From the CEO The Jobs and Economic Recovery Plan, which the ACT government has designed to return our community to financial health in the wake of the “once in a lifetime economic shock” that is the COVID-19 pandemic, could sadly be considered less than aspirational when it comes to job creation. At the core of the plan is reaching a milestone of

NEW OPERATIONAL OUTLOOK FOR ACT CLUBS Since Clubs across the Eastern Seaboard started to open their doors to a new world on June 1st, Aristocrat have been engaging with venues to get a clear picture around the new operating environment to understand how we will need to adapt for the future. There is no substitute for
experience, and with New South Wales, Queensland, South Australia and the Northern Territory now with at least 12 weeks of trade, we are getting some consistent feedback around what changes venues may look to adapt to for the long haul. While we have considered a long list of comments and observations, our most consistent operational feedback are around 4 main points. 1. Spacing is here to stay – while adopted in NSW and SA, the player experience suggests wider banks is being enjoyed by players. Going forward, Clubs should be looking to offer some permanent area or areas that are well spaced for player comfort.
2. Peak occupancy periods are flattening – spacing and gathering limits have been challenging for food outlets in Clubs, while beverage service and consumption has undergone changes that has affected the revenue so far. With peak post-work periods on Thursday and Friday now curtailed, the expectation is that this will continue while gathering limits are in place.
3. Regional cluster spook – with multiple high-profile outbreaks in NSW that make headlines, the exposure has a negative effect on the region where the cluster occurs. Surrounding venues demonstrate an almost immediate decline in business.
4. An opportunity to look at AEMP – the pandemic has provided a chance to pause and look at the marketing costs of your business, most notably promotions, rewards programs, and entertainment. These represent significant shifts in the industry and will shape the offering to your patrons as well as the products we deliver to you. Since Clubs closed nationally on March 23, Aristocrat set to the task of supporting our customers and staff immediately with the creation of our ‘Aristocrat Assist’ initiative that provided tangible support to the market. This was a decision by our Board and Senior Management that would help venues be financially viable on reopening by
> All immediate cessation of monthly Service Fees – this
decision was made within days, and our teams still provided out of contract floor moves and preventative maintenance. When Clubs reopened, Aristocrat replaced parts even effected during the shutdown period so venues could return to 100%.
> One month of no charge on Service upon re-opening > Halting of Systems support fees during the closure
period – while fees were deferred, our Systems business continued to provide support, upgrade systems and assist venues in addressing issues and complaints.
> Access fees deferred – this was immediate across all cabinets and games.
Through all this global unrest, Aristocrat game studios continued to complete game projects so that your investment would be supported across both the Helix suite of cabinets and the recently released MarsX platform. With over 10% of our total revenue spent on D&D (Design and Development), this was a big commitment to ensure we continue to support the industry with product. We pride ourselves on facilitating a culture of innovation that gives our people the opportunity to step up, challenge the status quo and contribute to the design and development of our products. Our latest hardware advancement, MarsX, is a testament to the collective brilliance amongst the immensely talented individuals in our organisation. This highly anticipated hardware release recently launched in ACT with 4 innovative games and more titles expected for the remainder of 2020. We are completely committed in providing the best gaming experience to each player in the ACT market.

JAMIE’S CHOICES COULD CHANGE HIS FUTURE There’s an old saying about never putting off until tomorrow what you can do today. And the way you invest in super today will really make a difference to how much super you will have for tomorrow. At Club Plus Super, we care about the financial wellbeing of our members, so we’re asking them to review three things that could give more confidence with investments, insurance and superannuation. Here’s how one of our members, Jamie, decided to take up our call to action.
which suits longer term investors who understand they can afford to be invested in higher-risk options that aim to deliver higher long-term returns.
2. Reviewing his insurance cover Jamie is very aware that life, and work, can be unpredictable. So, he reviewed his existing insurance cover and decided he was happy with the current insurances offered by Club Plus Super.
Club Plus Super member since 2012 Jamie Williamson-Coates
Jamie’s story Jamie is the Catering Supervisor at Blacktown Workers Club. Like a lot of younger members, he had collected three other super accounts before joining Club Plus Super in 2012, so he had plenty of experience dealing with other super funds. Jamie decided that what was important to him was getting personal service. “The biggest difference with Club Plus Super (CPS) for me is the service - the concern for members that CPS representatives have – on the phone and in person.” And now Jamie is ready to reap the rewards of his three decisive actions:
1. Choosing the right investment option Jamie consolidated his into one super account and considered which investment option was right for him. Knowing that he would be working for another 30+ years, Jamie opted for the Starting Out investor profile – a growth investment strategy
These include cover in the event of death or unforeseen events, such as total and permanent disability (TPD), as well as income protection cover to protect him from illness or injury in the short term.
3. Boosting his savings Jamie looked at the various ways to top up his super which include before-tax and after-tax contributions. Jamie opted to save more for his future through salary sacrifice which allows him to have some of his pre-tax pay invested into his super so he’ll pay less tax on his income and benefit from compound interest. “I’m only 28, so I put in as much as I can – every little bit helps.”

> In the gaming space we want to provide certainty after years of erratic regulatory change. We promise no further EGM reduction and we won’t be considering mandatory precommitment or maximum dollar bet limits.

> For those clubs wishing to diversify their business base to

> Labor’s attitude to taxation of clubs has become increasingly distorted. The Canberra Liberals will have a close look at aligning the gaming revenue tax system more closely with that of NSW for a fairer competitive position for our clubs including increasing the tax-free threshold on Gross Gaming Machine Revenue.
> We recognise that clubs maintain a large suite of community sports infrastructure for the use of the broader community, including many local sporting clubs. In order to support our clubs in what they do best, the Canberra Liberals will allow community sporting infrastructure to be claimed as a community contribution.
> Also, in relation to sporting infrastructure, we will go further
for clubs. Many clubs have sporting infrastructure dependent on a regular water supply. The Canberra Liberals will:
•
abolish the Water Abstraction Charge (WAC) including charges for drawing water from their own dams for community clubs.
•
will waive non-potable water charges for community clubs for a period of 12 months as an economic stimulus measure.
•
will undertake a review of water prices for highintensity users like sports clubs to ensure that prices are sustainable for their long-term viability.
> The Canberra Liberals will ensure that community clubs
are represented on the “Chief Minister’s Charitable Fund” to better reflect the origins of its contributions and grants made across the city. This will make the value of and the contribution of clubs clearer to the community.
> Clubs employ over 1,700 staff and provide an incredibly
valuable environment for nurturing skills and work experience applicable to a wide range of business sectors in Canberra. The Canberra Liberals recognise this and will increase opportunities in clubs for apprenticeships and traineeships through CIT including for people with disabilities and for the indigenous community.
How will the Canberra Liberals address cost of living pressure as a main election issue noted by our survey respondents?
19
The Canberra Liberals are committed to making Canberra the best place to live, work and raise a family. The Canberra Liberals understand that many Canberrans are facing significant cost of living pressures. That’s why we see this election as a referendum on cost of living. Only the Canberra Liberals will save households $1,000 per year through our 4-year rates freeze, reducing car rego costs by $100 per year, per car, delivering more gap-free GPs in town centres and providing $200 Active and Creative Kids Vouchers. We will deliver all of this while fixing our health, transport and education systems. The only way to secure these savings is to vote 1 to 5 Liberal. For more information, please visit voteliberal.org.au/ ourplan How do we judge the policy:

The Canberra Liberals have listened to clubs sector on issues of cross border competition and the need for alignment with regulations and policies applying to Queanbeyan Clubs. It is further difficult to assess because in an elected ACT Greens and Labor minority Government, the ACT Greens will influence a negative policy setting for clubs. The 12-month extension of water abstraction charge discount is welcomed but certainty will need to be secured over the longer term. Canberra by offering financial support and incentives for pokie-free venues, to enable diversification of revenue streams.
> Implement stronger harm minimisation measures of $5 bet limits and $100 load up limits by the end of 2022 at the latest.
> Establish a Community Clubs Ministerial Advisory Council with key stakeholders to ensure frequent dialogue and collaboration on the future of the clubs industry.
> Support clubs to become Heat and Smoke Refuges, so that Canberrans have somewhere to go during extreme climate events.
>
Establish a $5 million Community Facilities and Clubs Environmental Upgrade Fund.
No response to date has been provided. How do we judge their club policy:
D This is not good for clubs, particularly in the context of an uncertain COVID future and the ongoing impact on jobs in the sector. It ignores the significant distress the industry is under and the closure of 5 clubs in last 4 years. It ignores the opportunity to harmonise policy (even that not related to gambling) with NSW. eg water, liquor licence fees et al. The score reflection also represents that the ACT Greens did not engage with the club sector broadly in developing their policy framework. The policy also rebadges previous 2016 promises that

Bill Stefaniak is the Leader of the Belco Party. belcoparty.com.au What Belco Party said: ACT Licenced clubs are a bedrock in the social fabric of the ACT. Union Club (1986-87) and the Polish White Eagle Club (2002-04). The Belco Party supports a view that if a club is set up to support Rugby League or Aussie Rules it is ridiculous to force it to contribute more toward a knitting group than its affiliated sporting groups that it has been set up to support. What Belco Party have announced:
> Broadly support the Canberra Liberals policy. > Acknowledge that clubs just want to be left alone for 4 years
and believe there is merit in allowing the pokies cap of 4,000 to rise in accordance with the rise in population in the ACT on a per capita basis.
>
We support good programs to help reduce problem gambling but acknowledge that if the ACT clubs ceased to operate, the problem gamblers would all go across the border and at any rate there is always online gambling and other forms of gambling to tempt them. There are other measures that are far more effective in addressing problem gambling than emasculating clubs in the process.
> We would ensure water charges are in line with NSW. This would probably go a long way to ensuring the viability of some of our golf clubs.
> We reject the constant attempts by the current government
and the Greens especially to change the rules and try to destroy clubs. Elitists like the Greens have no concept of what clubs do for our community and we doubt if any of them go to clubs – certainly not on a regular basis.
> As we believe there needs to be a change of government, we
would support the Liberals into Government providing they undertook to abide by certain conditions, one of which would be to not renege on their policy towards clubs and also to go further and adopt some of our additional policies to help clubs.
How will Belco Party address cost of living pressure as a main election issue noted by our survey respondents?
> Support the liberals in at least freezing residential rates as a
minimum for the 4-year term of the next assembly and in the case of commercial rates which are sending businesses across the border, reducing them to make the ACT competitive.
> Reduce the special fees paid by unit holders. > Reduce all car, trailer, caravan, tradies vehicle rego and boat rego fees to the lowest in Australia.
> Put stage 2 of the tram on hold. This $3 billion project has
already $1.9 billion budgeted for it in the forward estimates. The $1.9 billion saved can go towards rate relief, and to pay for our other policies which are designed to save people money -and there would still be savings leftover to pay down some of the huge debt Messrs Barr and Rattenbury have racked up if need be.
> We will provide free buses (at present ACTION only brings
in about $20 million a year in fees). There would also be no parking fees on weekends and after 5.30pm weekdays and we would provide as is the case in NSW $200 per year for the parents of every child in year 7 to 10 who enrols in a sporting team.
> Belco Party are poised to announce an exciting energy policy
to save households approximately $2,000 per year on energy costs.
> Will provide government services more efficiently. Bill’s
credentials as a former government minister from 1995 to 2001 where none of his departments went over budget.
How do we judge the policy:
A This policy supports that provided by the Canberra Liberals which is positive for clubs. We congratulate them on their engagement with the club sector, given their limited resources.

ClubsACT online poll tracks voting intentions and key issues for Clubs and the Community. THE Canberra Liberals remain ahead of ACT Labor as the major parties enter the crucial closing weeks of the campaign, the ClubsACT survey reveals. It also tracks the faltering popularity of the Labor leader across all five ACT electorates. According to the survey, the Liberals are ahead at 38.6 per cent and on track for a higher primary vote than Labor across every electorate. The Labor vote is weakening sitting at 36.1 per cent, down from 38.4 per cent at the 2016 election, with the party’s only gain in the electorate of Murrumbidgee. The Greens’ vote dropped slightly at 9.6 per cent, falling from 10.3 per cent at the last election. Further survey findings on key issues for Clubs and the local community are as follows: Qn: By coming out of lockdown restrictions slower than most other states and territories, the ACT Government are unnecessarily penalising local businesses in the area On the issue of restrictions a majority of respondents had a view on this issue with only 16% opting to neither agree or disagree. Among those that had indicated a preference, their views were statistically tied, meaning clubs members were divided on borders and business restrictions. We take this to
mean that the economic recovery communication needs to be clearer.
Lockdown Restrictions Qn: I am concerned that if current lockdown measures remain in the ACT, local clubs may be unable to provide community contributions The overwhelming majority of respondents (62%) were concerned about the capacity for their club to continue to support the community. Given these results it is important the parties tell us their club policies, in order to get clubs fully functional and enable them to contribute to their community again.

Most Important Election Issue
Lockdown impact on Clubs Qn: What single issue will have the biggest influence over how you will vote at the upcoming ACT election? This open question provided valuable insight and shows that the issue agenda is dominated by concerns around the cost of living. rates and the economy. Respondents were also concerned about health issues and the response to COVID.
Survey Competition Winner Lynn from Bonner, ACT.
