City announces teen summer program

The city of Carpinteria has announced a new free summer program for teens with a variety of enrichment classes including cooking (taught by a professional cooking school), a drama workshop, finding your voice with podcasting, a hiking group, a multi-media journaling class and a workshop on the art of letter writing.

Semi-official election results show low turnout County Covid-19 case rate rises to 33.87 per Only 20.95% of registered voters in Santa Barbara County voted in the June 2022 100k residents

election, according to the semi-official election night results released Tuesday. As of publication, 100% of election precincts were reporting.

For U.S Senator, Alex Padilla won 56.69% of the vote in the county, winning for both the term he had been appointed to and for a full-term after that. Congressman Salud Carbajal won 61.91% of the vote for U.S. Representative, 24th District. Gregg Hart took 59.22% of the vote for State Assembly, 37th District.

For the county superintendent of public schools, incumbent Susan Salcido was well ahead of her challenger, Christy Lozano, at 64.06% of the vote.

Candidates for County Supervisor Laura Capps and Steve Lavagnino were unchallenged for their seats in the second and fifth districts.

Incumbent Sheriff Bill Brown led the sheriff’s race with 56.79% of the vote, followed by his challenger, Juan Camarena, with 42.96%.

Incumbent Governor Gavin Newsom led in Santa Barbara County, with 59.88% of the governor’s race, followed by candidate Brian Dahle who received 18.61% of the vote. Candidate for Lieutenant Governor, Eleni Kounalakis took 57.73% of the vote.

Westerlay celebrates 800k square foot goal

Westerlay Orchids’ farms have hit a recent goal, growing across 800,000 square feet and meeting 4 million orchids per year, the business announced last week. Westerlay Orchids first got its start in Carpinteria in 1978, founded by Joe Overgaag.

“My dad has been an incredible example of dedication and hands-on commitment.

He has always cared so much for the people he’s worked with,” Westerlay owner and President Toine Overgaag, Joe Overgaag’s son, said. “And I have always admired how he has always been open to adaptation.”

The Santa Barbara County Covid-19 case rate rose to 33.87 case per 100,000 residents, according to the Covid-19 cases dashboard. The test positivity rate also rose, to 10.6%.

There are 91 new cases of Covid-19, for 1,163 active cases within the county. One new death was reported on Tuesday. An individual older than 70 died; they lived in Goleta, had underlying medical conditions and were associated with a congregate care site. Currently, 27 people are hospitalized due to Covid-19.

The county’s vaccination rate stands at 69.1%.

The majority variant circling in the county is Omicron BA.2.12.1, with 56% of cases, followed by Ba.2, with 30.6% of cases.

These numbers do not include at-home, rapid Covid-19 test results.

Locals prepare to join nationwide gun violence protest

On June 11 from noon to 1 p.m. Carpinterians will join the nationwide March for Our Lives gun violence protest, lining up along Carpinteria Avenue to protest for gun control legislation, organizers said.

Nationwide, organizers are spurring support for gun control legislation following the recent school shooting in Uvalde, Texas, where 19 children and two teachers were killed at an elementary school.

“I still want to send my thoughts and prayers, but that’s not good enough anymore,” Carpinteria protest organizer Susan Allen told CVN. “As an ex-teacher, I was just with a bunch of teachers, and everyone is just worried – who is next?

Why? There’s no rhyme or reason to a lot of this.”

She expressed her “heartbreak and frustration” in hearing about the Uvalde shooting, and explained Carpinterians are purposefully choosing to march in their hometown on Saturday, rather than heading up to join a Santa Barbara protest.

“Carpinteria is really good about showing support for things. We don’t need to drive to SB to do this,” Allen said.

Organizer Gail Marshall emphasized marches and rallies are Carpinteria’s way of responding to nationwide issues the community finds important.

“Since I live in Carpinteria, I said, it would be really nice if we weren’t all going to Santa Barbara when these types of rallies and marches come up,” Marshall said.

She said learning about the Uvalde shooting brought up “absolute sadness.”

“We have a huge problem in our country with gun violence,” she added. “We can’t have mass gun violence every day.”

The first March for our Lives demonstration took place in 2018, after 17 people were murdered and 17 more were injured at Marjory Stoneman Douglas High School in Parkland, Florida. Senior David Hogg was one of several students who helped launch and lead the massive gun violence protests in the United States following the shooting at Marjory Stoneman Douglas, where he was a student.

March for Our Lives will march in Washington D.C. at noon, Eastern Time.

Planners tackle Housing Element update

The Carpinteria Planning Commission took its first bite of the city’s Housing Element plan, which may lead to some “fairly substantial changes happening very quickly,” said Commissioner John Callender, although the plans are still very early in the discussion process.

City Planner and Land Use Consultant John Douglas presented the city’s goals for the sixth cycle of the statewide Housing Element initiative, which started with a complete overhaul of the housing system in the ‘80s and was geared towards “maintaining and improving existing housing.”

As part of the plan, each city is allocated a number of units that would meet the region’s “housing need” over the next eight years. In the previous cycle, Carpinteria was allocated 163 units; but in the upcoming cycle, from 2023 to 2031, the city’s allocation dramatically increased to 901 units.

The rise in allocated units can be

attributed to the city’s portion of the countywide housing need, which has jumped from 11,030 units in the previous term to 24,856 in this upcoming cycle.

“First of all, it’s important to recognize it’s a projected housing need,” Douglas said. “That number would solve all of the existing housing problems, including people living in overcrowded housing.”

Douglas said that many economists consider the allocation numbers unachievable, but that the housing elements are productive in getting city governments to consider how they will navigate zoning issues to create space for units if existing residential zones cannot cover the projected need.

According to U.S. Census data, Carpinteria grew by 258 households from 2010 to 2020, exceeding the previous allocation of 163, but Douglas said that the city may have to rethink some of the current zoning designations in order to be found compliant with California Department of Housing and Community Development (HCD) for the upcoming allocation of

looking for that space in existing zones.

“We really need to take an aggressive approach to establishing what potential exists under the current zoning,” LaFevers said, adding, “we’re not making any decisions tonight.”

The commission did not take any action during Monday’s meeting, but several members, including Commissioner Callender, said that any decisions would have to include substantial input from the public before reaching a final draft. “Don’t simply bring it as a done deal,” he said.

Goggia said that the Housing Element updates and future meeting dates will be added to the city website’s “Hot Topics,” and the public can attend the “South Coast Housing Workshop” at 6 p.m. on Wednesday, June 22, in the Faulkner Gallery at the Santa Barbara Public Library, where Goggia, Planning Commission Chair Jane Benefield, and leaders from all the cities in Santa Barbara County will discuss ideas for the future of housing.

“The bottom line is cities are legally required to demonstrate they can accommodate that,” he said. More specifically, the housing element requires that out of the city’s 901 units, 286 must be affordable to “very low and extremely low” income households, 132 to low income, 135 moderate and 348 to above moderate-income households.

Community Development Director Steve Goggia offered a few suggestions on how to meet those figures, such as increasing density in multi-family zones from a maximum of 20 units to as high as 25 units per acre. This also helps with apportioning affordable housing, as “high density equals affordable” in the eyes of the HCD. Goggia also floated the idea of re-zoning “mixed-use” areas to residential only or thinking creatively by re-zoning sites like the oil and gas plant, which by itself could meet the allocation at 20 units per acre, although several commissioners, including Vice Chair Glenn LaFevers, urged

Protest water rate increases

Your property tax bill could go up by $1,000 or more each year because of charges for administering the new Groundwater Sustainability Agency. The state of California has determined our local groundwater basin must create a ground water sustainability plan because we are using groundwater faster than nature can replenish it. Since this problem is caused by using too much groundwater, shouldn’t the fee be based on water usage instead of acreage?

Clearly a “fair and equitable” fee promised by Robert McDonald in CVN, Vol. 28, No. 35 article “Update on Groundwater Basin management” is not what is planned. Why was the information on the proposed fee left out of that article? Come to the public meeting at Lion’s park on Thursday, June 14, at 5:30 p.m. to express your opinion.

Remember, these are the same people who said that state water would protect us from droughts. While nearly half of your water bill is for state water, it provides almost no water to our county. Only if we show up and make our voices heard can we make sure they create a fair and equitable plan to manage our groundwater and fees to pay for it.

Save Bailard Farm

We live in paradise, and we know it!

Carpinteria is one of the last, great, small beach towns in Southern California. Our downtown is charming, our beaches are beautiful, our restaurants are lively and the living is good. The truth is, though, that we will never be able to build enough homes for everyone who wants to live here. The city of Carpinteria is only about two and a half square miles in area. We are wedged between the Santa Ynez Mountains and the Pacific Ocean, with Rincon to the east and the Carpinteria Salt Marsh to the west. The state of California is mandating 2.5 million more homes to be planned for in the next eight years.

The city of Carpinteria is being asked to plan for 900 homes in that same time frame. This seems unconscionable to me.

Santa Barbara County is in the middle of what is termed a “severe drought” phase. We will most likely be asked by the Carpinteria Valley Water District to limit our showers, restrict landscape watering, leave our cars dirty, etc. Most of us will do this dutifully, knowing it is the right thing to do for our water situation.

However, to ask us to dramatically reduce our water usage so that more homes can be built seems unconscionable.

It seems oxymoronic to save my shower water so that we can build 169 apartment units at the end of Bailard Avenue. The projected water usage for this project is likely to increase by 30 times the current farm’s usage. This 7-acre farm has been feeding us for years, not bleeding our water table. Please help us save Bailard Farm by making your voices heard and signing our online petition.

Jr. Lifeguards instructor pay upped by $5+ an hour Council decision comes two weeks after complaints of staff shortages

BY EVELYN SPENCE The Carpinteria City Council unanimously voted to raise the pay for several part-time, seasonal and temporary employee positions across the city on Monday, including – notably – Jr. Lifeguards instructor pay, two weeks after Carpinteria parents complained about the local lifeguards shortage.

The minimum pay for a Jr. Lifeguards instructor is now $20.10 per hour, with a cap at $24.43 per hour. Previously, Jr. Lifeguards staff instructor pay was set at $15.91 per hour. The pay raise is retroactive May 28, 2022.

“This (pay) was affecting many of our recruiting efforts for part-time and parttime season worker staff,” HR manager Laura Hernandez told the council on Monday. “This was something we had already been working on.”

Hernandez said hiring in general has been “a challenge,” and that city staff looked at pay raises as one way to change that. The pay raises, Hernandez said, will have a “financial impact” on the city’s budget; the council will review the budget next week.

There are five levels of Jr. Lifeguard instructor hourly pay: $20.10, $21.10, $22.16, $23.26 and $24.43. Lifeguards are hired and their pay is set based on their experience and certifications, according to Amber Workman, aquatics superintendent.

Pool lifeguards and beach lifeguards also had their pay upped, from $15.47 and $15.19 an hour respectively to a $20.10 per hour minimum.

At the last city council meeting, city staff told the council 100+ Carpinteria children were stuck on the waitlist for the popular Jr. Lifeguards program. As of Monday, city staff have pulled every child off the waitlist, Workman said.

There are still eight open slots for the program.

“Thank you to the entire staff for acting so swiftly on this issue,” Councilmember Gregg Carty said Monday. “This was a startling issue, and we’re solving it.”

The council also approved raises for a number of other part-time city positions, including crossing guards. Hernandez said Monday the city has also had a problem filling its crossing guard positions.

The council also approved $15,453 to replace the HVAC system in the new Carpinteria Library. Librarian Jody

Thomas told the council Monday that a contractor discovered the entire HVAC system in the library needed to be replaced during an inspection.

“The ducts are shot,” Thomas said. A staff report on the issue said the ducts are in “significant despair and not in conformance with current energy efficient standards.”

The system will be repaired ahead of next month’s library opening, Thomas said in response to council questions.

Ashley Borrello 2/16/1983 – 5/31/2022

Our sweet Ashley Rose gained her wings far too soon and our family is just devastated by this sudden loss of young life. She was only 39 years young.

Growing up, Ashley attended Our Lady of Mount Carmel (OLMC) through Junior High and proceeded to Carpinteria High School where she graduated class of 2000. After high school she went to Cosmetology School and was a certified makeup artist. She was seen working at her late grandfathers restaurant Tony’s Pizza in downtown Carpinteria until its closing.

Ashley’s parents opened their own family restaurant, Borrello’s, on Santa Claus Lane in 2016, where she worked alongside her family. Ashley always greeted you with her infectious smile and would make you feel welcomed with her contagious giggle. After the sale of the restaurant, she went to work for Bunnin Chevrolet of Santa Barbara where she worked until her untimely departure.

Ashley was a light you couldn’t forget, and she always wanted to have a good time with friends and family. She will be missed dearly by all those who knew her.

Ashley is survived by her three children, Shane (15), Gianna (10) and Caleb (5); parents Michael and Lucy Borrello; brothers Anthony (Lenicia), Michael and Chris; niece Mia, grandmother Rose Garibay, countless cousins, aunts and uncles.

She is preceded in death by her grandfathers Robert “Bob” Garibay and Anthony “Tony” Borrello and grandmother Antoinette “Toni” Borrello (Ramirez).

Rest peacefully Ashley. Until we see you again, we love you with all our hearts.

Sara Mendoza Ramos 10/09/1927 – 6/03/2022

Sara Mendoza Ramos was born on Oct. 9, 1927 in Penjamo, Guanajuato, and passed away at 94 on June 3, 2022.

The last surviving sibling of seven, Sara was raised by Jesus and Margarita Mendoza in her beloved hometown on La Hacienda de la Calle Guanajuato. She met her husband Manuel Soto Ramos in Guanajuato, and together they raised five children in Sara’s childhood home: Berta, Maria, Lilia, Juan, and Alma. Sara was widowed for 28 years and will now be laid to rest beside her husband at the Carpinteria Cemetery.

Sara left behind a family of five children, 15 grandchildren, 17 great-grandchildren, more than 50 birds, a beautiful garden and an everlasting example of what it means to love God. She was a strong woman who endured many challenges throughout her life and remained resilient and steadfast in her faith in Jesus Christ.

Sara lived a very active lifestyle and spent her days cooking, crocheting, sewing, singing, dancing and tending to her home and garden, all while playing a vital role in the upbringing of three generations. She was an amazing mother, a loving grandmother, and her family gives special thanks to Dr. David Zisman and Dr. Rachel Trautwein for the attentive care they provided her throughout her final years.

Her family is proud of her legacy and grateful for the many gifts and memories she left behind. Sara will be missed and will be celebrated by the Ramos family for generations to come.

Dixie Young 11/15/1935 – 5/23/2022

Dixie Garbutt Young, beloved mother, exceptional grandmother, doting great-grandmother, and loving friend, passed away quietly at her Carpinteria home on May 23, 2022.

Born in Los Angeles in 1935 to Frank and Princess Garbutt, Dixie grew up among the hills overlooking Silver Lake.

After graduating Thomas Marshall High School in 1953 and attending Stephens College, she married Arthur G. Clarke and they had three children, Robin (Clarke) LaFevers, Timothy Clarke and Matthew Clarke.

In 1960, Dixie and Art crewed on the schooner Wanderer, sailing from Sausalito, California to Tahiti. Art and Dixie divorced in 1965. Shortly thereafter, Dixie moved her family to Carpinteria.

She joined the Carpinteria Community Church and became deeply involved in the community, volunteering at soup kitchens and the women’s shelter among many other charitable organizations.

In 1981, Dixie met and married Lloyd Young, with whom she was blissfully happy for 36 years before he passed away in 2017. With Lloyd, Dixie formed Today’s Child Charitable Trust, and spent the next 25 years focusing on placing abandoned children in foster homes in Brazil. They worked closely with churches and Rotarians until Lloyd retired in 2006.

Dixie had a deeply developed spiritual life and was one of the original founders of Stillpoint, the Center for Christian Spirituality. She served on its board and acted as spiritual advisor for 20 years before retiring.

Dixie adored her family, friends, color, children, laughter and handicrafts of all kinds. From fiber arts to paper arts, and everything in between, she mastered them all, finding a deep sense of joy and self-expression through her art.

She was a kind and loyal friend, wise and loving. She will be deeply missed by all who knew her.

Dixie is predeceased by her husband Lloyd Young (2017) and her son Matthew Clarke (2021). She is survived by her children, Robin LaFevers (Mark) and Timothy Clarke (Susan); her grandchildren, Adam LaFevers (Ashley), Eric LaFevers, Tony Clarke and Corissa Davidson; and six great-grandchildren.

A Celebration of Life will be held at 11 a.m. on Friday, June 17, at the Carpinteria Cemetery pavilion. In lieu of flowers, those wishing to honor Dixie’s memory may make a gift to the Matthew Clarke Scholarship Fund at SBCCFoundation.org.

County Planners reject two appeals against Foothill Road cannabis grow

Issues with commissioners preferred proposed odor abatement system, project applicants argue

BY EVELYN SPENCE During last week’s County Planning Commission meeting, one word kept appearing throughout the roughly fivehour discussion over a Foothill Road cannabis grow and its odor abatement system: “difficult.”

“I came to the conclusion a long time ago that none of these projects are perfect, and this is a very imperfect system,” Commissioner John Parke said last week after commissioners, appellants and project applicants spent hours arguing over project semantics, local cannabis ordinances and the effectiveness of cannabis odor abatement systems.

Wednesday’s meeting focused on two appeals filed against a cannabis grow located at 4532 Foothill Road, owned by Pacific Dutch Group. The mixed light cannabis project is located on a 12.31 parcel, 5.50 acres of which have nursery and mature cannabis plants in its greenhouses.

The two appeals were filed in November 2021 from Cate School – a local boarding school that serves 9th through 12 th grade students – and Concerned Carpinterians, a vocal group concerned with cannabis and pollution in the area.

While Cate School is not located near the project, Assistant Head of School Charlotte Brownlee said the school filed the appeal to protect other local schools.

“We want to make sure we are doing our part to support other educational institutions in our town whom we feel perhaps may not be able to express that level of concern, (as) we are an independent school,” Brownlee said.

No representatives from Carpinteria High School or from the Carpinteria Unified School District spoke during public comment.

The two public commenters were both familiar voices in the cannabis fight: Peter Dugre, from Carp Growers, and resident Anna Carrillo. Dugre gave Carp Growers’ support for the project, while Carrillo argued the project should be shut down because of its proximity to the high school.

The other appellant, 50-year Carpinteria resident Paul Ekstrom, speaking on behalf of Concerned Carpinterians, argued the project’s distance from Carpinteria High School violates local ordinances.

Although the property itself is less than 750-feet away from Carpinteria High School, project applicants proposed a painted line inside two of its greenhouses to meet the 750-foot requirement.

“How can a painted boundary line on the floor inside the greenhouses C and B, separating immature nursery plants from mature plants, eliminate the odor throughout the greenhouses?” Ekstrom asked.

Both appellants raised several concerns against the project, but the two main ones lied with the distance from Carpinteria High School and the project’s odor abatement system. Unlike the last several cannabis grows approved by the County Planning Commission, the Pacific Dutch Group uses the Byers vapor phase system, not a regenerative carbon scrubbing system.

which system better handles odor.

“We have a lot of promising research showing some of these filtration units, should they be situated properly and aligned and put in the approximate locations, have the potential for quality odor control,” Paul Schafer, odor consultant from SCS engineers, argued on the project’s behalf.

Project applicants called the issue a “chicken and egg” situation, stating more data is needed from Carpinteria grows in the area as to which system is better.

“We just heard from a major applicant and their advisors that (the carbon scrubbing system) is not reliable,” Commissioner Laura Bridley said. “It’s actually very troubling (...) in other cases, we were told this is the way of the future.”

“This is the quandary that we find ourselves in,” Commissioner John Cooney added. “It is discouraging to hear that some carbon scrubbers applications didn’t work.”

The commission agreed with the appellants on the two points, but voted 4-1 to reject both appeals, allowing the project to move forward with modifications.

Per the vote, the grow must commit to switching to a carbon scrubbing system or an “equivalent” no later than 12 months from the project’s approval.

The project also must install a physical, floor-to-ceiling wall between mature and nursery plants.

Pot shop on Padaro receives conditional approval from Zoning Administrator

Roots Carpinteria’s application for a Coastal Development Permit to operate a cannabis retail store in the Toro Canyon/Summerland Planning Area, located at 3823 Santa Claus Lane, was approved conditions by Santa Barbara County’s Zoning Administrator, the company announced this week.

According to co-owner Luis Castaneda, his team planned for a lengthy process. “We’ve hired an experienced team of land use, government and public affairs professionals to help us navigate the process, and we’ve spent the last several months ‘sowing roots’ as it were within the Carpinteria Valley particularly developing important relationships with Carpinteria Valley cannabis farming operations,” Casta-

neda said.

Autumn Shelton, CFO, and co-founder of Autumn Brands located in the Carpinteria Valley is an advisory board member of Roots Carpinteria.

Castaneda said the project development team is exploring adding energy-efficient building design features including electric vehicle charging stations and converting the building to all solar power.

An appeal of the project was filed citing a lack of parking but the Zoning Administrator determined the project’s parking to meet the requirements of the Toro Canyon Plan.

The project will considered at a public hearing in front of the County Planning Commission sometime in August.

The four “M”s of mental health

MY WELLNESS NOW VICKIE GONZALEZ Anxiety disorders are the most common mental illnesses in the United States, affecting over 40 million adults and approximately 6 million children aged 3-17.

Anxiety disorders are highly treatable – yet only about 37% of those with anxiety disorders actually receive treatment.

These statistics don’t consider people with “milder” anxiety (i.e. anxiety about a test, a speech, having a difficult conversation with someone). The pandemic exacerbated daily anxiety and most every client who came into my office shared feelings of anxiety. Given the continued levels I am seeing, it seems pertinent to discuss the overall topic of mental health.

During the beginning of the pandemic, I listened to Dr. Sue Varma briefly speak about the four “M”s of mental health: Movement, Mastery, Mindfulness and Meaningful connection/engagement. I thought this would be a great subject to begin speaking about in this article, providing general ideas about the four “M”s.

The first is movement. Exercise releases chemicals, such as endorphins and serotonin, that improve your mood. It can reduce stress and symptoms of mental health conditions such as depression and anxiety. We need a minimum of 30 minutes of exercise a day. People who exercise 30-60 minutes for 3-4 days a week see a 50% or more improvement in their overall mental health. Ensure you are eating healthy foods and keep your caffeine intake at a minimum, particularly if you have anxiety. Hydrate with water; research links dehydration to both depression and anxiety.

Our brain needs water and if we are dehydrated, brain function can slow down and not function properly, which affects our mental health. Check with your primary care physician on your vitamin D levels. There is a strong link between vitamin D deficiency in various mental health conditions including depression and anxiety. For some of us, just going outside in the sun for 15 to 20 minutes a day is enough to give us that boost.

The second and third “M”s are Mastery and Mindfulness; I will share more on these two in my next column.

The last M of mental health focuses on meaningful connections. Belonging, purpose and support are the key themes that emerge when discussing what community is. You can find and create community in many different ways. Some create

Some are drawn to people who have common values, such as volunteering for a charity that they may resonate with. Finally, some find community with common beliefs – the most common ones are through spiritual or religious practices, political causes or goals that are meaningful for you.

One of the things that I always tell people who aren’t familiar with Carpinteria is what a great community we have. We work to lift each other up and do our best to foster that community. We do a hospice tree lighting ceremony in December, the Avofest in October, Movies in the Park and Rods & Roses in the summer. We continue to have wonderful events at the Lynda Fairly Carpinteria Art Center and the Alcazar Theatre, as well as other sites in town. These are just a few examples of how Carpinteria pulls together both in times of crisis and just in the day-to-day.

If you’re unsure how to create community as an individual, start by engag-

ing with people through small acts of kindness. You can offer someone help, or ask what you can do for them. Acts of kindness give the giver and the receiver a boost. I have challenged people to do one act of kindness daily and to keep track of those for a month. Correlation between acts of kindness and the overall improvement of mental health are quite clear.

Court prohibits fracking until federal government complies with environmental protection laws

The Ninth Circuit Court of Appeals ruled that the federal government violated environmental protection laws when it approved permits for fracking and acidizing (otherwise referred to as well stimulation treatments or WSTs) from platforms offshore California. The ruling protects the sensitive coastline and marine waters, local communities, and wildlife, including threatened and endangered species, from the practices of offshore fracking and acidizing.

The Court said the government had “disregarded necessary caution when dealing with the unknown effects of well stimulation treatments and the data gaps associated with a program of regular fracking offshore California.” The Court agreed with the Environmental Defense

The lawsuit challenged the failure of the federal government to analyze and disclose the potential risks and impacts caused by fracking and acidizing from off shore oil platforms in Southern California.

The Court also agreed with the environmental groups that the U.S. Bureau of Ocean Energy Management (BOEM) and Bureau of Safety and Environmental Enforcement (BSEE) were required to consult with the U.S. Fish and Wildlife Service regarding potential impacts to threatened and endangered species.

Finally, the Court held that the federal government must provide the California Coastal Commission with an opportunity to review fracking and acidizing before allowing such practices. Accordingly, the Court confirmed the injunction prohibiting the federal government from approving any plans or permits for the use of well stimulation treatments offshore California.

EDC initially filed a lawsuit in 2014 to stop fracking and acidizing in the region after discovering, through a series of Freedom of Information Act requests, that more than 50 permits had been issued by the federal government without any public or environmental review. That case settled, with the federal government agreeing to conduct environmental review. When the government failed to conduct full environmental review or consult with Fish and Wildlife Service, EDC and SBCK filed the lawsuit in 2016.

The lawsuit challenged the failure of the federal government to analyze and disclose the potential risks and impacts caused by fracking and acidizing

from offshore oil platforms in Southern California, including the Santa Barbara Channel. Fracking and acidizing are oil production processes involving the injection of large amounts of water and chemicals into the ground in order to fracture or dissolve rock. Fracking and acidizing fluids from the platforms are then discharged into the Santa Barbara Channel, an area that harbors a wide range of biological diversity.

The Court of Appeals agreed with EDC and SBCK that the federal government must prepare an EIS due to the potential impacts of fracking and acidizing on endangered and threatened species, the unique geographic area that would be affected (including the Channel Islands National Park, National Marine Sanctuary and Chumash resources), and the need to further evaluate the risks associated with discharging toxic chemicals into the ocean.

“The importance of gathering more information about the toxicity of well stimulation treatment fluids is important here where the programmatic EA represents the first time the agencies have analyzed the environmental impacts of offshore well stimulation treatments,” the Court said.

The Court also upheld EDC and SBCK’s request that BOEM and BSEE must consult with the U.S. Fish and Wildlife Service before allowing offshore fracking. Such consultation ensures protection of species threatened with extinction or endangerment, such as the Southern sea otter, California least tern, and western snowy plover.

Finally, the Court ruled in favor of the state of California’s claim that fracking and acidizing cannot occur offshore California until the Coastal Commission has an opportunity to review the potential harm to the state’s coastal zone. The Commission’s review will require a full public hearing process.

Fresh takes on coffee, cooking & catering Two new storefronts in downtown T showcase organic food and drinks

When caterer Deb Goldman decided to open a specialty food shop on Carpinteria Avenue, she knew she’d be bringing her signature brand of homemade, fresh food goodness to the downtown storefront. Goldman’s Carp Kitchen Grocery opened last year in the former Crush Cakes space, offering locals and tourists a chic carry-out eatery, a small market of housemade and locally sourced products, and a carry-out, heat and serve deli case full of wholesome family meal staples, from N. Y. prime steaks and matzoh ball soup to a vegetarian lentil Shephard’s pie.

Goldman said the motivation to open Carp Kitchen came after her catering company suffered an economic blow from quarantine. “We’re caterers,” Goldman said, “and this shop was our Covid pivot to keep alive.”

The shop features gourmet fresh and packaged foods and cheeses and prepared housemade salad dressings and pickles, among other delicacies. At the food counter, Goldman offers organic coffee, freshly baked goods and a lunch and dinner menu for take-out and delivery. For lunch, Carp Kitchen makes sandwiches, soups and quiches/frittata. For dinner, meals are designed for people to take home and heat up later.

“Our main focus is we make homemade food,” Goldman said. “All of our food is homemade right down to the mayonnaise. We make our own aioli.

We don’t buy Hellmann’s or Best Foods, we make our own.”

Goldman leads her catering company and Carp Kitchen with her intuition and love of food along with knowledge from cooking school. She learned to cook at Manhattan Gourmet Institute, a health-minded cooking school. The company’s head chef, John Trotta, studied at Cordon Bleu in Oregon and is the former executive chef at San Ysidro Ranch.

“We love catering, that’s our thing,” Goldman said, noting that catering is coming back, “which is wonderful.”

Carp Kitchen is located at 4945 Carpinteria Ave. and is open Wednesday to Monday, 10 a.m. to 7 p.m.

Laura Samperio opened Carp Moon Café last month because she wanted to bring a little joy to her community. At the corner of Carpinteria and Linden avenues, Samperio oversees a small and friendly crew, squeezing fresh orange juice daily, brewing local organic coffee, making smoothies and dishing out traditional all-day coffeehouse snacks.

“It was my dream for many years, and it finally came true,” Samperio said. “To have a coffee shop where people can come and enjoy a really delicious coffee and have a good time sitting, reading a book or magazine.”

Carp Moon sells organic Greenstar coffee, which is roasted in Goleta. Baristas prepare gourmet coffee drinks. Smoothies are made with fresh squeezed orange juice made daily with organic oranges from Las Palmitas, a Carpinteria citrus ranch. Acai bowls are made with organic fresh fruit. The café offers a bright and clean respite for tourists and locals, offering outdoor seating with prime people viewing and cozy indoor seating for working, reading or meeting with someone for a chat.

Samperio, who is the sole owner, decided to take over the centrally located downtown space after Juice ‘n Things closed. Before Juice ‘n Things, which opened during the pandemic and closed earlier this year, the space was the longtime home of Coffee Bean & Tea Leaf, which closed permanently in 2020.

Going into it, she knew it would be a big challenge, but Samperio said she feels good when she sees people’s expressions when they walk in and see the place. “They are happy, it means a lot to me to see people enjoying a nice place,” she said.

“So far people are very happy that finally, there’s a coffee shop in this corner again. It’s been great, everyone has been very welcoming to a new business here,” Samperio added.

Deputies received complaints about an abandoned vehicle parked near Sandpiper Liquor. The vehicle was tagged and marked on Thursday, May 14. The vehicle was checked and was not moved. The vehicle was towed.

Trail groups partner with local artists for fundraising

Trail groups in Santa Barbara County have linked up with a Southern California artists group to highlight the California Missions Trail, which stretches from Carpinteria to Guadalupe, the Santa Barbara County Trails Council announced this week.

Members of the Southern California Artists Painting for the Environment (SCAPE) set up shop on the California trails, capturing local nature and some of the county’s missions. All art is displayed online and will remain for sale until July 24.

Fifty percent of proceeds will go toward non-profit organizations, such as the Los Padres Forest Association.

“This is a really exciting collaboration between artists and nonprofits,” said Mark Wilkinson, executive director of the Santa Barbara County Trails Council. “Each painting that is purchased and hung on a wall will not only inspire exploration and foster appreciation for the Trail, but also help to fund future trail projects.”

Several artists in the exhibit were given awards, including Margaret Ricks, who was awarded the Jurors Choice award. Joan Russel Price received first place, Nina Warner received second place, and Libby Smith received third place.

Summer Solstice parade and festival returns in Santa Barbara

The Summer Solstice parade and festival has returned to Santa Barbara in-person, after two years of virtual events due to Covid-19, highlighting Santa Barbara’s artists and honoring the Solstice traditions.

This year’s parade and festival theme is SHINE, organizers said. Anyone can sign up to create their own art at the Workshop, located at 631 Garden Street.

The parade’s kickoff is on June 25 at noon, on the corner of Ortega and Santa Barbara streets. Beginners will be guided by professional artists.

The festival, featuring live entertainment and a beer and wine garden, is held on June 24 and June 25, at Alameda Park.

“Participating in the Solstice workshop and parade is one of the most rewarding experiences offered in our community. You get to meet new friends, work with new materials, learn new skills and have lots of fun. Even if you don’t have an idea of what you want to create, you can join in the fun by joining an ensemble that is headed by one of our Solstice artists in residence,” Artistic Director Riccardo Morrison said.

Canalino holds inaugural Batalla de los Libros

Alongside the countywide Battle of the Books, Canalino Elementary School held its own inaugural Batalla de los Libros. Over 30 students across grades three and four read Spanish book titles chosen by their teachers and competed to show off their knowledge.

“Canalino School is the first school to conduct a Battle of the Books in Spanish, wherein the teachers selected the book list, and students read them and participated in the first ever Batalla de los Libros in our county,” Canalino Principal Jamie Persoon told CVN. Persoon said she hopes Spanish titles will be introduced into the countywide Battle of the Books next year.

Rotary Club gives scholarships, funded by Talent Showcase

Money from the Rotary Club Talent Showcase and the Carpinteria Rotary Foundation is now in the hands of the Carpinteria Education Foundation (CEF), earmarked for student scholarships.

The money will fund seven scholarships. This includes two $2,500 scholarships for members of the Carpinteria High School Interact Club, in Doc Carty’s name; one $2,000 scholarship for a student pursuing music and the arts, in Nilo Fanucchi’s name; and five $1,000 scholarships for Career Technical Education students selected by the school staff.

School board trustee Sally Green accepted a check for the scholarships on behalf of CEF.

Last week, the Rotary Club of Carpinteria Morning announced the organization is distributing $7,500 raised from the rotary club’s calendar project to nine organizations in the area.

Organizations include: the Alcazar Theatre, Future Farmers of America, Girls Inc. of Carpinteria, Coast Family Preschool outdoor classroom project, the Tarpit Steps Project from Eagle Scout Ian Thomas, Carpinteria Beautiful, the Carpinteria Children’s Project and the Carpinteria Homeless Program.

“This is the 18th edition (of the calendar). Over the years, over $150,000 has been given back to the community,” Rotarian Art Fisher said.

Canalino Beach Day brings school year to an end PHOTOS BY ROBIN KARLSSON

Canalino Elementary School held its annual end of year Beach Day at Ash Avenue on Tuesday. This year, for the first time, the kindergarten and TK classes joined the rest of the student body, bringing the total student headcount on beach to 535 students. Eighty staff members also participated along with roughly 150 parents. City of Carpinteria lifeguards Leilani Silva, Sadie Mead, Liam Slade and Lucas Kalin were also on the beach to support student safety.

When kids got hungry, CUSD Food Services Director Michelle Hernandez and her team served pizza, snacks, fruit and water to all students. After the school beach day, CUSD Food Services hosted a BBQ for staff members.

“Students were in the water most of the day, enjoying visits from dolphins and discovering clams in the sand at the shoreline,” Canalino Principal Jamie Persoon said. “It was an excellent celebration of the first school year in which students were on campus for the full year since the 2018-2019 school year Landon Van Eyck and Zoe Treen due to the pandemic.”

Splashing into summer PHOTOS BY ROBIN KARLSSON As a reward for raising money during Canalino Elementary School’s annual Jog-a-thon, Canalino students were treated to a day in the pool with swim classes.

This was the first Jog-a-thon held in two years due to Covid-19, according to Principal Jamie Persoon. The fundraising from the Jog-a-Thon supports Canalino student field trips and other activities.

“Rather than awarding prizes to students who bring in the most fundraising money… the team decided to reward the whole school for participation in the event,” Persoon said.

“Parents for Canalino also fund additional classroom supplies for each teacher, provide a staff appreciation week, and support numerous events that engage families in the school,” she added.

Spicy Moroccan Eggplant with Baked Eggs CVN

CHEF RANDY RANDY GRAHAM In this dish, tender chunks of eggplant, tomatoes, bell peppers and onions cook slowly in tasty ras el hanout spices and get an additional spicy kick from harissa.

Eggs are then cracked onto the surface of this North African stew and baked until just set.

So, what is ras el hanout? It is a complex, aromatic Moroccan spice blend. In Arabic in means “head of the shop,” implying it is the best of the best of spice blends. Ras el hanout generally includes cardamom, nutmeg, anise, mace, cinnamon, ginger, various peppers and turmeric, but 30 or more ingredients might be used. My recipe uses 15 ingredients including saffron.

Harissa is North Africa’s favorite hot sauce condiment. The word for this fiery Tunisian chile paste is derived from the Arabic verb “harasa,” “to pound,” because it is traditionally made with a mortar and pestle. My recipe calls for store-bought harissa paste.

Although this dish takes about four hours from prep to table, it is hearty, nutritious and flavorful. Your friends and family will appreciate your efforts.

6 firm plum tomatoes (chopped) 1 medium yellow onion (chopped) 2 cloves garlic (peeled and minced) ¼ cup extra virgin olive oil ½ teaspoon saffron ½ teaspoon paprika 1 teaspoon turmeric ½ teaspoon ground ginger ¼ teaspoon cinnamon ½ teaspoon coriander seeds ¼ teaspoon cayenne pepper ½ teaspoon lemon zest (chopped fine) ¼ teaspoon allspice ¼ teaspoon caraway seeds ½ teaspoon cumin ¼ teaspoon mace ¼ teaspoon cloves ½ teaspoon nutmeg 1 cup vegetable broth 1 teaspoon harissa paste (plus more in a small bowl at the table as condiment) Salt and pepper to taste 6 large eggs ½ cup chopped parsley (in a small bowl at the table for garnish) ¼ cup toasted pine nuts (in a small bowl at the table for garnish) 6 lemon wedges (in a small bowl at the table for garnish)

Ingredients:

Process

Combine eggplant, bell peppers, tomatoes, onion and garlic in a 3 ½ quart tagine or Dutch oven. Add olive oil and the next 14 ingredients (saffron through nutmeg) stirring gently to combine. Pour in broth and gently stir to combine.

Place tagine in a cold oven and then set heat for 300 degrees. Allow to cook, uncovered. Open the oven to gently stir two times during this slow cook process.

After 2½ hours, remove from oven and stir in harissa. Season with salt and pepper to taste. Form shallow wells among vegetables in the tagine. Break 1 egg into each well. Season with salt, if desired, and return to oven to bake uncovered for 12 minutes (or until egg whites are set).

To serve, bring the dish (be careful, it’s very hot) to the table allowing friends/ family to spoon what they want onto their plates, and then to garnish as desired with parsley, pine nuts, lemon and additional (if they dare) piquant harissa.

2022 Spring Sports Senior Spotlight

As Carpinteria’s Class of 2022 prepares to don their caps and gowns to celebrate the end of their high school careers, we take a look back at this year’s senior student athletes who lived out the school motto of “Warrior Spirit Never Dies” during their time on the field, on the track or in the pool.

This week, we highlight the seniors from the 20212022 sports seasons.

Boys Water Polo

The Warriors boys water polo team finished a season for the record books, clinching the 2021 first-ever CIF Southern Section title and finishing second in the region after in the regional finals.

The team was led by a core group of seniors: Coby Gonzalez, Ian Thomas, Gavin Lohuis, Augie Sheaffer, Mateo Handall, Ben Persoon, Reyn Clayton, Seb McCurry and Zach Isaac.

Handall and Isaac were also named on the All-CIF First Team while Lohuis and Clayton earned second and third team honors, respectively.

Baseball

Carpinteria baseball included three seniors on the squad this year: Gibby Castillo, Hunter Garcia and Zach Mata.

Coach Pat Cooney said all three have a deep family connection. Mata and his family have a long history with Carpinteria athletics, while Garcia is the youngest of three siblings who played for the Warriors. Castillo is the youngest brother in a family that has persevered under very challenging circumstances.

Softball

Multi-sport athlete Madi Mora contributed for the Warriors in water polo,

volleyball and softball throughout her career at Carpinteria, and the standout senior earned a scholarship to continue playing softball at Mid-America Christian University next year.

Coach Dakotah Wilcox described her as the hard-working leader every coach wants on the team. “Having her as a freshman on varsity up to her senior year has been an incredible experience,” Wilcox said. “The amount of growth, as a player and a young woman, that has

occurred throughout that time is something her parents and peers should be proud of.”

More than 100 Carpinteria kids and coaches participated in the Mavericks’ Dribble Drive on Saturday, pouring onto Carpinteria’s streets with endless energy.

The group from Carpinteria Mavericks Athletics met at Carpinteria High School before running down Linden Avenue, basketballs in hand, showing off their talents to curious onlookers. Kids shot free throws for two hours, according to Mavericks Founder Ryan Reed; the annual event raises money for the kids to play basketball in Carpinteria.

From donations, the club raised over $10,000, according to Reed.

“Traffic was stopped as these student athletes bounced, jogged and dribbled down Linden and Carpinteria avenues before spending two hours shooting free throws to raise money for the Mavericks non-profit program,” Reed said.

The squad was led by a big group of seniors, who all played under Caughey since freshman year. The seniors on this year’s team were Gavin Lohuis, Seb McCurry, Joaquin Gonzalez, Diesel Slade, Rigo Perez, River Taff, Zach Isaac and Ty Wilson.

Coach Caughey described Lohuis, the team’s Most Valuable Player, as the “floor captain” and “second coach” on the court. “He made sure everyone was in their right place and let our attackers know the type of set they were going to get,” Caughey said. Lohuis was consis-

tently the team’s leading player in assists all season long.

Gonzalez and Slade both earned Best Offensive Players awards. “They were both excellent defensive players as well and both would often get a doubledouble in a match,” Caughey said.

Isaac was named as the teams “Best Multi-Skill Player” for his ability to play every position on the court well. The team’s libero, Seb McCurry, earned Best Defensive Player honors for his teamleading season with digs. “He consistently dug more balls than anyone else on our team, and he did it match after match all season long,” Caugey said.

“And when he was on, Sebastian could have some long serving runs earning lots of points at the serving line for us.”

Caughey expressed his gratitude for getting to coach the senior-heavy squad in his last year in charge: “Having 8 seasoned seniors on your team doesn’t happen very often, but when it does, it almost always means you’re going to have a great year. And I was in the right place at the right time to have this wonderful team.”

Track and Field

Latham chose to highlight four outgoing seniors this year: Mateo Handall, Kate Cooney, Juan Trejo and Natalia Perez.

Handall “exemplifies what an athlete can accomplish at Carpinteria High School,” Latham said, as a star both on land and in the water. Following a championship season in water polo, Handall made the transition to track and was league champion this year in the 400 meters and the Warriors only competitor in the CIF Finals. “I will always remember the passion and fire that Mateo brought to the track,” Latham said. “It was a joy to watch him race.”

year. “A leader among the jumpers, she was among the first to arrive at the track and one of the last to leave,” Latham said.

“Natalia always had a smile on her face and fire in her heart.”

Stone, the program’s top player, was a three-time Citrus Coast League First Team selection and three-time Singles MVP. “He was basically giving our team an automatic three points each time he stepped on the court,” Bryant said.

“That kind of productivity will be hard to replicate.”

Stone will be greatly missed and will continue playing at Division 3 George Fox University next year.

Juarez was a three-year starter who was the Citrus Coast League Doubles Runner Up with Ian Thomas last season along with earning First Team All League. “Zaiden was very consistent and a very stabilizing influence in matches,” Bryant said. “He always

showed great sportsmanship and class on the courts whether in practice or in the matches. I do have to add (and possibly embarrass him) that he is a true gentleman, very polite, fine manners, always complimentary and is a great representative of Carpinteria.”

Thomas, the team’s captain, teamed up with Juarez for doubles play this year, and was described as “that player you read about – always first to practice and always stayed late and was the last to leave.”

He will be attending Division 3 Cal Lutheran University next season, though he hasn’t decided whether he will continue playing tennis.

Coaches say senior standout Kate Cooney is the “epitome of Warrior Spirit.”

Cooney is the “epitome of Warrior Spirit,” Latham said. “She has a can-do attitude that is infectious.” Although she suffered an injury that held her back this season, she was voted team captain and was named this year’s “Most Inspirational athlete.”

Trejo “came into his own his senior year,” Latham said, becoming the team’s leading discus thrower and “wise old sage” among the throwers. A student of the event, Juan would spend time on weekends and the off-season perfecting his technique, and doubled his personal record from 54’ 3” his sophomore year to 108’ 8” senior year.

Perez, a multi-sport athlete, had a comeback season after missing her junior

Boys Tennis

This year’s tennis squad found success under Coach Charles Bryant, with four seniors leading the boys to another Citrus Coast League championship before a tough first round loss in the playoffs: Ben Persoon, Austin Stone, Zaiden Juarez and Ian Thomas.

Persoon seemed like he was “always calm and always in control,” Bryant said, and a great team player who started his career playing wherever was needed.

Senior Zaiden Juarez was three-year starter and Citrus Coast League Doubles Runner Up.

Next stop, prosperity: the county’s first trains

Trains pass through Carpinteria so frequently that it’s easy to forget how revolutionary the railroad once seemed and how much effort it took to bring it here.

In the 1860s and 1870s, civic leaders believed that the future of Santa Barbara County depended on rail transportation.

Carpinteria historian Jayne Craven Caldwell quotes a newspaper from 1877: the Carpinteria Valley “is one of the most desirable spots in California and would soon overflow with people if we had a railroad to bring them here to see it.”

Some Santa Barbara physicians believed that hordes of tourists would be drawn by the curative effects of a near-perfect climate. Dr. Mateo H. Biggs, who owned Rancho El Rincon in Carpinteria, envisioned Santa Barbara as “the favorite resort of invalids.”

In April 1887, Southern Pacific Railroad crews reached La Conchita (then called Punta Gorda) and Rincon Point.

The Santa Barbara Independent reported that 1,100 laborers, three-quarters of them Chinese, were engaged in “the irksome task of moving mountains.”

On the steep Rincon bluffs, the workers had to carve out a ledge with dynamite and pickaxes. The railroad paid them a dollar for an 11-hour workday, deducting 40 cents for board. They lived in 250 tents on the beach, a sight that reminded the reporter of a Civil War encampment a quarter century earlier. The tent city had eight kitchens, four cobblers, two saloons and a variety store. The Independent reported that the store charged $1.25 for 40-cent overalls. The workers were in no position to shop around.

The tracks soon reached Carpinteria, and the first train arrived on July 1.

According to news reports, half of the Carpinteria Valley came to meet it (school let out early). The train got there at 1:25 p.m., half an hour after leaving Ventura, with one intermediate stop at Seacliff. The Independent judged Carpinteria’s first train “one of the most interesting events that has ever occurred” in the county, and the San Francisco Call likened a ride over the new seaside rails to an ocean voyage without the seasickness.

Around seven weeks later, on Aug. 20, the first train headed to Santa Barbara. When it stopped in Carpinteria, local women garlanded the engine with flowers, and a brass band played and then climbed aboard for the rest of the ride. Colonel Russell Heath and other Carpinteria residents awaited the train in Santa Barbara. It got there at 3:55 p.m. to cheers, more tunes from the Carpinte-

As the train was approaching State Street, it struck Will Dover, who was resting near the tracks, possibly inebriated. Dover ended up losing his right hand, and he sued the Southern Pacific, unsuccessfully.

Santa Barbara’s first train arrival thus also marked its first train accident and its first train lawsuit.

With the coming of the railroad, declared Los Angeles Times cofounder Eliza A. Otis, Santa Barbara would never be the same. “No more the Spanish don or señor shall sit dreaming beneath their vine and fig-tree ... or the patient donkey bear his burden through quiet streets,” she wrote.

subdivision of ranches, the sale of corner lots and real-estate business in general.”

Even in 1887, real estate was king.

In unhurried Carpinteria, the railroad introduced a new pastime. Every Sunday afternoon, people assembled at the Southern Pacific depot. A train from Santa Barbara arrived at about 2 p.m., and the locals clambered aboard, greeted the passengers, and looked around. The train departed. A short time later, a train

from Ventura arrived, and the residents repeated the process. For the people of Carpinteria, writes Jayne Craven Caldwell, “it took the novelty of the trains a long time to wear off.”

Community meeting scheduled on proposed groundwater fee, June 14

The public is invited to learn more and provide input before the Carpinteria Groundwater Sustainability Agency Board of Directors on the agency’s proposed groundwater fee. The in-person community meeting will be held at 5:30 p.m. Tuesday, June 14, at Lion’s Park, 6197 Casitas Pass Road.

The Carpinteria Groundwater Basin is designated as a “high priority basin” by the California Department of Water Resources under the Sustainable Groundwater Management Act of 2014. To ensure long-term sustainable use through monitoring, planning, and oversight of the Carpinteria Groundwater Basin, the Carpinteria Groundwater Sustainability Agency was formed in 2020. The agency is required to develop a Groundwater Sustainability Plan (GSP) by 2024 and begin implementation of the GSP thereafter.

The agency has stated that it is currently operating on loans and cannot continue without establishing a revenue source to support ongoing GSA operations and administration. A rate study is underway to help develop a fair and equitable cost recovery fee for properties that sit atop the basin.

Covid-19 shut down Carpinteria High School midway through your sophomore year, and you spent the rest of the year and most of your junior year at home on your computer in remote classes. You studied alone. You weren’t allowed to socialize, play sports, attend games, perform in the band or school plays, participate in clubs or enjoy school dances. You worried about your health and the health of your family and friends. Some of you were affected by loss of loved ones or suffered economic uncertainty due to the pandemic.
