E NOTES Respecting Election Day and Supporting Early Voting Are Not Mutually Exclusive With 34 states and D.C. allowing in-person early voting, the case for flexibility amid modern work and life demands Republican Kentucky state Sen. John Schickel, opposing legislation to eliminate early voting, argued that Election Day should remain special. He described voting as a privilege and an awesome responsibility that should never be treated as an afterthought. Most of us agree that Election Day is important. However, respecting Election Day and supporting early voting are not mutually exclusive. Early voting offers flexibility while helping election officials manage voter turnout. Fewer early voting days or locations can concentrate crowds, lengthen lines, and increase administrative pressure. Adequate resources— not fewer voting opportunities—are a better solution. As a point of reference, 34 states and Washington, D.C., allow in-person early voting, while nearly all 50 states offer some form of absentee voting by mail.

Why Vote Early?

Life is unpredictable. Consider these possibilities: 1. A family emergency or illness requires your attention. 2. You arrive at the polling place only to discover your assigned location has changed. 3. Transportation problems arise—a flat tire, dead battery, late bus, or traffic jam. 4. You lose your car keys or your sample ballot disappears. 5. Severe weather, a power outage, or another emergency disrupts Election Day. 6. New voter identification requirements create unexpected obstacles. 7. Work obligations, long shifts, or unpredictable schedules prevent you from reaching the polls. Chicago News Weekly

s CEO of Chicago Votes, Stevie Valles is changing how people participate in democracy, from expanding voting access to engaging a new generation of Chicagoans. He reflects on the experiences that shaped him, the people behind his work, and why political power extends beyond the ballot box. Stevie Valles arrives at CNW Studios in Pilsen on a bicycle, glancing at his watch mid-ride to confirm what is already apparent: He has arrived exactly when he said he would. In the middle of election season, as thousands of Chicago Votes voter guides are being distributed throughout the city and at Cook County Jail, the organization’s CEO has kept his appointment to the minute. When I ask how he’s really doing, the answer isn’t about politics, voter turnout, or the demands of leading a nonprofit. ”I’m super hungry,” he says. Over the next half-hour, Valles moves easily between humor, personal history, and pointed criticism of America’s political institutions. He talks about karate, his grandmother, his first vote, and what politicians have gotten wrong. At one point, the head of an organization called Chicago Votes makes a declaration that might seem odd with his job: ”Voting alone doesn’t actually change the conditions of your community.” But the more he talks, the clearer his argument becomes. A ballot gives people a say in who holds office; changing what happens afterward takes work.

A Place to Belong

Valles calls Chicago Votes ”a civic third space for young people.” The organization brings young Chicagoans together through voter registration, candidate forums, creative projects, court observation, and organizing inside schools, jails, and prisons. Its work extends well beyond Election Day, creating opportunities for young people to learn about government and become involved in the issues affecting their communities. ”We don’t tell people who to vote for,” Valles says. ”We just try to identify the issues that young people care about and give them a space where they can be in community with each other.” His leadership has earned recognition beyond the organization. In November 2024, Reform for Illinois honored Valles for his work engagOctober 22, 2026 | Get Out the Vote

ing young Chicagoans in politics and building a more inclusive democracy. His civic involvement has also included serving on the Change Illinois board of directors. Yet throughout our conversation, he repeatedly credits the organizers, volunteers, and community partners responsible for turning ideas into action. That approach carries into his conversations with young people who question whether voting matters.

”A lot of people don’t think that the system is actually fair, equitable, which I think is valid,” he says. Political campaigns, Valles argues, often promise more than an election can deliver. When conditions remain unchanged, disappointment can discourage future participation. Instead, he encourages voters to consider the decisions made closer to home by school board members, judges, alderpersons, and mayors. ”You vote way more often

than you do for president,” he reminds them. These offices influence schools, neighborhoods, public resources, and the administration of justice. For Valles, civic engagement continues long after an election concludes. ”We’re still going to be observing these judges, going into jails, engaging students in the schools, having creative projects,” he says. That commitment COVER STORY, Continued on page 6 u

is rooted in a belief that participation ”doesn’t start and end at the ballot box.” Interestingly, the man who now devotes his career to encouraging political participation once gave politics relatively little thought.

and worked with young people transitioning from foster care into independent living. Those experiences showed him ”how systemically difficult it is to actually help people who need help.” His interest in public policy began

position in the office of U.S. Sen. Patty Murray, where he reviewed legislation and responded to constituents. In 2017, two years after arriving in Chicago, Valles became co-executive director of Chicago Votes. The college

developing as he encountered the barriers facing people who depended on government services. Then came the 2008 presidential election of Barack Obama. Valles cast his first ballot at Oakwood, but politics had not yet captured his attention. ”I was not engaged at all,” he says. Coming from basketball practice, he needed a teacher to remind him to vote. For his grandmother, who grew up in Savannah, Georgia, under Jim Crow, Obama’s victory carried a different weight. ”She never thought she would see a day like that,” he recalls. Valles was beginning to connect his social work experiences with decisions made in government. ”I cared about people,” he explains. Obama’s election helped bring that connection into focus. ”I’m like, oh, like they make the policies.” He pursued an internship in Washington, D.C., where he observed congressional hearings and began learning how legislation takes shape. By 2012, he was organizing two wards in Trotwood, Ohio, near Dayton, for Obama’s reelection campaign. Valles remembers believing those neighborhoods could help determine the area’s outcome, then laughs at his youthful confidence. ”At least this is what I told myself.” What he remembers most fondly, however, are the people who helped him learn the work. ”My community was a bunch of aunties,” he recalls. ”They took good care of me.” The women made phone calls, knocked on doors, and welcomed the young organizer into their community. ”I gained so much weight on that campaign,” he jokes. A connection made during that campaign led to a policy analyst

student who once needed reminding to vote had learned how policies were made and how communities could organize to change them.

The Boy Who Kept Moving

Ask Valles where he’s from, and the question produces an unexpected response. ”That is a very challenging question for me,” he says. Born in Berrien Springs, Michigan, Valles lived there for roughly a month before his family moved to Cleveland, Ohio. Then Staunton, Virginia and Cincinnati, OH, followed. His father, a Seventh-day Adventist pastor, changed locations regularly, and by 13, Valles had left Cincinnati for boarding school. College eventually took him to Alabama, followed by Washington, D.C., Texas, Oregon, and finally Chicago in 2015. Cincinnati is the place he most often calls home, although his years moving around the country exposed him to an unusually broad range of communities and experiences. ”I got a lot of love for every place I’ve lived,” he says. His relationships reflect that range. ”My dad’s a pastor. All my homies are rappers.” Outside of politics, Valles practices Kyokushin karate, a full-contact Japanese martial art known for its demanding physical training. ”It’s like bare-knuckle brawling,” he says, although he also finds the practice meditative. He recently joined a fastpitch baseball team, another activity he makes sure to mention. ”I just joined it. I’m really proud of that.” His experiences across the country have also influenced the way he understands America. In recent years, he has traveled internationally to learn how political systems function elsewhere, particularly as he considers the challenges facing Black Americans. ”As a Black man in the United States, it can feel very suffocating to be in the United States, especially doing this work,” he says. He speaks openly about institutions that have historically excluded Black people, while maintaining a deep appreciation for the communities and relationships that make up American life. ”Everything good about the United States is what’s at the core of the people in the United States.”

The First Ballot

At Oakwood University, a historically Black college in Huntsville, Alabama, Valles studied social work. To help pay for college, he cared for people with developmental disabilities 6

Making the Right Real

The difference between having the legal right to vote and having a meaningful opportunity to exercise it became apparent at Cook County Jail. Many people detained while awaiting trial are eligible to vote, but absentee ballot requests, registration deadlines, and the logistics of detention created significant obstacles. Chicago Votes had been registering voters inside the jail since 2017. Its organizers wanted to go further and establish a polling location where eligible detainees could vote in person. Valles credits Lance Gough, then executive director of the Chicago Board of Election Commissioners, and the earlier jail voter registration efforts of the Rev. Jesse Jackson with helping make that possibility real. When organizers learned that creating a polling location required changes to state law, they began advocating for legislation. In the meantime, volunteers coordinated absentee ballot requests, collected ballots, and distributed them throughout the facility. ”We, like, just did it ourselves,” Valles says. He credits Jen Dean with much of the logistical work and remembers hundreds of volunteers participating. ”I was just a part of it,” he insists. Their organizing, alongside the work of other advocates and lawmakers, helped secure Senate Bill 2090, signed into law in August 2019. The legislation established a temporary polling location at Cook County Jail for

eligible voters, with in-person voting beginning in 2020. The results were significant. During the 2018 primary, before in-person voting was available, 394 people detained at the jail cast absentee ballots, fewer than 7% of its population. In the June 2022 primary, 1,384 people voted, approximately 25% of those detained. For comparison, about 20% of Chicago’s registered voters participated in that primary, although the percentages measure different populations. More than 2,000 people voted from the jail during the 2020 presidential election. Research offers another measure of the reform’s impact. A study first published in November 2025 by political scientist Michael W. Sances found that in-person voting increased turnout at Cook County Jail by 7 to 33 percentage points, depending on the election. Chicago Votes also helped advance the 2019 Re-Entering Citizens Civics Education Act, requiring peerled civic education for people nearing release from Illinois correctional facilities. One reform expanded access to voting while detained; the other helped prepare people to participate upon returning to their communities. Valles recalls Jackson visiting when jail voting began and leading his familiar ”I Am Somebody” affirmation. ”It was beautiful,” he says. ”It was powerful.”

What Politicians Aren’t Hearing

With November approaching, Valles is troubled less by voters who question the value of elections than by the candidates asking those voters for their trust. ”The main thing that concerns me is the way politicians run campaigns,” he says. He objects to expensive attack ads, ominous narration, and messages devoted to tearing down opponents rather than explaining how candidates intend to improve people’s lives. ”What would be nice is to talk about the things that are actually wrong with people’s lives,” he says, ”and y’all tell us your plan.” Valles believes the tone of modern campaigns contributes to political disengagement. ”And then they wonder, like, why don’t people vote?” he says. ”It’s like, because y’all are super toxic.” He is equally critical of elected officials who engage communities during election season but fail to maintain those relationships once they take office. ”Come to our neighborhood, knock on our door, ask us what would be helpful,” he urges. His criticism extends to campaigns that rely heavily on carefully tested talking points rather COVER STORY, Continued on page 7 u

u COVER STORY, Continued from page 6

than meaningful conversations about the challenges residents face. Still, his concerns haven’t weakened his affection for Chicago or his confidence in the people working to improve it. He sees organizers, neighbors, advocates, and elected officials finding ways to change conditions in their communities. ”People can still be inspired to, like, do the right thing for their fellow human being,” he says. ”And it happens all the time round the clock.” That commitment gives him hope. ”That’s what makes me most proud to live in Chicago,” he says. For a man who once needed a reminder to cast his first ballot, the meaning of political participation has grown considerably. His work has helped change Illinois law, expanded voting opportunities for people previously excluded from the process, and encouraged a new generation to recognize its political power. Yet Valles doesn’t believe the future of democracy rests entirely with government. He believes it rests with people willing to organize, advocate, and remain engaged long after Election Day. And when he considers what Chicago might accomplish, his ambition extends far beyond the city. ”We might mess around and change the entire United States,” Valles affirms with optimism. ”Or change the entire world.”

u E NOTES, Continued from page 3

that early voting accommodates people whose work schedules are inflexible. Laborers, hourly employees, and people with long commutes may have little control over their time. Early-morning, evening, and weekend voting hours, along with accessible polling locations, can help remove barriers for voters with disabilities and residents of communities of color. Shorter lines and less pressure on Election Day. Suzanne Fisher, president of the League of Women Voters Asheville-Buncombe County, argued in a 2026 Asheville Citizen-Times op-ed that reducing early voting hours can lead to longer lines and other polling-place problems. Greater resilience during emergencies. David Becker, founder

and executive director of the Center for Election Innovation and Research, explained in a 2024 interview that spreading voting across multiple days and methods reduces the impact of disruptions such as severe weather, security threats, cyber incidents, equipment malfunctions, and power outages. When voting opportunities are spread out, a single disruption is less likely to prevent people from casting their ballots.

Addressing the Arguments Against Early Voting

Critics argue that early voting can burden local election officials. North Carolina state Sen. Phil Berger (R), for example, supported reducing the early voting period in 2026. Yet election administration challenges can be addressed through

sufficient staffing, funding, and planning without unnecessarily restricting voter access. Others contend that early voters may miss important information about candidates that emerges before Election Day. That is a legitimate consideration. However, voting always involves a degree of uncertainty. Candidates may reveal their true character or intentions only after taking office, when voters can no longer change their ballots. Each voter must weigh the benefits of voting early against the possibility of later developments.

Election Day Matters. So Does Access.

Schickel’s emphasis on the importance of Election Day reflects a respect for civic responsibility. However, his position

does not fully account for the realities of modern life. When Election Day was established, daily routines, workplace demands, transportation, and communication were vastly different from what they are today. Workers face unpredictable schedules, families manage competing responsibilities, and emergencies rarely arrive at convenient times. The goal should not be to diminish Election Day, but to ensure that every eligible voter has a reasonable opportunity to participate. Early voting honors the responsibility of citizenship by recognizing that people’s circumstances differ. Protecting the right to vote means making participation possible—not allowing a single day’s obstacles to silence a voter.
