1. Introduction The City Rail Link (CRL) project comprises the construction, operation and maintenance of a 3.4 km underground passenger railway, running between Britomart Station and the North Auckland Rail Line (NAL) in the vicinity of Mt Eden Station. The CRL also involves the construction of two new underground stations at Aotea and Karangahape, and a redeveloped Mt Eden Station (refer to Figure 1-1). The design and construction of the CRL infrastructure between the Aotea and Mt Eden Stations is being delivered by the Link Alliance.

This Trees and Vegetation Delivery Work Plan (TV DWP) relates to the Karangahape Station Early Works.

1.1 Karangahape Station The Karangahape Station consists of two entrances, one at Beresford Square / Pitt Street and the other at Mercury Lane, linked together by platforms with two mined tunnels approximately 32m below Pitt Street. The Station will also comprise equipment rooms, ventilation systems and emergency egress at both Mercury Lane and Beresford Square / Pitt Street.

Given the nature and scale of the Karangahape Station construction, works will be undertaken in a staged manner, involving:   

Early works (demolition, network utility relocation and site establishment works) – to be undertaken from October 2019 through to early 2020; Main construction works (construction of the station and mined tunnels for the rail tracks) – to be undertaken from early 2020 through to late 2023; and Public realm reinstatement – likely to be undertaken from late 2022 to late 2024.

1.2 Purpose of the Trees and Vegetation DWP In accordance with CRL designation condition 55, this TV DWP has been prepared to identify measures that will be implemented to mitigate and manage the potential adverse effects on trees and vegetation during the Karangahape Station early works. The objective of the DWP (designation condition 55.2) is:  

To avoid the removal of scheduled trees as far as practicable; and Where trees are identified for removal during surface works the Requiring Authority will remedy or mitigate the adverse effects of construction on trees and vegetation.

This TV DWP addresses the requirements of CRL designation condition 55 and will be implemented throughout the construction period.

This TV DWP has been prepared in consultation with and feedback from the Karangahape Community and Business Liaison Group (CLG); and has undergone an Independent Peer Reviewer (IPR) prior to submission to Auckland Council (as per designation conditions 7 and 11). A record of consultation outcomes (CLG and IPR) is provided in Appendix A.

Relevant Conditions

Table 1-1 identifies the designation conditions relevant to this TV DWP and where they are addressed in the document.

The objective of the Trees and Vegetation DWP is to avoid the removal of scheduled trees as far as practicable. Where trees are identified for removal in surface works the Requiring Authority will remedy or mitigate the adverse effects of construction on trees and vegetation.

To achieve the above objective the following shall be included in the Trees and Vegetation DWP and implemented as required:

This TV DWP is a live document that will be reviewed at least annually, or as a result of a material change to the project, or to address unforeseen adverse effects on trees and vegetation arising from construction, or unresolved complaints. Any material changes to this TV DWP must be approved by Auckland Council prior to any on-site activity reliant upon the change commencing. Refer to the CEMP for further detail on the review and updating process.

2.

Karangahape Early Works 2.1 Overview of Works

Early works will be undertaken to establish the site of the new Karangahape Station in advance of the main construction works. The early works are detailed in the CEMP with an overview provided in Table 2-1.

It should be noted that the demolition of buildings and above ground structures within the Mercury Lane Construction Support Area, along with the removal of trees within the demolition area, is authorised by the CRL Enabling Work Outline Plan – Karangahape Road Demolition Works (Auckland Council reference OPW60339200), confirmed by Auckland Council in June 2019, and does not form part of this TV DWP.

2.2 Construction Methodology The Karangahape Station Early Works will be divided into stages as described in the CEMP.

2.3 Roles and Responsibilities The key personnel responsible for this TV DWP are identified in Table 2-1. All site personnel are also responsible for following the requirements of the TV DWP. Refer to the CEMP for further detail on roles and responsibilities.

3. Affected Trees and Vegetation A Tree Assessment1 was prepared in August 2012 and formed part of the original Notice of Requirement (NoR) for establishing the CRL designations. The assessment found that there are no scheduled trees within or near the construction footprint of Karangahape Station.

3.1 Karangahape Early Works In total, 20 trees were identified as potentially being impacted by the Karangahape Station early works: 





Three of these trees (T146, T147 and T149) were identified during the initial Tree Assessment1 and are located at the corner of Beresford Square and Pitt Street. Tree T149 will require removal to enable the utility relocation works. T146 and T147 will be retained.

During the Early Works, traffic will be diverted to run immediately adjacent to these trees (T146 and T147), through an area which is currently in use as a bus stop and for on street parking. As these trees are currently maintained by Auckland Transport to allow bus access, it is not considered that the proposed works will have additional impacts on these trees (canopy or roots) (refer to Figure 3-1).

It should be noted that T148 has been removed prior to the commencement of CRL works at the site of the new Karangahape Station (refer Table 3-1).

Eleven trees (X6-X16) in Beresford Square2, between the Hopetoun Alpha building and Pitt Street, will need to be removed to enable the utility relocation works in this area, which requires the formation of a combined open trench within the footprint of the trees. It is also noted that these trees are within the footprint of the Karangahape Station main construction works.

Five trees (X17-X21) in Beresford Square will be retained. However, due to their location adjacent to the Beresford Square Construction Support Area (CSA), which will be accessed by large construction related vehicles, there is a risk that their canopy could be impacted.

The location of the impacted trees is shown in Figure 3-1 and further context is shown in Appendix B. Table 3-1 provides a summary of the trees that could be impacted by the works and proposed mitigation measures.

It should be note that: where relevant, the tree numbering presented in this TV DWP is consistent with the Tree Assessment1. Where it has been determined that there is the potential for additional trees (to those highlighted within the Tree Assessment) to be impacted by the works, these have been numbered using a different reference system (X1 etc). The numbering system is continuous through each of the CRL TV DWPs prepared to date. Therefore, the numbering of additional trees potentially impacted by the works starts at X6 for the purpose of this Karangahape Station early works TV DWP.

As previously noted, none of the trees within the early works area are scheduled under the Auckland Unitary Plan (Operative in part). Despite this, consideration has been given to the feasibility of replanting all trees planned for removal.

Due to the location of existing utilities, it is considered unsafe and impractical to extract intact root balls to enable transplantation of T149, X6, X7 and X8.

Trees X9, X10, X13, X14, X15 and X16 are native specimens and opportunities to replant these trees are under investigation. However, this will depend on whether relocation is appropriate and feasible (considering matters such as, tree condition and structure, ground conditions, the location of utilities in relation to tree roots, time of the year and potential relocation costs). Where relocation is determined to be appropriate and feasible, the trees will be relocated to elsewhere within the designation footprint, if practicable.

It is noted that the early works in Mercury Lane will not impact any vegetation - vegetation within the Mercury Lane CSA will be removed as part of the Mercury Lane demolition works Outline Plan (refer to Section 2.1 of this DWP) and no street trees will be impacted by the utility works.

4. Mitigation Measures As outlined in Section 3, the Karangahape Station early works could impact on 21 trees within and adjacent to Beresford Square and Pitt Street. In order to mitigate the effects of tree removal on the local streetscape and prevent further loss or damage to impacted trees, the following mitigation measures will be implemented during the works.

4.1 Trees Requiring Removal Trees T149, X6, X7, X8, X9, X10, X11, X12, X13, X14, X15 and X16 will likely need to be removed during the early works. Removal of these trees will be undertaken by a suitably qualified and experienced arborist.

4.1.1. Permanent Removal and Replacement Due to the location of existing underground utilities it will not be practical to relocate trees T149, X6, X7, X8, X11 and X12. As such, these trees will require removal prior to the commencement of the utility relocation works.

The method for removal of these trees will be informed by a qualified arborist in accordance with site observations, such as the proximity of surrounding buildings, tree size and overall condition, and expert knowledge. The methodologies used may include the following:   

Staged removal whereby the outer limbs are removed first, followed by inner limbs and the main trunk.

Depending on the location of utility lines, tree stumps shall either be dug out or ground in situ.

Removed tree debris will either be mulched onsite or removed for mulching off-site, depending on which is more practicable.

All trees permanently removed as part of the early works will need to be replaced to address adverse effects on amenity and the local streetscape. If the future public realm reinstatement design allows, replacement trees for those removed in Beresford Square will be planted in the square as part of the site’s reinstatement. If this is not possible, replacement trees will be planted in an appropriate location elsewhere within the CRL designation. The locations of replacement trees will be included in a replanting plan prepared as part the Urban Design DWP3 for the Karangahape Station public realm reinstatement. The Urban Design DWP and replanting plans will consider the following in accordance with designation Condition 55.3(c):    

Replanting of removed trees at a ratio of at least 1:1.

The species and characteristics of replacement trees will be determined following input from Auckland Council Parks Department.

Design for re-instatement of Beresford Square, including opportunities to replace removed trees with appropriate native species.

Document input from the Auckland Council Parks Department with regard to tree species / vegetation selection, tree pit construction and positioning of replacement trees.

An outline of the maintenance periods and responsibilities for care of the trees (i.e. maintenance is to be undertaken by the Requiring Authority for a period of five years for specimen trees and 3 years for all other landscape planting).

Any consultation undertaken in relation to the replacement planting (refer to Section 5 of this TV DWP).

4.1.2. Transplanting Trees As outlined in Section 3.1, if it is appropriate and feasible to relocate trees X9, X10, X13, X14, X15 and X16, the transplanting of these trees will be undertaken in a manner that allows them to be replanted within the designation area following the completion of main construction works or at another suitable location to be determined in consultation with the Auckland Council Parks Department.

Tree relocation methodologies generally follow a set process and shall be informed by a qualified arborist. However, if replanting is considered a feasible option, the relocation of these six trees should consider the following:  









Timing of works – Removal should ideally occur outside of active growth stages, after flowering or before flower budding, if practicable.

Temporary storage site – this will need to be identified prior to removing the trees. The site must have a hardstand area large enough to house the trees, with a water connection; and be in or near the CBD to allow easy transport.

Preparation – prior to being dug out, the trees will need to be pruned and any remaining branches tied back to protect them during the relocation process. A trench will need to be dug around the root balls and outer roots trimmed as required. The trench will need to be deep and wide enough to allow the root balls to be undercut at a 45-degree to allow its extraction.

Transport – The root balls will need to be covered in damp hessian/burlap to keep as much of the root balls and soil in tact during transport. The trees will need to be removed using a digger or small crane and transported, in an upright position, using a flatbed truck.

Storage – the trees will need to be transferred to temporary planter boxes large enough to contain the root ball and support the tree during storage. The planter should be kept in a cool, shaded place and the roots kept moist until it can be replanted.

Replanting – once the relocation site has been identified, replanting will need to be undertaken within a similar window in which the tree is ‘dormant’. The replanting locations should be included in the replanting plans prepared as part the Urban Design DWP.

If these trees cannot be relocated, they will need to be replaced in accordance with the criteria described in Section 4.1.1.

4.2 Trees not Requiring Removal Trees T146 and T147, located on the footpath on the eastern side of Pitt Street will not be removed as part of the Karangahape Station early works. However, to provide sufficient working area for the relocation of utilities within Pitt Street, southbound vehicle traffic (heading along Pitt Street towards Karangahape Road) will temporarily use the outermost traffic lane (closest to the footpath) that currently provides for on-street parking and a bus stop. The use of this lane adjacent to the Trees T146 and T147 as a bus stop means that Auckland Transport regularly undertake maintenance and Page 14

Trees and Vegetation Delivery Work Plan trimming of these trees. Therefore, it is not considered that the temporary alteration in the Pitt Street traffic layout during the early works will impact further on these trees.

Trees X17 – X21, located within Beresford Square adjacent to the Beresford Square CSA, will be retained. However, there is the potential for these trees to be impacted as a result of truck and other large vehicle movements accessing the CSA. The trees at greatest risk of impact are X17, X18 and X19, closest to the vehicle entrance, staff facilities and indicative location of storage areas (including the surge pile and water treatment area that will be operational during the main works construction phase). X17 and X18 were assessed to be in good condition while X19 was in poor condition.

4.2.1. Tree Protection Zones and Crown Protection Tree Protections Zones around trees X17 – 21 shall be established to ensure the trunks, roots, canopy and branches are protected during the early works.

The Tree Protection Zone encompasses the root and crown area of the tree that would need to remain isolated from construction disturbance to maintain tree health. The height of the Protection Zone is dictated by the height of the tree and the width (or radius) around the tree is typically calculated by multiplying the tree’s diameter at breast height (DBH) by 12 (AS 4970-2009): Tree Protection Zone = DBH x 12 The Tree Protection Zone will not be less than 2m nor greater than 15m, except where crown protection is required.

If a tree is multi-stemmed at 1.4m above the ground (refer to Figure 4-1) the Australian Standard (AS4970-2009) indicates that in this situation the following equation should be used to determine the DBH, which would then feed into the equation above to calculate the Tree Protection Zone:

The information needed for this calculation has not been collected within the original arboricultural assessment of trees (Boffa Miskell, 2012), therefore, a site visit will be completed to obtain the measures needed to determine the Tree Protection Zone.

Crown protection will also be required to ensure that the trees do not receive injury from machinery such as excavators, drilling rigs, cranes, trucks and hoarding installation. Crown protection will be located 1m outside of the perimeter of the crown, which may be within the Tree Protection Zone.

Stockpiling of building materials, debris or soil.

Vehicular traffic except on existing paved surfaces.

Installation of service pits or hatches.

Vehicular crossings.

Severing of tree roots with a diameter greater than 30mm.

Alteration of soil levels and structure.

5. Consultation The early works Communication and Consultation Plan (CCP) (Appendix L of the CEMP) outlines the engagement to be undertaken with the Auckland Council Parks Department and mana whenua. It also details the general communication that will be undertaken with the general public (through the CLG) on the management of the adverse effects relating to the removal of trees within the Enabling Works area. Refer in particular to Sections 6 and 7 of the CCP.

A1. CLG Comments A Karangahape CLG meeting was held on 17th September to discuss the Karangahape early works and for the CLG to provide comments / feedback on the CEMP and sub-plans, including this TV DWP. No comments were received in relation to this TV DWP.

Most of the trees are proposed to be removed due to the relocation of the services, however, there’s no information on how the relocation works directly compromise the trees.

The TV DWP cross references the CEMP, which includes staging plans that illustrate how the services are to be relocated.

I think there needs to be more information on exactly how these works will have any impact and if are there any alternatives that could be used to retain them. In particular the two mature London Plane trees (T149 and X6) should be retained if at all possible.

T149 and X6 will be directly impacted by trenching works required to install dry services.

Tree No.148 has been removed and I have a slightly different assessment on the trees’ overall health (though I’m generally ok with their original assessment).

3.1

Large trees.

The relocation of large trees is possible, though in an urban setting such as this it can be problematic. Maybe this is better – ‘Due to … ,it is impractical to extract and store the trees onsite or relocate through the city, and there are no practical, longterm storage facilities’.

The reason that the trees can not be relocated is due to the presence of existing services and because of the trees size it is more likely that their root ball will have become entwined with the service. However, the main reason for not translocating trees is the services - the text has been updated in this regard.

A couple of these trees are not worth relocating due to their structure.

Calculation for multi-stem trees.

The correct calculation for multiple stems as detailed in the Australian Standards. This should be used for consistency and reliability.

The tree numbering system used in this plan is consistent with that used in the Tree Assessment and previous TV DWPs prepared for earlier CRL works.

The plans and numbering for the trees needs to be tidied up, there are two numbering systems now being used in the documents and one that refers to the original Boffa Report that had a tree survey of the route and now we have localised numbering for this part of the route where additional trees are now noted as being necessary to remove for site establishment and for utility relocation work.

Further clarification has been provided in Section 3.1 on the numbering system used in this TV DWP.

I would recommend that a more detailed plan is developed for the trees in the area around the Beresford/Pitt Street and K road/Canada Street Stations, as there are trees in the vicinity of works on both these streets which are not noted on the current plans as needing protection.

It would be a lot easier to deal with what is being removed and what is going to be fenced and protection provided if all trees were numbered.

Figures have been updated as requested and include the additional street trees in Beresford Square that will be subject to Tree Protection

The removal of trees outside of the original proposal can be dealt with via condition 55, however it is also recommended that further references are made to the more immediate need to look at the Streetscape (Urban Design DWP) and public realm reinstatement works in both of these areas to ensure that sufficient space is allowed for to enable the replanting of the tree 14 trees that are likely to be removed during this part of the project.

It is recommended that the proposed utility relocation work is vetted by the wider team who are involved in the streetscape and Urban Design DWP to ensure that sufficient space is provided to enable the planting of at least 14 new large replacement trees. Utilities should be combined into one service trench wherever possible and outside of the alignment of where any possible tree planting may take place.

Noted.

Development of the network utility relocations and the future public realm reinstatement design by the Link Alliance will be undertaken cognisant of providing sufficient space for vegetation to be planted as part of the reinstatement works.
