CLUBS SUPPORTED COMMUNITY DURING BUSHFIRES ...and now need our support As Canberrans show their support by visiting the South Coast to help spur the region’s economic recovery following the devastating bushfire crisis, they are being urged not to forget the local clubs.

“Clubs stepped up during the peak of the emergency to provide thousands of people evacuated from their homes with food and shelter,” ClubsACT Chief Executive, Gwyn Rees revealed. “They did this with no expectations, but like all businesses they have been economically impacted and need our support.

“As Canberra holiday makers return to the coast, we would love them to spend some time and money in a local club.”

Examples of the type of assistance provided by clubs include: - Club Narooma acted as an evacuation centre for about 800 people on New Year’s Eve. It fed hundreds of people for lunch and dinner at the height of the crisis and provided shelter for people’s family pets, including two horses. Secretary Manager Tony Catsu assisted evacuated aged care residents who were moved to the club. When aged care workers had to return to their own homes to defend them, Tony stayed with the aged care evacuees to assist with whatever they needed.

-Around 500 people sheltered at Tomakin Sports on December 30 and 31 until they were eventually evacuated down to the beach. The club reopened at 3pm and had about 200 people stay overnight, with the club using a generator to keep power on. It provided its bus to the nearby nursing home in case evacuations were required.

-Sussex Inlet RSL accommodated hundreds of people, including locals and tourists who were on holidays. The club provided free meals and drinks to everyone who were sheltering inside the club.

-Three times a day, Bermagui Country Club provided meals for between 60 and 130 people. It also made lunch packs for firefighters and acted as a base for the RFS Incident Management team. Club members travelled to affected areas and offered assistance, such as helping unloading trucks.

“Day in, day out, our community clubs live up to their name – they are always giving back to the local community. The support they provided during the bushfires spotlights the dedication clubs have to caring for the community. We all now have an opportunity to give back to local clubs and help them continue to be an integral part of the South Coast community.”

WHAT THE 2019 ACT GAMBLING SURVEY TELLS US The results of the 2019 ACT Gambling Survey were released by the ACT Gambling and Racing Commission in October 2019.

The Australian National University’s Centre for Gambling Research interviewed 10,000 ACT residents about their gambling activities, impacts they might have experienced from their own or another persons’ gambling, information and help seeking behaviours, as well as their attitudes towards specific gambling activities and policies.

In a significant change from previous gambling surveys conducted in the ACT, 70 percent of participants were contacted by mobile phone.

Previous surveys were conducted in 2001, 2009 and 2014.

The survey found that in the last 12 months:

> 60.1 percent of ACT adults (around 192,000 people) reported having participated in at least one form of gambling, compared to 55.1 percent in 2014.*

> 0.8 percent (3,000 ACT adults) met the clinical criteria for problem gambling compared to 0.4 percent in 2014.*

> 13.6 percent of ACT adults (44,000 people) reported experiencing harm from their own or someone else’s gambling over the past 12 months.

Crowded Places In August 2017 the Australian Commonwealth Government released Australia’s Strategy for Protecting Crowded Places from Terrorism and a number of related supporting documents.

The objective of the strategy is to protect the lives of people working in, using, and visiting crowded places by making these locations more resilient to terrorism.

Clubs, licenced venues and hotels are listed as crowded places under the Strategy, along with stadiums, transport infrastructure, shopping centres, places of worship, tourist attractions, movie theatres, and civic spaces. These crowded places can be seen as soft targets to individuals planning a terrorism and violent extremism attack.

Why are we worried about Crowded Places?

Crowded Places are open to and easily accessible to terrorists or violent extremists. They are not necessarily crowded at all times as their crowd density may vary between day and night, by season and may be only be temporary, or one-off events.

Crowded Places is a new term introduced in 2017, previously they were referred to as places of mass gathering.

Crowded Places can often be seen as attractive targets because they:

> offer large crowds in one location; > can be open and accessible to anyone;

> Active armed offender attacks - attacks that involve firearms or other weapons.

> Hostile vehicle attacks – attacks that use a vehicle as a weapon.

> Improvised explosive device (IED) attacks - attacks

involving IEDs, a potential IED attack may be identified through an unattended or suspicious item.

> Chemical weapon attacks – like IED involves attacks with

chemicals and a potential attack may be identified through an unattended or suspicious item.

Although there is no dedicated information regarding Hoax threats, hoax events can be just as disruptive or costly as a genuine attack or attempted attack.

What is the Strategy?

The Strategy provides a starting point for considering the threat of terrorism or violent extremism against your venue. It encourages the conversation with your staff and other key stakeholders on the risk of these events and what mitigations or actions may be suitable for your venue.

The success of the Strategy depends on developing strong and sustainable partnerships between government and the private sector organisations to better protect Australia’s crowded places. These partnerships give owners and operators access to credible threat and protective security information to ensure they will be in a better position to protect their venues against the threat of terrorism.

What resources are available?

There are two dedicated Crowded Places resources available, there is the Crowded Places Self-assessment Tool and the Crowded Places Security Audit which are both available on the ACT Policing website.

The Crowded Places Self-assessment Tool is a guided assessment which enables you to understand how attractive your venue may be for a terrorist attack. The tool is a series of nine questions which provides a score out of 53, this score will indicate some of the common potential risk variables when looking at your venue. It is important to remember, the self-assessment is not an exhaustive list and each venue will have specific differences and risks. ACT Policing can assist with discussing your venue’s self-assessment results if your venue scored more than 40.

The Crowded Places Security Audit is a document that may help in considering protective security measures for your venue. While not exhaustive, it’s a great place to start to work out where you could possibly make improvements or changes.

However, a licenced, independent and suitably qualified security organisation or consultant should be engaged to discuss your venue’s specific needs, and if required assist you with enhancing your emergency management plans and suggest appropriate mitigation measures.

What else can venues do?

The balance of protective security and guest enjoyment at venues is critical. A good way of thinking about protective security is the approach of deter, detect, delay, respond.

The goal of layered security is to reduce the likelihood of a successful terrorist attack occurring by building multiple layers of redundancy into specific sites architecture. A layered approach means that a failure at any single layer will not significantly compromise the overall security of the protected place. Swiss cheese is a great way to remember the layered approach to physical security, the aim is not let the holes in the cheese to line up and something slip through.

Situational awareness can be defined simply as “knowing what is going on around us”. It’s more a mindset than skill to be learnt or taught. This situational awareness process demonstrates the importance of people being familiar with their environment and the dangers that are present there. Such awareness permits some threats to be avoided and others to be guarded against, not just because of terrorism but for general safety too.

Some of the steps required to conduct terrorist attacks must be accomplished in a manner that makes the actions visible to the potential victim and outside observers — if people are looking for such actions. It is at these junctures that people practicing situational awareness can detect these attack steps, avoid the danger themselves and alert the authorities to protect others.

It is however, important that not all observed will be terrorism related. Sometimes it will be community policing issues, like break and enters, or graffiti. It could be someone having a bad day and experiencing poor mental health. It could also be a domestic violence incident. It’s important that your staff are encouraged to report what they see. If police don’t have all the pieces they can’t put the puzzle together.

The new Escape.Hide.Tell. package can be applied to most locations and situations, and can be applied to attacks that are not terrorism related. The message is:

Who do you call?

It is important that your staff understand the range of ways to contact emergency services. Triple Zero should be used for life threatening or emergency situations requiring immediate police, fire or ambulance assistance. To assist your staff with calling Triple Zero in an emergency we encourage your organisation to consider placing a script near land line phones or other key locations in your venue, with information such as the exact address, name of the venue, and other key pieces of information important to emergency services. The Triple Zero website (www.triplezero.gov.au) has a great fact sheet and other resources that can be shared with your staff.

If the situation is a non-life threatening emergency staff can call 131 444, which is an Australia wide police assistance number.

There are several options for reporting information that may assist in the detection and reduction of crime in our community:

With the nature of terrorism changing, callers are often providing information on the use of websites or social media platforms promoting violent extremist ideology, suspicious travel planning, and reports from people concerned that someone they know is becoming radicalised towards violent extremism. Even if you think it’s probably nothing, the smallest piece of information can be valuable. If something doesn’t add up, speak up by calling either Crime Stoppers or the National Security Hotline.

Escape.Hide.Tell In 2019 the Commonwealth Government released a new package for Escape.Hide.Tell. It highlights that in the

What about general crime prevention?

Crime Prevention Through Environmental Design (CPTED) promotes the use of visually pleasing solutions to reduce the occurrence and fear of crime. There are four principles of CPTED, being:

> Natural surveillance > Natural access control > Territorial reinforcement > Maintenance and management But what does this have to do with the Strategy and terrorism? There can be an overlap between measures being considered for counter terrorism with other crime types. It is likely that your venue has already considered the principles above for the prevention of crime, and these may also assist in the deterrence, detection and prevention of crowded places attacks at your venue. Your venue needs to be safe, but it must also be functional.

Creating a Culture of RG The gambling industry’s top leaders know that responsible gambling minimises risks for all players, not just those experiencing problems with their gambling. They know that like responsible drinking policies and programs, RG helps people have fun in a safe and sustainable way. They have clear goals and strategies to help players access information, resources and support, make informed decisions, and monitor and manage their play. If you aspire to be an RG leader, there are some important steps you can take right now to get you on your way to the top. Start a culture shift by making sure that board members and executives understand how important RG is to your organisation. Review your current staff training opportunities to identify gaps and areas for growth, and make sure that your staff are confident in their ability to implement your policies. Build trust and obtain social license to operate by completing a program review or an external accreditation, like RG Check, to demonstrate to your community that you’re serious about RG. And finally, build ongoing evaluation into your RG programs so that they’re constantly expanding and evolving to meet changing needs. All of these steps can help you better serve your customers and community, while allowing your business to thrive.

Corena Harrison of Chifley has become well known in Canberra and throughout Australia as an unwavering competitor in Boccia*.

Corena has returned from Dubai after competing and placing 9th in the Boccia International Sports Federation (BISF) 2019 Dubai Boccia Regional Open.

Having competed in Boccia for over a decade, Corena has achieved a lot. She has been representing Australia on the world stage since 2007 and has won countless medals as an individual and team competitor.

In 2016 at the National titles Corena won a Gold medal both in her class and as captain of the Australian team.

Most recently Corena has been selected for the emerging Tokyo 2020 Paralympic team.

ACT Clubs and the Vikings Group have supported Corena to represent Australia in the Boccia International Sports Federation (BISF) 2019 Dubai Boccia Regional Open.

Mr Rees said ClubsACT were delighted to support Corena on her Journey to Dubai to represent Australia at the Boccia Regional Open.

ACT Clubs and the Viking Group are well-known for their generosity and support for local sporting heroes.

Corena showed off her skills (and the innovative use of a muffin tin).

Aside from being a champion of the sport, Corena and her coach Barry Yesberg have become well known in the sporting community for the genius innovation of using a muffin baking tin attached to her wheelchair to hold her six balls as she lines up for her winning throws.

Barry has commended Corena as a champion of the sport and said that what really sets her apart as a competitor is her boundless enthusiasm.

Corena enjoyed the trip and seeing Dubai, even more so, she thrived competing. She was thankful for the support she’s received from ClubsACT and the Vikings Group and from Elite Physio in Deakin in the lead up to this event, and her coach Barry with whom she’s worked closely for many years. *Boccia is a ball game similar lawn bowls and bocce, which can be played by people with disabilities. Some of the sports competitors have cerebral palsy or others disabilities such as muscular dystrophy.

His extensive experience in Venue Operations, Licensed Monitoring and Gaming Machine Manufacture has given him a unique perspective and understanding of the Industry. Tony’s hospitality experience began while he was a young university student, where he spent several years working in multi-national restaurant chains before joining the club industry at a Brisbane North venue in 1993. KATE MEIKLE Director / one of the owners of Canberra CityNews magazine Kate Meikle is a director and one of the owners of Canberra CityNews magazine, a family-owned, independent weekly news magazine and website. With a professional background and postgraduate qualifications in media, communications, marketing and public relations, Kate grew up in Canberra then moved to Sydney for her work in the not-for-profit sector, most notably as the communications director of Sydney Children’s Hospital Foundation for nine years. Kate was on the leadership team of the well-respected charity, managing the communications team and playing a lead role in developing the annual Gold Week Telethon with Channel Nine as well as the major capital appeal, raising $12million to build a new wing for the children’s hospital. MR GORDON RAMSAY MLA ACT Labor - Member for Ginninderra, Attorney-General, Minister for the Arts, Creative Industries & Cultural Events, Minister for Building Quality Improvement, Minister for Business and Regulatory Services, Minister for Seniors and Veterans Born in Sydney in 1964, Gordon originally studied Arts-Law at University of Sydney and went into practice as a commercial and intellectual property solicitor.

He became a Uniting Church Minister in 1993, serving the community of Kingsgrove-Bardwell Park before moving to Canberra in 1997. From 1997–2016, Gordon was the Executive Minister at Kippax in the West Belconnen area, establishing a UnitingCare agency which grew to become one of the largest and most influential community service organisations in the ACT. During this time, Gordon became a major spokesperson and organiser for social justice.

He was significant in the Anti-Poverty Week movement, the ACT Council of Social Services, was a member of the ACT Community Inclusion Board and a Community Inclusion Advocate. He was a Community Champion for the 2020 Time To Talk process, and a member of the ACT Better Services Taskforce. In 2012, he led the ACT Targeted Assistance Strategy.

In 2015, Gordon was recognised as a finalist in the ACT Local Hero category of the Australian the Year awards. He also served on the board of Uniting, one of Australia’s largest, and not-for-profit, aged care providers, from 2011, including as Chair from 2014–2016.

Gordon was elected to the ACT Assembly in 2016 and holds the portfolios of Attorney-General, Arts, Creative Industries & Cultural Events, Building Quality Improvement, Business and Regulatory Services and Seniors and Veterans.

MR MARK PARTON MLA Canberra Liberals, Member for Brindabella, Shadow Minister for Planning, Shadow Minister for Housing, Shadow Minister for Gaming and racing Mark Parton is a Liberal member in the 25 seat Legislative Assembly of the Australian Capital Territory. He is 3 years into his first term and holds the Shadow portfolios of Planning, Housing and Gaming and Racing. Mr Parton is also an Assistant Speaker and a member of the standing committees on Planning and Education.

Parton was elected in 2016 after a 30 year career in commercial radio including 17 years of breakfast radio in Canberra. He lives with his wife and their children in the southern suburbs of the national capital. Parton is a passionate cook, an avid cyclist and runner and a huge fan of Australian Football.

During his radio days, Mr Parton also ran his own social media marketing business and so it’s no surprise that he has a large social media presence.

“I’m proud to be a member of a relatively young parliament which genuinely engages with and represents our growing city,” Parton said. “I’m keen to share experiences and knowledge with others so that we can all do our jobs a little better moving forward.

MR SHANE RATTENBURY MLA Leader of the ACT Greens, Member for Kurrajong, Minister for Climate Change and Sustainability, Minister for Corrections and Justice Health, Minister for Justice, Consumer Affairs and Road Safety, Minister for Mental Health Shane Rattenbury has been a Member of the ACT Legislative Assembly since 2008 and is currently the Minister for Climate Change and Sustainability, Mental Health, Justice, Consumer Affairs and Road Safety, and Corrections and Justice Health.

Shane became an environmental advocate at a young age, and joined the Greens whilst studying Economics and Law at ANU. Shane worked for Greenpeace Australia for a decade, and in 2007, as International Political Director, Shane led the Greenpeace delegation at climate change negotiations in Bali, which successfully started the process for the next phase of the Kyoto Protocol.

Through successive Parliamentary Agreements negotiated with ACT Labor Shane has achieved a range of positive Green policy outcomes for Canberrans, such as climate targets, an integrity commission, justice targets and creating a mental health portfolio.

He has held a position in cabinet as Greens Minister in the minority ACT Government since 2012, and currently holds the balance of power in the Assembly with his Greens colleague Caroline Le Couteur.

Having lived in Canberra for over thirty years, Shane is currently a proud resident of the Inner North. A keen runner and triathlete, he has competed in events around the world including the Ironman World Championship held in Hawaii.

SUZANNE SCHULTZ State Manager, Australian Institute of Company Directors Suzanne joined AICD as State Manager for ACT in 2018– and has been a Fellow of the Institute for 12 years. She is an organisational psychologist, registered pharmacist, business woman and community leader.

With a thirst for knowledge Suzanne is a Fulbright Scholar and holds a BA (Psych), a Dip App Psych, B.Pharm (Hons), an MBA, as well as an Adv Dip Gov (Management). She has facilitated learning in management and leadership programs and University programs in business.

Suzanne has enjoyed a varied career in government, not-for-profit, commercial and listed companies both International and Australian. Suzanne is a current and active Director and has held board positions in the private and not-for-profit sectors for over 20 years.
