HOUR PREPARE AND EAT DINNER WITH FAMILY OR FRIENDS It turns out that eating dinner with others is healthy—and that’s before you even consider what’s on the plate. A 2000 survey found that the 9- to 14-year-olds who ate dinner with their families tended to eat more fruits and vegetables and less junk foods. Their diets also had more key nutrients, like calcium, iron and fiber.

Controlling portions is another healthy aspect of eating in. The average restaurant meal has as much as 60 percent more calories than a homemade meal. Researchers have found that when we have more food in front of us, we eat more food.

Last but not least, dining with family can reduce stress. In 2008, researchers found that working moms who sat down and ate with their families felt less tension and strain from long hours at the office.

DAY THINK POSITIVE Scientific studies have found a correlation between longer lives and positive attitudes. Unfortunately, doctors can’t prescribe positivity; boosting attitude requires initiative. There are many obvious ways to work the smile muscles more: watch a funny TV show, hang out with friends who tickle your funny bone, play with your kids. Less obvious, perhaps, is the fact that volunteering is a mood boost, and positive affirmations can make you feel happier and more satisfied.

WEEK ORGANIZE A WELLNESS CHALLENGE AT WORK Do you and your co-workers sit most of the day? Have you read the news that being sedentary can lead to an early grave? At the risk of encouraging pluck and pep that elicits office eye-rolling, CVN suggests organizing a workplace wellness challenge that rewards participants for fun and healthy activities. Ask the boss to kick in a few prizes and incentives for departments or individuals with the highest participation.

A steady run of dump trucks have been traveling along 7th Street and Linden Avenue in recent days to drop loads of sediment on the beach at Ash Avenue. Operating with emergency permits from various agencies, crews are working to prevent flooding and ensure the Salt Marsh is not further inundated with mud in the event of further heavy rains.

Ocean water quality looks questionable for foreseeable future

The flooding and debris flow of Jan. 9 turned the often-sparkling waters of south coast beaches to a murksome brew of sediment, limbs, logs and bacteria, prompting county officials to close ocean access from Gaviota to Rincon Point. Although beach closures are routine after heavy rain events and common wisdom is for ocean users to wait 72 hours after precipitation to hit the water, the unprecedented scale of last week’s disaster— along with sediment dumping on area beaches—means potentially unhealthy water quality for the foreseeable future.

Bacteria levels far exceeded, and continue to exceed, safe levels in the days after last week’s storm, but Larry Fay from the County of Santa Barbara Department of Public Health, the agency that performs ocean water quality testing, said on Jan. 16, that he was “pleasantly surprised that over the past three or four days the water quality is greatly improved.”

The nonprofit group Santa Barbara Channelkeeper, which performs water quality and watershed monitoring to ensure a healthy marine ecosystem locally, is conducting testing of sediment from the Carpinteria Salt Marsh that is being deposited on the beach at Ash Avenue under emergency permits. Channelkeeper’s testing is focusing on bio-toxicity and heavy metals that may or may not be present in the sediment, but the results will take a week to come in.

“Of course, we’re worried about the impact to the beach,” said Ben Pitterle, Channelkeeper’s Watershed and Marine Program Director, “but we get that there is a recovery effort underway—the roads need to be cleared, people need to be able to get back to work.” Pitterle pointed out that beaches in Carpinteria and Goleta have been used periodically for sediment disposal for decades, and said he was heartened by the fact that the dumping is being monitored and larger debris removed from loads before washing into

Meanwhile, road clearing efforts continue, but the sediment being dumped at Ash Avenue is mainly from the Carpinteria Salt Marsh. Jim Shivers, Public Information Officer for Caltrans, said in an email from Jan. 16, “We are dumping debris at undisclosed sites to maximize public benefit, and we are not using beaches.”

Heath Ranch Park saga continues

A Heath Ranch Park play structure whose costly relocation had Carpinteria City Council leaning toward removal, was granted a reprieve at the council’s Jan. 8 meeting. The structure sits beneath one of the park’s four remaining 150-yearold Eucalyptus trees, whose preservation has been debated for years.

The existing play structure will be removed, and thanks to a hue and cry from neighbors who want to keep a structure for neighborhood kids, a new concept with historic elements and a subdued color palette will come back to the council

for consideration.

Parks and Recreation Director Matt Roberts met with park neighbors in November, and determined that maintaining play equipment was important to the nearby residents. Prior to that meeting, the city council had elected to expand the grassy play area in the park and pass on reconstructing a play area.

The replacement cost was initially estimated at $175,000 when combined with the removal of the existing structure, but at the January meeting Roberts presented a $92,000 estimate that reduced the area of the play structure from 3,000 to 2,500 square feet.

Members of the public encouraged the city to build something befitting a historic landmark. David Griggs, director of the Carpinteria Valley Museum of History, said, “I really don’t want to go to a historic park and see bright yellow and blue tubes and slides and all this.”

Roberts agreed that play elements could harken back to the Heath Ranch days. When the council started brainstorming specific wishes, Roberts said, “If you get into custom play structures, you’ll have to add a digit to the price.”’

In public comment, former councilmember Kathleen Reddington suggested reducing the cost by getting local craftsmen involved, but Roberts noted that wooden parks like Kids World in Santa Barbara were very difficult to maintain and full of splinters.

olivas honored for community service

The Carpinteria City Council recognized Dale Olivas for his outstanding volunteer service during the Thomas Fire. Olivas, a member of the Community Emergency Response Team since 2013, organized the face mask distribution at Casitas Plaza—an effort that put more than 35,000 masks in the hands of people impacted by the hazardous air conditions created by the Thomas Fire.

“You were there when our community needed your help,” said Councilman Gregg Carty, who joined the rest of the council in thanking Olivas for stepping up in a time of need.

Olivas pointed out that scores of people turned out to help pass out face

masks over the eight-day distribution. “I was blown away by our community,” he said. “God, I love this community.”

Council extends proposal period for railroad inn

Despite some public opposition, the Carpinteria City Council voted 4-1 to extend the 90-day window for developers to submit proposals for an inn concept at the city parking lot next to the Amtrak Station. The scope of the project calls for a two-story building in the style of the historic railroad station. Described as a “boutique hotel” project, the concept includes 30 rooms and a restaurant with ocean views.

Councilman Al Clark voted against the one-year extension, noting that he has made his opinion of the project clear in past meetings. Clark, along with several members of the public, has argued that the city should seek other means of raising revenues rather than a development could change the character of Carpinteria.

“Whether we make negative money or a bajillion dollars, I don’t think it’s a benefit to the community,” he said.

No proposals were received in the initial 90-day period, but Parks and Recreation Director Matt Roberts said there was some interest. He expects that with more time, developers will be able to complete all the necessary steps to submit a formal request. Councilman Brad Stein said that he supported the extension granted to developers because, “It’s their dime and their time.”

Damage to Carpinteria and Montecito trails that came courtesy of the Thomas Fire and subsequent flooding will be reviewed by local trail expert and author Ray Ford on Thursday, Jan. 18, at 6:30 p.m. at Santa Barbara Public Library’s Faulkner Gallery, 40 East Anapamu Street. For those unable to attend, the presentation will be streamed live on the library’s Facebook page.

More than 180,000 of acres burned in the Thomas Fire are within Los Padres National Forest, which includes the front-country trails behind Montecito and Carpinteria.

The combined effect of fire damage and subsequent flooding has posed some of the biggest threats our front-country trails have ever faced. Ford will discuss current trail conditions and closures. He has recently visited Cold Springs, Hot Springs, San Ysidro, Romero and Franklin trails and will provide an overview of the damage these trails sustained, as well as the challenges that lay ahead before they can be reopened to the public.

Rincon Classic waiting window delayed

The first waiting weekend for the Rincon Classic Surf Contest will be postponed until Jan. 27 due to the mudslide tragedy and cleanup efforts in the Rincon Point community. Mary Elizabeth “Libby” Weinberg 9/12/1928 - 1/16/2018

Surrounded by her devoted husband and children, Mary Elizabeth “Libby” Weinberg departed from this world and soared to the next on Jan. 16, 2018. Born to Tom and Mary Brennan on Sept. 12, 1928, Libby was the oldest sibling to her sister Sally and brother Tom, whom she has now joined with our Lord. After training as a Lyric Soprano and attending Marquette University, life truly began for Libby when she walked through that revolving door in Milwaukee and met the love of her life, Dick Weinberg.

Married on May 19, 1951, they shared 66 years together, and her pride and joy were the seven children they raised together—Mike, Tom, Matt, Steve, Andy, Katy, and Sally.

After living in Minneapolis and Chicago for the first few years of marriage, it didn’t take the newlyweds long before they swapped the snow for the sun.

With baby Mike in tow, they headed to Fremont, Calif., where they lived for 12 years. During this time, Libby and Dick added four more boys and a girl to the nest. The family then moved to Claremont, Calif., where they lived for 10 more years and added Sally to the bunch.

After following her executive husband to Indianapolis and then Syracuse, Libby yearned for the ocean. Her dream came true when they retired into their beautiful home on the beach in Carpinteria, Calif., a place they have called home for the past 30 years.

In her element amid the joyful chaos of family and loved ones, Libby was never happier. “Sunday night dinners” were a tradition that she has passed down to her children--though none of them can

match her “strogie” (stroganoff), chicken and biscuits, or sesame cookies, which earned her Cook of the Month for the Santa Barbara News Press. Even more impressive than her cooking was her hospitality. Her door was always open and there was always room at the table, a spare bed to sleep in, or even room on the floor. Libby had only one rule: be home by martini time, or else!

Throughout her life she was a lover of the arts who encouraged creative expression in all of her children--whether it be music, ceramics, photography, or design. Blessed with a wonderful voice, she sang in church choirs and at various parties and functions. Libby was an active member of Carpinteria Beautiful for years and was co-founder of Carpinteria’s Home and Garden Tour with her best friend, Donnie Nair. An “artist” herself, she had an eye for color and design, creating beautiful quilts, afghans, outfits for her children, and even macrame, which she sold in her own shop, “California Pottery.” An avid reader, she belonged to several book clubs over the years, including “Carpinteria’s Best Book Club,” which she belonged to since 1994.

Libby Weinberg is survived by her loving husband, Dick Weinberg; sons Tom (Bonnie); Matt (Sarah) of Bozeman, Mont.; Steve (Stan) of Portland, Ore.; and Andy (Marhya); daughters Katy Harbison (John) of Carmel, Ind., and Sally Brooks (Arnie); and daughter-in-law Diane Weinberg of Page Springs, Ariz..

Libby is survived by grandchildren Matt Weinberg (Molly), Cody Weinberg (Christie), Casey Weinberg, Mike Weinberg, Molly Lee (Spencer), Sarah Harbison, Maggie Harbison, Carly Harbison, Maddie Brooks, and Jamie Brooks; and great-grandchildren Dylan, Brenna, Will, and Clara Weinberg. She is preceded in death by her oldest son Mike Weinberg (Diane), grandson Kent Weinberg, and daughter-in-law Cheree Weinberg.

A funeral service will be held on Friday, Jan. 26, at 10 a.m. at St. Joseph Catholic Church, 1532 Linden Ave., Carpinteria, CA 93013. In lieu of flowers, donations can be made to HELP, an organization that provides transportation for the elderly. A reception will follow at the house of Dick Weinberg at 5529 Calle Arena, Carpinteria, Calif.

We want to offer special thanks to Montecito Care and More, whose compassionate care so lovingly supported her in her final phase of life.

Libby’s smiling Irish eyes and tuneful whistling will live forever in our hearts!!!

Victoria Warren Hunt 09/02/1949 - 12/15/2017

After long battling illness, Victoria Warren Hunt passed away peacefully at 7:15AM on December 15th, 2017. She is survived by her husband, Melvin Hunt, and her sons, William Warren Barmore and Michael Conway.

Victoria “Viki” Warren Hunt led a truly extraordinary life. Born in Carpinteria, Calif. on Sept. 2, 1949 to Thomas C. Warren and Joan Daly (then Joan Warren). She was raised as a fifth generation farmer on her family’s ranch for her early years.

Although her childhood was marred by tragedy, including the sudden death of her father when she was 8, she was able to persevere and become an erudite and brilliant young lady who excelled in whatever arena she chose to commit herself. After graduating from Desert Sun High School in Idyllwild, Calif. in 1967, she began a long and much loved period of travel. Lasting nearly a decade, this journey spanned the globe and took her from such exotic locales as Ibiza to Tahiti and all the way back Barcelona again.

She visited both East and West Germany, when there were such places. In total, she visited more than two dozen countries, setting foot on nearly every continent on Earth. Only Antarctica escaped her.

In the late 1970’s, Victoria majored in anthropology at UCSB, nearly obtaining her BA before being caught up in whirlwind romance that would lead to the birth of her beloved biological son, William Warren Barmore, in 1982. This would eventually see her return to Car-

pinteria as a single mom in 1985 where she assumed co-management of the family farm alongside her own mother. Together, the two women worked tirelessly to raise her son and keep the business going until Viki’s mother passed away in 1997. She then became the main operator of Down Home Ranches and remained so until her final days. Her legacy includes a healthy, thriving avocado farm that her family intends to continue to operate alongside her long-time friend and business partner, Reyes Santillan.

Viki was married five times in her life and she found the best in the last.

Married in Las Vegas in 1995, Victoria Warren and Melvin Hunt began a journey that withstood the tests of time, trial and tribulation. They would often attend rock-and-roll concerts together, including “The Rolling Stones” and “Ted Nugent.”

During her final days, Mel remained by her side day-and-night, displaying a devotion that brought her comfort in the darkest of moments.

Though she only bore one child, Viki was like a mother to many kids. Her home became a hub for a group of friends that included her biological son, William.

Thanks to her generosity, these boys were able to enjoy the pleasures of farm living that included real fireplaces and old front porches. They got to play freely among the avocado orchards and sword fight with cherimoya branches, as all boys that age should be allowed to do. She even took it upon herself to adopt one of these friends when his home life proved to be otherwise untenable. Michael Conway has gone on to become a successful CPA and father, thanks in part to what Viki was able to provide. That is just one example of her boundless generosity. Throughout the course of her life she always went out of her way to help those in need without any expectation of return. Above all else, her generous spirit is what will be most sadly missed and most fondly remembered. Those that knew her are richer for the experience, and those that didn’t are still poorer for her loss.

Due to the uncertainty caused by the ongoing natural disasters and closure of the 101, no arrangements have been made at this time. The services will take place at the Carpinteria Cemetery at a time to be determined.

Haste makes waste

Why are we dumping this soil in the ocean? Even with the “nasty components” it is precious topsoil—a limited resource.

In my profession, landscape architecture, we pay good money for this stuff, prior to installing expensive landscapes. Soil microbes naturally present in soil can process the ash, high pH, toxins, etc., much better than diluting it in ocean water where it comes into contact with so many crustaceans, fish (food chain), humans, etc. At the very least, this muddy stuff could be used to replenish the earth.

There are many farmers who appreciate and would love this stuff, perhaps not for consumables but certainly for textiles, ornamentals, etc. Instead we are disposing of this precious topsoil in salt water and losing it forever, amplifying an already terrible disaster. Initially I was a marine biology major and changed to landscape architecture so that I could make a difference on land and divert problematic runoff and chemicals to preserve the earth systems before reaching the ocean. In our haste, we are making a bad situation worse. And our knee-jerk reaction to the immediate tragedy is blinding us to the bigger, long-term picture.

BY ALENA STEEN, CARPINTERIA COMMUNITY GARDEN COORDINATOR The water coursing down Carpinteria’s creeks last week is the next step in the regeneration of mountain ecosystems affected by the Thomas Fire. While the burn zones are blackened, they are far from barren. Hidden in the loose soil and debris are millions of native seeds awakened by the rain and beginning the rapid and dynamic process of regeneration after the burn and last week’s storm.

While the potential for more mud and rock slides looms large over town, it is important to allow nature to take its course.

Do not broadcast seed in an attempt to hold ground—the native vegetation is poised to do exactly that. Though erosion and flooding have undoubtedly deposited some of the mountains’ seed bank farther downstream, we can expect to see an incredible flush of vegetation in the coming weeks.

We live in a landscape that has been shaped by fire for several thousand years.

The Chumash, Carpinteria’s original inhabitants, set fires to increase the availability of desired foods and medicines, as well as to reduce the risk of large and dangerous fires. In part due to human interaction, the flora of the Santa Ynez mountains and foothills is uniquely adapted to benefit from infrequent fire.

Many shrubs of the chaparral such as ceanothus, manzanita and chamise recover quickly from their roots after a burn. Expect vigorous green growth from the base of many blackened and “dead” shrubs. Additionally, many chaparral species require the heat of fire and the nutrients rapidly released from ash to germinate.

Additionally, these plants have much weaker root systems which can sometimes create more erosion due to the combination of shallow roots and fast-growing, top-heavy foliage.

We have an amazing wildflower display to look forward to after the rainy season. There are many species that follow fire and are only present for the first few years of bare and fertile soil before the mature chaparral canopy out-competes their blooms. Expect a profusion of lupine, poppy, and phacelia among others, says Elihu Gevirtz, chief ecologist for local environmental organization Channel Islands Restoration (CIR).

This spring will be a golden opportunity to battle invasive species along the urban-rural interface of the Franklin Trail, since the cleared understory will allow a much more thorough program of removal. THE SUMMERLAND SHORE F R A N D AV I S The day after the creeks blew up, obliterating roads and homes, Summerlanders went to the beach. They walked singly and gathered in groups, hauling bags and buckets, and they spent the day picking up trash.

Summerland beach was knee deep in storm debris—all the things that washed down the gullies and raging creekbeds to the sea. Huge rafts of wood, tree trunks, branches, twigs and lumber stretched from Shark’s cove to Loon Point. At Fernald Point two twisted cars lay at the tideline.

Summerland was a lonely island that day—no roads open north or south. I’ve never seen so many people out on the streets, mixing, talking in groups, gathered in the post office parking lot and in front of the liquor store, the town’s only open business.

Walking the beach was a trek through sad, soggy piles, not much sand visible. In the woodpiles bits of furniture and cloth

The island of Summerland and household goods intermingled with bottles and toys and plastic, lots of plastic.

The cleaners, the good Summerlanders who came out that day and the following days, mainly picked up plastic. Some thought to wear gloves; others worked bare-handed. They piled stuff along the sand bench at the high tide line and stuffed it in trash bags or dragged it up to the trash barrels on the bluff top.

This was before we got word from county health that the beaches were considered toxic zones. We were urged stay away, not to touch anything washed up, and definitely not the water. That warning extended from Gaviota to Carpinteria.

There were a few who carried off what they found—lawn furniture, tires, ice chests. My husband ran into a Fish and Game official who was on the beach looking for a dead bear. He showed Roger a photo he’d been sent, but failed to locate the bear.

The sight in the rubble of a little girl’s tiny white sandal still twinkling with rhinestones brought me to tears. My heart went spiraling right down to sorrow’s depth, the lives ripped asunder, losses so deep that recovery, for some, may seem beyond reach.

Orange skies and helicopters

I woke at the sound of hard rain that awful Tuesday and went to the window to see a sky lit with orange. An eerie orange glow flared and dimmed, flared again, like fire on a giant movie screen.

It had to be fire, but it was raining. A

ghost replay of the nightmare fire from before? Suddenly a flash of vivid blue, then orange again. Even from the safety behind our window, warm in our room, it seemed horrifying. It seemed like a terrible precursor to what was to come.

We learned the next day that a gas line in Montecito had exploded and burned.

It was good to have an explanation although it brought little comfort.

All day long that Wednesday helicopters rattled the skies above us, flying in circles around Montecito and Romero Canyon and up and down the coast. One morning a blimp hovered high in the air above Romero, and Roger got an iPhone message saying it was equipped with infrared for night searches.

We watched a fleet of dump trucks work through the day last Wednesday and Thursday pouring liquid mud the entire length of Greenwell Avenue behind our house. A neighbor counted 500 truckloads. Presumably it was freeway mud, along with goop from the roads throughout Montecito.

The dumping is worrying to Summerlanders and many others with environmental concerns. The mud is essentially toxic, containing freeway pollutants along with the toxic loads carried by the runaway creeks—sewage and all manner of household and garden chemicals as well as the dangerous micropollutants

The water leached out from the drying mud is now running downhill into Greenwell Creek. From there it’s a short run to the ocean, so Summerland beach is getting for an even bigger hit of very bad stuff. You don’t even want to think about the riparian area along the creek.

In a grisly turn, I watched about 20 workers wearing yellow suits and carrying shovels walk the length of the Greenwell mud mounds, accompanied by what I assumed was a cadaver dog.

They stopped to dig in a couple of places, but, mercifully, found nothing.

We know the county and state had to get rid of the mud somewhere quickly, but regret some of it landed in our backyard. Greenwell Preserve, with its small year-round creek, sits at the corner of Greenwell and Asegra Road.

I had a talk with Dave Hill, chair of the Greenwell Preserve committee, and he reminded me that ours was one of the smallest watersheds in the county and one least impacted by the storm.

The thing to remember is that one way or another all the run-off eventually ends up in the ocean, and the catch basins in surrounding areas are completely jammed.

Tom Fayram of county flood control had to make some fast, hard decisions, and Greenwell presented one obvious solution.

In and out of the loop

Days last week were fractured and fragmented into information bits—reading and responding to emails and news alerts, answering phone calls, watching TV news, standing on the street to confer with neighbors.

Being cut off in the real sense, as well as in the electronic one, threw us into greater reliance on each other for news and information. Most of our neighbors had no TV or internet service because Cox cable was down, but with Direct TV and Frontier we had both, so for a while we functioned as a news node.

There were many offers to share food and supplies. Uppermost were water worries since Summerland is in the Montecito Water District. We’re restricting water usage and boiling drinking and cooking water. Our water district has been distributing bottled water at the Summerland post office and promises to keep these supplies up throughout the crisis.

One good thing: People pulling together in trying times.

Flood danger remains high for Carpinteria

Last week’s heavy rains that fell on hillsides charred by the Thomas Fire destroyed 115 homes and killed at least 20 people in Montecito with flooding and debris flow. Just a few miles to the east, Carpinteria Valley escaped the worst but now faces four more months of potential storms and a backdrop of equally denuded hillsides. Residents are left wondering, “Could it happen to us?”

“We don’t want that to happen, but the potential is there,” Fire Chief Ray Navarro of the Carpinteria-Summerland Fire Protection District told a crowd of 200-plus people at a community meeting held on Jan. 14 at the Alcazar Theatre, where representatives from several agencies reviewed what happened in the Jan. 9 flood and provided information on what’s to come.

“The risk hasn’t changed that much.

The hillsides are still littered with debris that could come down,” said Carpinteria City Manager Dave Durflinger. High intensity rain early Tuesday morning sent a cascade of boulders and trees down local watersheds, and officials credit debris basins and flood control channels for helping to minimize damage to Carpinteria in the brief deluge.

Forecasters predict light rains amounting to just a couple hundredths of an inch for Friday, Jan. 19. “There was going to be another system early next week, but now it’s looking dry,” David Sweet, meteorologist for the National Weather Service, said on Wednesday, Jan. 17. Navarro told last weekend’s meeting audience that anywhere from 1/2 to 1 inch of rain could produce another flow of mud and debris.

Stripped of vegetation, the mountainsides have little ability to soak up precipitation. Also, gases released in wildfires settle into the soil and create a waxy, slick layer that contributes to mud and debris flows.

CalFire teams are now compiling poststorm debris data from the mountains above Carpinteria for use in predictive modeling to inform new risk maps. Sean Norman of CalFire said that the high-tech tools will allow for more accurate depictions of water flow throughout the area’s watersheds.

The weather event in Montecito is considered a 200-year storm—one that has a ½ percent chance of occurring each year— while Carpinteria experienced a 50-year storm—with a 2 percent chance each year.

In Carpinteria, 2.41 inches fell over the 24hour storm, including a peak of 1 inch in 20 minutes. Reports from Montecito are of a ½-inch falling in just five minutes to trigger the massive debris flow.

Flooding likelihood peaks, said Charlie Ebeling, City of Carpinteria Director of Public Works, when high tides and high surf combine with heavy rainfall.

The beach neighborhood and residences along Franklin and Carpinteria creeks are most vulnerable to flooding.

Residents should have “go bags” ready to evacuate immediately, and homes should be stocked with emergency supplies such as water, flashlights, batterypowered radios and cell phone chargers, Navarro told the meeting audience.

Firefighters from CSFPD will be stationed on high ground in Summerland and off of Bates Road prior to any significant storms. Warnings and evacuations will be issued at least 12 to 18 hours ahead of storms.

Some of the Montecito homes destroyed in the floods were in voluntary evacuation zones where many residents chose to stay. Lt. Brian Olmstead of Santa Barbara County Sheriff’s Department said that much data and thought go into issuing evacuations. “We take them seriously, and we understand the hardship of asking you to stay out of your home,”

The Carpinteria Salt Marsh, which filled with silt during the storm, functions as a debris basin at the base of the Franklin and Santa Monica creek watersheds.

Mud from the marsh is being dredged and moved by dump truck to the beach at the end of Ash Avenue. Scores of truckloads have been poured into the surf zone, which has raised red flags among many concerned residents.

At the Jan. 14 meeting, members of the public beseeched the city to find an

alternative site for dumping the silt, some of which is coming from flooded areas outside of Carpinteria. She noted that the mud could contain hazardous and toxic materials.

Durflinger responded, “We’re in an extreme situation. We need to restore capacity and the clock is ticking … In disaster response, that’s the number one priority, saving lives.”

Emergency permits were obtained for the dumping, which is also taking place at Goleta Beach. The material deposited must meet fine particulate standards, and a monitor stationed at the beach will stop the operation if anything potentially hazardous is detected, Durflinger said.

Transportation limited in wake of flood

Highway 101 has been closed between Santa Barbara and Carpinteria since the floodwaters sent thick mud and debris across lanes in Montecito. Several feet of mud and water settled at the Olive Mill Road area, and work crews have been vacuuming and hauling sediment away for days. Initially, Caltrans expected to open the highway by Monday, Jan. 15, but the reopening is now planned for Monday, Jan. 22 at the earliest.

Local roads in and out of Montecito are also closed, which puts Carpinteria at the end of the line northbound, and has led to severe traffic on local roadways in the days following the storm.

To help residents avoid the four-plus hour road detour on Highway 5, the Condor Express and Island Packers started ferrying people between Santa Barbara and Ventura harbors. Train travel resumed after a two-day closure caused by debris on the tracks. High demand prompted Amtrak to add cars to its normal trains. “They’re attempting to improve service, but obviously they’re overwhelmed,” City Manager Dave Durflinger said.

Increasing the frequency of trains between Ventura and Santa Barbara presents a challenge that officials have long struggled with. Sidings, where trains can pass one another, are extremely limited in the region, and the tracks are shared between Amtrak and Southern Pacific freight trains. “This is the way the system works now—very poorly and with lots of delays,” Durflinger said.

Escorted buses are transporting critical sector workers like nurses and teachers through the damaged area in Montecito.

Carpinteria Unified School District resumed classes on Jan. 16, and about 65 staff members were bused from La Cumbre Plaza to their schools in Carpinteria.

Carpinteria City Councilman Al Clark described December and January’s backto-back disasters as “horrific.” He said, “You get the sense that anything is possible … Our hills are denuded. We’ve got mud and crap everywhere. We can’t get communication, and we can’t go down the road.”

He ended the Jan. 14 meeting on a positive note, however, saying that Carpinteria’s strengths are threefold: natural beauty, downtown businesses and residents. “We are a close-knit community,” he said. “We take care of each other.”

What happened in the pre-dawn deluge?

By Lea Boyd Flooding from the Jan. 9 rainstorm peaked in the pre-dawn darkness, when most Carpinterians were in bed or peering out their windows at sheets of rain.

Several alert sirens had already blared through cell phones with emergency warnings to shelter in place or seek higher ground. In those moments, torrents of water, mud and debris pummeled Montecito. Some Carpinteria creeks overflowed, but by the time the sun came up, they’d mostly settled back into their banks, leaving behind patches of mud and debris as evidence of their rise.

City Public Works Director Charlie Ebeling is among the few who witnessed the drama that unfolded. At 5 a.m., Ebeling stood above Carpinteria Creek on the new Via Real bridge—a structure still not open to traffic. Through the rain and darkness, Ebeling made out objects that seemed to be hovering about 5 to 8 feet below him.

He called City Manager Dave Durflinger at City Hall. “I’m saying, ‘Dave, I’m not sure what I’m looking at—oh, my God, this is a huge lake,’” he said.

Ebeling didn’t live or work in Carpin-

teria during the devastating floods of 1969 or even the 1995 El Niño flooding, but he arguably knows the habits of local creeks and the risks they present better than anyone. He spent the last few years collecting historical data, helping to map watershed topography with an overlay of current infrastructure, and working with consultants to produce the most up-to-date maps of local flood potential.

His efforts revolved around convincing FEMA that that its maps, based almost exclusively on the 1969 event, failed to accurately depict a 100-year flood.

In 1969, water and debris coming down Carpinteria Creek overtopped the relatively low Highway 101 bridges built in the 1950s, and flowed west along the highway until the flow met Franklin Creek, which was still in its natural state.

The flooding that occurred in the neighborhoods along Franklin Creek was exacerbated by the influx of Carpinteria Creek water.

Existing FEMA flood maps indicate that the confluence of floodwaters would continue to widen and deepen along the Franklin watershed. The City of Carpinteria, however, has evidence that eventually the water topping the highway at Carpinteria Creek would either

undermine highway bridge supports (as occurred in 1969), or break through and surge downstream, flooding the lower regions of the creek.

And that’s what happened last Tuesday morning.

“I heard this big whoosh,” Ebeling recounted, “and I looked down and saw a swirl.” He realized that debris clogging the old southbound highway bridge—the old northbound bridge was demolished last fall—had punched through and released pent-up water, mud, boulders and trees in a torrent.

Ebeling watched the water level beneath him drop. Later he determined the boundaries of the black lake he’d stood above. As predicted, the water had stretched along Highway 101, its edge passing Linden Avenue before the debris punched through. upstream, water crept up the banks of the creek, covering the city’s Creek Park on Via Real and inundating a storage yard behind San Roque Mobile Home Park.

The pent-up water rushed downstream and wreaked havoc below, depositing mud and debris along Concha Loma Drive and onto the east end of 6th Street. Storm drains along 6th that are meant to flow into the creek backed up

and ran in the opposite direction, popping off the manhole lids near Linden Avenue and creating geysers 2- to 3-feet high. The debris now packed into those storm drains will require quite a bit of effort to clear, city officials said.

Farther downstream, the flood surge collapsed a metal wall on the west bank that helps to protect the Carpinteria Sanitary District sewage treatment plant.

It swept into the campground on the eastside and submerged several campsites in a lake of water.

The fast-moving water, wood and rock scoured Carpinteria Creek, dropping the level of the creek bed by 5 to 8 feet, Ebeling said. The new depth improves capacity, which could be beneficial in future storms.

Floodwaters wiped out temporary creek bed restoration in the Caltrans project area, but the new bridges and support structures fared well.

Channelized in the 1970s, Franklin and Santa Monica creeks filled to just 60 or 70 percent at the peak of the storm.

“We should all remember that we have some really great flood control built into Carpinteria after the 1969 flood,” Ebeling said. “Our natural creek is our biggest problem and greatest risk.”

La Conchita hillside “held together really well” In big storm events, attention turns to the beachside hamlet of La Conchita, where heavy rain in 2005 triggered a landslide that killed 10 residents. Last week’s storm again drew focus to the town and its precarious position below a steep hillside stripped of vegetation by the Thomas Fire. But the mountain stayed put and mudflow into the town proved minimal.

On the heels of the Thomas Fire, Andy Sheaffer, who owns the ranch above La Conchita and the hillside immediately behind the town, took action to minimize the mud and debris flow from the charred hillside. He bought an ex-Army 5-ton 6x6 truck mounted with a 3,000-gallon hydromulcher and thousands of pounds of ingredients for hydroseeding: wood fiber, native seeds and guar gum. For seeds, he chose two grass species and some wildflowers—coreopsis, California poppy and lupines. The wood fiber would act as mulch and the guar gum an adhesive— both to hold the seeds into the mixture and to hold the mixture onto the soil.

In the anxious days before the storm, while La Conchita residents lined their driveways with sandbags and the town’s unofficial mayor, Mike bell, readied the La Conchita tractor, Sheaffer and his work crew—his kids Augie, Eli and Olivia—mixed up several batches of the hydroseeding cocktail and coated a swath of the hillside above town.

Sheaffer readily acknowledged that the effort wouldn’t deter a major landslide, but it did its job to reduce mud and debris flow. “It all held together really well,” said Sheaffer.

Intense precipitation was expected to wash the hydromulch downhill, but most of it stayed put. “If we had anymore rain, we probably would’ve had problems,” Sheaffer said. He knows that the winter is young, and many more storms could threaten La Conchita and Carpinteria. “There are still going to be issues,” he said.

The first application of seeds have probably begun sprouting already; they take 12 to 14 days to germinate.

Sheaffer and his kids returned to the hillside last weekend to spray another portion, and the effort will be ongoing until they’ve reached everything they can from the ranch road that cuts diagonally across the hillside.

A web of roots should go a long way to holding the soil in place and is precisely what’s missing on 440-square miles of land burned by the Thomas Fire a month ago.

When “the Big One” isn’t an earthquake Geologists say rare deadly debris flow could happen again

By Melinda Burns The surging river of mud and boulders that engulfed swaths of Montecito from the mountains to the sea last week, killing 20, was a rare disaster—so rare, geologists say, that it may happen only once in a few hundred to a thousand years at that location.

But that doesn’t mean it couldn’t happen again this winter, said Ed Keller, a professor of earth science at U.C. Santa Barbara. All of the communities below the scorched slopes of the Thomas Fire are at risk, he said.

“These areas are very vulnerable in the next two years to debris flows,” Keller said. “We could get another one right down Montecito Creek this year, if we get another big rainfall, depending on how much debris is left up in the basin.

It’s not impossible.”

The catastrophic debris flow of Jan. 9 in Montecito is the deadliest disaster to hit the South Coast since a magnitude 6.8 earthquake struck Santa Barbara on the morning of June 29, 1925, leveling the downtown and killing 13.

Debris flows launch massive quantities of rocks, boulders, trees and mud downhill. They are typically triggered after wildfires on steep mountainsides, when heavy rains wash away the soil.

“Big debris flows are relatively rare,” said Keller, who is applying for national funding to study the footprint and volume of the Jan. 9 event. “They don’t occur after every fire in any one stream. The Thomas Fire was huge, and there are only a couple of places with really damaging debris flows. Montecito and San Ysidro creeks were primed for one.”

In catastrophic debris flows such as the one in Montecito, narrow canyons chock full of boulders start to flood and landslides may occur. Rocks and brush form temporary dams, then break through and roar downhill on thick slurries of mud.

In Montecito, the wall of mud and debris was 15 feet high in some locations.

“You may get pulses of flows rushing out of canyons in the mountains,” said Larry Gurrola, a Ventura-based consulting geologist who is on Keller’s research team. “That material reaches the base of the foothills, chokes the streams, flows out over the banks and moves towards the ocean, dragging trees, brush, cars, utility poles and parts of homes along with it.”

Through the millennia, debris flows have shaped the terrain of the South Coast. Almost all of Montecito and most of Santa Barbara is built on top of flows that occurred here over the past 125,000 years, Keller said: just look at the boulder field at Rocky Nook Park. That’s evidence of a catastrophic flow out of Rattlesnake Canyon in prehistoric times, he said.

During the past 50 years, the South Coast has seen a few destructive but not catastrophic debris flows. Just last February, during heavy rain following the Sherpa Fire of June 2016 in the mountains along the Gaviota Coast, a debris flow washed 20 cars and five cabins down El Capitan Creek and sent boulders into the surf. Emergency crews rescued two dozen campers.

This Jan. 3, county emergency preparedness officials showed the Board of Supervisors photos of damage from the debris flows that followed the Coyote and Romero fires of 1964 and 1971, respectively. Both years, San Ysidro, Olive Mill and Coast Village roads in Montecito were choked with mud.

This year, the stage was set for catastrophe after the Thomas Fire burned 440 square miles in December, largely in the backcountry of Ventura and Santa Barbara counties, becoming the largest

It scorched the chaparral that anchors the soil to the bedrock and created a “hydrophobic” layer in the ground—a kind of crust that repels water like glass.

In an era of year-round fire seasons, the Thomas Fire had not been fully contained when the rainy season got underway in earnest.

“It was just kind of the perfect storm, when all the bad factors line up together,” said Jon Frye, Santa Barbara County engineering manager. “There was no time whatsoever between the fire and the winter.”

The trigger for the catastrophic debris flow in Montecito, geologists say, was several bursts of extreme rainfall, beginning at 3:34 a.m. One of these was a 200year event—more than half an inch of rain falling in 5 minutes. That’s a quarter of the total amount of rain, 2.1 inches, that was recorded in Montecito during the nine-hour storm.

A U.S. Geological Survey (USGS) debris flow hazard map that was widely circulated before the Jan. 9 storm showed the high probability of debris flows originating in the mountains above Mountain Drive in Montecito on the heels of the Thomas Fire. The slopes there are on a

“hair trigger,” said Dennis Staley, a uSGS research geologist who helped prepare the map. The harder the rainfall, the bigger the flow, he said.

“We knew that if it rained very hard, there could be very significant debris flows,” Staley said. “If you plug in the intensities that were received, our prediction aligns with what we saw.”

In any given year, there is only a halfpercent chance that half an inch of rain will fall on Montecito in five minutes, said Jayme laber, a senior hydrologist with the National Weather Service in Oxnard.

“It was a typical winter storm, but fiveminute rainfall was extreme, something that you don’t see very often,” he said.

The 5-minute, half-inch downpour began at 3:38 a.m. near Casa Dorinda, at Olive Mill and Hot Spring roads, county records show. Between 3:34 a.m. and 3:51 a.m., three additional bursts of extreme rainfall—50-year events with a 2 percent chance of occurring in any given year— were recorded on gauges near Gibraltar Peak and in downtown Carpinteria.

These were the heaviest short-term, high-intensity rainfalls recorded during the entire storm from Redding to San Diego, Laber said.

The first reports of the debris flow came in to the Weather Service shortly before 4 a.m.

Meanwhile, there was no major damage in Ventura County during the Jan. 9 storm. Ventura County took the brunt of the Thomas Fire, but was not pounded on Jan. 9 with the short-term, high-intensity deluge that overwhelmed Montecito, Laber said.

The historical record shows that previous debris flows on the South Coast closed Highway 101 and caused a lot of damage to property but did not kill anyone.

In 1964, a few months after the Coyote Fire burned 100 square miles above Santa Barbara, Montecito, Summerland and Carpinteria, records show, a debris flow destroyed 12 homes and six bridges on Mission Creek in Santa Barbara. Eyewitness accounts told of “20-foot walls of water, mud, boulders, and trees moving down the channels at approximately 15 miles per hour.”

During heavy rains following the 1971 Romero Fire, which burned 20 square miles in the mountains behind Santa Barbara, Montecito, Summerland and Carpinteria, Highway 101 was blocked for eight hours near Carpinteria. A wall of mud and water three feet high pushed across the freeway toward the ocean.

The massive flood that hit Montecito and Carpinteria in January, 1969 was not a debris flow, geologists say: typically, debris flows occur within two or three years of wildfires. The 1969 flood was caused by record rainfall: it was the wettest January since 1916. The approaches to a freeway bridge in Carpinteria collapsed and several creeks overflowed, creating new channels through residential neighborhoods and swamping homes in mud.

In one newspaper account, the Pinkham family of Carpinteria reported taking a terrifying half-mile “ride” as their house was torn off its foundations and carried down Lillingston Canyon on a rampaging torrent of water, mud, rocks and trees.

Cate builds confidence with win over Villanova

The Cate School girls basketball team had a rough outing in their return to the court last week. After sitting out for over a month due to fire and floods, they were thumped on the road by Frontier Leagueleading Grace Brethren, 76-18. One night later at home, however, they held on for a 40-36 victory over rival Villanova to pick up their first Frontier League win.

The victory puts Cate at 2-1 on the season and 1-1 in the Frontier League.

In the Villanova game, the Rams got off to a good start behind Lily Zanze’s five first quarter points to take a 13-3 lead to begin the second. They continued their torrid pace with Zanze’s drive and subsequent bucket in the lane, putting the home team up, 19-5. The freshman tallied four in the frame, and sophomore Piper Brooks knocked down four of her own to give Cate a 21-9 lead at the half.

It looked as though the game would get out of hand with the Rams picking up two quick baskets to open the third to go up, 25-9. However, the Wildcats, who had implemented a full-court press late in the first half, went back to the strategy in the second half, giving the Rams some problems. “We haven’t had to play against a press in a while … like a month or so … so that was a little rough,” said Cate coach Amy Venditta. “And we were missing most of our guards because people are sick,” she added. Among those that didn’t play were sophomores Kenzie Davidson, Millie Todd and Jessica Yang, and freshman Jasmine Ross.

But senior Deborah Brittain’s lay-in off a fast break with 2:02 left in the quarter helped maintain a 16-point lead at 3115. The Rams aggressive defense also began to take its toll, as Villanova took advantage at the free throw line. Wildcat Junior guard Madison Fabbian’s five free throws in the third, and seven total points, cut the lead to 31-20 going into the final quarter. “They were making all their free throws, so we had to pull into

Fabbian’s drive to the hoop put the visitors within eight at 33-25, but a steal and layup by Cate junior Sarah Polowczak extended the lead to 35-25 with 4:34 to play. A three-pointer by Villanova freshman guard Grace Wells made it a 37-31 game with 1:26 left in the game.

Fabbian hit another three to narrow the margin to two at 38-36 with under three seconds to go. Zanze then iced the game with two foul shots for the Rams, leading the team in scoring on the night with 14 points.

Brooks finished with eight, Brittain six and junior Elle Smith six also. Fabbian

scored a game-high 15 points, Wells tallied 11, and six-foot senior center Faith Cottam knocked down eight for the Wildcats. “Give Cate credit, they won the first three quarters; outside of Grace Brethren, there’s going to be amazing parity in the Frontier League,” said Villanova coach Dan Mercer, who headed the girls basketball program at Carpinteria for 19 years.

January 12 – The Cate School boys basketball team played their first game since November and improved to 2-0 overall, 1-0 in League with a 62-54 win against rival Thacher. Ram boys basketball was led by senior Marko Pliso and sophomore Khadim Pouye, who each scored 20 points. Pouye also had seven rebounds and two steals. In December, during the Thomas Fire, Thacher evacuated to Cate School when its campus was in danger. Thacher honored Cate with a game ball as thanks. “I credit great defense by Cate’s Thomas Nettesheim and Andy McHarg to limit their pushes in the second and fourth quarters,” said Rams coach Andy Gil. January 16 – The Cate School boys basketball team beat Grace Brethren, 66-41.

Marko Pliso led all scorers with 30 points, and Khadim Pouye contributed 14 points for the Rams. Cate, 3-0, held Grace Brethren to 14 points. “Our ball movement was terrific tonight with 12 team assists,” said Rams coach Andy Gil. “Our aggressiveness going to the rim was exactly how we drew it up,” added Gil. On Friday, Jan. 19, Cate hosts Fillmore at 6 p.m.

“Maya Blattberg worked tirelessly on the post, she was aggressive and strong; and ended the game with four points,” said Rams coach Amy Venditta. Piper Brooks made three of her foul shots, and Elle Smith playing out of position as a guard for part of the game, ended with three points. “Due to the evacuations, fire and flood, the Rams have not played in over a month, and this was their first game back,” explained Venditta.

January 16 – The Cate School girls basketball team beat Malibu, 28-21. Lily Zanze scored 12 points, Sarah Polowczak hit six points on fast break lay-ups and a jumper.

Elle Smith hit three out of four foul shots in the third quarter to tally five points. Maya Blattberg ended the game with five points also. Polowczak, Zanze and Piper Brooks had eight-plus steals among the three of them. “Maisie Oswald played unbelievable defense in the post,” said Cate coach Amy Venditta.

After all she didn’t seek out this cat, she is trying to make her mother’s transition easier. If you find another living arrangement, I doubt the owner will hold you to your lease. Zookers artists’ reception postponed

Due to the recent tragedy in Montecito and the flooding on Highway 101, the reception for the Santa Barbara Abstract Art Collective’s exhibition “In With the New” at Zookers Restaurant, 5404 Carpinteria Ave., has been postponed again. The reception will now be held on Saturday, Jan. 27, from 2:30 to 4:30 p.m. The dates of the exhibition itself have not changed and are still Jan. 8 through Feb. 18th.

The Abstract Art Collective will be showing members’ artworks in the exhibition “In With the New,” juried by Gary Campopiano, who co-chairs the Carpinteria Arts Center’s Site Development and Programs Committees, and served as board chair from 2004 to 2008. The show consists of paintings, photographs, mixed media and digital works in a variety of abstract styles. Campopiano selected works that had a special cohesiveness and would complement the atmosphere of the restaurant. The Abstract Art Collective is a group of Santa Barbara community artists who organized in 2011 to exhibit their abstract artwork in an all-abstract environment.

“From Ashes to Renewal” comes to the Arts Center

The Carpinteria Arts Center, 855 Linden Ave., will host a juried exhibit titled “From Ashes to Renewal” from Jan. 18 to Feb. 12, and there will be a reception for the exhibitors on Saturday, Jan. 27, from 3 to 5 p.m. The last exhibit to be held in the Center’s “little white house gallery” before remodeling takes place in February, “From Ashes to Renewal” will focus on recovery after the fire and debris flow emergencies, and offer a look to better days ahead.

“The Last Picture Show: Mending Lives, Moving Forward” is an art show that CarpStrong and the Carpinteria Arts Center are hosting in the new gallery (formerly the Cajun Kitchen) at 865 Linden Ave., until Jan. 31. A benefit for those dealing with losses from the Thomas Fire, the show is seeking volunteer hosts and Rebecca Stebbins will be coordinating that effort. Artists who have been impacted by the Thomas Fire can seek assistance from two organizations: Cerf Plus and The Joan Mitchell Foundation. Eligible artists working in crafts (woodworkers, fiber artists, metalsmiths, glass artists, potters and furniture makers) can receive Emergency Grants from Cerf Plus. A 95-year difference

Harper Grace Diaz was born on Dec. 28, 2017 to proud new parents Taylor Carmel and Daniel Diaz of Carpinteria. The newborn weighed 7 pounds, 10 ounces and measured 19 inches in length. Grandparents are Mike and Val Carmel of Carpinteria, and Rick and Sherry Diaz of Carpinteria.

Girl Scouts visit Santa Monica Mountains

Carpinteria Girl Scout troop 50006 participated in an event led by older Girl Scouts to foster sisterhood and independence and to just have fun, at Camp Josepho down the coast in Pacific Palisades. An annual weekend, the Scouts’ visit to Camp Josepho included perusing the Coastal View News. Camp Josepho provides a mountain getaway only minutes from the busiest boulevards in Los Angeles on 110 acres that stretch from Mandeville Canyon to Will Rogers State Park. Given to the Crescent Bay Council in 1947 by Anatol Josepho, a Siberian immigrant who made his fortune by inventing what he called the “Photomaton,” known today as the photo booth, Camp Josepho continues to fulfill its mission of serving youth with a unique emphasis on filmmaking and technology, in the spirit of its namesake.

Barbara “The Waffle Lady” McCurry and her great-grandchild Penelope “Penny” Rowe celebrated their joint birthday on Jan. 12 at The Palms surrounded by family from Carpinteria, Ventura and Van Nuys. Rowe turned 7 and McCurry turned 102.

McCurry is known as “The Waffle Lady” because for years she has opened her Carpinteria home and prepared waffle feasts for friends and family most weekends.
