CITY BEAT Commercial evictions banned in Carpinteria during Covid-19 crisis

Carpinteria’s City Council approved a temporary moratorium on evictions of commercial tenants at their april 13 meeting, held via Zoom. While councilmembers have also expressed concern for residential evictions, they stated that no action was required to protect individuals from losing their homes since the state of California has banned residential eviction proceedings during the pandemic.

The moratorium will be active as long as the city maintains its local emergency status. During this time, property owners will not be able to file legal proceedings to evict commercial tenants who fail to pay rent because of income loss due to the Covid-19 pandemic. Tenants will still be responsible for paying rent, but they will have 180 days from the date the local emergency expires to pay the full amount due.

Councilmembers hope that the mora-

torium on evictions will help businesses recover while also creating a timeline for landlords to recoup lost rental income.

Councilmember Roy lee inquired about extending the ordinance to include forbearance on utility payments for local businesses. While disconnections are already prohibited for residential customers, City Manager Dave Durflinger stated that he would research and report back on possible utility protections for businesses.

Whimsey antiques’ owners Karen and alan Clarke submitted a statement to the Council imploring the city to do more to help Carpinteria’s small business community. like most other retail stores, Whimsey’s linden avenue shop has been closed since March 15, leaving the Clarkes with no income. “We are still trying to get on our feet since the fires and mudslides,” they stated, “and this situation is far worse. if Carpinteria wants any small businesses in town to exist, drastic help is needed.”

Council waives business fees

City Council unanimously approved waiving all annual fees for city issued business licenses and the downtown business improvement area assessment (Dbiaa). annual business license fees account for $28,000 in the city’s budget and Dbiaa fees $15,000.

Housing Trust contract renewed

The Council approved an agreement to continue receiving consultant services from The Housing Trust Fund of santa barbara County to implement and monitor compliance of the Workforce Homebuyer Down Payment loan Program. The loan program provides deferred repayment of down payment loans to assist low to above-moderate income families in purchasing a home in Carpinteria.

Chevron to begin tank removal

Chevron has begun sampling from Tank 861 at the Carpinteria oil and Gas Plant in preparation for cleaning and eventually removing the tank. This work will involve a large crane for several days to access the tank roof.

This action also authorizes the finance committee to distribute funds for Covid-19 response work to organizations currently funded through the program. supported organizations include United boys & Girls Club, Girls inc. of Carpinteria, Catholic Charities, Help of Carpinteria, Rape Crisis Center, Carpinteria Children’s Project, 211 Help line and Community action Commission’s Healthy senior lunch Program. additionally, this action waives program application requirements for the 2021 budget for organizations receiving a grant in 2020.

City freezes hiring, $1 million in lost revenue

The city of Carpinteria has implemented a temporary hiring freeze on all full time, part-time and part-time seasonal positions for a savings of $300,000 for the final quarter of the 2019/2020 fiscal year. The city expects upwards of $1 million in lost revenue for the fourth quarter from reduced sales and bed (ToT) tax, approximately 10 percent of the city’s overall $10 million general fund. other funds that will be impacted by the pandemic are Measure X and gas tax revenues.

Consideration of an ordinance amending Chapter 14.74 of Title 14 of the Carpinteria Municipal Code that will establish revised standards for the submission and evaluation of projects that propose to convert apartments to condominiums, community apartment projects, stock cooperatives and/or cooperative apartments, as those terms are defined in the ordinance. The ordinance also will include tenant protection provisions for the existing apartment residents. The ordinance defines the terms apartment, condominium, community apartment project, and stock cooperative to have the meaning given to them by the Uniform Building Code, section 783 of the California Civil Code, section 4105 of the California Civil Code, and section 11003.2 of the Business & Professions Code, respectively. The proposed ordinance would define cooperative apartment as a project of more than four units in which an undivided interest in land is coupled with the exclusive right of occupancy of any dwelling unit located thereon, whether such right is contained in the form of a written or oral agreement, when such right does not appear on the face of the deed.

Obituary

Janet Marilyn Johnson 8/11/1934 – 4/1/2020

Janet Marilyn (Wiens) Johnson of Carpinteria passed away on April 1, 2020.

She was born Aug. 11, 1934 in San Jose, California. She graduated from Live Oak High School in Morgan Hill in 1952, San Jose State University in 1956, and received her teaching credential in 1958.

Janet met her husband Walter in the fourth grade and they were married in 1955. They celebrated their 63rd wedding anniversary on Nov. 26, 2018 and lived in Carpinteria for 55 years. She taught first grade at Main School, Aliso School and Canalino School. After Janet retired in 1989, she started a reading tutor program with a group of volunteers.

Award from the Junior League of Santa Barbara in 1996. She was the scholarship chairwoman for the California Women for Agriculture, Secretary for Abigail Circle and a deacon at Carpinteria Community Church. She was a member of the California Retired Teachers Association and the Carpinteria Historical Society. In addition, she cooked dinners twice a month for Transition House facilities and was a peer counselor for the Multiple Sclerosis Society. She loved her community, her church, teaching and cooking.

Janet was preceded in death by her husband Walter, daughter Marilyn Taylor and parents Thomas and Helen Wiens. She is survived by her daughter Kerri (David) Costa; son-in-law Michael Taylor; grandchildren John (Megan) and Benjamin (Robyn) Taylor, Melissa (Elliott) Dozier and Rachel Costa; greatgrandchildren Gavin, Samuel, Rockwell and Theodore Taylor; and brother Richard Wiens, as well as numerous nieces and nephews.

A memorial service to celebrate her life will be announced at a later date. In lieu of flowers, donations can be made to the Carpinteria Historical Society, 956 Maple Ave., Carpinteria, CA 93013; Carpinteria Community Church, 1111 Vallecito Road, Carpinteria, CA 93013; or the California Women for Agriculture Carpinteria Chapter, P.O. A more extreme approach is needed

This letter is an expression of my frustration with the system and global paradigm. I am focused on the outcome: a world in financial crisis, hardworking, honest people potentially losing everything, a grim financial future. Scientists state that if every person in the world stood still for two to three weeks the novel coronavirus would disappear—dying on surfaces, running its lifecycle with those who are infected.

With that thought, the world could consider taking one of two extreme actions to respond to this pandemic: either every person in the world goes into a complete quarantine or we do nothing.

By quarantine I am referring to a true lockdown, three weeks of absolutely no contact, zero tolerance, everyone stays in their home. The alternative is to do absolutely nothing and let the chips fall where they may. That’s not going to happen.

Okay, now here’s my opinion: lock it down, get it over with and get back to life. It may sound extreme, but what we are currently doing is completely haphazard and kind of down the middle. This will allow the virus to continue to infect, albeit at a slower rate, and it will not disappear within a reasonable time. Worse yet, the virus will most likely resurface in future waves. At the same time, we are financially suppressing people for too long of a duration. And the consequences could be absolutely catastrophic. What is the price of bankrupting hundreds of millions of people around the world?

Answer: near poverty for those who may have otherwise been okay. Future generations at risk. The government’s answer?

Print trillions of dollars! That money doesn’t exist; it will be wasted. We will have to pay it back and it does little to address the effect of what we are doing.

Litter, rushing water and a revolver

I thought it would be easy to walk into town from my home to the lumber yard to pay my bill. As I walked south along Via Real, I couldn’t help but notice from my many years as a member of Carpinteria Beautiful all the litter in the gutters. Oh well, deal with it later. When I reached Risdon’s service station there was a large truck with men giving away flowers. I’ll check it out on my way back. Crossing the bridge over Santa Monica Creek, I noticed a brisk flow of water. Wouldn’t it be good if we could divert some of it to replenish our depleted aquifer?

Crossing the 101 overpass I walked by a very quiet Aliso School and over the bridge at Franklin Creek—same thing, a strong flow of water. Walked past the refurbished St. Joseph Chapel. Many wonderful and sad memories there. Down the street near the corner of Holly and 7th streets is a little house where I was born.

Decrepit, but still there. Finally, the lumber yard—put on my mask and dropped off my payment and headed home.

First, I would stop by my daughter’s home and catch up on family stuff, especially anything about my two precious granddaughters. Next, walked to my friend’s home to see if he was OK. Ominously, I passed a yard where two men were intently examining a rather largecaliber revolver. I continued my walk along El Carro Road, stopping and talking to friends along the way. The flower guys were gone, but the litter on Via Real was still there. The walk was much longer than I thought and I felt a little fatigued, but after being cooped up for weeks it was worth it.

State works to provide benefits to self-employed

The California employment Development Department, in conjunction with the federal government CAReS Act recently passed by Congress in response to Covid-19 pandemic, is working to implement a system to provide benefits to the self-employed, independent contractors and gig workers. while many self-employed people have not yet been able to file for unemployment benefits from the state of California, the eDD notes on its website: “As part of the federal CAReS Act, the new Pandemic Unemployment Assistance (PUA) program helps unemployed Californians who are business owners, self-employed, independent contractors, have limited work history, and others not usually eligible for regular state Ui benefits who are out of business or services are significantly reduced as a direct result of the pandemic.”

However, the department notes, “Because this is a brand-new program, each state will need time to develop all of the necessary system programming, forms, processes, and procedures… once this new complex program is built and staffed, it will likely rival the size of the regular Ui program the eDD already administers.”

For out-of-work individuals who are self-employed and in need of assistance, the message of “help is on the way” can be frustrating. A hairstylist shared with Coastal view News “every hairstylist i know was denied (benefits) today.”

California’s eDD says it will update its website as information becomes available and provides several scenarios under which the self-employed may be eligible for benefits. EDD states that it is “sorting through details from the U.S. Department of Labor as to how they want this complex program to work in issuing payments that the federal government will be funding.”

“The Pandemic Unemployment Assistance (PUA) is a brand-new program,” eDD wrote, “initiated for those who don’t qualify for regular UI benefits, including the self-employed.” As self-employed workers attempt to navigate an indeterminate period of social distancing and stay-at-home orders, their anxiousness to get answers about when or if they will receive financial support from the government is understandable. Difficult as the situation no doubt is, eDD states that it is “working quickly with the California Department of Technology/Office of Digital innovation to develop the application needed to set up this new program to serve unemployed Californians who don’t usually qualify for regular Ui benefits, including the self-employed.”

Tyler’s Donuts burglarized

At 4 a.m. bakers at Tyler’s Donuts closed up shop and went home to rest. By 5 a.m., when the next shift arrived, the popular coffee and doughnut spot had been broken into.

An employee of Tyler’s Donuts confirmed that between 4 a.m. and 5 a.m. someone had thrown a rock through the window, entered, and stolen the counter case of California Lottery Scratchers. The register was not touched. No doughnuts were taken.

The lottery tickets could be worth a lot of money, however, shop management has called the California Lottery to cancel their serial numbers, potentially making the stolen items worthless.

No individuals were hurt as nobody was working at the time and the window has been promptly replaced.

Tyler’s Donuts, located at 1002 Casitas Pass Road, is currently open 5 a.m. to 11 p.m. for carryout. Donuts are baked fresh daily.

Man on the Street documents Covid-19 experiences

Filmmaker Larry Nimmer, who provides the weekly section “Man on the Street” for Coastal view News, has contracted with the city of Carpinteria to make videos of townspeople sharing their experiences of life during the pandemic. Presented on the city’s website (carpinteria.ca.us/visitor-info/videos), Nimmer interviews a wide range of Carpinterians and learns about how the pandemic has impacted their lives and the community.

Having previously provided historical media and other filming projects for the

city, Nimmer sees the video documentation as a valuable tool to document the unprecedented health emergency confronting the world. The interviews are conducted online via Zoom, and Nimmer is also filming around the city. “This will be useful for documentary projects in the future,” he said.

Subjects in the series include Carpinteria Mayor wade Nomura, a local woman with Covid-19, business owners, educators and nonprofit representatives. The city of Carpinteria is posting episodes daily to its Facebook account.

Sealwatch hopes all Carpinterians will help protect the harbor seals all year by educating others and keeping out of the sanctuary area.

Harbor seals on land always need “social distancing” from people. They are not adapted to defend themselves well on land, and flee to the sea when disturbed, losing vital rest time as a result.

The federal Marine Mammal Protection Act applies to people entering the sanctuary area at any time of year. The law prohibits any act which has the potential to disturb a marine mammal by causing disruption of behavioral patterns, including but not limited to nursing, breeding, feeding or resting. Leaving aside the very heavy penalties of the law, helping protect Carpinteria’s rare harbor seal haulout and rookery is the right thing to do to ensure future generations will also have the opportunity to enjoy watching them from the safe vantage of the bluff above.

Sealwatch volunteers are focusing on beach ends during the pandemic, so counts are not accurate. This report covers April 6-12.

Briefly

County advises face coverings in public

The Santa Barbara County Public Health Department is now advising residents to wear masks or fabric face coverings when in public. Face coverings can be made from fabric around the house to reduce the demand for medical grade respirators, such as N95 and surgical masks, which are critically needed by healthcare professionals at this time.

Fabric masks should be washed regularly and not used as a substitute for social distancing measures. Health officials have emphasized that the best community and individual defense against Covid-19 is washing hands frequently, avoiding touching the face, eyes, nose and mouth with unwashed hands, avoiding being around sick people and physical distancing, especially by staying at home.

State bans water shut-offs

On April 2, Governor Gavin Newsom signed an executive order to restrict water shutoffs to homes and small businesses while the state responds to the Covid-19 pandemic. The order protects consumers who may not be able to pay for their water service from shutoffs.

Under the order, the State Water Resources Control Board will issue best practices and guidelines on support for the state’s water systems during this time. Additionally, the executive order will restore water for occupied residences that may have had their water shut off as of March 4, which is when the governor proclaimed a state of emergency due to Covid-19.

Financial support available for utility payments

Stay-at-home orders have led to higher residential energy use at the same time as many residents are experiencing financial stress and income loss. New utility programs and discounts are now available to assist those in need. Carpinteria residents should call Southern California Edison at 1-800-950-2356 and Southern California Gas at 1-877-238-0092 to find out more about financial assistance programs.

Additionally, both Southern California Gas and Southern California Edison have suspended service disconnections until further notice.

Sansum Clinic conducts thousands of telehealth visits

In just 17 days since the launch of its telehealth program, 201 Sansum Clinic providers have completed more than 9,599 telehealth visits, allowing new and existing patients to receive care from the safety of their homes.

As some non-essential medical visits were cancelled to prevent the spread of the novel coronavirus, these telehealth appointments are meeting a critical need. Patients can connect with their doctor using their smartphone, tablet or home computer. While this is available for all patients, the process is even easier for those on MyChart who can utilize the MyChart app to request and conduct the appointment.

Sansum Clinic staff members are available to walk patients through the process before their telehealth visit begins to help ensure that all the technological details are handled. Cottage CareNow to offer free online visits for Covid-19 symptoms

Cottage CareNow will begin offering free online visits for individuals who may have Covid-19 symptoms. Individuals with Covid-19 symptoms (fever, cough or shortness of breath) or upper respiratory symptoms (sore throat, runny nose, nasal congestion), can visit Cottagehealth.org/carenow for a free initial online diagnosis.

If clinically appropriate, Cottage CareNow providers will refer patients to the appropriate site for an in-person evaluation.

If any individual is having severe breathing difficulties or a life-threatening emergency, they should call 9-1-1 or visit the nearest emergency department immediately.

Cottage CareNow is an online service from Cottage Health that began in December 2019. This platform connects patients with Cottage providers who can offer online diagnosis and treatment for common medical conditions. Cottage CareNow helps patients with conditions like colds, flu, skin rash and more.

Users can access Cottage CareNow around the clock from their smartphone, tablet or computer by visiting cottagehealth.org/carenow. No insurance plan is required to access the service. The fee for non-Covid-19 related common conditions is $29 for an online interview or $39 for a video face-to-face visit, payable by credit, debit or health savings card.

Anyone in California who is over 18 can create an account, and dependents can be included. Visits for children under 18 must be completed by a parent.

The service is easy to use. After entering symptoms and health information, patients choose to have a Cottage Health provider review their results and respond with a treatment plan within an hour or request an immediate face-to-face video visit.

CareNow is staffed by Cottage Health nurse practitioners and Cottage Health credentialed providers. When appropriate, prescriptions are submitted directly to the patient’s preferred pharmacy. If virtual care is not appropriate, the patient is not charged for the Virtual Visit and will be referred for an in-person evaluation. Cottage CareNow assists in connecting patients with a primary care physician if they do not currently have one.

805 UndocuFund provided over $2.3 million in financial aid to immigrant families during the Thomas Fire and subsequent debris flows. The organization has reopened the fund to serve immigrant families who are impacted by the outbreak of Covid-19.

805 UndocuFund helps undocumented residents

With no access to federal or state assistance, undocumented immigrants face an especially difficult challenge due to the Covid-19 pandemic.

The 805 UndocuFund was established in 2018 to address the growing devastation of wildfires in California. The fund assists individuals and families who have lost their homes, wages and/or employment due to disasters. UndocuFund estimates that over 126,000 undocumented immigrants live and work in Ventura and Santa Barbara counties, and works to support these undocumented immigrants, including mixed-status

families, and undocumented individuals who have experienced loss of housing, jobs or income.

Superintendent addresses online learning concerns

On Friday, April 10, the Carpinteria Unified School District Superintendent Diana Rigby sent a letter to district families encouraging cooperation and patience as teachers bring classes online.

Seeking to assure families that the district’s online learning tools are safe, Rigby wrote, “No software is 100 percent immune to malicious behavior, and we have chosen a solid and secure set of tools to improve learning opportunities for students while reducing our risk.”

CUSD has successfully used Google’s G Suite for many years the superintendent stated, “G Suite also contains Google Classroom which is our learning management system that has an integrated gradebook with Aeries, our student information system. All of these services use industrystandard SSL encryption and are strongly protected with a unique username and password. Teachers use Google Meet to

hold virtual classes and meetings.”

Concerns regading “zoombombing”—hackers displaying inappropriate material when teachers use Zoom—are being met by the app’s security systems, according to Rigby, to “greatly diminish, if not eliminate, the issue that you have seen in the news. Zoom continues to strengthen their security with the increase of educational users.”

The superintendent also noted that Parent Square, the messaging service the district uses to communicate with families, “uses industry-standard SSL encryption with Google username/ password authentication.” As CUSD has moved to a completely online mode of teaching and students are spending more time online, Rigby suggested that parents visit commonsensemedia.org, a website that promotes digital citizenship for young people.

312 cases of Covid-19 in Santa Barbara County Lompoc prison outbreak grows

A federal prison in Lompoc has reported 81 cases of Covid-19 in the county’s largest hotspot for the virus, including 67 incarcerated individuals and at least 14 prison employees, according to Santa Barbara County Public Health.

The number of Covid-19 cases across the county continues to grow, with 29 new cases confirmed on April 13, bringing the total to 313. Thirty-eight healthcare workers have tested positive.

Of the 313 cases, 133 people are recovering at home and 40 are recovering in a hospital (15 in an Intensive Care Unit).

One hundred and forty-four patients have fully recovered, and 14 are pending an update. Two deaths have been reported.

The first patient to succumb to Covid-19 was a man in his 60s with underlying health conditions residing in North County. He died at Marian Medical Center. The county’s second novel coronavirus death was a South County resident in their 60s with underlying conditions who died while receiving treatment in a hospital.

The virus has been contracted across all age groups, including seven cases in children under 17. Females make up 115 of the cases and males 197. One person’s gender is unknown.

The South County communities of Montecito, Summerland and Carpinteria have 18 confirmed cases. The largest clusters are currently in Lompoc, including the federal prison (116), Santa Maria (73), and Santa Barbara (39). By age range, the groups reporting the most cases are 50- to 69-yearolds (120) and 30- to 49-year-olds (110).

Public Health reported that 1,885 tests have been administered, including 1,569 negative results and three inconclusive.

Public Health is prioritizing investigations for cases with exposures in healthcare and other congregate settings to identify persons who may have been exposed. Mandated social distancing measures are in place to slow the spread of the virus.

While most cases of Covid-19 exhibit mild or moderate symptoms, the county’s growing case numbers and first deaths from Covid-19 underscore the urgent need for all residents to take extra steps to protect those who are particularly vulnerable to developing more serious illness, including elderly persons and those with underlying health conditions, such as, diabetes, cancer, immunodeficiency and asthma.

The year without graduation

This is not just the year of Covid-19.

This is the year without graduation. That means 3.7 million high school seniors in the class of 2020 are not going to wear their caps and gowns in May and June.

Let me speak to you seniors if I may. (The rest of you should stay here, too. You need to get what they are losing.)

You began the year with senior photos. Sports for the last time for your school. Performances in band, choir, theatre, art. Maybe a class ring. Ordering your caps and gowns. Competitions in all the areas you students have been focused on for four years—debate, Model U.N., computers of all kinds, science, robots, aeronautics. Some of you chose to be gone for your senior year to do an education abroad program.

You shouldn’t even be home right now.

Maybe you even went to the homecoming dance. You probably worried about the S.A.T. or military entrance exams, or how to ensure a smooth transition to community college or a specialty program. Maybe you were planning a big graduation party and then moving into a shared apartment with a best friend or a road trip with a buddy. You were thinking about grad night and prom.

Some of you were going to be the first in your family to graduate. Others were supposed to be valedictorian.

Many of you earned medals and cords to mark exceptional study that you were going to drape around your neck in your cap and gown.

All the events that define your senior year.

The last you’ll spend with your friends before your lives change forever and you separate to go on your way into adulthood.

And all of that is now gone. You are seeing your friends on screen (oddly enough encouraged by parents who were previously telling you to knock off the screen time). Your time to simply hang out has disappeared and you now must wear a mask to even go outside.

Rather than planning a graduation party and figuring out how to get your grandparents to attend, you now can’t see them at all.

Because of a new virus nobody saw coming. It’s taking lives around the world. It’s scary. Your parents and probably your grandparents have never seen anything like this. I am not going to minimize just how awful this pandemic is. It is going to change our communities and our world.

But right now, in this moment, let’s talk about you. (And the rest of you, listen up!). This virus stole your senior year.

This virus stole major milestones and events from you. It took your time with your friends when you should be spending the most time with them, cementing those friendships for the rest of your lives.

High school seniors aren’t supposed to be home all the time. You are supposed to need your parents less and your outside relationships more. And yet there you sit. School is on a computer. Teachers are online. And you are supposed to feel like doing your work while one thing after another has disappeared.

And now graduation. That final mo-

It’s a rite of passage that has never been taken away across an entire country. How do you cope with that?

I’ve been seeing teens online for weeks. What I am hearing and seeing is you know you have just had a huge loss, and a whole lot of losses, but: Some adults are minimizing your losses by comparing them to the deaths caused by Covid-19.

Many teens are reluctant to share how much this hurts because they feel selfish or they don’t want to stress parents who are already stressed by working from home, job loss or fears for friends and family.

Some teens don’t have the words to express what this means to them.

Many of you are trying to cope by ignoring the emotional impact the losses are really having. Or don’t want to share with friends in case the friends are not willing to say they are having a hard time too.

Rule Number One in grief is we never ever compare losses. They are all equal if they matter to the person experiencing them.

Rule Number Two is nobody gets to tell you how to grieve.

Rule Number Three is your feelings are yours, and that makes them valid, even in a global pandemic.

Rule Number Four, specific to seniors: not one person who is not a senior in the class of 2020 has experienced this. Do not let anyone minimize it. For those reading along, are we clear? This matters.

So, what can you do, class of 2020?

Talk to your fellow seniors. Take a chance to share how awful this feels.

Hang out online more, not less.

Use some of the hangout time and alone time to look at where you are going.

Our world has changed because of this global experience. All options are on the table. Use all that creativity and all those

Express it: write, draw, paint, create music, rap, dance, run. Express those feelings in a way that works for you.

Make a scrapbook or journal of how much life has changed right now. Download the images of empty parks and cities and animals roaming free. This will never happen again, we all hope. Write about what you are missing, and what you might have been doing during the days as they pass.

As the month wears on, it will be time to regroup and take your big day and events back. Even if your school is not

doing a July event, you and your friends and families can plan something to honor this transition.

Remember that even as we fight this pandemic, that does not mean your loss counts less.

We need to mourn sickness and death; we need to support those serving and take care of the mourners. But we need to celebrate you too.

Class of 2020, you will get through this. You deserve to grieve your losses, any way you need to. Please be safe. We need you in our future.

What is the most impactful experience or memory that you’ve had as a volunteer?

People helping people. Like I said, making friends with people that are the right types of people in this world.

LAUREN GRAF At the Santa Barbara Bucket Brigade, volunteer captain Jed Hirsch is ready to take on tasks of any size with a smile on his face and an eagerness to help others.

Hirsch is the most senior member of the brigade, having first joined efforts in the aftermath of the 2018 Montecito Mudslides. His volunteerism has exemplified community members coming together to help their neighbors in challenging times.

The Summerland resident has worked as a contractor in Santa Barbara for the last 40 years and “(plans) on being here for the long-haul.” Through his construction-based resourcefulness and leadership, Hirsch became a volunteer captain who inspires Bucket Brigade team members with his energy and positive attitude.

In response to the Covid-19 outbreak, the Bucket Brigade has shifted from disaster preparedness to mobilizing volunteers for food delivery and helping neighborhoods take care of elderly and at-risk residents.

Last month, the Bucket Brigade partnered with the Community Action Commission to distribute meals for Carpinteria seniors.

The organization is also hosting the Most Mask Maker Challenge to provide community members with face coverings.

Hirsch answered email questions about his experience with the Bucket Brigade, the friends he found through service and how volunteering has impacted his life.

Have you always been involved in volunteering?

I think so. I’ve always helped people and wanted to help in different ways.

Bucket Brigade is the first organized volunteer program that I’ve done.

How did you get your start working with the Bucket Brigade?

I don’t remember where I heard or saw the announcement that people were going to help start digging unfortunate homeowners out of the mud. I arrived the first day of the Bucket Brigade’s workday.

I had a scoop bucket tractor on another job and brought it to our first worksite.

Do you have any specific memories from your first few weeks on the team?

When the slides first happened, I rode my bicycle from Summerland to Santa Barbara along the railroad tracks. Seeing the devastation, the dazed and confused emergency workers, and stranded vehicles on the freeway was surreal. When I arrived to Cabrillo along the beach, I saw people walking their dogs, Starbucks in hand, gardeners sweeping off the driveways.... it was such a juxtaposition. No one on the west side of Montecito had any idea of the turmoil just half a mile east.

How has your personal involvement grown since you first got involved?

I’ve met the nicest people on Bucket Brigade operations. You figure if everyone who is there is there for a good reason, you know they’re already likeminded individuals. So, you’re choosing friends from an already condensed gathering of wonderful people.

Is there still work to be done related to the aftermath of the Montecito debris flows?

Rebuild! Make people feel comfortable and that there are neighbors looking out

What is Bucket Brigade focused on now?

Bucket Brigade is now turning its attention towards the Covid-19 virus. We’re trying to figure out how to help people that are really in need of help. The elderly, the infirm, the homebound.

What’s it like being a volunteer captain?

As a builder, I am used to seeing what needs to be done from a builder’s point of view and mentally putting that in a timeline and asking volunteers to do that work in an orderly fashion.

Why motivates you to volunteer?

There is such a feeling of camaraderie when you are working alongside other

like-minded volunteers—a feeling of community helping community. There’s nothing better than knowing you are making a difference. Volunteering makes me feel needed and useful.

What would you say to people who want to get involved in volunteering in their community?

It’s good for you, it’s good for the community and it’s good for the morality of humans.

A knead for bread

By DeBra Herrick • PHotos By roBin karlsson A bite from the perfect loaf of bread can provide a dose of comfort that fills the belly as much as the soul. While staying at home, many are finding that making it is as comforting as eating it. Bread is a staple food in the American diet and being able to make it from scratch can provide a sense of self-sufficiency, and because bread is made with yeast—a live ingredient—how much the fermentation bubbles, the dough rises, and the crust crackles, can’t be completely controlled.

Baking bread requires patience and trust, two practices that also help quell anxieties related to the uncertain circumstances of Covid-19.

Not everyone in Carpinteria is baking savvy or has the time and interest to make their own bread. Two local women have started cottage businesses to help get the crusty doughy goodness onto anybody’s plate: Christina Organista Welch and Janet Augerot. Each woman has been selling fresh baked bread and other delights through word of mouth and social media; and in the past few weeks, they’ve seen interest in their bread rising.

Dinkelbrot

Christina Organista Welch and her husband Jeff were hosting a pair of European exchange students when they discovered a delicious kind of bread made with spelt flour. The students weren’t fond of the common American breads and buying European bread was expensive. Welch understood. She had lived in Germany and knew that a hardy dense bread was integral to the European diet. She took a German recipe for spelt bread and started experimenting. Soon she had perfected a 13.5-inch loaf made with organic spelt flour and pumpkin and sunflower seeds.

At first, Welch gave her bread out to friends and family, but demand quickly grew. She applied for a food cottage license and started marketing her bread on Instagram. She called it “Dinkelbrot” because “the real name in German is too long and nobody could pronounce it,” she said.

“It’s not a bread that pleases everybody; it’s not a white bread,” said Welch.

“It’s spelt, an ancient grain. Its healthy and it’s what people should be eating.

Plus, its super fun and I love it.”

With 30 years of baking experience, former Head to Toe owner and nail technician Janet Augerot began selling scones during the 2008 recession when her Linden Avenue salon’s business was flailing.

She started small by selling scones at her daughter’s office in Santa Barbara. Her big baking break came later—a daily order from Lucky Llama Coffeehouse. Since then, her cottage business “Momma J’s” has only grown.

After 28 years of ownership, Augerot sold Head to Toe last December and has been focused on her baking ever since.

When Lucky Llama cut their hours in half because of the stay-at-home order, Augerot started baking bread along with her signature scones. “People are

loving the combo of bread and scones,” said Augerot.

“I just love it,” said Augerot. “It warms my heart. Food is such a comfort, especially in these times. And it’s so nice to hear that people love my food—I can’t see my grandkids but knowing that my baked goods bring love is helping me.”

BreaD Baking SecretS: • If you’re interrupted during the bread rising step, set the dough in the refrigerator. It will slow down the process until you’re ready to continue with raising the dough.

• Have a loaf of fresh bread warm and ready for breakfast.

Make your dough the night before and, set it in a bread rising bowl covered with a damp cloth. In the morning pull the dough out and roll it into loaves, place the loaves in greased bread pans and let sit at room temperature for 30 minutes. Then bake as your recipe instructs.

• For richer flavor and better texture allow your bread to rise slowly away from direct heat. Bread that takes up to six hours to raise will have a better texture than bread that rises too quickly.

• If your dough seems dry at the end of its last rise, knead it on an oiled surface rather than a floured one.

• For bread that is golden on all sides as well on top, turn the baking loaf onto a baking sheet for the last 10 minutes of cooking time.

Close to home: Portraits of Carpinterians during the stay-at-home order

We are staying close to home, but we are still a community. Inspired by the trending Instagram hashtag #TheFrontStepsProject—portraits of household members taken a few steps from their front doors—CVN sought to highlight the faces of the Carpinteria community.

Carpinteria-native Juanita Torres and her husband Manuel have lived in their home off Bailard Avenue for 47 years. The couple was the second family to move into Villa Del Mar. Their three children grew up riding bikes through empty structures while the rest of the complex was built around them.

Approaching their rental home off Foothill Road, we found Heather Giacone and her boyfriend Elliot Merrick in their yard enjoying hammock time alone with a beer and a setting sun. The executive pastry chef at The Food Liaison, Giacone has been busy baking comfort food for loyal customers.

County permit stalls for Herbal Angels cannabis farm in North County

Recent raid, felony charges give planning commissioners pause

By MelInDa BurnS The county Planning Commission this week postponed a vote on a zoning permit for a large cannabis operation in Cebada Canyon, a bucolic community of rural ranchettes northwest of Lompoc, noting that Sheriff’s deputies raided the premises just four months ago, confiscating $1 million in alleged contraband.

The permit would allow 16 acres of cannabis cultivation in hoop houses and one acre in greenhouses on a 102-acre property owned by Avo Vista Farms LLC at the end of Cebada Canyon Road.

Herbal Angels, a non-profit corporation and the project applicant, ran a cannabis operation on four acres there.

In mid-December, Herbal Angels was raided by 20 members of the Sheriff’s Cannabis Compliance Team. On March 13, the county District Attorney’s office filed charges in Santa Barbara County Superior Court against the owners – two counts of felony perjury and falsification of public records, and two misdemeanor counts of possession of marijuana for sale and violating of the state health and safety code.

“That bothers me, because I went there on the property and it was represented to me that everything was on the up-andup,” Commissioner John Parke, who represents the Santa Ynez Valley and western Goleta, said at Wednesday’s hearing. “… I don’t see how they can act as a legitimate applicant here.”

Commissioner Michael Cooney, who represents Carpinteria, Montecito and eastern Santa Barbara, said, “It’s impossible to look at this project without being colored by that.”

The commissioners said they would like to know the court outcome before they decided on the permit, brushing aside advice from staff planners and lawyers for the county and Herbal Angels, who urged them to focus solely on land-use considerations. After nearly five hours of discussion, including public comments from several dozen people who spoke by phone or emailed a letter to be read aloud, the commission voted 5-0 to continue the hearing to May 27.

The commissioners asked for more information on traffic, water use, landscape buffers, odor control and a 40,000 square-foot building for marijuana processing and storage that Herbal Angels was proposing to build.

“What do they intend to do—especially these folks?” asked Parke, noting that the building was 10-times larger than anything proposed at other cannabis farms.

“To me, there’s still a lot of questions,” said Commission Vice-Chairman Larry Ferini, who represents the Lompoc Valley and Orcutt. “I feel very rushed on this. I’m not ready to deny or approve.”

Unpermitted “grows”

The dispute over the zoning permit for Herbal Angels highlights the giant loopholes in the county’s lenient—some would say lax—regulatory approach toward the industry since 2016, when California voters legalized marijuana for recreational use.

Instead of requiring a county zoning permit and a county business license up front, the Board of Supervisors decided in late 2017 that if a grower signed an affidavit affirming that he was growing medicinal marijuana before Jan. 9, 2016, the county would forward the necessary “letter of authorization” to the state for a temporary business license.

These growers, who make up most of

the cannabis industry in Santa Barbara County, were designated as “legal, non-conforming”; they were allowed to continue growing marijuana while they applied for a county zoning permit and county business license. Three years after the statewide vote to legalize, most of those permits and licenses are still pending here.

Without the affidavit and state license, the “grows” are illegal. Eli Sheiman, a co-owner of Herbal Angels, now faces two felony counts for allegedly lying on his affidavit in early 2018. According to the DA’s complaint, Sheiman falsely claimed that Herbal Angels was a “legal, non-conforming” operation— that he was growing medicinal marijuana there before 2016.

Two men wearing baseball caps left a supermarket with items without paying for them. The suspects left the area in a tan colored Chevy Trailblazer with a roof rack with a bicycle and spare tire on top.

Deputies checked the area, but were unable to locate the men.

4:13 p.m. / Public Intoxication / 700 block Linden Avenue A man was

The intruder was worried about her friend, the reporting party, because her boyfriend passed away eight days ago, and she had not been answering texts or phone calls. The woman decided to break the front window and enter the residence to check on her friend. She was cited and released, then taken off the property.

Deputies escorted the man outside where he continued to yell and cause a disturbance. He was intoxicated to the point where he was unable to care for his own safety, and deputies arrested him. The man was transported to Santa Barbara County Jail and booked as John Doe as he would not provide deputies with a name.

A woman was driving a vehicle with false tabs. During the investigation, she was found in possession of meth, a meth pipe and a syringe. In addition, she had stolen mail from the Ventura area. With the assistance of Ventura police, it was confirmed the mail had been stolen and a check had been forged. The woman was arrested and booked into Santa Barbara County Jail.

A deputy located a man inside a vehicle near the intersection of Holly and 8th streets and, after contacting the registered owner, determined that he did not have permission to be in the vehicle. The man was arrested and booked at Santa Barbara County Jail.

On Tuesday morning, April 14, Sheriff’s detectives arrested two juveniles in the city of Santa Barbara in connection with a pair of violent incidents that occurred in March. Two search warrants had been served in Santa Barbara on March 31, resulting in the arrest of three juvenile suspects.

All five suspects are now booked at the Santa Maria Juvenile Hall for attempted murder, attempted murder in association with a criminal street gang, conspiracy to commit attempted murder, assault with a deadly weapon, assault with force likely to cause great bodily injury and personal infliction of great bodily injury.

The first incident occurred on Friday, March 6, at 7:46 p.m. Deputies responded to the 5700 block of Hollister Avenue in Goleta for a report of a violent assault.

Deputies located a 14-year-old victim who had severe injuries, including multiple lacerations to his head. The victim

was immediately transported to a local hospital for emergency care. A second victim was also attacked less severely. The suspects fled the area prior to the arrival of responding deputies. Deputies later learned that several suspects had attacked the victims with weapons including hammers, bats, pipes and a machete.

Later that same evening, at 9:42 p.m., deputies responded to the 4500 block of Carpinteria Avenue in Carpinteria to investigate another reported fight.

Deputies learned that several male suspects, armed with the same variety of weapons, had attempted to assault another group of males. No victims were injured during this assault, and the suspects fled the area before deputies arrived.

BY DEBRA HERRICK It’s been nearly a month since California Governor Gavin Newsom issued the statewide stay-at-home order on March 19, redefining—albeit temporarily—Carpinteria’s small business community.

At CVN, we remain committed to supporting Carpinteria’s small-town beach character—its eclectic mix of mom and pop shops and family-owned eateries, breweries and services. This week, we continue our series promoting local business purveyors, providing the community with the information they need to support their neighbors and to keep Carpinteria’s business community strong.

Santa Barbara Studio of Music

You might not be able to become a master weaver or learn a new language while sheltering at home, but can develop or refine your musical skills.

Based in Carpinteria, Santa Barbara Studio of Music has been teaching children and adults all levels of piano for 30 years. Members of the Music Teachers Association of California, teachers Kary Kramer and Sheila Johnson foster a learning experience for playful and serious students who have a desire to learn to play the piano.
