Start or Move Your Business to Westerville Before a new building in the City can be occupied or used, or before a new business can occupy or use an existing building, a Zoning Certificate verifying compliance with the development standards and use requirements of the Planning & Zoning Code must be issued. In most cases, the zoning review can be done in conjunction with a Building Permit or Change of Occupancy Permit. City staff would be glad to guide you to the permits you’ll need to relocate or start a new business in Westerville, contact the Planning and Development Department at (614) 901-6650, visit www.westerville.org/planningdev to get started. Did you know? The City offers a number of programs to help businesses set roots successfully in the community. Call the City’s Economic Development office at (614) 901-6896 to see how these programs can benefit your business. Initiate and Manage Utility Service To establish a utility billing account with the City, simply call the Utility Billing Division at (614) 901-6430 or visit them at 64 E. Walnut St. A deposit is required from customers who rent or lease the premises in which electric service is provided. The City offers a number of ways to pay your utility bills. Each year, City volunteers give tens of thousands of hours helping to keep neighbors safe, experience recreation opportunities and keep natural resources healthy. Tax Information Westerville levies an income tax of two percent on income earned within the City. For residents with income earned outside the City, credit is actual income taxes paid to other municipalities, limited to two percent. The seven members of Westerville City Council represent residents as local government’s only elected officials, per the City Charter. As Westerville’s legislative body, City Council sets policy, establishes goals, approves and oversees the City’s annual budget. Formal Council meetings generally occur the first and third Tuesday of every month, followed by informal work sessions on the second and fourth Tuesday of each month. All of these meetings are open to the public unless otherwise advertised as part of an executive session and may be accessed at www.westerville.org/tv. City Council also considers recommendations from eight different city boards and commissions, which evaluate matters of special interest in a number of different areas. More than 100 years ago, Westerville became one of the first municipalities in Ohio to adopt the Council-Manager form of government. To this day, the City Manager leads day-to-day operations in Westerville and reports to City Council. This set-up has helped ensure the continuance of stellar City services and the strong, steady growth of Westerville’s residential and business communities. Historic Uptown Westerville Business District Uptown screams “Shop Small, Shop Local,” as 90 percent of the businesses are single-owner or family-owned businesses, with most being residents of Westerville. During the summer months, special activities happen on Friday nights, with many stores staying open until 8 p.m. or later – especially on the fourth Friday of the month, when the Westerville Visitors and Convention Bureau hosts Mount Carmel St. Ann’s 4th Fridays. Uptown’s personalized services, unique shopping opportunities and charming atmosphere keep local residents and newcomers in town coming back for more. Not many other communities in central Ohio have what Westerville does!

Uptown Westerville Inc. Uptown Westerville is an original town center dating back to the mid-1800s. Its rich history and heritage is evident in the pride Westerville takes in the preservation of its buildings. Housed within the area is the Westerville Public Library, the Anti-Saloon League Museum, Temperance Row Historic District, the Hanby House and Otterbein University. Westerville’s City Hall and the police station are in the center the area with a newly established courtyard featuring park-like seating for entertainment events. Within a mile radius, you will find more than 15 food establishments including restaurants, bakeries, ice cream parlors wineries and coffee shops. You won’t be hard to pressed to find a music event occurring at any of the above. There are also more than 35 retail stores and many more service businesses with the area.

Uptown Westerville Inc. is a 501(c)(3) nonprofit organization thats mission is to strengthen and beautify our unique Uptown while fostering economic vitality, historic preservation and a sense a community. The Uptown Westerville Inc. Board of Directors features representatives from all segments of the Westerville community, including Westerville City Council, Westerville City Schools, Westerville Public Library, Westerville Visitors and Convention Bureau, Otterbein University and the Westerville Area Chamber of Commerce. This representation creates a collaborative environment for the civic organizations to work together for the betterment of the community. In a community that calls itself a “City Within a Park,” there must be true dedication to parks and recreation. With more than 650 acres of parkland, 52 miles of trails, 20,000 trees and four premiere facilities including a newly expanded more than 140,000 square-foot community center, Westerville lives up to this vision. Thanks to years of thoughtful planning, 95 percent of City homes are located within a half-mile of a developed park. Westerville’s parks aren’t simply a weekend destination, but a core identifying feature of the community. The City is a five-time National Gold Medal winner for excellence in planning and resource management as recognized by the National Recreation & Parks Association (NRPA). In fact, Westerville has the distinct honor of being one of the only cities to receive the recognition four times consecutively. Each year, more than a million people of all ages and abilities use the City’s parks system. In an average year, more than 80,000 people had attended free events and classes offered through the department which also hosts nearly 3,000 programs annually. In 2020, Westerville Parks & Recreation added a new Virtual Recreation Center with online classes, programs, workouts and recreational pursuits. Westerville Parks and Recreation has grown through decades of citizen commitment, giving volunteers, engaged residents, active program participants, park system users and generous, dedicated funding.

In 2020, the Westerville Community Center Expansion project was complete, adding 40,000 square feet of space to the existing building and transforming the gymnasium and multi-purpose meeting space. A new fitness wing and gymnasium was added, along with a warm-water therapy pool. The programming for the Westerville Senior Center was also moved over, creating a seamless space for programming, entertainment and health and wellness. Westerville Parks and Recreation works purposefully to maintain this legacy, receiving national accreditation since 2005 by the Commission for Accreditation of Parks and Recreation Agencies (CAPRA), and being honored with the prestigious National Gold Medal five times for excellence in park and recreation administration.
