City announces holiday weekend beach restrictions Active beach use & parking closures aim to discourage crowds

Consistent with a countywide health order, the city of Carpinteria will implement beach use restrictions and parking closures over Labor Day weekend in an effort to discourage crowded conditions that could increase the risk of Covid-19 transmission. All beaches throughout Santa Barbara County, including Carpinteria State Beach, will allow only active physical activity in order to avoid crowds over the holiday weekend.

“Restricting beach use is very challenging for a city that prides itself on its beautiful beaches and coastal access,”

said Carpinteria Mayor Wade Nomura.

“However, the safety of our residents and visitors has to be a priority now, and we support the county’s decision to protect our community by closing beaches to stationary activities.”

is to maintain access to the beach while reducing the risk of congested conditions that challenge social distancing requirements. Beach use restrictions will be removed on the morning of Tuesday, Sept. 8.

In support of the limits on beach use, the city will once again close the streetend parking lots at Linden, Elm, Holly and Ash avenues, and the on-street parking along the east side of Linden on the beach side of the railroad tracks.

An information booth will be established at the Linden Avenue street-end, and supplemental law enforcement and code compliance patrol will be active throughout the holiday weekend.

“The county of Santa Barbara’s economic reopening has been stalled since July due to a resurgence in Covid-19 cases. We’re encouraged to see the number of new cases starting to decline, but these next few weeks will be critical to getting our reopening back on track.

We appreciate the public’s patience and understanding when it comes to difficult decisions like beach and parking limitations,” said Carpinteria City Manager Dave Durflinger.

Supervisors tackle surveillance testing for schools

When transmission and testing numbers in Santa Barbara County lessened enough for elementary schools to apply for a waiver to reopen, a new problem arose: there were not enough testing resources to do adequate surveillance testing. First District Supervisor Das Williams acted quickly, working with Santa Barbara County and his fellow supervisors to help schools meet the demand for testing.

“In the space of a few days—warp speed for our institution—at my request, the county put together a plan centered on providing two hours a day of testing at each of our three county testing sites for school employees,” said Williams. “Additionally, they would receive priority for an hour a day at the state sites.”

Williams calculates that the extra resources the county is providing will provide for an average of 1,650 tests a month provided at cost at county sites and 2,100 total countywide.

“Our job is not to make the decision for school districts,” stated Williams, “They should make the decision about how and when to open in consultation with parents and teachers, but we want to make sure everything is done with an optimum amount of safety.”

Hair salons may reopen with modifications

Under the state’s new Blueprint for a Safer Economy, Santa Barbara County may reopen some businesses with modifications as of Aug. 31. Hair salons and barbershops will be allowed to reopen indoors with modifications, and indoor shopping centers will be allowed to reopen at 25 percent capacity.

The Blueprint for a Safer Economy incorporates new data and research about the disease, taking into account the higher risks now known to be associated with indoor activities and the importance of wearing a mask. The Blueprint has replaced the County Data Monitoring List for determining which businesses can and cannot open.

By adopting the Blueprint, the state has made it easier for counties to see how changes affect the disease’s trajectory and for businesses and customers to plan ahead. Within the Blueprint, every county is categorized based on its case rate and its positivity rate. Santa Barbara County is in the Widespread tier, which represents the highest level of risk and is the tier that includes most Southern California counties.

Santa Barbara County’s current positivity rate is 6.5 percent and its case rate is nine per 100,000 people. Though the county’s positivity rate is below the threshold for the Widespread tier, in order to move into the next tier, Substantial, the county’s case rate will have to come down to seven or fewer cases per 100,000 people and maintain that lower rate for two weeks.

Schools in the Widespread tier are not permitted to reopen for in-person instruction, unless they receive a waiver from their local health department for TK-6 grades.

In-person instruction can resume once a county has been in the Substantial tier for at least two weeks.

County cannabis tax revenue doubles

Santa Barbara County Supervisors received a cannabis tax update on Sept. 1 that indicated revenues to the county have surged in recent months. In the period between April and June, the county collected $5.5 million in cultivation taxes compared to just $2.3 million in the same period of 2019. Overall for the 2019-20 fiscal year that ended June 30, the county collected $12.2 million. Cannabis farmers pay 4 percent of gross receipts to Santa Barbara County.

“It’s important for us to understand that this revenue is significant and we should be thinking about, number one, that it is saving county services as we speak. That’s really important in the age of Covid, where other entities are cutting back dramatically their public services,” stated First District Supervisor Das Williams.

September is Coastal Clean-Up Month

This year, instead of gathering together at beaches and sites throughout the county on a single day, cleanups will happen every Saturday in September from home.

Residents are asked to “stop potential marine debris from traveling through storm drains into our creeks and ocean… and protect our favorite beaches by picking up trash in our neighborhoods and local natural areas.”

Community members are encouraged to clean up their neighborhood every Saturday from 9 a.m. to noon for the month of September. Cleanups should be self-guided and close to home, according to Santa Barbara County’s Coastal Clean-Up program.

“Local parks, shores, creeks, streets, drainage areas, sidewalks, natural areas and trails are great choices. Practice physical distancing and strictly follow both local ordinances and the set of guidelines provided on the California Coastal Commission website to make this a safe cleanup for you and your community,” stated the county.

In Carpinteria, the local group Carpinteria Beautiful will be helping to spread the word and lead the charge. “Carp Beautiful’s motto is keeping Carp ‘Clean, Green & Beautiful,’ said Donna Jordan, “So keeping litter off the streets (and beach and parks,

In addition to inviting the public, all members, and the Adopt-a-Spot program volunteers, Carpinteria Beautiful is also calling in the “Trash Mob,” a subset of Adopta-Spot consisting of volunteers willing to do extra duty when an area is especially messy. “The Mob has been out several times this summer, often at Santa Claus Lane & Beach and along busy highways like Via Real,” said Jordan.

“We’re going to encourage our volunteers to go out the four Saturdays, between 9 a.m. and noon, wear their bright yellow vests, and hope that their numbers will inspire others,” said Jordan. “We’ve then asked that they take a photo of themselves and their ‘loot’ and we’ll post them on Facebook.”

Avofest calls for contestants for virtual guacamole contest

The 34th annual California Avocado Festival will hold its famous guacamole contest virtually this year. To safely judge the guac, contestants will submit recipes.

Contest organizers will randomly select 10 recipes for The Food Liaison Executive Chef Nirasha Rodriguez to prepare for judging. The judging will be taped on Sept.

20 and hosted by broadcast news reporter John Palminteri.

Recipes should be tailored to accommodate four servings and will be judged on taste, texture, originality and “Chef’s Choice.” The winner will be announced on the California Avocado Festival Facebook page and website. The deadline to enter is Sept.

SB Channelkeeper celebrates 20 years with virtual ball

Local water watchdog Santa Barbara Channelkeeper will celebrate 20 years of clean water and community impact at the virtual Blue Water Ball—Second Sail on Wednesday, Sept. 9 at 5 p.m.

This free, very brief online celebration will feature Geoff Green, executive director of Santa Barbara City College Foundation as Master of Ceremonies, a message from Mike Wondolowski, board president. The online event will also kickoff the organization’s infamous Silent Auction and Raffle, which will be open for online bidding from Sept. 9 to 23.

The Blue Water Ball is Channelkeeper’s most important fundraiser of the year, raising critical funds that enable the organization to monitor the health of local waterways, advocate for clean water and environmental justice, hold polluters accountable, and educate and inspire the next generation of environmental stewards.

County launches online programs for Suicide Prevention Month

September is National Suicide Prevention Month. During this month, individuals, organizations, allies and more will be drawing attention to the problem of deaths by suicide and advocating for prevention. Suicide is a national health problem that currently ranks as the second leading cause of death for ages 10 to 34. On average one person dies by suicide every two hours in California.

Santa Barbara County’s Department of Behavioral Health has released a statement on the impact of Covid-19, stating that many residents throughout the community have feelings of isolation, loneliness, economic impact and job joss and depression—all of which greatly impact the mental health of people and thoughts leading to suicide.

Center for Disease Control reports that one in four adults between the ages of 18 to 24 say that they have considered suicide in the past month because of the pandemic.

In a CDC survey of over 5,000 young adults, a surge of anxiety and substance abuse was noted in more than 40 percent who said they had experienced a mental health or behavioral health condition related to the pandemic.

Peebee & Jay’s opens third location in Newbury Park

Peebee & Jay’s Sandwich Shop has opened a third location in Newbury Park. “Our number one goal in any of our restaurants is to provide fresh, healthy and delicious food that’s prepared quickly and always comes with a smile,” said Jessica Clark, co-owner. Clark’s flagship location in Carpinteria has been open for 12 years. “I eat there almost every day. And I’m still finding new combinations to try!”

Newbury Park patrons will find “The Marky Meza Peebee & Jay-za!” named after Mark Meza, who was one of the victims of the 2018 Borderline shooting. Meza was an employee and close friend of both Clark and Scow for several years, and Meza’s mother and sisters are Clark’s dear friends. “It was a no-brainer,” Peebee & Jay’s co-owner Kristin Scow commented on the choice. “He was like a little brother to me, and I’m honored to be able to remember him in this way.”

Trash collection in Carpinteria delayed one day for Labor Day

In observance of the Labor Day holiday, employees of E.J. Harrison & Sons will be taking the day off on Monday, Sept. 7. As a result, Carpinteria residential customers will have their trash collected on Friday, Sept. 11, one day later than usual.

Obituary

Firefighters resuscitate man at beach

On Sunday afternoon, Aug. 30, an unconscious man was revived by firefighters at Carpinteria State Beach. A little after 1 p.m., Carpinteria-Summerland Fire Protection District (CSFPD) along with AMR Ambulance responded to a report of an unconscious male undergoing CPR in progress at Carpinteria State Beach near Palm Avenue.

When emergency units arrived, they found Santa Barbara County Sheriff’s Mounted Division Deputies, State Beach Lifeguards and an off duty flight nurse performing CPR, along with use of an AED (Automatic External Defibrillator) on a 70-yearold male who was unconscious, not breathing, and with no pulse.

Paramedics from CSFPD and AMR Ambulance initiated advanced life support protocol and the patient obtained a pulse at the scene. The patient was transported to Santa Barbara Cottage Hospital where further treatment was provided and the patient was able to sit upright and talk to EMS and hospital staff.

“The cardiac arrest save is a shining example of our EMS system in action,” said Robert M. Kovach, CSFPD battalion chief. “All the training, experience, dedication and professionalism resulted in a saved life.

Felix Karpain

Felix Karpain left us on July 22, 2020, almost two months after his 99th birthday. He passed away peacefully of natural causes.

Everything about Felix was natural! Especially his quick and surprising wit that cheered up a whole lifetime of peoples’ lives. In so many quiet and gentle ways, he casually reminded people how wonderful they were. Of course, the famous gleam in his eye told you right away that he was really glad to see you. He was playful, plus wise, plus salt-of-the-earth simple and caring. He lived up to his name, Felix (Russian), which means “Happy.”

He was a man of few words, but with a very strong and peaceful presence. I know he thought that the beauty of this earth was an endless miracle. He soaked up all that beauty and appreciated it, wherever he was. To sit with him, was to “catch” this silent appreciation and leave somehow mysteriously uplifted.

Felix was born in 1921 in Franklin, New Jersey, in a family of six kids. His mother (who immigrated at 15 from Russia) and his stepfather supported their family by running a boarding house and factory work. His stepfather, Danny Karpincik, was such a wonderful father that Felix changed his name from Zelinski to ‘Karpain’ to honor him.

During WWII, Felix worked four hard years as an Army Paratrooper Seargent, kicking paratroopers out of airplanes and then jumping after them for a fun float to the ground. Thanks to the GI Bill, he was able to attend the University of Southern California (USC) and earn a degree in Civil Engineering. He married Marguerite Ewart (who he had met on Army leave in Houston the only month she was there) and made her family town, Redondo Beach, his new home. To his credit, he chose a highly intelligent and equally humorous woman as his wife and partner. No fear of brilliant women in this guy. Just more gleam. Felix became the proud father of two boys who survive him, Gregory and Dana.

While he was earning his engineering degree, he supported his young family by working for Marguerite’s dad as a stonemason, then as a carpenter. He was always a smart, hard worker with the courage and vision to create his own

station in life. His father-in-law was an active Mason (32nd degree of the Scottish Rite) and helped Felix become a Mason himself. About three years ago, he was awarded his 50-year pin from his brothers at the Carpinteria Masonic Lodge for his long life of philanthropic work.

Armed with his USC engineering degree, he moved up the ranks from Carpenter to that of Redondo Beach City Engineer, then Artesia, New Mexico City Engineer, then City Manager of Avalon, Catalina Island, then back to Redondo as City Engineer, and finally, as Public Works Director in Half Moon Bay. He retired at 62, travelled the world, and then joined the Peace Corps at 65. While “on a break” from his Peace Corps duties in Tanzania, Africa, he visited the big game reserves and climbed 22,000 feet up Mount Kilimanjaro.

Felix IS generous. Still. His generosity of spirit was always front and center, and had the effect of increasing the innate generosity of those around him. He was a good husband, a proud and beaming family man, and the best father one could order. He is a complete stand-up man.

To get personal for a minute, there was a song that came out in the 60s called “My Dad” from the Donna Reed show on TV. When I was a 10-year-old, I told him that this song reminded me of him whenever I heard it. I played it for him in later years to remind him of the lyrics: “My Dad. Now here is a man. When I was small, I stood up 10 feet tall, when I walked by his side.” He always knew that he was loved, and we knew we were loved.

Oh, I almost forgot, Felix couldn’t wait for the ocean raft to come out each year at Carpinteria Beach. He was a beach boy way before the actual Beach Boys jumped on the bandwagon. When he was only 88, we swam out to the raft together through the green, crystal-clear water on an epic Carpinteria beach day. As a surprise for him, we carried the Carpinteria paper above our heads in a plastic bag. Then, we had our pictures taken with Dad holding the Coastal View newspaper and the paper published it that week for its regular “Travel Photo” feature. It’s a great representation of Felix’s essence, sense of life, enjoyment and fun.

Covid-19 death toll nears 100 There are now over 8,000 confirmed cases of Covid-19 in Santa Barbara County and 95 deaths. Six of those fatalities were in the South County communities of Montecito, Summerland and Carpinteria where there have been 178 confirmed cases.

Across the county, 402 health care workers have tested positive for Covid-19. The county’s Public Health Department has tested over 120,000 individuals. Of the 8,164 positive cases of Covid-19, at least 770 were asymptomatic.

Some of the things that Dad liked to do for fun: Anything to help anybody, gardening, building Margaret’s cherished garden patio, building a “fort apache” out of huge wooden crates for his two little boys, golfing, providing for his family, body surfing, swimming, hiking, fishing, camping, relaxing and swimming at Red Rock pools, travelling around the world twice, golf again, smiling. Gleaming.

(And by example, teaching all of this to his boys and friends.)

Felix passed away surrounded by loved ones where he lived for the last four years, at GranVida Senior Living in Carpinteria, close by both his sons. And what a wonderful home GranVida was, full of very sincere, caring, competent and dedicated staff and friends.

For any who knew Felix and wished they had a chance to say some last words to him, those last words were said to him for us all by Anndee and Kelli, his two beloved hospice nurses from Central Coast Hospice. Anndee squeezed his hand, and whispered in his ear, “It is an honor to know you Felix.” She walked out and came back a few minutes later and he had “left the building,” on the wings of those loving words. She spoke for all of us. If, after passing, the next thing he did was open his eyes in Heaven, I imagine the first words he might have said were, “What can I do to help?” I’m sure they don’t have any shortage of jobs for a good engineer and a big-hearted person.

Post Office woes

Over the past several weeks, we have seen drastic negative changes at the Summerland Post Office. The employee hours were reduced to the point where only one person is working most days.

This office requires a minimum of two employees daily in order to sort and distribute mail. Letters and packages are being delivered two- to three-days late, exacerbated by late delivery of mail to the post office from their central processing center. We know the Summerland PO employees very well, Bert Vega and DeBerta Holden, and they both work tirelessly to try to get the mail sorted and distributed in a timely fashion. But with the counter responsibilities, it is just not possible for one person to complete all that is needed.

We have lived in Summerland for 19 years, and remember when there were always three workers at the post office, one of which was the postmaster. Now the person performing the postmaster duties for Summerland apparently works out of the Carpinteria office. This person rarely comes to Summerland and is not providing adequate support to the Summerland employees. We need to have a postmaster on site to assist in assuring timely delivery and mail processing.

It was recently decided to close the Summerland post office completely on Saturdays. Many people work all week and the only time they can speak with a Summerland employee is on Saturday mornings.

Some customers depend on timely delivery of their mail because they receive their medications by mail, or checks which they need to survive. Now that the government has passed emergency legislation to fund the postal service, the Summerland office situation needs to be addressed and corrected.

Donald Trump’s shameful attempt to limit mail-in voting in the middle of a pandemic is unfortunately rubbing off on some of his supporters, as evidenced by some of the most outrageous statements.

Completely quashing mail-in voting would substantially limit many people’s

ability to vote because of transportation issues, work, medical issues and senior citizen’s difficulties in getting around.

Not to mention, we’re in the middle of a pandemic!

Completely quashing mail-in voting would disenfranchise millions, but that’s what some desire, because polls show Democrats overwhelmingly plan to vote by mail as opposed to most Republicans voting intentions. It’s un-American and shameful that a president would say the only way he’d lose is because of a “rigged” election, as a result of mail-in voting.

How safe is mail-in voting? The conservative—yes, conservative—Heritage Foundation reports 1,200 allegations of voter fraud since 2000. Of those, there were only 204 allegations involving mail-in ballots, and of those, only 143 convictions. This is out of 250 million mail-in ballots cast over two decades—do the math.

The shameful liar occupying the White House has shown himself to be completely unequipped to run our country and will do anything to maintain power. The American people are not stupid. They know a con when they see one!

The Democratic Party and the media have pulled out all the stops to protect Joe Biden. They ignored or made excuses for his gaffes, his memory losses and his racial statements. They both ignored the violent riots in our cities, even labeling them “peaceful protests.” But then we had two presidential conventions.

The Democrats ignored the riots while the Republicans addressed the issue.

And Trump got a bump, while Joe did not. Now the media and the Democratic Party have changed their tune. Now they say violence exists, but it is Trump’s fault.

“Us” and “them” CVN

THE LAY OF THE LAND MIKE WONDOLOWSKI Carpinteria is a great place for outdoor exercise. For me, what makes workouts bearable is the amazing scenery I have along the way. My running route might be along the edge of the Salt Marsh then on the beach along the water’s edge. Other times, I run through the campground and across the Carpinteria Bluffs. Bike rides give me a chance to get all the way to the Rincon and loop back via Gobernador Canyon Road. These are truly special opportunities, especially since, like so many others, I have been working from home for many months now.

Just recently, after years of these and other routes, I finally noticed something rather interesting. When I am running, many other runners I pass give me a nod or a wave, but I seem to be nearly invisible to bikers, walkers and various beachgoers. When I am biking, I notice a similar thing, but it is primarily other bikers who offer a smile or other acknowledgement.

Since we share our current activity, we have a type of connection and, in some way, are part of the same community.

When I considered this observation, I realized it might be possible that I was just noticing what I wanted to notice, or maybe I was initiating the contact with others doing my same activity, and they were just being polite and responding to me.

At that point, normal people might have just shrugged their shoulders and forgotten all about it. But I had time to pass during future workouts, so I made a plan: for the next few weeks, I would force myself not to make “first contact” with anyone else, but if anyone made a friendly gesture toward me, of course I would gladly return it.

The conclusion of my experiment? As I suspected, runners were much more likely to acknowledge me when I was running, and bikers when I was biking.

But I also noticed something else even more interesting: Sometimes I forgot my “experiment” (and I may have also lost track of whether I was biking or running—it has been hot lately!) and I would toss a smile to someone along my way.

When I made first contact with someone doing a different activity, they were very likely to respond with a friendly smile or a wave. I suppose I wasn’t as invisible to them as I thought. Rather, maybe they just didn’t see me as part of their “group” until I made some minor effort to reach out to them. My simple gesture communicated that maybe we are somehow in the same group—enjoying a sunny day, taking a break from other responsibilities, or whatever.

So, experiment completed, and question generally answered. Now why am I

Throughout this strange pandemic year with all its national political divisions and social issues, the chasm between “us” and “them” has at times seemed impossible to bridge. On top of that, add our local debates on issues such as cannabis odors or helicopter noise, and it can seem that our community has been sliced and diced into separate little pieces.

It was on one of my runs when it occurred to me that in some cases, maybe the separation between “us” and “them” in some of these hotly-debated issues might not be much different than between a runner and a biker.

Members of any self-identified group or community have a natural affinity for like-minded people, freely and naturally reaching out to them to strengthen the connection. But other people may be somewhat invisible or worse, “them.”

I found that when I was biking, I could create a momentary connection with someone not on a bike by signaling with something as simple as a smile or wave that maybe we do have something in common.

Reaching out in some way to “them” can be a first step toward chipping away the walls that divide us. If we recognize what we share, whatever that is, then we have a way to build up a community rather than chop it into separate pieces.

As the November election draws near, my hope is that my little experiment will inspire at least a few people to begin creating connections to counter the divisions that often show up in election season.

CUSD enrollment declines and schoolboard approves cultural proficiency training

Superintendent reports dropping enrollment

At the Aug. 25 meeting of the Carpinteria Unified School District Board of Trustees, Superintendent Diana Rigby reported that enrollment is down this year at CUSD elementary schools as well as the middle school, and Aliso’s decrease in enrollment is due in part to some students going to the DLI program and others transferring to Summerland.

Board member Michelle Robertson added that there was also a drop in the county birth rate, and that the county office of education has been anticipating a drop in enrollment countywide.

Board policies discussed/approved

Superintendent Rigby explained that the Nondiscrimination in Employment policy had not been updated since 2005 and laws have changed. The board approved an updated policy for “full and equal employment access and opportunities, protection from harassment and intimidation, and freedom from any fear of reprisal or retribution for asserting their employment rights in accordance with law.”

The board also approved the first reading of AR 4031 “Complaints Concerning Discrimination in Employment.”

Complaints of sexual harassment shall be investigated and resolved in accordance with Administrative Regulation, Title IX Sexual Harassment Complaint Procedures.

Board members discussed the length of public comments. Robertson suggested the board consider decreasing the speaking time to two minutes instead of three per person. Board member Rogelio Delgado disagreed and said there should not be a time limit and if someone wants to speak for six or 12 minutes they should do so, adding that the board represents the community and is dedicated to them. Trustee Andy Sheaffer said that hearing the same comments from 15 or 20 different people does not help the issue, and that the community can send emails

to the board with their public comment as well. Trustee Jayme Bray said she likes a hybrid of both, and thinks having anybody speak for an excessive amount of time defeats the purpose. Bray also said she liked the updated CSBA policy as it is written, and said that if anyone wants to make a statement, they should be able to do so, however, there should be a time limit.

Measure U recommendations and approvals

Tim Carty from Piper Sandler & Co presented an update and asked for approval of the recommendation to proceed with the third and final Bond draw from Measure U for $30 million. Carty also suggested refinancing existing bond monies to take advantage of current low interest rates for a potential savings of between $500,000 and $650,000. If the board acts soon, Carty said, the final draw of Measure U finds could be completed before Thanksgiving, adding: “… it’s probably wise to get in before the presidential election, just in case there’s some uncertainty there…”

The board approved a resolution to defer to state zoning laws rather than local regulations for work at Summerland Elementary. A district-wide moving services contract, and a $55,000 change order at Aliso Elementary were approved (Delgado dissenting on the change order). KBZ architects were approved for furniture

selection and order coordination for the Student Success Center at CHS.

Agenda approvals

The board also approved numerous items on its consent agenda: 1) the removal and replacement of the grease trap at the Carpinteria High School kitchen; 2) the installation of an industrial dishwasher at the CHS kitchen; 3) a fence installation at Main School; 4) tree maintenance and removal; 5) the purchase of MacBook Pro computers from iPower Resale Inc. for Carpinteria High School; 6) the purchase of teacher carts to transport student curriculum and material bags from classrooms to site pick up areas; 7) the purchase of novel sets for elementary schools; 8) consultation services between CUSD and Children’s Therapy Network for physical therapy services for three CUSD students with direct physical therapy services; 9) individual, group and family counseling for district students; 10) a Memorandum of Understanding between CUSD and Santa Barbara County Education Office Children’s Creative Project-Arts Education Program 2020-2021; 11) a Memorandum of Understanding between CUSD and SBCEO for a K-12 Strong Workforce Program; 12) a MOU between CUSD and SBCEO-Teacher Induction Program to provide support and mentoring to new teachers in CUSD who are working to obtain a clear teaching credential through the state of California; 13) a MOU with the CADA START Program to provide

services to students with mental health, substance abuse or co-occurring issues; 14) a MOU between CUSD and CADA for one fulltime Youth Service Specialist at Carpinteria Middle School to provide prevention and counseling services; 15) a MOU between CUSD and Girls Inc. 2020-21 for Healthy Sexuality classes; 16) a MOU between CUSD and Davis Joint Unified School District Agricultural Teacher’s Induction Program for two instructors at CHS; 17) a contract with Trudy Arriaga to initiate, support and deepen cultural proficiency efforts throughout CUSD; 18) and Ms. Carolyn Williams (Carpinteria resident, former educator, and CUSD grandparent) to represent CUSD on the SBSELPA Community Advisory Committee for the 2020-2021 school year.

Due to the Labor Day weekend, the next board meeting will be on Thursday, Sept. 10.

A taste of Turkey comes to Carpinteria CVN

Originally from Turkey, Uzentepe strives to represent his native culture well. “I want to show the right way we do it in Turkey,” said Uzentepe. From working in the restaurant business for over 30 years, starting as a food runner and working his way up to running restaurants, Uzentepe has learned that strong customer relationships, great service and quality products are the key to success for any business.

Girls Inc. of Carpinteria’s “An Evening in Bloom” goes virtual Event will honor Mary Crowley

Girls Inc. of Carpinteria will host its eighth annual “An Evening in Bloom” virtually this year due to the pandemic, but the organization hopes to keep things exciting. In place of the reception held on the Girls Inc. campus, the event kicked off Aug. 24 with a virtual “Challenge for Change” competition in which teams compete to raise money and earn prizes.

The month-long challenge will end with a virtual wrap party on Sept. 25, held in honor of Mary Crowley, a longtime Girls Inc. of Carpinteria supporter and past board member who was dedicated to giving back to the Carpinteria community. Crowley passed away in January 2020 following a long battle with cancer.

“Mary was an exceptional example of strong, smart and bold, and she left an inspirational legacy that enables us to continue our work delivering life-changing programs to local girls and teens. She dedicated years of service as a trustee and was heavily involved in our Taste of Carpinteria event,” said Jamie Collins, executive director of Girls Inc. of Carpinteria.

“We are committed to offering outof-school care for families in the fall to help with distance learning and all the funds raised from this virtual event will support our continued efforts. We hope to inspire others to join in and invest in our community’s future leaders,” she added.

As the only licensed program offering support to school-aged children in Carpinteria amid the pandemic, the nonprofit has set a bold goal of raising $250,000 to ensure that no child is turned away.

Carpinteria Boys & Girls Club helps kids keep up in school

Carpinteria’s United Boys & Girls Club has now reopened to offer families a school day program. Members of the program take part in their school’s distance learning from the safety of the club with supplies and help from club staff. While the program currently serves 28 children, they have the capacity to serve up to 84.

What’s stopping them? They need to raise scholarship money to get kids off the waiting list and into their classrooms.

The school day program runs from 7:30 a.m. to 3 p.m., offering a significant amount of relief to working families who need a safe place for their children to keep up with their schools’ distance learning programs. The club also offers a free afterschool program from 3 to 6 p.m. Both programs have a staff to child ratio of 1 to 14. To serve more children, the club will also need to hire more staff, a process that has already begun, according to Carpinteria Club Director Don Hall. As of now, there are 51 kids on the waiting list. Hall expects to bring 14 more kids into the club in a new school day class on Sept. 8, but he wishes it was more. “Parents are very grateful that the program is available for their children,” he said.

To reopen the club safely, the organization worked out the details of their operating plan at the Santa Barbara Downtown Club over the summer and received “best practice” information from other Boys & Girls Clubs nationwide.

They also received advice from Canalino Elementary Counselor Shanna Hargett and Aliso Elementary Counselor Bert Dannenberg. “They have been great at providing us with support and ‘how-to’ info,” said Hall.

Reopening with new pandemic-based rules has meant an adjustment process for club members and their parents, as well.

Hall noted, “We’ve had to reeducate our parent and our club members about our safety protocols—wear a mask, maintain six feet of social distance and frequently wash your hands—and the fact that our programs are now enrollment based as opposed to drop-in.”

FLY BY F R A N D AV I S It’s hard to hang on to optimism when everything—including the way we live our lives—seems to be coming apart at the seams. Optimism is an elusive critter at best and any bad day can send it skittering away.

During the final weeks of August when the weather turned brutal and the sky pressed down like a hot plate and we hunkered in our houses with the drapes drawn, optimism was AWOL. Though I’m optimistic by nature, my bright outlook has begun to fade. So, I’ve been looking around for some hopeful signs, things that buoy the spirit. In a film I once saw, a character played by Peter Falk

said something like, “When you’re in a sh--t storm, you’d better have a good umbrella.”

We’re in one of those storms now— Covid still running rampant, business shutdowns, unemployment, schools in disarray, hurricanes and floods, civil unrest, politics in shambles, and an abdication of responsibility at the highest levels of government.

I’ve gotten my umbrella out of the closet, not a very grand one, but sufficient for now, and I’m counting the spokes, each one sturdy enough to hold a hope. They are the simple things we can see or discover every day and find comfort in.

The sun will go on rising, bright or shining through fog, gifting us with another beautiful day on the South Coast, with cool mornings, warm afternoons.

The great ever-present ocean. Just breathing ocean’s breath, cool and salty, refreshes minds and spirits. The place where land and sea meet is another kind of place, a new geography, a place to be rediscovered over and over. At the beach, your eye and foot are always drawn to the moving light of water, ears tuned to the thump and drawl of the tide. Standing at land’s end, gazing at the vast curve of ocean and space is an affirmation of

Dozens of kids, electronically connected, are playing and singing together. Listen to One Voice Children’s Choir on YouTube and your heart will sing along. People are reviving and redoing old songs or replacing them with better or, in some cases, more appropriate lyrics. The hiphop artist RZA composed a new tune for the Good Humor ice cream trucks to replace the old “Turkey in the Straw” once sung by minstrels in black face. You can hear this on YouTube, too. Where there is music there will always be hope.

Q & A with Erik Talkin, Foodbank executive director

continuing to grow, so we are concerned about an approaching “commodities cliff” where we lose access to a lot of food.

It’s been a busy year so far for the Foodbank of Santa Barbara which redoubled its efforts when pandemic job losses led to widespread food insecurity. CVN reached out to the nonprofit’s executive director Erik Talkin to learn more about the Foodbank’s expanded programming, and its impact in Carpinteria. Along the way, we also learned about what inspired Talkin to fight hunger and his new children’s book, “Lulu and the Hunger Monster.”

CVN: At the helm of the Foodbank of Santa Barbara County you have had a busy few months. Tell us about the Foodbank’s biggest achievements during the pandemic.

TALKIN: It has been an incredible six months since Covid-19 changed our world and everyone else’s. We learned a lot from the Thomas Fire and Debris Flow in 2017/18, which helped us prepare for a situation where we might need to provide a drastically increased amount of food for an extended period.

That has proven to be the case. We immediately opened two new warehouses to operate alongside the two existing warehouses that serve 300 nonprofits both in the South and the North of the County. To help operate these new warehouses, we enlisted the help of the California National Guard, who have allowed us to work with 40+ guardsmen and women who have driven trucks and helped with food packing and distribution. They were needed because we are now serving twice as much food to twice as many people than during this period last year.

About how many people are currently served by the Foodbank? And how does that number compare with pre-Covid averages?

We are serving about 220,000 unduplicated people across the county, twice as many as before. We are on course

Tell us about how your interest in food insecurity developed, particularly for families and kids? What inspired you to dedicate your life’s work to fighting hunger?

My interest in food insecurity started with an interest in food. How do you stay healthy with food? My dad served on submarines in the Navy, and you need to be good at doing interesting things to stretch food in that kind of environment.

He passed his skills onto me. I became interested in how we might solve this most solvable of problems: the richest country on earth not sending kids to bed hungry at night.

Can you tell us about the Foodbank’s impact in Carpinteria?

The Foodbank has always been heavily involved in supporting the Carpinteria community. During Covid-19, we opened two new SAFE FOOD NET sites in Carpinteria. These are special distributions where we guarantee that the food is packed in a very safe fashion, and that it is distributed in the same safe way, with either drive-through pick up of food that is placed in your trunk for you, or socially-distanced pick-up. We also drastically ramped up home delivery to seniors.

Anything keeping you up at night related to food shortages in Santa Barbara County?

We have generous local food donors providing a lot of fresh produce. We also spend about a million dollars per year purchasing food that we can’t get donated. We are getting much more federal food through the CEFAP (Coronavirus Emergency Food Assistance Program) and through farmers receiving subsidies via the Trade Mitigation program—the challenge is that both of these programs will be ending soon despite need which is

Your new book, “Lulu and the Hunger Monster,” explores food insecurity from a child’s perspective. What inspired you to write this book? Were there specific experiences that helped you develop the child’s point of view?

Lulu was developed as a result of my experiences over many years of working with families with young children. I have a particular interest in the issues around both families and kids being empowered to take food help that is available, but see that stigma is a key issue. This problem has become even more important during Covid-19 with the huge increase in families needing help for the first time. And the situation is toughest of all for kids.

What are you hoping children and families learn from “Lulu”?

Lulu is designed to help kids learn to get over their fears and ask for help. Lulu is a brave girl who is trying to help herself and her mom face a monster called hunger. Through colorful language and vivid illustrations, it empowers both those kids who might need help and also their friends to build empathy and create real world solutions together. The Carpinteria Arts Center will offer a number of free virtual art classes through November. From painting, rug making, the art of doodle and mixed media, to iPhone photography and fabric bead making with free supplies, the classes are made possible by sponsorship from the 93013 Fund and the Santa Barbara Foundation. From Thursday, Sept. 3, through the morning of Saturday, Sept. 5, individuals and families who registered to participate in a sidewalk chalk art campaign will be at work along Linden Avenue. The city of Carpinteria and the Carpinteria Arts Center organized the “Mask Up Carp” event to encourage mask use during the Covid-19 pandemic. Volunteer artists of all ages and skill levels will be assigned a sidewalk square to decorate in chalk. Health and safety are the goals of the campaign, and strict guidelines will be followed to protect artists, volunteers and the public. Artworks will be completed by noon on Saturday so pedestrians can view the art over Labor Day weekend. The public will be discouraged from gathering to watch the artists at work. California Veggie Burger 2 tablespoons Tamari sauce 3 large egg whites (lightly beaten) 1 teaspoon chili powder 1 teaspoon dried oregano 1 teaspoon ground cumin ½ teaspoon salt ½ cup rolled oats (blended coarsely) ½ cup unseasoned breadcrumbs

Whisk the water and flax seed meal in a small bowl. Cover and set aside.

This burger has texture and taste and is not mushy in the middle. I think you’ll find that it has the perfect combination of black beans, veggies, breadcrumbs, seeds, nuts, spices and herbs. I say, Grill it!

Into a large mixing bowl, add the drained black beans. With a potato masher, mash the beans until 2/3 of the mixture is a bean “paste” while leaving about 1/3 of the beans mostly intact. Set bowl aside.

Ingredients:

In a skillet, heat the oil on medium. Stir in the onion and garlic. Sauté for five minutes. Transfer the onion and flax meal mixtures into the bowl with the mashed beans. Stir in the carrots, parsley, sunflower seeds, almonds, Tamari sauce, eggs, chili powder, oregano, cumin and salt. Mix to combine.

1/3 cup warm water 3 tablespoons flax seed meal (Bob’s Red Mill is good) 14-ounce can black beans (drained and rinsed) 1 tablespoon extra-virgin olive oil ¾ cup red onion (chopped fine) 2 large cloves garlic (minced) 1 cup carrots (grated) 1/3 cup parsley (chopped fine) ½ cup sunflower seeds (toasted and chopped) ½ cup almonds (toasted and chopped)

Using your hands, mix in the oats and breadcrumbs until the mixture comes together. Cover and refrigerate for at least 30 minutes before forming patties. Shape the dough into six tightly-formed patties.

If you have a hamburger press, this would be a good time to use it.

Chef Randy has written and published a series of seven cookbooks with original recipes developed over the period 1975 through 2020. He writes for the Ojai Quarterly, the Ojai Discover Monthly, and the California 101 Travelers Guide. His vegetarian recipes are published in newspapers throughout Central California under the header, Chef Randy. He and his wife, Robin, live in Ojai, California, with their dog Cooper. Robin and Cooper are not vegetarians.

Grill on medium high heat (about 400 degrees) for four minutes. Carefully flip over and grill for another three minutes.

Cool the patties on a rack for five minutes before serving. This helps them firm up a bit. They may be refrigerated or frozen at this point if you are making these ahead.

Birds of a feather

IN THE NATUREHOOD NANCY BARON Like clockwork at 7:30 a.m., a flock of Band-tailed Pigeons shows up at our feeders in the hills above Carpinteria. I admire these big, slate-colored birds with their distinctive white band on the back of their neck. When sunlight hits them, their necks are an iridescent green and a pale gray band borders their tails. Their wings make a loud clapping on takeoff. Fast and powerful fliers, they range far and wide in search of food each day.

When I see flocks of Band-tailed Pigeons I wonder what it was like in the 1800s when vast flocks of Passenger Pigeons darkened the skies. The last Passenger Pigeon died in 1914, an entire species lost to hunting and felling of forests.

Band-tailed Pigeons also declined due to hunting, but the Migratory Bird Treaty Act of 1918 gave protections that helped stabilize their populations. Pigeons were hunted sustainably by Native Americans, but with the arrival of gun-toting Europeans in the 19th century, pigeon meat was commercialized as cheap food, resulting in hunting on a massive scale for decades.

The Band-tailed Pigeons come to our place to visit the feeders but equally important, to drink. Pigeons need plenty of water and can consume 15 percent of their weight in water daily. A large group of Band-taileds can almost drain our fountain and bird bath.

I love to watch them drink deeply like athletes tanking up. Pigeons and doves are the only birds that can suction water into their esophagus and drink without tilting their heads back to allow the water to run down their throats. Putting water out is something we can all do to help wildlife, especially in this hot, dry weather.

Pigeons and doves are both members of the large Columbidae family, found worldwide. Pigeons typically are larger than doves but the definitions are rather elastic. Besides Band-taileds pigeons, which are the largest pigeons in North America, there are 3 more local species.

Rock Pigeons, formerly called Rock Doves, can resemble the Band-tails at first glance. They are highly variable urban birds introduced from Europe and have thrived to the point of sometimes becoming pests.

We also have increasing numbers of Eurasian Collared-Doves – which were introduced to Florida in the 80s and have now spread across North America. Eurasian Collared-Doves are medium sized, pale buff colored, with a black half collar and white edging on the tail.

I feel more kindly towards our native species, including the smaller Mourning Doves with their pretty spots and a long-tapered tail. They tend to hang out in pairs and I enjoy watching them at the feeders and baths – sometimes canoodling affectionately, other times squabbling over food.

But best of all are the Band-tails. They are social and easily spooked, taking off if they see me getting too close.

People bring in every kind of animal imaginable to the Raptor Centre. Kim handles what she can and transfers others to the Santa Barbara Wildlife Care Network or other rehabilitation organizations. This summer she rescued a baby Band-tailed that had arrived very young.

Kim distinguishes between native and introduced birds, too. Her work is to rescue, rehabilitate and release native birds. She will take in Band-taileds and Mourning Doves though it’s hard to distinguish species if the babies are really young. Pigeons feed their young “milk” that comes from the lining of their esophagus, so Kim had to feed the baby pigeon a liquid diet at first—a labor-intensive proposition.

Kim and her skeleton crew—due to the Covid-19 pandemic—work epic hours caring for their patients. This involves feeding, often many times a day, and taking the sickest to a veterinarian, exercising the birds to prepare them to fly when released into the wild. No matter what time of day I call her, she is hard at work, juggling many birds’ needs.

At any time of year human-wildlife interactions often end badly for the birds: nesting trees cut down; collisions with cars; windows strikes and poisonings.

All this keeps wildlife rehabilitation folks busy, but nothing compares to baby season.

it. Ed, charmed by the bird, named him Toby.

Uh oh. I put two and two together.

The released juvenile band-tailed pigeon, recognizable by its lack of a white collar, and smaller size, had found its way to Ed’s house.

I knew Kim would not be happy.

Wildlife Rescuers make every effort not to have birds imprint on humans. This bird needed to join up with other Band-taileds to survive in the wild. I phoned Kim and she instructed us to release Toby near wild Band-taileds as soon as possible.

Early the next morning, Ed brought Toby in a box over to our house and we waited for the wild birds to show. We set him out by the fountains and feeders where he took in his surroundings then started to feed.

Right on time the flock of Band-taileds came in. Toby was not immediately friendly to the strange birds who wanted to share his breakfast, but when the wild birds flew off, he followed.

Now he is making the rounds with his new wild friends, much to everyone’s relief. He passes by here daily with the Band-tailed crowd.

Wildlife rescue is always complex. All wild animals have specific social and dietary needs that cannot be addressed by a non-professional. Getting wildlife to professional care is always in the best interest of the bird.

I admire Kim Stroud for her devotion to all birds and for the unrelenting work she puts in every day of the week. And I am glad she went the extra mile for this one little Band-tailed pigeon.

In the wild, band-tails have been known to live 18 years. “Toby” now has a second chance at life as a free flying Band-tailed Pigeon with wild birds of a feather.

Living God” is a nightmare. Evolution has turned backward and the response of the state is fascistic and terrifying because the little we know of what is happening leaves us in doubt about everything.

Pregnant women are being detained.

And in the middle of this dystopia, we have the rollicking tale of Cedar Hawk Songmaker. She is the adopted daughter of Minneapolis liberals; she is pregnant and decides to see her Ojibwe birth parents. She does not want to be taken into custody. An exciting road trip ensues north and to the Reservation.

The book is a letter to Cedar’s baby.

“Sweets, you’re different! You’re new.

Things can start over with you, and things need to start over. You deserve more. You deserve two sets of grandparents. Not to mention genetic info which may affect who you are even beyond whatever is now occurring.” “Future Home of the Living God” is a strange mishmash— perfect for these strange days we live in.

Weird and frightening official policies in response to the occurrence of reverse evolution and, as always with Louise Erdrich, lyrical and magical language with characters to sink into and to live among. Through them we get profound humanity. Her world gives us hope, love and a way forward. Cedar tells Sweets, “We have survived because we love beauty and because we find each other beautiful.”

“Pachinko” is an epic saga that spans four generations of Koreans living in Japan from the 1910s to the 1980s. Written from the perspective of ordinary people as they witness the political turmoil of Japanese colonization and World War II, Pachinko focuses on both fictional and historical themes like the immigrant experience, perpetual foreigner status and assimilation, sacrifice as well as resilience—especially magnified by the book’s female characters.

The story starts with Sunja moving from Korea to Japan during the beginning of the Japanese annexation of Korea. I personally think that reading about WWII through a non-Eurocentric view was fascinating. While the characters in this book are not universal, the anti-immigrant sentiment in pre-war and post-war Japan draws many unfortunate parallels to the U.S.’ current treatment of immigrants. Min Jin Lee has successfully humanized the history of Japan and Korea through her use of an omniscient narrator, cultivating the experience of both minor and main characters. I enjoyed this book and think everyone should read it for educational reasons, including developing a more in-depth understanding of Japanese annexation and the Westernization of Asia.

Local priest completes a 10-year quest In 2010, four Catholic priests who were in the same class at seminary, decided to use one week of their annual vacation to bicycle across the United States in segments of about 250 miles. Already in their middle 50s, the prospect of bicycling across the US seemed like a great adventure and at the same time, an impossible dream. The four began in Coeur d’Alene, Idaho, and proceeded east. When possible, they bicycled as a group of two, three and sometimes all four members; but when that was not possible, each member did a portion of the trek by himself.

Some of the segments of the journey were ridden out of sequence, but each member cycled every single mile of the ride. In 2018, on the last leg of the cross-country tour, St Joseph pastor Monsignor Martini suffered a fall resulting in a broken arm, and a dislocated shoulder, which prevented him from completing the marathon ride with the rest of the group. Subsequent surgery and rehab prevented him from attempting the ride again in 2019. Nevertheless, July 2020 found him once again on his bicycle in Maine and determined to ride the remaining 250 miles to Bar Harbor, at last completing the great 10-year, 3196-mile adventure.
