INTRODUCTION

Auckland Transport (AT) has been granted resource consents (R/LUC/2014/4792, R/REG/2014/4793, R/REG/2014/4794, R/REG/2014/4795 and R/REG/2014/4796) for the realignment of a stormwater main along Albert Street, Auckland City, as part of the enabling works for the proposed City Rail Link (CRL).

The Albert Street Stormwater Main Realignment (the Project) involves the construction of a replacement stormwater main along the eastern side of the Albert Street road reserve between Wellesley Street and Swanson Street. In its current location, the existing stormwater main conflicts with the proposed alignment for the CRL rail tunnels and needs to be relocated to enable construction of the tunnels. The Project also involves strengthening of the Orakei Main Sewer (OMS), running west to east along Victoria Street. The strengthening is necessary to reduce the risk of damage to the OMS during subsequent construction of the CRL, including the proposed Aotea Station which will sit directly above the OMS. This Odour Management Plan (OMP) has been prepared by AECOM New Zealand Limited (AECOM) and forms part of the Construction Environmental Management Plan (CEMP) for the Project. The OMP specifically relates to Conditions 68-73 of the discharge permit R/REG/2014/4796. The OMP is generally consistent with the draft OMP dated February 2015 which was provided in support of the resource consent application.

PURPOSE OF ODOUR MANAGEMENT PLAN

The purpose of this OMP is to identify specific measures for the control of potential air discharges from the OMS strengthening works that could be deemed as noxious, offensive or objectionable. As explained in Section 2.1.3 of this OMP, there is a requirement to strengthen a section of the OMS in order to allow for subsequent construction works associated with CRL. There is the potential that these strengthening works could result in odour for a period of time if not appropriately mitigated, and the resource consents therefore require odour control measures to be implemented.

While the primary purpose of the OMP is to manage potential odour effects associated with the OMS strengthening works, there is also potential for dust emissions from Project construction activities as a whole if appropriate mitigation measures are not implemented. The OMP therefore includes a section relating to dust mitigation.

1.2

CONSENT REQUIREMENTS

Table 1 outlines the relevant consent conditions from discharge permit R/REG/2014/4796 and how these are addressed within the OMP.

Condition All processes on site shall be implemented, operated, maintained, supervised, monitored and controlled so that any emissions authorised by this consent are maintained at the minimum practicable level.

Unless provided for by Condition 70, there shall be no odour beyond the boundary of the worksite caused by discharges from the aspects of the Project related to the Orakei Main Sewer which, in the opinion of an enforcement officer, is noxious, offensive or objectionable.

All offensive or objectionable odours beyond the boundary of the worksite caused inadvertently as a result of processes on site shall be mitigated as soon as practicable in accordance with the requirements of the Odour Management Plan submitted in accordance with Condition 72.

Beyond the boundary of the worksite, there shall be no hazardous air pollutant, caused by discharges from the aspects of the Project related to the Orakei Main Sewer that causes, or is likely to cause, adverse effects on human health, environment or property.

An Odour Management Plan (OMP) shall be prepared by a suitably qualified person and provided to the Council (Team Leader Central Monitoring) for certification at least 20 working days prior to the commencement of works.

Auckland Council shall provide the determination to the Consent Holder, in writing, of whether the OMP can be certified as per the requirements of the relevant consent conditions within 10 working days of receipt of the OMP. The purpose of the OMP is to provide specific details related to the control of potential air discharges that could be deemed as noxious, offensive or objectionable, associated with the construction of the aspects of the Project related to the Orakei Main Sewer. The OMP shall be generally consistent with the draft OMP dated February 2015 and provided in support of the application material.

All works shall be undertaken in accordance with the certified OMP.

Sustainability

AT is seeking an Infrastructure Sustainability Council of Australia (ISCA) Infrastructure Sustainability (IS) rating for the CRL enabling works, including the stormwater main realignment and OMS strengthening works. Full details are included in the Project’s Sustainability Management Plan. Project sustainability requirements that relate directly to the OMP are included in the ISCA appendix (Appendix A).

OMP AUTHOR

This OMP has been prepared by Andrew Curtis, an Associate Director and leader of the air quality team for AECOM. Andrew has more than 28 years engineering experience and almost 19 years’ experience as an air quality consultant, in which time he has been responsible for leading some of New Zealand’s largest air quality projects.

PROJECT DESCRIPTION

This section presents a summary of the Project works in relation to the matters addressed by the OMP. A detailed description of the construction methodology is provided in the CEMP.

SUMMARY OF METHODOLOGY

The Project will commence and be partially completed prior to CRL construction commencing. The duration of the works associated with the stormwater main realignment and OMS strengthening is approximately 18 months. Figure 1 indicates the Project extent between Wellesley Street and Swanson Street, including the location of the OMS works. In summary, the construction works will consist of the following: 1.4.1

Pipe Jacking

The realigned stormwater main will be installed by pipe jacking, a trenchless installation method where pipes are driven horizontally between two vertical shafts using a tunnel boring machine (TBM). The first stage of the pipe jacking will run from Victoria Shaft One to the Swanson Street Shaft. Upon reaching the receiving shaft, the TBM will be lifted out and transported above ground to Victoria Shaft One, whereby the second stage of pipe jacking will occur between this shaft and the Wellesley Street Shaft. Pipe jacking has a number of environmental benefits (e.g. less soil disturbance, reduced dust) over open cut construction, due to the reduced surface interaction required for this method.

Shaft Construction

A total of four shafts will be constructed for the Project as shown in Figure 1. Three construction shafts will be required at the following locations along Albert Street in order to install the new stormwater main: •

Victoria Street (Victoria Shaft One): Main shaft / TBM Launch shaft (12 m x 12 m plan by 18.8 m deep).

•

Swanson Street: TBM Stage 1 Reception Shaft (3.5 m diameter excavation, 16 m deep)

•

Wellesley Street: TBM Stage 2 Reception Shaft (4.5 m diameter excavation, 15.5 m deep)

The fourth shaft is required for the OMS strengthening works (refer Section 2.1.3 below): •

Victoria Street West (Victoria Shaft Two): OMS access shaft (upstream access to sewer; 9.5 x 7.6 m plan by 22 m deep)

OMS Strengthening

A glass-reinforced plastic (GRP) liner will be installed into the profile of the OMS which will then be grouted in place. This will reduce the risk of damage to the sewer during subsequent construction of the CRL works. To install this liner, and to comply with health and safety regulations for working in confined spaces, it will be necessary to use two access shafts, one upstream and one downstream of the strengthening works.

Utilities Relocation

In addition to relocating the stormwater main, other utilities also need to be relocated to make room for installation of the pipe jack shafts. Further detail on Utilities relocation can be found in the CEMP for the Project.

AIR DISCHARGES

The main potential discharge associated with the proposed OMS strengthening works is odour, generated by the decomposition of sewage. Exactly how much odour will be present is difficult to assess as there are a range of factors that will influence it. However, in the worst-case conditions it is likely that there will be significant concentrations of hydrogen sulphide and other reduced sulphur compounds which could be considered odorous.

There is also potential for there to be other gases such as methane and carbon dioxide which while they are odourless do have the potential to result in other effects, such as asphyxia or in the case of methane explosions. The monitoring and mitigation of compounds relating to these effects are addressed in the Contaminated Soils Management Plan (Appendix F to the CEMP for this Project).

There is also some potential for dust emissions associated with the earthworks. Given the relatively small area of exposed earthwork surfaces for the Project, however, these effects should be minimal with the use of standard construction dust control measures.

CONTROL MEASURES ODOUR CONTROL MEASURES

The two access shafts that will be required to reach the level of the OMS will remain open to street level for the duration of the strengthening works, to allow for worker and equipment access. As a result, there is the potential for odour to be released.

At the western (i.e. upstream) end of the section of OMS to be strengthened, a bulkhead will be installed which will divert air and liquid wastewater flow into a wet well. From the wet well, both air and liquid will be pumped through two separate pipes in a diversion line to Victoria Shaft One and then back into the OMS through another bulkhead at that location. This allows the OMS to operate as a closed system while the strengthening works are being undertaken. The diversion line will be at roughly the same level as the OMS and does not rise to the surface. The diversion line will be installed using pipe jacking. Figure 2 illustrates this method.

An odour control system will be required in order to control odour emissions expected to occur when the OMS is broken into to install the bulkheads.

Two alternative methodologies are proposed for odour suppression, with a final choice depending on equipment availability and conditions at the time. The first method is in line with that proposed in the resource consent application and will involve: •

Installing a ventilation system to capture any odours that might be released around the work areas. The system will be required when the diversion bulkheads are being installed, and may be required while the strengthening works are occurring, depending on how well the bulkheads seal.

•

A forcing ventilation system and biox odour treatment system within the shaft to provide fresh air and neutralising agent. This system will be designed to minimise the potential for adverse odours from the work site affecting the local receiving environment beyond the site boundary

The second method makes use of a Biox fogging air curtain. This suppresses odours and harmful gasses by misting a suppression agent across the exposed sections of the sewer main within the shaft. This system has proven effective during other works to strengthen the OMS at Stanley Street.

Fixed gas monitoring will be completed on a continuous basis during the works and will monitor Methane, Carbon Monoxide, Oxygen and Hydrogen Sulphide. Once the excavation has reached the OMS, and when personnel are working within the OMS, hand held gas detection will also be employed by a suitably trained individual for Hydrogen Sulphide, Methane, Carbon Monoxide, Oxygen, Nitrogen Dioxide and Carbon Dioxide. Levels wil be recorded each shift on the Shift Operations Report Form.

Table 2 outlines recommended personal monitoring alarm levels relating to contamination. In the event that any of the alarm levels are exceeded, works will cease and all workers will vacate the area until such time as atmospheric conditions have returned to normal (background), or appropriate control measures are adopted to prevent potential exposure to contaminants.

DUST CONTROL MEASURES

Given the relatively small volumes of material being excavated, and the likely wet nature of much of the material, it is not considered that there is a significant potential for dust emissions. However the following mitigation measures will be implemented to ensure that there is no potential for dust nuisance effects to occur.

Set out in Table 3 are the dust mitigation measures that will be used, as applicable, to control any dust effects associated with shaft excavation and the disposal of spoil from the pipe jacking process. These mitigation measures are standard practice, are extensively used and have been proven to be effective for this purpose. However, the list is not exhaustive, and if additional methods are identified which may be more effective these will be implemented.

MONITORING ODOUR MONITORING Monitoring for Fugitive Odour

Site Personnel will undertake daily fugitive odour monitoring during the working week and ensure that appropriate action is undertaken in the event that objectionable or offensive odours persist. Odour Monitoring Form 025-Y020-2719 will be used as attached at Appendix C.

DUST MONITORING

The overall approach to dust control is primarily based on visual monitoring in combination with good management of the construction areas and a rapid response to any complaints received. Good practice focusing on pre-emptive measures will aid in the avoidance of significant dust emissions, or if dust emissions occur, the subsequent mitigation or remediation of any adverse effects.

Proactive monitoring for dust will involve a weekly inspection item, documented on the project’s weekly environmental inspection checklist, to inspect pavements and building facades for dust build up. Reactive monitoring will include response to complaints and / or obvious dust discharges from site.

1.8.1

Visual Inspection and Monitoring Methods

General visual monitoring of all construction areas will be undertaken on a daily basis or potentially more frequently, if weather or project conditions change. This type of monitoring relates to the control measures described in Section 4 and will include pre-emptive measures to avoid dust emissions. Table 4 below describes the monitoring programme.

The Site Engineer will be responsible for undertaking dust monitoring.

CONTINGENCY MEASURES

APPENDIX A: ISCA REQUIREMENTS

AT and Connectus are seeking an Infrastructure Sustainability Council of Australia (ISCA) Infrastructure Sustainability (IS) Rating for the CRL Enabling Works – including the stormwater main realignment and OMS strengthening works. This appendix details IS requirements that are different, or additional to the Project’s Consent Requirements. It is essential that these requirements are met to achieve the Project’s sustainability goals; however, they are not consent requirements to be certified by Auckland Council.

These IS rating requirements are included as an appendix because they are not yet fixed. They remain subject to change as the Project’s sustainability program evolves.

Applicable ISCA requirements that relate to this OMP are listed below along with their associated target Levels.
