MY: Britomart / CPO Building Update - Reopened 6th April, new gate lines installed, and all retailers have now moved in and the retail outlets are now full - Britomart access updated – new access via front of building onto Te Komititanga (lower Queens Street). Previous ingress/egress was out to the sides of the building and via the temporary station - Ongoing works at Britomart include bluestone pavers going on walls inside the B2 level

MY: Urban Realm Update - Outside Queen St Te Komititanga is now mostly complete, save for some minor finishing touches - Scaffolding project on the outside of CPO Building is a separate Auckland Transport contract improving the façade of the building (including cleaning the exterior and replacing windows)

Scaffolding will occur on front and roof first and eventually extend down Tyler St and Galway Sts Question (Q): Who is in charge of that? MY: Auckland Transport Q: What is the timeframe? MY: Approx. one year to complete the whole building Q: Could they have completed this at the same time as the digging/CRL works? MY: This was considered, unfortunately this wasn’t deemed possible due to the space constraints of tunnel works.

Q: Inquiry about Te Komititanga management/cleaning plan. MY: Nothing received from Auckland Council and Auckland Transport (the owner operators) – action taken to procure this document.

MY: Tyler St and Galway St Update

Completed work extends on Tyler St and Galway St Galway and Tyler St sections to Commerce St have been deferred and handed back to Auckland Council for completion at a later date, probably in conjunction with the adjacent developments, though not sure on particulars.

Q: Was descoping T&G streets always planned? MY: This original scope was under this contract, but with changes we couldn’t have targeted it fully, so the decision was made to defer to Auckland Council.

MY: Galway St is open to pedestrians. Tyler St has had restricted access while scaffolding went up on #148 Quay St, but Tyler St will be re-opened to pedestrians before the end of May. C1 is now finished on Tyler, and construction activity continuing belongs to works surrounding 148 Quay Street.

Q: What is the time frame for this works? RJ: Galway St works are expected to finish midway through next year and I will elaborate shortly on Tyler St future works and timeline in my presentation.

Reconfiguration of Britomart Station platform layout.

Reconfiguration of the track layout at the eastern end of Britomart Station

To facilitate the fit-out of the recently constructed CRL tunnels to the west (Wyndham Street to CPO building); and Various works required within Britomart Station to accommodate CRL (over and above the ‘Contract 1’ works).

RJ: Proposed construction support activities include: - Site office and worker accommodation within the TSA building.

- Access for workers, and minor deliveries of equipment and materials, via the ‘Glasshouse’.

- Establishing and operating ventilation equipment in the Station Plaza area (to provide ventilation for workers in the tunnels).

- Receiving and pumping concrete into the adjoining CRL tunnels (to construct the railway track bed) from the Station Plaza area in Tyler Street.

Predominant activities, through to at least March 2023, would be worker accommodation/site access and minor deliveries of equipment and materials.

- Major deliveries (e.g., sections of railway track) would be undertaken by rail from Quay Park.

- Storage of materials and equipment (within the TSA building) would initially be to support building works within Britomart Station (e.g., concrete blocks, steelwork), and thereafter mostly comprise electrical/rail systems related equipment.

- Tunnel concrete delivery would probably occur in three separate stages – with an overall duration of 45 days.

Q: Will there be traffic management for trucks coming in and out? – RJ confirms.

Q: Only during the day (delivery of concrete via truck)? – RJ: Finding solution to avoid night-time deliveries.

RJ: CRL Britomart Transport Centre (BTC) designation - BTC designation does not provide for Station Plaza to be used as a site to facilitate construction works in the tunnels to the west (Wyndham Street to CPO building).

- BTC designation Condition 3.2 specifies that “The Station Plaza Accommodation shall be removed within one year of completion of the Project works” (i.e. the Contract 1 works).

- CRLL needs to alter the BTC designation to be able to retain the TSA building, and use the building and surrounding area as construction support for work in the tunnels.

RJ: Proposed alteration of CRLL BTC designation - Finalising an assessment of environmental effects for the proposed construction support activities.

- Assessing changes to effects on the environment, particularly relevant effects include transport, access and parking disruption, and noise (e.g., operation of the ventilation fans at each end of the Glasshouse).

- Auckland Transport is concerned with any adverse effects on Britomart Station operations/public transport patronage.

- CRLL is intending to alter the BTC designation using a process that involves direct referral to the Environment Court. This will be a publicly notified process. Amongst other things, direct referral provides for Court assisted mediation.

Surrounding stakeholders will want a level of certainty regarding: The types of construction support activity to be undertaken, and the timing and duration of those activities.

The level of environmental effects resulting from the construction support activities, and how those effects would be adequately managed (e.g. implementation of environmental management plans).

Q: Why have these ongoing works only popped up at this late stage? RJ: The need for additional works at Britomart had always been identified, but only more recently have CRLL and the Link Alliance firmed up on the design and construction methodology for the works (RJ explained who the ‘Link Alliance’ is).

Q: Time frame for the redesignation? RJ: Redesignation process to be hopefully complete by November.

Q: What are the realistic impacts of the redesignation? RJ: Potential for transport, access and parking disruption, and noise associated with the Britomart works. Public pedestrian access will be maintained.

MHC: How quickly will people have access to a suite of impacts of the redesignation? RJ: Will be publicly notified through council, emails, notice in the paper, communications directly.

Q: Why was Tyler Street chosen over Galway Street in terms of construction support activity (e.g., deliveries)? RJ: Because the Tyler Street side of Station Plaza already has a concrete delivery line in place (from the Contract 1 works) and there is sufficient area for staging of deliveries etc..

Q: How noisy are the ventilation shafts? RJ: Noisy, if not insulated/mitigated. Q: Will have to be better than what it’s been in the past RJ: Concern is noted and the Link Alliance is designing appropriate noise attenuation for the fans.

Q: What if this gets pushed out again, e.g. for concrete deliveries? RJ: There will be works until mid-2023.

Q: Noise mats only work on ground level, not above where our apartments are. RJ: Noise mats work by obstructing noise in line of sight, so it is important noisy activity predominantly takes place during hours that will least disrupt neighbours.

Q: Will ventilation fans only operate during the day? RJ: There could be some night works in the tunnels, and if the fans are required to be in operation at night-time then adequate noise attenuation will be in place around the fans. Noise is one of the key issues to be addressed as part of the alteration to designation.

RJ: Explained that there are currently five terminating platforms within Britomart Station. To accommodate CRL, this will be reduced to a total of four platforms. The two ‘outer’ platforms (Platform 1 on the northern side and what will become Platform4 on the southern side) will be the platforms for trains passing through Britomart station in both directions. The two middle platforms (Platforms 2 and 3) will be terminating platforms, also used to stable trains in the event of breakdowns.

RJ: Reconfiguration of Track Layout at eastern end of Britomart Station (to allow trains to enter the station at higher speed) - Top down excavation within Britomart Place to strengthen roof of underlying railway tunnel – street level works; - This enables part of the underlying supporting wall in the tunnel to be relocated; and - This in turn creates sufficient space to move the tracks.

RJ: Three phases of work for reconfiguration of track layout: - Phase A – Site establishment and relocation of underground network utilities.

- Phase B – Excavation to expose tunnel roof beams and undertake strengthening works (reinstatement following strengthening works). Some tunnel works will also commence during Phase B. - Phase C – Tunnel works and final surface reinstatement.

Q: More thought should go into pumping in concrete from Albert St. RJ: This is being actively explored by the Link alliance for at least part of the concrete delivery.

Q: Are there dimmers on the lights inside Britomart main station inside building? Would like to have the lights dimmed. RJ: Handed over operational side of things to Auckland Transport, we can ask them about that.
