This section identifies the design elements relating to the architectural, public art and public realm within the scope of works which;

• The scope of the mandated design elements covers; • Te Aranga principles and the Mana Whenua narrative matrix;

• have been the subject of significant stakeholder engagement and design inputs in the development of the principal design requirements and the Reference Design; and

• the linewide concept; • station planning;

• are a mandated outcome of this process.

Te Aranga Principles

2.1

Te Aranga Principles

The CRL Designation conditions, specific to mana whenua design principles, highlight various conceptual opportunities for delivering design outcomes that help to deepen our sense of place. The opportunities must also be considered holistically across the project area to ensure consistency is achieved within the wider public realm/streetscape.

The architectural elements of the Reference Design of the stations has embraced the Te Aranga design principles and recognised the unique opportunity presented by embracing a Te Ao Maori perspective as core to the design expression of both the inside and outside of the stations.

The Te Aranga design principles, through partnership with Mana Whenua, have been overlaid with line wide and local narrative opportunities which have been consolidated into a narrative matrix. This matrix is identified in Figure 1-2 and must inform any further creative expression and design development for the development of the Concept Design.

The development, application and resolution of these narratives, and their embodiment within the Concept Design, must be undertaken through a consultative and review process with the CRL’s Representative and Mana Whenua during the interactive tendering phase of the Tender process, to ensure the Tenderer’s interpretations and resolutions of these narratives are expressed creatively, appropriately and correctly.

Core Māori values have informed the development of earlier Māori design principles. These process-oriented principles have provided the foundation for, and underpin the application of, the outcome-oriented Te Aranga Māori Design Principles.

• Rangatiratanga: The right to exercise authority and selfdetermination within ones own iwi / hapū realm.

• Kaitiakitanga: managing and conserving the environment as part of a reciprocal relationship, based on the Māori world view that we as humans are part of the natural world.

• Manaakitanga: the ethic of holistic hospitality whereby mana whenua have inherited obligations to be the best hosts they can be.

• Wairuatanga: the immutable spiritual connection between people and their environments.

• Kotahitanga: unity, cohesion and collaboration.

• Whanaungatanga: a relationship through shared experiences and working together which provides people with a sense of belonging.

• Mātauranga: Māori / mana whenua knowledge and understanding • Mana Atua, Mana Tangata, Mana Whenua: acknowledging the relative authority and realms of the atua, humankind and whenua.

Also known as Haumia, Haumia-tikitiki and Haumia-roa. and Mapping, direction(s) connectivity-Showing historical setting(s) places in context of the Station. Water feature on Victoria Street- nearer Queen street where Waihoritu would have been[ using artificial water feature to create a reference to the stream as steam actually some 10m or more below grade .]

Maramataka- almanac, calendar - a planting and fishing monthly almanac Matariki- in realtion to the meaning- Pleiades, The Seven Sisters - an open cluster of many stars in the constellation Taurus, with at least seven stars visible to the naked eye. The brightest star is aso known as Matariki (Alcyone).

The other six stars are: Tupu-ā-rangi (Electra), Waipuna-ā-rangi (Taygeta), Waitī (Maia), Ururangi (Pleione), Tupu-ā-nuku (Atlas) and Waitā (Merope).

First appearance before sunrise of Matariki in the north-eastern sky indicates the beginning of the Māori year - about the middle of June. Matariki disappears at the end of the Māori year. During this time Matariki was said to visit four places, each for seven nights, Maukahau, Tārarau-ātea, Papawhakatangitangi and Tītore-māhu-tū. Need to ensure the Matariki constellation receives lighting treatments to signify times of the year. Check with Hoturoa Kerr / Rereata Makiha re number of whetu (and names) of stars in Matariki constellation. Also good to look at other constellations that are significant to Tāmaki.

Taro – reflecting former Māori gardening practices and the swampy nature of the Aotea Square area.

Linewide concept

3.1

Linewide concept

The Creation Story, Te Po, Te Whaiao, Te Ao Marama.

The overall theme for the design elements of the CRL Project is their integration with the traditional Maori Creation Story (Creation Story) of the Atua (gods), which is a myth telling the story of Ranginui, the sky father, and Papatuanuku, the earth mother, and the emergence of the natural world, Te Ao Marama, from the darkness and nothingness, Te Po and Te Kore respectively.

Ranginui, and Paptuanuku prevented light from reaching the world because of their close embrace and all was in darkness and nothingness. Their offspring, or Tupuna, plotted against their parents in order to separate the two and bring light into the world. Their son Tane was responsible for the separation by lying on his back and pushing his legs against Ranginui . By the separation of Ranginui,and Paptuanuku the world of light and the state of creation came into being.

This informs the primary station entrance designs, the primary interior station architecture linings and the secondary station component elements within the public realm (for example canopies, tunnel vents, exhaust outlets).

3.2

Concept elements

The Concept Elements are considered to be made up of the following four primary elements for architectural expression of the narrative.

• Sky Element - an architectural façade (generally as a rain screen) that is representative of Ranginui responding to both the narrative opportunity and the key functional and technical requirements of the station; • Earth Element - an architectural façade that is representative of Papatuanuku responding to both the narrative opportunity and the key functional and technical requirements of the station; • Threshold Element - a public art response that is representative of the relevant Atua identified for each station responding to the expression of station identity. A brief is to be provided to a selected Public Artist by the CRL and Auckland Council Arts team and delivered as an integrated artwork for the Station entrances by the Contractor.

• Fourth Element - station common elements that are representative of Te Whaio for example tunnel vent shafts, secondary entrances and other station secondary elements within the public domain.

The Sky Element 3.3

Design requirements - Sky element

The Sky Element is an architectural façade that is common to the following main Station entrances and responds to the line wide theme derived from the Mana Whenua narrative pertaining to the creation story; • Aotea station - Wellesley Street entrance building (upper floors above main concourse level); • Karangahape Station – Mercury Lane entrance building (upper floors above main concourse level); and • Mt Eden Station - entrance building (main concourse, station building enclosure).

The Sky Element is an architectural rain screen that responds to specific architectural, functional and contextual requirements, which include (but are not limited to); • expression of Ranginui in the central linewide theme of the Creation Story;.

• high quality design, detail and material response to the façade; • moderation of sun, natural ventilation strategies and views as a double skin for accommodation spaces at Mt Eden Station; • response to technical and functional requirements, including mechanical ventilation and extraction requirements for buildings and station plant;

• Karangahape station, Mercury Lane building – Rain screen, twin skin to floors above ground level (3 elevations). Within the twin skin build up the internal elevation is the primary weather line for the plant room enclosures responding to weather proofing, air extract, air intake, access and other primary MEP interfaces to the building envelope. The exterior rain screen is the architectural element facing the public realm.

• Mt Eden station, Ruru Street building and tunnel vent portal building – Rain screen, twin skin to floors above ground level (3 elevations). Within the twin skin build up the internal elevation is the primary weather line for the plant room enclosures responding to weather proofing, air extract, air intake, access and other primary MEP interfaces to the building envelope. The exterior rain screen is the architectural element facing the public realm

3.4

Process

It is expected that the Tenderer will further develop the Sky Element within the framework of the design requirements using the architectural elements of the Reference Design response as a starting point. The Tenderer is to develop: • the final modulation and surface finish exploring where feasible the common application of a single modular approach at all locations giving the advantage of common size, material specification and appearance and ease of maintenance from a common pool of replaceable, interchangeable components ;

• represents the realm of Ranginui in the Creation Story; • meets the functional requirements in responding to air and sun, including sunscreens, ventilation, air extract and air intakes, privacy, maintenance access and the reverse sensitivities to neighbouring buildings; • creates depth through the layering of facade and envelope elements; • integrates the Sky Element rain screen with the functional envelope; • uses integrates architectural treatments to address permeability, breathability and light modulation; • integrates any further overlay of the design narrative, for example purapura whetu; • resolves a considered rhythm of opening and enclosure holistically across the façade; • resolves the relationship of mass and tension to the Threshold Element and Earth Element; • addresses the mass of the Sky Element and openings for the scale and legibility of entrances and proportions within urban context; and

• the final material selection and mounting system; • a maintenance and cleaning regime for its design concept; and

• incorporates dynamic lighting as an additional embedded art response.

In the further development of the Sky Element, the design process will involve (but is not limited to the following);

The Tenderer must provide in its design response; • high quality, photo realistic visualisations and 3-dimensional BIM models;

• technical and performance requirements for finishes, material and maintenance for the life of the element; and

• regular design review meetings to be initiated by the Tenderer and include CRL’s Representative;

• dynamic lighting from within the facade at night

• presentations by the Tenderer and CRL’s Representative to the Mana Whenua design forum and other stakeholder groups; and

• sections, plans, assembly details and elevations required to fully convey design intent, detailing, assembly methodology and maintenance;

• gateway reviews by CRL’s Representative.

Evaluation criteria

Evaluation of the quality of the Tenderer’s design of the Sky Element will be based on an assessment of the clarity, development and quality of the design in terms of how well it:

• precedent imagery; and • material samples and prototype assemblies.

Design requirements - Earth element

The Earth Element is an architectural façade that is common to 3 of the main Station entrances and responds to the CRL linewide theme derived from the Mana Whenua narrative pertaining to the creation story. This element is situated in the following locations: • Wellesley Street entrance building above ground forming a base to the entrance.

3.8

Process

It is expected that the detailed designer will further develop the Earth Element within the framework of the design intent using the Architectural elements of the Reference Design response as a starting point. The detailed designer is to develop: • the final modulation and surface finish

vandal resistance, maintenance, openings and signage and those required by the principals requirements documents.

• creates an apparent solidity created through materiality, detail and articulation • articulates the architectural definition between the public realm paving and the Earth Element and its juxtaposition in relation to the adjacent Sky and threshold elements

• common size of modular components • Karangahape Station entrance building above ground forming a base to the entrance.

• incorporates landscape appropriately • compliance with the technical and functional requirements • incorporates art appropriately

The Earth Element is an architectural cladding element that responds to specific architectural, functional and contextual requirements. A number of these are listed below (but not limited to) • Expression of Papatuanuku the Earth Mother in the central linewide theme of the Creation Story.

• the final material selection and mounting system • the design concept with an accompanying maintenance and cleaning regime • the final perimeter geometry that is proximate to the Red Line indicated in Figures 3-9 to 3-12.

• resolves station naming as embedded typography within the earth element • resolves architectural materiality including texture, colour, surface finish and detail • resolves a considered composition of the Earth Element mass

In developing the detailed design, the design process will involve; • transitions to interior linings deeper within the stations

• High quality design, detail and material response to the façade.

• Regular design review meetings and workshops with the CRL representatives and the Principals public arts creative studio team

• Response to technical and functional requirements including mechanical ventilation, extract requirements for building and Station plant.

• Presentations to Mana Whenua design forum and other stakeholder groups.

• Expression of entrance volumetric proportions.

• Gateway review requirements.

• Reflect local geology and morphology in its colour, texture and materiality.

• Scale, mass and proportion of the overall composition of Earth, Sky and threshold elements of the Station massing.

In developing the detailed design, the design process will involve • Regular design review meetings and workshops with the Principals creative studio team

Evaluation criteria

The CRL Principal Team will assess the quality of the proponent’s development of the Earth Element in the design. CRL representatives will assess the clarity, development and quality of the Earth Element design in terms of how well it: • represents the realm of Papatūānuku in the creation story myth • Integrates the functional requirements including crash protection,

Reference Design benchmark PAPATUANUKU CLOTHING Papatuanuku is the mother Earth figure that gives birth to all living things. The earth element gives a good oportunity to represent its clothing throughout the facade, gaps between panels or perforations provides the habitat for plants to grow and birds to nest.

Variations in depth of the earth cladding gives areas where the clading can peel off and provide the space for plants to grow. The Papatuanuku clothing it is only represented above ground along the facade and it does not transition to the internal linings that links to the Earth element.

The Threshold element

5.1

Design requirements

The Threshold element is an expressive art opportunity located in each of the following entrances in the main concourse.

• Aotea Station - Wellesley Street entrance

5.2

Contractor interface requirements

The Contractor will be responsible for the following (to be read in conjunction with the Functional and technical requirements documents) • Spatial provision of the thresholds as indicated in attached diagrams.

• Aotea Station - Victoria Street entrances (East and West) • Karangahape Station - Mercury Lane entrance

• Co-ordination of all Station functional and technical requirements with the Artwork.

• Mt Eden Station - Ruru Street Entrance

• Provide services, power, data, lighting to the artwork.

The Threshold Element is a 3 dimensional element expressing key Mana Whenua narratives and is suspended over the gateline and primary concourse of the entrances. Artists will be appointed by the CRL and Public Arts Council team who will be responsible for the creative concept of the threshold element.

The contractor will be responsible for working with the artist in an integrated design process to develop the detail, interface the Station technical and functional requirements and complete the installation and construction of the art work.

• Elements of the artistic brief will consist of: • A 3 dimensional element that serves as a beacon for the Stations location and expression of entrance.

• Provide structural support and integration of the artwork to the overall Station building envelope and structure.

• is responsible for the overall security, weather tightness and envelope requirements where integral and interfacing with the artwork (facades, claddings, soffits, canopies and structural and services penetrations where required) • The contractor must incorporate the installation of art works into the construction program, establish suitable methodologies for construction and coordinate all required services and structural inputs for the art works completion and undertake commissioning.

The Fourth Element

The 4th element is the transition from darkness into light, according 6.1 Designtradition. requirements to the Mana Whenua This transition includes 17 stages of darkness, the dawn, and the light.

The Fourth Element is an architectural language that is used as a joining element theKore mainelement entrancesallows between Earth,more Threshold and Sky, for using theinTe to have monolitic andand clean treating secondary and other functional station components structures that areentrances isolated from the main entries of the stations in the public realm. The Fourth Element responds to the CRL linewide theme derived fromTe theKore Manaelement Whenuaisnarrative the creation story.

• The Principal will assess the quality of the Contractors development of the Fourth Element in the design. The Principal will assess the clarity, development and quality of the Fourth Element design in terms of how well it:

Te Kore-te-rawea (the void in which nothing is felt)

• represents the realm of Weiao in the creation story myth.

Te Kore-i-ai (the void with nothing in union)

• architecturally represents the concept of transitional elements, between spaces.

The Fourth Element GLAZING TO GROUND The fourth element is being materialized using dark glazing where possible and it will incorporate a gradient pattern with variable heights.

These heights can relate to the use of each element allowing either better visual permeability or concealing equipment and other structures.

In this scenario the glazing floats above the ground sitting on top of the Earth element that breaks through the ground.

Where cross ventilation is required dark perforated metal is used; the density and pattern of the perforation will follow the frit pattern of the glass that sits next to it.

SOLID BASE Some elements would require a solid base, mainly in elements that need to have a crash barrier protection along the road. The fourth element in these cases can be materialized through dark concrete.

The skylights along Albert Street in all cases would require to have a solid base, each concrete base would offer the possibility to have the name of the star each skylight represent.

Station planning - Aotea Station

7.1

Aotea Station

Design The general arrangement of the Aotea Station Architectural elements of the Reference Design has undergone significant analysis, design and consultation.

The most considered areas are listed below. While tendering parties may choose to investigate opportunities to further improve or enhance the design response in these areas, the perceived limitations of such an undertaking should be considered.

• The weaved cross beams within the main station box at mid height across the concourse level derived from the Mana Whenua narrative.

• The 3-dimensional volumetric cross section of the main Station platform box incorporating the voids over the platform, the upper concourse and ceiling and skylights.

• Track alignment and platform extent.

• Interfaces with adjoining owners, including future-proofing of potential future entrances • Relationship to the existing Albert Street service lane retaining wall.

• The general arrangement and location of primary vertical circulation elements along the length of the platform.

• The 3 dimensional volume and height of the Wellesely Street entrance within the main station concourse.

• Future-proofing for a potential future North Shore Line Station, including escalators to the Aotea Station platform, future connections to concourse and other elements described in the North Shore connection report documentation included for information.

• Positioning, passenger capacity and orientation of the entrances.

• The general arrangement, location of primary concourse station components and the volumetric spatial qualities of Wellesley Street entrance.

*Note that the Station fore court and precinct public realm reinstatement design is covered in a seperate Chapter.

• Location of Victoria Street East entrance ramp to allow for 4 lanes of proposed traffic, meeting the fire evacuation and passenger movements required for the Station whilst maximising the pedestrian footway to the south of the entrance.

• The general arrangement, location of primary concourse station components at the Victoria Street entrance. (entrances, ticket windows, gateline, retail, vertical circulation)

Elements bounded by the red line diagrams are considered mandated for the tenderer to carry forward into detailed design in conjunction with the technical and functional requirements.

Station planning - Karangahape Station 7.6

Karangahape Station

Design The general arrangement of the Karangahape Station Architectural elements of the Reference Design has undergone significant analysis, design and consultation. The most considered areas are listed below.

While tendering parties may choose to investigate opportunities to further improve or enhance the design response in these areas, the perceived limitations of such an undertaking should be considered.

• Track alignment.

• Interfaces with adjoining owners, including future-proofing of potential future entrance at Beresford Square (Pitt Street box interface and future adit connection) • Positioning and orientation of the entrance in relation to Mercury Lane and views of this entrance from Karangahape Road.

• The spatial arrangement and volumetric height at the Station entrance and concourse circulation spaces.

• Passenger capacity of circulation elements and escape capacity of emergency escape routes • The general arrangement, location of primary concourse station components and the volumetric spatial qualities of Mercury Lane entrance. (ticket windows, gateline, retail, vertical circulation)

*Note that the Station fore court and precinct public realm reinstatement design is covered in a seperate Chapter.

• Location and positioning of tunnel vent and emergency escape stair in Pitt Street widened footway.

Mandated design elements

• The general arrangement and location of primary vertical circulation elements, including the primary concourse terminating at the main platform level central adit.

Elements bounded by the red line diagrams are considered mandated for the tenderer to carry forward into detailed design in conjunction with the technical and functional requirements.

• The general arrangement, location and provision for the service access lane adjacent the Mercury Theatre and the Station building set back on the south of the site to provide a laneway connection east west from Mercury Lane to East Street.

Mt Eden Station

Design The general arrangement of the Mt Eden Station Architectural elements of the Reference Design has undergone significant analysis, design and consultation.

The most considered areas are listed below. While tendering parties may choose to investigate opportunities to further improve or enhance the design response in these areas, the perceived limitations of such an undertaking should be considered.

• Track alignment.

• Positioning and orientation of the entrance in relation to Ruru Street.

• The spatial arrangement and volumetric height at the Station entrance and concourse circulation spaces.

• The general arrangement, location of primary concourse station components.

• Location of the tunnel headhouse and access from Korari Street.

• The general arrangement and location of primary vertical circulation elements.

• The general arrangement and location of emergency escape elements.

*Note that the Station fore court and precinct public realm reinstatement design is covered in a seperate Chapter.

• The passenger capacity of circulation elements and emergency escape elements.

• The SGCC location.
