Today I have very mixed emotions because this will be my final Commencement as Dean of our great law school. I will be stepping down when my current term ends on June 30, 2025 to become the 10th President of Baldwin Wallace University. Serving CSU|LAW the past 9 years has been one of the greatest honors of my life.
Our law school’s efforts have spanned a variety of initiatives, but the thread that has bound them together has been our students. They are our North Star – we are committed to their personal and professional lifelong success. There is nothing more meaningful to me than to have been part of their journey. It has been a privilege to watch our students learn and grow, reflect and debate, and to witness them becoming lawyer-leaders.
Most fundamentally, we have been guided by our mission: Learn Law. Live Justice. What does that mean? To me, it means that law is the means; justice is the end.
I’ve been inspired by our faculty’s commitment to teaching our students and producing scholarship that grapples with some of our society’s biggest challenges. I’ve been inspired by our staff whose tireless work around the clock to serve our students is too often underappreciated. And it has been one of the great joys of my life to work with the most loyal, engaged, and supportive alumni of any law school in the nation. They open doors for our students and graduates every day.
I want to thank Associate Deans Carolyn Broering-Jacobs and Brian Ray for their extraordinary leadership. I have no doubt that even better and brighter days lie ahead for CSU Law. With the next era of leadership will come opportunities for new ideas, fresh perspectives, and exciting innovations.
My thanks to President Laura Bloomberg, Board Chair David Reynolds, and Provost Nigamanth Sridhar for your leadership of the University and your continuing support of CSU|LAW.
Special thanks to Kelly Tompkins ’81 for delivering today’s Commencement address. Kelly’s extraordinary career demonstrates the heights that our graduates can achieve. His long-time leadership and generous support of our law school is inspiring and deeply appreciated.

Cleveland State University College of Law
Cleveland State University College of Law (CSU|LAW) has a rich tradition of leadership in legal education. The College’s foundation dates back to 1897 when it formed as Cleveland Law School at Baldwin University. The Cleveland Law School merged in 1946 with the John Marshall School of Law (founded in 1916) to become Cleveland–Marshall Law School. In 1969, the Law School joined Cleveland’s new public university as ClevelandMarshall College of Law, its sixth College. In November 2022, the Cleveland State University Board of Trustees voted to change the name of the law school to Cleveland State University College of Law (“CSU College of Law”).
Because egalitarianism was a motivating principle of the law school’s founders, the school’s early student population was remarkable for its diversity. CSU College of Law was one of the first law schools in the nation to admit women and African Americans. Many of the students were immigrants or the children of immigrants, many were older students and minorities, and most worked throughout the day while studying law at night. A number of the law school’s earliest graduates had notable careers, including the only five-time Governor of Ohio, the Honorable Frank Lausche ’21; the Honorable Genevieve Cline ’21, the first woman in America appointed to the federal bench; the Honorable Mary Grossman ’12, the first woman in America elected to a municipal court bench; the Honorable Carl B. Stokes ’56, the first African American mayor of a major American city; the Honorable Louis Stokes ’53, Ohio’s first African American Congressman; Tim Russert ‘76, the host of NBC’s Meet the Press; the Honorable Frank Jackson ’83, the longest serving Mayor of Cleveland; the Honorable Maureen O’Connor ’80, the first woman to serve as Chief Justice of the Ohio Supreme Court; the Honorable Melody Stewart ‘88, the first African American woman elected to the Ohio Supreme Court; the Honorable Benita Pearson ’95, the first African American woman Federal Judge in Ohio; and the Honorable Marcia Fudge ‘83, the first CSU|LAW graduate to serve in a Presidential Cabinet (U.S. Secretary of Housing and Urban Development). They — along with many other graduates — laid the foundation of the legal practice in Northeast Ohio.
Today, CSU|LAW remains at the forefront of legal education excellence and innovation.
• We are the top ranked public law school in Northern Ohio and ranked in the top 100 law specialties of Health Law, International Law, Intellectual Property Law, Legal Writing, Business Law, Tax Law, Trial Advocacy, and Criminal Law by U.S. News & World Report or PreLaw Magazine.
• CSU|LAW is one of the first law schools in the country to launch an online part-time Juris Doctor program.
• CSU|LAW’s Centers for Cybersecurity and Privacy Protection, Health Law and Policy, Criminal Justice, Global Space Law, and the David H. Braff Animal Law Center provide professional leadership while preparing students to enter positions in these expanding, critical fields through innovative courses, programming and practical research.
• The P. Kelly Tompkins Leadership and Law program is one of the first programs in the country that provides leadership education, skills training, and mentoring to law students, and a Leadership Certificate for students who choose to concentrate in leadership.
• CSU|LAW offers a thriving pro bono program and a strong and longstanding clinical presence. “Pop-up Practicums” offer students short-term, hands-on opportunities to work on timely legal issues with faculty experts.
• CSU|LAW was one of the first law schools nationally to offer strategic support for entrepreneurial students through the Solo Practice Incubator.
• CSU|LAW offered the region’s first Master of Legal Studies program, giving working professionals the opportunity to study concentrated areas of the law and to apply the knowledge to their own professions.
• The Trial Courtroom at CSU|LAW gives students the opportunity to experience authentic courtroom scenarios.
• The Judy and Robert H. Rawson, Jr. Learning Commons provides a technologically advanced space for collaborative learning.

He has played a significant role in turnaround, rebuilding and restructuring public companies, board leadership and management teams. His experience includes steering the turnaround of a public company after an activist-driven proxy contest that resulted in ousting a CEO, overhaul of the Board and replacement of several senior executives; co-leading, with new CEO, a strategic, financial and operational reset of a company; developing and implementing multi-disciplined legal, public and government affairs strategies; managing a Chinese joint venture; leading acquisition and integration programs; leading the investor relations function at two large public companies; reorganizing the breadth and scope of legal, environment, government and sustainability functions to align with business strategy; managing significant litigation matters with major IR/PR implications; and completing debt reduction and asset disposition transactions. Tompkins currently serves in numerous capacities, including as Chairman of the Board of First American Funds, a money market fund complex affiliated with U.S. Bank Asset Management. He
joined Dix & Eaton in 2018 and as a Senior Advisor, provides guidance to board chairs, CEOs, CFOs and other corporate officers on matters relating to governance, investor relations, transactions, enterprise risk management, sustainability, capital markets, finance, government and public affairs, and corporate communications. He is also serving as Senior Advisor to President-Designate Lee Fisher at Baldwin Wallace University and is an advisor and investor in a medical equipment start-up business.
Prior to joining Dix & Eaton, Tompkins’ impressive legal and executive career has included serving as Executive Vice President & Chief Operating Officer, Cleveland Cliffs, and Executive Vice President & Chief Financial Officer, RPM International. During his career at both Cleveland Cliffs and RPM, he served as Chief Legal Officer.
Early in his career, Tompkins co-founded an independent IR consulting firm. Before that, he worked for Reliance Electric, as Product Marketing Manager, Director of Investor & Public Relations, Senior Corporate Counsel and Director of Corporate Development. Tompkins also worked for Exxon Corporation as a Trial Attorney in its Houston-based law department.
Tompkins holds a bachelor’s degree from Mercyhurst University in Erie, and a J.D. from CSU|LAW. He is a familiar face on the CSU campus, serving as a CSU|LAW Leader-In-Residence for the past seven years. His former roles include Trustee, Cleveland State University Board of Trustees, CSU Interim Vice President, Chief Financial Officer and Chair, CSU Special Advisor to the President for Business Affairs, and Chair, CSU|LAW Board of Visitors.
Recognizing the training gap in leadership in legal education, Tompkins worked with Dean Fisher to create the P. Kelly Tompkins Leadership and Law Program in 2018. As part of his work with the program, Tompkins co-instructs with Dean Fisher a leadership course for upper-level students, “Leadership and the Law: Leadership Lessons of Highly Effective Lawyer-Leaders.”
Tompkins looks forward to speaking to the Class of 2025 and his commencement speech will include messages on leadership, the graduates’ role in upholding the tenets of our profession, and protecting the fundamental role of the rule of law.

The university regalia is inherited from the medieval universities of the 11th and 12th centuries when a university was an ecclesiastical community. Through long inheritance, the academic procedure of a modern university includes the ancient forms and ceremonies that are most noticeably marked in the dress of those who participate in academic convocations. Academic life, as we know it today, began in the Middle Ages — at Oxford and Cambridge, Paris and Bologna, Edinburgh and Louvain — first in the Church, then in the guilds. The teaching guild was the Guild of the Master of Arts, where the Bachelor was the apprentice of the Master, and the dress was the outward sign of privilege and responsibility. The dress was made visible in color and pattern, the association of men of like purpose. There are five principal features of the academic costume:
THE CAP. The freed Roman slave won the privilege of wearing a cap. The academic cap is a sign of the freedom of scholarship and endows the wearer with new scholastic responsibilities and dignities. Old poetry suggests that the cap of scholarship is square to symbolize a book, although some authorities claim that the mortarboard is the symbol of the masons, a privileged guild. The color of the tassel on the cap denotes the discipline. In some European universities, a pudding-shaped cap, another guild symbol, is worn, while occasionally a cap similar to the one worn by the great scholar Erasmus is part of the costume.
Black tassels are correct for all degrees, and colored tassels are worn only by preference. Gold metallic tassels may be worn by doctors or presidents of universities and colleges. The tassel should be worn draped over the left front quarter of the cap.
THE GOWN. The flowing gown comes from the 12th century. Many believe it was worn as a protection against the cold of unheated buildings. It has become symbolic of the democracy of scholarship, because it completely covers any dress of rank or social standing underneath. It is black for all degrees. The bachelor’s and master’s degree gowns are untrimmed. The doctoral gown is faced with velvet in front and has three bars of velvet across the sleeves in the color distinctive of the faculty or discipline to which the degree pertains.
THE HOOD. The hood is an inverted shield with one or more chevrons of a secondary color on the background of the primary color of the college. The color of the facing of the hood denotes the discipline represented by the degree; the color of the lining of the hood designates the university or college that granted the degree.
ACADEMIC HONORS. Students graduating with academic honors — Summa cum laude, Magna cum laude, and Cum laude — will be recognized for their academic excellence by honors medallions worn around the neck.
