motor Tournament proceeds benefit marsh

The Sportfishing Conservancy recently brought together a band of local angling clubs, youngsters and dignitaries for the most important and most satisfying part of the nonprofit organization’s annual No Motor Tournament—presenting a check to the group responsible for restoring and protecting one of California’s few remaining coastal estuaries. Tom Raftican, President of The Sportfishing Conservancy and director of the No Motor Tournament, invited Chet Work of the Land Trust of Santa Barbara County, representatives from local fishing clubs and some young fishermen to the very spot where tidal flow from the Pacific Ocean enters and leaves the Carpinteria Salt Marsh. After a lesson from Work to teach both youngsters and adults about the true importance of this natural habitat, the group presented the Land Trust with a check for $700—proceeds from the 2017 event. Over the past eight years, the No Motor Tournament has helped raise nearly $10,000 that has been used to help fund a wide range of conservation activities at the marsh.

Estuaries like the Carpinteria Salt Marsh provide important spawning areas and protective habitat for juvenile fish—including many of the species fished for in the open ocean. “Our goal is to manage the Carpinteria Salt Marsh as naturally as possible,” said Work, whose organization removes weeds and non-native plants, re-plants native species, and even excavates channels and removes sediment from the marsh when necessary. “This type of grass-roots financial support from the local sportfishing community is vital, so that we can continue to do this important work,” said Work.

Mother Nature takes toll on ag

Replacement avocado trees sold out through 2020

By Peter Dugré Growers and officials in Ventura and Santa Barbara counties remain in clean up and assessment mode following the Thomas Fire and ensuing mud flows.

Direct fire damage torched vast groves of avocados in the Santa Paula and Fillmore areas before blazing through many orchards along Casitas Pass Road as the fire raged toward Carpinteria and the Santa Barbara County line. Overall, local grower and farm manager Rick Shade, also the California Avocado Commission Chair, said that the crop damage was larely hit or miss, leaving individual farmers devastated but the state’s overall crop still looking fairly robust for the 2018 harvest.

“The folks who got hurt, got really, really hurt, but a lot of folks didn’t get hurt at all,” Shade said. At this point, he estimates fire damaged about 5 to 10 percent of the crop in Ventura and Santa Barbara counties.

Locally, the backside of Rincon Mountain was one of the worst hit. Rancher Andy Sheaffer, whose trees are at the top of Rincon Mountain, had 100 acres destroyed, about one-third of his overall crop. “Everybody up here lost something,” he said.

Shade and Ken Melban, Vice President of Industry Affairs for the CAC, said that

5,000 acres of avocados were within the fire’s perimeter and 1,250 acres suffered some level of damage. They called their numbers very preliminary because at some ranches damage was so spotty. In some cases, flaming embers dropping into orchards ignited trees that went undetected at initial inspection. Also, growers cannot know whether trees exposed to heat will recover this season or in the future.

“This fire was unlike any other with how the winds moved embers within groves,” Melban said. “In some instances, leaves could be burned but trees can come back. We just don’t know yet.”

Depending on what level of crop insurance policies growers have they can recoup income lost this season. Melban said that future losses are not as easily recouped. Santa Barbara County held a workshop for growers following the fire to provide information about emergency assistance available through local, state and federal agencies.

Particularly deep mud flows into orchards that cover the crown— where the roots meet the trunk— can lead to disease and other health problems for the trees. Growers downstream from the Sherpa Fire burn area suffered mud and water damage following the heavy rains of last winter.

“No tree likes soil deposit around the crown,” Shade said.

Supply chain for new trees dry

Compounding the issue of damaged trees, the supply chain for new trees already faced a shortage before the fire and floods. Brokaw Nursery in Ventura County is one of the only nurseries in the state licensed to cultivate root-rot resistant trees used as reliable replacements at orchards. Within a week of the fire, Brokaw received new orders for 70,000 trees.

It was already falling behind on existing orders and has back orders through 2020.

Nursery representative Ellen Brokaw said it takes a year or more for the seeds, which are sourced from the Dominican Republic, to mature enough to be transplanted to orchards. Growers then have to wait another five years before the trees

reach optimal production. She said it’s possible that having trees stressed from the drought contributed to the demand for new trees even before the fire, but Brokaw has been in business for 60 years and demand is often cyclical or unpredictable.

Future still uncertain

In farming, uncertainty is the rule, not the exception. High winds and frost pose a threat every winter, but this year’s problems have been inordinately severe.

“Mother Nature holds the cards, and she’s dealing,” Shade said.

Initial assessments from the CAC are that growers did not see major impacts from mud flows following the big storm that featured short periods of intense rain. For many growers, the rain proved more welcome irrigation than disastrous flood. For those partially impacted by burn, irrigation systems also took a big hit. Sheaffer had to replace two booster pumps, 150,000 feet of drip line and 15,000 sprinkler heads after the fire.

Despite the losses and hardship, this year’s crop will likely still yield more fruit that last year’s light crop. It had been predicted to double last year’s meager domestic crop before the fire. “We’ll still have 150 percent of the volume of last year, if not more,” Melban said.

Cherimoyas choked by smoke

For the cherimoya trees in Carpinteria Valley, direct fire damage wasn’t the only culprit. Weeks after the fire threatened to engulf the hills around Leigh and Terry Sparks’ 6-acre ranch at the base of Shepard’s Mesa, the delicate fruit, now in season, began dropping from the trees due to smoke damage. The Sparks and other growers of the rare fruit around the valley saw their light-green, grenadelooking fruits shrivel and fall to their demise on the ground, unsalvageable.

“There are about 10 good ones left per tree, and there should be 50,” Leigh said.

“We’re lucky we started picking early this year, which is probably because of global warming.”

Still, 70 percent of the fruit that was left on trees fell before it could be picked and packed. Cherimoyas are a specialty fruit used infrequently in U.S. households, but 80 percent of the crop grown in the United States is harvested locally. According to Terry, the fruit that’s left goes for nearly $15 each at the Los Angeles farmers market. Most of the fruit is destined for China and Japan, where it is considered a delicacy for its soft, pulpy texture and tropical flavor.

Parking lot needed for cars, not hotels

I recently read that the city is still considering building the hotel by the train tracks and giving the parking area to this hotel. After the past six weeks I hope it became apparent how crucial this free train/city parking area is for local residents and our neighbors to the north and south. The parking lot became an informal information spot as most of us were without cable or newspapers. It’s also used for our farmers market, Avofest and other city events, so it makes no sense to surrender this city parking area to a private boutique hotel.

If the city really needs another hotel why not choose a place that’s not already in a congested and densely populated area with plenty of weekly, monthly vacation rentals? Is the beach area to become more commercial and a less residential place? With the large mud trucks and overflowing trains, I think most residents here recently felt the disadvantages and hassles of overused streets and congestion.

I would like to ask the city council to pursue a more cohesive and long-term plan regarding the beautifully small but densely populated area on south Linden and the few remaining open parcels left.

There are those who would argue the hotel would be great for business, but I wonder how many actually live in this area. Unless the hotel is full most of the year I’m not sure if it would generate as much money as if the parking lot was left for locals and short-distance travelers who come just for the Carpinteria businesses. There are trade-offs doing business in a small charming town and not a big box city. Maybe this is when having less is so much more.

Debris basin—not channels—saved carpinteria

Articles in last week’s CVN correctly reported the fantastic news that there was no flooding from Santa Monica or Franklin creeks during the recent disaster.

It was noted that these creeks are channelized (paved with concrete), and damage in Carpinteria arose from the natural Carpinteria Creek (through the Concha Loma neighborhood and the State Beach campground), and the natural Arroyo Paredon Creek. The strong implication was that channelization prevents flooding.

This is absolutely not true.

What saved us from far worse flooding than what we experienced in Carpinteria was the Santa Monica debris basin north of Foothill Road. That structure, reported by the CVN to be considered the “crown jewel in the SB County Flood Control District,” was constructed after the disastrous floods of 1969. It successfully blocks mud, branches, trees, and boulders from tumbling further down the creek, blocking openings under bridges, and flooding significant parts of Carpinteria.

If not for that debris basin, it wouldn’t have mattered if the creek was channelized, natural, or anything else. All the stuff roaring down that creek would have had disastrous results, possibly comparable to what happened in Montecito.

Nationwide, channelization of creeks has been greatly reduced in recent years, and in some cases reversed. The negative

effects (loss of wetlands, habitat loss, loss of groundwater recharge, and others) often outweigh any benefits for flood control or anything else.

As we clean up and recover from this event and move forward, I encourage everyone to critically consider the benefits and costs of any proposed changes to our flood control preparations.

Piering into the future

Santa Barbara County has recently been in trauma with its fires and the tragic deaths and destruction in Montecito.

Now, more than ever, compassion, tolerance and patience should be the prevalent emotions. We see that natural disasters are not exclusive and can happen anywhere. All Americans (including fellow Americans in Puerto Rico) deserve a “big guns” approach with aggressive support, particularly when in crisis.

Carpinterians will be forever grateful to the heroic efforts of the firefighters who saved our town and its precious people.

Yet we shouldn’t get too complacent. This brings me to the realization that the City of Carpinteria should seriously be planning an alternate evacuation plan for a “way out of Dodge.” It’s inevitable that some day we’ll need it. People should be the priority.

I propose, as a logical alternative to the 101, back roads and trains, that a public pier be rebuilt in town. Not only could it be used for year-round recreation, but emergency boats could potentially connect us to Ventura and Santa Barbara.

Its price would be insignificant to losing lives. It would also be comforting to know that we had another way out. Please make it happen!!

In response to “Healthy body, healthy mind” by Diana Thorn, Coastal View News, Jan.17, 2018: In November 2010, I took my late father to his doctor for a cognitive test as he seemed to be experiencing some of the early warning signs of dementia.

He knew his name, his date and place of birth, and the names of his children and grandchildren. He knew the name of the President and the capitals of the U.S., England, France and Russia. At one point, my father got a little annoyed and said, “You think I’m crazy, but I’m not.”

Case closed? When we got home, I asked my father what he thought of the doctor appointment and test. His response was, “What appointment? What test?”

Donald Trump cannot seem to remember what he said yesterday, this morning, five minutes ago or in his previous sentence. I loved my father, but unlike Ms. Thorn, I was not in denial. The writing for Trump is on the wall and the words are not stable or genius.

Disaster recovery: How to move forward with pain and sorrow

By Larry Decker, Ph.D, retireD cLinicaL PsychoLogist Our lives in our community have changed, but not in the way we expected.

We expect the progression of age and its various experiences. But we may not be prepared for sudden, violent and overwhelming change. The sort of sudden change accompanied by pain, grief and helplessness is labeled “traumatic.”

After trauma has occurred most of us struggle with the integration and acceptance of the devastating change. The death of others, the loss of homes and the witnessing of violence (either personal or natural) may result in a challenge to our ordinary beliefs.

Trauma may result in inconsolable grief. As much as our heart hurts, as much as we can’t accept that our wonderful person is no longer alive, that our home has been demolished, that tragedy has changed our lives, it is important to continue. By continuing, we work at acceptance and then the integration of the trauma.

Acceptance is acknowledging within ourselves that trauma has occurred and our lives have been irrevocably changed.

Integration means the traumatic event becomes a part of who we are. Our sense of identity now includes having the traumatic event as part of us. This integration can be a very powerful experience, moving us into a new and greater worldview.

That integration usually includes selfcare. Basic physical care: diet, exercise and rest. In diet it is good to avoid excessive drinking or drug use. While those substances seem to provide relief, they also prolong the process of integration.

Exercise needs to get us outside, putting us in an environment that includes other

life forms (birds, dogs, cats, plants, trees).

Walking is a simple exercise.

Emotional care means exposing ourselves to positive ways of thinking, trying to honestly assess our lives, and reaching out to others for support.

Psychological care may include beginning a creative project (i.e., art, writing, building, taking care of trees).

The realization of how limited and unpredictable this life is can inspire a spiritual search for meaning.

The common posttraumatic feelings of anger, depression, anxiety, intrusive thoughts, nightmares and grief are difficult and can develop into long-term chronic issues if not allowed to be given some attention.

We proceed at our own pace, but we proceed. It is not a good idea to try and ignore, “tough it out” or isolate ourselves.

Any time we feel unable to cope with our experiences it is important to seek professional help.

If professional help seems necessary, try to find a therapist experienced in treating traumatic stress disorders. Most therapists know something about ASD (Acute Stress Disorder) and PTSD (Posttraumatic Stress Disorder), but someone experienced in treating trauma is usually more effective. Try to find someone who has treated 30 to 50 cases.

We are never going to be the way we were. In some ways this is good. We are more authentic, more human, more genuine. We must try and value this new self. This new person has been created out of fire and mud and is now given freedom to be.

We are marching to expose the racism that still exists—and to call an end to it.

We are marching to end hate, and honor all our beautiful diversity. We want to bring awareness to inequality, and begin to help shift to equality. We want to expose injustices to children, to the LGBTQ community, to all people—to us! We are remembering our sisters and brothers who have died in wars, and we want war to end. We want an end to sex trafficking. We are marching to remind us that life is sacred. We want to make a change, make a difference, have our voices rise up together as one and be heard. We are flexing our collective muscle and seeing how strong we are, men and women together. We want an honest world, one where respect and kindness prevail, a

world we can be proud of and feel good about. Let’s do this together moment to moment.

good neighbors

There have been a lot of good neighbor stories with our flood and fire. As I drove to Ventura yesterday I noticed the hillside above La Conchita had been partially covered with green hydroseed. Kudos to the good neighbor farmer above that village who spent the time, and money, to try to help stabilize that perilous hillside. It’s one more example (of many) of our community pulling together to help each other in this time of trouble.

Jeffrey Lynn Wheeler 1947 - 2018

Robert Lieberknecht Memorial

Once a Warrior, always a Warrior. Jeffrey Lynn Wheeler was born in Corvallis, Ore., on Dec. 8, 1947. He grew up with sister Terry in the Carpinteria beach neighborhood. One memory he shared was of finding coins under the Beach Store steps, then going inside and buying a treat to eat, or playing a pinball game.

Jeff Wheeler was a good sport, a great athlete and a smart student. He attended Aliso Elementary, Carpinteria Junior High, and CUHS class of 1966. After college he worked in Sun Valley, Hawaii and San Diego.

He met Karen Kettenburg at the Coronado Chart House when they both worked for The Chart House restaurants.

They married on Oct. 19, 1985, and honeymooned for six months in Europe. Son Beck Wheeler was born Dec.13, 1989.

They were involved with local baseball until Beck graduated from high school.

After playing for UCSB on a baseball scholarship, Beck contracted with the NY Mets.

Jeff managed two San Diego yacht clubs over the years and retired in 2012.

He loved skiing, plein air paintings, Craftsman pottery, history, wine tasting and photography.

He and Karen helped care for parents, Beckie (née Beck) (1923-2008) and Jim Wheeler (1923-2015), who built their Carpinteria home in 1947. Jeff fought like a warrior against Lewy Body Disease until he lost the battle at the age of 70. He died in San Diego on Jan.1, 2018.

He is survived by wife Karen, son Beck, sister Terry Wheeler Scrivner (Stan), Beck’s fiance Samantha, father-in-law Bill Kettenburg, and sisters-in-law Lynn Ruth and Judy Chayka. He also leaves behind nieces Jennifer Boelter (Spence) of Merced, Calif., and Sally Osborn (Dave) of Carlsbad, Calif., and uncle Michael Wheeler of Carpinteria.

SIMPLIFYING MENTAL HEALTH DR. DEBORAH SMILOVITZ FOSTER Did you know mental health is the largest public health priority and the largest financial burden of any health issue in the world (World Health Organization & World Economic Forum)? The Centers for Disease Control report “Attitudes Towards Mental Illness” found that stigma and embarrassment are two of the top reasons why people with mental illness do not seek help or medication.

Imagine a world where each person has the opportunity for self-peace, through the ability to overcome mental health barriers and obstacles to reach treatment. We need more programs to be developed to identify and manage mental health screenings. Increased awareness and communication are the key ways to move toward acceptance and health.

From the time we are children, we notice the differences in others. We are taught to look at the world through the lens of our upbringing and the life experiences that shape us. One way we are different is how we are wired, like a thermostat that regulates our temperature. Changes occur in our brain, nervous system and thoughts. Some of us are able to overcome challenges more easily than others, while certain people struggle throughout their lives.

Why have we chosen to overlook the importance of our mental health? One of the main reasons is the stigma of mental illness. A stigma, a mark of shame, is one of the greatest obstacles for an individual to overcome. Through prevention and scientifically proven treatment methods we could radically reduce suffering and the global financial burden we bear.

These labels stem from misinformation, isolation and negative attitudes—from a lack of understanding about a behavior, or an appearance of communication that then gets labeled as not “normal.” This leads to further rejection and an increase of mental-health conditions, and has been linked to the worsening of health. What are the signs or what do specific words mean? We need to take care of our mental health by being able to discuss emotions, thoughts and feelings within ourselves.

Mental health stigma creates a wall that stops compassion and conversation.

Having compassionate conversations builds inclusiveness and teaches others what you have learned. We can do this by starting to treat all as equal and reducing discrimination.

Let’s create conversations and a culture that are accepting of each person as we work toward prevention. We can work together and help create a supportive environment that can empower and care for the individual. This leads to under-

Can you imagine a world where we can share our feelings and thoughts more freely? Where we can move toward health for all human beings? No pot shops on the Carpinteria horizon

CVN readers should set aside hopes or fears that a cannabis convenience store will appear anytime soon on Linden Avenue. The City of Carpinteria may allow for some processing, manufacturing or delivery of commercial marijuana, but it’s unlikely to permit commercial cultivation or retail sales within city limits.

An informal survey the city conducted online through Survey Monkey found that only 34 percent of respondents felt that cannabis retail stores should be allowed in Carpinteria, while 46 percent would allow deliveries by local businesses. Among respondents, 43 percent were opposed to indoor and outdoor commercial cultivation, while 25 percent were in favor of both and 20 percent favored outdoor commercial growing only. The survey results included 560 respondents, 80 percent of which identified themselves as Carpinterians.

Manufacturing cannabis products with non-volatile methods was evenly split among those in favor and those against in the survey. A majority supported buffers between cannabis operations and schools, daycares, residences and public parks. Respondents also overwhelmingly supported caps on the number and size of cannabis-related operations.

The city council’s efforts to regulate marijuana commerce, which voters legalized in the fall of 2016, are complicated by the shifting landscape of county, state and federal regulations. The state began licensing cannabis operations on Jan. 1, but three days later U.S. Attorney General Jeff Sessions indicated that the feds may stop looking the other way while states openly buy and sell a product that is still illegal under U.S. law.

Meanwhile, the city is surrounded by marijuana growing on Santa Barbara County land—a situation that frustrates city leaders who say their concerns have fallen on deaf ears as the county crafts regulations to fill depleted coffers with cannabis cash.

some members of the public remain confused over which jurisdiction has authority over the large-scale cannabis cultivation now occurring in the valley.

Within city limits, there is a moratorium in effect for all commercial marijuana activities. Residents of the city, however, can grow up to six plants at their home for personal, recreational or medicinal uses.

Pervasive odors in and around Carpinteria remain the dominant issue for the public, though increased crime and exposure to youth also come up frequently in the discussion. At the Jan. 22 city council meeting, several members of the public encouraged the council to continue pressuring the county for stringent regulations on the newly abundant crop. “I personally have not been able to open my window for over a year due to odor and allergy issues,” Valerie Bentz told the council.

City officials are working to draft regulations in order to have them codified before the moratorium expires in May of 2019. Any changes to local code must first be approved by the California Coastal Commission, a process that can take several months.

At this week’s meeting, the council gave staff direction toward drafting a commercial marijuana ordinance.

Though unanimously opposed to retail shops and commercial cultivation, council members remained open to the idea of cannabis manufacturing and processing in the industrial park on the east end of the city. What that might entail, however, remained speculative. “We’re just throwing darts at a wall,” said Councilman Wade Nomura, who asked staff to come back with more information.

Councilmembers agreed to take an initially restrictive approach to cannabis commerce. Loosening regulations later would be easier than tightening them, staff told the council. “I definitely would err on the side of caution,” said Mayor Fred Shaw.

A Hospice Volunteer Program will provide training and support for community members interested in volunteering for Compassionate Care of Carpinteria. Meeting presenters will outline the role and responsibilities of being a Hospice volunteer, and will review the structure of the training modules. Fire and rain in Carpinteria

James Taylor’s 1968 song “Fire and Rain” with its line, “I’ve seen fire and I’ve seen rain. I’ve seen sunny days that I thought would never end,” captures well the sentiment of what we have faced here in Carpinteria recently. Our tranquil paradise of “sunny days that never end” was threatened, first by the largest wildfire in California history, then by the most significant flood since 1969, not long after Taylor’s song graced the radio waves.

Richard Bach, in his inspiring 1977 book “Illusions” highlights perspective.

In his attempt to guide us out of despair, he reminds us, “Perspective: Use it or lose it.” In spite of having our lives here in Carpinteria significantly disrupted by fire and rain, we were spared the destruction that struck our neighbors to the northwest and southeast. Still, the 101 freeway being closed to through traffic significantly altered our lives. Crowds poured in to Carpinteria, as we became the railroad gateway between The Southland and The Central Coast.

As a small business owner, I was unable to get to my office in Santa Barbara.

When the train track in Montecito was cleared of mud, and I heard the train whistle, my heart leapt with joy. But it would turn out that getting to Santa Barbara was an epic journey.

Preference was given to first responders (as it should be!) and those with the foresight to procure business class tickets for the train. By last Saturday, I took the train up the night before, rented a car, and took the taxi, after returning the rental car back to the Santa Barbara Airport. All told, it took six hours and cost me $84 to go nine miles to my office.

But I was one of many small businesses affected. Charla Marshal, the manager at Jack’s Bistro, relayed the ups and downs of post-disaster business at the restaurant. During the fire, the bistro lost delivery services. Schools closed.

The last delivery was Dec. 5 to Ventura School District. The students were back in the saddle by Jan. 9, but then the bagels couldn’t get to the kids. Jacks also delivers to UC Santa Barbara where students were left bagel-less in the road closures. “All the bagels are made here in Carpinteria, and we weren’t able to get to any of the schools that rely on us,” Marshal said. “In the 40 years I’ve lived here, I have never seen anything like this.”

The bistro was packed every day after the mudslides. “We had one cook, one server, one cashier, and one bus person, so Justin, who runs the catering business came down, and I bussed tables. We had power; we had no internet and no credit cards. We had to shorten the menu. Alvaro, our one cook who lives here in town saved the day. He is only one of six cooks.

And Estela, our prep cook, rocked it! We fed everyone with no complaints.”

Other business felt it too. Joaquin Gonzalez, owner of Gonzo’s Bike Shop, said not much changed for him, but that he saw an increase in mud and water damage on bike chains and brakes. Clyde “Jim” Rockwell of Rockwell Cleaners reported that he is still backed up with cleaning from the fires, and had to do his deliveries by going up Interstate 5 though Bakersfield. Deliveries to Santa Barbara from Carpinteria took up to five or six hours in commute time.

Jody Kester of Tidepools told me that, in spite of increased foot traffic due to the proximity of her shop to the train station, not many people were stopping in for decorative items and lovely prints by local artists such as Ray Cole. Rincon Designs Surf Shop was empty when I stopped in. Fortunately for Bob’s Vacuums owner, Dave Evans, he lives here in Carpinteria. His store manager, Steve Flora, reported sales were down, and that the shop was unable to make deliveries.

Though fewer people were out shopping, downtown parking spaces were scarce. Empty cars sat on local streets collecting dust while their owners boarded the train to Santa Barbara and stayed away for days.

Most Santa Claus Lane businesses closed for up to a week while the highway opening was delayed then delayed again. In downtown Carpinteria, retailers remained desperate to recover from the days on end of ash and smoke that kept holiday shoppers inside or out of town.

Local writer and entrepreneur Merle Yost reported that having the internet down for nearly a week significantly held up the production of his latest book, “Facing The Truth of Your Life.” Fellow author and Carpinteria Writers Group member Phoenix Hocking reported obtaining an antenna from an electronics store in Ventura to stay connected with local news while the internet was down.

Even though Carpinteria has skirted disaster thus far, this season of fire and rain sent ripples through our local economy. Now that the internet is back and the 101 is open, local business owners are looking to recoup losses and return to normal. Despite the extraordinary events of these weeks volunteers covered many shifts recording 1,504 visitors, including people from Germany, the Netherlands, Australia, Ireland, Canada, India, the United Kingdom, Mexico, Wisconsin, Idaho, Illinois, Minnesota, Colorado, Michigan, New Mexico, Rhode Island, Missouri, Arizona, Oregon, and Georgia.

Disturbances

Five beach disturbances were noted, possibly because the City signs at either end of the beach closure area were down. The seals were frightened into the ocean twice by pier activity, and once by a train and a helicopter.

Natural History Notes

The seals were often absent or present in low numbers, apparently because of the difficulty coming ashore through and onto the heavy debris from the flooding. Currents along our coast run primarily down coast west to east toward Ventura. Over time, high tides, high surf and the down-shore current will clean our beaches, but it will likely be months before the highest tide areas are fully flushed.

Carpinteria employers were cut off from customers and employees, and Carpinteria workers were unable to access their workplaces. In light of the great need, a Jan. 21 CarpStrong community gathering supplied hundreds with groceries and resources from FEMA, California Office of Emergency Services and the Employment Development Department. “It was incredibly meaningful to come together as a community that has experienced a common trauma—people from all walks of life—to begin to heal.

I hope something helped every person there on their journey to recovery,” said Maria Chesley, director of the Carpinteria Children’s Project, which hosted the event.

Community donations poured in prior to the weekend event, and coordinators raised $5,200 in just a few days to buy 260 bags of groceries. Jaime Diamond, one of the handful of volunteers who orchestrated the event, said, “We did not require any ‘check in’ so no one would feel alienated and all would feel welcome—emphasizing this is for anyone who is struggling from the last month and a half of fire and flood.”

Improvers to tickle love birds’ funny bones

The Alcazar Improv Players will stage a Valentine’s Show at the Alcazar Theatre, 4916 Carpinteria Ave., at 8 p.m. on Friday, Feb. 9, under the direction of Tom Mueller.

Cottage Gallery hosts last hurrah

“Fire and ice” by Maria Porter After over a decade as the sole gallery for the Carpinteria Arts Center, the little white cottage at 855 Linden Ave. hosts its final exhibit, “From Ashes to Renewal,” from Jan. 18 to Feb. 12. A reception will be held on Saturday, Jan. 27 from 3 to 5 p.m.

Marking the end of the first stage of the Arts Center’s vision and ushering in the second, construction begins this winter on a remodel to create a new gallery at 865 Linden Ave. (formerly the Cajun Kitchen Restaurant). At present, and throughout the month, the future gallery space will house a pop-up exhibit entitled, “The Last Picture Show: Mending Lives, Moving Forward.” Proceeds will benefit those dealing with losses from the Thomas Fire.

The little white house at 855 Linden will continue to be part of the Arts Center as office or classroom space. In its new capacity, the former gallery will provide for an expansion in services that the Arts Center provides to the community. 855 Linden was acquired by the Carpinteria Arts Center in 2005 in a charitable gift arrangement with Patti Sim and her family.

According to the Arts Center Board Chair David Powdrell, Sim’s vision was “to one day establish a world class destination arts center in Carpinteria.” Oral history recounted by John Wullbrandt tells of the little gallery as a former tractor shed: “All I know is what I was told many years ago, that it was originally my grandfather’s tractor shed. Clyde Wullbrandt. That is why the wall on the back alley has rolling doors. At the time he lived on the next block down on Linden. I have never gone to county records to see who actually owned the property (Clyde was a ranch manager back then).” In between housing tractors and housing art, the gallery and

courtyard housed a small nursery and some type of retail space.

In bittersweet reflection on the gallery’s transition, Rebecca Stebbins, Carpinteria artist and executive director of the Arts Center, remarked, “The very first painting I ever exhibited many years ago (a poppy field in France, I still have it) was at the little gallery that was then known as ‘Step One: A Gallery.’ It was so named because it was seen as the first step on the road to creating a full-fledged community arts center.” Stebbins continues, “It is exciting for me personally to have launched my career as an artist there, and now to be shepherding the next phase in the evolution of the Arts Center.”

The final show, “From Ashes to Renewal,” juried by local artist Gary Campopiano, focuses on the recovery after the Thomas Fire and the debris flow emergencies. “The artwork displayed in this exhibit,” stated contributing artist Janey Cohen, “is a salve for the soul.”

Both exhibits, “From Ashes to Renewal” and “The Last Picture Show,” are open for viewing Thursday to Monday, 10 a.m. to 4 p.m. at the Carpinteria Arts Center, 855 and 865 Linden Ave.

Carpinteria’s Women’s March draws 400 Photos by Robin KaRlsson

The closure of a major traffic artery along the California coast didn’t stop Carpinteria women (and men) from publicly promoting gender equality. Nearly 400 local marchers took to Carpinteria streets on Jan. 20—joining hundreds of thousands who marched in cities around the country and internationally to demand respect, equal pay and equal opportunity for women. Last year’s worldwide march was prompted by the inauguration of President Trump; this year, marchers voiced opposition to the presidency and support for the #MeToo movement that sprung up in 2017.

Carpinterian Lisa Guravitz, who is highly active in the Santa Barbara Women’s Political Committee, helped to get the word out about the local march. She had planned to attend the Santa Barbara Women’s March, an effort challenged by the road closures into Santa Barbara. Another Carpinteria woman, Ann Mulholland Wozniak, posted the idea of a local event on NextDoor, which Guravitz noticed and promoted. Word of the event spread on social media, ultimately drawing hundreds to downtown Carpinteria. “People really responded,” said Guravitz. “It was so organic.”

After gathering at Seal Plaza on Linden Avenue, marchers set off wearing their pink “pussy hats” and toting signs that ranged from Anti-Trump quips (“You’re so vain, you probably think this march is about you”) to positive motivators (“When women are united, anything is possible”). They walked to Carpinteria Avenue, then up to Palm Avenue to Carpinteria State Beach, where they used the new boardwalk to connect back to Linden Avenue.

Guravitz said that for her the event was about women “coming together, stepping up, speaking out and taking our full place at the table.” In the last year, the number of women interested in political seats at the national and state-level has skyrocketed. Guravitz said she hopes to see the same at a local level—more female candidates for city council, school board and other special districts.

Carpinteria vs. Cate: A week of rivalry

In a week of rivalry games between the “Red and Black” of Carpinteria High School and “Blue and White” of Cate School, the two local prep schools clashed at three different venues to vie for bragging rights.

Rams swim away with water polo win

January 17 - The first battle took place at the Carpinteria Community Pool where the two went stroke-forstroke in a girls water polo match. The visiting Rams dominated from the start, scoring 12 first-half goals en route to a 23-12 victory. Junior Celia Foster led the way with a game high 10 goals. It was the season opener for Cate whose win over the Warriors puts the Rams at 1-0 on the year, while the loss places Carpinteria at 1-1.

The Rams got off to a quick start, taking a 4-0 lead a little more than two minutes into the opening quarter.

Foster netted four first-quarter goals, then senior Brie Walker got into the scoring column with two consecutive marks, as did junior Ella Hendriks. Cate ended the first quarter with a 7-2 lead. Walker would finish the afternoon with six goals; Hendriks landed three goals, five steals and six assists for the game.

“I thought the (Ram) girls played very well … it was a continual process from beginning the season; the long break (due to the fire and flood) hurt a bit on the conditioning side, but they looked like the way they left off about a month ago,” said Cate coach Max Bergeson.

The Rams, building off the momentum, continued to click on offense to take a 12-3 lead into the half. “Because (Carpinteria High School) is such a young team, they reacted to the bad start, by sort of locking up a bit,” explained Carpinteria coach Lance Hoffman, whose team consists of only two players with more than two years of water polo experience.

The Warriors kept pace with Cate in the third quarter, matching the Rams goal for goal to trail 18-9, going into the final stanza. They were led offensively by sophomore Sadie Mead and freshman Cassidy Hajducko,

who both collected four goals. Mead added four assists as well. Juniors Jessica Cruz and Amy Perez rounded out the Carpinteria offense, with Cruz turning in three goals and Perez adding one. Freshman goalie Kate Gay made an excellent showing, picking up seven steals and 14 saves, many from close range.

Junior Tilly Bates anchored the Rams defense while pitching in three goals. Fellow juniors Jasmin EstevezRosas and Cloe Tarlton shared goalie duties, recording seven and five saves respectively. Cate swam off with the first win in this week of rivalry games.

January 17 - Later that afternoon, the rivalry moved onto the pitch of Carpinteria Valley Memorial Stadium, where the Rams visited the Warriors in a Tri-Valley League matchup. This time Carpinteria got off to the fast start as the Warriors Luis Garcia converted on a free kick just outside the 18 to give the home team a 1-0 lead in the eighth minute of the game. “It’s one of those things that happens in the game of soccer, you take shots and the unpredictable happens,” said Carpinteria coach Leo Quintero of the early goal that caromed off the defensive wall set up by the Rams on the play.

But Cate benefitted from the next break later in the first half when a Warrior attempt at a penalty kick bounced off the right post to keep the game at 1-0. Carpinteria kept the pressure on the Rams and soon enough found the back of the net for a 2-0 lead. Jose Jimenez took the shot from about 12 yards out in the 34th minute.

He had fired a series of shots on the goal in the half and finally prevailed on an assist from Gabriel Barajas. The Warriors carried the lead into the second half.

A turnaround, however, was in store. It would start off with a low, hard shot by Cate’s Bailor Jalloh, which was fielded by goalkeeper Alberto Arroyo. Arroyo ended the game with five saves but bowed out with a shoulder injury with five minutes left on the clock.

Near the 71-minute mark, the Rams earned a penalty kick but came away scoreless much like Carpinteria in its first-half attempt.

held on for their second shutout in league play and third shutout overall. Carpinteria improved to 2-0-0 in league and 3-1-2 overall. “We anticipated some rust; I don’t know if we anticipated being so un-aggressive as we were in the first half,” said Rams coach Pete Mack, whose team hadn’t played a match in 47 days prior to the contest. Cate fell to 0-1 in league and 0-1-1 overall.

Round two of rivalry week went to the Warriors.

Two overtimes but no winner in girls soccer January 20 - The rivalry series moved back up to Cate Mesa, where it was the girls turn to show off their soccer skills. On an extremely windy afternoon, the Warriors got the early jump on the scoreboard with an Aisha Duarte goal from about 18 yards out in the first minute of the game. But the Rams would enjoy a strong second half, coming up with the equalizer to make it a 1-1 game Goalkeeper Laura Valdez saves the Warriors from a game-winning goal by the Rams. and sending the Frontier League match into overtime.

Both teams slugged it out in a very physical contest, but after two five-minute overtime periods, the game ended in a 1-1 tie.

“The first minute goal was awesome,” said Warrior coach Charles Bryant. “I thought we’d hopefully get a couple more, then we ran out of finishing touches,” Led by the midfield play of Isabela Montes De Oca and Neema Mugofwa, and playmaking ability of Tali Nam, the Rams kept the heat on the Warriors.

“Cate turned it around in the second half; they’re strong,” said Bryant. However, thanks to the stellar play of keeper Laura Valdez and defender Alejandra Garcia, the Warriors kept the Rams off the scoreboard for most of the day.

The home team would finally break through with a little less than six minutes left in the game when Nam lofted a pass that freshman forward Lilly Riehl got a foot on. She knocked it high into the air over the head of Valdez where it bounced into the net to tie it, 1-1.

“I’m really confident in our chances against any team, and even though today we were down a couple players, I thought they played really well,” said Cate coach Lisa Holmes of her team’s performance.

Although both sides ended up with opportunities to put the ball in the back of the net during overtime, fatigue set in ending the match—and rivalry week games—in a deadlock. January 18 – The Carpinteria High School girls basketball team lost to Santa Clara, 62-22. High scorers for the Warriors were Mikayla Blair and Ruthie Vazquez with six points each, and Kayana Diaz and Jocelyn Esquivel with five each. “Our girls came out strong against a team that we had lost to in the Fillmore Tournament early in the season,” said Carpinteria coach Amy Gil. “My girls played like it was a close game the whole time and that’s all I can ask for.”

Boys basketball

January 19 – The Carpinteria High School boys basketball team in a Tri-Valley League home game beat Nordhoff, 60-46. The win improves the Warriors’ overall record to 1-2, and in league, 1-1. Noah Nuño led Carpinteria on offense with 25, and Cian Figueras notched 11. “Our full court pressure caused the Rangers to turn the ball over 20 times, which led to some quick baskets,” said Warriors coach Henry Gonzales.

January 20 – The Carpinteria High School boys basketball team lost at home in a Tri-Valley League game versus Malibu, 73-55. The win puts the Warriors at 1-3 overall and in league, 1-2. Carpinteria was led offensively by Noah Nuño with 27 points. “Defensively we were led by Dom Sturdivan and Chris Ramirez,” said Warrior coach Henry Gonzales. The Sharks went on an 11-0 run in the fourth quarter to close out the game. “I was very pleased with our willingness to battle and compete at a high level,” said Gonzales.

January 22 – The Carpinteria High School boys basketball team lost a Tri-Valley League away game at St. Bonaventure by a score of 65-38. The Warriors fall to 1-4 overall and 1-3 in league. Carpinteria was led offensively by Noah Nuño with 23 points. In the second period, the Seraphs outscored the Warriors 17-2 to make it 38-14 at the half. “The second half was a much better effort,” said Carpinteria coach Henry Gonzales of his team’s performance.

Boys soccer

January 19 – The Carpinteria High School boys soccer team beat Grace Brethren, 3-1. The Warrior offense got the first goal when Cesar Perez slipped one past the Grace keeper to go up 1-0 in the 10th minute of the opening half. In the 56th minute, Carpinteria’s Solomon Nahooikaika threw in a ball that sailed into the 18-yard box where freshman Issac Benitez, making his varsity debut, flicked a ball to Angel Orozco who headed the ball into the goal to make it 2-0. Grace scored to cut the lead to 2-1 in the 70th minute, also marking the first goal the Warrior defense allowed in three league games. Jose Jimenez scored his second goal in as many games in the 77th minute for the third goal. “We played a well-balanced game tonight, and I am proud of our boys to end the night undefeated in league with a 3-0-0 record,” said Carpinteria coach Leo Quintero.

January 20 – The Carpinteria High School boys soccer team in a game versus Santa Paula, which would be for first place atop the Tri-Valley League (TVL), ended up tying the Cardinals, 1-1. On a cross off a free kick, Luis Garcia connected with Gabe Barajas on the far post to take a 1-0 lead in the 54th minute. Ten minutes later in the 64th, Santa Paula also scored off a set piece to tie the game, 1-1. Sophomore Adrian Gonzalez, making his second start for varsity, finished the game with five saves. After 80 minutes of regulation, both teams were unable to score, leaving them undefeated and tied for first place in the TVL. “Playing in a hostile environment, such as is the case at Santa Paula, coming out of there with a draw is a positive for us,” said Carpinteria coach Leo Quintero.

January 22 - The Cate School boys soccer team got off the schneid Monday afternoon, picking up their first win of the season at home over Nordhoff, 2-1. Nordhoff opened the scoring just four minutes in when a Rams miscue gave the Rangers’ numbers up, and a clear look at the goal. Just two minutes later, Buba Fofanah’s shot hit the post from short range. But, several minutes later he made good when left midfielder Will Deardorff took the ball off the Ranger right back and directed it to Fofanah who took it in unopposed. In the 34th minute, Cate struck again when center back Ben Jessup hit a long ball to Bailor Jalloh at midfield, which Jalloh carried deep into the Nordhoff box before passing it across the goal mouth to Gavin Fansler, who knocked it home.

The win moves the Rams to 1-2-1 on the season and 1-2 in Tri-Valley League play.

Boys basketball

January 17 – The Cate School boys basketball team fell to Foothill Tech, 64-51, in a Frontier League matchup on campus. The Rams in the first quarter saw Khadim Pouye and Patrick Armstrong combine for 15 of the team’s first 17 points to take an early lead. “Foothill Tech just had too many weapons ... they are very deep, and on a night when three players have more than 14 points, it’s hard to stop,” said Cate coach Andy Gil. Foothill Tech outscored the Rams, who had played a game the previous night, in the second and third quarters, which proved to be too much of a deficit for the squad to overcome in the fourth. Khadim Pouye had 20 points and Marko Pliso had 21 for Cate for the game. “We just gave up one too many offensive boards and missed too many layups and free throws in the middle,” said Gil. January 19 – The Cate School boys basketball team lost to Fillmore, 49-43, which dropped Cate to 3-2 overall, and 2-2 in league. “We had a terrific first quarter for the second time in a row, but were victim to a lid over the basket,” said Rams coach Andrew Gil. Cate was led by Patrick Armstrong with 16 points and Khadim Pouye with 11. “My unofficial count is that we missed 20 shots within five feet of the basket, and one too many free throws,” said Gil.

January 18 – The Cate School girls basketball team played a game against Nordhoff, falling in their home gym to the Rangers, 28-22. “Elle Smith, Deborah Brittain, Maisie Oswald and Maya Blattberg played great defense, essentially shutting down Nordhoff’s posts,” said Cate coach Amy Venditta. Lily Zanze, Piper Brooks, Sarah Polowczak and Laura Vences played defense against the Nordhoff guards. Zanze ended the game with 10 points, Smith had four, while Blattberg, Brittain, Polowczak and Vences all pitched in two apiece. Nordhoff outscored the Rams in the third quarter 10 to four. “The game was very well matched, and the score was close throughout,” said Venditta.

January 23 - The Cate School girls basketball team suffered a loss against Thacher on Tuesday evening by a score of 28-26. Captain Laura Vences hit a three-point shot with four minutes to go to pull the Toads lead down to two points. After some made baskets by both teams, Thacher was up by one. Though the Rams managed to create a few offensive possessions and opportunities to take the lead, the shots didn’t fall. Lily Zanze and Elle Smith had six points apiece to lead Cate. “The game was well-matched in many ways, and both teams fought back and forth for the lead,” said Ram coach Amy Venditta.

January 23 - The Carpinteria High School girls soccer team played Fillmore to a 2-2 draw in a Frontier League game. The Warriors were down 1-0 at the halftime break. Carpinteria then conceded a goal within the first 10 minutes, to go down 2-0.

Cydney Smolnikar found the net for Carpinteria on a shot that went out of the reach of the Fillmore keeper. Zahea Hamadi equalized the game, getting behind her defender and finishing on a low driven ball to the corner. “I was happy with how our defenders played. Alejandra Garcia had a great game, I thought, as did Yovanna Ahedo,” said Warriors coach Charles Bryant.

January 21 – The Carpinteria High School girls water polo team dropped their TriValley League opener to Nordhoff in Ojai, by a score of 8-7. Kate Gay had a career high 16 saves from her goalie spot. Freshman Cassidy Hajducko led the Warriors with three goals and six steals; while, juniors Jessica Cruz with two goals and Amy Perez with one goal, and sophomore Sadie Mead also with a goal, composed the remainder of the Carpinteria offense. “The Warriors took a 7-3 lead into the final quarter, but the Rangers managed to explode for five goals and the win in the final period, thanks to an aggressive counterattack,” said Carpinteria coach Lance Hoffman.

January 19 – The Cate School boys soccer team dropped their second consecutive league match of the season Friday afternoon to defending Tri-Valley Athletic Association champs, Fillmore, 5-3. The Rams opened the scoring in the eighth minute when Bailor Jalloh’s corner kick ended up on the foot of Will Deardorff who knocked it home. Fillmore tied it up about 15 minutes later, and five minutes after that took a 2-1 lead. Fillmore extended its lead when one of the Flashes got one past Cate keeper

The Carpinteria Boy Scouts went Scouting for Food last weekend and exceeded all expectations for their food drive. The annual effort, which has local boy scouts and cub scouts working together, typically garners between 800 and 1,200 pounds of food, but this year’s haul amounted to over 1,400 pounds on nonperishables for Catholic Charities, a Santa Barbara Food Bank affiliate. “This year is especially important, given the terrible calamities that have had a gripped our community these past weeks, and it is also a perfect opportunity to show the younger Scouts what it means to be valuable and concerned members of the community,” said Scoutmaster John Thomas.

On Jan. 20, scouts dispersed yellow Scouting for Food fliers throughout Carpinteria, and on Jan. 21 they picked up any nonperishable foods that were left outside homes.

Lions battle cancer with big bucks

The City of Hope now has another $2,690 to help fight cancer thanks to the Carpinteria Lions Club. The local Lions raised funds by passing the hat among the members—a tradition that takes place annually. The City of Hope, a comprehensive cancer center, is a cutting edge cancer research and treatment institute.

Morning Rotary receives homeless update

The Rotary Club of Carpinteria Morning learned about local efforts to provide services and support to the homeless population. Leah Wagner told the club about the 20 homeless individuals who reside in Carpinteria and are served by a team of volunteers and social professionals. Health and hygiene needs are met for those homeless individuals that participate, as well as a once a week lunch. Crane School relocates to B&G Club

though Crane Country day School students were displaced from their montecito campus in the tragic mudslides of Jan. 9, their opportunity to learn is alive and well under the roof of the Carpinteria Boys & Girls Club. The partnership is just one way that United Boys and Girls Clubs of Santa Barbara County has responded to the recent tragedies. During the Thomas Fire in December, clubs expanded services when schools closed across the county. Because the Buellton Club operates out of school facilities, club vans transported children from Buellton to the Lompoc Club. Hours at all the clubs were expanded so that children could come to the facilities as early as 7:30 a.m. and parents could continue working. CEO Michael Baker stated, “In light of the recent mudslides and wildfires that have impacted our community, we are committed, now more than ever, to helping those that need us most.”

ORDINANCE NO. 15-2 AN ORDINANCE OF THE BOARD OF THE DIRECTORS OF THE CARPINTERIA VALLEY WATER DISTRICT CONTINUING THE STAGE TWO DROUGHT CONDITION AND MAINTAINING WATER USE REGULATIONS EFFECTIVE DURING A STAGE TWO DROUGHT CONDITION WHEREAS, the Board of Directors on January 31, 1990 approved Ordinance 901 Pertaining to Drought Regulations and Water Conservation Standards; and WHEREAS, the Board of Directors on February 12, 2014 approved Resolution No. 972 Declaring a Stage One Drought Emergency; and WHEREAS, the Board of Directors on August 13, 2014 approved Resolution No. 980 Implementing the State Water Resources Control Board’s Drought Emergency Water Conservation Regulation; and WHEREAS, the Board of Directors on October 8, 2014 adopted Ordinance No. 14-1 Consolidating Mandatory Water Conservation Requirements set forth in Ordinance No. 90-1, Resolutions No. 972 and 980, and Adding New Requirements and Establishing Enforcement Measures to Address a Drought Emergency; and WHEREAS, the Board of Directors on January 14, 2015 adopted Ordinance No. 15-1 Consolidating Mandatory Water Conservation Requirements set forth in Ordinance 14-1, Ordinance No. 90-1, Resolutions No. 972 and 980, and Deleting the Suspension of District Rule No. 15a (Sections 4 and 5); and WHEREAS, the Board of Directors on May 13, 2015 adopted Ordinance 15-2 Amending and Superseding Ordinance 15-1 and Declaring a Stage Two Drought Condition and Establishing Water Use Regulations to be effective during a Stage Two Drought Condition; and WHEREAS, although the Governor rescinded the statewide drought emergency regulations issued in Executive Order B-29-15, the Carpinteria Valley and Santa Barbara County continue to experience extended dry conditions; and WHEREAS, there currently exists the possibility of shortages within the District’s service area over 15% of average annual demand within the next 12 - 18 months; and WHEREAS, California Water Code Section 31026 also authorizes the District to restrict use of water during any emergency caused by drought, and to prohibit the waste of water during such periods; and WHEREAS, the District’s Water Shortage Contingency Plan provides that when the District determines that the water supply for the current or impending water year is anticipated to be approximately 15-30% less than projected normal demand a Stage Two shall be declared and such conditions continue to exist; and WHEREAS, it is in the best interests of the customers of the District for the District to have regulations in place for the timely implementation of any future Water Shortage Emergency; and WHEREAS, as the Board adopts this Ordinance, and finds that the restrictions set forth herein are necessary and proper to protect the water supply for human consumption, sanitation, and fire protection during Water Shortage emergencies, the Board also finds that the uses of water that are prohibited below are nonessential.

NOW THEREFORE BE IT ORDAINED, pursuant to Section 31026 of the Water Code, the Carpinteria Valley Water District prohibits the following: a) running water from a hose, pipe, or any other device for the purpose of cleaning buildings and driveways or sidewalks except in the event the General Manager or designee determines that such use is the only feasible means of addressing a potential threat to health and safety; b) washing of driveways and sidewalks except in the event the General Manager or designee determines that such use is the only feasible means of addressing a potential threat to health and safety; c) irrigation of outdoor landscapes in a manner that causes runoff such that water flows onto adjacent property such as patios, decks or driveways, private and public walkways, roadways, parking lots, or structures; d) use of a fountain or other decorative water feature except if a recirculating system is in place; e) manual irrigation by hose or moveable sprinkler at any time from 10:00 a.m. to 4:00 p.m. of any yard, park, recreation area, or other area containing landscape vegetation; f) outdoor irrigation through fixed irrigation systems, either manually or by timer controller at any time from 8:00 a.m. to 6:00 p.m., of any yard, park, recreation area, or other area containing landscape vegetation, except for testing system or repairing leaks; g) irrigation of turf or ornamental land-

h) irrigation of landscapes outside newly constructed homes and buildings that is not delivered by drip or micro-spray systems; i) irrigation of ornamental turf on public street medians j) free-flowing hoses for all uses. Automatic shut-off devices shall be attached on any hose or filling apparatus in use.

BE IT FURTHER ORDAINED that pursuant to Section 31026 of the Water Code, the Carpinteria Valley Water District restricts use of District water as follows: a) All restaurants located within the Carpinteria Valley Water District that provide table and/or counter service shall post, in a conspicuous place, a Notice of Drought Condition as approved by the General Manager and shall refrain from serving water except upon specific request by a customer; b) Boats and vehicles shall be washed only at commercial car washing facilities or by use of a bucket and/or hose equipped with a self-closing valve that requires operator pressure to activate the flow of water; c) Breaks or leaks in any customer’s plumbing shall be immediately repaired upon discovery. If repairs cannot be completed within seventy-two (72) hours of detection or within seventy-two (72) hours of notification by the District, water service to the property may be turned off by District staff to prevent water loss until such time the repair has been completed; d) Operators of hotels, motels and other commercial lodging establishments located within the Carpinteria Valley Water District shall post in each room a notice of drought conditions containing water conservation information and a separate notice with language similar to the following: “This area is suffering a Drought emergency. If you wish to have your sheets changed while you are staying, please leave this notice on your pillow. If you would like your towels changed, please leave them on the floor. Housekeeping will be pleased to accommodate you.” e) Operators of pools, exercise facilities and other similar establishments providing showering facilities shall promote limitation of showering time and post a Notice of Drought Condition; f) Draining and refilling up to one third of the volume of a pool per year is allowed as necessary to maintain suitable pool water quality. Draining and refilling in excess of one third per year is prohibited, except in the event the General Manager or designee determines that such further draining is required to make needed repairs, or to prevent equipment damage or voiding of warranties; g) Landscape irrigation by Residential, Commercial, Public Authority and Industrial customers shall be limited to no more than two (2) days a week.

BE IT FuRTHER ORDAINED that increasingly significant administrative penalties to create a disincentive to commit future violations of the aforementioned District potable water and non-District water use prohibitions and restrictions, shall be: a) a letter to the District customer of record indicating a violation of one or more of the aforementioned water use prohibitions or restrictions; and b) a letter to the District customer of record indicating a second violation of one or more of the aforementioned water use prohibitions or restrictions and a fine of twenty-five dollars ($25.00) added to the customer’s next bill for the second offense; c) a letter to the District customer of record indicating a third violation of one or more of the aforementioned water use prohibitions or restrictions and a fine of one hundred dollars ($100.00) added to the customer’s next bill for the third; and d) a letter to the District customer of record indicating additional incidences of violation of one or more of the aforementioned water use prohibitions or restrictions and further fines with a limit up to five hundred dollars ($500.00) for each day a violation occurs at the discretion of the Board of Directors.

BE IT FuRTHER ORDAINED that a customer, in accordance with District Rules and Regulations may appeal the imposition of a monetary penalty by submitting a letter to the District within seven (7) days of the District’s mailing of a notice of violation; and BE IT FuRTHER ORDAINED that a customer, in accordance with District Rules and Regulations, may appeal the General Manager’s or Assistant General Manager’s rejection of the appeal by submitting a letter to the Board of Directors within seven (7) days of the General Manager’s or Assistant General Manager’s rejection of said appeal.

BE IT FuRTHER ORDAINED that to the extent that the terms and provisions of this Ordinance are inconsistent or in conflict with the terms and provisions of any prior District ordinance, resolution, rule or regulation, the terms of this Ordinance shall prevail, and inconsistent and conflicting provisions of prior ordinances, resolutions, rules and regulations shall be suspended during the effective period of this Ordinance.

BE IT FuRTHER ORDAINED that in the event the State adopts mandatory water conservation measures requiring implementation by the District during a water shortage emergency, and such State

New trails on east and west ends

As a condition of the Linden Casitas Project, Rincon Trail must be completed by the project’s close. Grant funding to cover the major costs of the $7.8 million trail, which will connect the east end of Carpinteria Avenue with Rincon County Park, will be awarded in 2019.

A second addition to the Coastal Vista Trail in Carpinteria is planned to connect Santa Claus Lane with Carpinteria Avenue as a condition of the widening project that is anticipated to begin in late 2018 or early 2019. A few weeks ago, my wife Robin and I ate at the relatively new Ojai Harvest restaurant in downtown Ojai. I had their grain bowl and Robin ordered the veggie burger made with a breaded mushroom patty. She let me have a bite of her burger, and when we got home I immediately began deconstructing it because it was that good.

This is what I came up with. It may not be as tasty as the burger at Ojai Harvest, but I like it! I think you will too.

Randy has been a vegetarian for over 40 years and eats local and organic grain, fresh fruit and vegetables as much as possible.

Heat the grapeseed oil in a large skillet over medium heat. Cook the mushroom patties on one side for 3 to 4 minutes. Turn them over and cook for another 3 minutes or until patties are crisp. Place the mushrooms on paper towels and set aside.

Drain the skillet and wipe out excess oil. Use the skillet to grill the buns, cut side down, until they are golden (not burned). Set buns aside.

Spread a little Vegenaise on both the top and the bottom of each bun. Spread a quarter of the avocado spread on the bottoms. Place a slice of onion on top of the avocado spread and then a slice of tomato on top of that. Carefully place the mushroom on top of the tomato. It will want to slide off but don’t let it!

Sprinkle cheese on top of the mushroom, layer with lettuce, and place the tops on to complete the burgers.

Carefully slice in half and serve with a side of French fries or chips.

The mighty fin

unpredictable wilderness chuck graham Misty plumes spouted in unison on a hazy morning as the Island Packers boat made its run to Santa Cruz Island. Most everyone aboard rushed to the bow for better viewing. Long, streamlined marine mammals slowly revealed their broad backs and then spouts opened up nearly as round as a manhole before descending just beneath the surface, leaving only their pelagic footprint for us to ponder.

It was way late in the season for humpback and blue whales, but a few had been seen still hanging around in the East Santa Barbara Channel. The gray whale migration would soon commence, with thousands of whales hugging the Channel Islands National Park, heading south from frigid Alaska to the warm-water lagoons of Baja California.

With fall in the rearview mirror and winter quickly approaching, any sighting made for a good day, so it was even more surprising to see several fin whales kind of rolling on the surface, their small, curved dorsal fins not doing their girth any justice.

Other whales garner most of the attention in the channel. Humpbacks are the most animated. Blue whales are the largest animals on the planet, reaching lengths of 98 feet and 190 tons. From the air they resemble submarines. Killer whales are at the top of everyone’s want list, but actually they are in the dolphin family. Gray whales perform that arduous annual migration and can be easily seen from the mainland on their return to Alaska, mostly moms and their calves hugging the coast to avoid confrontations with marauding orcas.

However, the fin whale deserves its due. After all, the fin is the second-largest mammal on the planet right behind the blue. The largest confirmed fin whale ran 85-feet-long and a svelte 82 tons.

Fin whales—often confused with blue whales—are regular travelers through the Santa Barbara Channel, but their reclusive nature rarely makes them the star of the marine mammal show. more shy. Because of their slender bodies with a tail that tapers off and the ability to swim with the speed of a steamship, fin whales have earned the nickname “greyhounds of the sea”.

“I have seen fin whales many times in the Santa Barbara Channel,” said Alisa Schulman-Janiger, an independent whale researcher for a number of cetacean organizations up and down the Southern and Central California Coast. “Typically though, not a lot of fin whales in one sighting.”

We had at least two fin whales around the Island Packers ferry for several days last December, usually near the oil platforms where ocean depths go from 80 to 120 feet and then abruptly to 800 to 900 feet where that cold upwelling current which is nutrient rich rises to the surface and feeds the teeming channel.

On Dec. 23, 2017, the Condor Express out of the Santa Barbara Harbor reported seeing six fin whales in the channel, a large number for a shy species. However, after countless channel crossings and island trips, my recollection of fin whales wanes rapidly compared to all other species of marine mammals. I just haven’t seen that many over the years, until last month.

It’s much more likely to see humpbacks than fin whales.”

whales, with large prominent dorsal fins.

John Calambokidas of Cascadia Research Collective—a nonprofit specializing in scientific research and education in the protection and management of marine mammals—has confirmed one hybrid that was located in the Santa Barbara Channel. He was able to collect a biopsy sample of the whale. After analysis it showed that the hybrid was 50 percent blue whale (mom) and 50 percent fin whale (dad).

From the Island Packer boat we stayed with the fins for at least 20 minutes, as they continuously arched their long backs, everyone on the boat anticipating a tail fluke. Fin whales, however rarely throw a fluke, so when they arch their backs revealing their hooked dorsal fins, that’s their signal for diving deep. That’s the extent of what onlookers get before they descend for periods of up to six minutes to feed.
