Further CRL Works at Britomart

Further CRL Works at Britomart Various construction works are still required in the CRL tunnels (Wyndham Street to CPO building) and at Britomart Station. This presentation provides an overview of the following works:
• Proposed use of the Temporary Station Accommodation (TSA) building and surrounding Station Plaza area for ongoing CRL construction support.
• Reconfiguration of Britomart Station platform layout. • Reconfiguration of the track layout at the eastern end of Britomart Station.

Use of TSA Building and Station Plaza for Construction Support CRLL is seeking to retain the TSA building, so that the Link Alliance can use the building and surrounding Station Plaza area as a construction support facility for both:
• Fit out of the recently constructed CRL tunnels to the west (Wyndham Street to CPO building); and
• Various works required within Britomart Station to accommodate CRL (over and above the ‘Contract 1’ works).

Use of TSA Building and Station Plaza for Construction Support Proposed construction support activities within the TSA building and surrounding Station Plaza area include: • Site office and worker accommodation within the TSA building. • Access for workers, and minor deliveries of equipment and materials, via the ‘Glasshouse’. • Establishing and operating ventilation equipment in the Station Plaza area (to provide ventilation for workers in the tunnels). • Receiving and pumping concrete into the adjoining CRL tunnels (to construct the railway track bed) from the Station Plaza area in Tyler Street.

Use of TSA Building and Station Plaza for Construction Support • Predominant activities, through to at least March 2023, would be worker accommodation/site access and minor deliveries of equipment and materials. Major deliveries (e.g. sections of railway track) would be undertaken by rail from Quay Park. • Storage of materials and equipment (within the TSA building) would initially be to support building works within Britomart Station (e.g., concrete blocks, steelwork), and thereafter mostly comprise electrical/rail systems related equipment. • Tunnel concrete delivery would probably occur in three separate stages – with an overall duration of 45 days.

Use of TSA Building and Station Plaza for Construction Support CRLL Britomart Transport Centre (BTC) Designation

BTC designation does not provide for Station Plaza to be used as a site to facilitate construction works in the adjoining CRL Designation 1 area (i.e. works in the Wyndham Street to CPO tunnels).

BTC designation Condition 3.2 specifies that “The Station Plaza Accommodation shall be removed within one year of completion of the Project works” (i.e. the Contract 1 works).
CRLL needs to alter the BTC designation to be able to retain the TSA building, and use the building and surrounding area as construction support for work in the tunnels.

Use of TSA Building and Station Plaza for Construction Support Proposed Alteration of CRLL BTC Designation •
CRLL is finalising an assessment of environmental effects for the proposed construction support activities.
•
In assessing changes to effects on the environment, particularly relevant effects include transport, access and parking disruption, and noise (e.g. operation of the ventilation fans at each end of the Glasshouse).
•
Auckland Transport is especially concerned with any adverse effects on Britomart Station operations/public transport patronage.
•
CRLL is intending to alter the BTC designation using a process that involves direct referral to the Environment Court. This will be a publicly notified process. Amongst other things, direct referral provides for Court assisted mediation.
Surrounding stakeholders will want a level of certainty regarding: • The types of construction support activity to be undertaken, and the timing and duration of those activities. • The level of environmental effects resulting from the construction support activities, and how those effects would be adequately managed (e.g. implementation of environmental management plans).

Reconfiguration of Track Layout at Eastern End of Station The works will be undertaken in three overall phases: •
Phase A – Site establishment and relocation of underground network utilities.
•
Phase B – Excavation to expose tunnel roof beams and undertake strengthening works (reinstatement following strengthening works). Some tunnel works will also commence during Phase B.
•
Phase C – Tunnel works and final surface reinstatement.
