The Economic Imperative New Zealanders work about 15% longer than the OECD average to produce about 20% less output per person

New Zealand is unique in the OECD as having below average productivity and below average productivity growth

Increase annual average productivity growth from 1% p.a. in the last decade to 2% p.a. for the next 30 years

Increase annual average export growth from 3% p.a. in the last decade to 6% for the next 30 years

Auckland holds the key • Value added per worker in the Auckland region is 30 to 50% higher than of regions outside Auckland • The premium is even higher in the Auckland CBD (120 to 150 % higher) • For New Zealand to flourish Auckland must increase the scale and intensity of its CBD • Supporting this growth requires good accessibility to the central areas • CRL can provide the required additional capacity

The integrated planning imperative The City Centre Master Plan •

Integrated approach to the revitalisation and growth of the city centre

The next 10 years - transformational projects focus on the core CBD, and the waterfront

•

Wynyard Quarter - create a ‘water city’ of international acclaim

Aotea Quarter – reinforce roles as the civic and central heart, ensuring it remains resilient to the shifting centre of focus on the harbour’s edge The CRL is identified as the core transport project that enables the other initiatives to happen

The CRL is also critical for integrated planning outside the CBD • The CRL - catalyst for increased urbanisation around selected stations outside the CBD • Without the CRL, it will not be possible to provide rail capacity to serve new destinations in the future - e.g. the airport

The CRL is an essential project to enable the public transport network to perform optimally and to help shape the city sustainably 10

The Transport and Growth Imperative • CRL is a core requirement to maintain accessibility in Auckland • Increased public transport usage is essential to maintain connectivity • Capacity on the roads will be taken up by Auckland’s expected population growth • The ability for buses to absorb extra patronage is limited due to road capacity (particularly within the CBD)

• Prioritise bus corridors to areas with no rail alternative • CRL will unlock capacity

CRL - construction effects • Requires progressive closure of Wellesley, Victoria, Customs Sts • Project conditions may allow only one intersection at a time • Sequential closures will last up to three and a half years with the last being Customs • This will effect several city centre projects such as:       
