Avoidance

A site that has the appropriate resource consent(s) for the acceptance of waste, or a site that has been prescribed as an Approved Waste Facility or Location where Connectus or subcontractors acting on behalf of Connectus have been granted permission to use the site. (e.g. discharge to a sewer manhole) Not generating a waste in the first place by means such as more efficient design, scheduling, procurement and sustainable work practices

Cleanfill

Any inert material that when buried will have no adverse effect on people or the environment (further definition or acceptance may be subject to site specific conditions). Decarbonisation

Dematerialisation

Reducing waste volumes, energy, materials usage and consumption, and increasing ecoefficiency

Disposal

The final (or more than short-term) deposit of waste at an Approved Waste Facility or location set apart for that purpose

Disposal Facility

A facility, including a landfill, at which waste is disposed of; and at which the waste disposed of includes household waste; and that operates, at least in part, as a business to dispose of waste; and any other facility or class of facility at which waste is disposed of that is prescribed as a Disposal Facility

Diverted Material(s)

Any waste that is not disposed to landfill

Environment

Has the same meaning as in section 2(1) of the Resource Management Act 1991

Environmental Aspects

Any aspect of the planned work which has the potential to have a positive or negative impact on the environment. Environmental Management seeks to maximise positive impacts (e.g. improving drainage) and eliminate or reduce negative impacts.

Inert Waste

Non-hazardous waste, including bricks, concrete, paper, plastics, glass, metal and timber; asphalt waste; used, rejected or unwanted tyres; being material resulting from construction and/or demolition activities

Just Culture

A methodology to assess and determine appropriate responses to high potential incidents and unacceptable behaviours, differentiating between a range of causes including reckless acts, mistakes and systemic causes. The Just Culture process aims to strike a balance between a culture of blame, and one where there is no accountability for actions

Nuisance

Has the same meaning as in section 29 of the Health Act 1956

Office Waste

Office and packaging waste (e.g. paper, plastics, glass, metal and timber) that is generated from ‘office activities’ and not mixed with any other type of waste

Uncontaminated excavated clay, gravel, sand, soil or rock that is not mixed with any other type of waste and resulting from construction and demolition activities

Treatment

Subjecting waste to any physical, biological, or chemical process to change its volume or character so that it may be disposed of with no or reduced adverse effect on the environment; but does not include dilution of waste

Upcycling

The reprocessing of materials into smarter, longer-lasting or more infinitely reusable or recyclable goods, as contrasted with recycling, which for many substances (e.g. cardboard) has a limited number of cycles.

Waste

Any gas, solid or liquid material that is no longer required for its original purpose which is disposed of or discarded. It includes a type of waste that is defined by its composition or source (for example, liquefaction waste, or construction and demolition waste); and to avoid doubt, includes any component or element of diverted material, if the component or element is disposed of or discarded

Waste Management

Means waste avoidance, minimisation (reduction), reuse, recycling, treatment and disposal of waste

WMMP

The Waste Management and Minimisation Plan that territorial authorities are required to have under the WMA

Waste Minimisation

1 INTRODUCTION 1.1

PURPOSE AND SCOPE OF PLAN

This Waste Avoidance and Resource Recovery Management Plan (WARRMP) forms part of a comprehensive suite of environmental management plans within the Construction Environmental Management Plans (CEMP) for the construction phase of the CRL Enabling Works Contract 2 (the Project). It is also strongly linked with the Projects Sustainability Management Plan (SMP) Waste generated from construction projects has adverse environmental and social effects. The purpose of this WARRMP is to describe how the project will minimise the generation of waste and manage and control waste that arises during construction of the Project to minimise its effects and achieve the Project’s waste objectives.

The Projects waste management target is Zero Waste to Landfill. The Project is also targeting an ‘Excellent’ rating under the Infrastructure Sustainability Council of Australia’s (ISCA) Infrastructure Sustainability (IS) Rating Scheme (refer the SMP for scheme details).

This single WARRMP will cover both separable portions (SP1 – Albert Street Cut and Cover Tunnel, SP2 – Albert Street Stormwater Main Realignment) of the Project. However, as the development and implementation of the SP2 works have occurred in advance of SP1, design and methodology details for SP1 are not sufficiently advanced to complete the WARRMP for those works. Therefore, this revision of the plan has been developed to provide for SP2 to proceed. Details relating to SP1 will be incorporated in a future revision closer to the SP1 start date.

This WARRMP is not required by consent and therefore will not be subject to Auckland Council Certification. The WARRMP will be updated throughout the course of the Project to reflect material changes to the construction methodologies or techniques or the natural environment. The document shall be reviewed yearly to reflect any changes.

1.2

FIT WITH OTHER ENVIRONMENTAL MANAGEMENT PLANS

A number of environmental sub-plans which form part of the Albert Street Stormwater Main Realignment CEMP are linked to the management of wastes. Figure 1 shows how this Plan fits with the overall CEMP framework for the Project and the sub-plans relevant to the management of waste are summarised in Table 1. Where the handling and disposal of specific waste materials (e.g. contaminated soils or hazardous wastes) are covered by sub-plans, the sub-plan shall take precedence over this WARRMP.

2 WARRMP GOALS & THEIR CONTEXT 2.1

ENVIRONMENTAL PERFORMANCE STANDARDS

The principal objectives for the management of Project waste have been developed in the context of the impacts of waste on the environment, Mana Whenua values, the waste hierarchy and the contractual, legislative requirements. Our objectives also consider local and national government policy objectives.

The objectives for the management of project waste are as follows: 2.1.1

Maximise efficient use of resources including minimising resource use and maximising recovery and recycling in line with the waste hierarchy;

2.2

ENVIRONMENTAL ASPECTS - RISKS TO BE MANAGED

Whilst the waste hierarchy focuses on resource efficiency, it is also important to note that waste materials, when not managed appropriately can have adverse impacts on the environment. Environmental aspects that can potentially be adversely affected include: •

Human health – hazards where cross contamination occurs through the mixing of hazardous and non-hazardous waste during the disposal activity;

•

Air quality – disposals to landfill generates greenhouse gases and certain waste materials have the potential to produce odours, which may be emitted beyond the Project boundaries, and uncovered dusty wastes may be blown across the site and beyond site boundaries;

•

Terrestrial ecology – litter encourages the prevalence of rodents;

•

Aquatic ecology – contaminated discharge from incorrectly stored waste materials;

•

Visual quality – litter on site reduces the amenity value and may spread to surrounding properties; and

•

Carbon reduction – eliminating, minimising, re-using, reducing and recycling wastes reduces carbon emissions and conserves the use of virgin materials.

To further clarify the management of these aspects, local effects from the project - for instance air quality effects, are dealt with via the suite of environmental management plans (see figure one). This WARRMP takes a wider view to address the regional and global effects of waste.

2.3

APPLICATION OF KAITIAKITANGA PRINCIPLES - CONNECTUS COMMITMENT

Connectus recognise mana whenua as Kaitiaki of this area, and acknowledge the kaitiakitanga principles developed for this project. Connectus recognise that our decisions and actions have ongoing effects, as such we must take into account the long-term effects of these decisions. We will endeavour to act as kaitiaki (guardians) not only in the immediate project area, but also in the wider community. We will do this a number of ways including: •

Ensuring that our project does not discharge contaminants into the stormwater system that degrade the mauri (life force) of the Waitemata Harbour, and where practicable enhances its mauri.

Also, relating to waste avoidance and resource recovery we will:

Consider how we can avoid the creation of waste by optimising the use of the materials available and procured,

Consider how materials can be reused or recycled,

•

Consider potential waste generated by the product or related packaging,

•

Consider the environmental and social impacts of the waste, and

•

Consider how far items must be transported for recovery.

LEGISLATIVE AND POLICY FRAMEWORK

The management of waste is currently subject to a complex array of statutes, bylaws and regulations, policy documents and waste management plans. Key legislation/policies that are relevant to the management of wastes are summarised in Table 2 below.

Obligation or Requirement The strategy provides a direction from the Government for waste reduction and the improved management of all categories of waste (liquid, solid and gas). It requires New Zealanders to reduce harmful effects of waste and improve the efficiency of resource use to reduce the impact on the environment and human health and capitalise on potential economic benefits.

The Act aims to reduce the environmental impact of waste in New Zealand by encouraging waste reduction and the better use of materials, and reprocessing materials in New Zealand. The Act promotes product-stewardship requiring producers to take responsibility for their products at the end of the products ‘life’ and puts a levy on waste going to landfills to recognise the cost of waste disposal on the environment.

Part XXXI of the LGA requires territorial authorities to have responsibility for ‘efficient and effective’ waste management. Under section 145 of the LGA, territorial authorities may pass bylaws to protect the public from nuisance and maintain public health and safety.

The RMA addresses waste management through controls on the environmental effects of waste management facilities through local policy, plans and consent procedures.

The Auckland City Council Bylaw (Part 22 Solid Waste) is relevant to the project area. It provides a number of rules relating to the storage and disposal of wastes with the aim to protect the general public from waste creating a nuisance or annoyance or becoming a danger to health.

Chapter 15 of the ARPS provides objectives and policies for solid and hazardous waste management in the region and initiatives to achieve them.

Environmental expectations that the transport sector will: Reduce negative impacts on land; and Make more efficient use of resources, reduce the use of its non-renewable resources, and shift over time from non-renewable to Renewable resources.

Zero Waste to Landfill – the project is supporting Auckland Council’s adoption of an aspirational foal of Zero Waste with CRL striving for the achievement of zero waste to landfill

Sets out Auckland Council’s goals to reduce carbon emission by working with industry to reduce waste.

3 STRATEGY & RESPONSIBILITIES 3.1

STRATEGY

Connectus employs a Plan, Do, Check, Act (PDCA) cycle approach to waste management. The following bullet points summarise Connectus’ approach to managing waste on the Project. They are based on the REBRI guidelines for managing construction waste.

• Talk with suppliers about the latest methods for product installation and uses so that you can reduce off-cuts, mistakes and damage that all create waste during construction.

Manage • Where practicable and space allows, keep waste materials separate for recycling and reuse. Store them in different skips, bins or piles, and use clear signage so that everyone knows what to do.

• Set up a single waste storage area – many smaller bins over one site encourages people to use the nearest bin (and mix up the various waste types making it harder to recycle).

• Encourage reuse of off-cuts, scraps and so on. Keep them in a handy place until the end of the project.

THE WASTE HIERARCHY - A PRINCIPLE TO FOLLOW

The waste hierarchy is shown diagrammatically in Figure 2 below. The waste hierarchy encourage the management of waste materials to reduce the amount of waste materials produced, and to recover maximum value from the wastes that are produced.

It should not be applied as a strict hierarchy as many complex factors influence the optimal management for any given waste material. However, as a guide, it encourages the prevention of waste, followed by the reuse and refurbishment of items, then value recovery through recycling and composting of materials.

ROLES AND RESPONSIBILITIES - WHO WILL IMPLEMENT THE STRATEGY

Details of roles and responsibilities associated with managing environmental effects from construction on the Project are set out in Section 5.1 of the CEMP. 3.3.1

Project Director

The Project Director is responsible for: •

3.3.3

Construction Managers

Construction Managers are responsible for: •

Ensuring the site staff attend training

Implementation and overseeing of the requirements of this Plan, including monitoring the effectiveness of the methods set out in this Plan.

Allowing space, facilities, time and resources within the project to carry out the waste management activities set out in this plan.

•

Responding to and correcting issues identified by the ESM through inspections, audits and incident investigations, or otherwise as necessary.

3.3.4

Commercial Manager

Responsible for: •

Ensuring sustainability schedules, incorporating waste management requirements are provided to suppliers or subcontractors with RFQs.

Including appropriate provisions within supplier or subcontractor contract documents to drive the waste management and reporting requirements outlined in this WARRMP

To work with the ESM to address supplier or subcontractor non-performance, including through contractual means if necessary.

4 THE WASTE WE EXPECT 4.1.1

Table 3 below sets out the anticipated main waste streams generated from the key construction activities associated with the Project, and management opportunities. Prior to construction Connectus have endeavoured to find at least one ‘non-landfill’ option for each waste type. It is likely that other options will be identified after construction starts.

5 PUTTING IT INTO PRACTICE 5.1 5.1.1

PLANNING The Waste Avoidance & Resource Recovery Management Plan (WARRMP)

Planning to achieve our waste goals started with the development of this WARRMP. It includes identifying the likely waste streams that construction will generate. The WARRMP also lists potential disposal options which can be implemented during the construction phase.

5.1.2

CEPs

Construction Execution Procedures (CEP) are developed and implemented for each major part of the scope of work, defining the methodology, management strategies, responsibilities, resource requirements, testing and recording requirements, contractual and legal requirements and the identification of separate work packages or stages. Safety and environmental risks are also anticipated and associated controls are recommended. Documentation, such as Job Safety Environment Analyses (JSEAs) and EPIs are referenced where applicable.

CEPs are developed by the Project Team in advance of work commencing, providing a technical explanation of the requirements for each major work activity. The CEPs are developed in consultation with the ESM to ensure that any required environmental or sustainability controls are embedded into the processes adopted. Personnel involved in the specific activity covered by the CEP are inducted into the CONNECTUS PROJECT NO. 2719 CITY RAIL LINK LIMITED

requirements by the Site Supervisor to ensure they understand their responsibility to comply with its requirements and to implement any required controls. All CEP requires review and approval by the ESM prior to work commencing on the Project.

To adequately address the WARRMP, it is essential that each CEP describes: •

The materials needed for the task

•

The wastes generated from the task

•

Opportunities to minimise the quantity of waste generated (considering the waste hierarchy)

•

The method of disposal for each type of waste – taken from this WARRMP

•

The disposal records that must be maintained – taken from the WARRMP

To assist with this process, materials acceptance information for various waste service providers are appended to this WARRMP. 5.1.3

Recycling and Disposal Route Selection

Waste generated from the Project shall be managed in an appropriate and sustainable manner, in accordance with the waste hierarchy (refer Section 2). The process used to determine the appropriate management of waste generated by the Project shall be as follows: 1. Activities generating waste will be reviewed during CEP development to determine the potential for avoidance or reduction of waste generation by using alternative construction methods.

2. Where waste cannot be avoided, the potential for reuse of the waste material on site or off site shall be considered.

3. Waste materials not fit for purpose for reuse shall be segregated for recycling.

4. Waste materials not able to be recycled shall be considered for resource or energy recovery.

5. Disposal to a licensed landfill shall be the last option and shall be avoided wherever practical as it prevents the project achieving its waste management goals and the associated KRA scores.

5.2

TRAINING

Environmental training for all new staff shall be undertaken as part of the site induction programme detailed in Section 4.2 of the CEMP. The environmental induction training shall include information on the waste management and recycling.

The sustainability and waste avoidance messages in the induction will be reinforced throughout the project during Tool Box Talks (example toolbox talks in appendix E), and CEP preparation. Posters located win the smoko facilities area will be used to communicate how the project is tracking against our goals. These will be regularly updated with quantities of material diverted from landfill.

5.3

PROCUREMENT

The goals set out in this WARRMP are challenging. Many suppliers and subcontractors will be unaccustomed to some of the Projects sustainability practices, and more specifically the level of waste monitoring and reporting required. Therefore, it is essential that waste management requirements are: •

communicated in RFQs,

•

considered during subcontractor and suppler selection, and

•

Incorporated into supplier and subcontractor contracts.

Key information has been incorporated into supplier and subcontractor sustainability schedules to be issued with RFQs. As the project progresses into the delivery phase, the Procurement/Contracts Manager will incorporate waste management requirements, including reporting, into the relevant contracts.

The ESM will work with the Contracts Manager and suppliers or subcontractors to highlight areas of nonperformance and drive improvement.

5.4

A PLACE FOR EVERYTHING, AND EVERYTHING IN ITS PLACE: WASTE AND RECYCLABLE MATERIAL STORAGE AREAS

Appropriate locations within the Project footprint shall be determined for storage of hazardous, recyclable and general (non-hazardous) wastes on an ongoing basis. Key Requirements are: •

The designated waste and recycling storage locations shall be located away from sensitive receptors.

•

The designated waste and recycling storage locations shall be located away areas of water movement to minimise potential for water or soil contamination.

•

Wastes will be placed in labelled bins and/or delineated bays.

•

Appropriate containers shall be used, e.g. watertight plastic wheelie bins, plugged skips.

•

The lids of all skips and bins shall be kept closed, especially where bins are outside, and those that contain food waste to prevent scavenging by birds and animals.

•

The construction site office shall be equipped with recycling bins for the key office waste streams, and office staff shall be encouraged to segregate wastes.

•

Systems shall be put in place to recycle electronic equipment, printer cartridges and fluorescent lights.

•

The storage areas shall be kept in a tidy manner.

5.4.1

Utilities Relocation

The site arrangements for the utilities relocation phase will be similar to the Pipejack phase, however the main site, including office and smoko spaces will be set up at Swanson Street. Specific site layout information is still in development with the Utilities subcontractor.

5.4.2 5.4.2.1

Pipejack Office and Smoko Waste

Office and Smoko sheds will be located at the main Victoria Street shaft. Paper, organics, and comingle recycle bins will be available at this location. By restricting office and Smoko facilities to these locations, fewer bins are required and monitoring is made easier. A recycling pail will be provided for each remote site to allow staff to carry recyclable material back to the Victoria Street site.

All recycling and rubbish bins will be labelled.

5.4.2.2

General Construction Waste

Waste skips will be required at each shaft location while they are being worked. These will capture steel, wood, cardboard and other construction wastes excluding any hazardous materials. As a minimum, this material will be disposed of via Green Gorilla’s CDIRR centre to capture recyclable materials

5.4.2.3

Concrete and Asphalt

Concrete and asphalt will have loaded onto trucks as it is excavated and removed from site for recycling.

Where practicable concrete and asphalt will be separated during excavation which facilitates the recycling process, however where separation is not possible, combined concrete and asphalt can still be recycled into a low-grade fill.

5.4.2.4

General spoil

A spoil handling area will be established on each site, with material loaded onto trucks for cartage to an appropriate clean fill site.

5.4.3

Cut and Cover Tunnel

To be undertaken in accordance with the Gleeson & Cox subcontract, the Gleeson Civil Methodology and the Connectus CEP for Cut and Cover Trench Excavation and Spoil Handling CEP 6300-001 05/07/17 Rev D. 5.4.4

Demobilisation

As the completion of works approaches, Connectus will compile a list of recoverable, reusable and recyclable materials that may be: •

Sold back to suppliers

•

Sold on to other parties for their own use

•

Returned back to the parent companies for use on future projects

•

Offered to charitable or not-for-profit organisations.

6 INSPECTION AND MONITORING 6.1

INSPECTIONS

Generally, the ESM or delegate will inspect a portion of the projects rubbish management activities during daily site walks.

Weekly inspections of the waste and recycling storage areas shall be undertaken throughout the construction of the Project by the ESM (or delegate) and either the Team Leaders or Project Managers.

The inspections will check that: •

waste is appropriately contained and not discharging into the environment,

•

waste is not causing a nuisance in terms of odour or litter,

•

storage areas are being used appropriately and different streams are adequately separated to facilitate recycling

Appropriate check points are included in the Weekly Environmental Inspection Checklist. The results of the inspection shall be communicated to project staff to encourage and remind contractors how waste materials should be segregated and to reward positive achievements.

Where necessary, as a result of changes to activities/construction methods and community complaints, additional inspections shall be undertaken.

6.2

WASTE AUDITS

6.2.1

On Project Audits

6.2.1.1

Internal Audits

Waste audits provide a useful way by which the implementation of the WARRMP can be monitored. They provide detailed information on why waste is being generated, what the quantities and costs are and the behaviours of staff and contractors on site. This information can then be fed back into the WARRMP itself and used to benchmark performance.

A comprehensive waste audit shall be carried out at 12 monthly intervals involving a physical sort of materials in skips to allow data gathering for performance measurement, and identification of further improvements in waste management.

6.2.1.2

External Audits

At least annually an audit of the Projectâ&#x20AC;&#x2122;s waste management practices and records will be undertaken by a suitably qualified non-project person. This could be an external person, or a suitable independent person within the organisation or parent company.

6.2.2

Off Project Audits

6.2.2.1

Waste Auditing to Final Destination

Auditing to final destination will be via an internal audit occurring at least once every six months. Final destination means at least to a waste facility where the waste is transformed into another product or material or into landfill. Physical sorting of waste is not considered a final destination. Note that auditors are not required to travel out of the Auckland Region and waste sorters may provide documentary evidence of a wastes final destination if it is outside the region.

6.3

WASTE TRACKING

The quantities of waste arising shall be tracked by the Environmental and Sustainability Engineer using a suitable Waste Reporting Tool method. By actively measuring, recording and monitoring the wastes produced by the construction activities, performance can be measured against project targets. Initiatives to move the management of individual waste streams up the waste hierarchy can be tracked using the tool.

Copies of waste dockets shall be reviewed by the Environmental and Sustainability Engineer retained for all hazardous wastes and contaminated soils that require disposal to a licensed solid waste landfill.

Subcontractor waste information will be collected via the subcontractor monthly sustainability report. This information, along with records from Connectus personnel will be amalgamated into a Monthly Waste Report.

7 REPORTING There are three drivers for reporting on the project.

1. To track progress against the projects goals, to identify areas for improvement and to demonstrate the Project’s successes.

2. Waste reporting is required to support the KRA process. Connectus will provide monthly report to CRLL as part to demonstrate compliance with contractual requirements.

3. To support the projects achievement of an IS Rating, tracking of all waste must be demonstrably undertaken throughout the delivery phase. In addition, a summary report must be provided at the end.

7.1

REQUIREMENTS •

Report waste avoidance measures employed and resource recovery quantities

Report actual waste composition by type of waste

•

Record and report the actual waste avoided and resource recovery methods implemented during the construction stage

•

Provide a monthly waste report to CRLL to support the quarterly KRA process.

7.2

METHODS

7.2.1

Waste Avoidance Methods and Resource Recovery Quantities

•

Waste management records, which demonstrate implementation of the WARRMP shall be established, filed and maintained. This includes weighbridge dockets and reported data from waste service suppliers

•

All records shall be retained in accordance with statutory requirements and the relevant Document Data and Records Control procedure and will be loaded into ITWOCX monthly by the Environmental and Sustainability Engineer.

•

This project is dynamic and the proposed waste avoidance and resource recovery methods may not always go to plan. Any variations to the proposed methodologies will be recorded.

7.2.2

Waste Measurements and Data

The following data are to be measured and recorded during the project: •

Actual quantities and composition of materials

•

The locations where the material is taken

•

Auditing of the material tracking and management.

Generally, the waste data will be recorded in a digital spreadsheet for day to day purposes with physical records, such as dockets filed on site.

7.2.3

Material Tracking Evidence

To provide evidence that material resources are taken to an approved resource recovery facility, records of quantities will be kept for the various movements of material, dockets or summary reports will be provided from facilities with weighbridges. A summary of loads taken to sites without a weighbridge will be provided. These summaries may include for example but not limited to quantities of materials: •

7.2.4

The Report

Reports on the various aspects of the WARMP will be prepared monthly by the Environmental and Sustainability Engineer.

•

A final report will be prepared upon the completion of the project.

•

Details of the reports will include: o

Actual waste avoidance and resource recovery methods used;

o

Actual material quantities and composition, with the percentage diverted from landfill;

•

Destination of materials and tracking evidence that it is taken to an approved facility.

•

The final report will include the project waste avoidance and resource recovery review and any recommendations by the review team.

•

Project tracking relative to goals to be communicated to crew in Toolbox talks.

7.2.5

Relationship with Waste Service Providers

The Project’s waste management and reporting requirements are complex. Success relies on establishing working relationships with waste service providers and monitoring their performance. Where appropriate waste disposal agreements have been reached, these suppliers have been listed in a separate summary table. All waste generated on the project site must be disposed of via the appropriate sub- contractor or waste service provider.

8 PLAN REVIEW This WARRMP will be reviewed and updated throughout the course of the project to reflect material changes associated with changes to construction techniques or the natural environment and consent conditions. The review will take into consideration: •

Any significant changes to the construction activities or methods;

•

Changes to industry standards or recommended waste management techniques;

•

Changes in legal or other requirements (social and environmental legal requirements, CRLL objectives and relevant policies, plans, standards, specifications and guidelines);

•

Results of inspection and maintenance programmes and logs of incidents, corrective actions, internal or external assessment; and

•

Public complaints.
