Launching the Club Development Program I trust this message finds you well, and I hope that each one of you had a lovely Christmas and a wonderful start to the New Year. As we step into 2024, I am thrilled to share some significant initiatives that will help deliver services and insights for our industry.

There are four key elements of the Club Development Program – the foundation module, specialised workshops and webinars, regional meetings and regional roadshows and the annual Clubs and Community Awards.

You may be aware of the current reform underway of the Association's Incorporations Act 1985, this presents a perfect opportunity for us to strengthen our commitment to excellence in Club governance and Clubs SA will soon launch our Club Development Program. The Program is designed to improve and develop the governance and leadership of licenced and unlicenced Clubs throughout South Australia.

All Board or Committee members and Club Managers will be encouraged to complete the Club Governance 101 Foundation Module. Board or Committee members and key staff will then continue with further skills development aligned to the specific requirements of their role.

Clubs must continually make adjustments to their governance and operations in the face of increasingly complex legal environments and in line with their available resources and community and industry expectations.

The roll out of the program will commence on Tuesday 27th February at Hockey SA, where you will get the chance to hear an update from the Clubs SA team, our advisory partners, as well as our Corporate Partners TABCorp, Insurance Advisernet and Stoddart.

Our commitment to serving you extends beyond governance. We are dedicated to enhancing and expanding the services, resources, and information available to our members and our goal is to provide the support and tools necessary for your clubs to thrive in every operational aspect.

In addition to these initiatives, I would like to draw your attention to some exciting trends and opportunities that can benefit your clubs in 2024. These include:

Personalised offerings via push notifications As QR code order-to-table options has grown in recent years, so has a venues ability to capture a customer’s data.

Moving through 2024, there will be opportunities to combine this data with geofencing to directly send targeted and tailored offers to your customers. You may be able to send push notifications directly to your customer’s phone.

Ticketed events Feedback from industry shows, that if customers are paying a lot for an event they tend to drink less; charging less for tickets can increase spends over the bar. $15-$20 tickets are the sweet spot; customers can enjoy quality entertainment and ensure spends are high.

to a respected industry partner, in Steve Markham.

Steve has been a key player within the SA Gaming Services Landscape over the past 7 years, as Customer Relationship Manager at MAX Technical Services. Prior to this tenure, Steve also held a relationship management with “Sky” and was also a well know publican within the market.

Over the years, Steve had built professional, respected, and solid relationships with Venue Operators, Boards, Managers and Staff as well as manufacturers and suppliers to the industry.

Clubs SA and MAX Technical Services (Tabcorp) would like to take this opportunity to recognise one of our own and wish him every success as he moves into his next chapter. Thankyou for all your efforts Steve, you will be missed!

FIND THE GRANTS YOU NEED WITH GRANT WATCH Occasionally members will contact us about potential grants that could assist their club with things such as recruitment, infrastructure and repairs.

In order to assist members with potential grants that are on offer Clubs SA has created a new page on its website called “Grant Watch” where grants and other funding that could be of interest to clubs will be listed.

This page can be accessed under the Membership tab on the Clubs SA website as shown below:

In addition Clubs SA members will continue to be notified of major grants by bulletin or on social media where deemed necessary.

Whilst we will endeavour to keep this page updated and to include potentially relevant grants, members need to carefully look at any eligibility criteria and what requirements it may impose. Members are also advised that this may not be a complete list of all the grants that may be applicable to a club in South Australia.

There are a number of other free sites where a club can search for potential grants including but not limited to the below: GrantConnect Business.gov - Grants Office for Small & Family Business - Grant Programs Office for Recreation, Sport & Racing - Grants Clubs can also approach their local councils to see what grants or funding they may have on offer now or in the future.

Clubs SA is very pleased to share news that we have welcomed Country Racing SA (CRSA) to our fold. CRSA has joined with a Group Membership of their 24 Clubs, coming together under the one umbrella. Country Racing South Australia represents the interests of country clubs around SA in strategic matters for the advancement of the racing industry.

As well as the country racing Clubs already part of Clubs SA, we now have an additional 20 racing Clubs, spread throughout each region. These extend from Penong in the west, Roxby Downs in the north, Mount Gambier in the South East and everywhere in between, including over the water on Kangaroo Island!

CEO, Chris Biggs explained his reasoning behind encouraging CRSA Members to take up membership: “I believe the partnership will drive many aspects of the work undertaken at our club community aspects across the State. I particularly look forward to many years of joint support for our clubs to gain assistance in key areas such as Governance and Liquor Licencing. CRSA and all our member clubs are delighted to be accepted as members of Clubs SA”.

Country Racing SA Clubs Here’s a little about each of the different Clubs that form Country Racing in SA.

BALAKLAVA The small farming community of Balaklava has become famous for its racecourse, hosting the biggest country race meet in South Australia.

Balaklava Racing Club founded in 1903, boasts the longest straight in SA and hold 13 race meets throughout the year with the highlight being the Balaklava Cup, also known as the biggest party in South Australia!

CEDUNA The Ceduna Racing Club facilities are spacious with elevated lawn areas alongside the track, a shade sail lawn area adjacent the lawn covered mounting yard and fantastic race day action. The club is made up of a group of highly dedicated volunteers who have a very strong focus on holding enjoyable and community involved race days via fun, fashion, fine food, great country racing and plenty of enjoyment.

CLARE VALLEY The Club supports the thoroughbred racing industry by conducting meetings that provide opportunities for participants, patrons and the local community.

The Valley provides an idyllic setting for country racing with people travelling from far and wide to attend its annual Easter Races.

BORDERTOWN The Bordertown Racing Club commenced racing on the current track in 1945. Previously it raced on two tracks in the town which are now residential areas. Located in one of the most fertile farming areas in this State, the Club also looks after and maintains 70 acres of Parklands. The region is known as the "Tatiara", which is aboriginal for "The Good Country" and it really is a lovely place to visit.

GAWLER & BAROSSA The Gawler & Barossa Jockey Club is one of the first landmarks you see driving in to town, with its picturesque rose gardens, lush green lawns and impressive new function centre, The Terrace.

It actually has its very own dedicated railway station, making it easy for punters to enjoy a day at the races from almost anywhere.

Country Racing SA Clubs HAWKER A great little outback town 400 kilometres north of Adelaide. Hawker is the hub of the Flinders Ranges, being the junction of roads from Port Augusta, Orroroo, Leigh Creek, Marree, Wilpena and Blinman.

JAMESTOWN Located in the State’s mid North, Jamestown Racing Club has a picturesque country setting with a welcoming family atmosphere The October long weekend sees the Jamestown area bustling, with two major events taking place: Jamestown Racing Club annual meeting on the Saturday Jamestown Show on the Sunday and holiday Monday These three events create a weekend of fun and entertainment in a relaxed country setting.

KANGAROO ISLAND Perched on the Banks of the Cygnet River, the Kangaroo Island Racing Club is a proud country racing club, with one of the largest membership bases of any country racing club in South Australia.

With racing each year in Summer, culminating in the famous KI Cup Day on Saturday 17 February, now could be the time to pop over the Island.

KIMBA The Kimba Racing Club has achieved an excellent reputation for providing a high quality country race meeting. In recent years and held at Port Lincoln Racing Club, the Kimba race meeting has been the venue for the presentation of the awards for Horse of the Year, Jockey of the Year and Trainer of the Year for the Eyre Peninsula Racing Association.

LOCK A typical wheatbelt town operating as a grain hub and service centre, Lock lies at the heart of the Eyre Peninsula. Lock Race Club hosts its meetings at the picturesque McLachlan Park racecourse, 10km north of the town. Appropriately named 'The Oakbank of the West Coast', visitors experience a family-friendly, relaxed picnic atmosphere surrounded by stunning green lawns, shady trees and undercover shelter.

Catering to a crowd of all ages, both from local surrounds and visitors from afar, the Lock Cup is a fantastic event for everybody! This year’s meet is on 25 February so why not lock in the date!

MILLICENT The Millicent Racing Clubs main activity is to supply and maintain training facilities for 50 local horses and as back up to trainers from Mount Gambier, Penola and Naracoorte.

The Club runs one meeting per year, the Millicent Cup at the Mount Gambier Racecourse. This meeting enjoys very good support from the Millicent and District community.

MINDARIE - HALIDON The small farming town of Halidon in the Murraylands, comes to life once a year when Cup Day comes around and the 'Melbourne Cup' of the Mallee - 'The Mindarie Halidon Cup' is run. Well supported by the local farming and business community, the Club welcomes busloads of visitors from all across the State to this picnic day. The Club aims to create a friendly and relaxed environment for all Race-day patrons and to promote thoroughbred racing in the Murray Mallee District.

Country Racing SA Clubs MOUNT GAMBIER With a long and proud history, the Mount Gambier Racing Club is the largest Race Club in the Limestone Coast of South Australia and is a full time Training Centre.

The MGRC holds 12 race meetings a season, with the ‘show piece’ being the Scott Group of Companies Mount Gambier Gold Cup, this year to be held 22 March 2024.

Other major events include the Christmas Twilight Races held early December, the Summer Cup in late January and the Prostate and Breast Cancer Fundraiser race day held in September.

MURRAY BRIDGE Long-time Clubs SA Member, Murray Bridge Racing Club was established in 1899 holding its first race meeting at its old location on Maurice Road in 1914.

Moving to its brand new premises in 2018, the Club now offers fantastic facilities for trainers and patrons alike, not only on Race days, but year round at the gorgeous Bridges Event Centre.

NARACOORTE Centrally located in the surrounding Coonawarra and Padthaway wine areas, Naracoorte Racing Club holds around 6 meetings each year.

The racecourse also provides a great community space for events and celebrations.

OAKBANK Needing no introduction, the Oakbank Racing Club has a rich history in the Adelaide Hills. The Club was established in 1875 and boasts one of the world’s largest picnic race meets, the Easter Racing Carnival, which has historically been held on Easter Saturday and Monday.

The Carnival will again comprise two separate race days in 2024, Saturday March 30 and Monday April 1 and with camping opportunities available, it promises to be another fantastic weekend.

PENOLA Penola is one of the oldest racing clubs in the south east of South Australia. While race meetings in the mid 1800s were relatively informal affairs, Penola is attributed with holding the first official meeting in the state.

These days, the Club usually hosts 4 meetings annually. The Club has a warmth and a charm about it like few others and combines its heritage and tradition with more recently added modern buildings beautifully.

PENONG The tiny township of Penong is located 73 km west of Ceduna, 543 km from Port Augusta and 854 km northwest of Adelaide. It is a small wheatbelt settlement which is characterised by literally dozens of windmills which pump the local water supply from a large underground basin. With one race meeting each year, March is a bustling time for the Club, with working bees and all hands on deck before race day to get the place ready. It’s a great time for the community to come together with fashion parades and ‘human’ racing.

Country Racing SA Clubs PORT AUGUSTA Since 1881, the Port Augusta Racing Club has provided the region with quality thoroughbred racing on its iconic sand track. The Port Augusta Racing Club hosts 9 race meets and is home to more than 20 trainers. Race days are a great social event for everyone to enjoy, fantastic entertainment for all the family, and racing hospitality at its best. The club supports many local community groups and promotes a day at the races to visitors both statewide and interstate.

PORT LINCOLN Port Lincoln Racing Club hosts a wide range of events throughout the season, from summer twilight events, to FREE family fun days!

The Club has 4 major Race Days that are very popular and attract many attendees, with the premier event of the season ‘The Port Lincoln Cup’ featuring in March each year.

QUORN Quorn Jockey Club sits just a couple of Ks outside the town, known as the gateway to the Flinders Ranges.

The annual Race Day in winter is a keenly looked forward to event, providing a chance for the community to gather and show off their beautiful setting. With a shuttle bus to the racecourse from railway station (gold coin donation), excellent food and drink facilities and children's entertainment, it’s a very enjoyable day out.

ROXBY DOWNS Roxby Racing Club was formed in 1991 and held its first unregistered meeting a year later. The first registered meeting was in June 1994 and was attended by a very large crowd of about 2000 people.

The Club's vision is to ensure a long-term sustainable annual race meeting to: Establish a unique race meeting that becomes a major event on the State's social calendar Provide an entertaining and enjoyable day for patrons/community of Roxby Downs

STRATHALBYN As one of the provincial racing clubs in South Australia, Strathalbyn Racing Club proudly offers racegoers an exceptional range of racing facilities in a picturesque setting surrounded by neatly manicured lawns and stunning rose gardens.

Holding many race days throughout the year and with families well looked after, you’re always assured of a warm welcome there.

STREAKY BAY The picturesque coastal resort of Streaky Bay acts as a service centre for the surrounding rural community, with wheat, barley, wool and fat lambs being the main activity on the land. Streaky Bay Racing Club will hold its annual meeting on Saturday 23 March this year, and as always, it promises to be a fantastic day out. This is another Club that relies heavily on its hard working local community with working bees to get the venue ready.

Clubs really are admirable examples of what community is all about and we at Clubs SA are proud to have Country Racing Clubs within our organisation.

NEW LEGISLATION

SMOKE-FREE & VAPE-FREE OUTDOOR AREAS Rhys Braybrook, Workplace Relations & Policy Manager

Members are advised that the State Government has recently made changes to smoking legislation including new regulations that seek to reduce the passive exposure of tobacco smoke and e-cigarette aerosol in outdoor areas.

The Tobacco and E-Cigarette Products (Smoking bans) Amendment Regulations 2023 have specified a number of outdoor areas that will be required to be smoke and vapefree from 1 March 2024. The changes will be of most relevance to sporting clubs. Smoking and vaping will be banned in all public areas at or within 10 metres of a sporting venue at times when an under-18 years sporting event is occurring. Additionally this will also apply during a training or practice session to prepare to participate in an under-18 years sporting event.

An “organised underage sporting event” means a sporting event e.g. a match, game, tournament or other event that involves playing sport that: Is planned in advance; and is organised or intended for, or predominantly participated in by, persons under 18 years of age; and is conducted according to established rules by a professional or amateur sporting body or by an educational institution; and

may be a one-off event or part of a series of events.

Sporting venue includes any part of a public place at which a sporting event occurs e.g. a playing field, track, clubroom, seating areas around this etc.

Additionally non-residential building entry points (any entrance or exit from a place) to a public space and within 10 meters of these entry points will also be required to be smoke and vape-free. Importantly though for clubs, these new laws do not apply to entry points to buildings that lead directly to a licensed area. Accordingly clubs would only have to enforce this if they had an entry point on their premises that led directly to an unlicensed area.

The legislation also specifies that the occupier of a public area to which these requirements will apply must place signs in the relevant area setting out the smoke and vape-free areas. They must be in such numbers and positions as to be likely to be seen by persons within the area.

POSITIVE DUTY TO PREVENT WORKPLACE SEXUAL HARASSMENT, SEX DISCRIMINATION & VICTIMISATION Rhys Braybrook, Workplace Relations & Policy Manager

Clubs that have one or more employees have a positive duty to prevent workplace sexual harassment, sex discrimination & victimisation from occurring at their workplace under the Sex Discrimination Act 1984 (Cth). Purely volunteer run clubs whilst not being covered by this positive duty will still have a duty of care to its volunteers to prevent harassment and discrimination from occurring under the Equal Opportunity Act 1984 (SA).

The Australian Human Rights Commission (AHRC) now has enforcement provisions in place in legislation to allow them to force compliance via issuing notices and going to court to have these enforced. As such it is even more important for clubs to look to be compliant.

This program covers respectful behaviour and equality towards women in sport and more information on this program can be accessed here. Clubs are advised though that a limited number of sessions are available.

In trying to meet these new obligations clubs will have to be more proactive and take “reasonable and proportionate” measures to discharge their duty. When determining what is reasonable and proportionate things such as the size, resources and the nature of a business will be considered.

Where staff have undertaken any training on sexual harassment, discrimination or victimisation a club should keep a record to serve as evidence. Additionally should these matters be raised in any workplace meetings then a record should be maintained.

As well as considering training, be it online and/or face to face, a club should also ensure that it has a clear and appropriate procedure for where people can raise concerns. This can be included in an appropriate policy and clubs should ensure staff are aware of this and know who they can report to should they be unable to go to their manager.

Having written material like posters outlining that the club will not tolerate harassment, discrimination or victimisation could also be of assistance in meeting requirements.
