In June of this year, the U.S. Supreme Court issued the decision on Knick v.

Township of Scott and provided a property rights victory for property owners with Wage Theft Law a takings claim. Youth in Skilled Trades Study Included in the Education bill this year is a “Report on the Safety of Youth in Skilled Trades.” The commissioner of labor and industry is required to study ways to “allow for the safety of middle and high schoolers who receive hands on training in skilled trades.” The report is due back to the legislature in January 2020. The study may produce legislation for 2020 legislative session.

Beginning August 1st, police can stop anyone they see holding a phone while driving. Under the new law, drivers may only send messages or place calls while driving with a hands free or voice activated device. Manually punching in a phone number or an address for navigation are not acceptable. It is also prohibited at stoplights, since the driver is technically still operating a vehicle while at a stoplight. It is a petty misdemeanor and carries a $50 fine for the first violation and a $275 fine for subsequent violations.

Just a reminder – Updated building codes are making their way through the process and are still on schedule to go into effect March 31, 2020

There is currently widespread frustration with the performance of the global economy. Traditional policy approaches are not delivering the economic results they have in the past.

In the US, Millennials are poorer, have lower incomes, marry less often, and have fewer children than the generations before them. In Europe, the rise of previously fringe parties is unmistakable as voters express their frustrations with the status quo at the ballot box. All this has led to the rise of Modern Monetary Theory (MMT), a set of ideas that reflect a significant and unfortunate break with previous orthodoxy.

Second, contrary to MMT, governments cannot simply print money to pay bills and avoid default. Looking back at developing nations that have employed MMT demonstrates that beyond a certain point printing money leads to hyperinflation. Third, MMT conveniently assumes an economy that does not trade with other nations. Regrettably, money printing will result in a collapsing exchange rate that will in turn boost inflation, raise long-term interest rates, encourage capital flight and reduce real wages.

During the late 1970s, a similar economic malaise gave rise to supply-side economics popularized by Arthur Laffer. It began with the age-old observation that taxes had important incentive effects and that, in conceivable circumstances, tax cuts could raise revenue. That said, from these two well understood underpinnings, it grew into the ludicrous idea that tax cuts would always pay for themselves. In the 1980 presidential primaries, future President George H.W. Bush called this idea “voodoo economics” and in the following decades this doctrine did substantial damage to the US economy and has largely short-circuited meaningful debate about taxes.

And it is not only in emerging markets where MMT has played out badly. France in the early to mid-1980s and West Germany in the late 1980s employed what now would be called MMT but both nations had to reverse course. Separately, the UK and Italy both had to be bailed out by the IMF in the mid-1970s because of an excessive reliance on inflationary finance.

Supply-side economics was an unreasonable extension of valid ideas. To that end, few support a return to the very high marginal tax rates that prevailed before the tax reform of the 1980s. Similarly, in an era of very low inflation, and of real interest rates of close to zero, we can and should carefully reconsider our traditional views of federal borrowing; they need at a minimum a careful and thoughtful rethink. That said, when something sounds too good to be true, as was the case with supply-side economics, and is the case with MMT, it’s important to make this clear to improve debate and hopefully prevent us from making another costly and unnecessary

Now comes MMT, which, like supply-side economics, makes a good observation, that fiscal policy needs to be rethought in an era of low real interest rates, but then stretches it into a ludicrous claim that massive deficit spending on job guarantees can be financed by central banks without any burden on the economy. At a moment of deep economic and political frustration, some fringe wing of the out-of-power party is again offering the proverbial economic free-lunch as a politically attractive way out of a fiscal bind. Regrettably, MMT is flawed at many levels.

Tribute to Marty Reker Marty Reker, Reker Construction We are deeply saddened by the loss of fellow CMBA member Marty Reker, Reker Construction Co., 55, who passed away on July 4th. He battled a rare disease for six months.

Marty was an involved, long-time CMBA member. He joined the CMBA in 1991 with his partner and uncle Butch Bechtold. He served on the CMBA Board of Directors from 20102012, and served as the Government Affairs Chair from 2010 – 2016. Marty was an active Spike member with 49.5 Spike Credits, and was a frequent attendee of the popular Spike Appreciation Party, our Annual Casino Night, Day at the Legislature, and participated in the Tour of Homes.

The week before his passing, I was able to visit Marty, and he knew who I was. We talked about current Government Affairs issues, and he was as witty and clever as always. He insisted on walking me to my car when I was ready to leave, demonstrating the gentleman he was.

The family stated that Marty passed while they were by his side watching the grand finale of the fireworks display. He will be greatly missed by all those who knew him.

Building Permits: 

January-June 2019 ended at 104 total permits for the 10 city area. Down from 138 January-June 2018. The month of June 2019, 22 permits were reported, compared to 34 June 2018.

Members in the News Quinlivan & Hughes, P.A. Dyan Ebert of Quinlivan & Hughes has been named president-elect of the Minnesota State Bar Association and will serve as president next year.

Ebert is the second Quinlivan & Hughes attorney to serve as an officer of the association and become president. Mike Ford served as president of the Minnesota State Bar Association in 2008. They are the only two attorneys to serve in that role from St. Cloud since the association began in 1883.

Ebert serves as CEO of Quinlivan & Hughes and practices civil litigation, with a focus on employment and government liability, insurance coverage and general casualty law. Ebert also handles appeals both at the state and federal level.

Bardson joined the firm in 2016 as an administrative assistant and then moved to the human resources department. With the promotion, she oversees the day -to-day administrative functions of the firm and is responsible for the management of the human resources and marketing operations. Hoffmann will oversee the internal finances of the firm. She joined the firm in 2001 as an accountant and became a partner in 2014.

Stearns Electric Employees reached a major milestone: 1 million miles accident-free. Over the last 22 months, Stearns Electric employees have driven over 1 million miles without an accident. The cooperative’s vehicle fleet consists of about 45 vehicles including bucket trucks, digger derricks, material trucks, pickup trucks and SUVs. Stearns Electric’s safety program was recently recognized with the Leroy Vanderpool Excellence in Safety Award from the Minnesota Rural Electric Trust. The award recognizes electric cooperatives for innovative programs and processes that promote workplace safety.
