1 INTRODUCTION The purpose of this Addendum to the City Rail Link (CRL) Enabling Works Contract 2 (C2) Erosion 1 and Sediment Control Plan (ESCP) is to ensure that activities associated with the CRL C2 Public 2 Realm Reinstatement (PRR) works meet the requirements of the resource consent conditions set out in Section 1.2 of the CRL C2 ESCP. The specific purpose of this Addendum is to deal with potential sediment laden discharges associated with the PPR phase of the construction works that were not covered in the CRL C2 ESCP. The PPR works are being carried out in parts of Albert Street covered in the CRL C2 ESCP but also in Lower Albert Street (refer Figure 2.1) which was not covered by the CRL C2 ESCP. Where the discharges from a specific activity are already covered in the CRL C2 ESCP, reference is made to the appropriate section.
2 PROJECT DESCRIPTION This section presents a summary of the PRR works to provide context to this ESCP Addendum. A detailed description of the PRR works is provided in the CRL C2 Construction Environment Management Plan (CEMP) – PRR Addendum (CRL-PAT-RME-AT-RPT-033021).
2.1
Construction Methodology Overview
The PRR works include the re-instatement of the road carriageway and footpaths, urban design enhancements, and landscaping. The area for reinstatement expands beyond the works area for the cut and cover trenched section, reflecting a logical transition between the reinstated works area and surrounding public realm. Figure 2-1 provides an overview of the PRR works area. The works will be undertaken using standard methods, including using jackhammers and backhoes to remove old pavements, and rollers and compactors to prepare the base course/bedding for new paving. Pavers and curb stones will be cut as required using appropriate equipment. New road pavement, footpaths and landscaping will then be instated. The PRR works for Lower Albert Street between Customs Street and Quay Street will be completed first, and will include the installation of new stormwater infrastructure within the road carriageway. Following the completion of the cut and cover trenched section of the CRL tunnel along Albert Street between Customs Street and Wyndham Street, Connectus will progress with the reinstatement of the public realm along and around the physical works area. Connectus anticipate that the completion of the cut and cover trenched section will be achieved progressively from south to north along Albert Street. Accordingly, as the tunnel is progressively completed Connectus will undertake the PRR works in a staged manner along the works area, readying Albert Street and surrounding works areas for public access once again.

Key Activities
A summary of what works are to be undertaken during PRR are listed below. Reinstatement works:

Storage of construction materials such as steel reinforcing cages, pre-cast concrete elements, geotextiles, formwork (timber and steel), bagged cement, paving materials Storage of environmentally hazardous substances Fuel storage for pumps, generators etc. Use and storage of diesel pumps and compressors Use and storage of concrete pumps Use and storage of mobile generators Localised refuelling of non-road registered construction vehicles Liquid waste storage and collection ( e.g. contaminated water, used chemicals, liquids and slurry from spill cleanup, “slops and slurry” skips from active work zones Solid waste storage and collection Washdown of equipment (excluding vehicles) Vehicle movements between active work zones and construction support areas. Stormwater/groundwater containment and/or treatment facility Concrete cutting / cutting of paving blocks Asphalt pavement construction
Catchment Boundaries
Due to the phasing required to meet traffic management objectives the active construction areas are discrete small areas of works (as defined in Table 2 and 3, and shown in Appendix B) which will be isolated from the surrounding catchments through barriers and clean water diversions. Figure 2-2 below shows the existing contours and catchpits within the overall PRR works area. General direction of flow is from Wyndham Street to Quay Street down Albert Street.

Geology
The Groundwater and Settlement Monitoring and Contingency Plan (GSMCP) PRR Addendum (CRLPAT-RME-AT-RPT-033014) details the anticipated groundwater and geology for the PRR works. The GSMCP PRR Addendum has been used for the purposes of informing this Addendum.
2.5
Construction Programme Overview
The PRR works will progressively follow the completion of the cut and cover trenched section of the CRL tunnel along Albert Street between Customs Street and Wyndham Street. As completion of the cut and cover trenched section of the CRL tunnel will occur south to north along Albert Street, so too will the PRR works. The exception to this is the Lower Albert Street works which will occur first to achieve parallel construction timeframes with the Commercial Bay development. Table 1 provides an overview of the construction staging as it relates to the PRR works. Staging is dependent on traffic phasing and so within the scope of the PRR different activities will be occurring at different times within the periods identified in Table 1 (dependent on traffic configurations).

3 GENREAL EROSION AND SEDIMENT CONTROL MEASURES 3.1
Key Principles and Approaches
There is no change to the identified Key Principles and Approaches in Section 3.1 of the CRL C2 ESCP. The dirty water treatment approach for the PRR works is comparable to the utilities phase (as specified in Table 4 of the CRL C2 ESCP) of works and therefore fits into the Level 1 category of controls. Specific sediment control measures for each works configuration are discussed in Section 4 of this ESCP Addendum.

4 SPECIFIC EROSION AND SEDIMENT CONTROL METHODS 4.1 4.1.1

The Lower Albert Street PRR works between Customs and Quay Street will be completed in three main phases to maintain traffic flow through the area and will take approximately 18 months to complete (refer Attachment A –Indicative staging plans). The Customs Street West to Wyndham Street section of PRR works will also be undertaken in phases in order to maintain traffic flow. The overall construction programme for this section of PRR works will commence in May 2019 and continue through to approximately December 2020 (20 months). Due to the phasing required for traffic management, the approximate area under construction during the construction period for each section of road will vary with estimates provided in Table 3. GENERAL SEDIMENT CONTROL METHODS
The following practices will be adhered to throughout the PRR works:

During any concrete or asphalt works (removal and reinstatement), a vacuum truck will be used to remove any contaminated run-off before it enters catchpits. Concrete trucks and pumps will not wash out on site. Equipment and tools will be washed in a designated wash area, well away from stormwater catchpits. Excavated material will be removed and loaded directly onto trucks for off-site disposal. Where short term storage (<24 hours) of excavated material is required, it will be stored away from overland flowpaths, kerb and channels and stormwater catchpits. All material removed from, or delivered to the Project site, shall be covered during transportation. Regular inspection of any sediment controls and secondary catchpit protection. Regular sweeping to collect sediment or dust and disposing of it so that it does not become airborne or enter the stormwater system. Before forecast heavy rainfall events, additional cleanwater diversion and catchpit protection devises may be installed.
STAGE BY STAGE CONTROL METHODS
The work is being sequenced to minimise disruption to traffic. This also means the risk of discharge of contaminants to surface water is reduced as the area will be progressively completed. As the active construction zones at any one time are relatively small and options for sediment control are limited by space, control and management of sediment will be primarily through the adoption of best practice site management. Prior to work beginning at the start of each phase and prior to the next phase of work beginning, the following process should be followed:

1) Identify overland flow-paths and receiving catchpits for the construction work area. 2) Clean water flow will either be maintained within existing kerb and channels or diverted towards kerb and channels outside the construction area by clean water diversion bunds placed upstream of the construction work areas. This is required to prevent runoff generated in adjacent catchments passing through the construction work area. 3) Where trenching work is undertaken for stormwater pipeline and or utility installation a cleanwater diversion will be placed up gradient to direct flow to the nearest kerb and channel outside of the construction area. 4) Dirty water from within a construction area is to be diverted to an open trench for collection and treatment. 5) Provide catchpit protection for catchpits immediately downstream of the construction areas, in accordance with Auckland Council Best Management Practice – Catchpit protection, July 2011. 6) Pump out catchpits if contamination is suspected and discharge runoff to an onsite water treatment plant or transport offsite for treatment at a licensed facility. 7) If dewatering of the stormwater/ utility trench is required this should be undertaken by a sucker truck and dirty water disposed off-site. 8) Daily inspection of any diversion bunds and catchpit protection is required and is to be documented. 9) Upon completion of works stage, diversion bunds are to be removed and downstream stormwater catchpit protection will be the last measures removed. Any residual sediment or contamination associated with site works is to be removed. All sediment control measures will be fully established within each construction area before physical works commence in that area. Removal of the sediment control devices and reinstatement of the surrounding ground on completion will also form part of the works. Sediment loading is anticipated to be low given the existing built environment, small surface area exposed, limited stockpiling and relatively short duration of each phase of the works. Therefore it is not considered necessary to provide Universal Soil Loss Equation (USLE) calculations as a measure of sediment yield from the utility works.
5 MONITORING AND MAINTENANCE Monitoring and maintenance requirements are detailed in Section 5 of the CRL C2 ESCP. Where an element listed in Table 12 applies to the PRR works, the inspection details should be followed. Environmental training requirements and complaint response procedure are detailed in section 5.2 and 5.3 of the CRL C2 ESCP respectively.

6 HEAVY RAINFALL RESPONSE AND CONTINGENCY MEASURES There is no change to the identified Heavy Rainfall Response And Contingency Measures in Section 6.0 of the CRL C2 ESCP.
7 CONCLUSION This addendum provides an appropriate sediment management approach to be applied during the PRR works. If the stage by stage control mechanisms are established prior to work beginning in each new construction area, inspected, maintained and modified as appropriate during the works; and the general sediment control methods adhered to, it is expected than minimal discharges of sediment will occur.
