How to use this document This Construction Noise and Vibration Delivery Work Plan (CNV DWP) will be read by people with different levels of expertise and understanding of the CRL main construction works at Mt Eden.

Constructors, Link Alliance environmental and compliance personnel, Auckland Council, experts and affected parties must all be able to extract the information they need from the DWP. The primary function of the CNV DWP is to advise the constructor about the location of sensitive noise and vibration receivers, and what management and mitigation measures will be used to reduce adverse effects on those receivers. These measures have been chosen because they are the Best Practicable Option (BPO) and/or because of agreements with certain affected parties.

If the Link Alliance communications team receives a noise or vibration complaint, this CNV DWP is the primary reference document.

1. Introduction The City Rail Link (CRL) project comprises the construction, operation and maintenance of a 3.4 km underground passenger railway, running between Britomart Station and the North Auckland Rail Line (NAL) in the vicinity of Mt Eden Station. The CRL also involves the construction of two new underground stations at Aotea and Karangahape and a redeveloped Mt Eden Station (refer to Figure 1-1). The design and construction of the CRL infrastructure between the Aotea and Mt Eden Stations is being delivered by the Link Alliance (LA).

This Construction Noise and Vibration Delivery Work Plan (CNV DWP) has been prepared in relation to the Mt Eden Main Works (“main works”).

This CNV DWP will become the overarching management document for all CRL constructions works in Mt Eden (excluding future public realm reinstatement works) – including enabling and early works that started before the main works.

1.1 Overview of CRL Works in Mt Eden CRL works in the Mt Eden area involve the construction of the southern section of the tunnel structures and the tie-in of the CRL railway to the existing NAL, including the construction of the redeveloped Mt Eden Station. The Mt Eden Active Construction Zone (ACZ) and Construction Support Areas (CSAs) are generally located between Nikau Street to the north, State Highway 1 (SH1) to the east, Dominion Road to the west and the existing NAL to the south.

The works in this area include: • • Page 6

Operational activity required to support the tunnel boring machine (TBM) drive, including control room and plant, storage and spoil handling; Construction of a new Mt Eden Station building, incorporating passenger linkages between the new CRL platform and the modified existing NAL platform;

Road over rail bridges at Mt Eden Road, Normanby Road and Ruru Street with sections of road realignment; Grade separation structures for the existing and new rail lines to pass-over and connect with each other, including the Newton Junction Grade Separation Structure, the Eastern Facing Connection and the Western Facing Connection; Construction of a portal vent house building structure; Installation of retaining walls and utilities; Pedestrian and cyclist bridge structures at Fenton Street and Porters Avenue; and New road linkages within the reinstated area post-construction.

Given the nature and scale of CRL construction works in Mt Eden, works are being undertaken in a staged manner, involving: • •

•

Enabling and early works (demolition, network utility relocation and site establishment work) – early works have commenced and will continue to the end of 2020 Main construction works (construction of the underground CRL cut-and-cover tunnels, grade separation structures and trenches, station building and platforms, and tie-ins to the NAL) to commence mid-2020 through to mid-2023 Public realm reinstatement – likely from 2021 to early 2024

1.2 CNV DWP Staging To reflect the staged construction approach for CRL in the Mt Eden area, a series of CNV DWPs are being prepared.

This CNV DWP addresses the potential noise and vibration exceedances related to the main works, which are detailed in the Construction Environmental Management Plan (CEMP) and summarised in Section 2 of this CNV DWP. If required, a CNV DWP will also be prepared for the future public realm reinstatement.

1.3 Purpose of this CNV DWP The purpose of this CNV DWP is to identify and provide for implementation of the Best Practicable Option (BPO) to avoid, remedy or mitigate adverse noise and vibration effects resulting from construction during the main works. These functions are required by CRL designation Condition 36.

It identifies the noise and vibration performance standards and details the management and control methodologies to be implemented in order to achieve compliance. Where compliance cannot practicably be achieved, it identifies BPO mitigation measures to be implemented on a site-specific basis, and general mitigation measures to be put in place as best practice.

This CNV DWP addresses the requirements of designation conditions 31 – 40 for CRL Designation 2500-6 at Mt Eden and will be implemented throughout the entire construction period. It will be the primary tool for managing construction noise and vibration effects resulting from the main works.

This CNV DWP has been prepared in consultation with numerous stakeholders – noise and vibration receivers, the CRL Mana Whenua Forum, and the Mt Eden Community and Business Liaison Group – and has been reviewed by the Independent Peer Reviewer prior to submission to Auckland Council (as per CRL designation conditions 7 and 11).

Construction Noise and Vibration Delivery Work Plan Records of the consultation and review outcomes, including the Link Alliance’s response to matters raised, are included in Appendix E. This CNV DWP has been prepared by the Link Alliance and forms part of the CEMP for the main works.

1.4 Relevant Conditions Appendix B outlines the CRL designation conditions relevant to this CNV DWP and where they are addressed in the document.

CRL construction works at Mt Eden are being undertaken in both CRL Designation 2500-6 and KiwiRail’s Designation 6300 for the existing North Auckland Railway Line (NAL).

Construction occurring inside CRL Designation 2500-6 is governed by the CRL designation conditions, whereas construction in the existing railway corridor is governed by the NAL designation conditions.

Because the construction activities in both CRL Designation 2500-6 and NAL Designation 6300 are often continuous or occur so closely to one another, any affected noise and vibration receivers could not tell them apart.

As a consequence, a pragmatic management approach has been adopted. The same triggers and management methodologies under the CRL designation conditions will be applied to works within the existing railway corridor, to ensure a consistent approach to managing all CRL construction noise and vibration effects at Mt Eden.

1.5 Sustainability The Link Alliance is seeking an Infrastructure Sustainability Council of Australia (ISCA) Infrastructure Sustainability (IS) Rating for the main works. Further details can be found in the CEMP and Sustainability Management Plan. Main works sustainability requirements that relate directly to this CNV DWP are included in Appendix D. These requirements are imbedded within the Delivery Work Plans and Management Plans to ensure that sustainability is a key focus and ‘the way we do things’.

In some cases, the IS requirements and sustainability goals enhance the designation and consent requirements.

1.6 DWP Review and Updates This CNV DWP is a live document that will be reviewed at least annually, or: • • •

as a result of a material change to the main works to address unforeseen adverse noise and vibration effects arising from construction or unresolved complaints

2.

Mt Eden Main Works Description 2.1 Overview of Works

The main works involve construction along several active work fronts concurrently within the Mt Eden area at any one time, to enable the redevelopment of Mt Eden Station and establish the CRL tie-ins to the NAL. Works will be carried out in a staged fashion. The construction staging and methodologies are described in greater detail in the CEMP. Within the main works area, there are already other works occurring in accordance with the Mt Eden Enabling Works (OPW60350039) and Normanby Road Early Works (OPW60351423) outline plan packages. This CNV DWP has been prepared to address the cumulative effect where the main works and those works overlap each other.

This CNV DWP has been prepared to address the entire main works area as outlined in Figure 2-1.

In summary, the main works involve: • •

• • • • • •

Ground improvements, in the form of deep soil mixing (contiguous piling and grout injection), within the NAL corridor between Mt Eden Road Bridge and Normanby Road; Bulk excavations and construction of retaining walls along the NAL to provide for the rail trenches and installation of new tracks. The excavation will encounter basalt, which will be removed via rock-breaking and blasting. In places, softer ground conditions are anticipated to be encountered, which may require the use of sheet piles; Construction of the eastern and western crossover structures that enable the CRL rail lines to tie-in to the NAL; Construction of the Porters Avenue and Fenton Street pedestrian and cyclist bridges.

Construction of the Normanby Road grade separation bridge, including regrading of Normanby Road and realigning the Boston Road roundabout; Redevelopment of the existing NAL platform; Construction of the CRL platform and the foundations and building structures for the Mt Eden Station building and the ventilation building; and Operation of the TBM, including the conveying of spoil material from the tunnels and the refuelling and general maintenance of the TBM within CSA 4.

2.2 Site Description The main works will be undertaken in the vicinity of the existing Mt Eden Station and along the NAL, in an existing urban environment. The main works area is generally bounded by the NAL (south), State Highway 1 (east), Dominion Road (west), and Nikau Street (north). The main works will include construction activity along Nikau Street, Ruru Street, Porters Avenue, Fenton Street, Haultain Street, Ngahura Street, Flower Street, Shaddock Street, Mt Eden Road, Normanby Road, Boston Road and Nugent Street.

2.3 Construction Staging and Methodology The main works will be divided into several stages across the various work areas.

Generally, the works along the NAL are divided into two stages to allow works on the northern (downmain) or southern (upmain) sections to correspond with the ‘single line running’ of train services through the construction area.

Works within the Mt Eden Station area are divided into 12 stages. Stages 1-4 have already been addressed in the Mt Eden Enabling Works outline plan package, and stages 5-12 will be undertaken as part of the main works. For the new Mt Eden Station building and ventilation building, construction of the foundations and building structures will be undertaken as part of stages 5-12, while the finishing of the buildings, including internal and external fittings, will be completed as part of the future public realm reinstatement.

The construction staging and methodologies are described in sections 2.3 and 2.4 of the CEMP. The night and weekend works (during NAL block-of-line periods) are summarised below.

2.3.1. Night and Weekend Works (Block-of-line periods) Normal hours of works are 7am to 10pm Monday to Friday and 7am to 7pm Saturday.

Limited construction works (e.g. oversized plant delivery, Block of Line (BOL) works, or off-peak network utility works) may be undertaken outside the typical working hours. This is to enable worker safety or to minimise traffic disruption, in accordance with the CRL designation and resource Page 10

Construction Noise and Vibration Delivery Work Plan consent conditions. Operating procedures will be implemented, including communication with affected residents and businesses, to minimise any potential disturbance.

Like many projects, Mt Eden main works construction is restricted at night, during weekends and public holidays because they are times of rest. But there will be times during the main works when night, weekend and public holiday construction cannot be avoided, for the following reasons: •

•

Work in the NAL railway corridor needs to occur when the trains are not running, but the NAL will remain open and active for the duration of construction. This means that BOL periods are critical times for construction. These occur during public holidays, weekends and night-times – because the commuter demand is much less – so the main works must provide for some construction during these times Some construction activities – such as trenching, tunnelling and some forms of piling – need to be completed once they have begun because, if they stop, there is a risk of ground collapse or subsidence

Section 9.2 of this CNV DWP sets out construction hours and noise and vibration conditions that require specific timing. Section 9.2.2 provides guidance for works when they must happen at night.

2.4 Transitioning from Early Works to Main Works Two enabling/early works packages at Mt Eden have been addressed in separate Outline Plans and have their own CNV DWP and associated SSCNVMPs. Those works and their DWP references are: • •

Performance Standards 4.1 Noise 4.1.1. Construction Noise

The relevant Project Construction Noise Standards in CRL designation condition 31 can be found in Appendix B. They are summarised in Table 4-1 below.

Construction noise shall be measured and assessed in accordance with the provisions of New Zealand Standard NZS 6803:1999 “Acoustics - Construction Noise”. These noise limits apply at 1m from any façade of a receiver. If any construction activity cannot practicably comply with these limits, it must be mitigated as far as practicable using the measures outlined in this CNV DWP. Specific management for identified noise receivers is outlined in the Site-Specific Construction Noise Management Plan (SSCNMP) for these receivers – see Section 4.1.2 and Appendix C. 4.1.2. Site Specific Construction Noise Management Plans (SSCNMP) Any predicted or measured noise exceedance must have an SSCNMP, in accordance with CRL designation condition 31, except where condition 37.2 applies – when the exceedance is less than 5 decibels and the activity does not exceed: • •

0700 – 2200: 1 period of up to 2 consecutive weeks in any 2 months 2200 – 0700: 1 period of up to 2 consecutive nights in any 10 days

In this case, monitoring shall be undertaken to confirm the actual noise levels (refer Section 11.1 of this CNV DWP). If an exceedance of noise level (i.e. condition 31 + 5 decibels) or time period occurs, then an SSCNMP must be prepared.

The objective of an SSCNMP is to detail the best practicable option(s) (BPO) to avoid, remedy or mitigate adverse effects on a receiver resulting from a construction noise exceedance. SSCNMPs shall identify the following matters, as outlined in Condition 37: •

A site-specific plan may address both construction noise and vibration, in which case it would be a SSCNVMP. All site-specific management plans prepared for the main works are attached in Appendix C.

4.2 Vibration 4.2.1. Cosmetic Building Damage The Project cosmetic building damage standards are specified in CRL designation condition 33.1.

They are summarised in Table 4-2.

Construction vibration shall be measured and assessed in accordance with German Standard DIN 4150-3:1999. If any construction activity cannot practicably comply with these limits, it must be mitigated as far as practicable using the measures outlined in this CNV DWP. Specific management for identified vibration receivers is outlined in the Site-Specific Construction Vibration Management Plan (SSCVMP) for these receivers – see Section 4.2.3 and Appendix C. Site Specific Construction Vibration Management Plans (SSCVMP) The objective of a SSCVMP is to detail the best practicable option(s) (BPO) to avoid, remedy or mitigate adverse effects on a receiver resulting from construction vibration that does not comply with the Project Vibration Standards in CRL designation conditions 33 or 34, or in response to other concerns or complaints in accordance with condition 17.1(c). SSCVMPs shall identify the matters outlined in CRL designation condition 38 – summarised as follows: • • •

The relevant activity, timing, duration and predicted magnitude of exceedance (Section 5.3 and Section 7.2) A summary of communication and consultation undertaken with the receiver (SSCVMPs in Appendix C) Site specific vibration criteria, methods or measures that addresses the issue(s) of concern (i.e. building damage, amenity or sensitive equipment).

A site-specific plan may address both construction noise and vibration, in which case it would be a SSCNVMP. All site-specific management plans prepared for the main works are attached in Appendix C.

4.3 Blasting The Project blasting standards are specified in CRL designation condition 32, and apply unless a SSCNVMP that includes an alternative blasting vibration standard is approved under CRL designation conditions 38, 39 or 40.

4.3.1. Blasting Overpressure Blasting overpressure shall not exceed the limits in Table 4-3 when measured and assessed in accordance with the provisions of Australian Standard AS 2187.2 – 2006 Explosives – storage and use Part 2: Use of explosives.

Blasting vibration shall not exceed 10mm/s PPV for 95% of blast events and 15 mm/s for 100% of blast events. Vibration shall be measured at the foundation of any occupied building, and measured and assessed in accordance with DIN 4150-3:1999.

4.4 MediaWorks The MediaWorks buildings at 3 Flower St, 71 Boston Road and 155 New North Road are notable receivers (as defined in the CRL designation conditions) because they are recording studios.

Condition 16 states that a SSCNVMP must be prepared for any notable receivers within 100 metres of the designation footprint. Accordingly, SSCNVMPs have been prepared and are attached Appendix C1 (3 Flower St & 155 New North Rd) and Appendix C24 (71 Boston Road).

The MediaWorks radio station Radio Tarana is at 155 New North Road. They have been consulted with, and are happy to be included in the SSCNVMP for 3 Flower St.

5. Receivers and Building Types 5.1 Notable Receivers There are three ‘notable noise and vibration receivers’ in the vicinity of the main works, as defined in the CRL designation conditions. They are: • • •

MediaWorks at 3 Flower Street The Project (MediaWorks) recording studio at 71 Boston Road The Radio Tarana (MediaWorks) studio at 155 New North Road

Condition 16 states that a SSCNVMP must be prepared for any notable receivers within 100 metres of the designation footprint for construction activities (and 200 metres for blasting).

Condition 40 requires an SSCNVMP for the MediaWorks building at 3 Flower St in any case.

Accordingly, SSCNVMPs have been prepared and are attached Appendix C1 (3 Flower St & 155 New North Rd) and Appendix C24 (71 Boston Road).

The MediaWorks radio station Radio Tarana is at 155 New North Road. They have been consulted with, and are happy to be included in the SSCNVMP for 3 Flower St.

5.2 Sensitive Receivers ‘Sensitive receivers’ are defined in the CRL designation conditions. They include dwellings, offices, schools, libraries, hospitals, rest homes, marae and other cultural centres, churches, hotels and other accommodation facilities. For the CRL Mt Eden works: • •

There are many offices along the alignment. They will be most sensitive to noise and vibration effects during the daytime There are 10 apartment complexes and 2 standalone dwellings with line-of-sight to the worksites. The majority are at the western end by the Porters Avenue intersection.

Dwellings will be most sensitive at night There is one early childhood centre - Bear Park at 32 Akiraho Street. It has its own set of noise limits to protect daytime sleeping. Refer CRL designation condition 31.1 5 Porters Avenue is a community mental health outpatient clinic operating 24 hours 7 days a week Mt Eden Corrections Facility includes accommodation units and offices, though their layout is not yet known. It is reasonable to consider these as sensitive receivers. The old prison building has a Category 1 heritage listing and is potentially sensitive to construction vibration effects

5.3 Full List of At-Risk Receivers All receiver types (noise) and building types (vibration) where noise and/or vibration levels are predicted to exceed the Project standards are shown in Figure 5-1 and listed in Table 5-1. Table 5-1 also indicates which works packages will be the cause of exceedances. Receivers are numbered according to their SSCNVMP number in Appendix C of this CNV DWP. The noise and vibration sources that are predicted to cause exceedances at these receivers are listed in Sections 6.1 and 7.1.

6. Risk assessment - Noise 6.1 High-Noise Equipment Indicative sound levels of equipment proposed for the Mt Eden main works are presented in Table 6-1. The levels assume no shielding – to provide a conservative risk assessment – and are predicted at various setback distances. The distance required to meet 75 dB (the most common daytime noise limit) is also given.

Table 6-1 will be used by the Project Manager (or nominated person) to identify which equipment will require mitigation and/or management, and when. The table will be kept up to date by the Acoustics Specialist when new information becomes available through noise monitoring (Section 11.1) or other means.

Construction Noise and Vibration Delivery Work Plan The work sites will be screened by noise barriers (Section 9.5) where practicable. The barriers are effective at mitigating the noise levels received by passing pedestrians and occupants of ground floor levels in buildings (including via open shop doors). However, they provide little benefit for upper floor levels or buildings on higher ground that can look over the barriers to the works.

Effective noise barriers reduce noise levels by 10 decibels – provided they block line-of-sight from source to receiver. This would reduce the setbacks in Table 6-1 by 2/3 (e.g. 30m without screening vs 10m with screening).

6.2 Noise Sources for Each Stage of Works The following sections present the proposed equipment for each stage of the main works. The equipment in bold were deemed to be significant sources of noise and were the basis of noise modelling.

Through modelling we have generated figures showing buildings where noise standards are at risk of exceedance from each works stage. These figures also show the assessed location of equipment/noise sources. They can be accessed via the Link Alliance GIS portal: Provide hyperlink here.

The noise predictions are worst-case, with equipment positioned as close to receivers as the worksites allow, and no shielding.

SSCNMPs will be required for the buildings where exceedances are predicted, as indicated in Table 5-1, unless the constructor can confirm that noisy equipment will work outside the setback distances shown in Table 6-1.

6.2.1. Utilities and Drainage Note that some of these works were assessed as part of previous works packages. More information can be found in the Mt Eden Enabling Works and Normanby Road CNV DWPs (CRL-MTE-RME-LKAPLN-800016 and CRL-MTE-RME-LKA-PLN-800007).

7. 7.2 Vibration sources for each works stage The following sections present the high-vibratory activities for each stage of the main works. The vibration predictions are worst-case, with activities positioned as close to receivers as the worksites allow.

Building condition surveys will be carried out for all buildings where exceedances are predicted, in accordance with Condition 46. Buildings listed in Appendix 2 of the Designation Conditions also require condition surveys.

Figures showing buildings that are at risk of exceedance can be accessed via the Link Alliance GIS portal.

Not all stages of main works have high-vibration equipment proposed – and in some areas this is because an alternative method is proposed to minimise effects. An example of this is the station platforms stage, where rock removal is expected but a hydraulic splitter is proposed instead of rock breaking. This technique should be used in other stages to reduce vibration risk if necessary.

Specific mitigation and management measures for rock breaking, piling, vibro-rolling and blasting are included in Section 9 of this CNV DWP.

7.2.1. Retaining walls and bulk excavation This works stage will include: sheet piling (between CH9960 - CH10020), rock breaking (between CH10430 – CH10980), vibro-rolling, vibro-piling, and compaction (between CH10430 – CH10980).

7.2.2. Enabling works – utilities and drainage: Porters Ave This works stage will include rock breaking, compaction and down the hole hammer piling.

No vibration data is currently available for down the hole hammer piling. The predicted exceedances are conservative and the risk will be reassessed once vibration data has been measured.

8. Blasting Blasting is proposed as an effective method to remove basalt from the worksites between Dominion Road and Mount Eden Road.

The work will be done by a blasting contractor. It is their responsibility to design and carry out the blasting programme so that vibration and air overpressure comply with the limits in CRL designation condition 32.

The blasting contractor has prepared a Blasting Management Plan (BMP) refer document CRL-MTEERW-LKA-CWP-800000. It identifies the geology, drill and blast methodology, safety control measures, compliance limits and other management protocols for the blasting programme. It will be kept up to date by the blasting contractor.

The blasting area is shown in the ‘Drill and Blast Methodology’ section of the BMP. The BMP states that “all blasts will be designed to be fully compliant with all applicable standards. Particular attention will be given to the local residence and Media Works NZ to minimise effects and disruption”. Despite predicted compliance, it states: “A Dilapidation Report will be commissioned by Link Alliance covering the following affected buildings”: • • • •

Residential properties on Shaddock street, Nikau street, Ruru street, Ngahura street, Akiraho street, Mount Eden road Media works NZ Commercial properties Shaddock street, Nikau street, Ruru street, Ngahura street Akiraho street Mt Eden train station platform and lines

8.1 Trial Blasts Trial blasts were carried out by Red Bull Powder Company Ltd on 5 February 2020 in order to measure the way vibration propagates through the basalt in the Mt Eden works area. The findings are summarised in Red Bull’s report ‘Link Alliance – 97 Mt Eden Rd Seed Hole Analysis’, dated February 2020.

This was the first stage in the blasting process, and small amounts of explosive (charge weights) were used to minimise vibration and noise. The blasting contractor uses this data to calculate the maximum instantaneous charge weight (MIC) for each blast – the maximum amount of explosive that can be used while still achieving compliance.

The trial blasts showed that compliance with the building damage limits is predicted within: • • •

50 metres for an MIC of 0.6kg 70 metres for an MIC of 1.2kg 100 metres for an MIC of 2.5kg

Subsequent production blasts in June 2020 were compliant with the building damage limits.

Vibration levels remain the controlling factor. Blasting overpressure can be sufficiently suppressed through use of blast mats and overburden.

Specific mitigation and management recommendations for blasting are listed in Section 9.9, and in the BMP. Page 29

9. Mitigation and Management 9.1 Training All staff will participate in an induction training session when they commence work on the main works. The induction will include a briefing on this CNV DWP, with attention given to the following matters: • • • • •

9.2.2. Night-time, Sunday and Public Holiday Works Normal hours of works are 7am to 7pm Monday to Saturday, extending to 10pm if required. After 10pm, the approach to night works will be as follows: • • • •

Avoid where practicable Where required, review the construction methodology to identify high noise activities that can be prioritised before 10pm, preferably before 7pm Minimise the duration of high noise activities Minimise the number of periods (e.g. complete high noise activity in one extended period rather than two shorter periods with the same overall duration)

Note that people tend to be less disturbed by low frequency, continuous engine noise, than intermittent noise or activities with special audible character (e.g. reversing beepers, whistling or shouting).

9.3 Equipment Selection Some activities have the potential to exceed the limits for construction noise and vibration at close nearby receiver distances. It is essential that appropriate mitigation and management measures are identified and employed in advance of the works to avoid exceedances. When selecting construction equipment: • • • • •

Equipment will be suitably sized for the proposed task Equipment will be well maintained Exhaust silencers will be fitted Fit or upgrade engine covers in consultation with equipment manufacturer where appropriate Substitute diesel engines with electric motors where practicable

9.4 General Mitigation Measures Best Practical Option (BPO) mitigation will be implemented throughout the construction programme to avoid exceedances. This will include, but not be limited to the following: • • • •

Keep the construction time near noise sensitive areas to a minimum Avoid unnecessary noise, such as shouting, the use of horns, loud site radios, rough handling of material and equipment, and banging or shaking excavator buckets Avoid metal on metal contact where practicable by minimising drop height of materials, such as during loading and unloading of trucks Tonal reversing alarms shall be prohibited on site. Suitable alternatives may include flashing lights, broadband audible alarms or reversing cameras inside vehicles. Staff acting as spotters are mandatory for reversing equipment Mitigate track squeal from tracked equipment, such as excavators and piling rigs. 9.5 Noise Barriers and Enclosures Site boundary fences will be constructed, or existing fences upgraded as required, to provide effective noise mitigation during construction. Temporary noise barriers will be used where a construction noise limit is predicted to be exceeded and the barriers would noticeably reduce the construction noise level. Noise barriers will be installed prior to works commencing and be maintained throughout the works. Effective noise barriers typically reduce the received noise level by 10 decibels.

The following guidelines will be incorporated in the design and utilisation of noise barriers: •

The panels will be constructed from materials with a minimum surface mass of 6.5 kg/m 2, including the following proprietary ‘noise curtains’: -

The panels will be a minimum height of 2m, and higher if practicable to block line-of-sight The panels will be abutted or overlapped to provide a continuous screen without gaps at the bottom or sides of the panels The panels will be positioned as close as practicable to the noisy construction activity to block line-of-sight between the activity and noise sensitive receivers Where positioned on the site boundary, additional local barriers will be considered near the activity to ensure effective mitigation for sensitive receivers on upper floor levels

Noise enclosures surround the sound source with noise barriers on more than one side and include a ‘roof’. The effectiveness of noise enclosures depends on the extent that the source can be enclosed without constraining the operation of the equipment and resulting in an unacceptable occupational health and safety environment (e.g. noise exposure, heat, dust, poor lighting etc). Enclosures can also result in traffic management issues and increase construction duration for short term or transient activities.

This will enable monitoring of the highest vibration levels received at nearby buildings for compliance purposes. It will also mitigate the vibration transfer from subsequent breaking by creating a ‘trench’ of fractured rock between the breaker and nearby buildings Minimise the volume of breaking (e.g. use a crushing shear or pulveriser attachment in place of a breaker, or use a cut and lift approach to enable breaking in the centre of site) Minimise the duration of breaking, and the number of breaking periods (e.g. complete all breaking in one extended period rather than two shorter periods with the same overall duration) Match the size of breaker to the scale of the works (i.e. large enough to undertake the works efficiently, but avoiding oversized units) Match the chisel/tip type to the material and use a dampened bit to avoid ringing; and Avoid ‘blank’ firing by engaging the material before commencing and stopping before it fires through the material.

9.8 Piling • •

Prioritise piling methods that minimise noise and vibration where practicable (e.g. augured, screw or press-in piles over impact driven or vibratory piling methods) Minimise alternating rotation of the bored piling auger to loosen spoil into the muck bin.

Shaking the ‘kelly bit’ connection creates very loud banging that can result in noise complaints. It is understood this action can be avoided for general auger use but is necessary specifically when a coring barrel is used to drill through obstructions (due to Health and Safety issues related to alternative ways of loosening material from the bit).

9.9 Blasting The blasting contractor will keep the Blasting Management Plan (BMP) updated. The following general mitigation should be used: • • •

A shroud will enclose the cutting head of the blast hole drilling rig where practicable Comprehensive vibration and air overpressure level predictions will be performed prior to every blast event Signature hole analysis (small trial blasts) will be undertaken to determine site specific vibration attenuation characteristics, air overpressure levels and maximum instantaneous charge weight (MIC) thresholds. Outcomes will be documented in a Trial Blast Report. This Trial Blasting Report shall be used for subsequent design of production blasting Where predicted vibration levels exceed the cosmetic building damage limits (Section 4.2.1), investigate modifications to the blasting technique (e.g. charge weight, charge layout, firing order, hole depths etc). Where blasting is the BPO and is still predicted to exceed the cosmetic building damage limits, a SSCNVMP will be prepared Where practicable and appropriate, the production blasting will commence at the closest position to sensitive receivers. 10. Communication 10.1 Communication Overview Communication with stakeholders in relation to construction noise and vibration impacts is described in the main works Communication and Consultation Plan (CCP).

A summary of Community and Business Liaison Group (CLG) and Independent Peer Review (IPR) feedback relevant to this CNV DWP will be maintained in Appendix E. As a minimum, the following communication shall be undertaken: •

Written notification will be provided to all property occupiers within 100m of a worksite to raise awareness of the CRL project, the required construction works and the duration in their vicinity. This will be undertaken at least 10 working days prior to the commencement of works on site.

The Link Alliance’s Communications and Engagement Advisor will provide monthly updates of monitoring and early work progress to affected parties.

The Communications and Engagement Advisor will advise any affected parties of construction activities that are predicted or have been identified by the Acoustics Specialist to exceed the limits in Section 4 following the application of BPO mitigation identified in Section 9.

The Communications and Engagement Advisor shall undertake communications with MediaWorks for their studios at 3 Flower St and 71 Boston Road in accordance with designation Condition 16, unless agreed in their SSCNVMPs in Appendices C1 and C24.

The Communications and Engagement Advisor shall address any concerns and complaints regarding construction noise and vibration in accordance with Section 10. When discussing vibration concerns, it is important to convey that vibration can be felt at levels far below those that pose even the smallest risk of building damage.

Startle caused by blasting will be mitigated through communicating exactly when blasts will occur (e.g. 10am and 2pm) and having an audible countdown sequence. The Communications and Engagement Advisor will provide occupants of buildings within 100m of blasting at least 24 hours’ notice.

10.2 Complaints Response The contact name and phone number of the Senior Communications and Engagement Advisor (Section 3), to which complaints can be directed, shall be clearly included in any written notification and on-site signage.

Any construction noise and/or vibration complaint shall be recorded in a complaints file, and an investigation shall be undertaken involving the following: • •

Identification of sources of concern, and measuring or estimating noise and/or vibration levels at the time of the complaint; A hotline phone/text number shall be established to receive complaints. Acknowledge receipt of the concern or complaint. An initial response shall be undertaken within 24 hours of receiving a complaint and resolved as soon practicable. If a reasonable complaint relates to building damage or sleep disturbance, inform the on-duty site manager as soon as practicable to cease works pending the investigation; Reporting the findings and recommendations to the Construction Manager; Actions and time taken to close-out complaint; Communication with the complainant; and Reporting of the investigation in the complaints file.

A record of all concerns and/or complaints received shall include: −

The name of the person(s) who raised the concern or complaint (unless they elect not to provide this) and details of the concern or complaint;

Where practicable, weather conditions at the time of the concern or complaint, including wind direction and cloud cover if the complaint relates to noise;

Known construction activities at the time and in the vicinity of the complainant during the concern or complaint period; and

−

Remedial actions undertaken (if any) and the outcome of these, including monitoring of the activity.

If a complaint is received about vibration amenity, and a measurement demonstrates exceedance of the Project vibration limits, the following procedures will be implemented: −

Further measurements may be required to determine the extent of the exceedance and identify the activity/activities responsible;

Review the mitigation strategy and construction methodology to ensure BPO is applied;

Further measurements may be required to determine the effectiveness of BPO measures and reassess the compliance status;

Determine if the receiver qualifies for a SSCNVMP (Sections 4.1.2 and 4.2.3); and

−

The Senior Stakeholder and Communications Manager shall liaise with affected parties (Section 10.2).

12. Effects in Buildings 12.1 Noise Inside Buildings The noise level received inside, for example, an office or living room, will depend on the sound insulation performance of the façade (particularly the glazing) and room constants (such as the room dimensions and surface finishes). These factors can vary widely. The Construction Noise Standard (NZS 6803) recommends noise limits assessed at 1m from the external façade of a building, assuming a sound level difference of 20 decibels to sensitive receiving environments inside.

For the purpose of estimating actual noise effects on a room by room basis, the predicted façade sound insulation performance of buildings can be generally categorised by the type of glazing / ventilation provision as follows: • • •

‘Noise effects matrices’ are presented in Tables 12-1 and 12-2. They enable estimation of the construction noise level received inside, based on the external noise level and façade glazing type.

The noise effects matrices are indicative only, as detailed assessment requires measurement of the actual façade performance on a space by space basis.

The noise effects are categorised using colour coding (explained under each table overleaf).

12.2 Vibration Inside Buildings While the primary vibration concern is typically cosmetic building damage (Section 4.2.1), people may be disturbed at levels which are significantly lower (Section 4.2.2). Potentially affected parties will be informed about the vibration levels they may experience and assured vibration damage can only occur at magnitudes well above the threshold of perception (Section 10).

British Standard BS 5228-2:2009 “Code of practice for noise and vibration control on construction and open sites – Part 2: Vibration” provides the following guidance on the amenity effects of vibration: • • • •

In some cases, construction vibration can excite building structures. This is heard as ‘reradiated noise’ rather than felt as vibration within the building but is the result of a structural transmission path. Predictions of reradiated noise levels are complex and site specific. Where necessary, a Page 42

12.3 Management of Adverse Effects The following process will be implemented for any construction activity that is found to exceed the relevant construction noise and vibration Project Standards: • •

Review the construction methodology, mitigation and management strategies to ensure they represent the BPO. The Senior Communications and Engagement Advisor (or representative) will consult with affected parties to understand their sensitivities, including times, activities and locations.

Consultation will focus on a collaborative approach to managing the adverse effects from construction noise and vibration while works are undertaken in the vicinity.

The Senior Communications and Engagement Advisor (or representative) will be available 24/7 during works periods. A record of consultation will be included in the relevant SSCNMP (Appendix C) or otherwise in Appendix E as appropriate.

Implement measures to avoid significant adverse effects as agreed with the affected party and monitor the activity to verify the extent of any adverse effects.

Temporary relocation will be considered for sensitive receivers where all practicable noise and vibration management and mitigation measures have been implemented and significant adverse noise effects and vibration are predicted. This will be in exceptional cases only, and an SSCNVMP will have been prepared. Advice from the Acoustics Specialist will be incorporated as part of the SSCNVMP process (refer Sections 4.1.2 and 4.2.3).

Appendix A: Glossary of Terminology Noise Ambient Noise

Ambient Noise is the all-encompassing noise associated with any given environment and is usually a composite of sounds from many sources near and far.

A-weighting

A frequency filter which is applied to a measurement of sound so as to more closely approximate the frequency bias of the human ear.

dB

Decibel – the basic measurement unit of sound. It is a logarithmic ratio of measured sound pressure level with respect to a reference level of 20 micropascals.

LAeq(T)

The A-weighted, time averaged sound level (on a logarithmic/energy basis) over the measurement period T (e.g. between 10 and 60 minutes).

LAFmax

32.1 Prior to commencement of production blasts (ie. blasting that is undertaken as part of the construction process), trial blasts (ie. preliminary blasts that occur prior to production blasts for the purpose of data acquisition), shall be undertaken to demonstrate how adverse effects will be managed and how compliance with Conditions 32.2, 32.3 and 32.4 will be achieved in production blasting. These limits apply to the construction component of the total noise. However for up to

35.2A

Rockbreaking shall not be used for tunnel excavation within 100m of the MediaWorks site during Sensitive Times unless compliance with the noise limits in Condition 35.2 can be demonstrated in accordance with the methodology set out in the SSCNVMP.

Section 4.4

35.3

Vibration Limits â&#x20AC;&#x201C; Studios

Section 4.4

For the protection of studio camera image quality, the construction vibration level (including blasting) as received inside Studio 1 shall not exceed 0.1mm/s PPV. This limit may be elevated by agreement of both the Requiring Authority and MediaWorks where image quality is found to be unaffected.

35.4

Noise level measurements inside Studio 1 shall be undertaken at a position that is representative to the level received within 2m from, and at a similar height to, the microphone of the main presenter(s).

35.5

Noise level measurements inside Studio 1 shall be undertaken with all doors to the studio closed.

35.6

For the protection of amenity, the construction vibration level as received in inside office areas, meeting rooms and technical suits shall not exceed 1mm/s PPV (as received on the floor of the receiving room) when those spaces are in use.

35.7

For the prevention of building damage, the construction vibration level shall not exceed the limits in Condition 33 at all times.

35.8

For the protection of sensitive equipment, the construction vibration (including blasting) level shall not exceed 200mg (2m/s 2) between 5-500Hz. Levels are to be measured on the floor supporting the Sensitive Equipment.

35.9

All attended noise and vibration measurements shall be undertaken by a suitably qualified and experienced expert.

39.1

Notable Noise and Vibration Receivers

Further to Condition 36, the Requiring Authority and its contractor, in conjunction with a suitably qualified expert, shall work collaboratively with each notable receiver during the preparation of a SSCNVMP to confirm the extent and management of adverse effects on each Notable Receiver.

39.2

In addition to the Construction Noise and Vibration DWP, a SSCNVMP shall be prepared for each identified Notable Receiver. The objective of the SSCNVMP is to detail the best practicable option to avoid, remedy or mitigate adverse noise and vibration effects on each Notable Receiver.

39.3

The Requiring Authority shall consult with the notable receiver throughout the duration of construction and update the SSCNVMP as required to achieve the objective in 39.2.

39.4

If the parties cannot agree on any of the matters above they shall each appoint a suitably qualified and independent expert, who shall jointly appoint an independent and suitably qualified third expert who shall certify the following matters to be included in the SSCNVMP: (a) The level at which noise and vibration effects on the notable receiver unreasonably interfere with its operation (the certified noise and vibration limit); (b) The mitigation methods and measures within the worksite (at source) including, but not limited to, structural mitigation such as barriers and enclosures, use of low noise and vibration machinery and the scheduling of high noise and vibration construction; (c) The mitigation methods and measures at the notable receiver including but not limited to: isolation of sensitive areas and equipment; dampening of reradiating surfaces; any response to such offers; and temporary relocation of affected receivers; (d) Whether or not the mitigation methods and measures reflect best practicable management; and (e) Whether or not the residual effects are likely to cause significant disruption to the activities of the notable receiver.

The works shall then be undertaken in accordance with the SSCNVMP confirmed by the Requiring Authority as part of the Outline Plan process.

40.1

Construction Noise and Vibration Management Plan – Mediaworks Further to Condition 36, a SSCNVMP shall be prepared for MediaWorks implementing the project standards in Condition 35.

The MediaWorks SSCNVMP shall identify high noise or vibration plant and machinery, and list the relevant items that require testing in accordance with Condition 40.4 and 40.8.

40.2

Prior to any demolition or construction commencing, the Requiring Authority shall undertake a noise survey to determine the Transmission Loss (TL) performance of the MediaWorks building envelope. This testing shall only be undertaken outside of Sensitive Times.

40.3

Prior to any demolition or construction commencing, the Requiring Authority shall undertake a vibration survey to determine the transfer function of the MediaWorks building structure from ground vibration outside the building to reradiated noise in Studio 1. This testing shall only be undertaken outside of Sensitive Times.

40.4

All high noise plant and machinery to be used at a location where it is predicted to generate noise levels in excess of 3 dB below the limits specified in Condition 35.2 shall be tested prior to use, to determine its Sound Power Level (Lw) at a sufficient distance from the MediaWorks building to ensure compliance. These measured Lws shall be used to predict the noise level at the MediaWorks building façade(s) from proposed construction scenarios. The façade TL (refer Condition 40.2) shall then be applied to predict the noise levels in the relevant rooms.

40.5

All high noise plant and machinery may not be used until Condition 40.4 is satisfied, taking into account the cumulative noise levels from active sources on the site.

40.6

The Requiring Authority and its contractor, in conjunction with a suitably qualified expert, shall work collaboratively with MediaWorks during the preparation of a SSCNVMP to confirm the extent and management of adverse effects on MediaWorks.

The SSCNVMP shall set out the requirements for monitoring, the number of monitors, the instrument location, any adjustments necessary if a proxy position is required and any other procedures or requirements that are necessary. The data shall be available in real time to the Requiring Authority, Auckland Council and MediaWorks.

40.8

Prior to the use of any high vibration equipment to be used at a location where it is predicted to generate vibration levels greater than 75% of the PPV vibration limits in Condition 35.3, 35.6, 35.7 and 35.8, or reradiated noise within 3 decibels of the limits in Condition 35.2, the Requiring Authority shall undertake vibration measurements at a sufficient distance from the MediaWorks building to ensure compliance, applying the transfer function required by Condition 40.3 to assess reradiated noise. These measurements shall be used to determine minimum set-back distances from the building to avoid potential exceedances of the vibration limits in Conditions 35.2, 35.3, 35.6, 35.7 and 35.8. The results of the testing and the outcomes affecting construction operations shall be set out in the SSCNVMP.

40.9

The noise and vibration levels from construction shall be monitored to determine compliance with conditions 35.2, 35.3, 35.6, 35.7 and 35.8 continuously by automated noise and vibration monitors located at positions that will represent the noise and vibration level in the relevant spaces and for the relevant noise and vibration limits. The SSCNVMP shall set out the requirements for monitoring, the instrument location, any adjustments necessary if a proxy position is required and any other procedures or requirements that are necessary including methods to exclude extraneous sources. The data shall be available in real time to the Requiring Authority, Auckland Council and MediaWorks.

40.10

Monitoring to determine compliance or otherwise with Condition 35.6 relating to office amenity shall only be undertaken in response to complaints from MediaWorks. The measurements must be attended by a suitably qualified person.

40.11

The SSCNVMP shall set out corrective action measures that must be adopted in situations where any of the noise and vibration limits in Conditions 35.2, 35.3, 35.6, 35.7 and 35.8 are exceeded and where the noise and/or vibration levels are unacceptable to MediaWorks.

The corrective action measures must include the following: (a) Immediate cessation of the work(s) that is giving rise to the exceedance; (b) A procedure to require the implementation of whatever measures are necessary to reduce the noise or vibration levels; (c) A monitoring procedure to determine compliance (once the remediation works are complete); (d) A requirement to ensure that the work(s) responsible for the exceedance are not recommenced during Sensitive Times;

2. Condition 36.3 (k): This condition relates to the methods for monitoring noise and vibration. mitigation measures. The following comments relate to this condition: I. Current maps only show properties at risk and not predicted vibration levels, these should be provided so as to properly enable determination of the extent of vibration expected and subsequently, appropriate mitigation measures.

The vibration maps don’t show predicted vibration levels because the lack of accuracy doesn’t warrant it. The at source mitigation and management measures are set out in Section 9.

The type, location and extent of these works will evolve, so we have used a conservative approach to identify where SSCVMPs are needed. Engagement will inform any further mitigation measures to be included in the SSCVMPs. Monitoring will verify residual levels in Section 11 with feedback loops to ensure updates.

The staging of the SSCNVMPs and their provisions to Auckland Council over the next four years will allow the Link Alliance to better define best practice mitigation measures. A recommendation regarding the staged provisions of the SSCNVMPs to Council is expected in the outline plan decision.

II. Table 7.1 indicates that the Down-The-Hole (DTH) piling method is to be used for retaining wall and bulk excavation works, but these are not mentioned elsewhere in the CNV DWP or SSCNVMPs.

Section 7.1 notes that we have no data for this activity. Setbacks will be informed by monitoring (Section 11). Section 7.2 notes that this method is proposed in the Fenton St area.

III. DTH piling does not have a set back distance listed in 7.1 due to a lack of data, but we understand that MDA have conducted measurements with the DTH method previously. If applicable, this data should be included in 7.1 and in any relevant SSCNVMPs and vibration maps, as the method is understood to be quite vibrationally intensive and a significant noise source.

We do not have this data. DTH piling uses a percussive drill bit like a blast hole drilling rig. Blast hole drilling produces high noise levels, but low vibration levels. We expect DTH piling to be similar, and have proposed this to be verified through monitoring in Section 11.

We expect the vibration risk zones in this area will be controlled by rock breaking, rather than DTH piling.

3. Condition 37.5 (a) relates to the extent to which the noise may exceed the standards in condition 31 and 32. The SSCNVMP’s do not indicate what the blasting noise exceedance is at relevant receivers in relation to condition 32 although there are notes in Section 8 that trial blasts have been used to establish likely performance. It should be confirmed that the

Section 8.1 has been updated to include results from recent production blasts. It also advises all blasts will be designed to be fully compliant and that vibration, not noise, has been the controlling factor. Blast noise is successfully mitigated using blast mats and overburden.

Construction Noise and Vibration Delivery Work Plan blasting plan is expecting compliance with the project criteria.

4. Condition 37.5 (b) relates to the timing and duration of any exceedance. The reference to the term 'duration' when used in conjunction with any exceedances highlighted within the specific SSCNVMP's is vague. We recommend expanding on the specific duration per phase where exceedances occur. We would suggest at least aligning it with 6803 definitions of short, medium- or long-term duration or other classification as appropriate. While we accept it is challenging to commit to a specific number of days or weeks for any specific activity, without guidance of rough duration for an exceedance of the project criteria it is very difficult for a receiver to provide appropriate feedback on what mitigation measure would be suitable. It also seems that without a basic commitment to the rough duration, mitigation measures cannot be meaningfully identified or discussed.

NZS 6803 recommends generic noise limits based on overall project duration (e.g. weeks, months, years). It is not appropriate to use this part of the Standard to give context to exceedance duration. The effects of an exceedance relate to the activity duration (e.g. hours, weeks, months).

Construction staging is referenced and summarised in 2.3 and the noise maps relate to the timing of each stage. Specific timing for any given receiver will be discussed with that receiver, and their SSCNVMP will be updated accordingly.

General 5. Although we are aware that the ‘Mt Eden comments on the Main Works’ sections as part of every SSCNVMP still require updating as receivers are SSCNVMP’s communicated with, we recommend that these sections correctly address each sub-condition (a-f), in detail, as per condition 37.5. The currently highlighted sections noted for change do not cover all of these aspects and it would be inaccurate to suggest only the highlighted sections require updating.

Appendix C Table 1 addresses the generic components of a-f. In some cases, also including them in the SSCNVMP adds value (e.g. C12 5 Porters Ave – ADHB SSCNVMP).

However, in almost all other cases, it would result in unnecessary repetition and would not improve usability. The SSCNVMPs are outcomes focused.

6. As for the mitigation measures, we do not feel it sufficient to just state that mitigation measures were considered but are not required as part of the BPO, as was done for the enabling works phase. We recommend that clear reasons are provided as to why the mitigation measures that were applied (and ones that were not) reflects the best practicable option, as per condition 37.7 (f).

This placeholder text is highlighted in each SSCNVMP pending engagement. It does not by any means suggest that mitigation measures aren’t required in every case.

Details will be provided in each SSCNVMP once the BPO is established on a case-bycase basis.

7. It is noted at several receivers it states that the rock breaking activities will be taking place for short periods (with the mitigation measures assumed to be applied accordingly) and that other utilities works will generally be compliant.

The relevant receivers, however, will be affected by at least five of the seven stages of the main works (e.g. Utilities and drainage, Retaining wall construction, Bulk excavation, Pedestrian bridge construction, Pedestrian bridge night works), which we feel is significant.

Once again, the SSCNVMPs for the Main Works are not complete. Rock breaking will be a key activity that will require mitigation and management. We have provided general mitigation options, which will form the basis of discussions with affected parties. Any other mitigation will be developed after consultation and added to the relevant SSCNVMPs.

In addition, a recommendation regarding the staged provisions of the SSCNVMPs to Council is expected in the outline plan decision.

Construction Noise and Vibration Delivery Work Plan The descriptions at the receivers should, therefore, be updated to reflect the significance as well as more emphasis placed on relevant mitigation due to the significant effect. This scenario is relevant to a number of receivers where the phases overlap, especially along either side of Fenton and Haultain Street.

8. Piling is said to only occur between 7am-7pm unless the BPO demonstrates that it can occur outside if these hours. However, no assessment has been presented to support a decision to carry out the activities outside of the mentioned hours as part of the BPO. If such an assessment were to be completed, the mitigation methods would also need to be updated as the BPO would likely change to reflect the effects on recipients.

Correct. Special cases occur, and the framework of the CNV DWP has retained enough flexibility to enable adoption of the BPO. For example, C6 sheet piling was undertaken on Sundays in Boston Rd at the request of neighbouring businesses. The businesses were closed on Sunday, so avoided significant amenity effects. This opportunity was identified through the engagement process and implemented as the BPO following Council approval.

In general, where pilling is expected outside of these hours and during the Block of Line, it is considered the BPO due to health and safety requirements relating to works in close proximity to the railway corridor.

9. A frequent comment for areas that are significantly exceeding the 75 dB LAeq noise limit, is â&#x20AC;&#x153;the levels will reduce rapidly as works migrate awayâ&#x20AC;?. This statement is not sufficient on its own as a means of mitigation. As well as the benefits of physical distance being of limited benefit in dense urban settings due to reflections of surrounding building, there is also significant uncertainty about how long the works will remain in close proximity. Refer also to item 4 above.

The statement is intended to highlight that the predicted levels are worst-case. It is important for receivers to understand that they will not receive 75dB+ for months at a time.

We aim to provide process certainty, not level certainty. Refer response to item 4.

With the staged development of the SSCNVMPs, we will be able to advice affected parties the anticipated duration of works and determine the appropriate mitigation measures through the engagement process.

10. The night works noise effects are not mentioned at any of the receivers in Appendix C which are listed as being exceeded by night works in the DWP (Table 5-1). The night time noise effect should be included at the following receivers:

As these activities are similar in vibratory nature, they would typically be expected to have similar attenuation rates.

We have used the extensive data set from BS 5228-2 and our own measurements to establish these values. The data is valid. To address the concerns though, we note that sheet piling is often undertaken until refusal, at which point vibration levels are often significantly higher.

Casings are usually vibro driven to a certain depth, and refusal is not so common.

15. SSCNVMP’s makes reference to “cosmetic damage” when discussing vibration effects. This does not accurately represent the meaning of the DIN 4150-3 Standard which refers to “minor damage” and at no point mentions “cosmetic damage”. The standard also defines partitions becoming detached from loadbearing walls or floors as “minor damage”, which does not seem consistent with the use of “cosmetic”. This terminology should be corrected so as not to be misleading to receivers.

We responded to this question in the Normanby Rd Early works CNV DWP. The word ‘cosmetic’ is routinely used to avoid confusion with structural building damage.

British Standard BS5228-2:2009 says “In some circumstances, however, it is possible for the vibrations to be sufficiently intense to promote minor damage. Typically this damage could be described as cosmetic and would amount to the initiation or extension of cracks in plasterwork, etc., rather than

The quote from the DIN Standard relates to damage to non-load bearing partitions, consistent with a cosmetic effect.

Appendix C (5 Porters Ave)

16. Notwithstanding the above, Condition 38.4 only permits works to exceed the building damage limits “for a building, structure or infrastructure that has been assessed by a suitably qualified and experienced structural engineer”. No such assessment is provided in the DWP and needs to be for any site where there is an expectation of breaching the building damage limits – regardless of whether MDA deem the effect to be minor, cosmetic or otherwise.

This is incorrect. Condition 38.4 is not about exceedances of the vibration limit. It is about relaxing the limit to permit higher levels for particular receivers. In order for this to happen, a structural engineer must say it is safe to do so. An example of this is the CPO in Britomart. It is a heritage building, so would normally be categorised line 3 for vibration sensitivity. However, a structural engineer assessed the building and categorised it line 1, except line 2 for the west façade. A heritage expert was also involved with this process for this building.

Vibration levels are predicted up to >10mm/s, which would be highly likely to cause disturbance to occupants of the building, especially due to the nature of the building. No mitigation measures are proposed for these vibration levels as per condition 38.5e.

Relocation may be necessary if an alternative significantly less vibrationally intensive method cannot be found.

Section 9 sets out general vibration mitigation strategies – including “less vibrationally intensive methods” – which will be put in place for this receiver as much as practicable.

This SSCNVMP has not been completed yet, and more specific mitigation will be addressed at the appropriate time.

Temporary relocation will be considered for sensitive receivers where all practicable noise and vibration management and mitigation measures have been implemented and significant adverse noise effects and vibration are predicted. This will be in exceptional cases only, and an SSCNVMP will have been prepared. Advice from the Acoustics Specialist will be incorporated as part of the SSCNVMP process (refer Sections 5.1.2 and 5.2.3).

The noise effects matrices in tables 12-1 and 12-2 provide effects up to 85 dB LAeq external and 65 dB LAeq internal. Are any receivers predicted to received levels 5 dB or more higher than the levels in tables 12-1 and 12-2?

There are instances where external levels are predicted to exceed 85 dB LAeq. However, they are worst case, brief and infrequent (based on the closest point of works with no screening). Readers can see from the colour pattern that levels higher than 85 dB would be coloured red.

The draft SSCNVMP’s provided do not meet this objective.

“We have previously agreed that where activity-specific BPO measures are implemented at source, rather than at the receiver, they are described in the CNV DWP only and not reproduced in each SSCNVMP. The reason LA want to take this approach is to avoids repetition and ensures that when BPO is updated, it only needs to be updated in the CNV DWP. However, the CNV DWP’s are not specific on the whether or not the mitigation will be implemented.

The SSCNVMP’s re-direct the user to the mitigation methods in the DWP. This is an approach we agreed LA could use but only for at source mitigation (e.g. enclosures around a concrete saw, or screening of rock breaking, etc) and not for mitigation at receiver, which needs to be in the SSCNVMP. The SSCNMP’s for the Main Works refer the user back to various other CNVDWP’s. For example, SSCNVMP C12 refers the user back to the Mount Eden Enabling works CNVDWP and SSCNMP C28 refers the user back to the Normanby Road early works CNVDWP. Our concern here is that the user (contractor) will need to have 3 or 4 DWP’s and if they are all 65 pages long this could affect how well the system will work for the user (contractor). Can we clarify if the Main Works CNVDWP should be stand alone document, or is suitable that multiple references are made to the previous DWP’s for the Early Works and Enabling Works?

This is partly answered in section 6.2.1: The relevant content will be brought across into this section of the main works CNV DWP prior to the DWP being confirmed as part of the Outline Plan process, to ensure the content is up to date.

SSCNVMP’s incorrect references and assessments. Some of the SSCNVMP’s seem to have incorrect references and assessments.

For example, C2 (12-14 Nikau Street) states that the south façade is predicted to be exposed to noise levels up to 93 dB LAeq during the closest demolition and bored piling activities. This is a significant exceedance exceeding the 75 dB LAeq noise limit. C2 states that The predicted construction noise effects from Table 10-1 in Section 10.1 are predicted to be typically acceptable, but with the potential for some disturbance. Table 10.1 in the Main Works CNV DWP refers to communication.

Assuming that the reference should be made to is to 12.1? This table shows that the predicted noise levels of 93 dB LAeq will result in Difficulty holding a normal conversation and reduction in work efficiency, which is not consistent with the comments in the SSCNMP. Please confirm if the predicted noise level of 93 dB LAeq is correct and what the correct CNVDWP reference should be.
