1. Introduction The City Rail Link (CRL) project comprises the construction, operation and maintenance of a 3.4km twin-tunnel underground passenger railway, running between Britomart Station and the North Auckland Line (NAL) in the vicinity of Mt Eden Station. The proposed works include the construction of two underground stations, with a depth of up to 42 metres below ground. It will transform the downtown Britomart Station into a two-way through-station, allowing it to double in capacity.

In 2017, City Rail Link Limited (CRLL) submitted an outline plan for works under CRL Designation 1 (Auckland Unitary Plan ref. 2500-1) to enable canopy removal and utility relocation works within the Aotea Station area, along the western side of Albert Street between Victoria Street West and Wellesley Street West. This outline plan was accepted by Auckland Council without changes (ref.

OPW60310921). Canopy removal works are currently being undertaken.

Additional utility works are required beyond the footprint of the approved works. As such, CRLL is seeking authorisation for the works beyond that which are currently authorised.

This Trees and Vegetation Delivery Works Plan (TV DWP) has been prepared by AECOM New Zealand Limited (AECOM) and forms part of the Construction Environmental Management Plan (CEMP) for the additional utility relocation works. The trees within the utility relocation works area are required to be removed to allow the works to be undertaken.

1.1

Purpose and Scope

The existing network of underground utilities around the proposed Aotea Station will need to be permanently relocated prior to construction of the station. It is proposed to undertake the utility relocation works in 3 stages.

For all stages the main element of the works is the formation of temporary trenches within footpaths to allow installation of new ducts and pipes for utility services. Once the ducts and pipes are installed the trenches will be backfilled and the footpath reinstated.

The trenches will generally be 1m to 1.8m wide with an average depth of 1.5m to 3m. The utility relocation works will relate to electrical, telecommunication, gas, potable water, stormwater and wastewater assets.

The purpose of this TV DWP is to describe the processes and practices to be implemented to manage adverse effects resulting from the removal of trees and vegetation associated with the utility works beyond that which are authorised. Condition 55.2 of CRL Designation 1 states that the objective of a TV DWP is to avoid the removal of scheduled trees as far as practicable. While there are no scheduled trees within the works area, construction works will require the removal of trees and it is necessary to mitigate the adverse effects of construction on trees.

Trees and Vegetation Delivery Work Plan A Community Liaison Group (CLG) meeting for Aotea Stage 1-3 Utility Relocation works was held on Monday 5th August 2019 from 4pm – 5:30pm. No comments were received from the CLG in relation to the TVDWP. A record of consultation outcomes (CLG and Independent Peer Review) is included in Appendix A:.

1.2 Designation Condition Requirements Table 1 identifies the conditions of CRL Designation 1 that specify what is to be addressed by the TV DWP, and in turn which sections of the TV DWP address these conditions.

55.2

The objective of the Trees and Vegetation DWP is to avoid the removal of scheduled trees as far as practicable. Where trees are identified for removal in surface works the Requiring Authority will remedy or mitigate the adverse effects of construction on trees and vegetation.

(b) A list of trees, which due to being in proximity to construction works, have root systems and / or foliage within and / or overhanging the surface designation footprint, and the methods to be used, where practicable, to protect these trees from construction works;

(c) Cross references to the Urban Design DWP and the proposed mitigation of any tree / vegetation removal through replanting trees at a 1:1 ratio, re-instatement of the area, and other methods. In preparing the Trees and Vegetation DWP, the Requiring Authority shall seek input from the Auckland Council Parks Department with regard to tree species / vegetation selection, tree pit construction where deemed necessary, and the positioning of replacement trees and from directly affected land owners with regards to preferences for any replacement planting for vegetation / trees removed from private property or for any replacement planting on private property;

(d) Other methods to be used to monitor and report on the management of the adverse effects from tree / vegetation removal;

(e) Cross references to the specific sections in the Communication and Consultation Plan which detail how the Auckland Council Parks Department, mana whenua (see condition 8) are consulted, and communication with the general public on the management of the adverse effects relating to the removal of trees and vegetation.

2. Utility Relocation Overview This section presents a summary of the utility relocation works in relation to the matters required to be addressed by the TV DWP. A detailed description of the construction works is provided in the CEMP.

2.1 Utility Relocation Description The project site applicable to this DWP is located in Auckland City Centre, within the road corridors of Albert Street, Victoria Street West and Kingston Street (as illustrated in Figure 1). The site adjoins the project area of the existing outline plan for canopy removal and utility relocation works (OPW60310921).

The area surrounding the project site is a dense urban environment with a built form comprised of medium to high rise buildings. Common land uses in the project area include commercial offices and services, residential apartments, retail, civic, hospitality, hotel accommodation and car parking.

Along Albert Street multiple active construction sites are present, including works related to the CRL project as well as other private developments. Buildings adjoin much of the project site boundary (road corridor) forming active frontages that provide access to private property and businesses.

The project site accommodates high volumes of pedestrian and vehicle movements, both for residential and business purposes. Albert Street and Victoria Street West are classified as a primary arterial roads and Kingston Street and Durham Street West are classified as local roads. Due to the CRL works, Albert Street is subject to temporary traffic management procedures, and is currently operating with one lane in each direction.

Works will be located along the footpaths of Albert Street, between Wyndham Street and Victoria Street, extending into part of Kingston Street and Victoria Street and on the northern slip lane from Albert Street to Durham Street.

Trenching along Victoria Street will be to a depth of 1.5m.

The total length of trenches constructed will be approximately 340m resulting in approximately 1350m³ of spoil being removed.

The total length of trenches constructed will be approximately 160m resulting in approximately 480m³ of spoil being removed.

Works will be located along the east side footpath of Albert Street (between the top of the ramp from Durham Street to the corner of Victoria Street) and the north side footpath of Victoria Street, between Albert Street and Elliott Street.

Works will also be undertaken on the north side of Victoria Street, between Federal Street and Albert Street.

The total length of trenches constructed will be approximately 180m resulting in approximately 585m³ of spoil being removed.

Total length of 680m of trench resulting in approximately 2,415m³ of spoil being removed.

In addition, a temporary construction site compound (Figure 2 Indicative layout of the Stage 2 Site Compound) will be formed on the corner of Wellesley Street and Mayoral Drive in part of the Bledisloe House car park. This compound will be within the project designation boundary and will be established approximately from October 2019 (Stage 2), until March 2020. This site compound will be occupied by storage containers, the objective of the site compound is to provide a site that can be used as a rest area for workforce staff, and house equipment and vehicles during the works.

Temporary fencing will be used to delineate the site, along with Link Alliance branded mesh scrim.

Vehicle access will be via the existing entrance off Mayoral Drive and through the gate as marked on the plan. Containers are likely to include machinery equipment and a total of up to 1,200L (6x 20L drums) of diesel in bunds.

Detailed site layouts for each stage of the works have been provided in Appendix C of the CEMP addendum which also informs the location of the construction site compound.

2.3 Construction Methodology The construction methodology to be used for the proposed works will generally be based on the methodology approved for the utility relocation works along the west side of Albert Street, between Victoria Street and Wellesley Street (OPW60310921). Full details on the construction methodology is provided in the Construction Environmental Management Plan (CEMP) addendum.

In summary, it is proposed to undertake utility relocation works for electrical, telecommunication, gas, potable water, stormwater and wastewater assets. Temporary trenches are to be formed in the footpath to a depth of around 1.5m to 3m with a width of 1m to 1.8m. Once the trench is formed, bedding will be placed in the trench, with the new utility ducting/pipework installed. Once installed, the trench will be backfilled with the surface of the footpath reinstated.

The table below provides a summary of the activities and equipment for the works.

2.4 Project Programme The Project is anticipated to take approximately 6 months to complete based on knowledge of underground services. Should complexity or additional services be encountered during the course of the Project, then the Project duration will extend beyond the 6-month time period, by around 3 months.

2.5 Hours of Operation It is anticipated that construction work will be undertaken between 0700hrs to 1900hrs Monday to Saturday. Limited construction works may be undertaken beyond 1900hrs, however this would not be a general occurrence and will be done in accordance with the Project conditions.

2.6 Site Layouts Detailed site layouts for each stage of the works have been provided in Appendix C of the CEMP addendum. The site layout shows the location of works, construction vehicle access points, traffic management layouts, position of worker amenity buildings, pedestrian access, and access points for properties surrounding the work site.

3. Roles and Responsibilities The key personnel responsible for this TV DWP are identified in Table 2. All site personnel are also responsible for following the requirements of the TV DWP. A suitably qualified and experienced practitioner in the safe removal of trees has been appointed for environmental controls and monitoring programmes relevant to affected trees. 4. Affected Trees and Vegetation A Tree Assessment1 was prepared in August 2012 and formed part of the Notice of Requirement (NoR) for the CRL designation. The report found that while the Project will affect a number of trees that are located within the surface designation area, most of the affected trees are exotic street trees. There are no scheduled trees within the Project footprint, or in proximity.

Eight trees identified on Albert Street, between Victoria Street and Kingston Street, and Victoria Street West will be impacted by the proposed utility relocation works. These are primarily comprised of evergreen magnolias (Magnolia grandiflora).

4.1 Trees requiring Removal The tree numbering system used in this plan is consistent with that used in the Tree Assessment1 and TV DWP prepared for the Contract 2 works2. This includes five trees on Albert Street which were considered in the Tree Assessment1 (Trees T29-33) and three additional trees on Victoria Street West (X3-5) which were not included in the original assessment. These are shown in Figure 3.

Due to the nature of the utility relocation works, all trees that are within the construction footprint are required to be removed. This includes trees T29, T30, T31, T32, T33, X3, X4 and X5. These are described in Table 3.

Mitigation Measures

Temporary transplant and replant at existing location following completion of works

4.1.1. Transplanting of Removed Trees Consideration has been given to transplanting all eight of the impacted trees to a new location as an alternative to cutting them down; however, due to the size of the trees it is likely that the root mass of most of these trees are tangled with the underground utilities (power, water, communications, sewage, etc.). As a result, it is generally considered impractical and unsafe to attempt to extract the intact root ball of each tree. Due to the difficulties associated with the removal of intact root balls, all except one of the eight identified trees scheduled for removal in Table 3 are required to be cut down to allow careful excavation and relocation of underground utilities.

While tree T33 is considered to be in poor condition1 and transplanting (essentially meaning ‘relocation’) is not recommended, due to community values associated with this tree, provisions will be made to attempt the temporary transplantation of T33 and replanting at its current location following the completion of works. Referred to as ‘The Harvey Tree’, this Oriental Plane (Plantanus orientalis) was planted by a local landowner around the 1970s and is accompanied by a plaque. The tree is not otherwise scheduled or identified as notable in the Auckland Unitary Plan Operative in Part (AUP(OP)). It is understood that the Harvey Tree has importance within the local community for Page 11

Trees and Vegetation Delivery Work Plan its location on the corner of Albert Street and Victoria Street West (known as ‘Martha’s Corner’) and due to being planted from a cutting transported from France by Mr. Les Harvey in the 1970’s. For these reasons the tree has been identified for relocation rather than removal.

Although not on any heritage schedule, the tree is considered to form part of Auckland’s history.

Refer to Section 5.3 for the required mitigation measures. The methodology and management plans accompanying the proposed relocation works for the Harvey Tree will be detailed through an Outline Plan of Works Waiver and falls outside of the scope of this TVDWP. It is noted a cutting of the Harvey Tree has been successfully propagated and will provide a suitable replacement tree, should the relocation process fail.

5. Mitigation Measures Due to the requirements to remove trees throughout the Project footprint, an adverse effect on the local treescape would result if no mitigation measures are implemented. In addition, mitigation measures will be put in place to allow tree T33 to be transplanted following completion of works.

5.1 Trees Requiring Permanent Removal The removal of trees T29, T30, T31, T32, X3, X4 and X5 should be undertaken by a suitably qualified and experienced arborist. The approach used will be informed by the arborist in accordance with site observations, such as surrounding the proximity of surrounding buildings, tree size and overall condition.

The methodologies implemented may include: · · ·

Removal should be staged whereby the outer limbs are removed first, followed by inner limbs and the main trunk.

Depending on the location of utility lines, tree stumps should either be dug out or ground in situ.

Removed tree debris will either be mulched onsite or removed for mulching offsite, depending on which is more practicable.

The methodology for removing tree T33 is provided for in Section 5.3.

5.2 Tree Replacement Replacement planting will be required for seven of the eight trees identified for removal in Figure 2.

A replanting plan will be identified in the Urban Design DWP for the reinstatement of the area and will include (but may not be limited to) the following: · · · ·

Replanting of semi-mature trees at least 1:1 ratio. Trees will be inspected and approved by the Community Facilities Arborist prior to planting.

The area required to be reinstated.

The opportunity to include appropriate native species in the replacement and landscape plantings.

Documentation of the input from the Auckland Council Parks Department with regard to tree species / vegetation selection, tree pit construction and positioning of replacement trees.

5.3 Tree Requiring Replanting To ensure the safe and successful transplanting of tree T33, the removal and transplantation should be undertaken by a suitably qualified and experienced arborist. The methodologies employed are to be informed by the arborist and will be subject to the condition of the tree and root system following further investigation.

As previously outlined, the tree transplant works will be detailed through an Outline Plan of Works Waiver. This Outline Plan of Works Waiver is accompanied by a proposed Tree removal and maintenance (for offsite storage) methodology by Jeff Fell (Arborist at Specimen Trees Limited), a temporary traffic and parking memo, a construction noise and vibration memo and an erosion and sediment control plan memo.

The methodologies implemented should include the following (where practical): ·

Prior to removing the tree an interim receptor site should be identified, either within or outside the Project Area. If this is not practicable, the trees should be properly maintained at a transit nursery.

In order to reduce stress on the tree, removal and replanting at its current location should be undertaken in autumn after the leaves have fallen or in spring before new buds develop.

Prepare the tree for removal by digging a trench around the root ball and tying up lower branches to protect them. Outer roots should be trimmed as required.

Following removal from its current location the root ball should be wrapped in damp hessian. The tree should be replanted immediately; however, if this is not possible the tree should be kept in a cool, shaded place and the roots kept moist until it can be replanted.

The methodologies employed should follow industry best practice for the transplanting of mature trees.

Prior to the removal and replanting of tree T33, discussions should be held with interested parties (such as Auckland Council’s Heritage Advisor and adjacent land owners affected by the works) to determine the significance of the tree and appropriate management measures. As previously indicated, a cutting of the Harvey Tree has been successfully propagated and will serve as a replacement tree should the Harvey Tree should not survive the temporary transplant and replanting process.

6. Consultation A Communication and Consultation Plan (CCP) has been prepared for the Project works (Appendix K of the Project CEMP). Section 6 of the CCP outlines the procedure undertaken in order to ensure that the Link Alliance undertakes consultation with the Auckland Council Parks Department and mana whenua. It also details the general communication that will be undertaken with the general public on the management of the adverse effects relating to the removal of trees within the Project area.

Where agreed, the feedback from this consultation process will be incorporated into the Urban Design Delivery Work Plan for the reinstatement of the public realm following construction of the CRL in this location. Where feedback has been considered, but not incorporated into the Urban Design Delivery Work Plan, reasons must be provided to the interested party as to why specific suggestions could not be incorporated into reinstatement plans.

7. Conclusion Eight trees identified on Albert Street, between Victoria Street and Kingston Street, and Victoria Street West will be impacted by the proposed utility relocation works. These are primarily comprised of evergreen magnolias. Due to the requirements to remove or transplant trees throughout the Project footprint, an adverse effect on the local treescape would result if no mitigation measures are implemented. This plan describes the strategies needed to manage these adverse effects.

Consideration has been given to transplanting all eight of the impacted trees to a new location as an alternative to cutting them down; however, due to the size of the trees it is likely that the root mass of most of these trees are tangled with the underground utilities (power, water, communications, sewage, etc.). As a result, it is generally considered impractical and unsafe to attempt to extract the intact root ball of each tree. Due to the difficulties associated with the removal of intact root balls, all except one of the eight identified trees scheduled for removal in Table 3 are required to be cut down to allow careful excavation and relocation of

Notwithstanding the ‘heritage’ value of T33, why is it impractical and unsafe to remove the 8 Magnolia trees when T33 is the larger tree of the group and is growing in the same conditions.

Surely the removal of T33 will find the same obstacles, challenges and will require the same removal methodologies that would be required to remove the 8 other trees.

No change to DWP. None of the trees are really suitable for transplanting, however given the requests from community relating to the heritage issue, more extreme efforts will be made with this tree than what would normally be done.

The other trees are not notable and are not native and have no community attachment. Therefore the best approach is considered to replace them with a 1:1 ratio.

As previously outlined, the tree transplant works will be detailed through an Outline Plan of Works Waiver. This Outline Plan of Works Waiver is accompanied by a proposed Tree removal methodology by Jeff Fell (Arborist at Specimen Trees Limited), a temporary traffic and parking memo, a construction noise and vibration memo and an erosion and sediment control plan memo.
