Before a new building in the City can be occupied or used, or before a new business can occupy or use an existing building, a zoning certificate verifying compliance with the development standards and use requirements of the Planning & Zoning Code must be issued. In most cases, the zoning review can be done in conjunction with a building permit or change of occupancy permit.

There are numerous ways to make a difference in Westerville. Each year, City volunteers give tens of thousands of hours to ensure neighbors are kept safe, recreation experiences and opportunities are available to everyone and natural resources are kept healthy and sustainable. Westerville levies an income tax of two percent on income earned within the City. Residents working outside Westerville pay income taxes to the community where they work. If the rate is less than two percent actual tax withheld is allowed as a credit but is limited to two percent. Westerville spans both Franklin and Delaware counties. To vote, you need to be registered in your respective county. With more than 650 acres of parkland, 51 miles of trails, 18,000 trees and four premier facilities, it’s clear to see why Westerville residents say they live in a “city within a park. ” Thanks to years of thoughtful planning, 95 percent of City homes are located within a half-mile of a developed park. Westerville’s parks aren’t simply a weekend destination but a core identifying feature of the community.
In 2023, more than 178,000 people attended events and classes offered through the department, which also hosts more than 2,000 programs a year. Each year, more than a million people of all ages and abilities use the Westerville parks system for events, reservations, celebrations and active play. Westerville Parks & Recreation has grown through decades of citizen commitment, volunteer hours, engaged residents,
active program participants and park system users along with generous, dedicated funding.
Westerville Parks and Recreation works purposefully to maintain this legacy, receiving national accreditation since 2005 by the Commission for Accreditation of Parks and Recreation Agencies and being honored with the prestigious National Gold Medal from the National Recreation and Parks Association (NRPA) five times for excellence in park and recreation administration. Westerville has the distinct honor of being one of only a few cities to receive this honor four times consecutively.

The vibrancy of Westerville’s historic business district is no accident. It’s the work of many partners, coordinated by a group dedicated to preserving the area’s history and growing its future: Uptown Westerville Inc. (UWI).
UWI is a nonprofit, private-public partnership comprised of Uptown merchants and property owners, residents, and representatives of major institutions in Westerville – the City, the School District, the Chamber of Commerce, Westerville Public Library and Otterbein University.
UWI promotes the preservation of Westerville’s historic Uptown District and works to make it a thriving destination for residents and visitors. We stage the events that draw tens of thousands of people to Uptown annually – highlighted by the 4th Friday Street Festivals, Saturday Morning Farmers Market, and the annual craft beer festival in the heart of the former Dry Capital of the World, Uptown Untapped.
In efforts spearheaded by UWI, the Uptown Designated Outdoor Refreshment Area (DORA) was established in 2021, and the entire Uptown District was placed on the National Registry of Historic Places in 2019. We’ve erected 37 historical markers at beautiful Uptown buildings, sharing their fascinating stories with visitors who walk the district and patronize its businesses.
But history hasn’t stopped in historic Uptown. With committed conservation and continued investment, Uptown is the thriving center of Westerville’s culture and identity. Uptown “feels like home” to all Westerville residents. It is an attraction to visitors and a showcase of the community. Its brick-lined sidewalks and beautiful architecture serve as Westerville’s town center, and a cultural, shopping, dining and entertainment destination.
None of that, by the way, is by accident.

Having a plethora of thriving diverse businesses adds culture and unique perspectives to a community. In Westerville, we highly value our diverse cultural makeup and have created and implemented the Westerville Chamber’s Business Inclusion and Opportunity Council (BIOC).
The goal of the council is to connect diverse business owners to the chamber’s network while creating an environment for these businesses to grow and be successful in Westerville.
In September 2023, BIOC hosted our first multicultural business expo, which was a huge success. There were 12 vendors, all representing minority-owned businesses, and about 100 attendees. The interest and excitement cultivated by the event made us excited for the future, as the new council is meeting more frequently, adding new culturally diverse members to the chamber and generating new ideas.
This year we will hold two multicultural business expos, one in the spring and one in the fall, along with mixers and networking events periodically. We expect to have many more businesses represented and even more attendees supporting them as this council continues to build momentum.
Our focus is not only on diversifying the business community but also on having multicultural representation on community boards as well as on our Board of Trustees. It is important to us that our chamber reflects the business community of Westerville and we can’t do that without diversifying the demographic of those on our boards.
Just as the Westerville community grows and changes, we are too. We can’t wait for you to see what’s in store for the Business Inclusion and Opportunity Council this year.
In 2019, the Westerville Partnership, consisting of the Chamber, the City of Westerville, Westerville City School District, Otterbein University and Westerville Public Library, commissioned a talent assessment and development strategy study to assess the needs of the community and our local businesses. We then referenced the results when setting future goals.
The Chamber’s mission has been to create an environment that will attract new businesses to the area as well as keep our established businesses flourishing. To meet those goals efficiently we have continued to work with our community partners, pulling together our knowledge and resources to benefit the city’s economic development as a whole.
With new large employers coming into the area and expanding, one of our main focuses for this year is continuing our workforce development initiatives. Collaborating with Ohio Jobs and Family Services, Columbus State, Otterbein, Westerville Area Resource Ministry (WARM), and Westerville City Schools has helped
us connect with those looking for employment in the community as well as connect employers with potential job candidates.
Through the school district, we have implemented the Westerville Prepared career exploration event. During these events students, parents and members of the community are invited to meet with area employers directly. The businesses come from a multitude of industries including technology, logistics, healthcare, engineering, skilled trades and the military. We believe that through educating our youth about their options and potential career paths early we will have highly-prepared, quality candidates available for hire right out of school. We have had similar events and initiatives for Otterbein and Columbus State students.
We also offer assistance and education to both employers and prospective employees on topics such as job posting, resume writing and interviewing skills through the WorkWISE (Workforce, Innovation, Skills and Education) program. Through
WorkWISE we have compiled resources from at least 40 service providers in the region that provide workforce assistance, whether it’s grant funding, training or hiring. That information is now cataloged and is available electronically on the Chamber website and the City of Westerville website.
From its founding in 1847, Otterbein University has operated on the principle that an educated citizenry would benefit the community. The collaboration that has grown from that foundation is most readily expressed in The Point, a 21st century incubator to economic innovation.
Bringing education, industry and government together, The Point advances concepts from ideation to the marketplace. Local businesses provide Otterbein students with experiential learning opportunities from community service to internships, while Otterbein prepares the employees of today and tomorrow with its new Otterbein READY career and professional preparation program.
Otterbein contributes to the vibrance of Westerville with its arts and athletic scene, world-renowned guest lecturers, event venues and its strength as a strategic partner to achieve business goals.
Otterbein is a true community resource. Otterbein partners with WeRISE for racial justice and was the first university in Ohio to be selected by the American Association of Colleges and Universities to host a Truth, Racial Healing and Transformation Campus Center. Recently, Otterbein and Antioch University announced their intention to affiliate with each other to create a unique, national, nonprofit university system focused on educating students both for careers and to prepare students to advance social justice, democracy and the common good.
Otterbein is recognized by Colleges of Distinction, with additional Field of Study recognition in business, education, engineering, nursing and career development. U.S. News Best Colleges ranks Otterbein in the top 10 among its peers overall and in the Most Innovative Schools and Best Undergraduate Teaching categories.
Otterbein has approximately 2,500 undergraduate and 300 graduate students enrolled in its more than 60
undergraduate majors; six master’s programs; and doctorate in nursing practice (DNP).

The seven members of Westerville City Council represent residents as local government’s only elected officials, per the City Charter. As Westerville’s legislative body, City Council sets policy, establishes goals, and approves and oversees the City’s annual budget.
Formal Council meetings generally occur on the first and third Tuesday of every month, followed by informal work sessions on the second and fourth Tuesday of each month. The City of Westerville offers different academies for citizens to participate in and learn more about city operations.
The Fire Division offers a Citizen’s Fire Academy to all Westerville and Blendon Township residents. This 12-week program takes participants through basic training scenarios in firefighting and EMS. Graduates will earn certification in first aid and CPR and are invited to join the Citizen’s Auxiliary Resource Team, a volunteer group that assists the Fire Division with numerous community events throughout the year.

Over 100 years ago, Westerville became one of the first municipalities in Ohio to adopt the Council-Manager form of government. To this day, the City Manager leads day-today operations in Westerville and reports to City Council. The Citizen’s Police Academy is a 12week class designed to increase citizen awareness of the day-to-day operations of the Westerville Division of Police (WPD) through instruction on topics relative to the role of law enforcement in the community. Participants will learn about relevant WPD topics, including the division’s organizational structure, drug investigations and officer training. Participants are also taken through activities such as mock building searches and simulated traffic stops.
The popularity of the fire and police academies inspired the city to offer a Westerville Citizen’s Academy. This eightweek program offers access to known and little-known city programs and services. Classes are interactive and include exploring equipment, facility tours, demonstrations and other hands-on activities. All residents are encouraged to apply to learn more about City entities, divisions and initiatives.
