Glossary of terms Term

Definition

Ambient Noise

Ambient Noise is the all-encompassing noise associated with any given environment and is usually a composite of sounds from many sources near and far.

A-weighting

A frequency filter which is applied to a measurement of sound so as to more closely approximate the frequency bias of the human ear.

Decibel

The basic measurement unit of sound. It is a logarithmic ratio of measured sound pressure level with respect to a reference level of 20 micropascals.

LAeq(T)

The A-weighted, time averaged sound level (on a logarithmic/energy basis) over the measurement period T (e.g. between 10 and 60 minutes).

LAFmax

The maximum A-weighted sound level recorded during the measurement period.

Measured with fast time weighting i.e. a 125 millisecond time constant

Noise

A sound that is unwanted by, or distracting to, the receiver.

Notable Noise and Vibration Receivers

Receivers that undertake activities within spaces that rely on a particularly low noise and vibration environment. For the purposes of the City Rail Link designations these spaces are defined as: • Public Performance Theatres; • Recording Studios, both sound and television; • In relation to sensitive equipment - Medical Facilities and Scientific Laboratories; • In relation to the requirement to record witness statements - The Auckland District Court in Albert Street

Peak Particle Velocity

Measured in mm/s. This is the standard metric for assessing construction vibration levels.

Sensitive Noise and Vibration Receivers

Receivers that may be disturbed during rest, concentration, communication or prayer.

These include (but are not limited to): • Dwellings • Offices • Schools, including Child Care Centres and tertiary facilities • Libraries • Hospitals • Rest Homes • Marae and other Cultural Centres • Churches • Hotels or other accommodation facilities

Setback distance

The closest distance to a vibration source at which a measurement would be expected to comply with the risk assessment criteria

Introduction

The City Rail Link (CRL) project comprises the construction, operation and maintenance of a 3.4 km underground passenger railway, running between Britomart Station and the North Auckland Rail Line in the vicinity of Mt Eden station. The Contract 1 (C1) works addressed in this Construction Noise and Vibration Delivery Work Plan (CNV DWP) constitute part of the enabling works for the CRL. The works (the Project) involve the construction of an extension to the existing passenger rail network from the current termination point inside the Britomart Transport Centre (BTC), westwards underneath the former Chief Post Office building (CPO) and lower Queen Street. The Project footprint is generally shown by the blue shaded area in Figure 1.1 below.

1.1

Purpose of the Construction Noise and Vibration DWP

This CNV DWP has been prepared to manage the adverse effects relating to construction noise and vibration during the construction of the Project. It is required under Condition 36 of the CRL designation and Condition 28 of the BTC designation. The objective of the CNV DWP is to provide for the development and implementation of the identified best practicable option to avoid, remedy or mitigate the adverse effects on receivers of noise and vibration resulting from construction of the Project.

This CNV DWP incorporates the requirements of both the CRL and BTC designations and will be implemented throughout the construction period. It outlines the Project construction noise and vibration performance standards that must, as far as practicable, be complied with, along with management and mitigation measures that shall be implemented during the construction works 1. It is noted that the noise and vibration requirements in the CRL and BTC designation conditions are generally aligned and largely duplicated.

Baseline surveys of the existing noise environment were undertaken to inform the BTC Notice of Requirement (NoR) for alteration of the existing designation (BTC NoR Noise Assessment dated 26 May 2015 prepared by Marshall Day Acoustics)

Some construction activities are predicted to exceed the Project performance standards. Where compliance cannot be achieved within the CRL designation, site specific management plans will be implemented. Site Specific Construction Noise Management Plans (SSCNMP) and Site Specific Construction Vibration Management Plans (SSCVMP) are required under Conditions 37 and 38 of the CRL designation to detail the best practicable option to avoid, remedy or mitigate adverse effects on a receiver resulting from noise or vibration that does not comply with the Project Noise and Vibration Standards.

This CNV DWP has been prepared by Marshall Day Acoustics Ltd for the Downer Soletanche Bachy Joint Venture (the Contractor - DSBJV) and is attached as Appendix F of the Construction Environmental Management Plan (CEMP) for the Project.

Table 1.1 identifies the designation conditions relevant to this CNV DWP and where they are addressed in the document.

Standard DIN 4150-3:1999 defines short-term (transient) vibration as “vibration which does not occur often enough to cause structural fatigue and which does not produce resonance in the structure being evaluated”. Long-term (continuous) vibration is defined as all other vibration types not covered by the short-term vibration definition.

Construction vibration (including blasting) shall be measured in accordance with German Standard DIN 4150-3:1999.

Sections 3.2 and 7.3

Project Standards – Construction Vibration (Amenity) 34.1

Between the hours of 10pm and 7am vibration generated by construction activities (excluding blasting) shall not exceed:

34.3

The limits in 34.1 and 34.2 shall only be investigated and applied upon the receipt of a complaint from any building occupant. They shall not be applied where there is no concern from the occupant of the building.

34.4

Where the limits in 34.1 and 34.2 are found (through measurement) to be exceeded then a SSCVMP shall be prepared for that receiver (Condition 38).

Section 4.2

Construction Noise and Vibration DWP For the avoidance of doubt, this condition is applicable to the management of construction noise and vibration on all receivers, including sensitive and notable receivers.

36.1

A Construction Noise and Vibration DWP shall be prepared and implemented. The objective of the Construction Noise and Vibration DWP is to provide for the development and implementation of identified best practicable option to avoid, remedy or mitigate the adverse effects on receivers of noise and vibration resulting from construction.

36.2

The Construction Noise and Vibration DWP shall: (a) Adopt the noise and vibration standards for construction set out in Conditions 31, 32, 33 and 34 of these designations;

(b) Be generally consistent with the draft Construction Noise and Vibration management plan submitted as part of the Notice of Requirement documentation (dated 23 August 2013); and

Section 3.1.1

(c) Identify methods to achieve best practicable option for mitigating adverse effects.

To achieve this objective, the Construction Noise and Vibration DWP shall include: (a) The roles and responsibilities of the noise and vibration personnel in the contractor team with regard to managing and monitoring adverse noise and vibration effects;

(b) That piling and road cutting will be restricted to between the hours of 7am to 7pm, Monday to Saturday;

This information must be included in the Construction Noise and Vibration DWP provided to both the Independent Peer Review Panel and Auckland Council as part of the Outline Plan process specified in Condition 11; (h) Specific measures to address the concerns raised by those sensitive receivers;

(i) Specific training procedures for construction personnel including; (i) The project noise and vibration performance standards for construction (conditions 31, 32, 33 and 34); (ii) Information about noise and vibration sources within the construction area and the locations of sensitive noise and vibration receivers; and (iii) Construction machinery operation instructions relating to mitigating noise and vibration;

Section 5.1

(j) Methods and measures to mitigate adverse noise and vibration effects including, but not limited to, structural mitigation such as barriers and enclosures, the scheduling of high noise and vibration construction, use of low noise and vibration machinery, temporary relocation of affected receivers or any other measures or offer agreed to by the Requiring Authority and the affected receiver;

(k) The proposed methods for monitoring construction noise and vibration to be undertaken by a suitably qualified person for the duration of construction works including: (i) Updating the predicted noise and vibration contours based on the final design and construction activities; (ii) Confirm which buildings are to be subject to a pre and post building condition survey in accordance with Condition 46. This includes consideration of those buildings in Appendix One and Two to these conditions; (iii) The timing and location for monitoring of buildings during construction is required (Note that the flow charts contained in Appendices B and C of Appendix J of the technical noise and vibration report provided as part of the Notice of Requirement should be used as a guide); (iv) Identifying appropriate monitoring locations for receivers of construction noise and vibration; (v) Procedures for working with the Communication and Consultation Manager to respond to complaints received on construction noise and vibration, including methods to monitor and identify noise and vibration sources; (vi) Procedures for monitoring construction noise and vibration and reporting to the Auckland Council Consent Monitoring officer; and

(vii) Procedures for how works will be undertaken should they be required as a result of the building condition surveys;

Site Specific Construction Noise Management Plan (SSCNMP) 37.1

The objective of a SSCNMP is to detail the best practicable option to avoid, remedy or mitigate adverse effects on a receiver resulting from construction noise that does not comply with the Project Noise Standards.

Further to the Construction Noise and Vibration DWP in Condition 36, a SSCNMP shall be prepared for any receiver or activity for which air overpressure is either predicted or measured to exceed the limits in Condition 32, or where construction noise is either predicted or measured to exceed the Project Noise Standards in Condition 31, except where the exceedance of the standards in Condition 31 is less than 5 decibels and does not exceed : (a) 0700-2200: 1 period of up to 2 consecutive weeks in any 2 months (b) 2200-0700: 1 period of up to 2 consecutive nights in any 10 days.

37.3

For predicted exceedances of less than 5 decibels (refer 37.2) monitoring shall be undertaken to confirm the actual noise levels. If exceedance is shown to be more than 5 decibels, or the period exceeds those detailed, then a SSCNMP will be prepared.

37.4

In addition to the SSCNMPs prepared in accordance with Condition 37.2, and notwithstanding Condition 37.1, the Requiring Authority shall prepare SSCNMPs specifying the best practicable option for management, methods and measures to mitigate all noise effects for the properties located at: (a) 1 Queen Street (Lot 1 DP 165403); (b) 21 Queen Street (Lot 1 DP 67723); (c) 29 Customs Street West (Lot 7 DP 77037) (d) 188 Quay Street (Lot 5 DP 63972 and Lot 1 DP 78340); and (e) 23-29 Albert Street (Lot 1 DP 116724).

37.5

SSCNMPs will identify: (a) The extent to which noise may exceed the Project Noise Standards in Condition 31 or the overpressure limits in Condition 32; (b) The timing and duration of any exceedance; (c) Details of the type of activity causing any exceedance; (d) The summary of the communication and consultation undertaken with the receiver. The summary must include a clear explanation of where any comments have not been incorporated, and the reasons why not. This information must be included in the SSCNMP provided to both the Independent Peer Review Panel and Auckland Council as part of the Outline Plan process specified in Condition 11;

37.6

The SSCNMP shall be submitted for the review of Auckland Council as part of the Outline Plan. The works shall then be undertaken in accordance with the SSCNMP confirmed by the Requiring Authority as part of the Outline Plan.

Section 9

Site Specific Construction Vibration Management Plan (SSCVMP) 38.1

The objective of a SSCVMP is to detail the best practicable option to avoid, remedy or mitigate adverse effects on a receiver resulting from vibration that does not comply with the Project Vibration Standards.

Section 3.2.3 and Appendix D

38.2

Further to the Construction Noise and Vibration DWP in Condition 36, a SSCVMP shall be prepared: (a) For any unoccupied buildings, structure or infrastructure for which construction vibration is either predicted or measured to exceed the Project Vibration Standards in Condition 33; (b) Where a complaint or concern is raised and the vibration level exceeds the amenity levels of Condition 34.2(a) and 34.2(b); (c) In response to other concerns or complaints where required (refer to Condition 17); and (d) For the properties listed in Condition 37.4.

38.3

Where the amenity limits in Conditions 34.2(a) and 34.2(b) are exceeded: (a) Best practicable management of vibration must be applied; and (b) The vibration activity shall be scheduled to avoid disturbance. If this is not practicable then reasonable respite periods shall be provided to reduce vibration exposure.

38.4

The limits in condition 33 may be relaxed by a SSCVMP but only for a building, structure or infrastructure that has been assessed by a suitably qualified and experienced structural engineer and where it has been deemed to be capable of withstanding higher vibration levels without sustaining building or structural damage, and where appropriate vibration and building condition monitoring regimes are in place.

SSCVMPs will identify: (a) The timing and duration of any exceedance; (b) Details of the type of activity giving rise to any exceedance; (c) Site Specific vibration criteria that addresses the issue(s) of concern (i.e. building damage, amenity and sensitive equipment). Site Specific criteria shall be determined by a suitably qualified independent vibration expert; (d) The summary of the communication and consultation undertaken with the receiver. The summary must include a clear explanation of where any comments have not been incorporated, and the reasons why not. This information must

be included in the SSCVMP provided to both the Independent Peer Review Panel and Auckland Council as part of the Outline Plan process specified in Condition 11; (e) The methods and measures to mitigate vibration effects, including but not limited to, investigating alternative lowvibration construction methods, undertaking high-vibration works outside sensitive times, vibration barriers, building condition surveys, potential to offer temporary relocation of affected receivers, or other offers made by the Requiring Authority and agreed to by the affected receiver. (f) The reasons why the management and mitigation measures and methods reflect best practicable option.

38.6

The SSCVMP shall be submitted for the review of Auckland Council. The works shall then be undertaken in accordance with the SSCVMP confirmed by the Requiring Authority as part of the Outline Plan.

Section 9

28.1

A Construction Noise and Vibration DWP shall be prepared and implemented. The objective of the Construction Noise and Vibration DWP is to provide for the development and implementation of identified best practicable options to avoid, remedy or mitigate the adverse effects on receivers of noise and vibration resulting from construction.

28.2

The Construction Noise and Vibration DWP shall: (a) Adopt the noise and vibration standards for construction set out in Conditions 25, 26 and 27 of this designation. (b) Be generally consistent with the draft Construction Noise and Vibration DWP submitted as part of the Notice of Requirement documentation. (c) Identify methods to achieve the best practicable option for mitigating adverse effects.

28.3

To achieve this objective, the Construction Noise and Vibration DWP shall include: (a) The roles and responsibilities of the noise and vibration personnel in the contractor team with regard to managing and monitoring adverse noise and vibration effects. (b) External piling and saw cutting will be restricted to between the hours of 7am to 7pm, Monday to Saturday. (c) Exclusion of vibratory rolling and rock breaking during night-time periods (10pm to 7am) unless equipment trials confirm compliance can be achieved with Project criteria in condition 27.1. (d) A restriction on the use of sheet piling and vibratory rolling unless it can be demonstrated that any material damage to the CPO will be avoided. (e) Construction machinery and equipment to be used and their operating noise and vibration levels. (f) Acoustic hoardings shall be installed over all ground floor windows and doors of the Chief Post Office prior to construction commencing.

Sustainability

City Rail Link Limited (CRLL) is seeking an Infrastructure Sustainability Council of Australia (ISCA) Infrastructure Sustainability (IS) rating for the Project. Further details can be found in the Project CEMP and Sustainability Rating Management Plan. Project sustainability requirements that relate directly to this CNV DWP are included in Appendix A. These requirements are imbedded within the Delivery Work Plans and management plans for the Project to ensure that sustainability is a key focus and ‘the way we do things’.

In some cases the IS requirements and sustainability goals enhance the designation requirements.

1.4

DWP Review and Updates

This CNV DWP is a live document that will be reviewed and updated during the course of the Project to reflect material changes associated with construction techniques, communication, mitigation or the natural environment. Any material changes to this DWP must be certified by Auckland Council (AC) prior to any on-site activity reliant upon the change commencing. A formal review process is described in Section 9 of this DWP. It is noted that SSCNMP and SSCVMP documents will not be completed until the Project commences, allowing for finalisation of the construction methods and monitoring of noise and vibration levels.

Potentially affected parties have been identified in this DWP and an outline SSCNMP or SSCVMP for each is contained in Appendix D.

2

Project Description

2.1

Overview

The Project involves constructing an extension to the existing passenger rail network from the current termination point within the BTC, westwards underneath the CPO Building and lower Queen Street. Separate works are being undertaken to continue the CRL tunnels from this point under the Downtown Shopping Centre site (which is being redeveloped by Precinct Properties), and then up Albert Street.

Significant works beneath the CPO will be undertaken, including piling and diaphragm wall construction. In lower Queen Street, secant piling will be installed across the road corridor, excavation undertaken to form the rail tunnels followed by reinstatement of the road corridor following the completion of works. During construction, existing ticketing and retail functions and pedestrian access to the station will be accommodated in the new temporary station building, east of the CPO and Glasshouse buildings.

Surface works will also be required in QEII Square associated with the Downtown Shopping Centre redevelopment, including construction of the CRL rail tunnels beneath this site (Precinct Properties scope of work).

2.2

Construction Zones

The Project will be divided into four discrete active construction zones (ACZ) as shown in Figure 2.1.

This CNV DWP has been prepared by Craig Fitzgerald from Marshall Day Acoustics, a professional member of the Acoustical Society of New Zealand (MASNZ). The key personnel responsible for this CNV DWP are detailed in Table 2.2. The Noise and Vibration Monitoring Manager will be responsible for implementing this CNV DWP. The Monitoring Manager will receive suitable training from the Specialist Noise and Vibration Advisor.

It should be noted that during Construction, the Project hotline 0800 CRL TALK will be operational 24 hours a day; 7 days a week to field any Project related queries or complaints.

Any predicted or measured exceedance from activities occurring in the designations must be mitigated as far as practicable using the measures in this CNV DWP.

3.1.2

Site Specific Construction Noise Management Plans

Any predicted or measured exceedance from activities occurring in the CRL designation must have a SSCNMP in accordance with CRL designation Condition 31, except where the exceedance is less than 5 decibels and does not exceed: •

0700-2200: 1 period of up to 2 consecutive weeks in any 2 months; or

•

2200-0700: 1 period of up to 2 consecutive nights in any 10 days.

For predicted exceedances of less than 5 decibels, monitoring shall be undertaken to confirm the actual noise levels (refer Section 7 of this DWP).

The objective of a SSCNMP is to detail the best practicable option(s) to avoid, remedy or mitigate adverse effects on a receiver resulting from construction noise that does not comply with CRL designation Condition 31. SSCNMPs shall identify the matters outlined in CRL designation Condition 37, summarised as follows (refer to Table 1.1 for condition full wording): •

The relevant activity, its timing, duration and predicted magnitude of exceedance (refer to Section 4.1 of this DWP);

•

A summary of the communication and consultation undertaken with the receiver; and

•

The specific methods or measures employed to mitigate the noise effects (refer to Section 5 and this DWP).

A site specific plan may address both construction noise and vibration, in which case it would be a SSCNVMP. Site specific management plans are included in Appendix D.

3.2

Vibration

3.2.1

3.2.3

The objective of a SSCVMP is to detail the best practicable option to avoid, remedy or mitigate adverse effects on a receiver resulting from construction vibration that does not comply with CRL designation Conditions 33 or 34, or in response to other concerns or complaints in accordance with CRL designation Condition 17. SSCVMPs shall identify the matters outlined in CRL designation Condition 38, summarised as follows (refer to Table 1.1 for condition full wording): •

The relevant activity, its timing, duration and predicted magnitude of exceedance (refer to Section 4.2 of this DWP);

•

A summary of the communication and consultation undertaken with the receiver (refer to Section 6 and Appendix E of this DWP); and

•

Site specific vibration criteria, methods or measures that addresses the issue(s) of concern (i.e. building damage, amenity or sensitive equipment).

A site specific plan may address both noise and vibration, in which case it would be a SSCNVMP. Project site specific management plans are included in Appendix D.

Predicted Construction Noise and Vibration Levels

4.1

Noise

The Noise and Vibration Monitoring Manager will be responsible for predicting construction noise.

Appendix B includes a table detailing the proposed construction machinery, their sound power levels and unmitigated setback distances to comply with 75 dB LAeq. A chart of regression curves is also provided, which can be used to estimate the risk of non-compliance from individual equipment items based on their distance to receivers. While the construction noise limits apply to the cumulative received noise level from all activities on-site, a single equipment item will typically dominate the level at any one receiver.

The risk of individual equipment items exceeding the relevant limit can be determined as follows: •

Identify the sound power level of the relevant equipment item;

•

Determine the setback distance between the equipment / works and the nearest façade of a noise sensitive receiver (building);

•

Estimate the construction noise level at the noise sensitive façade using the ‘construction noise regression curves’; and

•

If the received noise level is predicted to be greater than 75 dB LAeq, mitigation measures will be required to enable compliance (refer to Section 5 of this CNV DWP). Note with reference to Section 5.5, an effective acoustic barrier will typically reduce the noise levels by up to 10 decibels provided the line-of-sight between the source and receiver is interrupted.

Whilst the noise from individual sources may be predicted to be less than 75 dB LAeq, the cumulative noise level from multiple simultaneous activities may at times exceed this limit. Detailed cumulative assessments should be undertaken with guidance from the Specialist Noise and Vibration Advisor where there are: •

Two high noise sources, each predicted to exceed 72 dB LAeq at the receiver

•

Three high noise sources, each predicted to exceed 70 dB LAeq at the receiver

Predicted cumulative noise emissions from high noise and/or intensive activity phases are included in Appendix B. The figures in Appendix B will be updated and expanded as necessary to ensure they are representative of the construction works and phasing in accordance with the process outlined in Section 7.2 of this CNV DWP. Based on the modelling results in Appendix B, SSCNMPs are required for the following buildings (and are included in Appendix D): •

HSBC House (1 Queen Street);

•

Endeans building (2 Queen Street);

•

Zurich House (21 Queen Street); and

•

Hotel Mercure (8 Customs Street East).

4.2

Vibration

The Noise & Vibration Monitoring Manager will be responsible for predicting construction vibration.

Appendix C includes a table of high vibration activities and their approximate safe distances to enable compliance with the Project building damage limits 5. A chart of vibration regression curves is The long-term building damage criteria from DIN 4150-3:1999 have been adopted because they are the most stringent vibration criteria apart from the amenity controls (which are only applied in response to a complaint).

also provided. These are based on measured and collected data for each vibration activity and express how vibration level reduces with distance.

The risk of vibration levels exceeding the relevant limit can be estimated as follows: •

Identify the vibration activity of concern;

•

Identify the setback distance from the proposed works location to the nearest façade of a noise sensitive receiver;

•

Identify the classification of that receiver (i.e. Heritage, Residential, Commercial); and

•

Identify the corresponding dotted line on the chart in Appendix C and locate its intersection point with the regression curve of the vibration activity. If the receiver lies within the corresponding setback distance, then mitigation measures (refer to Section 5 of this DWP) will be required and a SSCVMP must be prepared for that receiver.

The data in Appendix C shall be updated in accordance with the process outlined in Section 7.3 as the construction phase progresses, incorporating measured data to ensure accuracy and relevance.

Note that unlike noise, cumulative vibration levels are not considered because the limits are a peak level, which only one item of equipment can generate at any one time.

Based on the equipment listed in Appendix C, and the proposed location of this equipment during the various construction phases of the Project (refer Appendix B), SSCVMPs are required for the following buildings and are included in Appendix D: •

Endeans building (2 Queen Street); and

•

CPO (12 Queen Street).

5

Mitigation and Management

5.1

Training

All staff will participate in an induction training session when they commence work on the Project.

The induction will include a briefing on this CNV DWP, with attention given to the following matters: •

Roles and responsibilities for management of noise and vibration matters.

•

Construction noise and vibration limits.

•

Information about noise and vibration sources on-site.

•

Noise and vibration mitigation and management procedures.

•

The sensitivity of receivers to noise and vibration, and any operational requirements and constraints identified through communication and consultation.

•

Complaints management procedures.

Awareness of current noise and vibration matters on, or near active worksites, will be addressed during site meetings and/or ‘toolbox’ training sessions.

5.2

Construction hours

•

Normal construction hours are Monday to Saturday, 0700 – 1900 hrs.

•

External piling and saw cutting activities (i.e. outside the CPO envelope) are limited to Monday to Saturday, 0700 – 1900 hrs.

•

No vibratory rolling and concrete breaking at night (2200 – 0700 hrs) unless equipment trials confirm compliance with the amenity limits in Section 3.2.2, Table 3.3 of this CNV DWP.

•

When close to residential buildings, above ground high-noise and/or vibration activities shall be scheduled during the day where practicable (to avoid the night-time period).

•

When close to commercial buildings, high-noise and/or vibration activities shall be scheduled for evening and night-time periods, provided these activities can comply with the night-time noise limits at residential receivers. This conflict is expected to constrain night-time activities.

5.3

Mechanical plant selection

Some activities have the potential to exceed the Project construction noise and vibration limits at close receiver distances (e.g. installation of diaphragm walls, excavation and road works). It is essential that appropriate mitigation and management measures are identified and employed in advance of the works to avoid exceedances. When selecting construction equipment, where practicable: •

Quiet and low vibration equipment/models will be used in favour of noisy/high vibration equipment (e.g. Secant piling instead of vibro piling).

•

Equipment will be well maintained.

•

Exhaust silencers will be fitted.

•

Fit or upgrade engine covers in consultation with equipment manufacturer.

•

Substitute diesel engines with electric motors.

5.4

General mitigation measures

Best Practical Option (BPO) mitigation will be implemented throughout the construction programme to avoid exceedances. This will include, but not be limited to the following:

•

Keep the construction time near noise sensitive areas to a minimum.

•

Avoid unnecessary noise, such as shouting, the use of horns, loud site radios and banging or shaking excavator buckets.

•

Tonal reversing alarms shall be prohibited on site. Suitable alternatives may include flashing lights, broadband audible alarms or reversing cameras inside vehicles.

•

Mitigate track squeal from tracked equipment, such as excavators and piling rigs. This may include tensioning and watering or lubricating the tracks regularly.

•

Avoid high engine revs where practicable through appropriate equipment selection.

•

Engines shall be turned off when idle / parked.

•

Maximise the distance between the noise source and the nearest sensitive receiver by positioning fixed plant away from sensitive receivers, or orienting machinery to maximise the distance between the engine exhaust and the nearest sensitive building façade where practicable (e.g. excavators, piling rigs and hydro vac).

•

Where plant is identified as being particularly noisy and/or vibration inducing, action will be taken to reduce emissions. This may involve the fitting of mitigation devices, such as silencers, enclosures or isolation pads.

•

Crane and secure loads using straps in preference to chains where safe and practicable.

•

Utilise power from the national grid in preference to generators where practicable.

•

Utilise noise barriers and enclosures where effective (expanded in Section 5.5).

•

Implement further measures identified through communication and consultation with sensitive receivers (refer to Section 6 of this DWP).

•

Undertake regular noise and vibration monitoring to confirm compliance, or identify high noise and/or vibration machinery (refer to Section 7 of this DWP).

5.5

Noise barriers and enclosures

Noise barriers will be used in areas where a noise limit (refer to Section 3.1 of this DWP) is predicted to be exceeded and would provide effective mitigation. Noise barriers would typically reduce levels at ground floor receivers by 10 decibels. Above the ground floor, where there is line of sight to the activity, barriers will provide little acoustic benefit. The barriers and/or enclosures will be installed prior to the identified works commencing. More specifically, BTC designation Condition 28.3(f) requires acoustic hoardings on all ground floor windows and doors of the CPO prior to construction commencing, and BTC designation Condition 28.3(g) requires acoustic enclosures for concrete cutting where practicable.

The following guidelines must be incorporated in the design and utilisation of temporary noise barriers: •

•

The panels should be constructed from materials with a minimum surface mass of 6.5 kg/m2.

Suitable panels include 12 mm plywood or the following proprietary ‘noise curtains’: −

Duraflex ‘Noise Control Barrier - Performance Series’ (www.duraflex.co.nz)

−

Soundex ‘Acoustic Curtain - Performance Series' (www.ultimate-solutions.co.nz)

−

Flexshield ‘Sonic Curtain with 4 kg/m2 mass loaded vinyl backing’ (www.flexshield.co.nz)

−

Alternatives should be approved by a suitably qualified acoustic professional because some proprietary noise curtains have insufficient surface mass for general use

Positioned to block line of sight between the construction activity and receiving position(s), with site perimeter hoardings, typically at least 2m high.

•

Positioned as close as practicable to the noisy construction activity.

•

Abutted or overlapped to provide a continuous screen.

The following guidelines must be incorporated in the design and utilisation of noise enclosures: •

Enclosures will be used where a noise barrier is not sufficient to achieve compliance with the noise limits (refer to Section 3.1 of this DWP) and it is practicable to do so (e.g. stationary plant such as compressors, pumps, generators, air tools and road cutting activities).

•

Enclosures shall be designed by a suitably qualified and experienced acoustic specialist.

6

Communication

6.1

Communication Overview

Communication with Project stakeholders in relation to construction noise and vibration impacts is described in Section 8.2 of the Project Communication and Consultation Plan.

A summary of communication with sensitive receivers will be maintained in Appendix E of this CNV DWP, including a clear explanation of where any comments from sensitive receivers have not been incorporated, and the reasons why not, as well as any outstanding issues or disputes.

6.2

Complaints response

The Project Hotline (0800 CRL TALK) will be clearly included in any written Project notifications and on Project signage located in proximity to the Project area.

Any construction noise or vibration complaints received by the Project Hotline will be recorded in a complaints file, and an investigation will be undertaken as outlined in Section 5.3.1 of the CEMP and the Project Communication and Consultation Plan. The investigation will involve the following: •

Identification of sources of concern, and measuring or estimating noise and/or vibration levels at the time of the complaint.

•

Acknowledge receipt of the concern or complaint. An initial response shall be undertaken within 24 hours of receiving a complaint, and resolved as soon practicable. If a reasonable complaint relates to building damage or sleep disturbance, inform the on-duty site manager as soon as practicable to cease works pending the investigation (refer Section 7.4).

•

Reporting the findings and recommendations.

•

Actions and time taken to close-out complaint.

•

Communication with the complainant.

•

Reporting of the investigation in the complaints file.

A record of all concerns and / or complaints received will include, where applicable: •

The name of the person(s) who raised the concern or complaint (unless they elect not to provide this) and details of the concern or complaint.

•

Weather conditions at the time of the concern or complaint, including wind direction and cloud cover if the complaint relates to noise.

•

Known construction activities at the time and in the vicinity of the complainant during the concern or complaint period.

•

Remedial actions undertaken (if any) and the outcome of these, including additional construction noise or vibration monitoring of the activity.

7

Monitoring

7.1

Real Time Web Monitoring

Up to three noise monitors and three vibration monitors will be measuring continuously throughout the construction works period. They will be set up by the Specialist Noise & Vibration Advisor at locations representative of the most exposed or sensitive noise and vibration receivers for each stage of works (refer Section 3.3).

The noise and vibration monitoring data from each monitoring unit will be available in real time via web based management interfaces (one for noise and one for vibration). The web based system will be set up to notify the Noise & Vibration Monitoring Manager if pre-set thresholds (alarms) are exceeded. The Specialist Noise & Vibration Advisor will provide training to the Noise & Vibration Monitoring Manager to ensure they understand the relevant noise and vibration conditions, the CNV DWP, and appropriate response protocols for alarms or notifications received from the web based monitoring systems.

The Noise & Vibration Monitoring Manager is responsible for monitoring the data on a daily basis, reporting the monitoring results to Auckland Council when requested by the Consent Monitoring Officer, and providing a first response to any alarms or notifications. A comment should be entered for every alarm notification to enable an audit at a later date if required.

The Specialist Noise & Vibration Advisor will provide six monthly equipment servicing (e.g. monitor relocation and calibration), technical support as required, and additional attended monitoring in response to complaints, exceedances or to measure specific activities with reference to Sections 7.2 and 7.3 of this CNV DWP.

7.2

Attended Noise Monitoring

Construction noise will be measured and assessed by the Specialist Noise & Vibration Advisor (or approved representative) as follows: •

In accordance with the requirements of NZS 6803: 1999.

•

During the first external use of high noise equipment, including concrete cutting, diaphragm wall rig, secant piling rig, other phases of construction that may exceed the relevant standards, or in response to a reasonable noise complaint being received.

•

At one metre from the most affected building façade, or, if this position is not accessible, at an equivalent position where practicable. If this is not possible, measured noise levels shall be undertaken at a proxy position and adjusted for distance and façade reflections as appropriate.

•

For a representative duration not less than 10 minutes and not greater than 60 minutes for fluctuating noise sources. A representative duration of less than 10 minutes may be suitable for steady noise sources. The noise level shall be reported with the measurement duration, e.g. 65 dB LAeq (15min). The monitoring reports shall be kept with Appendix B of this DWP.

•

The monitoring results shall be used to update Section 4.1 and Appendix B of this DWP as appropriate.

7.3

Attended Vibration Monitoring

Construction vibration will be measured and assessed by the Specialist Noise & Vibration Advisor (or approved representative) as follows: •

In accordance the requirements of DIN 4150-3:1999.

•

During the first use on-site of a concrete breaker, diaphragm wall rig, vibratory roller, plate compactor or other phases of construction when vibration may exceed the building damage limits, or in response to a reasonable vibration complaint being received. The use of the sheet piling rig and vibratory roller is specifically restricted unless measurements demonstrate that material damage to the CPO will be avoided.

•

At the closest building foundations, or, if this position is not accessible, at an equivalent position where practicable. If this is not possible, measured vibration levels shall be undertaken at a proxy position and adjusted for distance and building response as appropriate. For the CPO masonry façade, measurements shall also be undertaken on the CPO’s highest floor level in accordance with BTC Condition 26.3.

•

For a representative construction duration, measured in contiguous one second intervals. The monitoring reports shall be kept with Appendix B of this DWP.

•

The monitoring results shall be used to update Section 4.2 and Appendix C of this DWP as appropriate.

Re-radiated noise from construction vibration will be measured and assessed by the Specialist Noise & Vibration Advisor (or approved representative) as follows: •

In response to a reasonable complaint being received.

•

Inside the inhabited room(s) of interest, or, if this position is not accessible, in an equivalent room where practicable. If this is not possible, measured vibration levels shall be undertaken at a proxy position and adjusted for distance and building response as appropriate.

•

For a representative duration not less than 10 minutes and not greater than 60 minutes for fluctuating noise sources. A representative duration of less than 10 minutes may be suitable for steady noise sources. The noise level shall be reported with the measurement duration, e.g. 35 dB LAeq (15min). The monitoring reports shall be kept with Appendix B of this DWP.

•

The monitoring results shall be used to update Section 4.2 of this DWP as appropriate.

A flow chart showing the process for attended vibration monitoring is included as Figure 7.2 overleaf.

Any noise or vibration monitoring survey undertaken by the Specialist Noise & Vibration Advisor (or approved representative) will be summarised in a report, to be submitted to the Communications Manager within one week of the assessment. The reports will be kept at the site office and made available upon request.

7.4

Contingency measures

7.4.1

Noise

The following procedures will be implemented where measured construction noise exceeds the Project standards: •

Further measurements may be required to determine the extent of the exceedance and identify the activity(s) responsible.

•

Review the mitigation strategy and construction methodology to ensure BPO is applied.

•

Further measurements may be required to determine the effectiveness of BPO measures and reassess the compliance status.

•

Determine if the receiver qualifies for a SSCNMP as outlined in Section 3.1.2 of this DWP.

•

The Communications Manager shall liaise with affected parties as outlined in Section 8 of this DWP.

7.4.2

Vibration – Building Damage

The following procedures will be implemented where measured construction vibration exceeds the Project standard: •

The activity giving rise to the exceedance should cease as soon as safe and practicable to do so.

•

Determine if the receiver qualifies for a SSCVMP as outlined in Section 3.2.3 of this DWP.

•

A detailed building condition survey will be undertaken as detailed in Section 7.5 of this DWP.

•

The Communications Manager will liaise with the building owner throughout this process.

7.4.3

Vibration – Amenity

In the event that a complaint is received and a measurement demonstrates exceedance of the Project vibration or reradiated noise amenity limits, the following procedures will be implemented: •

Further measurements may be required to determine the extent of the exceedance and identify the activity(s) responsible.

•

Review the mitigation strategy and construction methodology to ensure BPO is applied.

•

Further measurements may be required to determine the effectiveness of BPO measures and reassess the compliance status.

•

Determine if the receiver qualifies for a SSCNVMP as outlined in Section 3.2.3 of this DWP.

•

The Communications Manager shall liaise with affected parties as outlined in Section 8 of this DWP.

7.5

Building condition surveys

Prior to the construction commencing, detailed pre-construction condition surveys 6 will be undertaken in accordance with BTC designation Condition 31 and CRL designation Condition 46 (refer CEMP Section 5.1.16 and Built Heritage DWP Section 6). HarbourView Building (152 Quay Street);

•

Former Sofrana house (14-18 Customs Street East);

•

Levy Building (20 Customs Street East).

The surveys include, but will not be limited to, the following: •

Determination of building specific vibration damage risk thresholds.

•

Condition of the building, service or structure, including existing levels of any aesthetic damage or structural damage.

•

Record, including photographs, of the major features of the buildings, services and structures including location, type, construction, age and present condition, including defects.

•

Foundation type of the building, service or structure.

•

A report shall be prepared recording the findings of the survey. A copy of the report shall be provided to the building owner. A second copy shall be kept at the site office.

In addition, a ‘vulnerability assessment’ of CPO sensitive features shall be undertaken in accordance with BTC designation Condition 28.3 (q) where the vibration limits in BTC designation Condition 26.1 are exceeded. It shall include the following (refer CPO SSCVMP in Appendix D): •

A description of the existing condition and quality of the features;

•

An assessment of the likely extent of the effect of the higher vibration limits on those features;

•

Clear identification of the areas to which the higher limits apply.

Resurveys of buildings, services and structure, may be undertaken during construction if they are subject of complaints or if the vibration criteria in Section 3.2 of this DWP has been exceeded and there is potential for damage to have occurred.

Post-construction condition surveys may be required in accordance with BTC designation Condition 31.4 and CRL designation Condition 46.4.

8

Affected Parties

8.1

Airborne Noise

8.1.1

Façade Sound Insulation Performance

The noise level received inside, for example an office or living room, will depend on the sound insulation performance of the façade (particularly the glazing) and room constants (such as the room dimensions and surface finishes). These factors can vary widely. The Construction Noise Standard (NZS 6803) recommends noise limits assessed at 1m from the external façade of a building, assuming a sound level difference of 20 decibels to sensitive receiving environments inside.

For the purpose of estimating actual noise effects on a room by room basis, the predicted façade sound insulation performance of buildings can be generally categorised by the type of glazing / ventilation provision as follows: •

Sealed glazing

30 decibels sound level difference

•

Operable windows

25 decibels sound level difference

•

Open Windows

15 decibels sound level difference.

The SSCNMP’s in Appendix D use site specific measured performance where practicable. In other cases, a visual inspection is considered sufficient to provide an informed estimate of façade performance.

Note a generic façade performance may be suitable for a large office building with repeating open plan floor layouts (e.g. Zurich House and HSBC House). However, others may require a more detailed assessment due to variation in room size and acoustic sensitivity of receiving spaces fronting the worksite (e.g. Endeans building and Mercure Hotel).

8.1.2

Noise Effects

‘Noise effects matrices’ are presented in Table 8.1 and Table 8.2. They enable estimation of the construction noise level received inside, based on the external noise level and façade glazing type.

The noise effects matrices are indicative only, as detailed assessment requires measurement of the actual façade performance on a space by space basis.

The noise effects are categorised generally using the following colour coding: •

Green:

Acceptable

•

Orange:

Appreciable

•

Red:

Significant.

To use the matrices, follow this three step process: •

Measure the external noise level at 1m from the façade, or estimate it from Section 4.1 of this DWP;

•

Determine the category of façade glazing sound insulation performance from Section 8.1.2 of this DWP or measured on-site façade sound level difference for a specific receiver location; and

•

Use the relevant lookup table to estimate the received internal noise level, and associated typical effects that may be experienced, using Table 8.1 and Table 8.2.

Reradiated Noise

No high vibration activities are proposed at night. Therefore, no significant adverse effects from reradiated noise are predicted. During the day, airborne noise is predicted to control noise levels received inside. However if required, the effects can be estimated with reference to the qualitative statements from Table 8.1.

8.3

Management of Significant Adverse Effects

The following process will be implemented for any construction activity that is found to exceed the relevant construction noise and vibration conditions: •

Review the construction methodology, mitigation and management strategies to ensure they represent the BPO.

•

The Communications Manager will consult with affected parties to understand their particular sensitivities, including times, activities and locations. Consultation will focus on a collaborative approach to managing the adverse effects from construction noise and vibration while works are undertaken in the vicinity. The Communications Manager (or representative) will be available 24/7. A record of consultation will be included in the relevant SSCNMP (refer to Appendix D) or otherwise in Appendix E as appropriate.

•

Implement measures to avoid significant adverse effects as agreed with the affected party and monitor the activity to verify the extent of any adverse effects.

•

The installation of mechanical ventilation will be considered for noise sensitive receivers where external windows must be closed in order to avoid significant adverse noise effects and no alternative ventilation system is present. This will be implemented only after all other general noise management and mitigation have been deemed impracticable.

•

Temporary relocation will be considered for sensitive receivers where all practicable noise and vibration management and mitigation measures have been implemented and significant adverse noise effects are predicted. This will be in exceptional cases only, and advice from the Specialist Noise and Vibration Advisor (refer Table 1.2) will be sought prior.

9

DWP Review and Updating (including SSCNMPs and SSCVMPs)

This CNV DWP has undergone a review process with the relevant CRL Community Liaison Group (CLG) and a suitably qualified independent peer reviewer. An explanation of how any comments received from either the CLG or Peer Reviewer have been addressed is provided in Appendix F.

9.1

Review Process

The CNV DWP (including SSCNMPs and SSCVMPs) will be updated throughout the course of the Project: a b

To reflect material changes associated with changes to construction techniques, the natural environment or due to unresolved complaints; and As part of the annual management review of the DWP.

The annual review of the CNV DWP (including SSNVMPs) will be undertaken at least annually by the Project Management team and the CRLL Representatives. The management review will be organised by the Environmental and Sustainability Manager and the Project team will be informed of any changes to this CNV DWP through the regular Project communications processes. The review will take into consideration: •

Compliance with the CRL and BTC designation conditions, the CEMP, DWPs and EMPs (including site specific plans) and material changes to these plans.

•

Any significant changes to construction activities or methods.

•

Key changes to roles and responsibilities within the Project team.

•

Changes in industry best practice standards.

•

Changes in legal or other requirements (social and environmental legal requirements, consent conditions, CRLL objectives and relevant policies, plans, standards, specifications and guidelines).

•

Results of inspections, monitoring and reporting procedures associated with the management of adverse effects during construction.

•

Comments or recommendations from Auckland Council regarding the CEMP, CNV DWPs and EMPs.

•

Unresolved complaints and any response to complaints and remedial action taken to address the complaint.

9.2

DWP Updates

The process for updating this CNV DWP (including SSCNVMPs) as a result of a material change to the Project or the annual review, is as follows (refer to CRL designation Condition 23 and BTC designation Condition 22 for further information): •

Any material change to this DWP must be consistent with the purpose and objective of the relevant conditions listed in Table 1.1 of this document.

•

Affected parties and the CLG must be notified of the review and any material change proposed to this DWP.

•

This DWP must clearly document the comments and inputs received from affected parties in relation to any material changes, along with a clear explanation of where any comments have not been incorporated, and the reasons why not.

•

Any material change proposed to this DWP shall be subject to an independent peer review as required by CRL designation Condition 11 and BTC designation Condition 12.

â&#x20AC;˘

Any material change proposed to this DWP relating to an adverse effect shall be submitted for approval to Auckland Council Compliance and Monitoring Officer, at least 10 working days prior to the proposed changes taking effect. If any changes are not agreed, the relevant provisions of the RMA relating to approval of outline plans shall apply.

A copy of the original CNV DWP document and subsequent versions will be kept for the Project records, and marked as obsolete. Each new / updated version of the CNV DWP documentation will be issued with a version number and date to eliminate obsolete CNV DWP documentation being used.

A summary of the review process will be provided annually to Auckland Council and otherwise be made available on request.

Introduction

This Site Specific Construction Noise Management Plan (SSCNMP) is for HSBC House, located at 1 Queen Street. A SSCNMP is required for HSBC House because construction is predicted to exceed the Project Noise Standards in CRL Condition 31.

This SSCNMP has been prepared in accordance with CRL Condition 37 and is Appendix D1 of the CRL Construction Noise and Vibration Delivery Work Plan (CNV DWP). It is a supplementary document that builds on the CNV DWP, and therefore, directly references relevant sections of the DWP to avoid repetition. The objective of this SSCNMP is to detail the best practicable option(s) to avoid, remedy or mitigate the identified adverse effects from noise exceedances at HSBC House.

Rachel Purdy (DSBJV) and Craig Fitzgerald (Marshall Day Acoustics) met with Ben Twigden from Precinct Properties to discuss HSBC House on 10 March 2016. The matters discussed included the tenant profile, the general building layout, general noise sensitive spaces such as office and meeting rooms, and the identification of specific tenant sensitivities that require further investigation. In general, retail and common areas occupy the lower levels of HSBC House, with office space from levels 3 – 19. Each floor layout has a central services core and one or two tenancies. Each office tenancy has open plan areas and meeting rooms as part of a bespoke tenant fit-out.

Rachel Purdy and Craig Fitzgerald met with David King from Dun and Bradstreet on 7 April 2016.

They operate a call centre in an open plan office arrangement, with multiple meeting rooms and break out spaces distributed throughout the tenancy. It was noted that call centre staff use telephone head sets to reduce the influence of high office noise levels.

Façade Sound Insulation Performance The HSBC façade in general comprises equal parts concrete and 6mm glazing. Based on theoretical performance of the façade glazing, the average noise level received in the general office areas and meeting rooms is predicted to be 30 – 34 decibels lower than the level predicted at 1m from the external façade (range reflects variation in noise sources and receiving rooms). A sound level difference of 30 decibels is a reasonable assumption until actual site data is available. The predicted construction noise effects are summarised in the following table.

D2.2

Endeans Building Details

Pre Construction Consultation Rachel Purdy (DSBJV) and Craig Fitzgerald (Marshall Day Acoustics) met with the following Endeans Building representatives on 21 March 2016: Paula Beaton, Jon Qin, Gordon Nelson, Shelley Jones and Noel Playle. The matters discussed included the resident profile, the general building layout and noise sensitive spaces such as living rooms and bedrooms in apartments.

In general, commercial tenancies occupy the ground floor, with apartments on levels 1 – 7 above.

There are 5 – 6 apartments per floor (labelled A-H), each accessed from a central atrium. Apartment

‘F’ on each level is located on the corner of Tyler and Queen Streets. This apartment on each floor is predicted to receive the highest construction noise levels due to its proximity to the worksite and exposure on two façades. All apartments fronting either Tyler or Queen Street rely on openable windows to regulate thermal comfort. The openable windows have a security stay which enables them to be open by approximately 5mm. It is understood that these can stay closed for a whole day in winter without the need for supplementary fresh air. Glazing in most apartments is single pane glass (thickness TBC). Bathroom extraction fans discharge at roof level.

The resident profile includes a 2 year old child in apartment 5D (cnr Queen and Quay) and retired occupants who are often at home during the day. Other residents are adults or students who are generally assumed to not be at home during the day.

Façade Sound Insulation Performance On-site measurements were undertaken in the living area of apartment 2F with the windows closed.

The apartment on level 2 overlooks the worksite from the corner of Queen Street and Tyler Street.

The average noise level measured inside was 29 decibels lower than at 1m from the external façade.

The noise levels were dominated by comparable construction activity in QEII square. Based on the measurements, the predicted construction noise effects are summarised in the following table.

Vibration Cosmetic Building Damage Babbage have undertaken a pre-construction building condition 7. Section 1.8 notes that the building is founded on piles, with cast reinforced concrete floors supported by concrete columns. The façade is constructed from reinforced masonry, clad with solid plaster. Section 1.9 summarises observed existing cracks or defects, supported by detailed descriptions and photos in Sections 5 and 6. Section 1.10 states: “It is not believed that any of the observed damage to the external facades is associated with structural damage. All cracking noted is believed to be historic rather than progressive, and is deemed to be typical for a building of this age and construction. The majority of existing cracks are redecorated over and obscured from view, although some evidence of repairs is visible.”

The report concludes: “the likelihood of further damage to façade cladding caused by construction vibration is medium”. It is understood that if construction vibration does result in new, or extends existing, cracks in plaster and paint finishes, the cosmetic damage could be readily repaired with negligible impact on the heritage value.

A real time vibration monitor is located on the south façade at ground level. This location is considered representative of the vibration received in the building structure. The monitor documents and provides alerts for any high vibration activities. This information will be 7

supplemented with attended vibration monitoring for high vibration activities at other relevant locations as appropriate.

This will enable the vibration transfer function to be established, as it cannot be readily predicted in advance with any reliable accuracy.

Consultation Trigger Level In addition to regular communication, specific consultation should be undertaken Endeans Building body corporate representative and/or relevant residents prior to construction works that are predicted to exceed 79 dB LAeq at the façade of the building. The consultation process is set out in Section 8.3 of the CNV DWP. The Project Standards for cosmetic building damage are summarised in Section 3.2.1 of the CNV DWP. The Endeans building is considered a structure of historic value, and therefore the limits in line 3 of Table 3.2 apply.

Central Post Office (CPO) SSCVMP (12 Queen Street)

D3.1

Introduction

This Site Specific Construction Vibration Management Plan (SSCVMP) is for the CPO, located at 12 Queen Street. A SSCVMP is required for the CPO because construction is predicted to exceed the Project Vibration Standards in CRL Condition 33.

This SSCVMP has been prepared in accordance with CRL Condition 38 and is Appendix D3 of the CRL Construction Vibration Delivery Work Plan (CNV DWP). It is a supplementary document that builds on the CNV DWP, and therefore, directly references relevant sections of the DWP to avoid repetition. The objective of this SSCVMP is to detail the best practicable option(s) to avoid, remedy or mitigate the identified adverse effects from vibration exceedances at the CPO. Section D3.2 identifies the vibration sensitive features of the CPO, site specific vibration criteria (with reference to heritage and structural reports), predicted or measured vibration levels, predicted vibration effects and recommended consultation thresholds.

D3.2

CPO Details

Pre Construction Consultation Craig Fitzgerald (Marshall Day Acoustics) and Sarah Sutherland (DSBJV) met with Campbell Williamson (Cooper and Company), Samantha Lochery (Auckland Transport) and Richard Jenkins (Auckland Transport) on 12 May 2017. Craig Fitzgerald provided an overview of the vibration limits, the CNV DWP, this SSCVMP and the vibration monitoring results to date.

The CPO building is owned by Auckland Council. The ground floor and basement levels are part of Britomart Station. The upper levels are office spaces, leased by Cooper and Company, and the subtenants manged by Britomart Group. The first floor is occupied by the DSBJV CRL C1 site office. The upper floors are unoccupied, but sub-leased by Auckland Transport for the project duration. For the proposes of this SSCVMP, consultation should be undertaken with Auckland Council (as the building owners) and Cooper and Company (as the leaseholders) for the purposes of cosmetic building damage from construction vibration. DSBJV excluded, there are no noise and vibration sensitive occupants.

This SSCVMP is required for Stage 3 works in the CRL designation (lower Queen Street), but not for Stage 1 and 2 works within the BTC designation (including works within the CPO). Nonetheless, consultation is recommended prior to the main CPO foundations works commencing.

Vibration Cosmetic Building Damage

Craig Fitzgerald (Marshall Day Acoustics) met with Antony Mathews (Mathews & Mathews Architects Ltd) on 1 February 2017 to discuss CPO vibration risk thresholds for significant heritage features. Mathews and Mathews have prepared a building record 8 in accordance with the ‘Historic Heritage Delivery Work Plan (DWP) Section 4 Building Record and Salvage Strategy’. Section 5.0 is reproduced in part below: “The most vulnerable areas to damage from vibration are the areas of ceramic tiling and glass, and to a lesser extent exterior stonework. Tiles and glass are obviously brittle and once damaged cannot be repaired without replacing whole tiles or glass panes. Vibration could also result in loosing tile work.

Glass domes in the main chamber are general small panes set in lead cames so probably less likely to be damaged through vibration.

Any areas of unreinforced masonry with a rendered finish, damaged through vibration with cracking or loosening of rendered finish can be readily repaired. Likewise plastered ceilings, columns and other architectural elements with a rendered or plaster and paint finish can be repaired if there is damage from vibration.

Any steel framed or reinforced concrete elements are unlikely to be damaged unless the vibration was significant.”

Two real time vibration monitors are located on the west façade (at ground and top floor levels).

These locations are representative of the vibration received in the stonework and ceramic tiles on the west facade. The monitors document and provide alerts for any high vibration activities. This information will be supplemented with attended vibration monitoring for high vibration activities at other relevant locations as appropriate.

This will enable the vibration transfer function to be established, as it cannot be readily predicted in advance with any reliable accuracy.

Consultation Trigger Level The Project Standards for cosmetic building damage are summarised in Section 3.2.1 of the CNV DWP. Note that BTC Condition 26.2 specifically applies Line 1 of Table 3.2 to the CPO, except for the western masonry façade, for which Line 2 shall apply.

Rachel Purdy (DSBJV) and Craig Fitzgerald (Marshall Day Acoustics) met with Peter Bowden from Precinct Properties to discuss Zurich House on 10 March 2016. The matters discussed included the tenant profile, the general building layout, general noise sensitive spaces such as office and meeting rooms, and the identification of specific tenant sensitivities that require further investigation. In general, retail and common areas occupy the lower levels of Zurich House, with office space from levels 3 – 17. Each floor layout has a central services core and one or two tenancies. Each office tenancy has open plan areas and meeting rooms as part of a bespoke tenant fit-out. Activities that required further direct consultation with the tenants were the SFO recording of witness statements and NZX IPO listing events.

Rachel Purdy and Craig Fitzgerald met with Mary Harris and Carol Palmer from SFO on 7 April 2016.

The recording of witness statements is undertaken in a meeting room located in the centre of the building away from all façades. Furthermore, the activity is infrequent and uses mobile recording equipment that may be relocated to another site if required with advanced consultation.

Rachel Purdy and Craig Fitzgerald met with Moira Howson from NZX on 22 February 2016. A supplied floor plan showing the proposed office layout in the near future was used as the basis for discussions. It envisaged a high density occupation with a call centre on the south façade overlooking Customs Street West (south). Three meeting rooms and the boardroom will remain on the east façade overlooking Queen Street. Two additional small meeting rooms will be centrally located, away from all façades. The boardroom is (and will continue to be) used for up to 10 special events per year (e.g. IPO listing announcement or seminar) which are particularly noise sensitive.

Each event is generally 2 hours in duration, commencing at 11am or 5pm, and features a presentation to media or similar.

Façade Sound Insulation Performance The Zurich House façade is 6/15/10 curtain wall double glazing (6mm glass and 10mm glass, separated by a 15mm air cavity). This glazing system has a theoretical sound insulation performance of STC 36, controlled by the low frequency performance at about 160Hz. Assuming this performance of the façade glazing, the average noise level received in the general office areas and meeting rooms is predicted to be 29 – 36 decibels lower than the level predicted at 1m from the external façade (range reflects variation in noise sources and receiving rooms). A sound level difference of 30 decibels is a reasonable generic assumption. The predicted construction noise effects are summarised in the following table.

D5.2

Hotel Mercure Details

Pre Construction Consultation Dean Ingoe (Auckland Transport) and Craig Fitzgerald (Marshall Day Acoustics) met with Ian Shipman and Shane Edwards (Hotel Mercure) to discuss the Hotel Mercure BTC NoR submission on 9 November 2015. The matters discussed and the noise measurements undertaken in representative noise sensitive spaces were summarised in Marshall Day Acoustics letter Lt004 (12 November 2015), which was supplied to Hotel Mercure. The findings of that letter are summarised in this SSCNMP. Subsequent further concerns and questions from Shane Edwards (email 19 November 2015) were responded to by Dean Ingoe (email 30 November 2015).

The representative noise sensitive spaces identified were the level 1 conference room and hotel rooms 207 and 612. The following sub sections summarise Hotel Mercure operations, the measured faรงade sound insulation performance and the recommended consultation trigger levels.

Conference Rooms The conference rooms are flexible spaces that often accommodate a range of activities on a day to day basis. Activities may include didactic presentations (e.g. keynote speaker addressing a room of delegates), group meetings, trade shows or hospitality events (e.g. awards evening). The acoustic sensitivity varies markedly depending on the activity type, use of amplification systems and background noise level. For example, a low background noise environment (with less construction noise) would be preferred for unamplified formal presentation, while a lively background noise

environment (allowing more construction noise) would be acceptable for a social event or trade show.

The Hotel Mercure conference room is located in the northwest corner of level 1, with glazed façades facing both Queen Street and Galway Street. The glazing is estimated to be monolithic glass at least 10mm thick, with a theoretical sound insulation performance of STC 35.

Based on site measurements, the average noise level received in the conference is predicted to be 30 decibels lower than the level predicted at 1m from the external façade. The predicted construction noise effects are summarised in the following table. The overlapping zones reflect the range of potential acoustically sensitive conference room activities.

Hotel Rooms The Hotel Mercure is progressively refurbishing all hotel rooms, with a completion date of November 2016. All hotel rooms are fully air conditioned for thermal comfort. It is understood works include replacement of the existing secondary glazing system (estimated to be 6/100/6.38) with 8.5mm hush glass (or similar). Both glazing systems are predicted to provide a theoretical sound insulation performance of at least STC 35.

Based on site measurements, the average noise level received in the hotel rooms is predicted to be 30 decibels lower than the level predicted at 1m from the external façade. The predicted construction noise effects are summarised in the following table.

This section also doesn’t include any reference to the restriction in condition 28.3(d) which imposes a restriction on the use of sheet piling and vibratory rolling unless it can be demonstrated that any material damage to the CPO will be avoided – it should include this qualification.

The equipment is generically referred to as a ‘rock breaker’, however it will be used to break concrete. Therefore, the activity of interest is concrete breaking. There is no rock to break on this site. Reference to the relevant activity (concrete breaking) is considered to be more useful and clear to the contractors on site. The remaining reference to rock breaking in Section 7.3 has also been updated to concrete breaking for consistency.

The requirements of BTC condition 28.3 (d) are best addressed in Section 7.3. Bullet point two has been expanded to make this explicit.

Section 7.5.1 - These are the measures to be implemented where measured construction noise exceeds the project standards.

None of the measures involve stopping work until the noise is back in compliance. This contrasts with the approach to construction vibration exceedances and the approaches in other DWPs such as air quality where work is stopped until compliance is able to be achieved. Why is construction noise treated differently?

The consequence of a noise exceedance is not as significant as it could be for vibration, which has potential for material damage to the building and safety concerns for its occupants.

Construction noise levels are inherently variable and brief exceedances are common for construction projects being undertaken in urban areas. The primary amenity effect is annoyance, which is highly subjective and dependent upon the receiving environment. An exceedance does not always translate into an effect, and therefore, immediate cessation would be an onerous unilateral requirement.

The real time web monitoring to be implemented during the Project (outlined in Section 7.1 of this DWP) will ensure that any exceedance is identified quickly, an investigation undertaken to ensure BPO is applied and a SSCNMP prepared if required.

This approach is commensurate with the potential effects.

It is also noted that Section 6.2 may require the cessation of works in response to a sleep disturbance complaint.

Many of the matters discussed were high level and largely inconsequential, typically related to improving cross referencing or clarifying responsibility, with a view to improving specificity. Appendix D

For receivers that are also subject to noise and vibration effects from work in the other contract area (e.g. Zurich House?) there should be at a minimum acknowledgement of that situation and ideally linking of SSCNVMPs prepared under each contract. While for the contractors and their consultants it is simplest to compartmentalise different works, for the receivers they will be affected by the combined noise and vibration exposure.

It is acknowledged that other construction works will be occurring in proximity of the CRL Contract 1 works and that monitoring and management measures will be needed to ensure that the responsible party addresses the effect. This situation is most likely for sensitive receivers in Zurich House and HSBC House in relation to the Precinct Properties redevelopment of the Downtown Shopping Centre.

Appendix D

The designation conditions 37.5(d) and 38.5(d) require the peer review to look at specific measures being adopted or not. Currently these measures are only included as indicative examples. While it is understood there currently is not enough information for this detail to be provided for all construction activities, perhaps further work can be done on activities expected in the first few months so that measures specifically relating to those can be reviewed, demonstrating that the overall system has been reviewed.

It is acknowledged that the indicative examples included in the SSCNVMPs are only placeholders to demonstrate the proposed framework of the plans.

These will be updated in the future once the construction methodology is known/confirmed.
