Enabling works construction areas

Pipe jacking A micro TBM will drill a small tunnel under Albert Street installing the pipe as it goes.

This is done by powerful hydraulic jacks pushing specially designed pipes through the ground behind a cutting head that excavates the ground at the same time.

The process 1.

Clear utilities at pipe jack shafts

Set up the launch shaft at Albert/Victoria Streets, and reception shafts at Swanson St and Wellesley St

MTBM pushes from launch shaft to reception shaft

Remove MBTM from reception shaft and reinstate

Britomart to Downtown Shopping Centre •

Pedestrian access maintained.

•

Front/west entrance of Britomart station closes January 2017, with entrance and temporary accommodation at the rear/east end.

•

Buses removed from Tyler, Galway and Lower Queen Streets to new locations on 17 April 2016.

•

Lower Queen Street closed to traffic with a street activation programme from May 2016 to May 2017.

•

Underground walkway removed between Britomart and DSC by 29 May 2016.

Albert Street from Customs to Wyndham Street Downtown Shopping Centre (DSC) •

Precinct Properties develop their DSC site and construct the CRL tunnels below. Work due to begin May 2016 with completion by 2019

Traffic challenge

Congestion conditions.

Expected congestion – additional bus priority lanes as mitigation.

PT Objectives: - Retain levels of service.

- Allow for customer growth.

- Target mode shift to PT.

Buses need to move out of lower CBD for CRL –51% of trips affected.

• Consider changing your work hours, or work from home some days.

Mode shift during construction ďƒ˜ During early work construction it is important that current and forecast demands on the road network can be supported, so that the city keeps moving ďƒ˜ To achieve this, a mode shift towards bus, trains, ferries and active transport (walking and cycling) is needed.

Bus Priority Measures To address the changes to bus routes and the need to encourage a mode shift a range of bus priority measures were proposed : •

24/7 Bus priority lanes (improved amenity – reliability, punctuality for customers)

Bus route diversions

•

Future planning – the majority of the bus lanes will remain in place after the CRL early works are completed

 Virtually every bus route has to change primarily because of the closure of Albert St and Britomart to buses.

 Needed to ensure that bus passengers could still easily access downtown and connect to the train station and ferry services.  Over a year of analysis and modelling by AT, Aurecon and Flow to assess how to shift the buses within the city centre  Numerous options were explored.

Transport - Conclusions • There is an established way of approach transport appraisal based on straight line growth forecasts and values of time with fixed population and employment patterns, but it is not clear that it reflects what actually happens

• In reality transport drives land use patterns just as much as land use drives transport demand
