he International Game Fish Association (IGFA) tracks record fish catches around the globe, and they have been busy. Since December, they have approved 65 new entries, including line class, fly-caught and youth records for different species. More than 30 of those records are all-tackle records, which means they are the largest individuals ever documented with IGFA. Here’s a quick look at some highlights: Tan’s Nile Perch Christopher Tan of Malaysia caught and released an incredible 146-centimeter (4.8-foot) Nile perch to set the IGFA All-Tackle Length World Record. In early August, Tan was casting a Halco Laser Pro 190 in Murchison Falls, Uganda. Pitman’s Golden Trevally Aussie angler Sahra Pitman caught a beautiful 12.25-kilogram (27-pound, 1-ounce) golden trevally to set the new IGFA Women’s 6-kg (12-lb.) Line Class World Record while fishing in Shark Bay, Western Australia. The record fish hit a McCarthy soft plastic and put up a 20-minute fight. It is currently the largest Line Class record of any received for golden trevally. Weeks’ Green Humphead Parrotfish Mark Weeks set the bar high with the first green humphead parrotfish submitted for an IGFA All-Tackle World Record, with a massive 46.35-kilogram (102-pound, 3-ounce) fish he caught and released while fly fishing the flats of Providence, Seychelles. The record parrotfish sucked up a crab pattern and took off across the flat.

Allum’s Rainbow Trout Emily Allum caught and released an impressive 13.30-kilogram (29-pound, 5-ounce) rainbow trout to set the new IGFA Women’s 4-kg (8-lb.) Line Class World Record. Allum was casting a Glo Bug in the Tekapo Canal, New Zealand, and fought the record trout for 10-minutes prior to weighing and releasing it. Schmid’s Arctic Char James Schmid recently set the new IGFA All-Tackle Length World Record for Arctic char with a gorgeous 93-centimeter (nearly 17-inch) fish. The char ate a Vibrax Blue Fox spinner in the Red Belly Lake, Victoria Island, Canada. After an 8-minute fight, James took the required measurement and released the fish.

The U.S. Coast Guard recently approved the use of Serious Signal’s flagship electronic visual distress signal device as a nighttime distress signal. The C-1002 is the industry’s first and only two-color distress light approved for carriage, which completely and legally replaces the need to carry marine pyrotechnic flares. The C-1002 also includes features that enhance its functionality to the level of an alert and notification system. “We’re thrilled that the C-1002 Electronic LED Flare passed the extremely challenging laboratory testing required by the Coast Guard,” said Anthony Covelli, Sirius Signal CEO. “It’s the brightest multi-LED handheld SOS device on the planet—one that required sophisticated engineering and many new innovative solutions to overcome daunting challenges.” The C-1002 flashes the SOS distress signal—three short flashes, three long flashes, three short flashes, using a two-color plus infrared SOS flash pattern (red/ orange and cyan) that has been found more effective against shoreline background light clutter, according to studies conducted by the U.S. Coast Guard R&D Center. The C-1002 is also Bluetooth-enabled with advanced mobile app connectivity, providing an additional layer of protection and communication for recreational boaters— and its infrared signal will be recognized by SAR aircraft from miles overhead. “Based on our review… we acknowledge that the subject device, as tested, meets the performance criteria as specified in the policy letter and may be carried to meet regulatory requirements as a nighttime distress signal per 33 CFR 175.130,” noted the letter Sirius Signal received from the Coast Guard. In time for the 2020 boating season, the C-1002 will be available for purchase on the Sirius Signal website and Amazon.com, as well as at premier marine distributors.

thought I would share my experience with surfcasting. This was a short, moderately enthusiastic effort. Pop and I had spent many hours fishing in our aluminum rowboat with the 7.5 hp Elgin engine, that worked some of the time. We had caught our share of blowfish, snapper blues and the very occasional flounder that had lost its way. We had neighbors that had come home with large strippers/ rockfish. This inspired Pop to believe that, as fisher – gatherers we could take a bite of this fishery. (pun intended) So off to the store we went. Pop was aglow as he walked down the surfcasting rod aisle. Soon, a salesman came to help Pop realize his surf dreams. They bonded quickly when the salesman, I’ll call Jim, told Pop about all the big fish that he had caught. I don’t think that Pop understood that Jim viewed him as a big fish, also. Jim said that to catch the really big ones, it required using the best equipment. Jim started pulling rods, reels and tackle. Then Jim asked if I was going to go fishing with my Dad. Pop said absolutely, he is my fishing partner. Soon, more tackle was stacked on the counter. Jim said that while he had waders for Pop, he didn’t have any that would fit me and not require hauling me down to the surf in a wheelbarrow. I was fitted for boots that came up to my calves and rain gear. Jim said that I would need to be careful, because I could be dragged into the surf by all those big fish we were about to catch. As a 12-year-old, I didn’t find this amusing. It became time to tally up the damage. Jim was almost giddy as he tapped away on the register and mentioned that he had thrown in an extra package of hooks. He passed the bill to my Dad. I noticed that Pop’s glasses steamed up and Jim had the look of a man on his way to Florida. Pop said he had paid less for his first car, but Jim said that with all the dinners we would be catching that this was really an investment. Jim offered to help us load the gear into the car. I noticed that the whole staff was out on the curb waving goodbye. Pop mentioned that we were on man-time and not to mention the bill to Mom. I realized that this was a bonding moment for us, and I looked forward to our future secrets. The next weekend was time to realize our full fishing potential. On Saturday, we headed to the beach with our respective poles, reels and tackle. Jim was good enough to provide me with my own green, premium plastic tackle box. I still have that box, today in my kayak, though I did have to replace the handle. There I was on the beach decked out in my weather gear, looking like a large, drab green rubber egg with short legs. I was a chubby little caster. Well not so much a caster. Pop and I had observed other fishermen as they cast their lines into the surf. Pop seemed to do well on his first casts. I, on the other hand, had some issues. I drew back to cast and heard a thud and then a wheeeee sound. Turns out that the Hopkins lure hit the ground, prior to moving in a forward direction and the wheeeee sound was the line ripping off my new Garcia reel. I cleared the tangle and tried again. This time I did better, and the lure landed about 6 feet in front of me. I viewed this as a positive step, after I fixed the tangle. Soon I got the timing down better and was consistent with hitting the white water. No matter what I did, I could not get the lure out to where Pop was casting. Now in retrospect, my rod was really a boat rod and Pop had a surfcasting rod that looked to me like it was about 20 feet long. I was more likely to hook a fish in the side, rather than its mouth, assuming there was a fish that enjoyed the swimming in the turbulence of the white water. Despite Jim’s assurance that we would have to haul our catch with a truck, we came up empty this day and all subsequent others. It didn’t really matter, we were on man-time and despite my not liking mornings, in general, Mom would be preparing breakfast for her men. Ever optimistic, we talked about why the fish weren’t biting that day, as we ate our eggs and bacon. Some many memories, so little time.

FIGHTING LARGE FISH By Mike Buss

e are blessed to live in an area where just about every fishing trip has the potential of producing a large fish. Whether that large fish is the subject of a story about “one that got away” or of a picture with you and your trophy is often a thin line. Most large fish are lost because of common mistakes. In many cases, just being aware of them can help you avoid them and land that trophy fish. The number one mistake is to give the fish slack line, and therefore an opportunity to throw the hook. If you are in an extended fight you have been putting a lot of pressure on the fish and in the process the hook has worn quite a hole in the fish’s mouth. How many times have you landed a fish and the hook has simply fallen out of the fish’s mouth? Any slack line will result in the hook “just falling out” of the fish’s mouth. Avoid that by keeping constant pressure by letting your rod do its work. Keep it low and to your side so the fish is fighting against the stronger butt section. You can also disorient the fish by changing sides and putting pressure from different angles to tire them quicker. If you hold your rod above 10 o’clock you are putting very little pressure on the fish. You want to get on your reel as quickly as possible. If you are like me, every time I try to play a large fish without winding in the line left in my stripping basket, the line ends up in a large tangle and causes a break off. Of course, if it is a large one, this problem is avoided as the fish has probably made a serious run and gotten into your backing and you are already on the reel. You also don’t want to have things get in the way that can keep you from moving around in the boat as the fish swims from side to side. This simple housekeeping task can avoid a lot of problems with a large fish including when you get it aboard. A large fish is nice, but not at the cost of it flipping your expensive spare rod or your buddy’s rod or some other piece of gear overboard with its tail because you didn’t properly store it. Sometimes we see line and backing going through the line guards and panic and try to put extra pressure on the reel and drag by adjusting the drag in midstream. That’s a mistake because by doing so you often cause the line to jerk and it will be accompanied by that distinct pop! Always adjust your drag prior to starting fishing and then leave it alone. You spent good money to get a good reel and drag system, let it earn its money. A lot of trophy fish are never seen because they are never hooked when they strike your fly, the point is too dull to hook them. Avoid this by always sharpening your hooks. I like to sharpen mine as part of the flytying process, but after use they will dull up and need to be touched up. One of the most dangerous times is the last stage of the fight when the fish can finally be close enough to be seen. Often this will distract you and you will allow some slack or you will react by pulling too hard and overstressing your equipment. Relax and keep doing what you have been doing, putting constant pressure on the fish with the butt of your rod until your trophy is in the net. Get a large net because the only time you really need a net is with a large fish. Big fish usually make strong runs that will test you and your equipment. If you want to be able to show folks pictures of you with your trophy instead of always talking about the “one that got away,” you need to make adjustments and avoid some of the common pitfalls we all fall into when fighting large fish.

Winter Catfishing Okay people, how have you been wintering over? It has been a crazy winter. I have been looking forward to some winter catfishing – one of my favorite times of the year. The problem is, we haven’t had much of a winter weather. It is hard to get excited about winter fishing when temperatures are in the upper 60s. The other day, Tugboat Eddy and I were discussing where to go catfishing locally this time of the year and when to go. Well, when you are retired, you can go every day. But if the War Department doesn’t permit that, you may have to pick your days. Hopefully, the weather will, but with fishing and flying that isn’t always the case. You have to fish the conditions as they come. What do you do? I like to follow the trends and changes. If the temperatures have been cold for a spell and the surface water temperatures are in the 40s, the kitties will be deep. That is, relatively deep. Here in Chesapeake and Virginia Beach it can be hard to find water over 10 feet deep. You just need to find the deepest holes in the area and fish deep. The fish will likely be stained with mud because they are laying half buried where they find the warmest water – on the bottom. I’ll use a Santee Bottom Rig with an 18-inch leader terminated by a 6/0 to 8/0 Octopus Circle Hook. Sometimes I’ll keep the bait just off the bottom by placing a 4-inch peg float on the leader within a few inches of the hook. This slightly suspends the bait, so its scent is cast into the surrounding water and not being absorbed into the mud. It will spread out quicker drawing in the predators. Let’s say the water has been freezing cold and the fish have been sluggish. Then suddenly, there is an overnight break in the weather and the Sun starts beating down on the water. Fish the shallows. They warm up quicker than the surrounding waters. This is where the fish and bait will be seeking food and warmth. The trick here is to fish the day of the change, maybe the day after as well. Later, the fish will spread out and go back to their everyday routines as the weather stabilizes and the water temperatures normalize. During the winter pattern, don’t be afraid to suspend your baits with float rigs in the warmer water or anywhere in the water column where the bait is. The baitfish will be within a few feet of the surface, so should your baits. This may be contrary to what Cletis says, but catfish can be ferocious surface feeders, As for baits, cut chunks of fish are the ticket. Use whatever is native, minutes fresh, and legal to the waters being fished. Leave the stink baits, hot dogs, chicken livers, and gimmick baits at home. Yes, they’ll catch a dink fish every now and then, but if you want a fish that will make you question the strength of your rod, you need to fish with what these monsters live on day-to-day. We’ll talk more about bait later. For now, enjoy this time of the year when it seems you have the water to yourself. Jake’s Outdoor Adventures

ack in 2015, retired NC Superior Court Judge Richard J. Parker, a member of the Outer Banks Anglers Club, had an idea he presented to the club about applying for a grant to create a new artificial reef off of Oregon Inlet. The club agreed that this would be a great project and the club formed the Outer Banks Anglers Club Oregon Inlet Artificial Reef Committee to investigate and make application for a new artificial reef. The club submitted the application to the NCDMF Artificial Reef and was awarded $887,000 from the Coastal Recreation Fishing License Fund(CRFL) to create AR-165. AR-165 will be 7 miles south of Oregon Inlet in about 68 feet of water. The GPS bearing will be 35 degrees 41.672’ N, 75 degrees 26.313’. In addition to the CRFL funds,Terry Stewart, local tackle store TW’s Bait and Tackle owner, made a $20,000 contribution to the reef construction AR-165 will be created when three tugboats and 7,250 tons of recycled concrete pipes are sunk at the reef ’s location starting January 2020. The endeavor has been a long time in the making and federal government regulations caused extremely long delays lasting several years. The federal government permitting process was an eye-opening experience that stunned many of the club’s members because of the constant delays and red tape. Back in October 2019, the OBX Anglers Club finally received word that the final federal permit had been issued. The reef should be finally completed in the summer of 2020. OBXAC Reef Committee members Richard Parker, Brian Forbes and Hal Goodman have devoted many hours of work preparing the paperwork and staying in contact with state and federal officials, as well as researching and finding materials from vendors. Our club and our area owes them a great deal of gratitude for their tireless devotion and time invested in this project. On January 27, 2020, the first boat to be sunk was towed from Norfolk to the site of AR-165. The Crystal Dawn was there to witness the sinking of the boat that will start the AR-165, and she had a crew of the members from the OBXAC that brought the project to fruition. The retired 88 foot American, which was environmentally cleaned back in Norfolk, was towed to the site and filled with seawater to start the boat sinking process. It was a grand time as the boat sank stern first and the bow slowly disappeared into the ocean where it will be a great habitat for fish and other marine life. Speaking of reef enhancements-- Since the Spring of 2019, sections of the Herbert Bonner Bridge have been making their way to enhance the five existing artificial reefs located off of Oregon Inlet. These reefs have had little to no improvements done on them for over a decade. As of January 2020, there have been 29 deployments of new materials to these reefs. The reefs are AR-30, AR-140, AR-145, and AR-160. Fishermen should notice the new structure on their sonar machines when fishing this summer. If you have any questions about the reefs or their locations, go to the NCDMF website and click on the “ Artificial Reef ” section for more information. The winter has been mild, which has been great to all the trout fisherman! A bitter, cold winter can shock or stun spotted seatrout, thus diminishing the stock. So, collectively in every inshore fisherman’s mind, we have been celebrating the mild winter. We had banner fishing last season and hope that these numbers of trout will return. Of course with the added bonus of another year to get bigger and fatten up! There were some real classy fish last season so I hope we see some studbolt trout this one. Some ichthyologists note that we will not see these piggies because this is just a “nursery” for trout. So there are some interesting debates that will be answered by the end of the summer. Well at least anecdotally. So what does this mean? Grab a ¼ ounce jig head, slap a zman 4-inch swimmy shad and start casting! You will find small redfish that will nibble nibble then hammer your jig. Striped bass will ambush you anytime you fish around structure. Flipping around dock pilings and cypress stump “knees” will get the guys out of cover. Trout will be in the dark waters where the sun heats the water up slightly more than clear water and sandy bottoms. Slow sinking twitchbaits like the mirrodine are big trout go to baits. You also may encounter an early season flounder. Warmer days fish seem to be more active and you will get more bites! Off the beach, bluefin tuna will be marauding the 100 fathom change. Book a boat or bring yours and some serious tackle to beat one of these beasts. There have already been fish over 700 lbs landed this season! Fish little further south and get in the hotter water and find some nice yellowfin tuna. Stop by one of our awesome local shops and get the real time info and gear to get rigged up! Choosing the Right Hitch for Towing Your Boat By John Tiger

ith spring right around the corner, and most Coastal Angler readers likely trailering their boats, it’s a good time to take a sharp look at what towing equipment for boat trailering looks like. There are recent changes in factory tow packages and aftermarket equipment; this means improvements for trailer boaters. TERMINOLOGY EXPLAINED “Class III” is a term thrown around a lot. It’s a classification used to identify towing equipment (hitches and related items, such as ball mounts, hitch balls, trailer couplers and safety chains that make up the towing connection between vehicle and trailer) that are rated to handle loads of 5000 pounds or more. The towed load is termed “Gross Trailer Weight” (GTW). Tongue weight (TW) is a term used to describe the maximum weight allowed on the hitch ball. This is usually ten percent of the GTW. So, a trailer hitch rated at 5000 pounds GTW would typically have a 500-lb. TW limit. For most trailered boats, however, the tongue weight is less; five percent of GTW is normal. CLASS IV AND V What’s beyond Class III? Class IV and V, of course. These ratings signify a receiver hitch significantly more robust than a typical Class III receiver. Class III receivers are usually rated at 5000/500 WC, but Class IV hitches are rated at 6000/600 WC, and some even up to 8000/800 WC (depending on application). Class V receivers are rated up to a staggering 15,000/1500 WC. Keep in mind that this rating far exceeds the tow ratings that even the vehicle manufacturers give their largest trucks.

Factory packages are not perfect; the manufacturer makes a judgment call on what most will want to tow with the vehicle and they choose a hitch and wiring package accordingly. An advantage to the factory package is that it’s designed, engineered and tested with the vehicle; it’s not an afterthought. The bottom line on factory tow packages? Do the homework and examine the components. If your trailer boat package weighs in less than 10,000 pounds loaded, the OEM package is an easy way to get what you need with minimal hassle. Aftermarket hitches are a proven way to equip your truck or SUV for towing if: • It did not come from the factory with a towing package. • It did come with a hitch, but it’s not heavy-duty enough for your trailered rig. Aftermarket hitches and accessories fill the bill when a higher capacity is needed, and more options and accessories are available at aftermarket towing dealerships than are usually available at new car dealerships. Most aftermarket hitch dealers carry a wide assortment of drops and rises, along with hitch balls, locks, covers, and wiring accessories. THE LOWDOWN The bottom line is, OE Class III receivers will work fine for the great majority of trailer boaters, unless your load is over 5000 lbs. For those with much larger rigs, a heavy-duty aftermarket Class IV or V hitch should be strongly considered. Though the expense will be greater, the peace of mind will be too.

FACTORY TOW PACKAGES VS. AFTERMARKET OE TOW PACKAGES What’s the difference, and which is better—a tow hitch from the factory, or one added afterwards? A factory tow package is the easiest and least aggravating way to equip a vehicle to tow; all the components are there, factory-installed, and the vehicle is ready to tow when it’s driven off the lot.

KETO SESAME PAN SEARED SUSHI! Bluefin Tuna is considered to be among the finest eating sushi in the world. There are of course many ways to prepare this fine fish but the best is traditionally just raw with whatever dipping sauce you like. Standard wasabi and soy is fantastic but if you want to try something a little different just go to the store and pick up some white and black sesame seeds and a little sesame oil. To prepare simply coat the filet with both seeds and pre marinate the fish in some olive oil. Serve soy on the side. The trick is to use a cast iron skillet. Some of the other things I truly appreciate is a great sea bass trip! And boy we were blessed to have just that during February. We met up with friends in Virginia Beach and jumped on the Rudee Angler. We were especially excited because the weather had not been cooperating and this was the first trip that could get out. The fishing was on fire and most of the bait was fresh squid and cut bluefish and other cut bait. It was a long day meeting up around 3:am and returning back to dock at 7pm. Look for the next open sea bass season it is sure to be a goodin. After a long day and waking up the next morning I get the call. Time to jump back in the car and head to the Fishing Center again. The new Virginia State Record for Bluefin Tuna had just been caught! Captain Jake Hiles along with just his mate (only 2 people) hooked in a 708 pound Bluefin at 4am in the morning. This is an incredible catch and for just two people is quite amazing. We interviewed Captain Jake at the dock and for someone that had such a long day he was in pretty good shape. The folks were on their way to certify the catch which happened just shortly after we left. Jake did something really cool. He posted on social media that his catch was recreational and would not be selling the fish. So, for those that would like some free fresh Bluefin, just come on down with a cooler. The fish was gone in a matter of hours. An amazing story. Congrats again to Captain Jake and crew. AREA ANGLER CLUBS The Great Bridge Fisherman’s Association is a family-oriented fishing club located in the Great Bridge area of Chesapeake, Virginia. Our charter is to introduce new anglers to the sport of recreational fishing while promoting the conservation of our resources. The diversity of its membership covers all aspects of recreational fishing from freshwater to saltwater, surf to pier, and inshore to offshore fishing. The club is active in the community, sponsoring various events including Wish a Fish, an Annual Scholarship to high school seniors pursuing higher education and inshore party boat fishing for both our senior and disabled residents. Our Tournament Director also ensures that the membership sponsors and participates in various inter and intra club tournaments throughout the year. Some of our annual activities include a banquet, lead pouring, oyster roast and fishing flea market. Monthly meetings are held the first Monday of the month from 7:00 p.m. to 9:00 p.m. There is always a guest speaker talking on a wide range of topics and there are plenty of door prizes, raffles and snacks to round off the night. The Tidewater Anglers Club (TAC) was founded in February of 1941 at a meeting at the Monticello Hotel in Norfolk, Virginia. The objectives of the TAC were the same then as they are today—to promote legislation and fishing practices that effectively provide protection of the environment and our resources. TAC is an organization that influences the customs and practices for the conservation and propagation of fish and kindred creatures. The TAC organization is committed to the promotion of true sportsmanship among all fishermen along with providing entertainment and education for its members. The club has grown into a truly multidisciplined angling organization with almost equal individual and family memberships. Each year there are 11 monthly membership meetings and an Annual Awards Banquet. There are also club activities such as tournaments, family fishing days, a fish fry and other events which allow members to gather for fun and fellowship. The monthly meetings are held on the second Tuesday of each month at 7:00 p.m. at Bayside Presbyterian Church, 1400 Ewell Road, Virginia Beach, VA. (Intersection of Independence Blvd. and Ewell Rd.) Great Streams and Craft Beverages Await in Hendersonville, N.C. Photo by Nick Carter

f you’re an angler who enjoys following up a day on mountain trout streams with a refreshing craft beverage or two, cast your attention to the Blue Ridge mountain town of Hendersonville. This North Carolina town, about 22 miles south of Asheville, offers miles of stocked trout waters, as well as the popular Hendersonville Cheers! Trail. The two resources make it possible to spend the day catching three types of trout – rainbow, brown and brook – while spending an evening exploring three types of craft beverages – beer, wine and hard cider. First, the fishing part. North Mills River is the prime trout stream in the Hendersonville area. The river’s 4-mile section of delayed harvest waters receives an annual infusion of 11,000 trout from N.C. Wildlife, divvied between brook, rainbow and brown. Spring is a great time to fly fish the delayed harvest waters of North Mills River because no trout have been harvested since Sept. 30. Another hot spot for trout fishing is just across the Henderson County line toward Brevard. The Davidson River offers miles of public trout waters that receive annual stockings of 16,500 fish. Other lesser-known spots for fishing near Hendersonville include

three streams on the eastern side of Henderson County, about 20 to 30 minutes from downtown. Rocky Broad River has a 1.2-mile stretch of hatchery support waters from Rocky River Lane to the Rutherford County line near Chimney Rock, while Cane Creek, near the Fletcher community, has 1.5-mile stretch of hatchery supported waters. For those who really want a unique experience, Little River in DuPont State Recreational Forest provides not only a scenic setting for trout fishing, but also a unique one. Delayed harvest waters flow through undisturbed mountains and over several notable waterfalls. Those waterfalls were immortalized on Hollywood’s silver screen in The Last of the Mohicans, as well as the backdrop for the exploits of Katniss Everdeen in the original Hunger Games movie. When the fishing is done, the Cheers! Trail awaits. The trail is one of North Carolina’s best, featuring 16 craft producers offering a variety of experiences. Beer fans love Sierra Nevada’s tasting room, which is one of the largest on the East Coast and features an expansive patio and outdoor amphitheater, while Bold Rock Hard Cider has emerged as a national leader in the hard cider industry and regularly hosts live music (indoors and outdoors), along with cidery tours and a food truck. Several craft producers on the trail create small-batch beverages prized for their quality and originality. Three breweries – Southern Appalachian, Triskelion and Guidon – are within a few blocks of each other in the Depot District, while Sanctuary Brewing Co. is only a few blocks away on Main Street. Sanctuary is pet-friendly with a commitment to pet rescue. Three wineries produce high-quality wines from European varietals. The newest – Point Lookout Vineyards – is located atop a 3,000-foot mountain with panoramic views of the Blue Ridge Mountains. Saint Paul Mountain Vineyards, the area’s first vineyard, is on farmland that’s been in the family for more than nine generations. And two miles from Saint Paul, Burntshirt Vineyards offers tastings in its renovated farmhouse overlooking rolling hills of vines. othing is more demanding in light-tackle fishing than to spot a fish and make a cast to it without much time to get ready. Speed and accuracy are the keys to a perfect presentation that results in a strike. Several species of gamefish invade relatively shallow water in search of food as the incoming tide floods an area. Catching them sometimes requires you to see them so you can present a bait or lure. Your target species might be striped bass in San Francisco Bay or in coastal areas throughout the northeast. Jumbo bluefish charge across the skinny portions of Chesapeake Bay each spring because the menhaden are there. Redfish might be your target in Texas and along the Gulf Coast. Down in Florida, the shallows are full of life with species such as bonefish, permit, tarpon, jacks, sharks and other critters. Concentration is critical in spotting fish or in determining signs of fish. It’s a mental discipline as well as a physical one. If you’re working off-color water, start by scouting the surface for any signs of activity. It could be a swirl or a boil or surface water being pushed by moving fish. Your goal is to identify anything different from the surrounding water. Expand your search area to waters a considerable distance away. Don’t overlook slicks, muds or anything else out of the ordinary.

When the water is shallow and a fish noses down to eat something on or near the bottom, its tail often lifts above the surface and can be spotted at a significant distance. Species such as redfish may lift their caudal fin in the air and it, too, can be seen. Tails or fins may only show for a moment or two, but if you are concentrating, you should be able to spot them. It takes practice to see fish, even in clear water. The trick involves staring through the surface of the water as if it were a pane of glass. Focus on the bottom or just above it. Your eyes should scan the area as if they were a radar antenna, moving right, left and center. And don’t forget to look far out across the water to detect the flash of a tail, wakes, birds or any other signs of activity. Some species may lie motionless waiting to ambush a tasty meal, while others keep moving. As you scan through the surface, a silver colored fish might look black. When a fish picks a morsel off the bottom, it creates a small puff of mud. Experienced eyes identify this very slight discoloration in the water, and the angler knows that something was just there. If you continue to see fresh puffs, cast a bait or lure in the area. The results could be impressive. Presenting a bait or lure to a fish you can see is certainly the ultimate angling challenge. Putting yourself in those situations can be very demanding, requires total concentration, and, at times can prove frustrating. At the end of the day, you might be tired, but the successful experience will brighten your memory for days to come.

After years of drastically curtailed federal seasons and bag limits, NOAA fisheries voted in February to implement state management for private anglers fishing for red snapper in the Gulf of Mexico. Under an exempted fishing permit (EFP), the five Gulf Coast states—Florida, Alabama, Mississippi, Louisiana and Texas— managed the private recreational Photo courtesy of Capt. The EFP was the result of a multi-year effort to give the states control after the status quo federal management approach reduced the Gulf red snapper season to an astounding three days for private anglers in federal waters. “State management of Gulf red snapper has been a game-changer for anglers,” said Kellie Ralston, with the American Sportfishing Association. “Because of their targeted data collection and their ability to quickly respond to what’s going on inseason, each of the Gulf states has been able to provide substantial red snapper seasons for the private recreational sector. None of this would have been possible without the leadership of the states, the Secretary of Commerce and our Congressional champions. Making this management a long-term reality through the formal approval of Amendment 50 ensures this great success story will continue for years to come.” At the Gulf Council meeting in January, each state gave a report on their data collection program and emphasized their ability to incorporate local factors to ground-truth the harvest data and to nimbly adjust the season. This state-level approach provides far greater flexibility in fishery management versus the federal one-size-fits-all, static regulations. Anglers trust the state systems because they are responsive and the regulations match the conditions seen on the water. With an independent analysis of red snapper populations set to be released in the next few months, anglers are hopeful for continued gains in the management of the Gulf red snapper fishery.
