Briefly Sheriff’s K9 apprehends domestic violence suspect

At approximately 8 p.m. on Wednesday, July 17, deputies responded to a report of a domestic violence physical altercation at a residence. Deputies were safely able to get the victim out of the residence. The suspect, identified as 52-year old Russell Bridges of Carpinteria, refused to come out of the residence and comply with the lawful order of the deputies on-scene. Because Bridges threatened to resist arrest, a K9 handler was requested to respond to the scene. The use of a K9 was needed to potentially overcome the suspect’s resistance and to prevent unnecessary injury to Russell Bridges was the deputies. After Bridges was provided ample apprehended on July 17. opportunity to comply and surrender, deputies attempted to apprehend Bridges, who immediately began resisting and attempted to shut the deputies out of his residence. The K9 was deployed and apprehended Bridges, who was taken into custody. Bridges was transported to Cottage Hospital for treatment. Once treated at the hospital, Bridges was transported and booked into the Santa Barbara County Jail.

Hope 805 to present on disaster support

On Aug. 22 at 6 p.m., at the Carpinteria Library, California Hope 805 will give a short presentation on the phases of disaster and common reactions. Hope 805 is a disaster recovery program created in response to the Thomas Fire and Jan. 9 debris flow, providing resources, education and emotional support. Wildfires bring poor air quality

Santa Barbara County Air Pollution Control District and Santa Barbara County Public Health Department encourage residents to be proactive and plan for poor air quality conditions when wildfires occur and smoke is present. The smoke and ash from wildfires is made up of very small particles known as particulate matter, or PM, which can cause health issues, especially for children, seniors, pregnant women and people with heart or lung conditions.

When it’s smoky outside, Pollution Control and County Public Health recommend people avoid outdoor activities. Tips to create a clean-air environment in your home include: keeping your windows and doors closed; running your home or car air conditioner on recycle or recirculate; and creating a “clean air room” in your home where you can set up a High Efficiency Particulate Air (HEPA) cleaner. A HEPA air purifier can reduce the amount of harmful particles in your indoor air by approximately 90 percent, according to the California Air Resources Board.

Swimming with sharks —Carpinteria’s white shark population continues to thrive

Great whites are making a comeback because of a moratorium on commercial and recreational fishing, plus various fishing closures implemented in 1994.

Theories to explain the abundance of white sharks off Carpinteria have been almost as abundant as the sharks. Why have sharks suddenly appeared here?

Bottom line: There are now more white sharks.

In 1994, commercial and recreational fishing of white sharks was prohibited in California. Additional fishing restrictions helped reduce the catch.

Male white sharks take nine to 10 years to sexually mature, and females take from 14 to 16 years. White sharks give birth every two or three years. Thus, we should have begun to see more sharks in 2008 or 2009.

During this period, attacks on seals and sea lions increased dramatically. Some

claim that the increase of white sharks is because of more pinnipeds. Yet for several decades, tens of thousands of seals and sea lions thrived at the Channel Islands, and attacks there were very rare.

Since 1967, NOAA scientists have been studying pinnipeds on San Miguel Island, the largest pinniped rookery on the west coast, closely seconded by San Nicolas.

Since 2009, they noticed hundreds of sea lions with characteristic bite wounds of white sharks. The toll has been steadily increasing.

At the Carpinteria harbor seal colony, a daytime count of the population in 1993 yielded 364 animals by seal watcher Susan Allen. During a study in 2006, a nighttime count was made because more seals

haul out at night. This count revealed 482 animals. This was documented with black and white, digital and infrared photography and represented the lowest count.

Prior to 2008, seals and sea lions on the mainland coast of Santa Barbara County with wounds from shark attacks showed up only as individual animals every few years. After 2008, numbers steadily increased. On a single day—November 1, 2012—six harbor seals showed up at the Carpinteria rookery with bleeding wounds from shark attacks. Another showed up dead at rincon Point.

The so-called Red Triangle has been known for attacks on pinnipeds and humans for many years. This triangle extends from Point Sur, south of Monterey, out to the Farallon Islands off San Francisco, then into Bodega Bay. But the colonies there only have several hundred seals and sea lions. Some are even smaller than the Carpinteria colony.

No colony in the Red Triangle comes remotely close to rivalling the Channel Islands. Clearly, there have been orders of magnitude—more seals and sea lions off Santa Barbara, proven by NOAA fishery scientists’ yearly censuses taken over several decades. An abundance of food has existed here for white sharks for many years.

As for sea otters, after 2009, U.S. Geological Service scientists concluded that the main factor restricting the expansion of the otters south into northern Santa Barbara County was predation by white sharks.

Looking at attacks on humans from 1900 through 1999, 108 attacks took place, the vast majority from San Luis Obispo County north. From 2000 through 2017, 103 attacks occurred. In the last seven years alone, 29 out of 54 total attacks occurred in Southern California. The first attack this year occurred off Oceanside, California on June 24.

More people in the water? A few, but not enough to explain the huge jump in attacks on humans in Southern California over less than two decades.

Many of the local white sharks are juveniles, progeny resulting from fishing restrictions in 1994. So what are they doing in Carpinteria?

From historical fishing records gleaned from the California Department of Fish and Game, we know that fishermen caught white shark pups and juveniles in the Southern California Bight, which extends from Point Conception to the Mexican border. The sharks are reclaiming their old territory.

The pups like grunion, which are abundant in the summer and laden with eggs. As the pups grow, they tackle larger prey, including bat rays and halibut, both of which are prevalent off Carpinteria.

The juveniles also began tackling smaller pinnipeds. Scientists once thought that white sharks had to be about 10 feet before attacking seals. From abundant evidence from shark-bitten seals, we now know that this is not true. Pup and juvenile white sharks have also attacked humans.

As white sharks mature, they expand their diet. They still eat fish, but also prey on pinnipeds and even dead whales. This is because blubber layers are rich in fatty oils, which are deposited in the sharks’ liver. These oils are lighter than water, which means the white shark does not need a gas-filled swim bladder to maintain buoyancy. Deep or shallow means nothing to white sharks. Nor does cold water as they get older and larger.

Some folks believe that there are more white sharks because of climate change or el Niños. Nonsense. Adult white sharks in the northeastern Pacific range from the equator to Hawaii and as far north as Alaska. They’ve survived many climate changes, even well before the ice ages.

They clearly can tolerate wide ranges of temperatures.

Peter Howorth is founder and director of the Santa Barbara Marine Mammal Center. It has rescued many thousands of marine mammals since 1976, when the organization was established by Howorth. It stopped rescuing pinnipeds in 2015 but is still involved in the whale rescue network. Howorth has collaborated with the Shark research Committee and scientists from government agencies for over 40 years, investigating shark attacks on marine mammals and humans.

Letters That beach town charm is priceless

You simply cannot ever get it back.

That old beach town charm. Once the transformation begins, what makes Carp so attractive, unique and different will be gone forever.

I lived in Newport Beach in the 1960s and witnessed firsthand the impact of unplanned, uncontrolled greedy-growthwithout-vision, how it can make a charming town become over-built, unrecognizable, stressful and congested beyond belief. What is the motivation behind the new hotel on Parking Lot 3? Some tax dollars? What of the potential damaging liability to the city as any possible litigation would impact us because the land is owned by the city, the hotel just leasing?

Certainly we can find other ways to earn tax dollars, especially now with the tremendous tax income potential from legalized marijuana and our increasing property values generating new property tax dollars. Everyone I know states, “I love Carp!” There’s a most significant reason—we ‘get’ it. Look at the Bluffs! It is beyond extraordinary for a California “coa$tline” to be left alone.

Let’s maintain our precious open space so anyone can easily find a parking spot to take in the unobstructed mountain view, enjoy the breeze in the lofty, rescued eucalyptus, deeply inhale cool sea air, hear the pleading seagulls in a stress-free friendly town without a tall, concrete, crowded new structure smack dab in the middle of our sweet Carp.

Please send a message: We won’t ruin this last great small beach town chasing that almighty dollar. Let’s make it so they’ll still be saying. “I love Carp!” for decades to come.

Don’t blame Frontier

Last week RK Sedgwick wrote a letter complaining about Frontier (“Frontier’s monopoly and poor service,” “Letters,” CVN, Vol. 24, No. 42). I have had many internet providers and they all offer about the same service.

However, I wonder if everyone is aware that Caltrans has cut the Frontier cables on two occasions as they have been working on the overpass bridges? Blaming Frontier for bad service is one thing, but blaming them for something that they have no control over isn’t fair. The Frontier technician who came to my house to fix my internet problems actually came after working hours and in his own car on his way home from Goleta. I happen to think that this was amazing service.

Sales tax increase to help locals

There are various ways of resolving the City’s funding shortfall. For example, in his letter to the editor, Gregory Gandrud, (“Higher-than-normal tax rates,” CVN, Vol. 24, No. 42) suggests that increasing assessments and taxes on property is preferable to a fractional increase in the city sales tax. I disagree.

We have significant public service needs that aren’t being met (look at our streets), much of which are created by visitors to Carpinteria. An increase in a property assessment or tax would be paid by roughly 5,000 property owners in the city who are already footing the annual bill for the new school bond on top of regular property taxes. At least half of sales tax in Carpinteria is paid by the hundreds of thousands of visitors that come to our community every year and use our streets, beaches, public services and more. It’s only fair that the cost to pay for these public facilities and services be born in part by visitors, minimizing the tax burden on locals.

“Incredibles 2” gives food for thought

As a die-hard fan of the “The Incredibles,” I feel I have to respond to Matt Duncan’s review of its sequel (“Reel Deal: Incredibles 2,” CVN, Vol. 24, No. 42).

At its roots, the first Incredibles movie is about a fragmented family uniting to defeat a malevolent force that is attempting to destroy individualism and replace it with Marxist-esque homogeneity. In doing so, each family member learns to harness his or her own unique power while also coming to terms with their flaws. The four then weave their powers together, cementing themselves as a force capable of defeating a powerful foe, and thus freeing ‘the people.’ The message is easy to see, the united family is a force capable of withstanding and combating the immense societal pressures actively working to destabilize it. In the last scene, the film introduces the villainous Underminer whose name suggests that there will be unending threats to the family.

“Incredibles 2” however is peculiar in its feminist messages. Helen, aka “Elastigirl,” is a near flawless character—virtuous and physically/mentally competent.

Bob on the other hand, aka “Mr. Incredible,” struggles to help his son with fourth grade math. The antagonists reflect this same feminist ethos. It’s a message that is inserted into a large amount of media today and is oftentimes annoyingly antiestablishment at its core. The characters don’t feel the same either in “Incredibles 2.” Violet went from shy in “The Incredibles” to angry in “Incredibles 2,” and Dash went from spirited to pathological.

Matt Duncan’s review says the movie doesn’t “force you to think that hard,” but maybe you should anyway.

of the pipes and other equipment you see from the trail haven’t served any purpose in many years. The other operation still conducted at the facility until recently was the compression and odorization of natural gas piped in from Platform Gail near Anacapa Island and Platform Habitat. The pier supports a fleet of boats serving the offshore platforms with crews, drilling equipment and supplies.

There is still a reservoir of untapped oil along Carpinteria’s beach that drillers have so far been unable to reach, known as the Paredon reservoir. In 2002, Venoco began seeking approval to access that oil, including by directional drilling from their facility on the bluffs.

The prospect of this new use of the property engendered fierce opposition, including the failure of an attempted end run around the normal approval process, with a company-sponsored initiative known as Measure J in 2010.

As recently as 2014, the company continued to seek approval for the erection of a drilling rig on the bluffs, but retreated temporarily in the face of regulatory issues and public sentiment.

Then in 2015, the oil pipeline above Refugio burst, and Venoco’s shaky financial position collapsed, as Platform Holly was no longer able to ship its production to market. The company filed for bankruptcy, and in the process, Chevron assumed responsibility for the bluffs property they had once sold to Venoco. Though they had the option to keep it running, they have fortunately decided to decommission it. Platform Gail has been shut down. The oil leases that Venoco held on the Paredon reservoir have been quit-claimed to the state.

So it would appear that Carpinteria’s long involvement with oil production is finally coming to a close. What the property on our bluffs will be used for is yet to be determined. It has long been hoped that the land could be converted to public use someday, and it is a great relief to many that “someday” has come sooner than expected. The pier is part of the property—maybe the fishing will be good.

CUSD and CAUSE reach tentative contract agreement —Ratification on hold until teachers and staff return for new school year

A potential conflict still looms however, because although the contract for certificated employees (credentialed teachers) has been finalized there are several items pertaining to the classified contract (for food service workers, bus drivers, secretaries and instructional assistants) that the Union claims the District has not agreed to negotiate on further.

During a July 10 meeting, Union negotiators considered how to proceed towards ratification of the tentative contracts for both certificated and classified workers, and made its decision to postpone ratification by its members until employees return for the upcoming school year. In a letter to CUSD negotiator and Head of Human Resources Diana Zapata and Superintendent Rigby, Hotchner explained the Union’s decision to wait on ratification.

“Fortunately, (the decision to wait on ratifying the contract agreement)” Hotchner wrote, “should not disrupt the bargaining partners’ ability to complete negotiations on outstanding classified issues this summer. Such an action would not only resolve our shared bargaining obligations for 2018/19 , but it would allow CAUSE to include any potential classified agreements in simultaneous ratification campaigns for the classified and certificated CBAs (Collective Bargaining Agreements).”

While the Carpinteria Unified School District and Carpinteria Association of United School Employees have reached a tentative agreement on a labor contract, final ratification will not occur before employees return for the 2018/19 school year.

In notices to union members, CAUSE president Jay Hotchner noted several points during negotiations this spring when tentative agreements had been reached between CUSD representatives and CAUSE only to be scrapped on the District side at the next meeting, prompting the Union to pursue “Bad Faith Bargaining” charges with the California Public Employees Relation Board against the District.

Hotchner had previously expressed surprise that CUSD Superintendent Diana Rigby would not be directly participating in bargaining sessions this year, despite assurances that “the District team has been empowered to reach ‘tentative agreements,’” according to Hotchner, “in the bargaining environment without delay and inefficiency.” However, Hotchner noted, “By our 10th bargaining meeting, we believed we’d identified a consistent pattern; it seemed someone outside of the bargaining environment was unduly influencing our progress at the table.”

The District has not commented on the negotiation process beyond progress reports posted at CUSD.net/. Nevertheless, both CUSD and CAUSE have now

—Christmas in July fundraiser returns to The Food Liaison The Food Liaison will host Christmas in July, a fundraising event running from Monday, July 23, to Friday, July 27, from 11 a.m. to 3 p.m. each day, with a special dinner service on Friday, July 27, from 3 to 6 p.m.

Last year, The Food Liaison hosted their first Christmas in July, a week-long fund- and awareness-raising event to benefit community organizations in Carpinteria. Nirasha and Jason Rodriguez, owners of The Food Liaison, wanted to honor and carryon the philanthropic legacy of Michael Towbes. The event raised nearly $40,000 for diverse non-profits.

This year’s Christmas in July event will raise funds and awareness for the National Disaster Search Dog Foundation, a group essential to the rescue efforts after the mudslides in Montecito. The Search Dog Foundation is located in Santa Paula and experienced severe loss to their facilities during the Thomas Fire. “In sharing all the reasons the Search Dog Foundation needs our help, it would require writing several pages to give even just a brief explanation,” wrote Jason, “as the work they do has been witnessed around the world in the aftermath of disasters of all types. Something special about the Search Dog Foundation is that they take rescued dogs and train them to be the rescuer.”

During Christmas in July, The Food

Liaison will donate 50 percent of their counter sales and 100 percent of tips, raffle and donation station proceeds.

For each day of the week, a different company or organization—LinkedIn, BEGA, Bottenfield Construction, CARP Growers and The Berry Man—will match the donation made by The Food Liaison in lunch counter sales, doubling the fundraising potential.

Additionally, Procore and Southern California Edison have teamed up to create the Donation Station within the restaurant that will display a photo gallery of the Search Dog Foundation and an iPad for customers to donate online. SCE will match up to $1,000 a day for money raised at the Donation Station. The individual who gives the largest online donation will win a VIP Tour and TFL BBQ for 10 at the Search Dog Foundation National Training Center. Fires and gratitude

Someday we may be known as the people of the fire. We live in a land of fire.

We plant our homes where fire thrives.

We play fast and loose with fire, gamble that it won’t catch us. And we are ever wary. We know its preferences, dry hillsides, rising temperatures and rocketing winds. We can smell it coming and we have learned to move quickly.

I worried when our daughter Katie and family moved up into the Goleta hills at the far end of Fairview. There are avocado orchards higher up, Katie pointed out.

Still, I worried.

Their little street, Pine Tree Lane, bore what reports labeled the “brunt” of the Holiday Fire. That Friday evening, July 6, son-in-law Albert and 16-year-old grandson Alex were out. Katie thought she was alone in the house since 14-year-old Adrian had announced plans to go with

Adrian, in his room with the door closed, looked out the window to see his mom drive away. He called her cell phone, and she panicked but couldn’t return in the chaos of fleeing cars and arriving fire trucks. The fire had not yet reached their street, but flames were visible. Adrian found the dogs and they hiked down Fairview to safety.

We spent the evening watching the news, especially the videos shot by a night-flying helicopter that came up from Los Angeles. Over and over I watched a house on Pine Tree Lane get engulfed by flames, the windows glowing orange as fire devoured the interior. I counted the windows, trying to match them with what I knew about our daughter’s home, which they had bought only six months ago.

By morning we learned that their house had been spared. Another day of close attention to the TV news. I watched a reporter walk along their narrow street pointing out one burned house after another. Out of the 12 along that lane, Katie and Albert’s home was one of just six that survived. And, miraculously, there were no fatalities or injuries.

We were all worried about the small flock of chickens in their backyard pen.

Katie and the boys had raised them from little peepers, and they were little more than half-grown. They had begun to give them names—Marigold, Cocoa and the Tweedle twins, Dee and Dum. Had the chicks made it through the fire and

killing heat? Did they have water, food?

Albert got through to a fireman, who reassured him the little flock had survived and been looked after. More gratitude to those amazing firefighters who know very well how much people care about their animals. Even chickens.

There is little firefighters can do to combat a ferocious wind-driven blaze.

But I’m convinced that without engines and men right on their lane, every house there would have been lost. Posted signs thanking firefighters after a conflagration never seem like enough. If there are still heroes walking this earth, they are certain to be firefighters.

Two days later Katie and family were allowed to walk the street to their home.

The vista was horrifying, a sweet little neighborhood blackened, broken, wiped out. In a cruel twist, the “third annual lane party” was scheduled for the 15th. Everyone along the lane was to gather under the pepper trees by the big house at the end of the lane for a BBQ and neighborly sharing. That big welcoming house is no longer there.

Lookout Park’s expansion plans

Lots of folks showed up last week for the Summerland Citizens Association’s annual potluck picnic in Lookout Park.

The highlight was a presentation of proposed plans to develop the east end of Lookout Park. Jill Van Wie, county Capital Projects Manager, and Susan Van Atta, landscape architect, unrolled schematics and drawings for public viewing.

For years, the SCA has been pushing for public access to this highly prized bit of parkland, which had been occupied by the park host. The area affords

among the best coastal views around.

With the removal of the host from the space, the county now has a plan for its development into an attractive, multi-use recreation area.

Drawings showing paths and plantings, tables and benches, received an enthusiastic thumbs-up from attendees.

Some elements, like natural stone boulder seats, a kids’ walking path, and a bench recalling an oil platform garnered special praise.

The renovated space will feature two to three reservation areas that can serve for special events like weddings. The blufftop site, with its knock-out views and sounds of surf, cooled by ocean breezes, promises to be a great place to tie the knot.

Or have a family BBQ. The last obstacle to clear (and it’s a big one) before construction can begin is funding, which must be secured before the project can go out to bid. Van Wie estimated costs would run around half a million dollars. She and SCA will be diligently pursuing funding sources.

One good thing: Learning once again that things are replaceable; lives aren’t.

Barry McGee brings local surf culture to Museum of Contemporary Art

Museum of Contemporary Art Santa Barbara is making a splash this summer with an epic site-specific exhibit from San Francisco-based artist Barry McGee. While installing the show, which includes over 700 pieces, the artist and his crew made themselves at home in their favorite place between L.A. and San Francisco—Carpinteria. Summoning that Santa Barbara surf vibe for the show, the crew surfed Rincon most days, where McGee has been coming to surf for most of his life. “Some of the best surfers and surfboard shapers are from here,” said McGee. “So, it has this ongoing history with me that I like. And there is this weird underground thing going on here with surfing. It’s not about the corporate and contest part of surfing. It’s for something else that people surf. And I like that.

There’s a real soul here.”

While the exhibit “Barry McGee: SB Mid Summer Intensive” bears McGee’s name and features iconic work from his early Mission Street days—wall boils and his more recent vibrant geometric concepts—it’s hardly a solo show. Seeking the folk feel of a small town municipal museum, McGee shares the space with invited local artists and surfboard shapers. The Bloom Project gallery within MCASB’s main hall is fully dedicated to Reynolds “Renny” Yater who has shaped surfboards in the area since the 1950s, with Yater Surfboards storefronts in Summerland (now closed) and Santa Barbara.

For McGee, The Bloom Project he curated, “Reynolds Yater: Selections from 70 years of hand sculpted functional art,” is one of the most compelling aspects of the exhibit. “I initially got interested in his boards because there was one in an old surf shop

(it was sometime in the ‘90s) and I saw the logo and I was like this logo is amazing—just design wise.” McGee later added, “Renny just brought these photos that are from that period, the ‘60s, and they are stunning.”

In the mornings before heading to the museum to install the exhibit, McGee and his crew surfed Rincon, perused the Carpinteria Friends of the Library Used Bookstore, fueled up at the Worker Bee Café and gathered snacks at Pacific Health Foods. “We’re all enamored with Carpinteria. It’s a really good functioning town without a lot of corporate business. Don’t touch anything there,” said McGee. “Barry McGee: Mid Summer Intensive” is on view from July 1 to October 14, 2018 at the Museum of Contemporary Art Santa Barbara, 653 Paseo Nuevo, Santa Barbara.

Loving their screens —youTube is a way of life for the iGen

In YouTube’s infancy, many considered the website nothing more than a source of cat videos and autotuned news clips, but its evolution has changed the way Gen Z consumes media. The iGen has grown up alongside this platform that allows anyone with a camera to express themselves through video. Because of its popularity, younger generations see free media as the norm and generally have short attention spans for entertainment.

YouTube has hosted billions of clips since its founding in 2005, and users upload nearly 400 hours of content every minute, according to Brandwatch. The website reports that users watch one billion hours of content daily, with individual viewing sessions averaging 40 minutes. Carpinterians and YouTube frequenters Rosie Martin, 22, and Grecia Beltran, 23, are drops in this ocean of views. Beltran said her daily sessions of watching daily vlogs and educational lectures average an hour to an hour and a half, while Martin typically watches TED Talks and how-to’s for 20 minutes.

If it’s difficult to fathom this volume of videos, understanding YouTube’s most popular topics might be more digestible. The website’s biggest services are for music, with users watching home recordings of budding stars or polished music videos from their favorite artists.

One major subset of this website is daily vloggers, or video bloggers, who record their life and publish it for all to see. Though the idea of watching strangers shopping at Target or cooking dinner sounds silly, these channels rack in millions of views.

Beltran said she didn’t find it weird watching others’ lives. “I don’t know why I think that’s so interesting, but I do,” Beltran said. “Like, ‘Wow, they got a new couch. That’s amazing!’… I think I’ve learned from their life experiences, like a lot of them are newly married or talking about things that are pertinent to me, like student loans.”

One of the iGen’s most beloved YouTube groups is the gaming community. Channels will post clips of popular games like Minecraft or Fortnite, often with commentary or an accompanying video of the YouTuber playing the game. Many watch for the reactions to the games themselves rather than the gameplay footage. Felix Kjellberg, a YouTube gamer known as “PewDiePie,” holds the record for most subscribers at nearly 63.6 million (to note, he has recently lost some of his following because of anti-Semitic actions).

Before YouTube, girls would turn to fashion magazines or big sisters for help with makeup, but Gen Z is gets versed in skincare and cosmetic routines from YouTube beauty gurus. Yasmin Maya, also known as BeautyyBird, has nearly one million subscribers. Maya lives and records in a little town called Carpinteria. She posts product reviews, beauty hacks and artful makeup looks on BeautyyBird and her Spanish channel PajaritaBella. “She has like thousands and thousands and thousands (of followers) and she travels all over the world just doing beauty stuff. And she’s a local, so it’s like so, so cool that she does this. She’s from town, and she’s actually living this life of YouTube,” said Beltran.

YouTubers have made careers of posting videos, but unpredictable website changes have made monetization difficult, so many turn to sponsored content for revenue.

Many Gen Zers use AdBlock to remove all web page ads, so when content incorporates products into their topic, they can’t help but watch the subliminal endorsement. For example, a beauty guru may positively review a company’s makeup by testing a fun eyeshadow look, encouraging viewers to make a purchase. Martin said she would rather watch videos incorporating brands than ads delaying her viewing experience.

If you’re ready to jump into YouTube, one of the most accessible entrances is through challenges. These are collections of videos where one must complete a certain task, often with humorous end results. Gen Z latched onto challenges because of their ease of creation and rewarding end results, except in the life-threatening case of the Tide pod challenge from last year. The “fluff challenge” is more pleasant and safe challenge, a person holds a sheet in front of them in a doorway with a pet, often a dog, on the other side. After dropping the sheet and stepping aside, the pet searches in confusion for their vanished owner. These videos are recommended for anyone who’d like a good laugh.

CHS tennis teams mix practice and community

While the majority of Carpinteria High School students are enjoying summer vacation, the boys and girls tennis teams are working as active ambassadors to promote the sport. For nearly seven years, the two combined squads have helped coach Charles Bryant conduct tennis mixers at the school. “The mixers were really initiated and pushed by my wife Laurie,” explained Bryant who also coaches the girls soccer team on campus.

This year’s schedule started on June 13, and the combined twenty-some members of both teams have all participated. The main purpose of the mixers which take place on Wednesdays is to help raise money for the tennis program. So far, a wide variety of alumni and locals have donned the courts during the first few

weeks.

“Pat (CHS Athletic Director) and Christie Cooney (CHS Boosters Club Board Member) have been regulars, along with doing some recruiting,” said Bryant.

Natalie and Erin Saito, both stars from the CIF Championship teams from a few years ago; and Jeremy’s older sisters, who played on the boys team last year have also appeared. Also out have been Duncan (All-League in football, basketball and baseball) and baseballer Malcolm Gordon, the older brothers of senior Josie Gordon, who has been a three-year starter on the girls tennis team. “(Santa Barbara) Polo (Club) members, Paul Clay and Allan Hale brought and encouraged the Polo members to come to the CHS courts to play and really

gave our mixers a great infusion of talent and experience,” said Bryant. Bryant’s parents, Roger and Maureen have also come up from San Gabriel in the past, high school soccer and tennis coaches themselves who have won a combined 18 CIF championships in the Los Angeles area. However, it was Charles’ daughter Kelsie who played on back-to-back Warrior CIF tennis championship teams in 2014-15 that actually got the ball rolling.

“Kelsie took lessons and hit at the Polo Club and that’s where the connections were made,” explained Charles.

But, the mixers are open for all players, no matter what age or skill level. “I’m definitely here to play and help all the community members, and they’ll teach us stuff, too,” said senior Amy Perez who will captain this year’s girls squad.

It is not too uncommon to see ex-college players on the courts, and an 85-year old man also once displayed his well-

developed game. Both the Warrior boys and girls hold clinics at the school, and have shared their skills at the polo club in the past as well.

The weekly mixers are set up to encourage a faster pace of play. Teams are not chosen, participants will be partnered with whomever happens to be next to them for multiple games of doubles.

“Each person serves one game, whoever wins three or four games moves up a court; whoever loses moves down a court, then you split partners,” said the Warriors coach. The idea is for all those involved to be exposed to multiple styles and different paces of play.

“We’re just working through, hoping to get more community members to our mixers,” added Charles. A $5 donation is suggested to support the tennis program and the public still has ample opportunity to participate, as the mixers will continue every Wednesday this summer through August 22.

Junior Warriors take the field

The Junior Warriors kicked off the new season with their first practice on July 16 on the El Carro Park fields adjacent to Girls Inc. The season will run through November with home games at the Carpinteria High School stadium, first game beginning Aug. 25. Junior Warriors is a co-ed league for football players ages 6 to 14. Carpinteria Aquatics compete in the High Sierra

The Carpinteria Aquatics Club took three teams—18 under boys, 16 under boys and 16 under girls—to the Shaver Lake Open Water Water Polo Invitational held July 12 to 15. Team members camped along the lake and played five games over the weekend.

Coach Sergio Castaneda led the boys 16 under team to a strong performance and a great time at the Invitational with a team of almost all 14-year-olds. The odds were stacked against the team in a 16 under league, but the Carpinteria athletes nevertheless pulled out victories and had a strong overall performance. Every individual contributed, with notable performances coming from Coby Gonzales with six goals in one game and a fierce offense, Gavin Lohuis with three penalty shot blocks and incredible game sense, and Mateo Handall with stellar defense and offense that got the team repeated steals and goals. Diesel Slade took some huge shots, and swimmer extraordinaire Beau Persoon managed to get the ball almost every time as sprinter.

Rey Clayton, David Kinghorn, Ben Persoon, Luke Roberge, Ian Thomas, Evan Weinke and the rest of the incoming freshmen played with incredible energy and a desire to win that will be crucial during their upcoming fall season.

Carpinteria Aquatics Club’s first-ever all girls team, led by coach Maclaine Clayton, worked hard in their first several games together over the weekend. The athletes on the girls 16 under team are each 15 or younger, which made them the youngest team in the tournament and the fact that every member of the team scored a goal made their presence felt. Incoming junior, Sadie Mead, led the team in goals. Incoming freshman Piper Clayton and Brianna Rodriguez both converted goals and drew ejections out of the whole set position. Serena Smith and Cassidy Hadjucko played in the goal and came up with some great blocks. Alex Zapata and Alexis Persoon showed off their fast swimming abilities on both offense and defense. Natalia Perez and Jocelyn Peña both scored clutch goals off the bench and played a large part in the Carpinteria team’s success. The girls faced seasoned 16 under teams and still came home with a 2-3 record.

After taking a year off from Shaver Lake, Coach Matt Organista and the boys 18 under team were on the attack, having placed second in the tournament two years ago.

With graduated seniors Jordan Perez, Connor Van Wingerden, Wyatt Stevenson and Josh Kitt leading the boys team and incoming seniors, Liam Slade, JR Hajduko, Luke and Solomon Nahooikaika-Anderson and Ali Hamadi, along with incoming junior Cameron Gralewski, the team was fired up to play. The boys played well together, winning their first four games to earn a spot in the championship game on Sunday against the Rangers of Visalia, who they lost to previously. Carpinteria fell into a three-goal deficient and fought hard to come back in the second and third quarters, but the Rangers pulled away in the fourth to win the game.

Despite a season interrupted by fire and debris flows, resulting in more than two weeks of school closures, the Carpinteria High School softball team went two games into the CIF playoffs before bowing out to a team that made the Division Six finals. Four CHS players made the All-Frontier League First Team—Amanda Blair, Kayana Diaz, Sam Saenz and Isabel Studt—and two players, Mikayla Blair and Raquel Cordero, made the Second Team. Two other Warriors, Rebecca Bray and Jauslyn Richardson, made Honorable Mention. With a 19-8 record last year, the Warriors compiled 33 victories with wins in the first round of the CIF playoffs each of the past two seasons.

Now retired coach Gonzales said, “I could not be prouder of a group of young ladies than this Warriors softball team.”

Most of the time it is better to talk to a therapist about trouble in a marriage rather than a friend.

Dear Donnie, I am a personal assistant for a homebased professional. I work 40 hours a week and am well paid in cash above the going rate, but I have no benefits. I am considered an independent contractor rather than an employee. Recently my employer took a two- week vacation and I wasn’t paid for that time. I count on my paycheck to pay my rent. I tried to find temp work to make up for the money I missed out on, but nothing worked out.

I always thought that if you work for several people you were an independent contractor, but if you only work for one employer a set number of hours a week then you were considered an employee. Go see an attorney or tax accountant to find out the rules. I think you are missing out on a lot of benefits and may be paying higher taxes too. The IRS has strict rules about the definition of an independent contractor and your tax obligations and the obligations of the person you work for. An employee usually gets vacation pay after a certain period of working, plus unemployment and disability insurance and sometimes health insurance. You must pay taxes on all income regardless of your status. Money must be paid into social security too. It costs an employer at least 25 percent above your salary for all the taxes and government contributions. I would prefer to be an employee and have the protection of the benefits rather than get better money in cash. Don’t put off finding out more about this issue.

Dear Donnie, My ex-wife has cancer and has sworn our adult children to secrecy. She has always been very vain so doesn’t want visitors. Also, she won’t go out in public.

My children have been told not to tell me or anyone else about her condition other than she is receiving cancer treatments and is very optimistic about the outcome. Her husband is very possessive. He doesn’t even like the children to visit. He has hired people to care for her, but I think she is lonely. I want to be supportive to our children and also to my ex-wife, but am unsure of what to do. Any suggestions? signeD, worrieD sick Dear worrieD, That’s a tough one. Do you or the children know what kind of cancer she has?

Some cancers respond better to treatment than others. For instance, breast cancer has a good record of recovery. Some exspouses are still on friendly terms, if for no other reason than the mutual love and concern for their children. Perhaps you could write her a brief letter expressing your concern for her and your children.

Ask what you can do. She will probably recover and good relations now will ensure a better future for all concerned.

Secrecy and denial are toxic in these situations.

Dear Donnie, My neighbor’s family has just moved her into assisted living closer to their home up North. The house they took her out of has a lot of deferred maintenance like paint, dry rot, old carpeting, etc. The family has listed it with an out-of-town relative to get a discount commission. The home is listed several hundred thousand below recent sales. Homes in our neighborhood bring a premium price and we all feel cheated that a low sale price will lower our property values. Presenting a property in “fixer” condition and offering it at too low a price is not professional. Out of town agents are often out of touch. Take heart, however, if other homes nearby are in good condition and have sold for considerably higher prices, chances are this low sale price will not hurt you.

Dear Donnie, I am a waitperson in a local restaurant and we are very busy at lunchtime. Why don’t friends or business associates eating together figure out ahead of time how they plan to pay the check? Sometimes after I present the check the guests will ask if I will give separate checks or ask if I will split it three ways. Lunch hours are busy and everyone wants speedy service.

What can I say when a person orders to solve this problem? I don’t want to offend anyone. signeD, waiting for help

Dear waiting, I confess that we are all part of that problem. When I have asked someone new to join me for lunch, I expect to pick up the check. If we are good friends we usually let one person pay on their credit card and the other person gives that person their share of the check in cash. Another way is to offer separate credit cards and split the bill regardless of difference in each check. Of course, if customers want separate checks they should ask up front. That’s not too much trouble for three or less. Large groups should never ask for separate checks.

Some people feel obligated to pay the whole check and then resent it. If guests decide to take turns someone has to keep track. I hope this helps and that we will all enjoy a stress-fee experience.

Public Notices ORDINANCE NO. 723 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARPINTERIA AMENDING SECTIONS 12.04.030 AND 12.04.080 OF THE CITY OF CARPINTERIA MUNICIPAL CODE RELATING TO THE CITY ENGINEER’S ENGINEERING PERMIT REFUSAL AND REVOCATION WHEREAS, Carpinteria Municipal Code, Chapter 12.04 regulates and controls all secondary uses of City streets to protect and preserve the primary purpose of such streets, which is declared to be traveled by the public; and WHEREAS, Section 12.04.030 of the Carpinteria Municipal Code defines the terms used in the remainder of the chapter; and WHEREAS, Section 12.04.080 of the Carpinteria Municipal Code authorizes the City Engineer to refuse to issue and revoke certain engineering permits requested pursuant to Carpinteria Municipal Code 12.04.040; and WHEREAS, the Digital lnfrastructure and Video Competition Act (DIVCA) requires that State Franchise Holders be given the opportunity to appeal the refusal of an engineering permit to the City Council; and WHEREAS, the Department of Public Works recommends amending Section 12.04.030 of the Carpinteria Municipal Code to define the meaning of the term franchise holders; and WHEREAS, the Department of Public Works recommends amending Section 12.04.080 of the Carpinteria Municipal Code to establish a process for franchise holders in the City of Carpinteria to apply to the City Council for review of a permit denial or revocation.

THE CITY COUNCIL OF THE CITY OF CARPINTERIA DOES ORDAIN AS FOLLOWS: SECTION I. INCORPORATION OF RECITALS The above recitals are true and correct and are incorporated herein, and are each relied upon independently by the City Council for its adoption of this Ordinance.

SECTION 2. AMENDMENT OF SECTION I2.O4.O3O OF THE CARPINTERIA MUNICIPAL CODE Section 12.04.030 of the Carpinteria Municipal Code is hereby amended in its entirety to read as follows: I 2.04.030 - Definitions.

For the purposes of this chapter, the following terms, phrases, words and their derivations shall have the meaning given herein: A. “Applicant” means any person making written application to the engineer for a permit under this chapter.

B. “Department” means the engineering department of the city.

C. “Engineer” means the city engineer, and shall include, where appropriate his assistants and deputies.

D. “Excavation” means any opening in the surface of a street right-of-way made in any manner whatsoever except an opening into a lawful structure below the surface of a street, the top of which is flush with the adjoining surface and so constructed as to permit frequent openings without injury or damage to the street.

E. “Facility” means pipe, pipeline, tube, main, service, trap, vent, vault, manhole, meter, gauge, regulator, valve, conduit, wire, tower, pole, pole line, anchor, cable, junction box, transformer, or any other material, structure, or object of any kind or character, whether enumerated in this chapter or not, which is or may be lavufully constructed, left, placed or maintained in, upon, along, across, under or over any street right-of-way.

F. A “Franchise Holder” means any Person that has entered into an agreement with the City, County, State or Federal Government that gives it a right to conduct business or othenruise occupy City rights-of-way, G. “Permittee” means any person who has received a street construction excavation permit pursuant to this chapter.

H. “Person” means and includes any and all persons and entities, natural or artificial, including but not limited to the United States, the State of California and all other states, Santa Barbara County and all other counties, all cities, cities and counties, and all other public bodies, agencies, districts or subdivisions, and all the officers, employees, departments and bureaus of the foregoing, and any other individuals, groups or combinations, whether acting alone, jointly or in combination; provided, however, that the above enumeration shall not include the city engineer nor the engineering department of this city. l. “Public agency” means the United States, or any department or agency thereof, the State of California or any department or agency thereof, any county, city, city and county, municipal corporation, political subdivision, public district or any other public officer or public body.

J. “Substructure” means any pipe, conduit, duct, tunnel, manhole, vault, buried cable or wire, or other similar structure location below the surface of any street right-ofway.

SEGTION 3. AMENDMENT OF SECTION I2.O4.O8O OF THE CARPINTERIA MUNICIPAL CODE Section 12.04.080 of the Carpinteria Municipal Code is hereby amended in its entirety to read as follows: 1 2.04,080 - Permit-Refusal and revocation-Deposit return conditions.

A. The engineer may refuse to issue permits and may revoke any outstanding permits issued or any portion thereof, where the work has not been started, when the work authorized by the permit or any portion thereof is included in the proposed work to be done by any existing assessment district or by any proposed assessment district for which formation proceedings have been instituted by the

city council. Upon such partial or complete revocation of a permit, all or a pro rata portion, as the case may be, of the cash deposit or other security of applicant, shall be returned or all or a pro rata portion, as the case may be, of any bond posted shall be exonerated, provided allfees and charges due have been first paid in full.

The engineer shall revoke any outstanding permit when the permittee is in material default of the terms and conditions of the permit or this chapter.

B. The engineer shall not issue any permit under this chapter while the applicant is in default of any terms or conditions of any prior excavation permit issued by the engineer. lf there is a question of fact as to the applicant’s compliance with any permit issued prior to the permit in question, the applicant may apply to the council for a review of the engineer’s denial of the permit. lf the council shall find as a matter of fact that the applicant is not in default under any prior permits, it may order the issuance of a permit to the applicant.

C. A Franchise Holder whose engineering permit has been refused or revoked, may file an appeal to the City Council. Any appeal must be submitted in writing to the City CIerk within thirty (30) days from the date of the Engineer’s decision. All appeals must contain a detailed explanation stating the grounds for appeal. After receipt of the written appeal, the City Clerk shall set a date for a hearing thereon and cause the applicant to be notified of the time and place for such hearing.

SECTION 3. EFFECTIVE DATE This Ordinance shall be in full force and effect thirty (30) days following a second reading of the ordinance; and before the expiration of fifteen (15) days following passage, this Ordinance shall be published once with the names of the members of the City Council voting for and against the same in the Coastal View News, a newspaper of general circulation, published in the City of Carpinteria.

SECTION 4. SEVERABILITY lf any section, subsection, sentence, clause, phrase or word of this Ordinance is for any reason held to be invalid by a court of competent jurisdiction, such decisions shall not affect the validity of the remaining portions of this Ordinance. The City Council hereby declares that it would have passed and adopted this Ordinance, and each and all provisions hereof, irrespective of the fact that one or more provisions may be declared invalid.

SECTION 5. CEQA EXEMPTION The City Council finds that this Ordinance is not subject to the California Environmental Quality Act (‘CEQA”) pursuant to State CEQA Guidelines $15060(c)(3) (this activity is not a “project” as defined in $15378).

SECTION 6. LIMITED EFFECT Except as explicitly provided herein, all other provisions of Chapter 12.04 shall remain unchanged and in fullforce and effect.

The Nomura family—Weldon, Ann, Kyle and Kacey—recently vacationed in Japan and brought their Coastal View News along to the Golden Pavilion in Kyoto for a family snapshot. The Nomuras also visited Tokyo, Hakone, Kyoto and Osaka. Some of the highlights of their trip were eating sushi at Tsukiji Fish Market in Tokyo, crossing the world’s busiest intersection in Shibuya and experiencing a traditional onsen (hot springs) after seeing Mt. Fuji in Hakone. While in Kyoto, they visited the Bamboo Grove in Arashiyama and the 10,000 torii gates at the Fushimi Shrine. Their trip ended with visits to Osaka Castle, the Umeda Sky Building as well as exciting Dotonbori Street, before flying out of Osaka well before the recent 6.1 earthquake.

Taking Responsibility for Carpinteria’s Future

By the time the Carpinteria City Council acted to put Measure X on the ballot and ask voters to consider a 1 ¼ cent local sales tax increase this fall, City staff and elected officials had gone to great lengths to trim an already lean city budget.

Every year your City closely examines spending and makes adjustments in order to remain fiscally sound into the future.

For decades, the City Council has made future-facing decisions, positioning the City to weather financial storms, respond to crises, and consistently meet the evolving service needs and expectations of the community.

Among the many recent efforts made to stretch the dollar, the City Council took actions to stabilize pension liability costs, improving the City’s financial position. The pension actions adopted by the Council will help the City to better address the service priorities of the community by conserving General Fund revenues and steadying volatile pension costs.

Public employee retirement benefits, i.e., pensions and health insurance, have become a financial albatross for many public agencies as the cost to fund plans has increased exponentially. Several Cali-

fornia cities have entered into bankruptcy and related litigation because they can no longer pay pension and retiree healthcare obligations.

The problems for these agencies began when they approved enhanced pension and/or health plans during a brief period in the late 1990s when investment returns were very good. The cost for the enhanced benefits was initially nominal but as the markets corrected became very expensive.

Carpinteria resisted altering its benefit structure and this will greatly mitigate rate increases sweeping through the state now and over the next decade.

The Great Recession, 2007-2009, had a ripple effect on local economies such as Carpinteria and negatively affected revenues for years after the Recession ended.

Many cities have still not fully recovered and for some the recession triggered a death spiral to insolvency. In Carpinteria, making hard choices over many years has helped to conserve financial resources.

This has allowed for a rainy day fund that during the Great Recession allowed the City to minimize cuts and today continues to provide a safety net for critical services.

Recently, the Thomas Fire and January 9 Debris Flow and Flooding caused widespread damage including in Carpinteria.

The City was able to provide support to first responders and ensure the expeditious clearing of roads and floodways.

The City has applied for and expects to receive reimbursement from federal and state agencies for work necessitated by the declared disaster; however, having had sufficient resources to immediately undertake disaster response work without CITY MANAGER cont. on page 2

Measure X, City of Carpinteria Public Safety and Vital Services Measure, Slated for November Ballot

Voters have an important local choice this November. Approval of Measure X, a 1 ¼ cent sales tax, will generate about $2.3 million to help fund public safety and other vital City services. All five City Council members voted to place Measure X on the November ballot, because additional funding is needed for city road and parks maintenance, emergency response and preparedness, police and other critical services.

Analysis of the Five-Year Financial Plan showed that the City is projected to have a $1.5 million shortfall for street maintenance and capital projects. Parks and library expenses together with increased law enforcement costs and projects for important matters such as ensuring accessible public facilities and clean water in creeks and the ocean bring the total annual shortfall to over $2 million.

Visitors who use city streets, parks, and services would contribute about half of the new sales tax revenue generated by Measure X. One-hundred percent of Measure X revenues would stay local, as opposed to only 1 cent of the 7 ¼ cent sales tax currently collected by the state.

City Streets need work

Maintaining streets, bridges, sidewalks, and parking lots that residents and visitors share becomes increasingly costly as the infrastructure ages. Recently the City has repaved sections of Carpinteria Avenue and other important transportation arteries. The 1 ¼ cent increase to the sales tax would allow streets to get the maintenance they need and prevent further degradation.

Public services need a boost

The City spends about $3.7 million for law enforcement services under a contract with Santa Barbara County, and costs are increasing each year. The City has made cuts that preserve the number of officers patrolling Carpinteria; however, because service levels are now at a minimum, future cost increases are expected to require cuts to other, non-law

In achieving their goals, HopeNet works to provide hope and direction to those in need directing them to appropriate professional assistance. HopeNet has collaborated to bring mental health services and resources to Carpinteria that include the County of Santa Barbara Department of Behavioral Wellness, Mental Wellness Center of Santa Barbara, Glendon Association, Antioch University, SAFTY, etc.

Additional efforts by HopeNet to achieve their goals have included: • Creating, updating, printing & distributing thousands of suicide prevention cards in Spanish & English • Developing awareness of suicide prevention through events such as World Suicide Prevention Candlelight Vigil celebrated every September 10th on Linden Avenue • Providing speakers for Carpinteria events and organizations • Working closely with the Carpinteria Unified School District, in particular the Safety Committee and the Youth Wellness Connection Club at Carpinteria High School, the City of Carpinteria, County of Santa Barbara, youth organizations, local service organizations, individuals, etc.

enforcement services. This year, the part-time Community Resources Deputy position was cut in order to keep law enforcement costs down. Nonetheless, law enforcement consumes 38 percent of the city’s budget, and the expense is projected to increase by 30 percent ($1 million annually) over the next five years.

Also, our Carpinteria Branch Library no longer receives adequate state and county funding to keep its doors open six days a week. Recognizing the critical role of the library in Carpinteria, in recent years the City has partnered with the Friends of the Library to fill the library’s funding gap and maintain operating hours. However, costs are expected to continue to rise, and cuts in library services and hours of operation are expected without new revenue.

Measure X would put the city in a better financial position to support the library and other important community services for seniors and youth into the future.

Sales tax in Carpinteria versus other cities

If voters approve Measure X, Carpinteria’s total sales tax rate would be 9 percent. Among California’s 482 cities, about 30 percent have a sales tax rate at 9 percent or higher. Many cities that are visitor and/or shopping destinations have established local sales taxes in order to ensure visitors contribute to the cost of providing services to them.

In Southern California, the coastal cities of Malibu, Santa Monica, Manhattan Beach, Hermosa Beach, Redondo Beach, and Long Beach all have sales tax rates over 9 percent. Glendale, Burbank, Pasadena and all of Los Angeles, including the San Fernando Valley and Calabasas, have rates of 9 percent or higher. Santa Barbara voters recently approved a local sales tax that raised its rate to 8.75 percent.

Most of the total sales tax rate is the 7.25 percent uniformly levied by the state, so rate differences between cities are inherently small. In cities with rates around 9 percent, there have been no documented negative effects on businesses. In other words, consumers don’t shop around for cities with lower sales taxes.

Currently, for every dollar spent in Carpinteria, the City receives about 1 cent of the state’s 7 ¼ cent sales tax. If Measure X passes, every penny of the new sales tax will stay in Carpinteria. Since it’s a percentage of sales, revenue would increase with inflation, which would help safeguard against a recurrence of the current situation where costs have outpaced revenues despite conservative spending.

Debbie Talarico recently joined the City as its’ Public Works Civil Engineer filling a vacancy in the City’s Public Works Department. Debbie has a diverse engineering background that includes, civil engineering, site development, plan checking, subsurface utility engineering, structural engineering and acoustical engineering. Prior to joining the Public Works team at the City of Carpinteria, she worked as a Senior Project Engineer with MNS Engineers in Santa Barbara. Debbie also earned two Bachelor of Science degrees, one in Civil Engineering and the other in Architectural Engineering, at Drexel University in Philadelphia, Pennsylvania. She currently resides in Carpinteria.

Green Heron Spring

The 31-unit Green Heron Spring condominium project located at 1300 Cravens Lane includes the remodel of one residence (to remain), and the construction of 30 new residential condominium units on a 3.89-acre site. Four of the new units would be set aside as affordable units designated for the upper-moderate income category. Green Heron Spring has been approved by the Planning Commission and City Council, however must record its condominium map before building permits can be issued.

Sanctuary Beach

The Sanctuary Beach development includes a request to demolish an existing private tennis court located at 4295 Carpinteria Avenue and construct four condominiums in two buildings. The project has been approved by the Planning Commission and must record its condominium map before building permits can be issued.

Faith Lutheran residences

The 2.7-acre Faith Lutheran Church property at 1335 Vallecito Place would be subdivided into eight separate lots and six new residences would be constructed. One of the new homes would be set aside as affordable designated for the upper-moderate income category. The Faith Lutheran project is currently in the public hearing process and should be reviewed by the Planning Commission and City Council later this summer.

Carpinteria Skate Park design Plans Continue

Work is proceeding on the design of the Carpinteria Skate Park which is to be located at Carpinteria City Hall. The skate park features a variety of skating areas and the design incorporates night lighting. Mears Design Group is responsible for the overall design and Dreamland Skateparks is working on the skating area layout.

City of Carpinteria Awarded trail Grant

This past June, The California Habitat Conservation Fund (HCF) Grant Program announced the selection of a City of Carpinteria Trail project to receive $155,000. The City of Carpinteria will use the funds to acquire a trail easement on the Carpinteria Bluffs, near Viola Fields, which is a significant step forward in completing the Carpinteria Coastal Vista Trail. Once the easement is in place the trail will be constructed and available for public use.

City finances are a balancing act that your elected officials over many years have admirably and successfully undertaken in cooperation with the community. This has meant understanding what services are needed, what is the most cost effective way to deliver those services, ensuring the City is positioned well to recruit and retain well trained, equipped and professional staff, and, perhaps most importantly, being willing to make hard choices in the face of competing demands for limited financial resources.

The City’s Five-Year Financial plan includes recommendations for responding to a projected annual revenue shortfall of $1.5 million for capital projects and street maintenance, and over $2 million when projected increased costs for police and other important services are taken into consideration. After extensive community surveying, the Council has placed a 1 ¼ cent local sales tax on the November 6 ballot for voter consideration. With controls on pension costs and other expenses established and responsible reserve levels in place, the City is in a good position to ensure that new revenue can be focused where it’s most needed such as bolstering disaster preparedness and response, maintaining streets, parks and police services, and supporting our local library and other providers of important services to youth and seniors.

Carpinteria HoSts Greet Visitors, Answer Questions

The 2018 HOST Season is in full swing at the Seal Fountain on Linden Avenue. Do you have a question about Carpinteria? Come by and visit our HOSTs! Visitors from across the country and around the world stop by the Visitors Kiosk every season, where they are greeted by HOST Volunteers ready to answer their questions about Carpinteria. The HOST Season continues through Labor Day weekend.

HOSTs work in teams of two on either Friday, Saturday, or Sunday in two hour shifts (10am, noon, and 2pm). If you have a love for Carpinteria, enjoy talking to people, and have a little free time, become a Carpinteria HOST. Summer tips to Keep your Pet Safe

Summertime means sun, beach, and lots of play outdoors with your dog or cat.

High temperatures can mean higher risks for pets- more injuries, more skin and ear infections, and the possibility of heat stroke. Pets do not sweat in the same way humans do and can easily become overheated.

Here are some tips below to get through the summer heat.

1. Provide plenty of water and shade. Make sure your pet always has access to fresh, clean water inside the house and bring a bottle for your pet when going outside. Dogs and cats like to sun bathe, direct sunlight can overheat them (especially dogs) and lead to heat stroke.

2. Know the signs. Symptoms of overheating include Heavy panting, Dry or bright red gums, Thick drool, Vomiting, Diarrhea, Wobbly legs. If your pet shows signs of heat exhaustion, move them to a cool place, give them a drink of water, put a damp towel over their body, and get them to the vet ASAP. 3. Never leave your pet in the car. You may think leaving your pet in a car for a few minutes is no big deal, however, it takes less than 10 minutes to develop heat stroke in dogs and cats inside a hot vehicle. Remember, Leaving a Pet in an Unattended Car is a misdemeanor and can result in up to a $500 fine and a maximum six-month county jail sentence.

4. Limit your walking hours. If you have a dog, walk and exercise your pup only in the early morning and late evening; never in the middle of the day. When outside, take breaks in the shade and have water available.

HopeNet is also currently working with the Santa Barbara County Department of Public Health to bring psychological services to Carpinteria. Beginning July, 2018 there will be a Clinical Social Worker or Clinical Psychologist available (8 hours per week), by late Summer a certified drug & alcohol counselor (8-10 hours per week), and it is hoped that in September various other agencies will be available to provide additional mental health services to Carpinteria residents. .

HopeNet welcomes members of the community to the World Suicide Prevention Candlelight Vigil on Monday, September 10 from 7-8 pm at the seal sculpture at the end of Linden Avenue. The event will include presenters, music, refreshments, resources and therapists available to the public. At the Vigil you can also learn about the signs of suicide and how you can help.

Community Projects

Progress Continues on Linden Avenue and Casitas Pass Road Improvements

Construction continues on the new Casitas Pass Road overcrossing, Linden Avenue overcrossing, Via Real and local intersection connections. On the Linden Avenue overcrossing, traffic has been shifted to the new overcrossing which will allow for construction of the next section of the freeway overcrossing.

Also, utility relocations continue on the Casitas Pass Road overcrossing. The old overcrossing is expected to be removed following the completion of the utility relocations in July of this year. The southbound off-ramp at Casitas Pass Road is expected to close for 1 month this year. There is no specific date at this time.

On the Via Real connection, the new sidewalks and multipurpose paths are now open for bicycle and pedestrian use. The new connection provides access across Carpinteria Creek to Casitas Pass Road.

The City’s Carpinteria Avenue Bridge Project continues to make great progress. Design is complete, all permits have been secured and the project is expected to have secured all necessary right-of-way by Fall of 2018. The start of construction will depend on the availability of the federally committed funding for the project, but the City hopes to start construction in spring of 2020.

To fund this project, City Public Works staff obtained a federal grant that will pay approximately 88% of all eligible costs. Additional funding will come from Measure A revenues.

City Downtown Parking Lot to Undergo Improvements

The downtown City parking lot adjacent to Cactus Lane will soon undergo several improvements that will include reconstruction of the parking area along with a portion of Cactus Lane from Wullbrandt Way to Carpinteria Avenue, removal of 6 Tipuana trees, and planting of replacement trees.

Construction is anticipated to begin in early 2019.

City Encourages Reduction in Single-Use Plastics / #skipthestraw

This summer the City is launching an education campaign to encourage reducing single-use plastics and other non-recyclable items. The campaign will focus on skipping items such as straws and plastic utensils, instead encouraging people to provide their own reusable options or dine in. Learn About Going Solar at FREE Workshop July 19th

Have you ever thought about going solar? The Community Environmental Council (CEC) will be holding a free workshop on July 19th at the Carpinteria Library, in the multipurpose room, to inform residents about solar technology, financing options, the benefits of Solarize and everything else you will need to go solar. Message from Your Sheriff’s Department Summer has arrived and everyone is eager to enjoy the weather here in beautiful Carpinteria. The summer months give us a chance to take long awaited vacations, complete outdoor projects, enjoy the City and beach, or just relax and stay cool. Unfortunately, this time of year can also be a busy time for criminals. With Carpinteria’s small town charm, it can be far too easy to forget to close a door or window. If left open, however, these present an opportunity for a burglar to target your home. Criminals tend to focus on easy opportunities, so always remember to do what you can to make it difficult for them. The Sheriff ’s Department wants to remind you of some tips to keep yourself, your family, your home, and your valuables safe.

Homes

When making efforts to prevent your home from being targeted by criminals, keep in mind that burglars can be said to follow the path of least resistance. Please consider the following tried and true methods for deterring burglaries at your home and in your neighborhood: • Always lock your doors and windows especially at night and when you are not home • Install deadbolt locks on exterior entry doors • Keep your plant life pruned so your home is visible • Draw your drapes and blinds at night or when you’re not home during the day • Utilize motion sensor lighting • Secure ladders and tools so they cannot be used to gain entry into your home • Look out for your neighbors; consider forming a Neighborhood Watch Program • Report suspicious activity • Be wary of anyone who approaches your front door; always ask for identification

Vehicles

Auto burglary is the stealing of property from within a locked vehicle. Although easily preventable, it remains a very common form of theft. Auto burglars, like home burglars, look for crimes of opportunity and easy targets, such as open windows, unlocked doors, and property left in plain sight. Auto burglars do not want to be seen, heard, or take an excessive amount of time to commit their crime. To help prevent auto burglaries in our community, consider the following: • Lock your vehicle and close your windows • Always take your keys and set the alarm

• Remove or hide your garage remote when your car is unattended • Do not use spare keys hidden on or in your vehicle • Never leave valuables in plain sight!

Lock valuables in the trunk or take them with you • When equipment or tools must be kept in a vehicle, use a strong walled lock box that can be bolted down • When possible, do not park your vehicle in isolated or dark areas

Phone Scams

Santa Barbara County has recently seen an increase in telephone scams. Remember to be wary of who you are speaking with and never provide personal information over the phone. The following different phone scams have been reported recently; please be aware and report any suspected scams: IRS Phone Call - The caller in this scam claims to be an IRS representative in an effort to obtain money or personal information. To report this scam go to: ic3.gov Virtual Kidnapping – This scam involves a false claim of a kidnapped family member demanding ransom. To report visit tips.fbi.gov/ or call (310) 477-6565 SB Sheriff ’s Office Warrant – In this scam, the caller claims to be with the Sheriff ’s Department asking for money in order to clear a warrant. To report this scam, visit ftc.gov/complaint or call 1-877-FTC-HELP Edison Phone Call – The caller in this scam falsely threatens to turn off electricity in order to obtain money or personal information. Kayak/SUP Rental

The pool offers swim lessons for all ages. Our teaching method is fresh and and Private Lessons engaging. The various swim levels offered include infant, adults, parent and tots.

Our staff is trained as both lifeguards and swim instructors to ensure a fun and safe at Ash Avenue learning experience.

Group lessons are available to groups of four or more students. Get together Kayak and SUP Rentals are available daily on the beach at Ash with some friends and book the lessons to meet your schedules. Group lessons Avenue through Labor Day. The cost is $15 per hour per person (children under 12 years $10 per hour and must be accompanied by consist of ten 30 minute sessions. The levels are as follows: a paying adult).
