School District sued over bullying

A former Carpinteria Unified School District student and her mother have filed a lawsuit against the district for failing to protect the student from bullying during her fourth, fifth and sixth grade years at Carpinteria Family and Carpinteria Middle schools. Superintendent Diana Rigby and CMS Principal Lisa O’Shea are also named in the complaint. The alleged bullying included verbal and physical assault and racially based taunting. The family alleges that after informing school and district leaders of the bullying, their concerns were dismissed, allowing for an unsafe educational environment leading to discriminatory conduct, bullying and harassment from other students. The case is represented by Allen Michel, Esq and associates and was filed in the Superior Court of the state of California for the county of Santa Barbara on May 21.

Carpinteria helistop appeal denied

On July 7, the Santa Barbara County Board of Supervisors upheld the county Planning Commission’s earlier decision to deny Pat Nesbitt a permit for a private helicopter landing pad on his property near the Santa Barbara Polo & Racquet Club fields. The application had garnered attention and public outcry among many coastal residents who feared the decision would have set a precedent for wealthy homeowners to install private helicopter landing pads.

Ventura County opens Business Assistance Grants Program

The Ventura County Rapid Response Covid-19 Business Assistance Grants Program, developed by the county of Ventura in consultation with the Economic Development Collaborative, Women’s Economic Ventures and the Ventura County Community Foundation have opened an application cycle for grant funding to local businesses and nonprofit organizations. County reports 846 new Covid infections in one week

Santa Barbara County reported 87 new cases of Covid-19 on July 7, bringing the county’s total confirmed case count to 3,742—that’s 846 new infections reported since last week.

The South County communities of Montecito, Summerland and Carpinteria had 21 new cases between June 29 and July 7, bringing the total of confirmed cases to 72, 13 of which are still active.

Thirty people have now died from confirmed Covid-related illnesses since the outbreak began in Santa Barbara County.

Grand Jury makes sweeping recommendations for cannabis reform

On June 30, the Santa Barbara County Grand Jury released its 26 page “Cannabis” report with a series of recommendations for the Board of Supervisors, including amending cannabis ordinances and setting up an independent Ethics Commission.

Grand Jurors are a volunteer group of 19 citizens from the five supervisorial districts. Jurors serve one-year terms and are paid a per diem rate of $25. While jurors remain anonymous, the report states that the 2019-20 Jury is made up of attorneys and CPAs, former law enforcement, business owners, government officials, educators and other professionals.

According to the report, the Jury received several requests prompting their investigation into the actions of the Board of Supervisors surrounding the creation and passage of the cannabis ordinances governing land use, development, coastal zoning and licensing.

Through the course of their investigation which began in July 2019, they interviewed the five supervisors who voted on the ordinances, a senior member of the Santa Barbara County CEO staff, a senior member of the Santa Barbara County Planning and Development staff, and numerous other community

and business members. They also stated that they reviewed over 1,000 documents produced by the county along with recordings of public meetings, staff reports, emails and texts.

The Jury concluded that cannabis industry representatives had “unequal access” to the Board of Supervisors; that some supervisors “aggressively” pushed “their own agendas”; and that the Board used the cover of an ad hoc subcommittee—not subject to the Brown Act—to craft cannabis ordinances out of public view.

Some senior staff in the office of the county CEO and Planning and Development Department were also targeted by the report as becoming “cannabis advocates” who lost their objectivity and interfered with the responsibilities of independent agencies and elected officials. By its own rules, the Jury is not permitted to name individuals specifically (elected officials, staff or residents).

In their report, the jury offered over a dozen wide-reaching recommendations for revising cannabis ordinances as well as sweeping reforms to the governing practices of the Board of Supervisors.

Permissible cannabis production under the current cannabis ordinances is “excessive and has led to overconcentration” in some areas, stated the Jury, recommending that the county eradicate all cannabis grown on acreage claimed under “legal non-conforming” status and to deny cultivation permits when the operator fails to demonstrate that they started growing cannabis prior to Jan. 19, 2016.

In addition, the jury recommended the Board set up an independent Ethics Commission to write a Code of Ethics that would guide supervisors in ethical standards and decision making. After finding that an ad hoc subcommittee

“led to a lack of transparency,” the jury recommended that all future ad hoc subcommittees be open to the public and subject to the Brown Act. The Board should also publicly disclose all access granted to lobbying individuals or groups and moreover, recommended the Jury, supervisors should be required to publicly disclose receipt of campaign contributions from donors who have matters pending a decision and should recuse themselves from voting on those matters.

“The Jury believes the Board of Supervisors, in their hubris, failed the people of Santa Barbara County,” concluded the Jury’s report, “Now they must amend the cannabis ordinances to regain the people’s trust.”

The Board of Supervisors is expected to respond to the report within 90 days.

Rising Covid-19 metrics stifle county’s reopening

At a special meeting of Carpinteria’s City Council on June 2, Kelly Hubbard, director of the Office of Emergency Management for Santa Barbara County, provided extensive background information for the county’s decisions to close beaches for the holiday weekend and walk back allowing indoor dining, bar services and indoor recreation, just recently reopened. The reasoning was not discretionary, she explained, it was based on close analysis of data provided by the county’s Reopening Metrics which are now being tracked by the state of California.

Ostensibly, the special meeting had been called after Ventura and Los Angeles closed their beaches for the Fourth of July weekend. With concerns mounting that Carpinteria’s beaches might become crowded destinations for holiday gatherings, city leaders were expected to discuss and potentially vote on an emergency closure. On this matter, the city received three dozen comments from local residents, according to City Clerk Fidela Garcia. On Thursday afternoon, after the Santa Barbara County Public Health Officer ordered all county beaches closed just hours before the meeting, the agenda shifted to be informational and a discussion on the metrics surrounding the closures.

As part of Governor Gavin Newsom’s “Roadmap to Resiliency” each county in the state must track key indicators related to confirmed Covid-19 cases as they progress through Reopening Stages Two to Four. Key indicators include: case status (total, active, recovered, hospitalized and deaths); new and active cases by geographic location; daily case

Metrics are expected to soon also report containment and vulnerable populations.

Carpinteria is grouped with the South County unincorporated population (including the communities of Montecito and Summerland) to allow the county to meet the requirements of reporting based on HIPAA—the federal act which protects individual privacy. On July 7, the area had two new cases reported, bringing the total to 72. “For this area, it has been very stable case counts and little growth with less increases than we’re seeing in other parts of the county,” said Hubbard, noting sharper increases and case counts in Santa Barbara and North County communities.

State criteria for Phase Three reopening mandates at least 150 people per 100,000 in the population are tested daily. Meeting the criteria, Santa Barbara County is currently testing at a rate of 200 people/100,000, according to Hubbard. The county is not meeting Phase Three metric goals however in terms of disease transmission, case rate and

hospitalization increases.

“Where we are not doing as well,” said Hubbard, “is in case rate per 100,000 over a 14-day period and in

test positivity. We are right at or right above where we need to be. We are at 8 percent in test positivity and 14 percent for hospitalizations, so we are looking to bring those percentages down.” Based on those rising numbers in positive tests and hospitalizations, Governor Newsom requested the Santa Barbara County Public Health Officer close beaches and further restrict businesses, particularly closing bars and indoor dining in the hospitality sector and indoor activities at recreational facilities.

Canalino School plans end-of-year activities and eyes a return to campus

Canalino Elementary School Principal Jaime Persoon has informed families of plans for an end-of- year drive-by parade and outlined developing plans for a possible return to campus for next school year.

A drive by parade for Canalino students and families is scheduled for Friday, June 12, at 10 a.m. through the bus loop and parking lot on Linden Avenue. Teachers and staff will be spread at six-foot intervals on the route, and Persoon noted that “there may be a few other surprises as well.” All families must parade by car, no walking or biking will be permitted, in accordance with public health guidelines.

Fifth grade promotion will be held online with presentations by Rotary and the Lions Club, student speakers, teachers, principal, awards and music. A video is being put together by the fifth-grade team and compiled by Justin Rowe and will be posted on June 15. Also, Canalino School’s Virtual Talent Show will be sent out via Parent Square on Friday, May 29.

Staff will return to campus on Aug. 19 and students will return in some capacity Aug. 24, stated Persoon. “The leadership team, with staff and parent input, have been discussing all options,” Persoon wrote, “including a hybrid brick and mortar/remote learning model, however, as we get more specific guidance from public health and watch the situation unfold in the next two months, we will likely publish a detailed plan in mid to late July.” Persoon added, “As you well know, things change daily, and we want to be responsive and mindful of conditions.”

Raymond Granger of La Conchita, California, passed away on April 25, 2020. He was born in Amityville, New York on July 15, 1949. He was a proud graduate of San Marcos High School.

Michael H. Libera passed away on June 12, 2020 in Carpinteria, California.

He resided in the general Santa Barbara area since 1962 and lived in Carpinteria since 1987. Mike was born in Winona, Minnesota on Aug. 23, 1930 to Michael J. Libera and Eleanore (Hartford) Libera.

He attended Cotter High School in Winona, St. Thomas University in St. Paul, and graduated from California State University, Sacramento where he also played basketball. He taught briefly in the Sacramento area before serving two years in the Army Counterintelligence Corps in Japan.

After discharge in 1955, he began a two-year program at the Pasadena College of Theatre Arts with the intention of becoming a television sports announcer.

He was also a substitute teacher in the Pasadena City Schools. After completing drama studies, he obtained his first television acting role, and became a member of the Screen Actors Guild.

He went on to have parts in television series, including a year-long co-starring role in “Squad Car.” He also did theater, television commercials, as well as modeling for Kodak and other different print mediums. Mike spent forty years

Ray was born to Jeanette and Richard Granger and moved to California with his family, including his sisters Jeanne and Jennifer. He is survived by his daughter Melissa and her children, his two granddaughters, Mackenzie and Kerrigan. He is also survived by his stepson Zac and his dog Max. It was Ray’s wishes that more people adopt dogs from shelters. Please consider donating to a shelter of your choice or even adopting a dog in lieu of flowers.

He traveled the world extensively and made life-long friendships in many countries around the world. He was married to Jo Ann Woodruff from 1958 until 1972, and they had four children, Kevin Libera, Karen Libera, Stacy Ryan and Kristin Hamor. He was married to Pamela Aiello (Libera) from 1974 until 1987, and they had one son, Brian Libera (Candice) of Solvang. Besides his surgical care work, they had a popular farm and apple orchard in the Santa Ynez Valley. Mike continued his interest in film, theatre and sports. He was an active golfer, and between the ages of 50 and 60 he finished 13 marathons including Boston, New York, The Twin Cities, Las Vegas, San Francisco, San Diego, Los Angeles and Big Sur. His greatest pleasure though was in his relationship with his family. On holidays, birthdays and many other occasions Mike and his five children, both wives and 11 grandchildren would get together to party and celebrate.

Mike enjoyed and loved life to the fullest. He believed and trusted in God, and thought of himself as a Zen Catholic, having practiced meditation for the last 40 years, and attended many silent retreats. Mike was preceded in death by his parents, sister Cate (Linda) and daughters Kristin and Stacy.

A Christian Burial Service will be held at the Carpinteria Cemetery. In lieu of flowers, donations can be made to Santa Barbara Catholic Charities.

Alexandra Firos Morelli 8/20/1921 – 6/18/2020

Alexandra Firos Morelli passed peacefully at her Santa Barbara home on June 18, 2020, with her daughters by her side. She had a rich and full life with husband Martin (Moe), 10 children, 18 grandchildren, 23 great-grandchildren and five great-great-grandchildren. Alex was born in Santa Barbara, California on August 20, 1921, the daughter of Greek and Spanish immigrants, John and Lola Firos.

The love of family and her country were particularly important to Alex.

During WWII, she would drive down to Burbank where she worked at Lockheed as a Rosie the Riveter. Any opportunity she had to contribute to a good cause or speak up for what was right, she was not afraid to be heard. She continued that patriotic devotion throughout her life as she crocheted hundreds of colorful beanies and blankets for the local Veterans and the VA Hospital in Los Angeles.

Alex loved children, she crocheted blankets for each newborn and prayed over each one she made. The blankets’ bright colors were an expression of her passion and love for her beloved family.

She never forgot her family’s birthday and sent her birthday greeting off in her famous green ink.

Alex was an avid gardener and could spend hours in her yard tending to her plants. The walkway to her door was lined with an array of gorgeous plants ranging from roses to succulents. Alex had a green thumb, but it was not just with plants. She grew a family filled with traditions and many celebrations.

Her Fiesta Party was an annual event which grew each year to include new

Born and raised in Margate City on Absecon Island, New Jersey, Bob Puhre spent his childhood playing sandlot sports with his peers and surfing during the warm months. He was a great and gifted athlete and if there was a neighborhood pickup game of football, basketball or baseball, Bob was a perennial first pick. But the sport Bob fell in love with, and built his life around, was

friends and lots of families. The sound of mariachi music, the smell of BBQ, and the laughter of friends and family—and after visiting once, you were family. We know that Heaven must be enjoying a Fiesta Party since Alex’s arrival.

Alex loved culture and travel. She traveled with her husband Moe extensively, visiting Italy, Spain, Mexico and the South Pacific Islands of Tonga, Fiji and New Guinea (where Moe was stationed during WWII). They loved Australia where we have family. They even attended the Seattle World’s Fair in their early days. It is incredible to think that she accomplished so much, went to so many places, and touched so many lives—she was only 16! (Her running joke.)

Alex and her late husband Moe raised a family packed with traditions, devotion and love. Alex, or “Mom” to most, always made everyone feel like family.

Every gathering was filled with large groups of family and friends that would always begin with a greeting consisting of a hug and never a handshake.

Special people adopted into the family included “The Squirrels” and the families of Martins WWII buddies.

Plenty more came to call them Mom and Dad and they were loved unconditionally. That is the kind of love they had and taught us all.

Alex was blessed as all her children were always there to care for her during her last few years. A special thank you to Sharon and Jeana (Babydoll) who live at the house and helped her with daily needs along with daughter Dolores (Sandy) Johnson, Fr. Dan Lackie from the St. Barbara Mission and all the team at Trusted Hospice.

Although she will be dearly missed, her family takes comfort in knowing Alex is reunited with Moe, sister Irene, brother Deamer, sons Steve, Gilbert, Gino, Alex and Roger, daughters Chris and Carol, grandsons Jason, Marlon and Steven, granddaughter Kristen and great-granddaughter Javon. Alex was laid to rest next to Martin at Carpintaria Cemetery.

A Celebration of her Life is planned for her 100th birthday in August of 2021.

surfing. Throughout his youth, Bob was respected as one of South Jersey’s top surfers. At the many breaks on Absecon Island, Bob, aka “Pugh,” was always a standout and established a reputation as “best guy out” every session he surfed.

But the East Coast’s fickle, and too-often unchallenging, surf wasn’t enough for Pugh and he migrated to Carpinteria in October of 1979.

Bob’s first winter surf season in California was epic. The winter of 1979-80 was noteworthy for consistency and size—and Pugh was on every swell— and ripped. He quickly rose to the top of the pecking order at Rincon, was respected for his surfing, given space for his willingness to scrap with the established locals, and became the Favorite Uncle among the well-known Pit Crew at Rincon.

Bob worked in several professions starting with assistant manager at a local avocado orchard, assistant manager for West Coast Mobile Home Services, and a commercial fisherman.

Bob leaves an older sister Maryann and several nieces and nephews. Losing Bob is a loss for all of us who knew him and loved him. We can fill the void of his passing by sharing memories of him. In that way, we will keep him alive and loved.

A mask is the best bet

As a physician, I must respond to Mr. Thorn’s letter (“Requiring masks, going too far?” CVN Vol. 26, No. 41).

He writes of “conflicting messages by health officials and doctors. What about people getting sick from wearing masks over long periods of time?” There are not conflicting messages. Every health official and doctor I have seen quoted strongly supports masks. Many of my colleagues and friends are doctors. We are all wearing masks when distancing is not possible. All day at work, every day. Surgeons, anesthesiologists and surgical nurses wear masks many hours a day in the OR for their entire careers.

They are healthy, they are getting plenty of oxygen, there is no buildup of carbon dioxide. Wearing a mask over a long period of time will not make you sick.

Covid-19 is killing people. People who survive the illness often have a long and difficult recovery. This is not a time to be nonchalant, it is a time for vigilance. If you are in a public space indoors or outdoors and cannot socially distance (hiking trails for example) please wear a mask. It could save your neighbor’s life. Support our local businesses, enjoy nature and help keep this virus from spreading.

Prefer a ventilator?

Much has been said about mask wearing during the current health and economic nightmare. One side of the issue is that wearing a mask is an infringement on personal freedom. But the question must be asked: the freedom to do what? Infect other people?

Non-wearers should recognize that others too have rights, such as the right to remain healthy and healthcare workers have the right to be free of the peril of needless infections.

On the other side of the issue, mask wearers understand that masks are protective for both the wearer and especially for those nearby. Wearers understand that a mask is a sign of mutual respect.

It says “I will protect you by wearing a mask and you will do the same for me.” Wearing a mask is also a sign of patriotism. It says “I want the best for America. I will therefore do my part by wearing a mask to protect other Americans and bring the health and economic crisis to an end.”

Wearers choose to be part of the solution, not part of the problem of non-wearers and innocent others becoming more and more links in the Covid-19 chain stretching endlessly into the future. If non-wearers don’t like wearing a mask, they won’t like wearing a ventilator either.

We need new county leadership

They say things are bad in Washington, D.C. and they are. But they are just as bad in Santa Barbara County. The Grand Jury report on cannabis makes it clear that Supervisor Das Williams, the County Administrator’s office and County Planning Department have placed making tax dollars over the health and welfare of residents and in the process, corrupted the very nature of democratic governance.

The Sheriff is undoubtedly hamstrung by a union that backed Williams and the District Attorney has so far not taken action. If we are to ever rebuild trust in government again, it will have to be from the bottom up. It is my hope that those who have kept Williams in power will now remove him through recall.

Partisan politics has for too long dominated Carpinteria and South Coast local offices. It is time for political parties, activists and those who profit financially from disreputable politicians to back down and make way for the democratic process and honest government. My hat is off to the citizens that forced district elections for the city. Let’s keep up the good work and remove Williams from office.

A politicized pandemic

Our community has a thorn in its side and I’ve had it. Don Thorn wonders whether Newsom’s mandate to wear face masks is political? (“Requiring masks, going too far?” CVN Vol. 26, No. 41.) His question makes it political. Don Thorn’s questioning of the need and mandate to wear face masks disrespects the tremendous sacrifice of our patriots and soldiers who died for freedoms that are far deeper and wider in scope and meaning than the freedom to not wear a mask. How dare he denigrate everything this country stands for. Does he not remember the sacrifices people made during WWII? Or does he only care about Americans registered Republican and not about the health and safety of all Americans?

The nationally televised Fourth of July celebrations on Saturday could not have drawn a larger contrast between what they represented and the ideals of the current president, Donald J. Trump.

Stoking white nationalism is not only a strategy for his administration but a hallmark of ignorance and hate intended to bring out supporters on Election Day in November.

One wonders what century Trump believes he’s living in, and why his most passionate rhetoric revolves around the distinguishing and separating of human beings. He called Black Lives Matter a “symbol of hate” last week, yet he’s ardent in his belief that confederate statues should remain standing around the country.

Forget that confederate leaders were traitors to the constitution and fullblown racists. Trump has an affinity for these monuments, which he has called “beautiful,” and commented, “You can’t change history, but you can learn from it.” My sentiments exactly. I’ve always believed in the Republican mantra, “Let Trump be Trump,” because I knew it would destroy his presidency. Not only is the Titanic floundering, he’s intentionally hit every single iceberg along the way. And while the majority of Republicans are wonderful people, he’s taken them on a ride they shouldn’t have to pay for again.

The brilliant conservative columnist George Will wrote that Trump doesn’t “merely pollute the social atmosphere with invectives directed at various disfavored minorities; he uses his inflated office not just to shape this atmosphere but to be this atmosphere.” While Trump’s indiscriminate bigotry may help to define him, in the end it will not define the United States.

Journalists protect us from corruption

About 10 or 15 years ago there was a scandal in the city of Bell, in Los Angeles County, when city officials voted themselves huge salaries in secret. Fortunately, after a few years, the Los Angeles Times exposed the malfeasance, and many people went to jail.

Of course, this would never happen in Carpinteria, because we know that our city officials are ethical and dedicated public servants. But imagine an alternate universe in which the Carpinteria City Council tried to do something similar to what happened in Bell. Does anyone think that they could get away with it for years, as the Bell scoundrels did? Of course not, because we have the Coastal View News reporting on council meetings, and it would immediately be on the front page for everyone to see on every newsstand in town.

Far from being “the enemy of the people,” as some would describe it, the free press is the representative of the people in the corridors of power. Would those who think the press is the enemy of the people prefer the alternative, government control of information? A sign seen at a recent protest says it all: “First they came for the journalists; we don’t know what happened after that.”

A recent report by PEN America describes the effects of “news deserts.”

Not only is the functioning of democracy crippled in these areas, but the lack of community ties, which are facilitated by local newspapers, diminishes the quality of life. These are hard times for traditional journalism everywhere, but especially for small, local papers. Planning Commission greenlights condo conversions and eyes a Seal Overlook deck

Local beaches reopen following holiday closure

Santa Barbara County Health Officer Dr. Henning Ansorg issued a health officer order requiring all beaches to close to the public during the Fourth of July weekend. Beaches were closed from 12:01 a.m. on Friday, July 3, until 11:59 p.m. on Sunday.

The decision to close beaches was determined after Santa Barbara County did not meet metric objectives established by the state Public Health Department regarding Covid-19 infections. Over the past 16 days, Santa Barbara experienced elevated disease transmission, increasing hospitalization and limited hospital capacity, according to the County Monitoring Metrics.

“The temporary closure of all beaches is necessary due to the anticipated high volume of people at our beaches during the July 4th weekend,” said Ansorg.

“The landscape for this upcoming weekend has changed in the past few days as more and more counties have decided to

close their beaches. This raised significant concern for the impacts to our local community.”

“Our number one priority is to protect the health and welfare of our citizens and we apologize for the inconvenience,” stated Carpinteria Mayor Wade Nomura, noting that he supported the county’s health order to close all beaches, including Carpinteria’s beaches. “The city is supporting this effort by closing various parking areas and providing law enforcement, code compliance and lifeguard support for the closure,” said Nomura. Calling for cooperation, Nomura asked the public to “stay away from the closed beach areas.”

“We appreciate that the holiday weekend is traditionally a time for gathering of family and friends and that not participating in these activities will be a disappointment,” said Nomura. “I want to personally thank our community for its ongoing cooperation.”

Planning Commissioners voted unanimously on Monday, July 6, to remove exceptions to a proposed ordinance regulating the conversion of apartments to condominiums that might have allowed for more condo conversions, upsetting the balance of the city’s affordable housing market.

On May 4, Planning Commissioners had initially approved the proposed ordinance with the exceptions, however, when City Council heard the proposed ordinance, they moved to remove the exceptions which sent it back to the Planning Commission for another hearing.

While the city is not allowed to ban apartment to condo conversions, they can regulate them. The proposed ordinance is a revision of the existing rules which were established in 1981. The new regulations will only allow for condo conversion projects if the city’s rental vacancy rate is more than 5 percent.

The draft proposal had allowed for exceptions to this rule—if rental tenants agreed to buy the condos or if rental units were added by the applicant in a 1:1 ratio to the converted condo units.

City Councilmembers opted to remove the 5 percent rental rate exceptions because they would potentially threaten the city’s policies to “provide a reasonable balance of rental and ownership housing within the city,” stated the staff report. “The availability and affordability of housing in the city are already very low, making it challenging for renters to find and secure housing and for business owners to recruit and retain employees.”

There are currently 2,136 apartment units in the city with a vacancy rate of 0.9 percent. Existing for-sale housing is also limited in Carpinteria, with yearover-year sales prices increasing by 11 percent and a median price point at an all-time high of $1.3 million.

“By adding exceptions, we are opening up possibilities that we do not want to have here: more condo conversions,” said Commissioner Jane Benefield.

“Right now, we need to worry about people just having a roof and I do not think these exceptions will do us anything but harm.” The panel of commissioners agreed, with John Callendar noting, “City Council has asked that

we don’t tinker with anything that will make it hard for available rental housing and I agree.” The revised ordinance will now be sent back to City Council for another public hearing.

Seal Overlook deck

Community Development Director Steve Goggia reported several new applicants in the city’s permitting pipeline that drew interest from commissioners.

Among them, Chevron has submitted an application to make improvements on the Seal Rookery Overlook, including an overlook deck with a railing that could shift positions, moving back, should the Bluffs experience slumping. In addition to providing an area for visitors to safely view and monitor the harbor seal rookery, the trail decking would also reduce onsite erosion and surface water runoff into the Pacific Ocean caused by public foot traffic during the rainy season, according to the application. Goggia noted that the department is waiting on a geologic assessment before moving the project forward, to ensure that the deck will be safe for the amount of people who visit the Seal Bluff each year. In 2019, the overlook area was visited by 12,000 people.

Goggia also noted that the city has put on hold hearings for the Linden Inn, aka the Train Station Inn project, because they are aware that there “are a number of people in the community that would like to comment both for and against the project and would like to participate in that hearing.”

A platinum anniversary

Former Carpinteria residents Lescher and Dorothy Dowling will celebrate their 70th wedding anniversary on July 16. The couple first met at a Barn Dance at Carpinteria High School in 1942.

Lescher was drafted in 1943, but the couple corresponded during the war and attended UCSB together after the war. Dorothy graduated in 1948 with a degree in Elementary Education. In June 1950, Lescher graduated with a degree in Industrial Arts and they were married July 16 at the Presbyterian Church in Montecito.

After teaching in San Diego, the Dowlings returned to Carpinteria in 1954 to teach Driver’s Education, Shop, Graphic Arts and Photography at Carpinteria High School. Their two children were born during this time. After completing a course of study at Brooks Institute of Photography, Lescher accepted a position teaching photography at Foothill College and the family moved to the Bay Area in 1966.

Lescher was born and raised in Carpinteria. His mother’s family, the Leschers and Wiswells, had lived in the Valley since the mid 1800s. His father Walter L. Dowling moved to Carpinteria in 1915 and opened the Rincon Garage with partner Frank Stewart.

Dorothy’s family moved to Santa Barbara when she was six months old.

Her father, Roy P. Eichelberger, was the first principal of the Santa Barbara Junior High School. She was a teacher in Inglewood and later in Santa Barbara before marrying Lescher in 1950. The couple now resides in Sunnyvale, California. Lescher is 97 and Dorothy is 93.

Growing community: food and environmental justice in Carpinteria

EXPLORING THE VALLEY’S WILD AND CULTIVATED SPACES

ALENA STEEN What a challenging and potentially transformative moment for our local and national community. The coronavirus pandemic reminds us that humans are still a part of the natural world, as our livelihoods and personal safety confront a microbial world impacted by human development and unprecedented trans-boundary mobility. Meanwhile, local and national peaceful protests led by people of color and their allies working as social activists and youth leaders highlight the racial disparities that undergird how and to whom we deliver health care and economic security, as well as who is represented when we make decisions about what community safety looks like.

Across the country, the pandemic and partial shutdown of the economy have focused peoples’ attention on food security and the health benefits of access to fresh and vibrantly nutritious fruits and vegetables. Organic seed companies and plant nurseries have experienced unprecedented volumes in sales, as people question the logic and experience the fragility of continent-spanning food systems. The Carpinteria Garden Park has only increased in importance for our local community, as many members have a little extra time and an increased sense of the importance of fresh, organic produce for both physical and mental health.

In a column from February 2019, I highlighted the disparity of food access in our farm and food-rich community.

To reiterate, while Santa Barbara County exports an incredible amount of produce every year, many in the county remain hungry. Although the median household income in Carpinteria is significantly higher than Santa Barbara County’s average, there are still many individuals and families in Carpinteria living at or below the poverty line. According to the most recent census data from 2016, 8.76 percent of Carpinterians—almost 1,200 people—live in poverty. The Carpinteria Unified School District provides free or reduced lunch to almost 1,400 students, or 61.5 percent of the student body.

These numbers paint a stark contrast between our agriculturally rich valley and the food insecurity of many of our

The pandemic has only heightened this state of food emergency, though many Carpinterians are stepping up to raise funds and donate volunteer time to local food support agencies. As the combination of the pandemic and an increasing awareness of racial disparities in health outcomes and economic security coalesce, it’s important to highlight that these disparities are also reflected in food access, as well as access to land to grow one’s own food.

Generally speaking, Black and Latinx Americans are far more likely to experience food insecurity and hunger than white Americans. In a recent study published in 2016, the USDA found that Black and Latinx households were twice as likely as white households to suffer the impacts of lack of access to fresh, healthy food.

Another structural inequality to consider in the context of our local community and living ecology is environmental racism. Households and communities of color are far more likely to be located near polluting or toxic environmental sites which contribute to lifelong health risks such as cancer and asthma, among many others. Additionally, communities of color experience reduced access to clean drinking water and/or reduced access to wild and open spaces for recreation. A recent study from the EPA found that non-white residents were 1.2 to 1.5 times more likely to be exposed to toxic particulate matter. In Carpinteria,

for example, more affordable homes are located next to the freeway, with its attendant air pollution and carbon dioxide emissions.

It is also important to recognize who owns food-producing land within our community. A study conducted by the local non-profit CAUSE in 2015 found that more than 90 percent of farm workers in Santa Barbara County were Latinx, a number certainly not reflected in farmland-ownership. Communities of color have much less generational wealth, and thus greatly reduced access to land sovereignty. This is a pressing issue as regenerative and sustainable agriculture provides a path towards a future where we must reduce our impacts on the climate to survive as a species. A diversity of life experiences, including myriad traditions of sustainable agriculture, are essential to an inclusive and equitable solution to climate change.

Food security and sustainable agriculture are essential forms of public safety. Carpinteria is a more resilient

community if we uplift under-represented voices in food security and farming.

Practical first steps include continuing to support the work of local food banks, while taking broader steps to combat food insecurity on a county-wide level.

Broader goals must include increased access to affordable community gardens and urban food oases, healthy grocery stores in “food desert” neighborhoods, compensation for farmworkers commensurate with the expense of living in this county, and programs to foster and provide financial support to minority farmers without access to the financial benefits of inherited land and/or generational wealth, to name a few.

It is an honor bestowed on them for their personal support to the current Presidente or their contributions to Old Spanish Days. Creative thinking keeps mural project alive

When faced with the difficulty of continuing the decade-long tradition of creating an annual teen mural in the face of a global pandemic, the Carpinteria Arts Center community rose to the challenge and came up with a creative solution to enable area youth to create this year’s mural. Sponsored by Carpinteria Beautiful, teens were given painting supplies and a two- by two-foot piece of wood to paint at home using the theme Together ApART! Artists John Wullbrandt and Janey Cohen directed the project, and Wullbrandt said that he was excited to talk to all the youth as they dropped off their pieces, “especially to hear their artist statements that were so thoughtful, and really gave me hope for our future.”

Twelve-year-old Logan Labistour wrote, “After all that is happening in the world today, we will find peace again. The hard times in life will make us strong in the end.” Participating in the teen mural project for her third year, 15-year-old Ella Bailey stated “Through quarantine, the whole world has been apart. However, during this time we have come together to stand up against racial injustice and this is what I wanted to show in my piece.”

Channelkeeper’s Watershed Brigade cleans up

Watershed Brigade volunteer Peter Moschitto collects litter from trails and riverheads with his parents to earn hours for his Boy Scout Badge.

You may have seen them at a trailhead parking lot greeting visitors or hauling away bags of trash from a local beach. These environmental superheroes are members of a local volunteer group organized by Santa Barbara Channelkeeper that helps clean up trails, creeks, beaches and river access areas while spreading awareness about the need to prevent littering.

“We recognized that the littering problem was getting out of control but that the community was eager to do their part to help, so mobilizing a safe volunteer response seemed like a natural solution,” said Ben Pitterle, Channelkeeper ’s Science and Policy Director.

Members of Channelkeeper ’s Watershed Brigade survey heavily visited outdoor areas, collect litter, and hand out trash bags and gloves to like-minded outdoor adventurers each weekend to keep our community and our waterways clean and trash-free. Volunteers wear protective masks and gloves and keep six feet of distance between individuals to abide by social distancing guidelines.

“We’re all yearning to do something positive for our community in this time. This project is an opportunity for people to make a real difference and enjoy the outdoors while they’re at it,” said Pitterle.

Young writers hone their craft

This summer marks the 27th annual Young Writers Camp.

South Coast Writing Project, an education non-profit based at UCSB will hold its online camps for free or by donation.

“Young Writers Camp Online” will be held on Zoom for students entering grades four to 12 with an interest in writing.

Courses are led by one or two credentialed teachers who are fellows of the South Coast Writing Project. Each online camp uniquely exposes students to a variety of writing processes and styles, allowing them to express their creativity, strengthen their writing abilities and enhance the quality of their writing. Arts Center offers free classes

From collage to creativity classes and rock painting, the Carpinteria Arts Center is offering different virtual art classes each weekend through July. On Sunday, July 12, from 2 to 4 p.m., artist and teacher Laura Denny will teach a Mixed Media Postcard class.

Having created over 100 mixed media postcards since the start of the pandemic, Denny will lead a two-hour workshop with a live demonstration of her process.

Class registration is required online at carpinteriaartscenter.org.

Made possible by Gary and Geri Campopianos’ sponsorship of the community art project “Postcards from the Pandemic,” over 500 postcards have been distributed to the Carpinteria community and many have already been mailed back and are hanging in the center’s front window. Additional postcards are available to pick up on arts center’s fence on Linden Avenue.

The proposed ordinance would define cooperative apartment as a project of more than four units in which an undivided interest in land is coupled with the exclusive right of occupancy of any dwelling unit located thereon, whether such right is contained in the form of a written or oral agreement, when such right does not appear on the face of the deed. The City’s Planning Commission recommended the City Council approve said ordinance at its meeting held on July 6, 2020.

The thrill of the Thunderbowl

James and Pearl Slaybaugh started the process of creating a racetrack on their Carpinteria Bluffs property in 1946.

A year later in 1947, their dream was a reality. Races were held on Monday nights, and the roar from the track could be heard from the Rincon to Old Town.

Midget racers were featured, at first, but shifted to jalopies by 1950. Probably two deaths with the midget cars were too much for Carpinterians to endure.

This early photo during the midget car racing years of the Carpinteria Thunderbowl was taken from the grandstand that was said to hold about 6,000 people.

This is, perhaps, the best photo available showing the glory of a race in action, five speeding cars bunched closely together curving around the racetrack.

We are taught at an early age not to play with fire. Like a moth to a flame, however, stunts involving pyrotechnics drew crowds to the Carpinteria Thunderbowl. One of the most spectacular feats involved a racer in a jalopy laying belly-down on a folded flat windshield, speeding, with the assist of a driver, through a haystack. The haystack was built in front of the spectators in the grandstand, as anticipation grew. It was doused in gasoline and set on fire. Flames would burst sky high as the car crashed through the wall eliciting “oohs and aahs.”

A man returned to his unlocked vehicle and discovered his wallet containing several credit cards was missing. As he was cancelling the cards the man discovered at least one card was used for purchases at Target in Goleta. The purchases totaled over $2,000.

3:14 a.m. / Traffic Violation / Highway 101 at Padaro Lane

A vehicle stop was initiated on a vehicle where the driver was found to be on active probation. The man felt he could choose the location for the stop and continued driving for approximately one mile before yielding. The passengers, a woman and man, stated they told the driver to pull over, but he wanted to park the vehicle legally. The driver was cited.

The Covid continuum

This is a year out of time as we have known it, a Covid year, altogether different from the familiar sweep of time and seasons. I have to look at the newspaper to see what day of the week it is, and even the months are blurred.

FLY BY F R A N D AV I S It’s as if we’d been flung into a kind of space-time continuum, an alternate reality, some things familiar and other things staggeringly foreign. Stores we recognize boarded up, empty paths, our kids un-huggable, friend groups dispersed like wind-blown seeds.

I dreamed earth was being evacuated.

Everyone was to go, except those over 70, along with the sick and handicapped.

I watched a woman look over her evacuation order, which specified what her work was and who her new partner would be. Her husband, who had a broken ankle would be left behind. As an over 70, I was overwhelmed with worry how we would keep the electrical grid up, food in the markets, the internet functioning, the water running.

Another friend dreamed of looking from her window to see a high, dark cliff oozing black, a wedding party dancing at the top, oblivious to the edge. She could see the bride’s billowing white dress and wanted to call out but couldn’t be heard.

I think they call these dreams processing the collective trauma.

We’re all doing a lot of processing, every day. Whipsawed between spikes and downturns, openings and closings, changing instructions about thick and thin masks, distancing, droplets and aspiration.

Last week I watched a video by Dr. Kimberly Prather, Chair of Atmospheric Chemistry at UC San Diego. (Well worth watching on You Tube.) She studies aerosols, the tiny micro exhalations released by talking or coughing. We spew thousands of them into the air simply by speaking. And here’s the kicker. They don’t fall to the earth like droplets, but can remain in the air, floating around for hours.

Think of the Washington choir, two thirds of whom got sick when they gathered together to practice—even when no one was symptomatic at the time. Think of the spikes in infection rates after the bars and cafes were opened and people gathered together.

My husband Roger and I, considered high risk, both in dreams and in real health advisories, are hunkered down in our Covid cave, ordering groceries delivered, only going out to walk the dogs.

It’s hard to measure passing time.

Cool and foggy outside—it could be any month, any season. Is it summer?

I look in my closet and find a hodgepodge, all the categories gone rogue. A wool sweater casts its arm over summer dresses that are in close communion with poly slacks. On the floor, flip flops do battle with boots.

I used to be organized. Back when there were occasions for dressing up, going out to a play, to dinner, to an event.

But seasonal organizing has gone moot, our seasons passing in lockdown mode, almost out of sight.

No knowing when we will emerge from our forced hibernation. And what we will find when we do. Certainly not a “new normal.” Because normal implies—normal. And the future isn’t saving normalcy for us. Great and lasting damage has been done and many, many aspects of our lives will be changed.

Meanwhile, I’m sharing these instructions on harm reduction and bubbles from the New York Times.

Check the health of your state and community. A positive test rate of 5 percent or lower is desirable.

Limit the number of your close contacts. This is your “corona bubble.”

Manage your exposure budget.

Consider the exposure cost of different actions.

Keep higher risk activities as short as possible. For example, consider the volume of air space where you will be.

Keep taking pandemic precautions: Keep masks handy; maintain social distancing; wash your hands frequently, be especially mindful of public surfaces.

Maintain strict quarantine if you are at higher risk.

A group of community members led by Carpinterian Mike Copus volunteered on Monday afternon and Tuesday morning to help Clementine’s Steak House prepare an outdoor dining area. The new open air seating will have a garden patio aesthetic with large potted plants from the restaurant’s Carpinteria Avenue neighbor Eye of the Day.

A normal year sees families and friends encamped from the State Beach to Boat Launch and beyond with thronging crowds on Santa Claus Lane beach as well—everyone enjoying the day and into the evening in anticipation of the fireworks show across the water at Stearns Wharf. Yet as we’ve realized collectively since mid-March, this is not a normal year. Still, there was some Independence Day fun to be had, and people made the best of it.

Carpinteria City Councilmember Greg Carty cruises the 800 block of Linden Avenue that was closed to vehicle traffic to encourage outside dining and socially distanced socializing.

Carpinteria Code Enforcement officers walk the beach Saturday, July 4, to enforce county beach closures. Code enforcement issued no citations over the Independence Day weekend, owing to widespread public adherence to the public health order.
