93013 Fund pivots focus to childcare

In the turbulent times of mid-March when a pandemic threatened not just public health but froze the economy, Carpinteria Sunset Rotary set up the 93013 Fund. It was a fundraising mechanism guaranteeing that all funds would be expended locally for the benefit of those in need in the Carpinteria community and under the guidance of a local advisory committee. Since then, the fund has provided over 40,000 meals and spent over $40,000 assisting students, seniors and nonprofits. In all, the fund has collected over $140,000 from more than 200 individual donors, including $20,000 in seed money from CARP Growers, the local cannabis farmers group.

Early on it was clear that food insecurity was the big issue as companies shuttered and people lost jobs. School closures also deprived children who rely on the cafeteria for food, even as the school district continued its lunch program. The fund set up a Weekend Food Box program serving over 400 portions of produce and staples to households weekly and a Senior Meals Program, delivering 300 prepared meals to seniors each Sunday.

Since the early days of Covid-19, when 93013 Fund was able to act quickly, other programs have come on board to address food insecurity. Area Agency on Aging will fund Senior Meals on Sundays through October in a grant administered by Carpinteria Children’s Project.

“We need to support the places that provide safe places for kids, because their parents need to get back to work,” Brand said. “In some cases, parents have to choose between working to make ends meet or sending their children to Boys & Girls Club or Girls Inc. They

shouldn’t have to choose.”

93013 Fund has already donated funds to Girls Inc., Boys and Girls Club, Carpinteria Children’s Project and Carpinteria Arts Center, among other nonprofits, but the renewed push is to bridge the gap in a way that allows working parents to reestablish financial stability. New funding is targeted to go towards scholarships; nonprofits will receive tuition from the fund to offer

services to children of working parents.

Particularly with Covid-19 cases again spreading, the child-serving nonprofits must take extra precautions.

Safety measures come with restrictions on the number of children permitted onsite along with the expense of providing PPE to staff and other materials that facilitate alternative programming.

Local beaches stay open despite Ventura and LA county closures

Santa Barbara County beaches will remain open through the Fourth of July weekend. Ventura and Los Angeles counties have closed their beaches citing concerns of holiday crowds increasing the risk of Covid-19 transmission. Both counties have closed all beaches, piers, access points and bike paths, July 3-6.

In a statement, the county’s Public Health Department advised beach goers from separate households to maintain at least six feet of physical distance from one another and to wash or sanitize their hands thoroughly and often.

96 new cases of Covid-19 in one-day surge

Santa Barbara County reported 96 new cases of Covid-19 on June 29, bringing the total confirmed case count to 2,896, with 29 deaths and 2,292 individuals fully recovered.

The South County communities of Montecito, Summerland and Carpinteria had five new cases on June 29, bringing the total of confirmed cases to 51.

No new data for June 30 or July 1 was available at time of press. On June 29, Santa Barbara County Public Health Department announced that they were transitioning data platforms related to Covid-19 and would resume case reports at some time on July 1.

County orders bars to close

Santa Barbara County Health Officer Dr. Henning Ansorg issued a health officer order mandating the closure of local bars effective July 1, at the recommendation of the California Department of Public Health. If not renewed, the order will continue in effect through July 26.

Breweries can remain open if they are offering sit-down, dine-in meals and following current Public Health guidelines. Alcohol may only be sold in the same transaction as a meal. Breweries that do not provide sit-down meals, but wish to operate under this order must obtain an Emergency Food Permit.

Wineries and tasting rooms may remain open at this time, under additional guidance.

“We have made the decision to close bars to be in compliance with state guidance, especially since our case count continues to rise day by day,” said Ansorg. “This action, particularly in anticipation of the holiday weekend, is a proactive measure to curb the spread of Covid-19 locally. We have to keep each other safe during this time. Changing our habits by making physical distancing and wearing a face covering part of our daily routines will save lives.”

This health officer order to close bars followed research findings that physical movement of people within bars, the duration of time spent in the establishment, and the degree of social mixing within individuals and groups are all greater in these settings.

State orders hospitality sector to close indoor operations over three-day weekend

On July 1, the California Public Health department ordered 19 counties—including Santa Barbara and Ventura—to close indoor operations of all restaurants, wineries and tasting rooms, movie theaters, family entertainment centers, zoos and museums and cardrooms. Bars were ordered to close all operations.

As of press time, neither Santa Barbara County nor the city of Carpinteria had released a statement on the specific guidelines they’d be implementing to adhere to the state order.

Plastic ban resumes

California Governor Gavin Newsom’s executive order that temporarily suspended certain requirements of the plastic bag ban has now expired. Carpinteria retailers, including local grocery stores, must now provide a reusable grocery bag or recycled paper bag to a customer at a charge of at least 10 cents. For now, grocery stores may still refuse reusable bags provided by customers but can no longer provide single use plastic bags. 551.

CUSD School Board moves on student demands

The Carpinteria Unified School District Board met on Tuesday, June 23, and after Superintendent Diana Rigby’s announcements, numerous students, teachers and community members addressed the board with concerns over the legacy of racism still lingering in symbols and academics across CUSD. Rigby again congratulated the Carpinteria High School community on its successful graduation ceremony, then updated the board on the amended state budget which preserves K-12 funding. (The state of California had proposed 10 percent cuts to K-12 funding in the face of Covid-19 impacts.)

State Assembly Bill 77 offers several deferrals, which will help districts with cash flow problems. Also in AB77 is a recommendation of a hybrid model for schooling in the coming academic year, with a combination of on-campus and at-home/online learning.

The Santa Barbara County Department of Education and the Public Health Department will issue a draft reopening plan at a July 28 meeting, and more information is available on the Public Health website.

Students create systematic change

The schoolboard adopted resolution 20-870 “Equality for All” acknowledging student demands for racial and social justice from the previous meeting. Superintendent Rigby focused on two core values of creating a respectful community and cultural improvement. Developed after other school districts with similar resolutions in other parts of the county, CUSD is “committed to self-reflection,” Rigby stated, and to focusing

on economic and social inequalities.

“Tonight’s dialogue is just a beginning,” Rigby said, “of realizing what we have started as a resolution (and) how we can put it into practice.” To that end, Rigby noted that her leadership staff are reading “Opening Doors,” a book on developing “cultural proficiency,” by Dr. Trudy Arriaga, former superintendent of the Ventura School District, professor at Cal Lutheran University and educational consultant. “Teaching Tolerance” is another program that principals will be using with staff at each school site.

Rigby mentioned possibly expanding Dual Language Immersion to Aliso School as part of the district’s efforts to increase cultural awareness and integration in Carpinteria. She also announced a restorative justice program, under which students would no longer be expelled but receive counselling.

Middle school students would no longer be suspended under the new plan, but parents would be required to attend school with their children if they get into trouble that would have previously had them receiving suspension. Additionally, Rigby said the district will consider including ethnic studies courses at the secondary level.

Many of the student leaders from the previous school board meeting were again in attendance, and Laura Flores spoke first, saying “I want to make it clear that as a student I am not personally blaming the district for being racist—this is a longstanding problem. I have had many wonderful opportunities with our district that I am extremely grateful for.” Advocating for a more “comprehensive learning environment,” particularly the inclusion of ethnic studies courses, Flores said, “benefits all students.” She concluded by saying

Children’s Project seeks volunteers to drive meals to seniors

Carpinteria Children’s Project (CCP) will continue a program to feed seniors and homebound residents in Carpinteria through October, however, volunteer drivers are needed to ensure the program’s success.

Every Sunday from July 12 through October 30, owners and employees of local restaurants will prepare food, while community volunteers package meals for delivery. “The key missing element is additional drivers to get these nutritious and delicious meals to Carpinteria’s senior and homebound community members,” said Teresa Alvarez of CCP. The new senior food program continues the “Sunday Suppers” initiative started by the 93013 Fund in March. Under new funding pursued by CCP from the Area Agency on Aging, the program will continue under CCP’s management. “Many thanks to all of the wonderful volunteers from the 93013 Fund who helped get this program off the ground and to all of the local restaurants who have provided meals and will continue to participate,” said Alvarez.

CHS Principal Cornejo asked the school board to identify the curriculum and graduation requirements, as well as how other departments would support the implementation of ethnic studies at the high school. Rigby responded that several districts, including Ventura and Long Beach, have ethnic studies as part of their curricula.

Board member Rogelio Delgado said that it was “good to hear the demonstrations (caused) the meeting we’re having tonight,” but he wanted to know why it had taken this long to have the conversation. “(But),” he added, “we are on the right step (for) educational reforms.”

Community weighs in

Marybeth Carty, Craig Cook, Rebecca Northam and Kenya Rodriguez of Girls Inc., each spoke in support of the student-led initiatives towards social justice. Cook, a professor of ethnic studies at Santa Barbara City College with a seventh grader and two twins entering kindergarten in CUSD expressed the need to “actively combat racism,” and make “permanent structural change in our school system.”

Northam brought up the debate over the Warrior Indian head at CHS that a previous school board—in what she described as dubious political maneuvering—elected to preserve in March of 2009. Citing the violent language and threats from community members who wanted to preserve the head on one side, and the peaceful opposition on the other, she said “stereotypes… are racist” and that the removal of the statue is the “brave” thing to do and is “long overdue.”

schedule; they do not have to drive every Sunday but are encouraged to if able.

Volunteer drivers must be available to pick up meals from their assigned Carpinteria restaurant between 3:30 and 4 p.m. and deliver to the addresses provided to them that day.

Although drivers must be 18 or over, youth who want to serve their community are welcome to join an adult to deliver the meals or help bag meals. CCP will sign community service logs.

All volunteer drivers, including those already volunteering under the 93013 Fund, must complete three simple requirements: proof of insurance and driver’s license, a 45-minute online training course, and a completed Livescan. Livescan is a background check that requires the volunteer to complete and submit a form for processing. CCP will pay the fee for Livescan.

St. Joseph Church postpones festival

St. Joseph Church has postponed this year’s annual St. Joseph Church Festival due to the ongoing coronavirus pandemic. This will be the festival’s 87th year.

The Carpinteria annual summer event has drawn thousands each July, attracting residents of Carpinteria, Summerland and other communities. But this year’s event, originally set for July 10–12, will be held in September. According to Pastor, Msgr.

Martini, “We will be following appropriate safety protocols in September for simple events that will bring hope to our community.”

While the festival—which is the church’s main fundraiser—has been postponed, a fundraising raffle will still be held. A $2,500 grand raffle drawing will be held in September. Two other cash prizes will also be awarded. Raffle tickets can be picked up at the church office for a donation of $2 each.

VIEWPOINT Protecting indigenous migrants

LÓPEZ, EXECUTIVE DIRECTOR, MIXTECO/INDIGENA COMMUNITY ORGANIZING PROJECT On June 18, the Supreme Court rejected Trump’s attack against Dreamers and upheld the Deferred Action for Childhood Arrivals, or DACA, which protects from deportation 700,000 individuals who were brought to the US as children.

The Mixteco/Indígena Community Organizing Project (MICOP) applauds the 5-4 SCOTUS ruling. As indigenous peoples, we do not believe in man-made borders, as our people have migrated freely for thousands of years. We will continue our work of protecting and advocating for full human rights for indigenous migrants living in the United States. DACA is only the first step towards truly protecting our families who have always been essential.

Young adults are the next generation and will continue to build the social fabric of our community—economically, politically and culturally. Dreamers belong here, the future of our children is in their hands. What we need is a reformed immigration system that provides permanent protection for all undocumented individuals.

MICOP was born in 2001 when community activists recognized the large and growing number of indigenous residents that were being underrepresented and underserved in Ventura County.

MICOP’s mission became to support, organize and empower the indigenous community in Ventura County and, in 2016, Santa Barbara County, with the start of outreach programs geared towards the indigenous community of North County and the Central Coast.

Primarily employed as row crop workers in the berry industry, indigenous immigrants earn amongst the lowest wage in the state on a seasonal basis.

According to the 2008 Indigenous Farmworkers Study, an estimated 160,000 farmworkers in the state of California are indigenous—20,000 indigenous migrants in Ventura and 27,000 in Santa Barbara County. MICOP estimates that 80 percent of the agricultural workforce in the state is indigenous people from Mexico. Ventura and Santa Barbara counties have a significant population of indigenous people from the Mixteco, Zapoteco, Purepecha, Otomi, Triqui, Maya, Nahuatl and Huave nations.

Mixtecos are the largest group.

Over the last 19 years, MICOP expanded from its grassroots origins and is widely recognized as the preeminent organization addressing the unique needs of indigenous immigrants living in Ventura and Santa Barbara counties.

MICOP offers a full spectrum of programs that can be broadly categorized into outreach and education, community organizing, policy and advocacy. Today, MICOP serves over 12,000 individuals

MICOP served as one of the 12 organizations selected by the California Department of Social Services to support with their Disaster Relief Assistance for Immigrant Program. We are providing day-to-day Covid-19 related information through our community based radio station, Radio Indígena, and have developed dozens of PSAs, videos and FB live events in Spanish and the indigenous languages of Mixteco, Zapoteco, Purepecha and Triqui. MICOP also continues to support the 805UndocuFund that is providing one-time financial support to the undocumented community during the pandemic crisis.

Additionally, MICOP continues its works to organize indigenous farmworkers to create just and better working conditions, advocate for policy change in the immigration system for a long term solution to undocumented people such as comprehensive immigration reform and for language access for indigenous people, which is even more crucial now during the pandemic crisis.

Lastly, MICOP is concerned about the increase of positive Covid-19 cases in the farmworker community during the past two weeks. Covid-19 has exposed the systematic racism, the disparities, and the exclusion of basic access to services such as food, housing and the health of our community, and we ask the community to join us in advocating for much needed and immediate change.

Local chambers of commerce merge

Facing a new economic climate for local businesses brought on by the Covid-19 pandemic, Carpinteria Valley Chamber of Commerce has announced that it will merge with the Goleta and Santa Barbara chambers of commerce on July 1 to form the new Santa Barbara South Coast Chamber of Commerce.

Carpinteria’s 300 chamber members will become members of the new chamber which is expected to have 1,100 members after the merger. The merger will afford Carpinteria members “a plethora of new benefits including increased visibility with enhanced publications, new website, member promotions and advertising, along with a wide-range of business development resources,” said Carpinteria Chamber CEO Joyce Donaldson.

Carpinteria events including the State of the City, Community Awards Gala, Legislative Breakfasts, Friends & Family Travel Program, First Friday Meet Me in Carpinteria Lunches and the Culinary Crawl will continue to be held. A Carpinteria Business Advocacy Council will also be established with founding members from the Carpinteria Chamber’s board of directors.

The new organization was formed by the unanimous support of the business and civic leaders from all three boards of directors in Santa Barbara, Carpinteria and Goleta. “Recognizing that the business community already has connections throughout the three cities, the united group best represents business and community needs across government boundaries,” said Donaldson. “The unique and distinct qualities of each community’s culture, events and neighborhoods will be honored and cherished while a new focus on countywide and regional issues can be addressed.”

“As our current business climate continues to evolve, we tried to forecast our members’ future needs and give Carpinteria a stronger voice in the South County,” said Curtis Lopez, chairman of Carpinteria’s board of directors.

take this merger lightly, but I and my fellow board members believe this is our future.”

Kristen Miller, who has served as president and CEO of the Goleta Chamber of Commerce for the last 18 years, will lead the organization as the chief executive officer.

“Creating a unified voice for business on the South Coast is both the culmination of a long process and at the same time a natural next step in a rapidly changing world. Business and community, work-life balance and sustainable workforce practices are all coming together and making us a more unified community. While some areas of our lives are becoming more isolated, we are coming together,” said Miller.

Donaldson will serve as the organization’s chief operating officer and Carpinteria liaison, overseeing operations and Carpinteria-centric initiatives. With 17 years of professional chamber leadership experience, Donaldson has served as president and CEO for the Carpinteria Valley Chamber since 2015.

The organization is working to pivot priorities to serve members in new ways during the current Covid-19 pandemic given that events are not allowed at this time.

Why I march

When I started marching in the Fourth of July parade as a kid, I did so because I wanted to be embedded in a community I loved. I continue to march annually to stay connected, not only to my beloved little town but also to the idea of what it means to be an American. My participation reminds me that not all the things we sing, fight, love, march and protest about have arrived for everyone.

Through a small platform, I’ve tried to focus on issues we don’t always like to acknowledge let alone talk about. For me, it’s a way to be seen and listened to: my brown skin synonymous with a symbol of liberty, maybe some irony comes across.

The abolition of American slavery was a catalyst for the Statue of Liberty’s conception, yet in the time it took to make her, interests shifted; the priority was to unify America again and her symbolism took on a broader meaning when she arrived. Right now, our movement is having a moment, one that hopefully will not allow our message to be misconstrued, and one that hopefully changes cyclical oppression into linear progress.

I hope that those with the choice (privilege) to disengage will choose to stay dedicated to the internal and external restructuring that’s long overdue.

I’m so proud of everyone challenging themselves into action, especially the students and younger people leading the protests. This has been a deeply painful time for many of us in the midst of another deadly pandemic, Covid-19.

The irony of having to stay in your home and celebrating freedom is not lost on me. While freedom may be Juneteenth for me and the Fourth for you, those are only the starting points in our modern liberation. The marathon continues and I’m marching right there with you.

A symbol of oppression

For too long, we have had to pass by a poorly rendered image of a Native American in a war bonnet outside Carpinteria High School. There has been considerable debate over the fact that it is inappropriate—as well as being regionally inaccurate. It is little more than a symbol of cultural appropriation.

It sends a message to all that, with impunity, you can steal what you conquer, including identity.

And yet our global survival depends on working together. In an astounding moment of nationwide cultural awareness, public opinion has deemed it essential to tear down monuments that glorify a despotic past, a past that has denied the voices of the tortured and murdered while valorizing those who wielded ultimate power to do as they pleased. How long will Carpinteria stay on the wrong side of history?

We certainly do not lack the imagination necessary to create symbols that are inclusive and empowering to all, but do we lack the will? Some may claim the figure raises awareness of the “heroic Indian,” yet, in 2020, Native American cultures are still severely marginalized nationwide by majority governments.

Carpinteria still stinks

Reading the recent “Viewpoint” letter

by Tristan Strauss president of CARP Growers (CVN, Vol. 26, No. 40), would lead one to surmise that he has been spending much too much time in the cannabis greenhouse, and not much time driving around Carpinteria. His statement that “an honest assessment of our (cannabis) industry (in Carpinteria) stands up to all scrutiny” and that, in his words, “intermittent odor issues linger,” seems to mimic our president when he says to the American people that the coronavirus pandemic is “under control and will be going away soon”—when in both cases the statements are widely recognized as false.

It seems that in the current “epidemic of dishonesty” in public discourse, those who have a forum will say whatever suits their issue or purpose, regardless of facts. What is fact is that in any chosen 24-hour period, day or night, somewhere in Carpinteria or adjacent county areas, that “skunky odor” is noticeable and prevalent—whether it’s on Foothill Road, Via Real or adjacent residential areas.

Most Carpinterians recognize the economic contribution of the cannabis industry, and are not opposed outright.

However, this resident and so many others do demand that responsible growers invest the necessary capital to contain that “skunky odor” in the greenhouses, and not pollute the enviable standard of living in Carpinteria. They can accomplish the mitigation of an outright public nuisance they’ve created but refuse to spend what’s necessary to properly contain the problem. Tristan Strauss says in his article, “We value transparency.”

Perhaps he and CARP Growers could provide more transparency on solving this problem, and less mendacity, to the benefit of Carpinteria as a whole.

Stand against helicopter permits

They fly high, they fly low. They fly near. They fly far. When they fly near and low, they are loud. Neighbors complain. They rattle windows and fray nerves.

On July 7, the County Board of Supervisors will decide whether to overturn the County Planning Commission’s denial of Pat Nesbitt’s request for the right to land personal-use helicopters on his private estate near Summerland.

If granted, Pandora’s Helicopter Box of permits opens to many area property owners who would like the same entitlements, even though the airport is an easy 20-minute drive away. If granted, the South Coast becomes a Los Angeles helicopter commuter community.

If you dislike helicopters flying over your home, or landing on a neighbor’s property and do not want our community turned into a helicopter commuter’s paradise, then immediately send e-mails to the Board of Supervisors, County of Santa Barbara at sbcob@countyofsb.org.

Address the emails with Re: Nesbitt / Carpinteria Farms Helistop Appeal Case No. 19CUP-00000-00004.

Urge the following: Deny Nesbitt’s appeal; Amend codes to ban all similar uses from Carpinteria through Goleta; And work with the Santa Barbara Airport Authority and elected officials in Washington to require all copter traffic between LA and Santa Barbara to travel two miles offshore, or over the mountains, from the Ventura County line to Santa Barbara Airport.

This is exactly the same type of routing request that communities near airports have successfully made to reduce noise impacts from airport take-offs and landings.

Requiring masks, going too far?

Governor Newsom has mandated that face masks be required for all of California via the California Department of Public Health. Although there is public support, there is a lot of resistance to the mandate. People resent being told what to do and many are skeptical about the science because of conflicting messages by health officials and doctors. What about people getting sick from wearing masks over long periods of time?

There are other questions: Was Newsom’s mandate political? Was it done to inflict fear, maintain control or react to conservative Orange County that recently gave the public the choice to wear face masks? Furthermore, who will enforce the order and do we really want to criminalize Americans over face masks?

The Tulare Police Department says it will opt for education and encouragement of the order, rather than outright enforcement. Instead they will focus on crimes and criminals. Other police departments agree.

Californians, does this mandate make sense? Does one size fit all? (Rural v. cities?) Why are we allowing Newsom to control our lives so much? It is time to stand up for our rights.

Delwiche honored with Faculty Excellence Award

Carpinteria-local and Laguna Blanca kindergarten teacher, Mieke Delwiche, has received the school’s 2020 Faculty Excellence Award. Since 2009, Delwiche has ushered in scores of youngsters to Laguna while opening their hearts and minds to a love of learning, stated the school.

“Through a range of activities that spark wonder, she encourages her students to explore, inquire, and imagine,” said Delwiche’s colleague Mrs. Vance.

First Grade Instructor Elyse Vanetti agreed, stating, “Mieke’s students enter my classroom with a strong foundation in reading, writing, and mathematical skills.

They are already reading, which is not the norm for beginning first graders.” The reading skills students learn in Delwiche’s class foster independence and confidence in other subjects, preparing them to read directions and gather information on various subjects more independently.

The success of Delwiche’s students speaks to her many creative and engaging teaching styles. She is known on campus as the “master of differentiation,” making lessons accessible for all. Gifted in identifying what each student needs in a lesson, she creates activities tailored to those individual needs. According to her colleagues, it’s not unusual to walk into her classroom and find six differentiated centers where students are working interactively on concepts with the support they need to stretch their learning.

Delwiche takes a community-minded approach. She has helped to build programs with her colleagues—from Read Every Day! and Swooper Citizens, a character education curriculum for Grades K & 1, to the STEM unit integrating Newton’s Laws of Motion using the Magna Wall.

Mieke Delwiche taught kindergarten at Canalino Elementary School before taking her current role at Laguna Blanca.

When the school shifted to online learning in March, Delwiche quickly became the go-to person for many as she continued to eagerly share and implement technology tips and tutorials that eased the minds of staff members and families as they moved to successful online learning.

As an expert blogger and vlogger, Delwiche keeps parents well-informed with exactly what’s happening in the classroom. Parents can regularly see their kindergartener in action with her

Native to Carpinteria, Delwiche pursued a bilingual teaching credential at the University of San Diego before returning home and teaching for five years in a bilingual classroom at Canalino Elementary School. During that time, she earned her Master’s in Education from Cal Lutheran University with an emphasis in teaching reading.

Mieke and her husband, John, have four children, and she has served as the

beloved kindergarten teacher for her three youngest children.

The Laguna Blanca School Faculty Excellence Award recognizes recipients— nominated by their peers—for their demonstrated excellence in teaching and their dedication to the school and its students. A recent article in Architectural Digest named Carpinteria’s Eye of the Day Garden Center and Porch two of the West Coast’s favorite gardening shops for designers. Celebrated Santa Barbara garden and landscape designer and author Margie Grace explained her picks by stating that Eye of the Day had “an exquisite selection of pots, fountains and decorative objects,” and that Porch had “a unique blend of nature-inspired modern furnishings.” Inspired, CVN set out to visit both garden décor shops to learn more about what makes these two local venues among the go-to choices for the area’s top designers and what non-designers can learn from the pros.

Carpinteria’s Eye of the Day has the largest inventory of fine European garden design décor in the US. “We get a lot of orders from designers, they’re our biggest clients,” said Suzi Freitas, co-owner of Eye of the Day. Walking through the covered patio showroom with Freitas, you’re transported to a place frozen in time, filled with relics of history and beauty. Among their oversized planters are Italian, French, Anduze, Spanish and Greek terracotta pottery. Pottery imported from Spain (pictured at right) brings a pop of color and rustic charm. Wish it was a fountain? Eye of the Day will transform any planter into a fountain for their customers.

“Dewdrop”

Treloar earns Lions Life Membership

Doug Treloar recently received an International Association of Lions Clubs Life Membership award from Lions Club President Robert Shroll, who noted that Life Membership is given in recognition of outstanding service as a Lion and held by fewer than three percent of Lions Club members worldwide. Treloar was honored for his efforts in the construction of the community building at Lions Park, for spearheading the Lions vision screening program at the local schools and for chairing the Constitution and By-Laws Committee for the club, which keeps their local club in line with the International Association’s constitution and by-laws. A 40-year member of the Carpinteria Lions Club, Treloar is proud to be the grandson of a chartering member when the Carpinteria club was formed in 1927.

“Dewdrop” by Katie O’Neill is a perfect introduction to comic books for early readers. It is time for the annual sports fair at the pond. Mia the turtle is training for the pebble throwing contest, Newman the newt is writing a song for the big event, and three minnows are preparing food for the participants.

Dewdrop the axolotl plans on cheering everyone as the event’s official cheerleader.

While everyone prepares for the fair, Dewdrop’s friends start to doubt themselves. Mia doesn’t think she’s as strong as the other competitors, Newman is worried his song won’t live up to his expectations and the minnows are afraid their food won’t satisfy everyone.

Dewdrop comes to everyone’s rescue by reminding them to believe in themselves and to not give up.

Dewdrop is a simple, positive book with beautiful illustrations that would be appreciated by young children and their guardians alike. The end of the book provides the reader information on how to better help creatures living in ponds and rivers as well as facts on the animals featured in the book. It is available on Hoopla with your library card.

Rotary tops the field

Carpinteria Morning Rotary Club was named Best Overall Rotary Club of the 71 clubs in District 5240 (an area that covers Thousand Oaks to Cambria and Bakersfield to the Gold Coast). President Kim Fly announced that District Governor Savi Bhim recognized the club for its work from July 2019 to June 2020. Recognized as a Peacebuilder Gold Club, Carpinteria Morning Rotary was one of only four to earn the distinction out of 71 evaluated. The club also received Best Medium Sized Club recognition in all eight areas of service: Club Service, International Service, Youth Service, Membership, Rotary Foundation, Vocational Service, Branding and Community Service. Additionally, Morning Rotary received the District’s Platinum Club Award, and the title of Best Overall Club in the entire District 5240 for 2019-2020. Fly said, “Congratulations! We all worked diligently in the areas we are most passionate!

“Seabird”

In a time of Shelter in Place, a time of excess screen and scream time, how revitalizing it is to rediscover a book that predates color television, cell phones, personal computers and Disneyland. In 1948, Holling Clancy Holling and Mrs. Holling lived at our own Rincon Point and “built” the book “Seabird.”

In tribute to my father on Father’s Day 2020, our family revisited this book which tells of the shaping of a model bird, the protagonist Ezra Brown and the shaping of his life and mine. I wish I had the command of a ship as Ezra did

and the command of language, draftsmanship, painting and research that Mr. and Mrs. Holling had. They did not just write and illustrate books: in “Paddle to the Sea” they show how to build a canoe, in “Tree in the Trail” they give detailed plans of how to shape a tree into an oxen yoke and in so doing tell the tale of the Santa Fe Trail. Holling Clancy Holling has a formula. Right page full color painting worthy of framing. Left page enchanting story telling reminiscent of Emily Dickenson’s words—“There is no frigate like a book to take us lands away.”

“Seabird” is a history of water and aircraft from dugout canoe to raft to whale ship, clippers, steamships, nuclear power, jet and propeller aircraft. One painting shows a profile of Ezra from cabin boy through the stages to become a grandfather—from the vigor of youth to the rigors of age.

Wisdom and hands on skills are taught and illustrated without preaching. The book provides a map to maturity and a compass to creativity—a children’s book for everyone.

Santa Barbara author Donna Good Higbee is a regular about town in Carpinteria with her friends on shopping trips, visits to Toro Canyon Nursery and to her late best friend’s place near Bailard Avenue. Good Higbee is also a children’s author, and her book “Paula Pelican—Life on the Lagoon” teaches children about kindness, helpfulness and working with others to get a desired end accomplished.

City implements parking restrictions for holiday

Over the Fourth of July holiday weekend, the city of Carpinteria will reinstate emergency parking restrictions to discourage large gatherings and slow the transmission of the coronavirus. These include two-hour parking limits and parking closures, as well as the temporary resident parking permit program near city beaches. The State Beach will also close its day use parking area.

These measures are a response to steeply rising numbers of Covid-19 cases in Santa Barbara County and throughout the state of California. Some coastal counties have closed beaches entirely for the holiday weekend, and there is concern that local beaches will experience additional pressure as a result, stated a city of Carpinteria representative. The Santa Barbara County Health Officer has decided not to close county beaches at this time.

Over the holiday weekend, the city will be enforcing a two-hour parking time limit on specific streets from Friday, July 3 to Sunday, July 5 between 9 a.m. and 6 p.m. These limits will apply to streets within the Beach Neighborhood and portions of the Concha Loma neighborhood. Residents of these neighborhoods will be provided with parking permits that must be displayed to avoid enforcement of two-hour limits.

Additionally, the city will once again create “no parking” areas on some portions of downtown streets that are heavily used for beach access. These include portions of Linden Avenue, Fifth Street, Palm Avenue, Walnut Avenue and Sixth Street. Parking lots will be closed at the ends of Linden, Elm, Holly and Ash avenues.

This year marked Coastal View News’ 25th year of publishing—a milestone we reached thanks to the support of the community. St. Joseph’s Church, Part II

Santiago Campos, known to Spanish-speaking Carpinterians as “Chago” and to the English-speaking community as “Jim”—yes, this is my grandfather and namesake—came to Carpinteria in 1928, settling initially in Old Town. The family rented a house from the Manriquez family near Pear Street along the Coast Highway (Carpinteria Avenue).

Campos was looking to build the family home when he purchased a plot of land on W. 9th Street in the cul-de-sac nicknamed “Hollywood” in 1934. He needed lumber to build on it, and he was in luck.

The Catholic Church was in the process of relocating from its abandoned church, La Iglesia San Jose on Upson Road, to a new church on 7th Street. Campos paid $50 for the right to tear down the church and claim the lumber.

Borrowing a large hay wagon pulled by two horses from his neighbor, Eugene McCafferty (Father of John McCafferty, author of “Aliso School ‘for the Mexican children’”), Campos gathered a work crew—his sons Luis, David and Sal (Chava), plus neighbors Rodolfo Jimenez, and Lolo and Pablo Marquez.

Sal, an eight-year-old at the time, remembers his dad wanting to roll a cigarette, so he handed him the reins of the horses on the way to Upson Road. The horses had a mind of their own, however, and did not heed Sal’s prodding, much to the youngster’s chagrin.

Santiago’s crew tore down La Iglesia San Jose, carefully gathering up the lumber, arched Gothic windows and bell. When asked about the bell, Sal, now 93 years old, shot back, “The bell wasn’t in the contract!” How Sal recalled this detail—remember, he was eight years old at the time—is anybody’s guess.

The bell was a special memory to Sal, but not in the way parishioners of La Iglesia San Jose had celebrated it. When lowered to the ground, it contained a honeycomb. Enterprising bees had converted it into a hive, and they swarmed around it. The honeycomb was removed and packed into an empty large box, a square, five-gallon tin for lard. Sal, his family, and the neighbors, scooped out honeycomb chunks by hand and ate to their heart’s delight.

The end result of this story is that in 1934, Santiago Campos constructed the family home on W. 9th Street, and the Catholic congregation built St. Joseph’s Church on 7th Street, incorporating the

In June of 1934, after the Church was built, St. Joseph’s was assigned its first parish priest, Monsignor Jose Gutierrez. He was succeeded by Father David Ramirez, the following year. The congenial Ramirez was remembered fondly for youth group activities like card game socials. According to author Jayne Craven Caldwell in “Carpinteria As It Was,” both of these priests had fled to California from Mexico. The Mexican “Cristero War” (1927 – 29), a conflict between church and state, was raging at the time and many priests were executed, as a result. “The Power and the Glory” (1940), an award-winning novel

by British author Graham Greene, gives a riveting account of this conflict, and its ramifications.

Sheriff’s Office releases “use of force” and arrest data

The Santa Barbara County Sheriff’s Office, which contracts with the city of Carpinteria to provide law enforcement to the area, has released recent arrest and use of force statistics for its patrol and custody operations branches.

Over the last three years, the data supports a lessening in Level 3 use of force by Sheriff’s Office deputies. A woman called to report that her husband had violated his temporary domestic violence restraining order by sending her non-threatening messages multiple times via telephone and social media. The woman was unaware of the man’s whereabouts but believed he was possibly residing in Statesboro, Georgia. The incident was documented per the woman’s request and the reporting deputy advised her to contact Statesboro Police Department for further assistance.

A man was stopped for front-tinted windows and an open container was observed in the vehicle. The vehicle was searched for additional containers of alcohol and pursuant to the passenger’s probation terms. The driver was found with meth folded into a dollar bill in his wallet and he was cited for possession and miscellaneous vehicle code violations. No action was taken on the passenger’s warrants due to Covid-19.

A man was contacted outside a motel after he reported he could hear people in the next room “talking” and knocking on his door. The man stated he believed the people in the next door were plotting against him; however, he could not provide deputies with specific details to support his belief. He initially provided deputies with a false name and a record’s check of his real name revealed he had an outstanding felony warrant for his arrest. The man was arrested, transported and booked into Santa Barbara County Jail.

Additionally, Kaylee Huston, Ana Delgado and Dariana Lancet—all current or former CHS students—shared their educational experiences and support for the current student demands.

Delgado said that students should be asked to think about “who you are in comparison to others in the room. If we want to change the way the world is structured we have to start with our curriculum.” Lancet said, “Not once in a formal classroom setting, did I learn about Chumash.” She continued, “The Warrior head monument is not only untruthful in its degrading simplicity and one-dimensionality, it causes harm by perpetuating shameful practices that are long ingrained in our country’s history.”

Assistant Superintendent gives budget update

Maureen Fitzgerald presented a revised CUSD 2020-21 budget based on the new state budget. Many unknowns remain for the year ahead with expenditures exceeding revenues $29,962,463 to $29,782,231. A 3.26 percent reserve is being maintained and that “is about as low as we can go,” Fitzgerald said.

Going through the budget line-by-line, Fitzgerald explained a number of cost-saving moves, including cancelling school bus service since social distancing cannot be maintained. She warned that state revenues won’t be known until fall, and that additional cuts can occur in August or September.

Student enrollment in CUSD elementary schools has dropped by about 20 students annually over the past five years. A transitional kindergarten class slated for Aliso School will be folded into Canalino as a result of too few students enrolled. The social studies position at the high school is being retained, but hiring an additional DLI instructor has been cancelled.

The “elephant in the room”

Sarah Rochlitzer, a CHS teacher, mother of CUSD students and teachers’ union representative, told the board that she is in “solidarity with students and community members” in regard to incorporating ethnic studies at the high school. She wanted to know, however, “where is the CUSD school-reopening task force including stakeholders (students, teachers and parents)?” Rochlitzer said a diverse group was needed to “help form decisions, not respond to them.” She also pointed out that a digital survey submitted to parents about school reopening potentially left out many in the community due to computer/internet access and language proficiency.

Rochlitzer then brought up the “elephant in the room.” She asked, “What do we do with young students when they are not in school? This is going to be a huge issue for working parents… how can I go back to work fulltime if my kids are not in school fulltime?” Concerned that “we are severely behind the curve,” she stated “…we need a school reopening committee that has a diverse representation of all stake holders.”

The last speaker of the meeting was 2013 CHS graduate Vanessa Vega, who also said the Warrior Indian head must go. “(It is) important that we as a community—with two main groups, white and Latinx, go out of our way and become uncomfortable… acknowledge that there’s a huge lack of intersectionality.”

Board member Sally Green moved to adjourn the meeting and thanked the speakers, saying “I do believe the conversation will be continuing, and things are in place to make many changes.”

THE LAY OF THE LAND MIKE WONDOLOWSKI Last weekend I finally got around to watching the award-winning 2011 movie “The Help.” The story is about an author writing a book from the perspective of African American maids working for white families in Jackson, Mississippi in 1963.

Clearly there are many troubling aspects of the racially segregated South during the Civil Rights Movement. But one thing in the movie that caught my attention was how at the end of each day, a stream of domestic workers—maids and gardeners—left the affluent white neighborhoods on public buses to return to their small dingy homes in a far less desirable part of town. Then early the next morning, these workers would make their commute back to work the same way.

As I reflect on that situation and its causes, what comes to mind is what I see here in Carpinteria today: a steady stream of workers in agricultural operations walking and bicycling to work on roads without sidewalks and so narrow that a car can’t pass a bike without crossing the center line. These are not small side streets, but major arteries like Foothill Road and Santa Monica Road.

I find it interesting that the Seaside Shuttle and all other MTD buses (when their service is not suspended due to Covid-19) run a route around Carpinteria that excludes Foothill Road, and nearly any other road with agricultural operations. I imagine there were good reasons for the decision to avoid these buses being used by commuting agricultural workers, but that still doesn’t help someone walking up Santa Monica Road before dawn, with no sidewalk, to get to work.

According to the 2019 Carpinteria Valley Economic Profile, two of the largest employment sectors in the Carpinteria Valley are agriculture and hotels/food services. It is important to note that these same two sectors are near the bottom of the list for average salary.

This means we have a large number of low-income workers. It is not a coincidence that Carpinteria is the only city in Santa Barbara County where over half of its housing stock (53 percent) is apartments and mobile homes. (The next closest is Goleta at 46 percent.) One

There are a multitude of reasons that our town in some ways remains segregated even today—some historical, some macroeconomic, some political, some related to local finances, and some for… I don’t know what reason. thing California history has shown is that the financial gap between renters and owners only gets wider over time.

The correlation between income and education level is well documented, as is the difference in education level across race and ethnicity. So, it is no surprise that a disproportionate number of our lower-income workers today are Latinx, and a disproportionate number of our higher income workers are white.

How do our lower-income workers afford to live here? Over time, we have made planning decisions with the goal of providing various types of housing that is within reach for lower-income families. Non-profit organizations have made huge accomplishments toward this goal to deal with urgent housing issues. One example is Peoples’ Self-Help Housing which has played a key role in multiple such projects including Dahlia Court, Casas de las Flores and Chapel Court. All these projects have been critical to address current needs. But why are there such needs in the first place?

Chapel Court is a particularly interesting project. It is affordable housing specifically for farmworkers. A $1.5 million renovation of that property in 2012 was funded by grants from the California Department of Housing and Community Development and the US Department of Agriculture. Think about that: public tax money was used to create adequate housing for low-wage farmworkers because we, as a society, do not pay them enough to afford market-rate housing. Our solution is to continue paying them a wage they cannot live on, but to subsidize housing for them.

Carpinteria has a segregated past, the most well-known example being that Mexican-American children were sent to Aliso School from the 1920s until 1947.

We choose who lives in what area by choosing to pay our lowest-paid workers at levels that prevent them from affording housing, and then we supply subsidized housing for them where we choose to put it.

Why are there several local Mexican markets in addition to the large chain supermarkets and drug stores? Why are there other retail and service shops that cater primarily to only one part of our community? I enjoy shopping at some of these markets to get things not available elsewhere, but I do feel somewhat out of place. I wonder if others have a similar experience at our large supermarkets.

What land use decisions are we making each day that incrementally continue parts of our segregated history (and present)? How can we recognize these decisions and work toward a uni-

fied community while maintaining the unique parts of our different cultures and backgrounds?

There are no easy answers. But any answers can only come after asking questions.
