1 INTRODUCTION This addendum to the City Rail Link (CRL) Enabling Works Contract 2 (C2) Construction 1 Environmental Management Plan (CEMP) provides an overarching framework for the management of construction effects associated with the CRL C2 Public Realm Reinstatement (PRR) works to meet the 2 requirements of the conditions (designation and resource consent ) set out in Section 1.2.5 of the CEMP. The addendum has been prepared to provide detail to the construction methodology and address the potential adverse effects associated with the PRR phase of the construction works that were not covered in the CRL C2 CEMP. Where necessary, this CEMP addendum details any further provisions which are required in relation to the PRR works and are not already provided in the CRL C2 CEMP. Where project details, procedures and protocols are already covered in the CRL C2 CEMP and are directly applicable to the PRR works, reference is made to the appropriate section of the CRL C2 CEMP.
1.1
PURPOSE OF THE CEMP
There is no change to the objectives of the CEMP and associated sub-plans as outlined in Section 1.1 of the CRL C2 CEMP.
1.2
CEMP STRUCTURE AND CONTEXT
There is no change to the structure and hierarchy of the CEMP and ‘sub-plans’ outlined in Section 1.2 of the CRL C2 CEMP. The CRL C2 CEMP continues to act as the overarching document and provides the framework for managing environmental effects during construction of the Project. Unless specifically stated, the CEMP addendum does not supersede the CRL C2 CEMP. The CEMP addendum is intended to be read in conjunction with CRL C2 CEMP to provide any additional details and protocols which are required specifically in relation to the PRR works which are not already provided in the CRL C2 CEMP. Likewise, the ‘sub-plans’ of the CRL C2 CEMP continue to provide the framework for the management of specific environmental effects during construction. Addendums have also been prepared for each of these sub-plans to provide any additional provisions which are required specifically in relation to the PRR works and the sub-plan addendums are intended to be read in conjunction with the respective CRL C2 sub-plans. Table 1-1 provides a catalogue of the existing parent documents and identifies the related PRR addendum(s) for each.

2 PROJECT DESCRIPTION The CRL C2 works involves the construction of the cut and cover section of the CRL alignment along Albert Street. The establishment works, cut and cover and back filling are detailed in the existing CRL C2 CEMP. The PRR works follow the backfilling of the cut and cover trench (which includes the reinstatement of services). The Project CEMP does not provide detail of the PRR works. Accordingly, the following sections of this addendum provide detail of the PRR works, broadening the scope of the CRL C2 CEMP to cover these works.
2.1
PUBLIC REALM REINSTATEMENT WORKS OVERVIEW
The PRR works include the construction of street drainage, pavement and footpath construction and landscaping works, within the Albert Street and Lower Albert Street road corridor between Quay Street and Wyndham Street (see Figure 2-1). The purpose of the PRR works is to reinstate the public road reserve which has been used to facilitate the CRL C2 enabling works, providing a revitalised urban layout following the completion of the CRL Project. The PRR works on Albert Street will progress following the completion of the cut and cover trenched section of the CRL tunnel which is anticipated to be generally completed progressively from south (Wyndham Street) to north (Customs Street) along Albert Street. Accordingly, as backfilling and subsurface reinstatement is progressively completed the PRR works will commence sequentially. The PRR works area also includes Lower Albert Street. The eastern side of Lower Albert Street has been used for construction laydown and support for the CRL C2 works as well as the Commercial Bay development. As these areas become available the PRR works will be progressed in a phased approach along Lower Albert Street which maintains sufficient vehicle traffic movements to maintain the public bus network. These works also include the installation of a new stormwater line which will service the reinstated public realm. Key elements of the PRR works include the removal of existing paving and surfaces, installation of stormwater connections, installation of tree pits and tree planting, construction of base course, laying of new road and footpath pavements, and landscaping works. These aspects of the PRR works are discussed in further detail in the subsequent sections. The end result of the PRR works is a consistent streetscape between Quay Street and Wyndham Street.

CONSTRUCTION METHODOLOGY
2.2.1
Works Summary
Generally, the Project works will consist of: 1.

2.2.2
Construction of New Stormwater Infrastructure
New stormwater catchpits and lines are being installed to capture stormwater runoff from the road and footpaths. The new stormwater infrastructure is within the road carriageway, and connects into the existing stormwater network. The stormwater construction works will be staged to construct the main drainage lines, manholes and connections first. Generally these works start from the downstream connection points and are laid ‘uphill’ to the head of the new drainage line. Once the main drainage lines are completed then the catchpits and leads will be constructed – with the works staged in accordance with the construction phasing drawings and associated traffic management (Appendix A and B). Plant used for the stormwater works includes excavators (10-20T), trucks for spoil disposal and importing backfill materials, concrete trucks, compaction equipment (plate compactors and/or small rollers), trench shields and hand tools. Due to the limited space available on the site, materials will be delivered to site as they are required for the construction works. 2.2.2.1
Construction of new Stormwater Line and Manhole (Lower Albert Street)
A new stormwater pipe will be installed in Lower Albert Street, servicing new catch pits located along Lower Albert Street. The pipeline will be a nominal 300mm diameter and traverse a length of approximately 100m with connections to catch pits branching out along the length of the alignment. The depth to invert of the pipeline will vary between 1.4-1.9m. The pipeline will be trenched requiring a <2m deep trench along a length of approximately 100m. The pipeline will connect at the northern end into a new 2.05m diameter stormwater manhole (SFMHA1). The depth to invert for the new manhole will be 2.9m requiring a <3m deep excavation to install. 2.2.3
Construction of Tree Pits
To facilitate the new street planting, tree pits are to be constructed along each side of Albert Street as part of the PRR works. Each tree pit consists of a matrix of stratacells filled with topsoil and enclosed in a rootbarrier. The tree pits have subsoil drainage that connects into the existing stormwater network. A total of 31 tree pits will be constructed, 10 of the 31 pits are to be constructed as ‘future’ tree pits only to provide additional bus stop areas in two locations along either side of Albert Street. These ‘future’ tree pits will be filled with engineered backfill only and may be planted as part of future configurations of Albert Street.

Many of the treepits are in close proximity to services and in some cases 25mm steel plates are to be installed to provide an additional root barrier between the tree pits and service trenches. During excavation, as utilities are approached, hydro excavation and pothole techniques will be used to expose them. Excavation around the utility will be undertaken, leaving enough material to support it temporarily. Where required, temporary supports will also be installed around the utilities. Tree pits will be excavated to depth using excavators (10-20T) with the excavation battered to provide a safe working zone. The excavations will be around 1.8-2.0m deep. As the construction of each tree pit progresses, the stratacell structure will be built up filled with topsoil internally, while the exterior will be progressively backfilled and compacted using cement stabilised hardfill. Plant used for the tree pit works includes excavators (10-20T), trucks for spoil disposal and importing backfill materials, compaction equipment (plate compactors and/or small rollers), trench shields and hand tools. Due to the limited space available on the site, materials will be delivered to site as they are required for the construction works. 2.2.4
Road Pavement
Once the substantial below ground works are completed in each area, the road pavement works will commence. Subsoil drains will be constructed along the edges of the road carriageway, followed by the kerb construction, then subgrade and basecourse layers. Testing will be undertaken on the subgrade and basecourse layers during construction to confirm the requirements of the civil specifications and drawings have been achieved. The basecourse material (cement treated basecourse) will be placed directly from trucks, and spread and compacted using excavators, graders and roller compactors. The road will be constructed in stages in accordance with the construction phasing drawings, providing the necessary live traffic lanes, vehicle access to properties and maintaining pedestrian and cycle access. Once the basecourse layers are complete, then the structural asphalt layers will be constructed. Specialist asphalt subcontractors will undertake these works using asphalt paving plant. The final 50mm layer of AC14 will not be placed until the final phase of the PRR works. This is to ensure no damage to the final layer and to provide a consistent finish with fewer visible joints. Linemarking works will be completed once the final asphalt layer has been placed. 2.2.5
Footpath Pavements
The footpath pavements will commence in an area once the utilities works, tree pits and kerbing have been completed. Footpath pavements generally consist of cement treated basecourse layer, reinforced concrete layer and decorative paving layer. The footpaths will be constructed in phases according to the construction phasing drawings, with pedestrian access (1.5m wide) and access to properties maintained. The pedestrian routes will generally be kept close to the building walls, but will be moved within the workzone to allow the works adjacent to the buildings to be completed. At all times the pedestrian access routes and live work zones will be separated by appropriate safety barriers (eg. hoardings). Testing will be undertaken on the subgrade and basecourse layers during construction to confirm the requirements of the civil specifications and drawings have been achieved. The basecourse material (cement treated basecourse) will be delivered to the worksite as required by trucks, and spread and compacted using small excavators (5-10T), and small roller or plate compactors. Concrete delivery for the structural concrete layer will be by truck, with concrete pumps

(Line or boom) used as required. The concrete layer will be constructed in segments to maintain pedestrian movements and suit the constraints of the site. A watering system shall be used to control dust from the placement of fill and bedding material as well as during compaction. Decorative paving works will involve cutting and placing stone pavers, and mixing and placing of Steintec bedding. A watering system shall be used to control dust from extraction and any cutting operations. A mobile acoustic enclosure shall be used where practicable for any paver cutting. Materials for these works will be kept on site (in limited quantities as required) and mixed and cut to fit in designated areas of the works zone. 2.2.6
Landscaping Works
Landscaping works consist of tree planting in the completed tree pits. This will be one of the final activities and will be completed from the adjacent traffic lane. Trees will be delivered by truck and planted by hand or using a Hiab crane. Surface tree grilles will be installed once trees have been planted. 2.2.7
Road Furniture
Road furniture includes street lighting and signage, traffic signals, seating, rubbish bins, bicycle racks and drinking fountains. Foundations and utilities supplies for these items will be completed during the previous stages of the works. The installation of road furniture will be one of the final activities undertaken in each area. Road furniture will generally be delivered to site and installed immediately. Installation will be carried out by specialist installers using hand tools, and Hiab crane for lifting larger items. Commissioning and testing of the electrical items (eg. street lights, traffic signals) will be carried out by specialist electricians in accordance with the specifications and local authority requirements.
2.3
CONSTRUCTION PROGRAMME OVERVIEW
The PRR works along Albert Street will progressively follow the completion of the cut and cover trenched section of the CRL tunnel along Albert Street between Customs Street and Wyndham Street. As completion of the cut and cover trenched section of the CRL tunnel will occur south to north along Albert Street, so too will the PRR works progressively occur south to north. As the works on Lower Albert Street are not directly restricted by the cut and cover works they will occur first to achieve parallel construction timeframes with the Commercial Bay Development. This shall be undertaken in a segmented approach which enables bus lanes along Lower Albert Street to be maintained throughout the duration of works. The approximate timing of the main construction phases is shown in Table 2-1.

HOURS OF OPERATION
Generally, there are no changes to the hours of operation outlined in Section 2.4 of the CRL C2 CEMP. However, to maintain pedestrian access to business and properties, night works may be required for the installation of pavers. Night works shall be limited to the placing of pre-cut pavers. Cutting of pavers shall be undertaken during daytime construction hours.
2.5
SITE LAYOUT AND MANAGEMENT
2.5.1
Site Layout
The project area is identified in Figure 2-1. Configuration schematics of the PRR works areas are provided in Appendix A and B. Construction materials and laydown areas shall be located within works areas identified within Appendix A and B and shall be shifted between works areas during each of the construction configurations. Key activities within the PRR works areas shall include:
Liquid waste and solid waste storage and collection (e.g. contaminated water, used chemicals, liquids and slurry from spill clean-up, “slops and slurry” skips) from active work zones
Asphalt pavement construction equipment
Fuel storage for pumps, generators etc.
Use and storage of diesel pumps and compressors
Use and storage of concrete pumps
Use and storage of mobile generators
Storage of construction materials such as steel reinforcing cages, pre-cast concrete elements, geotextiles, formwork (timber and steel), bagged cement, paving materials
Site offices and construction personnel amenities including portaloo or similar
Stormwater/groundwater containment and/or treatment facility
Vehicle movements between active work zones and construction support areas.
Ingress and egress to construction support areas shall be provided via north to south construction traffic movements for the Lower Albert Street works areas and from south to north for the Albert Street works areas. 2.5.2
Security, Safety and Public Viewing
There is no change to the protocols for managing security, safety and public viewing outlined in Section 2.5.2 of the CRL C2 CEMP. 2.5.3
Graffiti and Litter
There is no change to the protocols for managing graffiti and litter outlined in Section 2.5.3 of the CRL C2 CEMP. 2.5.4
Returning the Site to Public Use
The PRR works shall enable the return of Albert Street and Lower Albert Street to public use. This shall be staged in accordance with the staging and configuration schematics provided in Appendix A and B.

3.2
ENVIRONMENTAL RISK REGISTER
There is no change to the risk register framework outlined in Section 3.2 of the CRL C2 CEMP. It is noted that as the risk register is a ‘living document’ and shall continue to reviewed monthly as part of the Project Monthly Report and prior to the commencement of new construction activities it shall be updated to reflect the PRR works accordingly.
3.3
CUMULATIVE EFFECTS
There is no change to the existing approach, whereby Delivery Work Plans (DWP) are relied upon for identification, controls and monitoring to address cumulative effects. The PRR addendums shall also provide additional controls specific to the PRR works.
3.4
LEGISLATIVE AND OTHER REQUIREMENTS

4 IMPLEMENTATION AND OPERATION 4.1
ENVIRONMENTAL ROLES AND RESPONSIBILITIES
There is no change to the specific roles and responsibilities outlined in Section 4.1 of the CRL C2 CEMP. It is noted that the ‘Cut and Cover Tunnel Manager’ will not be required during the PRR works.
4.2
ENVIRONMENTAL TRAINING AND INDUCTION
There is no change to the existing training and induction processes identified within Section 4.2 in the CRL C2 CEMP.
4.3
OPERATING PROCEDURES
The CRL C2 DWPs and Management Plans (sub-plans of the CRL C2 CEMP) continue to detail the controls and measures for each of the environmental aspects of the Project, as specified in Section 4.3 of the CRL C2 CEMP. Furthermore, a suite of addendums have been prepared for these DWPs and Management Plans in relation to the PRR works, as specified in Table 1-1 of this CEMP addendum. The following sections identify the environmental aspects associated with the construction of the Project with any additional operational controls and mitigation measures specific to the PRR works identified with appropriate cross-reference to the PRR addendums. 4.3.1
Network Utilities
There is no change to the existing processes for consultation and co-coordination with Network Utility Operators as identified within Section 4.3.1 in the CRL C2 CEMP. It is noted that an addendum to the CRL C2 Communication and Consultation Plan (CCP) has been prepared to expand its scope to include the PRR works. However there are no new protocols identified within the CCP PRR addendum which alter the existing processes. 4.3.2
Lighting
There is no change to the existing processes for managing construction lighting as identified within Section 4.3.2 in the CRL C2 CEMP. 4.3.3
Building Condition Surveys
There is no change to the existing processes for building condition surveys as identified within Section 4.3.3 in the CRL C2 CEMP. 4.3.4
Traffic Management
There is no change to the general processes for managing construction traffic, property access and parking as identified within Section 4.3.4 in the CRL C2 CEMP.

The Traffic and Parking Delivery Work Plan (TAP DWP): Albert Street addendum and TAP DWP: Lower Albert Street addendum have been prepared to specify the methodology during the PRR works for Albert Street and Lower Albert Street, respectively. These addendums identify the transport configurations (including traffic layouts and movements, pedestrian access, property access and parking) for each of the construction configurations of the PRR works. 4.3.5
Social Impact and Business Disruption
There is no change to the general processes for managing social impacts and business disruption (SIBD) as identified within Section 4.3.5 in the CRL C2 CEMP. The Social Impact and Business Disruption Delivery Work Plan (SIBD DWP) PRR addendum has been prepared to expand the scope of the CRL C2 SIBD DWP. While this does not change the existing protocols for Albert Street, it provides additional consideration of the potentially affected businesses on Lower Albert Street and specifies additional controls where necessary. 4.3.6
Construction Noise and Vibration
There is no change to the general processes for managing construction noise and vibration as identified within Section 4.3.6 in the CRL C2 CEMP. The Site Specific Construction Noise and Vibration Management Plan (SSCNVMP): PRR has been prepared to expand the scope of the CRL C2 Construction Noise and Vibration Delivery Work Plan (CNV DWP) and provides specific procedures for the PRR works where necessary. 4.3.7
Historic Character
There is no change to the existing processes for managing potential adverse effects on built heritage and archaeology as identified within Section 4.3.7 in the CRL C2 CEMP. It is noted that the Historic Character Delivery Work Plan (HC DWP) PRR addendum has been prepared to expand the scope of the CRL C2 HC DWP to include the PRR works. However there are no new protocols identified within the HC DWP PRR Addendum which alter the existing protocols. 4.3.8
Contaminated Land
There is no change to the existing processes for soil management and contingency measures as identified within Section 4.3.8 in the CRL C2 CEMP. It is noted that the Contamination Delivery Work Plan (CDWP) PRR addendum has been prepared to expand the scope of the CRL C2 C DWP to include the PRR works. However there are no new protocols identified within the CDWP PRR addendum which alter the existing protocols. 4.3.9
Air Quality
There is no change to the general processes for managing dust and odour nuisance as identified within Section 4.3.9 in the CRL C2 CEMP. The Air Quality Delivery Work Plan (AQ DWP) PRR addendum has been prepared to expand the scope of the CRL C2 AQ DWP and provides specific procedures for the PRR works where necessary.

4.3.10 Erosion and Sediment Control There is no change to the general processes for managing erosion and sediment generation as identified within Section 4.3.10 in the CRL C2 CEMP. The Erosion and Sediment Control Plan (ESCP) PRR addendum has been prepared to specify the specify the methodology during the PRR works. While this does not change the general approach, the ESCP PRR addendum identifies the general protocols and procedures for managing erosion and sediment control during each of the construction configurations of the PRR works. 4.3.11 Groundwater Drawdown There is no change to the existing processes for managing potential adverse effects groundwater drawdown as identified within Section 4.3.11 in the CRL C2 CEMP. It is noted that the Groundwater and Settlement Monitoring and Contingency Plan (GSMCP) PRR addendum has been prepared to expand the scope of the CRL C2 GSMCP to include the PRR works. However there are no new protocols identified within the GSMCP PRR Addendum which alter the existing protocols. 4.3.12 Settlement There is no change to the existing processes for managing potential adverse effects of settlement as identified within Section 4.3.12 in the CRL C2 CEMP. It is noted that the GSMCP PRR addendum has been prepared to expand the scope of the CRL C2 GSMCP to include the PRR works. However there are no new protocols identified within the GSMCP PRR addendum which alter the existing protocols. 4.3.13 Industrial and Trade Activities There is no change to the existing processes for managing potential adverse effects on stormwater as identified within Section 4.3.13 in the CRL C2 CEMP. It is noted that the Industrial and Trade Activity Environmental Management Plan (ITA EMP) PRR addendum has been prepared to expand the scope of the CRL C2 ITA EMP to include the PRR works. However there are no new protocols identified within the ITA EMP PRR addendum which alter the existing protocols. 4.3.14 Trees and Vegetation There is no change to the existing processes for managing potential adverse effects on trees and vegetation (TV) as identified within Section 4.3.14 in the CRL C2 CEMP. It is noted that the Trees and Vegetation Delivery Work Plan (TV DWP) PRR addendum has been prepared to expand the scope of the CRL C2 GSMCP to include the PRR works. However there are no new protocols identified within the TV DWP PRR addendum which alter the existing protocols. 4.3.15 Bluestone Wall There are no PRR works within close proximity to the Bluestone Wall. Accordingly, there is no change to the existing processes for managing works in relation to the Bluestone Wall as specified within Section 4.3.15 in the CRL C2 CEMP. 4.3.16 Urban Design An Urban Design Delivery Work Plan (UD DWP) has been prepared for the PRR works (CRL-PATRME-000-RPT-0091).

The UD DWP is required to ensure that the areas within the designation footprint used during the construction are restored and permanent works associated with the CRL are developed in accordance with urban design principles. Given that the CRL permanent works associated with the C2 works are the underground railway tunnels, the UD DWP is solely concerned with how Albert Street and Lower Albert Street are to be restored upon completion of the cut and cover trench, including the materiality and finishing of the reinstated surfaces. 4.3.17 Public Art The PRR works do not directly affect public art. Accordingly, as stated in Section 4.3.17 of the CRL C2 CEMP, a Public Art Delivery Work Plan is not required for these Project construction works. 4.3.18 Hazardous Substances There is no change to the existing processes for managing hazardous substances as identified within Section 4.3.18 in the CRL C2 CEMP. 4.3.19 Emergency and Incident Response There is no change to the existing processes for emergency and incident response as identified within Section 4.3.19 in the CRL C2 CEMP. 4.3.20 Incident Response There is no change to the existing processes for incident response as identified within Section 4.3.20 in the CRL C2 CEMP. 4.3.21 Recording and reporting of Incidents There is no change to the incident recording and reporting procedure identified within Section 4.3.21 in the CRL C2 CEMP. 4.3.22 Notification Procedure There is no change to the incident notification procedure identified within Section 4.3.22 in the CRL C2 CEMP.
4.4
COMMUNICATION AND INTERFACE WITH STAKEHOLDERS
There is no change to the existing processes identified within Section 4.4 in the CRL C2 CEMP. The CCP PRR addendum extends the scope of the CRL C2 CCP to address the PRR works.
5 MONITOR AND REVIEW There are no changes to the procedures for monitoring and review as identified within Section 5.0 in the CRL C2 CEMP.
