Covid-19 surge depletes ICU availability

On Jan. 10, Santa Barbara County reported a record high in new Covid-19 cases, 779 in one day and 0% ICU availability. Two days later, on Jan. 12, new cases were reportedly lower, 470, however, the Public Health Department reported eight new deaths on the day, including one in the South County communities of Carpinteria, Summerland and Montecito. Of the Jan. 12 deaths, seven individuals were over 70 and one was between 50-69 years of age; six had underlying medical issues and three deaths were associated with an outbreak at congregate facilities.

There are now 22,237 positive cases of Covid-19 in Santa Barbara County, including 207 deaths. Of the positive cases reported, 786 are from the South County communities, which includes Carpinteria. In the city of Santa Barbara there have been 3,740 cases.

Countywide, 1,015 infections have been among health care workers.

There are currently , cases that are still classified as infectious countywide, including 183 in the South County communities of Montecito, Summerland and Carpinteria. The Santa Barbara County Public Health Department has tested 356,957 people for Covid-19 thus far. For more information, visit publichealthsbc.org.

On an. , arpinteria nified School District updated its ovid Dashboard on cusd.net with its cumulative (since Oct. 13) known positive cases of Covid-19. The report does not differentiate between active and recovered status.

According to the report, since Oct. 13, four students at Aliso Elementary School and 10 students at Canalino/Carpinteria Family School have reported Covid-19 infections.

Among the remote programs for Carpinteria Middle and High schools, there have been two and five cases, respectively. mong staff, there have been four reported cases at analino arpinteria Family, one case in the middle school remote program, six in the high school remote program and one case in the district office.

There have been no reported cases at Summerland School, in the remote preschool program, in the special education office, the high school kitchen, the transportation and maintenance department, the grounds crew or the Measure office.

On Jan. 11, a mobile Covid-19 testing unit was made available to support the expansion of testing throughout Santa Barbara County. The mobile testing unit will be located at CenCal Health in Santa Barbara (4050 Calle Real) from 9:30 a.m. to 7 p.m. The test site is open from 7 a.m. to 7 p.m. Monday to Friday for a minimum of two (2) weeks and available to all community members. Hospice presents Katy Butler in “Illuminate Speaker Series”

Sandpiper Mobile Home Village land ownership changes hands in $20 million sale

Last summer, Bob Franco’s curiosity was sparked by a land surveyor at the Sandpiper Mobile Home Village, where he resides. Franco and a small group of Sandpiper homeowners, including Kathy Mattes, president of the Sandpiper Chapter of the Golden State Manufactured Homeowners League (GSMOL), began to dig, and soon discovered that the property, which consisted of two parcels, was in escrow with a mystery buyer.

The news was contentious for the Sandpiper Homeowners Association (SH ) which had not been notified that the property was for sale, despite annual re uests to allow first right of refusal to the homeowners—who had hoped to have the opportunity to explore purchasing the land in a nonprofit structure.

On Dec. 16, escrow closed on the two parcels. Andrew Bailard sold 3950 Via Real for $11,890,000 and Patrick Wilson sold 1315 Cravens Lane for $8,000,000, as reported in the Jan. 5 edition of the Santa Barbara News-Press. Both sales were to PCP Sandpiper LP, the new owner of the 37-acre property known as Sandpiper Mobile Home Village and the land that lies beneath its 280 homes.

PCP Sandpiper LP was formed on Nov. , by the parent company Pacific Coastal Partners (PCP), a San Francisco based firm that owns numerous (some 20) mobile home parks in California and beyond, including two parks in Santa Barbara.

PCP’s Flamingo Mobile Home Park of Santa Barbara was recently embroiled in scandal with the PCP’s management company, STAR Management, according to the Santa Barbara Independent’s Dec. 16 reporting in the article, “Flamingo Mobile Home Park Fends Off Predatory Owner.” Unhappy with management actions to convert the senior park into an all-age park, residents called on Santa Barbara City Council to enact a 45-day stay of action until a public hearing could be held on Jan. 26.

Most mobile home park residents own their homes but pay rent for the land that they sit on which puts them in the precarious position of being both homeowner and tenant. Relationships between homeowners and management are not always smooth. Despite keeping up the grounds and public spaces at Sandpiper, the current management company, Continental, who leases the land from the landowners, has had issues with homeowners in the last few years. After a year and a half of negotiations with Continental, some residents, who had been removed from rent stabilization rates, were able to receive a rent reduction. And thanks to GSMOL, a non profit membership organization that works at the state level on behalf of all mobile homeowners in California, state law now protects rent stabilized rates and rent stabilization laws for homeowners.

In Carpinteria, there are city and statewide protections in place for mobile home residents. Sandpiper’s land is zoned for mobile homes and rent stabilization ordinances are in place to maintain this sector as affordable housing.

Yet, John Nicoli, President of Carpinteria’s Mobile Home Rent Stabilization Board, on which Bob Franco also sits, expressed concern about possible impacts on rent control in Carpinteria due to increases in items on a typical operating budget. New management companies can appeal to the city to allow rent increases if they can show the need through documented expenses and records of profit and loss.

At right, Sandpiper Homeowners Association President Arna Crittenden is concerned that the new ownership will change the way the mobile home park is managed. enacted on Jan. 1 of this year, ensures that homeowners are compensated if a mobile home park closes and they are unable to relocate along with eliminating a loophole that allowed park owners to get around local rent control measures. Previously, it was up to local governments to mitigate the damage. This bill provides a state guarantee of protection. If a home cannot be relocated (and few can due to damage to the home and the unavailability of a location to move to), then the park owner must buy out the homeowner at a fair market price as established by an independent appraiser. Additionally, this bill provides that a local government cannot approve a request from a park owner to convert a park if it negatively affects affordable housing in their jurisdiction.

Park owners are also now required to give 60-days of notice as well.

“Less than 25% of Sandpiper residents are members of GSMOL, but more should be encouraged to join after this latest development,” said Mattes.

GSMOL dues are $25 annually.

A new investment also comes with an increased annual property tax that can be passed through to residents, many of whom are seniors on a fi ed income, low-income workers and families on tight budgets.

Sandpiper Homeowners Association President Arna Crittenden is not resting easy “I’m ready to fight for my home, I’m extremely disappointed that Carpinteria will have two former Bailard properties that will be used for mass building, provided they are able to change our zoning. It’s now easier to change zoning, our rights have now been minimized to fight changes. This is actually my worst fear, that they change the zoning, making

this property more valuable for development.”

Franco is more cautious in his worries: “What concerns me the most is the fact that Sandpiper has had local ownership since its inception. Now we have new owners whose principal objective is profit. I don’t know how this will affect us but, I think we will soon find out.”

Carpinteria City Manager Dave Durflinger saw no reason for alarm and said large property sales were not uncommon in Carpinteria. He said until the city hears otherwise, the sale was “status uo.” That being said, Durflinger noted that the new owners, preferably in tandem with homeowners, could appeal to the city and the Rent Stabilization Board if any rental changes were being considered.

Things will remain the same until the lease runs out or we may negotiate a transition. We will wait and be passive until then—it’s a beautiful asset. “We think it’s a beautiful park in a beautiful location and we’re excited to own the land underneath the ground lease,” said Hill, adding “We don’t have that many rights. Sandpiper is still operated by Continental until 2025. At this time, we can only operate under the status quo with four

and a half years remaining on the lease.”

The duo admitted that they’d like to own the lease and may negotiate a transition. They had no comment about a potential property tax pass through which, considering the $20 million sale price, could be significant to homeowners.

“A raise in property taxes based upon reassessment of the property when it changes hands can be passed through to residents but pass-throughs are governed by rent stabilization ordinances (RSO). Carpinteria has a pretty good RSO. The question is: will the city of Carpinteria defend its RSO if (STAR Management) tries to put the pressure on?” asked Anne Anderson, GSMOL Regional Chapter president.

Hill stated there were “No plans to challenge rent control or anything” but they do plan on maintaining the park, reiterating that all control remains with Continental for the time being, who has a long history of managing the park.

“We’re dedicated to owning and operating mobile home and RV parks for the long term. Our business plan is dedicated to affordable housing and a long term investment for us,” Hill said.

Anne Anderson, Chapter President of SMO offered the following statement “I think folks (at Sandpiper) are in better shape than the people at Flamingo. PCP/ STAR Management wants to convert Flamingo to all-age. (Sandpiper is) already all-age. PCP/STAR Management wants to stop the Flamingo residents from restoring vacancy control to their rent stabilization ordinance. Sandpiper already has it. In fact, Carpinteria has the best RSO in Santa Barbara County. You do have one thing in common—a good relationship with your city government.”

Ernest “Ernie” J. Sanchez 2/1936 – 1/3/2021

Ernest “Ernie” J. Sanchez, 84, of Carpinteria, passed away on Jan. 3, 2021 in Santa Barbara.

Ernie was born in February 1936 at St. Francis Hospital in Santa Barbara to Albert and Jennie Sanchez of Carpinteria.

Ernie was raised in Carpinteria along with his sisters Gloria (Fisher) and Dolly (Montalvo) where he attended elementary school through high school. He played football for Carpinteria High School and earned the nickname “Moose” for his large physique and hard-hitting talent on the field. This led him on to play ball at San Bernardino City College and garnered him an offer to try out for the then Baltimore olts. rnie declined the offer and decided instead to enlist in the US Marine Corp in 1956, in which he proudly served until 1958. He then served in the reserves until 1962, when he was honorably discharged.

In 1961, Ernie met and married Sally Mendoza, the love of his life. After living in Santa Barbara, they eventually settled in Carpinteria with their three children John, Paul and Suzanne. With his strong work ethic, Ernie excelled and worked his way to G-12 status at Pt. Mugu Naval Air Station as an equipment management specialist. Ernie was a Marine through and through, but also a proud civil servant to the naval base for 28 years. His dedication to his work and country was immeasurable as was his love of his family.

Family gatherings, watching and coaching his children’s sports, family travel and camping trips were among his favorite things. Ernie was a second father to many children. He greatly enjoyed working with youth and coaching, as well as helping to establish the CYAA in Carpinteria. Eventually, he and Sally could be found front and center at their grandchildren’s events, even if there were two or three in one day. Ernie and Sally were both also very involved parishioners

of St. Joseph Catholic Church. For many years, they could be seen working in the taco or prize booth at the Annual St. Joseph’s Festival.

After retiring, Ernie and Sally traveled in their trailer. Their adventures took them to destinations near and far. When they weren’t traveling, Ernie would help out in the offices of his sons’ businesses, as well as spending time and helping with his great grandchildren (and granddogs). He always found time to keep in shape and could be seen walking or biking around Carpinteria with that familiar big smile. You would often see him visiting with friends or family he came across during his walks and rides, many times to talk cars and racing. His love of racing would occasionally take him and Sally to the Bonneville Salt Flats to enjoy a couple of days of racing.

Ernie also took great pride in being a flag bearer for the Marine Corps Auxiliary at the Carpinteria Cemetery Memorial Day Services for many years and always stayed to speak with young and old veterans, their families and the scouts that were in attendance. He made it a point to seek out any young military personnel in attendance to thank them for their service.

With all his energy and love of life, Ernie will be remembered as a man who loved his family, his country and was a true gentleman.

Ernie is proceeded by and now reunited with his parents Albert and Jennie Sanchez and great-granddaughter Harley Jade Millhollin. He is survived by his wife of almost 60 years, Sally Sanchez and their children, John (Polly), Paul (Michelle), Suzie (Keith) Millhollin; grandchildren Andrew (Lizette), Ivan, Kyle, Anthony (Brett), Daniel “Mo”, Monique, Alix (Ryan), Briana and David; great-grandchildren Zoey, Sienna, Luciana and Nico; siblings Gloria (John), Dolly (Willie), and his large extended family including many loving cousins, nieces and nephews.

The family would like to thank the caregivers and staff at illa lamar along with Central Coast Hospice and Doctor Bourne for the excellent and loving care they gave to Ernie and the family. We would also like to thank Dr. Robert Byers for his many years of excellent care. Many thanks to the Friendship Center of Montecito and to EasyLift for their kindness and help over the years. Due to Covid, a private service will be held. In lieu of flowers, donations may be made to the Friendship Center, Easy Lift or the Alzheimer’s Association. In the words of Sally, “We lived a story book life together...it was wonderful.”

Ronnie Robledo 7/8/1950 – 12/12/2020

Our Lady of Guadalupe came for our beloved Ronnie on Dec. 12, 2020, at his home in Lompoc, California, where he was under hospice care as a result of terminal cancer. He often spoke of being called on that feast day, and his request was granted. His prayers and devotion to his Catholic faith provided him with daily spiritual comfort throughout his lifetime.

Ronald “Ronnie” Robledo was born on July 8, 1950 in Santa Barbara, California and grew up in Highgrove, California. He attended Highgrove Elementary School, University Heights Junior High and North High School, all in Riverside, California. In high school, he made history by being the first male song leader for the North High Huskies. Upon graduation from high school, he enrolled in Riverside City College where he received his A.A. degree. He then transferred to the University of California, Santa Barbara where he received a Bilingual/Bicultural ertificate in ducation. While attending UCSB, Ronnie was active in the Chicano Social Movement of the sixties and seventies and led a United Farmworkers March with Cesar Chavez in Goleta, California.

Ronnie enjoyed being around people and followed a life of service by helping others. After college, he assisted at daycare centers both in Carpinteria and Goleta. For many years, he was employed at DM in Santa Barbara as a driving examiner. Subsequently, he was an administrative assistant for Express Furniture in entura, alifornia. He then was a baker at Panaderia Don Ysidro in Santa Barbara, and later was employed at the Sansum linic and S, both in Carpinteria, California.

As a people person, Ronnie loved to laugh and touched many lives with his warm, caring and out-going personality.

He was a kind and generous person who made friends easily and would give you his last dollar if he thought you needed it. His counseling and advice were pep-

pered with the words, “Give it to God” and “It is better to give than receive.”

Mr. R., as he was affectionately called by some members of his family, welcomed everyone into his home where he loved to entertain and listen to music, especially “Amor Eterno” by Rocio Durcal. He was an excellent cook, specializing in traditional Me ican cuisine and fiery salsas.

His style of refried beans was influenced by his maternal grandmother, Carmen “Mama Carmen” Nieves of Carpinteria.

Among his family and friends, his chile verde and chile japones were popular and nobody left his home hungry. At his Lompoc retirement community, Ronnie shared his dishes and baked goods with his grateful neighbors. He would say that he followed in his paternal grandfather’s footsteps, Ysidro Robledo, who began his baking career in his hometown of San Miguel el Alto, Jalisco, Mexico, and retired from the Martinez Bakery in Colton, California.

Along with enjoying cooking and baking, Ronnie was an avid animal lover, who would exercise and relax by walking his dogs alongside the beach bluffs when he lived in Carpinteria. He always had a variety of pets in his home, with his treasured cats Tita and Tito being his last, and considered them like his children. He was inspired by St. Francis of Assisi’s philosophy of being kind to all living things.

Ronnie will be dearly missed by his family and friends who will remember him with love and fondness. He is survived by his brother Gilbert Robledo (Mary Ellen) of Carpinteria; his twin sister Rosanna Rodriguez of Carpinteria, California; Bobby Avila (Lucy) of Florida; Esther Alvarado of Santa Barbara, California; Joey Reveles (Maria) of Hawaii; Carmen Pena ( uan) of Moreno alley, alifornia and numerous nieces and nephews. Ronnie was preceded in death by his parents Asuncion Robledo of Colton, California and Esther Sanchez of Carpinteria, California; brothers Mario Robledo of Goleta, alifornia and eto vila of arpinteria, California.

His family would like to thank Medical for the services he received during his hospice care, especially by Ana, along with his neighbor, Debbie Hohenstein.

Ronnie, our cherished brother, uncle, nephew, cousin, and friend will be laid to rest at Carpinteria Cemetery. A Celebration of Life commemorative event will be announced at a later date due to current Covid-19 restrictions.

I noted in the Jan. 7 edition of CVN (Vol. 26, No. 16) that in the “Man on the Street” column a responder “wondered”: whether our democracy will survive after this attempt by the GOP to overthrow the election. The responder and other like-minded thinkers should be aware that the GOP’s election actions have been an acceptable and legal part of our free democracy.

An overthrow of our democracy was not attempted by the Republicans, but actually is being executed by the Democrats with their stated objectives that include State-owned public services like healthcare and strategies like income distribution. Most importantly, history has taught us that these socialistic actions usually lead to communism. Europe has many examples of this that we can learn from. If the future of the United States looks like that, would it make the responder happy?

Let’s loo at the whole picture

Sanderson Smith’s letter in the Jan. 7 issue of CVN (Vol. 26, No. 16) wishing Joe Biden well is welcome yet the differences cited between Democrats and Republicans show very selective reasoning. “Take from the rich and give to the poor,” is overstated and omits the broader interests of most Democrats—fairness, equal rights, climate change, the environment and infrastructure.

On the other side, claiming that Republicans “offer many opportunities for people to better themselves” is also selective in overlooking the denial of the certified election, ta breaks for the wealthy and support for a dishonest narcissistic president.

Furthermore, helping those in need definitely provides opportunities for bettering oneself. And finally, there’s the ethical failure of choosing party over country and supporting claims of election fraud with zero evidence or facts.

Many opportunities for betterment?

How about better models and examples of good citizenship and oaths taken to support the Constitution?

After the horrifying and despicable acts of violence against our democracy today, prompted by Donald Trump and his congressional enablers, I am thoroughly disgusted. During the past four years, our democracy has been stretched to the limit by a president who has shown no regard for the rule of law, ethics, morals, leadership and the Constitution. For this, history will judge him as the worst president yet of the United States.

I don’t blame the people who voted for him in 2016 for this. I believe they were looking for a change and saw him as a way to bring a new perspective to the office. I was willing to give him the benefit of the doubt. With his ever growing lies, deceit, denial and attacks on immigrants, dissenters, peaceful protesters, science, our environment, etc. the benefit of the doubt uickly faded. He has shown little to no leadership in protecting and guiding this country through the extreme economic and public health hardships of the Covid-19 crisis. He has handed out pardons like party treats to his law obstructing defenders, corrupt congressman and convicted war criminal murderers. His attacks on our voting rights and its system have been the most troubling of all.

In Trump’s mind, if you don’t win you lie, cheat and claim the game was rigged.

He is the ultimate sore loser. I am convinced that if we did not have a free press, a Democratic House of Representatives willing to make checks and balances on presidential power, an apolitical judicial and law enforcement system and a free and fair election, the course of our democracy under Trump could have a taken a dark and different path. The events of today forever seal Trump’s pitiful legacy in American history and one that can’t be repeated.

During this challenging year, the CUSD Board of Trustees has worked to provide digital tools and internet connectivity to all students, support the transition to online learning, provide food services for students even when they are not in school, direct resources to students most in need, and support administration, teachers and staff in reopening the elementary schools. Every year, the Martin Luther King, Jr. Committee of Santa Barbara holds a celebration over the January holiday weekend. California’s Safe Schools for All Plan

On Dec. 30, Governor Newsom proposed his phased-in approach to provide in-person instruction for elementary students by early spring. The plan is based on eight principles: funding, safety and mitigation, testing, PPE, contact tracing,

vaccinations, oversight and assistance, and transparency and accountability. In order to become law, Safe Schools for All must be approved by the state legislature, which has delayed its initial convening from Jan. 4 to Jan. 11. Our elementary schools are already open in a hybrid model based on a waiver. Secondary schools were not included in the proposed plan.

Vaccination update

California’s Covid-19 plan prioritizes vaccines for equitable distribution, and it’s expected that most Californians will be vaccinated by summer 2021. Individuals have been prioritized in Phase 1a, Phase 1b tier one, Phase 1b tier two and Phase 1c. Educators have been assigned in Phase 1b tier one. Surveillance cameras at CMS, CHS

Surveillance cameras have been installed at both CMS and CHS. The system is currently waiting for components to be installed that will link the systems from Bay Alarm to each site. Once the system is fully operational, access will be given to those authorized to view camera footage.

Cameras are expected to be operational by the third week of January. The cameras are located in areas that have experienced previous vandalism and damage as well as areas that give maximum viewing of long distances. The cameras are all high definition with infrared illumination built in for night vision. It can store footage up to 30 days and can be extended if downloaded.

Measure U

Several portable classrooms and a restroom were removed at Canalino during winter break. Following the removal, Canalino now only has two portable classrooms remaining—the library and the computer lab. Modernization for the CHS gym began July 1 and is now 75% complete. It is anticipated to be completed by the end of February 2021. Plans for the new administration building have been submitted to DSA. Natural History Notes

Pups in Carpinteria typically are born in late January through April, with the greatest numbers being in February and March. In the past, births have been observed as early as December and as late as June. Pups born in early January tend to have a lower survival rate. Harbor seal pups that reside further up the coastline normally are born later in the year; for example, in British Columbia, newborns are common in July.

Covid-19 has limited the number of docents at the overlook, so Sealwatch is not counting visitors this year. However, Sealwatchers filling some shifts note at least as many if not more people at the overlook. Sealwatch asks visitors to help protect the seals by continuing to be uiet and avoid sudden movements at the bluff’s edge.

It is with tremendous gratitude that I write my last column and leave “It Takes a Village” and the Carpinteria Children’s Project (CCP) in the generous and capable hands of Interim Executive Director Teresa Alvarez and CCP’s Board of Directors.

Next week, I will take the next step in my professional journey and become an independent consultant in our county. To be honest, it hasn’t quite sunk in. When I started at CCP seven and half years ago, back when we were a department of the school district, I immediately felt the warmth of this community where high hopes for children and families and care for neighbors run deep. And I saw that arpinterians can really get stuff done.

With support from the city, school district, colleagues in other nonprofits and generous donors, the fine staff at P has accomplished so much: we became a nonprofit that works closely with SD in anuary began serving SD preschoolers with special needs; evolved the Thrive Carpinteria Partner Network of early childhood education and social service providers; hosted a community gathering after the mudslides of January 2018; took a leadership role in providing food to those in need (now a drivethrough during Covid-19); worked with the public health department and Cottage Health Systems to pilot a program to support families at risk because of childhood trauma; and during the Covid-19 pandemic we led community collaborations to provide food, support for older adults and on-line activities for families.

Above all, we’ve shown that we are resilient: CCP and the Carpinteria community as a whole. Successful children, healthy families and strong community are like three legs on a stool; they all need to be strong for the stool to be stable. In ordinary times and crises, the care, fle -

I can’t put into words the difference the opportunity to lead CCP and the embrace of the Carpinteria community have made in my life. You helped me see that, with many helping hands, I can lead an organization to do hard things in service of supporting families in their ongoing journey to raising successful children. You helped me learn that “the only way out is through,” and getting through is easier when you have friends and colleagues shining a flashlight. nd I knew this already, but there’s nothing like the joyful squeals of little kids to brighten my day and remind me about hope and the power of love.

For us as individuals and as a community, I leave you with one last quote as we move into 2021. Glennon Doyle writes, “Just show up. Be brave. Be kind. Rest.

Try again.” We have what it takes to do just that. I’ll miss being involved every day, but I can’t wait to see what CCP and Carpinteria do next!

CITY BEAT Council approves mod fi a on o hourl wor er om ensa on

The Carpinteria City Council unanimously voted to approve a modified compensation schedule for hourly workers at its Jan. 11 meeting, following along with California’s plan for a $15 per hour minimum wage by 2022.

These jobs include part-time, temporary and seasonal employees who work less than hours per fiscal year, according to the resolution and adjusts compensation to $14 an hour. Positions that will see the pay increase include: clerk and cashier, crossing guard, pool lifeguard, administrative services intern, managing cashier and clerk, assistant swim coach, aqua aerobics instructor, and recreation leader. The wage adjustments are effective an. , .

According to the resolution, the city has hired CPS consulting to complete a compensation study for the adjustments, which is scheduled to be completed by the end of the fiscal year.

Covid-19 cases and vaccines update

Covid-19 cases have been rising all over the state and Santa Barbara County is no exception, Carpinteria City Manager Dave Durflinger said at the council’s an.

11 meeting. “(The Covid-19) rate, which is very high now, is approaching 40 per 100,000 in the county as a whole,” Durflinger said. “(Carpintera is) still being combined in the South County unincorporated area, that’s Montecito down here to Carpinteria,” he said, explaining that this because Carpinteria’s population doesn’t exceed 20,000.

“It’s really skyrocketing.”

Community Emergency Response Team Program Manager, Mimi Audelo, also presented an overview of the vaccine distribution schedule within the county during the council’s Jan. 11 meeting. She said that the county has already begun distributing vaccines; currently, the county is in Phase 1A of the distribution plan, which has three tiers and focuses on healthcare workers.

Tier includes hospital staff, residents in long term care settings and EMS personnel; Tier 2 includes care facilities, home care workers, community health workers and primary, correctional and urgent care clinics; and Tier 3 includes specialty clinics, lab workers, dental staff and pharmacy staff. ll three tiers are being vaccinated concurrently, Audelo said. “(They’re) a little bit ahead, and look-

ing to possibly be completed with Phase 1A by the end of this week, maybe early next week,” she said. “Right now, the (Santa Barbara County) Public Health Department is ramping up distribution.

This week they’re ramping up to 350 to 500 vaccinations a day.”

She added that as the county moves into February, the department is aiming to complete up to 1,000 vaccinations a day.

“The only thing that is holding anyone back at this point is the number of vaccines that are received (by the county).”

After Phase 1A is completed, Audelo said the county will move into Phase 1B, which has two tiers. Tier 1 is composed of persons 75 or older, as well as workers in essential services, food and grocery, education, childcare and emergency services. Tier 2 is composed of persons 65 to 74 with underlying medical conditions, incarcerated individuals, homeless and unhoused individuals, and essential workers, including transportation and logistical workers, industrial residential commercial workers and critical manufacturing workers.

Phase 1C is composed of all persons 65 to 74, persons 16 to 64 with underlying medical conditions, and essential workers in water and wastewater management, defense, energy, chemical and hazardous materials, communications and IT and financial services, government operations and community services.

After Phases 1A, 1B and 1C are complete — projected to be in late spring — the county will enter Phase 2 of the distribution plan, which distributes the vaccine to all other persons aged 16 or older who are not listed in phases 1A, 1B and 1C. Community members can sign up for vaccine appointments at publichealthsbc. org/vaccine once the county begins vaccinating their tier.

It isn’t known right now where Carpinterians will go to receive their vaccines, Audelo said.

“It’s going to be some time, some months before we get everybody vaccinated and benefit from that immunity.

That’s likely to mean that businesses are also not opening for some time (...)

This spike in numbers that we’ve seen, is, health officials tell us, being driven by gatherings over the holidays and other kinds of gatherings and whatnot,” Durflinger said.

“It’s just very important for people to take caution, wear face masks, avoid gatherings. It’s more important than ever.”

The one that got away CVN

IT’S ALL SURFING CHRISTIAN BEAMISH My best friend from childhood sent a photo of his 12-year-old daughter a week ago with a text message: “I wish I’d spent more time with her.” He and his wife split up last year, and it’s not so much the pain of divorce he’s referring to (there were plenty of reasons), but the 15-hour days he spends grinding on his business. I thought of his words as I asked my wife if I could slip away, yet again, last Sunday for a day of big waves at one of the spots up north. Travelling solo as I have for so many surf missions, I feel at once a familiar comfort in solitude mixed with a sense of dislocation being away from my family.

This surfing won’t leave me alone though, and I don’t think it’s necessarily as selfish as it may seem to cut out for a few hours, or even a few days here and there, to ride some waves. I recall won-

It’s a long walk in, and the reef is attended by a fairly tight-knit and protective crew of surfers. Soon after reaching the line-up I heard one of them accosting a guy judged to be an interloper. With an unfortunate slur based on sexual orientation, he was told to “get the f--- out of here.” A half-hearted exchange followed but no physical violence, and the guy seemed to mope his way further inside.

The issue was that the outsider was “back-paddling” the other surfer—that is, positioning himself closer to the breaking peak of the wave to gain the advantage of priority as all surfers know the rule that the first rider up, closest to the curl, gets the wave. But not if you’re not part of the community, not if you’re less experienced and less skillful—then, you wait politely, and you don’t turn the sport of kings into some kind of schoolyard game of tag-you’re-it.

Initially, I felt badly for the guy as a victim of the stereotypical “angry local.”

After all, he was just out for a Sunday of surfing like the rest of us on his nifty big wave board with the black rails and fluorescent green deck. Then, a big set stacked in, and as I swung to paddle into one (having waited, not having maneuvered around anyone) who should I see paddling under me, indeed, “back-paddling” me, but fluoro board boy. I elected to take off in front of him anyway after all, anything can happen, he could slip and fall or miss the wave entirely. But he was a dogged outdoor enthusiast, and sure

enough he made the drop and was soon blasting me with a chorus of “Hey! Hey! Hey!” laying claim to the wave that he clearly believed rightly belonged to him.

I mean, he’d gotten into it behind me, right? Closest to curl!

So, I rode a high line off the back of the wave and relinquished it to him. And it was a beauty: 18-feet of sculpted-green Pacific power bending to the reef and reeling off for hundreds of yards. There were others, and I caught my share of them.

But not quite like that one. OK, so the guy wheedled a great wave from me: It’s not that I don’t understand that surfing is competitive, nor that I don’t employ my own repertoire of surface-warfare tactics to get waves in a crowded line up what gets me about this particular instance is that when I saw the guy on another wave it was obvious that his audacity far surpassed his skill. Perhaps a civilian will read this and think “who the hell do you think you are, anyway? Everyone has a right to the surf.” That’s true broadly speaking, but my fellow lifelong wave riders would agree that this guy—as our tribe commonly refers to people of his ilk—is a kook.

The sting of the incident worsens as I think back on it—the transcendent potential squandered on stink-bug-stance rider.

Indeed, were the wave taken from me by someone of skill and grace on a surfboard (not that a surfer of skill and grace would pull a move like that) I could more easily accept the loss. Because the thing of it is, waves like that are rare, a swell of that size and velocity is rare. I’m sure he hopped in a Sprinter van after the session, quite pleased with himself. These guys seem to be multiplying. Still, big picture, it was a beautiful day of surfing and I returned home to my loving family uninjured.

Also, as I walked back I found not one but two perfect shark egg cases side-by-side in the tidepools—one to show my son and one for my daughter.

Signs of Hope for 2021

This week, thee Carpinteria Arts Center rolled out “Signs of Hope,” a new community art project. “Signs of Hope” aims to give Carpinterians an outlet to share positive messages and their own artwork on personalized yard signs. There are two versions of the yard signs. One is a blank canvas with the words, “My Hopes for 2021,” and the other has an image of the world wearing a mask that can be colored in.

Youth playwrights festival seeks applications

The Ensemble Theatre Company (ETC) in Santa Barbara is now accepting applications for its fourth Annual Young Playwrights’ Festival for writers ages 13 to 19. The program provides young writers with an environment to learn the craft of playwriting over a four-month period.

Participants will develop a 10-minute play that is subsequently produced and staged with professional directors and actors for public audiences. The program will accept up to 20 students from Santa Barbara County and there is no cost to participate.

This year’s festival was funded by a $19,000 grant from the California Arts Council.

Students in the YPF program will receive multiple opportunities to develop their creativity and gain artistic skills. During the first phase of the program, students attend weekly classes focused on playwriting techniques, a brief history of American theater and a forum for discussion and criti ue of their work. By the end of the first phase, students will have a completed draft of their play. In phase two, students receive oneon-one mentoring from a professional playwright to help with the revision process.

Phase three gives students the opportunity to participate in a live casting session with professional actors, to develop a creative collaboration with an experienced theater director, and actors to produce a live-staged reading in front of an audience.

Participants also participate in an on-stage talk-back session with audience members.

“Responsibility to the story is the thing,” says ETC Education Director Brian McDonald. “And the development of storytellers for the future of the American Theater may be one of the most valuable youth educational programs that Ensemble Theatre ompany can offer the Santa Barbara community.”

The program will start with online instruction and organizers hope that by late May, it will be safe to host an in-person presentation on The New Vic stage, ETC’s state-of-the-art venue.

The deadline to apply is Jan. 31. Applications can be found online at etcsb.org/ education/young-playwrights-festival.

Inspired by the collaborative process wartime doctors used to efficiently care for soldiers during battlefield triage, Sansum linic’s first physicians, led

by Dr. Rexwald Brown, formed Santa Barbara Medical Clinic in 1921. Girls Inc. of Carpinteria launches new STEM lab

Girls Inc. of Carpinteria has announced plans to create a dedicated STEM lab on its Foothill Road campus to further enable hands-on learning for girls in science, technology, engineering and mathematics. The creation of the Avantor STEM Lab is funded by a $75,000 grant from the Avantor Foundation, which will also include the funding of a new, fulltime STEM facilitator.

In addition to the grant, Avantor, Inc. donated masks for irls Inc. staff, members and their families.

“Education for girls in science, technology, engineering and math is paramount at an early age,” said Jamie Collins, executive director of Girls Inc. Carpinteria.

“The generous donation from the Avantor Foundation will enable life-changing programs and experiences that have the potential to shape the future of so many young minds. The addition of an onsite stem lab will also enable the Eureka! program to engage teens year-round in STEM, a core component of the program.”

In addition to Avantor’s support, the Aldrin Family Foundation provided an in-kind donation of materials that will be utilized in the new STEM lab, including its “Giant Moon Map,” a 3D lunar model and curriculum to introduce and energize girls about outer space.

Girls Inc.’s approach to STEM enrichment inspires girls through hands-on, interactive workshops and exposes them to leaders in fields of study in which women, particularly women of color, are underrepresented.

“Our Avantor STEM Lab will serve as a safe space for girls to dismantle machines, observe plants and animals, and build robots through female-led, open-ended activities designed to ignite girls’ passions in these fields,” added ollins.

STEM programming will take place daily across all age groups, with a focus on middle and high school students.

Participants in both the daily Teen Center and STEM-based college bound program, Eureka!, will benefit from the space

“Before entering Girls Inc., I never imagined I would be interested in a ST M field career,” said irls Inc. member Briana Rodriguez. “Girls Inc. has shown me that women can be equally as successful as men in any science field, and they have always addressed the need for more women to be involved in STEM. Girls Inc. explores and introduces us to new STEM activities every day, and it has encouraged and inspired me to become a successful biomedical engineer.”

CHS students win top honors in MLK Essay and Poetry Contest

very year the Martin uther ing r. ommittee of Santa Barbara (M SB) honors Martin uther ing r.’s legacy with an essay and poetry contest geared towards inspiring students to engage with the ideas Dr. ing championed during his lifetime. This year, three stu dents from arpinteria High School won top honors for their entries. In the essay contest, amea Boucher took first place and Hannia Hernandez third and in the poetry contest, Miles Souza was awarded third place.

The contest theme this year was in spired by Dr. ing’s uote “The ultimate measure of a man is not where he stands in moments of comfort and convenience, but where he stands at times of challenge and controversy.”

With a growing discussion around the notion of race within the country, it came as no surprise to HS nglish teacher hristine ilbert, who is also an advisory board member of M SB, that this year the contest received more entries than other years, including students from HS and from arpinteria Middle School. The contest has middle school and high school aged competitions. ll three of the winning entries echoed the sentiments of the Black ives Matter (B M) movement.

In Boucher’s first place essay, “How Should One’s Morals Be Defined ” she wrote, “the ultimate measure of a person is their choice to be the domino. It is their choice to stand up and take action against something that isn’t right. It is their choice to be the person that influences others to be the change they wish to see in the world.”

“My main inspiration when writing my essay for the contest was my sister and the current events of our country the B M movement, our current president and the great state of turmoil our society is in,” said Boucher.

Hernandez’ third place essay, “What an Make You a Better Person ” aimed to highlight the idea that racism is still pres ent in modern times, and asked readers to look inwardly to uestion how they could work towards a better future.

“This (M ) uote does not only mean that we have to stand up and e actly speak, but be a person who stands against

It is not to go through the motions and with the current, but it is to truly believe in what you stand form,” wrote Hernandez in her essay.

“If people were to read my essay, I would like for them to see how even a small community that I am a part of, has issues that need to be fi ed. ot only the community but our world as well,” said Hernandez. “I do not believe that change can happen due to one person or is in the hands of one person, but it is in all of our hands and od’s as well.”

Finally, Souza’s third place poem, “Our oices re Heard,” paints the feel ings of those who marched in the B M protest.

In his poem, Souza wrote “To stand up for what is right, to make this place better, to leave it better than we found it, we let our voices be heard We fight on, through the chaos and danger, we fight for what is right, and we let our voices be heard.”

In past years, the winners were invited to read their essays and poems at the r lington Theater. But due to ovid , the awards event will be held as a two hour virtual program on an. at a.m.

How should one’s morals be defined?

How should one’s moral be defined Throughout all of history, how has one actually been defined Many people have different views on who a man’ is or who someone should be based on certain actions during certain circumstances. One idea is that, “The ultimate measure of a person is not where they stand in moments of comfort and convenience, but where they stand in times of challenge and controversy.” Dr. Martin uther ing, r. essentially states that the moral of a man is not based on his actions during a time of ease or convenience, but rather his actions during a time of struggles of hardships. One should not do something because it is conve nient or do able. One should take action to do what is right for themselves, their loved ones, the people and even strangers. man should be measured based on the good of his heart and the steps he takes to create a better future.

I remember a few months ago, my sister and mom were driving through os ngeles. I don’t know where e actly, but as they were approaching a street intersection, my sister saw around five police s uad cars surrounding a single car. The police officers had their weapons drawn and pointed at a young frican merican man. He was alone, out of the car, unarmed and cooperating. The police never put their guns away, though. s soon as my sister saw the scene, she had my mom pull over and park. They sat in the car, watching. My sister held strong through tears. She wanted to make sure nothing happened to this man. ually, a bicyclist was also stopped and videotaping the scene.

This standoff went on for far too long. ventually, my mom and sister had to leave. The bicyclist stayed, watching still. Thankfully, nothing happened, and nothing was reported on the news. My sister was fierce. She held strong and wanted to be a witness. She wanted to be there for the man who was being held at gunpoint. ver since the beginning of the year, my sister has done what she could to be there for the frican merican community and has participated in the Black ives Matter movement. She marched in arpinteria’s B M peaceful protest hosted by arpinteria High School. She has made others aware of what is going on in the world. She has offered support and has stood up for those in need. My sister, without a doubt, has a great heart with a strong moral. She, without any uestions asked, has taken action during times of hardships to help the oppressed community. My sister didn’t sit back and take the easy way out she became the domino. She influenced others to help take action. She took the fall first in order to help and make a difference.

The ultimate measure of a person is their choice to be the domino. It is their choice to stand up and take action against something that isn’t right. It is their choice to be the person that influences others to be the change they wish to see in the world. We need more people willing to take that first leap, that first fall. We need change in the world, and that starts with the people.

Edward Coyle’s Cerca Del Mar dream PART 2 OF 2

Editor’s note: This nugget of Carpinteria history was written by Lea Boyd and originally published in the Summer 2010 edition of Carpinteria Magazine. Part 1 of the story may be read online at coastalview.com.

In January 1929, the Carpinteria Herald reported that two Los Angeles gentlemen purchased the Cerca del Mar property with the intention of carrying forth the late owner Edward Coyle’s expansion plans. Just nine months later, however, the newspaper reported that the property was being leased for oil drilling, and “our oceanfront may become a full fledged oilfield ...”

Interested in obtaining the property to create a public park, Santa Barbara ounty first confronted a tangle of local and out-of-town investors seeking their share of the property value. Unraveling the knot of ownership dragged on for months; meanwhile the regal clubhouse sat shuttered as of December 1929.

Optimism returned when, in May 1930, the title cleared and the county purchased the property. “Under the supervision of the county park board it can be made one of the big attractions of the county,” trumpeted the Carpinteria Herald.

But with the country sliding deeper into the Great Depression, the grand resurrection of Cerca del Mar proved to be a pipe dream. In 1932, the State Parks purchased the property with plans to build a campground. Few improvements, however, could be made by the cash strapped state.

During World War II, a battery of the U.S. Army Coast Artillery moved into the elegant clubhouse, and the servicemen slept on cots in the ballroom. Dances with local girls were held in the clubhouse or in the Veterans Memorial Hall, and a handful of the servicemen met their future wives while they were stationed at Cerca del Mar. Jane Bianchin and Bonnie Milne had just graduated from Carpinteria High School in 1942 when a battery of young men from Kansas moved into Cerca del Mar. The two local ladies remember afternoons on the beach flirting with the boys and evenings swing dancing to records blasting the big band music of Glenn Miller, Artie Shaw and Benny Goodman.

After the war, the State Beach reopened and Cerca del Mar was remodeled to house park staff and a beach store. The ballroom wing of the clubhouse and the pier were demolished. The park gained

By night, Cerca del Mar was all glitz and glamour, but by day the social club and its beachfront became a casual spot to soak up sunshine and relax. popularity and expanded regularly to meet the constantly swelling demand for sites. In , park officials weighed the benefits of the former clubhouse, and, “We decided we needed more camping spaces more than we did the building,” said a park employee in a Dec. 19 Herald article. The clubhouse was razed and new campsites constructed.

The glamour of silk stockings, gourmet dinners and threepiece suits that occupied such a brief moment of the property’s history bowed out to a more comfortably Carpinterian allure—bathing suits, hotdogs and campfires. But maybe on occasion, the wind through the eucalyptus trees picks up the melodies of a ghost orchestra and the sliver of a moon over the beach grins like Edward B. Coyle on the fabulous opening night of Cerca del Mar. Tanya Castillo turns balloon bunches into showstopping sustainable art CVN

MADE IN CARPINTERIA B R E N D A TA N The average balloon garland features the typical arch and columns. Although beautiful, they lack the spontaneity of Tanya Castillo’s signature organic-styled compositions.

“My style flows because it’s not organized,” she said. “There’s no specific way I put them together. I throw them together and it works.”

Castillo is the artist behind Blooming Balloons, Carpinteria’s local maker of organic balloon garlands. Not only are her displays unique in style, but they are also made from biodegradable materials.

“I feel like newer generations are more considerate of the environment around them,” she said. “I think that’s what people like and that’s what attracts them to the balloons. Our actions will affect generations to come. This product is not harmful to the environment, which is very important to me.”

Her first time making a garland was for her daughter ’s birthday party in 2018. “I came across this balloon garden on Pinterest. It was Mia’s first birthday, and I didn’t know any balloon artists so I figured I would go all out. It was a total DIY thing. That was my very first official garland.” That was the start of making garlands on and off for close friends and family members, and later, developing her hobby into a career.

Castillo creates garlands for baby showers, bridal showers and sometimes bigger events. She plans to grow her business so that she can take on larger projects. She recently did a balloon display for Whiskey and Leather in Montecito for their Black Friday sale. She also created the balloon garland for both of the End of Maple Holiday Makers Markets, hosted by Pacific West Blooms and Dirt Botanicals.

“Since starting my own small business, I’ve learned that it is very essential that small businesses support each other,” she noted. “It’s a whole different way of looking at businesses. I didn’t fully understand the importance of supporting local until I was getting started.”

The sight of Castillo’s elaborate garlands is one that must be experienced in person. “At the Makers Market held at (the old) Fosters Freeze, kids would pass by my holiday garland and their eyes would just light up—it would just make them happy,” she said. “I love seeing their faces and how happy they look. Right now, we’re going through so much negativity, and I feel like my work can make an impact in changing that.”

“It kind of feels like the cherry on top. It makes the whole thing.”

It is important to Castillo that her craft be seen as an artform, not merely a mundane decorative display. “People think that it’s just balloons but it’s not just balloons to me. This is an art for me,” she said. “I’ve always been artistic. Whether it’s painting or makeup, I’ve always had an interest in art, but this is different. It’s very hands on. I feel like I learn so much more this way, it really stimulates my brain and gets my creativity going. That’s what I need, especially right now, to survive. I need to be creating something.”
