The suspect, described as a white male, approximately 6-feet tall and 180 pounds, robbed liquor stores at gunpoint in Summerland and Carpinteria.

Suspect wanted for armed robberies

On Thursday night, Dec. 13, a suspect committed two armed robberies within 30 minutes of each other—one in Summerland and one in Carpinteria. The first armed robbery occurred at approximately 9:20 p.m. at Sandpiper Liquor located in the 2200 block of Ortega Hill Road in Summerland. A white male adult wearing a black ski mask brandished a black handgun and demanded money from the cashier. He fled with several items from the store. Sheriff’s deputies searched the area with the assistance of a K-9 team.

While deputies were actively searching for the suspect, the Sheriff’s Office received a report of a second armed robbery that occurred at approximately 9:50 p.m. at City Market in the 5200 block of Carpinteria Avenue. Again, the suspect brandished a handgun and demanded money. He fled with an undisclosed amount of cash. Sheriff’s deputies searched the area with the assistance of a K-9 team but were unable to locate the suspect.

The suspect is described as a white male, possibly with blue eyes, approximately 6-feet tall and 180 pounds. In addition to the black ski mask, he was wearing a dark grey hoodie with a black t-shirt over it, khaki cargo shorts, white shoes and black socks.

Wreaths Across America, a non-profit organization that focuses on remembering fallen U.S. veterans, honoring those who serve and teaching the value of freedom, puts wreaths on veterans’ graves each December, including 160,000 wreaths placed at Arlington National Cemetery. On Saturday, Dec. 15, WAA placed wreaths at Carpinteria Cemetery and five other area cemeteries with help from local vets and community members.

Five New Year’s sewer resolutions

In the wastewater business, we know we are doing a good job when our customers can flush their toilets, bathe their kids and do their laundry without ever having to think about what happens downstream. Here at the Carpinteria Sanitary District we have a staff of professionals working hard each and every day to make sure that sewage collection, treatment and disposal is reliable and effective around the clock. Wastewater is like the mail—as Newman from Seinfeld would say, it never stops. But our crews are on call 24/7, protecting the environment and public health on your behalf.

However, like the proverb that says “it takes a village to raise a child,” it also takes a village to keep the community wastewater system in tiptop shape. Here are five things that you can do in 2019 to help protect water quality and keep our beaches clean and pristine: 1. Properly dispose of household hazardous waste. Certain chemicals and household products can damage sewer pipelines or threaten the health and safety of District staff members.

Household hazardous wastes can also impact the biologic treatment processes at the treatment plant. Motor oil, paint and antifreeze can be taken to the city of Carpinteria ABOP Center on the second and fourth Saturdays of each month.

Take any other hazardous materials or chemicals to the Community Hazardous Waste Collection Center located at UCSB, open each weekend throughout the year. Both facilities provide safe, proper disposal of these materials at no cost to local residents.

2. Don’t flush unused medicines down the drain. The wastewater treatment facility is not designed to remove complex pharmaceutical compounds.

Some products can pass through the treatment process and enter the environment. 3. Keep the wipes out of the pipes.

Those so-called “flushable” wipe products are really not flushable after all— they do not break down in water as advertised. Once they enter the sewer system, wipes not only clog pumps and other equipment, they contribute to pipeline blockages and sewer overflows.

Wipes are probably the number one cause of private-plumbing blockages as well, costing homeowners big bucks. Throw the wipes in the trash where they belong.

4. Have a FOG-free 2019. One of the leading causes of sewer backups is the accumulation of fats, oils and grease—or

FOG—in the sewer system. While the District has a program to control FOG discharge from restaurants, residential discharges are unregulated. Cooking grease that gets poured down the drain or sent through garbage disposals hardens in the public sewer mains, restricting flow and causing blockages. You can help by wiping greasy residue and greasy food off of plates, pots and pans. Use a paper towel and simply throw it in the trash.

And never pour FOG down the drain.

5. Maintain your sewer lateral. Making sure your sewer lateral (the pipe between your home and the property line) is in good condition can benefit both you and the public sewer system. Broken or cracked pipes, and illegal drains that allow stormwater to enter the sewer, are sources of inflow and infiltration that can impact our ability to properly convey and treat wastewater. Root intrusion into sewer laterals is also a major problem which can lead to sewage backups into your home. Periodic inspection of your sewer lateral by a qualified plumber is recommended to avoid such problems.

Aliso is all-in on STEAM

Last summer, Aliso Elementary School fifth-grade teacher Ryan Francisco attended a conference focused on Science, Technology, Engineering, Art and Mathematics (STEAM) in San Francisco. There he met Jean Gradias, who teaches STEAM at Cold Springs School in Montecito, and she agreed to loan aquaponics systems to Aliso for the fall term, as Cold Springs won’t be using theirs until Spring.

Aliso has been focusing on STEAM education in recent years with a robotics lab and computer programming program. The aquaponics systems installed in each of the school’s three, fifth-grade classrooms represent a continuing integration of STEAM projects in the curriculum at Aliso.

Aquaponics combines conventional aquaculture (raising aquatic animals such as snails, fish, crayfish or prawns in tanks) with hydroponics (cultivating plants in water) in a symbiotic environment. Commercial systems typically raise tilapia or other edible fish, but students at Aliso are using zebra fish (related to minnows) to experiment with and learn about the system.

The “fish create fertilizer,” Francisco explained, “and the plants take nutrients and filter-out ammonia and waste from the water for the fish tank.” A pump moves water from the fish tank through

pipes and clay pellets that support plants’ root systems. Francisco, along with fifthgrade teachers Amanda Ochs and Don Piccoletti, have their students monitoring daily levels of nitrates, ammonia and PH with testing kits.

“We have talked about de-forestation in class,” Francisco said. “Farming is a leading cause,” he added, and said that aquaponics systems not only provide communities with fresh vegetables but also protein from the fish as well. Aliso students are cultivating basil, tomato, jalapeño, rosemary, cilantro and lettuce.

Although the aquaponics systems are inside classrooms, enough natural light filters in for the plants to grow.

Francisco said this year represents a trial period, in which students are learning how the system functions and noting how different plants do in the classroom setting. “We’ll be working on something to build our own kits,” Francisco noted.

Moving forward he hopes to get support from the parent group, local nurseries, or possible grants to fund future aquaponics systems for fifth-graders at Aliso.

Working with the systems gives students the opportunity to integrate math and writing skills in monitoring the daily status of the plants and fish. An added benefit of having the aquaponics systems is that students who are normally shy or withdrawn have “more motivation to participate,” Francisco said.

Ty Shamblin to represent county in national Youth of the Year competition United Boys & Girls Clubs of Santa Barbara County has named Carpinteria Club teen member Ty Shamblin the organization’s Youth of the Year. The top honor went to Shamblin after a selection process that considered teens from the organization’s five clubhouses.

“I was so impressed with both (finals) candidates (Shamblin and Michelle Arzate of Goleta). They come from two very different circumstances but are both driven,” shared Lompoc Police Chief Pat Walsh, who served as a judge on a panel of six and included CUSD Superintendent

Diana Rigby and City Council member Fred Shaw. “They realize what they have at the United Boys & Girls Club, and that is it helping them succeed and teaching them values. It was interesting because both candidates made a similar comment.

One of the questions asked was, ‘what’s something that youth are facing and challenged with today?’ They both shared how social media is a huge factor and how it’s a false reality. People are striving for clicks and likes, but it is really about how you treat each other. I think that was really insightful.”

After Shamblin learned that he would be representing the 2,800 members that UBGC serves, he shared, “tonight, I learned that I really can give back more to my community. There’s a lot of good to give. I hope other people see that with hard work and commitment anything is possible.”

Shamblin will next compete at the Coastal Area Council Competition in March 2019. If he should win there, he will compete for State Youth of the Year honors in Sacramento.

Ty Shamblin will represent Santa Barbara County as United Boys & Girls Clubs’ Youth of the Year.

On Dec. 12, a group of Carpinterians gathered at El Carro park to celebrate the Feast Day of the Virgin of Guadalupe, a traditional Mexican holiday that honors the Catholic saint and dates back to 1531. Isabelle and Reynaldo Peña started the tradition in Carpinteria five years ago for people who wanted to celebrate as a community and couldn’t make it to Mexico. The Peñas, along with family, friends and fellow members of St. Joseph Church, enjoy a traditional meal at El Carro park, then walk and ride horses to Dahlia Court before completing their procession at St. Joseph Church.

Warriors experience highs and lows in basketball and soccer

PHOTOS BY ROSANA SWING While much of Carpinteria was following the Jim Bashore Holiday Cage Classic at Warriors Gym, the Carpinteria High School girls soccer team traveled to Santa Barbara on Saturday morning, Dec. 15, to take on rival Bishop Diego. After spotting the Cardinals two early goals, the Warriors tied the home team in the second half, only to fall behind again and eventually fall 3-2.

The non-league victory was the first of the year for the Cardinals, who improved their record to 1-3. The Warriors dropped to 2-8-2 overall and 0-1-1 in the Citrus Coast League.

Bishop’s Natani Kent-Earl made a long run through Carpinteria defenders in the opening minutes, then fired a shot that Warriors’ goalie Isabel Studt turned away. But Kent-Earl gathered her own rebound and knocked it home for the first point of the game. Minutes later, Bishop’s

Carpinteria got on the board soon after, when midfielder Savannah Alvarez kept the ball in the Cardinal zone for freshman Karen Gamez, who banged it in to make the score 2-1. The score remained unchanged with Bishop

Some minutes into the second half, Warrior Savannah Alvarez drilled the ball past Cardinals’ goalie, Abby Carroll to tie the game at two. But near the 63rd minute, Kent-Earl once again found an opening to put the Cardinals up, 3-2.

Although the play was in Bishop’s end of the field for much of the match, the Warriors could only come up with the two goals. “We were just a pass off, or couldn’t hit our shots cleanly,” explained Bryant.

The Warriors have a non-league game on Friday, Dec. 21, hosting Beverly Hills.

League matches will continue in the new year. “We like to practice so we don’t lose our condition(ing), and the stuff we’ve been learning for the past few weeks,” said Carpinteria defender Emmelly Santillan of the upcoming break.

2018 Jim Bashore Cage Classic Championship

Local hoops fans enthusiastically welcomed back the Jim Bashore Cage Classic at Carpinteria High School last week.

The annual high school boys basketball tournament was canceled last year because of poor air quality due to the Thomas Fire, and CHS basketball—with all their players back from either illness or injury—took full advantage of the familiar surroundings, winning the first three games of the tournament. The first was an overtime win over Atascadero, the second a 79 to 50 pasting of rival Bishop Diego, and the third, a victory over north county rival Santa Ynez. The three straight wins earned CHS a spot in the championship game against Santa Barbara on Monday, Dec. 17.

But Luke Nakasone came into the game with positive energy, scoring five points in the quarter to keep the Warriors afloat as they trailed 20-7 going into the second.

Led by Jackson Gonzales’ three three-pointers in the second, the Dons extended their lead to 40-20 by halftime.

“Santa Barbara’s size and three-point shooting was too much,” said Warriors coach Corey Adam, who coached for the Dons for 15 years prior to coaching at Carpinteria. Santa Barbara knocked down seven treys before halftime to help build their comfortable lead.

The Warriors came out firing in the second half, connecting on three threes in the third quarter, outscoring the Dons 17-14 but still trailing 54-37 going into the fourth. “We cut it (the lead) to 12 there in the third quarter, gave them a scare, I think,” explained Adam. “We’re starting to gel, we’re starting to come around, we’re starting to learn what it is to be a team,” added Adam.

Despite Hamadi and Nuño’s returns to the game, and Nuño’s 10 fourth-quarter points, the inside play of Santa Barbara’s Bryce Warrecker began to wear on Carpinteria, and the Dons won going away, 75-47. Nuño led the Warriors with 20 points (all in the second half), while Warrecker finished the game’s leading scorer with 23. Nakasone ended up with five, and Joe Suarez had nine, Chris Ramirez had three and Hamadi scored two for the Warriors. Gonzalez finished with 14 and Aiden Douglas notched 15 for the Dons. Carpinteria will compete in the Santa Barbara Tournament against Newbury Park at 10:30 a.m. on Dec. 26.

December 14 – The Carpinteria High School boys basketball team took on longtime rival Bishop Diego on the second day of the Bashore Classic, walking away with a 79-50 win. The victory avenges a 57-52 loss to the Cardinals earlier in the season.

Noah Nuño led the way with 26 points, and Chris Ramirez posted a double-double with 14 points and 12 points. Ramirez who stands five-foot, seven-inches, leads the team in rebounds on the season. Ian Reed, whose defensive assignment was to guard Bishop’s Kai Morphy, held one of the Cardinals’ top scorers to two points.

Carpinteria improves to 3-6 on the season.

December 12 – The Carpinteria High School boys soccer team started league play with a 4-1 victory at home versus Malibu in which four different Warriors scored a goal. Captain Jose Jimenez scored off a pass in the 11th minute of the first half from Angel Orozco, who leads the team with four assists on the season. Jose Jimenez then found Gabriel Ahedo in the 16th to go up 2-0. In the 31st minute, captain Alex Ramirez found the back of the net after the Sharks were unable to clear the ball from their defensive end, and gave Carpinteria a 3-0 lead going into halftime. In the 53rd minute, coming off the bench forward, Cristian Flores scored off an assist from Jose Jimenez to make it 4-0. Jimenez finished with one goal and two assists on the night.

The Sharks goal came off a penalty kick with three minutes remaining in the game.

“Freshman keeper Brian Garcia had a strong performance … along with our defensive line lead by captain Eddie Mendoza,” said Warriors coach Leo Quintero. Carpinteria’s overall record is 4-3-1 and Citrus Coast League record 1-0-0.

December 13 – The Carpinteria High School boys basketball team beat the Atascadero Greyhounds 74-70 in overtime on the first day of the Jim Bashore Cage Classic. Atascadero was led by six-foot, seven-inch forward Cade Vanallen who scored 31. Noah Nuño led the way with 16 points. “We got off to a great start tonight, leading by double digits early in the first quarter and finishing the first with a 21-9 lead,” explained Adam. It was the fourth win in a row for Carpinteria. The Warriors move on to play Santa Barbara in the championship game.

December 12 – The Carpinteria High School girls soccer team almost opened Citrus Coast League play with a win, but gave up a goal with three minutes left in the match, and tied Malibu, 2-2. The Warriors missed a penalty kick in the 60th minute, but soon after Karen Gamez found the goal from about 10 yards out. The Sharks countered with their first goal at about the 55th minute. On another penalty kick, Erika Estrada found the corner of the net to put the Warriors up, 2-1. “It is hard to pinpoint certain players, but I really thought Kendra Meza, Erika Estrada and Emily Montoya were very good tonight,” said Warriors coach Charles Bryant. It was Malibu’s first day back at school after more than a month off due to the fires, with traces of the scorching all around their sports facility. Carpinteria is now 2-6-2 overall, and 0-0-1 in the Citrus Coast League.

December 14 – The Carpinteria High School girls soccer team dropped a Citrus Coast League decision to Hueneme, 2-0. “It was not pretty, but we seemed to stay fairly compact and they had a hard time getting quality shots in front of the goal,” said Warriors coach Charles Bryant of his team’s defense. “They were left with a lot of long distance shots that our keeper, Isabel Studt, easily handled,” explained Bryant. The game was scoreless for the first 50 minutes. “i was very impressed with how the Alvarez twins played—Savannah and Shaylah were solid both defensively and in connecting passes with each other,” added Bryant. Carpinteria is now 2-7-2 overall and 0-1-1 in the CCL.

December 11 – The Cate School girls basketball team dropped a decision to Dos Pueblos, 37-29. “Elle Smith started the game on fire, scoring 14 points, 12 of which were in the first half,” said Rams coach Amy Venditta. Maya Blattberg played both the post and guard position, and finished the game with four points. Lily Zanze scored seven points in the game, and Deborah Brittain had two, as did Sarah Polowczak. “Piper Brooks played an incredible game both offensively and defensively, having composure and intensity on both ends,” said Venditta. “Millie Todd, Imani Oseso, Maya Fenelon, and Jasmine Ross also worked hard, forced turnovers, got steals and did a good job of rebounding and taking care of the ball offensively,” explained Venditta.

December 13 – The Cate Girls basketball team fell to Foothill Tech, 62 to 26.

Elle Smith scored eight points and Maya Blattberg finished with seven, playing both the guard and post position for the Rams. “Piper Brooks played a great game, grabbing eight rebounds, four points, including a sweet three-point shot and being the first person back on defense on most possessions,” exclaimed Rams coach Amy Venditta. Sarah Polowczak and Imani Oseso finished the game with two points each, and Lily Zanze finished with three. “In the end, Foothill’s shooting percentage was solid, while Cate had some difficulty scoring at times,” said Venditta. The Rams do not play again until Thursday, Jan. 10 at St. Bonaventure High School.

December 12 – The Cate School boys basketball team continued their winning ways with a 72-52 win over Grace Brethren in their Frontier League opener. Junior Thomas Nettesheim and sophomore Nkemka Chukwumerije each scored seven points to put Cate (6-1 overall, 1-0 in League) out to a 23-7 lead. The Rams were led

by Chukwumerije with 22 points and three steals in a game played up on Cate Mesa at Sprague Gymnasium. Grace Brethren was led by senior Joey Griggs, who finished with 23 points. “Happy to open League play with a win, we have a lot of improvement still needed,” said Rams coach Andy Gil. “We have yet to put together 32 minutes of good basketball, but we are getting close,” Gil explained.

Carpinteria High School alumnus Heather Olmstead last week was named American Volleyball Coaches Association’s Coach of the Year. Olmstead led the Brigham Young University women’s volleyball team to a 31-2 overall record, and a trip to the NCAA final four. The Cougars’ season ended with a semifinal loss to number-one ranked Stanford. Olmstead has coached volleyball at BYU since 2011 in various capacities, and became the sole head coach at the university in 2015. She played volleyball for Utah State from ’98 SUBmiTTEd to ’01, and later became an assistant coach Heather Olmstead is AVCA Coach there from ’03 to ’05. Olmstead has also of the Year. played for the US Professional Volleyball team in 2002-03, and the European Professional Volleyball League in ’03, after competing in sports as a Warrior in high school.

December 14 – The Cate School boys soccer team dropped their first Tri-League match at Santa Clara, Friday afternoon, 1-0. “Of note, our back line of Peter Firestone, Harry Corman, and Parker Bowlin were strong all day,” said Rams coach Pete Mack whose team has experienced a lot of illness and injury, leaving his squad with three healthy substitutes. Santa Clara had some long-range chances and scored in the 60th minute, knocking in a loose ball inside the six-yard line. “And in the midfield, Will Anderson and the Deardorff boys (Will and Jack) made life uncomfortable for the Santa Clara attack,” added Mack. The Rams’ next game will not be till Jan. 10, 2019, when they travel to Foothill Tech for a 5 p.m. match. “Since we’re off until January, we have a chance to heal up and face the meat of our league schedule in better physical condition... which we very much look forward to,” explained Mack.

Peace Sisters raise money for girls’ education in Togo

Tina Kampor grew up in a poor family in the town of Dapaong in Togo, West Africa and recently spoke at a Carpinteria Morning Rotary meeting. Kampor had eight siblings and made a life working and making batik clothing to help support her family. In 2003 a Peace Corps family met her and supported her move to Pasadena, California. She earned a certified nurse credential at Pasadena City College and found employment as a nurse. All this time she supported and sponsored disadvantaged girls in school in Togo by paying their $40 annual tuition. Three years ago, Kampor was able to establish a 501(c)(3) foundation, peacesisters.org/. Now Kampor sponsors over 300 girls in Togo each year through her foundation. Kampor told Rotary members, “My passion in life is to raise the goals that girls set for themselves in Togo and increase their confidence to become the doctors, lawyers, wives, educators and leaders of the future.”

Howard students spread holiday cheer

Preschool and kindergarten students from The Howard School visited the residents of GranVida Senior Living on Dec. 17 for a morning of caroling and sing-alongs. Among the children’s renditions were favorites, such as, “Santa Claus is Coming to Town,” “Rudolph the Red Nose Reindeer” and “The Dreidel Song.” The Howard School continued its holiday festivities with a visit from Santa Claus on Dec. 20.

New Boys & Girls Club director knows Carpinteria Club history

At a recent Morning Rotary Club meeting, Don Hall, club director for United Boys & Girls Clubs of Santa Barbara County, Carpinteria Unit, spoke to members about the history of the Boys & Girls Club movement both on a national and a local basis. The national organization can trace its roots back to 1860 when three women in Hartford, Connecticut, Mary Goodwin, Alice Goodwin and Elizabeth Hammersley, believing that boys who roamed the streets should have a positive alternative, organized the first Club. Carpinteria incorporated its first Boys Club in 1967. By 1972 the organization had hired its first fulltime club director, Rich Medel. Medel spent the next 40 years working with youth and growing the programs at the Carpinteria Club until he retired in 2012. Today, the Club serves over 3,100 youth annually in multiple locations throughout the county. ORDINANCE NO. 722 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARPINTERIA, ADDING SECTION 3.18 TO THE CARPINTERIA MUNICIPAL CODE TO IMPOSE A ONE AND A QUARTER PERCENT (1.25%) LOCAL TRANSACTIONS AND USE TAX TO BE ADMINISTERED BY THE CALIFORNIA DEPARTMENT OF TAX AND FEE ADMINISTRATION The City Council of the City of Carpinteria does hereby ordain as follows: SECTION 1. FINDINGS. The People of Carpinteria hereby find and declare the following to be true and correct.

A.The City of Carpinteria provides vital local services to the Carpinteria community such as: •Disaster response and community preparedness; •Street pavement and sidewalk maintenance and repair; •Park maintenance and repair; •Clean water projects and improvements required under the Americans with Disabilities Act; •Library support; •Addressing homelessness; and •Support for other local services necessary to protect public health, safety and general welfare.

B.The City of Carpinteria has a very good quality of life, high property values, a favorable business climate and is an attractive visitor destination.

C.Most of the City’s infrastructure is over fifty (50) years old requiring a greater amount and more expensive maintenance than in the past. Most street pavements in the City are now rated as poor.

D.Expenses for law enforcement, library, and other important services are rising significantly faster than revenue growth.

E.The City is mandated by State and federal law to prevent creek and ocean water pollution from storm water runoff, and to update public facilities to insure that they are accessible to the public.

F.Despite new mandates and growing costs for City services, overall, State and federal financial support has declined.

G.Addressing homelessness and other important public health and safety issues has increasingly become the responsibility of cities, including Carpinteria.

H.The City recently completed a Five-Year Financial Plan that, in part, determined that a $1.5 million annual revenue shortfall exists for infrastructure maintenance and capital projects, and the City determined that this shortfall increases to at least $2.3 million annually due to increased costs for law enforcement, library, and other necessary and desirable public services.

I.The City conducted a survey and held community meetings and determined that there is significant community support for imposing a one and a quarter (1.25%) local transactions and use tax (“Local Sales Tax”).

J.At least fifty percent (50%) of the City’s sales tax revenue is paid by visitors to Carpinteria who have a significant impact on costs for City services; and K.A Local Sales Tax of one and a quarter percent (1.25%) would generate approximately $2.3 million in annual revenue for unrestricted general revenue purposes, all of which would stay in the City of Carpinteria.

SECTION 2. AMENDMENT OF TITLE 3 OF CARPINTERIA MUNICIPAL CODE. The Carpinteria Municipal Code is hereby amended to add Chapter 3.18 to read as follows: Chapter 3.18 – LOCAL TRANSACTIONS AND USE TAX 3.18.010 Title 3.18.020 Operative Date 3.18.030 Purpose 3.18.040 Contract with State 3.18.050 Transactions Tax Rate 3.18.060 Place of Sale 3.18.070 Use Tax Rate 3.18.080 Adoption of Provision of State Law 3.18.090 Limitations of Adoption of State Law and Collection of Use Taxes 3.18.100 Permit Not Required 3.18.110 Exemptions and Exclusions 3.18.120 Amendments 3.18.130 Enjoining Collection Forbidden 3.18.140 Severability 3.18.150 Effective Date 3.18.160 Attestation by Mayor 3.18.170 Publication 3.18.180 Termination Date 3.18.010 Title.

This chapter shall be known as the Local Transactions and Use Tax Ordinance.

The City of Carpinteria hereinafter shall be called “City.” This Chapter shall be applicable in the incorporated territory of the City.

3.18.020 Operative Date.

“Operative Date” means the first day of the first calendar quarter commencing more than 110 days after the effective date of this chapter, the date of which is as set forth below in Section 13.18.150.

3.18.030 Purpose.

This Chapter is adopted to achieve the following, among other purposes, and

A.To impose a retail transactions and use tax in accordance with the provisions of Part 1.6 (commencing with Section 7251) of Division 2 of the Revenue and Taxation Code and Section 7285.9 of Part 1.7 of Division 2 which authorizes the City to adopt this tax ordinance which shall be operative if a majority of the electors voting on the measure vote to approve the imposition of the tax at an election called for that purpose.

B.To adopt a retail transactions and use tax ordinance that incorporates provisions identical to those of the Sales and Use Tax Law of the State of California insofar as those provisions are not inconsistent with the requirements and limitations contained in Part 1.6 of Division 2 of the Revenue and Taxation Code.

C.To adopt a retail transactions and use tax ordinance that imposes a tax and provides a measure therefore that can be administered and collected by the California Department of Tax and Fee Administration in a manner that adapts itself as fully as practicable to, and requires the least possible deviation from, the existing statutory and administrative procedures followed by the California Department of Tax and Fee Administration in administering and collecting the California State Sales and Use Taxes.

D.To adopt a retail transactions and use tax ordinance that can be administered in a manner that will be, to the greatest degree possible, consistent with the provisions of Part 1.6 of Division 2 of the Revenue and Taxation Code, minimize the cost of collecting the transactions and use taxes, and at the same time, minimize the burden of record keeping upon persons subject to taxation under the provisions of this Ordinance.

3.18.040 Contract with State.

Prior to the Operative Date, the City shall contract with the California Department of Tax and Fee Administration to perform all functions incident to the administration and operation of this Chapter; provided, that if the City shall not have contracted with the California Department of Tax and Fee Administration prior to the operative date, it shall nevertheless so contract and in such a case the operative date shall be the first day of the first calendar quarter following the execution of such a contract.

3.18.050 Transactions Tax Rate.

For the privilege of selling tangible personal property at retail, a tax is hereby imposed upon all retailers in the incorporated territory of the City at the rate of 1.25 % of the gross receipts of any retailer from the sale of all tangible personal property sold at retail in said territory on and after the Operative Date of this Chapter.

3.18.060 Place of Sale.

For the purposes of this Chapter, all retail sales are consummated at the place of business of the retailer unless the tangible personal property sold is delivered by the retailer, or his or her agent, to an out-ofstate destination or to a common carrier for delivery to an out-of-state destination.

The gross receipts from such sales shall include delivery charges, when such charges are subject to the state sales and use tax, regardless of the place to which delivery is made. In the event a retailer has no permanent place of business in the State or has more than one place of business, the place or places at which the retail sales are consummated shall be determined under rules and regulations to be prescribed and adopted by the California Department of Tax and Fee Administration.

3.18.070 Use Tax Rate.

An excise tax is hereby imposed on the storage, use or other consumption in the City of tangible personal property purchased from any retailer on and after the Operative Date of this Chapter for storage, use or other consumption in said territory at the rate of 1.25% of the sales price of the property. The sales price shall include delivery charges when such charges are subject to state sales or use tax regardless of the place to which delivery is made.

3.18.080 State Law.

Except as otherwise provided in this Chapter and except insofar as they are inconsistent with the provisions of Part 1.6 of Division 2 of the Revenue and Taxation Code, all of the provisions of Part 1 (commencing with Section 6001) of Division 2 of the Revenue and Taxation Code are hereby adopted and made a part of this Chapter as though fully set forth herein.

3.18.090 Limitations on Adoption of State Law and Collection of Use Taxes.

In adopting the provisions of Part 1 of Division 2 of the Revenue and Taxation Code: A.Wherever the State of California is named or referred to as the taxing agency, the name of this City shall be substituted therefor. However, the substitution shall not be made when: 1. The word “State” is used as a part of the title of the State Controller, State Treasurer, State Treasury, or the Constitution of the State of California; 2. The result of that substitution would require action to be taken by or against this City or any agency, officer, or employee thereof rather than by or against the California Department of Tax and Fee

Administration, in performing the functions incident to the administration or operation of this Chapter.

3. In those sections, including, but not necessarily limited to sections referring to the exterior boundaries of the State of California, where the result of the substitution would be to: a. Provide an exemption from this tax with respect to certain sales, storage, use or other consumption of tangible personal property which would not otherwise be exempt from this tax while such sales, storage, use or other consumption remain subject to tax by the State under the provisions of Part 1 of Division 2 of the Revenue and Taxation Code, or; b. Impose this tax with respect to certain sales, storage, use or other consumption of tangible personal property which would not be subject to tax by the state under the said provision of that code.

4.In Sections 6701, 6702 (except in the last sentence thereof), 6711, 6715, 6737, 6797 or 6828 of the Revenue and Taxation Code.

B.The word “City” shall be substituted for the word “State” in the phrase “retailer engaged in business in this State” in Section 6203 and in the definition of that phrase in Section 6203.

3.18.100 Permit Not Required.

If a seller’s permit has been issued to a retailer under Section 6067 of the Revenue and Taxation Code, an additional transactor’s permit shall not be required by this Chapter.

3.18.110 Exemptions and Exclusions.

A.There shall be excluded from the measure of the transactions tax and the use tax the amount of any sales tax or use tax imposed by the State of California or by any city, city and county, or county pursuant to the Bradley-Burns Uniform Local Sales and Use Tax Law or the amount of any state-administered transactions or use tax.

B.There are exempted from the computation of the amount of transactions tax the gross receipts from: 1.Sales of tangible personal property, other than fuel or petroleum products, to operators of aircraft to be used or consumed principally outside the county in which the sale is made and directly and exclusively in the use of such aircraft as common carriers of persons or property under the authority of the laws of this State, the United States, or any foreign government.

2. Sales of property to be used outside the City which is shipped to a point outside the City, pursuant to the contract of sale, by delivery to such point by the retailer or his agent, or by delivery by the retailer to a carrier for shipment to a consignee at such point. For the purposes of this paragraph, delivery to a point outside the City shall be satisfied: a.With respect to vehicles (other than commercial vehicles) subject to registration pursuant to Chapter 1 (commencing with Section 4000) of Division 3 of the Vehicle Code, aircraft licensed in compliance with Section 21411 of the Public Utilities Code, and undocumented vessels registered under Division 3.5 (commencing with Section 9840) of the Vehicle Code by registration to an out-of-City address and by a declaration under penalty of perjury, signed by the buyer, stating that such address is, in fact, his or her principal place of residence; and b.With respect to commercial vehicles, by registration to a place of business out-of-City and declaration under penalty of perjury, signed by the buyer, that the vehicle will be operated from that address.

3.The sale of tangible personal property if the seller is obligated to furnish the property for a fixed price pursuant to a contract entered into prior to the operative date of this Chapter.

4.A lease of tangible personal property which is a continuing sale of such property, for any period of time for which the lessor is obligated to lease the property for an amount fixed by the lease prior to the operative date of this Chapter.

5.For the purposes of subparagraphs (3) and (4) of this section, the sale or lease of tangible personal property shall be deemed not to be obligated pursuant to a contract or lease for any period of time for which any party to the contract or lease has the unconditional right to terminate the contract or lease upon notice, whether or not such right is exercised.

C.There are exempted from the use tax imposed by this Chapter, the storage, use or other consumption in this City of tangible personal property: 1.The gross receipts from the sale of which have been subject to a transactions tax under any state-administered transactions and use tax ordinance.

2.Other than fuel or petroleum products purchased by operators of aircraft and used or consumed by such operators directly and exclusively in the use of such aircraft as common carriers of persons or property for hire or compensation under a certificate of public convenience and necessity issued pursuant to the laws of this State, the United States, or any foreign government. This exemption is in addition to the exemptions provided in Sections 6366 and 6366.1 of the Revenue and Taxation Code of the State of California.

5.For the purposes of subparagraphs (3) and (4) of this section, storage, use, or other consumption, or possession of, or exercise of any right or power over, tangible personal property shall be deemed not to be obligated pursuant to a contract or lease for any period of time for which any party to the contract or lease has the unconditional right to terminate the contract or lease upon notice, whether or not such right is exercised.

6.Except as provided in subparagraph (7), a retailer engaged in business in the City shall not be required to collect use tax from the purchaser of tangible personal property, unless the retailer ships or delivers the property into the City or participates within the City in making the sale of the property, including, but not limited to, soliciting or receiving the order, either directly or indirectly, at a place of business of the retailer in the City or through any representative, agent, canvasser, solicitor, subsidiary, or person in the City under the authority of the retailer.

7.“A retailer engaged in business in the City” shall also include any retailer of any of the following: vehicles subject to regiAstration pursuant to Chapter 1 (commencing with Section 4000) of Division 3 of the Vehicle Code, aircraft licensed in compliance with Section 21411 of the Public Utilities Code, or undocumented vessels registered under Division 3.5 (commencing with Section 9840) of the Vehicle Code. That retailer shall be required to collect use tax from any purchaser who registers or licenses the vehicle, vessel, or aircraft at an address in the City.

D.Any person subject to use tax under this ordinance may credit against that tax any transactions tax or reimbursement for transactions tax paid to a district imposing, or retailer liable for a transactions tax pursuant to Part 1.6 of Division 2 of the Revenue and Taxation Code with respect to the sale to the person of the property the storage, use or other consumption of which is subject to the use tax.

3.18.120 Amendments All amendments subsequent to the effective date of this ordinance to Part 1 of Division 2 of the Revenue and Taxation Code relating to sales and use taxes and which are not inconsistent with Part 1.6 and Part 1.7 of Division 2 of the Revenue and Taxation Code, and all amendments to Part 1.6 and Part 1.7 of Division 2 of the Revenue and Taxation Code, shall automatically become a part of this Ordinance, provided however, that no such amendment shall operate so as to affect the rate of tax imposed by this Chapter.

3.18.130 Enjoining Collection Forbidden No injunction or writ of mandate or other legal or equitable process shall issue in any suit, action or proceeding in any court against the State or the City, or against any officer of the State or the City, to prevent or enjoin the collection under this Chapter, or Part 1.6 of Division 2 of the Revenue and Taxation Code, of any tax or any amount of tax required to be collected.

3.18.140 Severability.

If any provision of this Chapter or the application thereof to any person or circumstance is held invalid, the remainder of the ordinance and the application of such provision to other persons or circumstances shall not be affected thereby.

3.18.150 Effective Date.

The Ordinance amending Chapter 3.18 of Title 3 of the Carpinteria Municipal Code shall be in full force and effect ten (10) days after the date on which the City Council has approved the canvas of votes and declared that the voters of the City of Carpinteria have approved said Ordinance by a vote of no less than a majority of the votes cast by the electors voting on the tax measure set forth in this Ordinance at the general municipal election to be held Tuesday, November, 6, 2018.

3.18.160 Attestation by Mayor The Mayor is hereby authorized to attest to the adoption of this Ordinance by signing where indicated below.

3.18.170 Publication The City Clerk shall publish this Ordinance as required by law.

3.18.180 Termination Date.

The authority to levy the tax imposed by this Ordinance shall expire when terminated by the voters of the City of Carpinteria.

Theresa Suzi Keldsen and Paul Beierle, both of Carpinteria, were married on Nov. 18, in a ceremony held at sunset on the beach in South Lake Tahoe. The bride’s son Dylan gave away the bride and the officiant was Minister Irvalene Blount.

The bride’s parents are Margie L. Johnson formerly of Santa Barbara, and currently residing in Rocklin, California, and Joe L. Johnson of the San Francisco Bay Area. The groom’s parents are Kacey and Eric Kralicek formerly of Morro Bay and now residing in Pueblo, Colorado, and Leslie and Mark Beierle of Santa Margarita, California. The wedding party included Maid of Honor Lyssa Savedra of Santa Barbara and Flower Girl Lauren Johnson of Rocklin.

Mary Watts (holding the Coastal View News) and a group of 28 parishioners from St. Joseph Church, along with pastor Richard Martini, made a pilgrimage to the Holy Land in November and visited the sea of Galilee (pictured) where many believe Jesus walked on water. The group saw many holy sites, including Mt. Tabor, Jacob’s Well, Nazareth, the Jordan River, Bethlehem and Jerusalem. “It was a very moving trip,” Watts said.

Dear Santa, My first wish is to have a new skateboard because I can do better tricks. I want a new deck and new wheels. Next, my second wish is a new hard-top surfboard because I want to be a better surfer. I want to do airs out of the wave and so I can go out farther. Then, my third wish is a new tablet so I can play Roblox Skate 3 and Minecraft. Next, my fourth wish is the “Diary of a Wimpy Kid” series because I want to read the whole series. It is funny. After that, my fifth wish is a pro scooter because I can do better tricks, better grinds and better drop-ins. Then, my sixth wish is to not have my Dad at work on Christmas because I want more time with him, enjoy Christmas with him and to be happy with him. Finally, my seventh wish is to have a tree house because I want to sleep over, hide-out and hang-out with friends.

Our class in Room Two at Summerland School was learning to paint an Impressionist painting. My painting was called “Ballet Dancer” by Edgar Degas. Our first day we just sketched the outline. The next day we started painting. That is when it hit. I realized my painting was really hard to paint.

I had painted my canvas all white to cover my mistakes, I almost used up all the white paint for our lesson.

When the teacher came over, I tried covering my painting, but she saw it.

She said, “that’s OK. Just paint over it tomorrow.” The next day, I woke up and the first thing I thought was I have to paint my canvas. At the end of the school day we painted again. This time it was worse. I got so upset that I smeared my paints on the canvas and my background turned out greenish and blackish. I had that feeling where I was going to cry and laugh at the same time.

The next day, my teacher Dr. Colson brought in a painting of hers that was special to her. My first impression was that it was all brown, but when she told us the story of what inspired her to paint it, I was amazed. I realized it wasn’t just all brown, it was a painting of a tarp that almost flew over her Mini Cooper.

Dr. Colson taught me a lesson. It doesn’t matter what other people see in your art work. It only matters what you see. She brought her painting in just to help me. That afternoon my painting turned out to be an amazing painting.

I painted my ballerina, I wrote ‘dance’ in cursive, I painted snowflakes, marshmallows, snowmen and a Christmas tree. My teacher was proud of me and I was very proud of myself too. I was sure my mom, dad, sister, dog, grandma and grandpa would love it for a Christmas present.
