1 INTORDUCTION 1.1

GENERAL

The City Rail Link (CRL) project comprises the construction, operation and maintenance of a 3.4 km underground passenger railway, running between Britomart Station and the North Auckland Rail Line in the vicinity of Mt Eden station. The CRL ‘Enabling Works Contract 2’ (C2) involves the construction of twin rail tunnels within the Albert Street road corridor from Customs Street West to Wyndham Street. The tunnels are being constructed using a staged ‘Cut and Cover’ trenched methodology.

The existing CRL C2 Transport, Access and Parking Delivery Work Plan (TAP DWP) (CRL-PAT-ENVCON_PLN-000898) addresses the Cut and Cover trenched section of the CRL C2 works. Following the completion of the cut and cover trenched section the Public Realm Reinstatement (PRR) works will progress along and around the CRL C2 physical works area. While the PRR works form part of the CRL C2 package of works, provision for the PRR works is not specifically provided within the current CRL C2 TAP DWP.

1.2

PURPOSE OF THIS ADDENDUM

The PRR works area includes Albert Street between Wyndham Street and Customs Street (see Figure 1). This document constitutes an Addendum to the CRL C2 TAP DWP to address the transport, access and parking requirements associated with the PRR works along Albert Street (between Wyndham Street and Customs Street) in accordance with the requirements of the resource consent 1 and designation conditions set out in Section 1.4 of the CRL C2 TAP DWP. A separate addendum has been prepared to address the transport, access and parking requirements associated with the PRR works along Lower Albert Street between Customs Street and Quay Street (see CRL-PAT-RMEAT-RPT-033019).

As well as assessing the impacts of the proposed construction methodology and mitigation of effects, this Addendum sets the framework for the subsequent development of the detailed Traffic Management Plans (TMP) for the reinstatement of LAS PRR works; and the subsequent Corridor Access Requests (CAR).

This TAP DWP Addendum has been prepared by AECOM New Zealand Limited (AECOM) and forms part of the Construction Environmental Management Plan (CEMP) for CRL C2. This Addendum highlights specific measures required for the PRR stage of works along Albert Street (between Wyndham Street and Customs Street) and should be read in conjunction with the CRL C2 TAP DWP document.

ASSUMPTIONS AND LIMITATIONS

The document has been prepared assuming that the construction methodology (staging and timing) represents an indicative representation of the PRR works on Albert StreetAs a consequence, the specified construction period, timing, and arrangement of pedestrians and property access assumed in this document are indicative and may change as part of the refinement of the construction methodology. However the minimum standards specified in this document (as required by the designation conditions) shall be maintained and the high level traffic impacts presented in the document are a reasonable representation of the effects as the PRR works Albert Street.

DESIGNATION CONDITION ON EXISTING DESIGNATED CORRIDOR

Table 1 identifies the CRL designation and resource consent conditions that specify what is to be addressed by the TAP DWP. Where this Addendum outlines measures and procedures to satisfy these conditions which are additional to those specified in the CRL C2 TAP DWP, the specific sections of this Addendum are noted in Table 1. Where there is no change to the measures and procedures outline in the CRL C2 TAP DWP this is noted in Table 1 with ‘No Change’ (N/C).

A Transport, Access and Parking DWP shall be prepared to manage the adverse effects of construction of the City Rail Link, or any part of it, on the transport network.

25.2

The objective of the Transport, Access and Parking DWP is to so far as is reasonably practicable, avoid, remedy or mitigate the adverse effects of construction on transport, parking and property access. This is to be achieved by:

(c) Providing on-going vehicle access to private property to the greatest extent possible.

To achieve the above objective, the following shall be included in the Transport, Access and Parking DWP: (a) The road routes which are to be used by construction related vehicles, particularly trucks to transport construction related materials, equipment, spoil, including how the use of these routes by these vehicles will be managed to mitigate congestion, and to the greatest extent possible, avoid adverse effects on residential zoned land and education facilities;

(b) Transport route options for the movement of construction vehicles carrying spoil, bulk construction materials or machinery shall be identified and details provided as to why these routes are considered appropriate routes. In determining appropriate routes, construction vehicles carrying spoil, bulk construction materials or machinery shall as far as practicably possible only use roads that:

in advance of the vehicle movements occurring;

(ii) Restricting vehicle movements on Monday to Friday to between 9.30am and 4pm, and on Saturday to between 9am and 2pm. (e) Proposed temporary road lane reductions and / or closures, alternative routes and temporary detours, including how these have been selected and will be managed to mitigate congestion as far as practicably possible and how advance notice will be provided;

(f) How disruption to the use of private property will be mitigated through: (i) Ensuring pedestrian and cycle access to private property is retained at all times; (ii) Providing vehicle access to private property as far as practicably possible at all times, except for temporary closures where landowners and occupiers have been communicated and consulted with in reasonable advance of the closure; and (iii) How the loss of any private car parking will be mitigated through alternative car parking arrangements. (g) Where an affected party unexpectedly finds their vehicle blocked in as a result of a temporary closure, the Requiring Authority shall (within reasonable limits) offer alternative transport such as a taxi, rental car, or other alternative.

Note: For the purposes of designation Conditions 25, 27, 28, 29 and 30 “temporary closure” is defined as the following: (i) In place for less than six hours, the Requiring Authority shall communicate and consult on the closure at least 24 hours in advance, but is not required to offer or provide alternative parking arrangements, though it may choose to offer this on a case by case basis in consultation with the affected party; and (ii) In place for between six and 72 hours, the Requiring Authority shall communicate and consult on the closure at least 72 hours in advance, and will offer and provide where agreed with the affected party alternative parking arrangements. The alternative parking arrangement should be as close to the site affected as is reasonably practicable. (h) How disruption to use of the road network will be mitigated for emergency services, public transport, bus users, taxi operators, freight and other related vehicles, pedestrians and cyclists through: (i) Prioritising, as far as practicably possible, pedestrian and public transport at intersections where construction works are occurring;

(ii) Relocating bus stops and taxi stands to locations which, as far as practicably possible, minimise disruption; and

(i) Cross references to the specific sections in the Communication and Consultation Plan that detail how emergency services, landowners, occupiers, public transport users, bus and taxi operators, and the general public are to be consulted with in relation to the management of the adverse effects on the transport network.

4.5

(j) The alternative (to road) transport options that are available (including the option of rail use at the main construction site adjacent the North Auckland Rail Line) and that have been considered and assessed for the transportation of spoil.

This will include as applicable: (i) Benefits that could be provided by alternative options;

Monitoring of Transport Network Congestion 26.1

To achieve the objective of Condition 25.2(a), the Requiring Authority will undertake monitoring of the transport network and implement additional mitigation measures as required to manage congestion to achieve the best practicable option.

26.2

The purpose of the monitoring is to monitor congestion on the transport network by measuring average delays for traffic travelling along specified routes. The evaluation times will be:

The Requiring Authority shall carry out continuous monitoring for the duration that construction of the City Rail Link is occurring. The intention is that this monitoring is to be continuous, although it is acknowledged that there may be occasional malfunctions.

If a congestion incident occurs (such as an accident), the monitoring during the affected period will be considered unrepresentative.

Monitoring shall commence six months prior to construction of the City Rail Link to establish a baseline of existing transport congestion.

(b) Or if the travel times are more than three minutes or 30% greater than the forecast modelled increases along that route (according to the most recent traffic model test of that scenario, undertaken prior to the start of construction. The modelled time is to be based on the Auckland City Centre SATURN traffic model or a different traffic model approved by the Requiring Authority).

(c) The 30% above shall only apply for an increase predicted to be over four minutes.

If the travel times exceed the above criteria on any one of the specified routes, then additional mitigation shall be implemented by the Requiring Authority in its role as the Road Controlling Authority (under its statutory obligation). The additional mitigation could include but is not limited to advertising alternative routes, removing on street car parking or implementing operational measures, such as lane reconfigurations or signal phasing, to increase capacity on the surrounding network where reasonably possible at that time.

The purpose of additional mitigation measures is to mitigate the increases in traffic delays, reducing these to below the levels identified in Condition 26.6 as far as is reasonably achievable.

(a) A vehicle access lane at least 3m wide shall be provided along the eastern side of Albert Street between Customs Street and Victoria Street to provide access to properties (except that while the Albert Street/Victoria Street intersection is closed, this access lane is only to be provided between Customs Street and Durham Street);

PROJECT DESCRIPTION

2.1

CONSTRUCTION OVERVIEW

The PRR works include the construction of street drainage, pavement and footpath construction and landscaping works, within the Albert Street road corridor between Wyndham Street and Customs Street (see Figure 2-1). The purpose of the PRR works is to reinstate the public road reserve which has been used to facilitate the CRL C2 enabling works, providing a revitalised urban layout following the completion of the CRL Project.

The PRR works on Albert Street shall occur between Wyndham Street and Customs Street. Key elements of the PRR works include the removal of existing paving and surfaces, installation of transport infrastructure (bus facilities and traffic signage), installation of stormwater connections, installation of tree pits and tree planting, construction of base course, laying of new road and footpath pavements, and landscaping works. These aspects of the PRR works are discussed in further detail in CEMP PRR Addendum.

The PRR works shall progress in a staged manner from south to north along Albert street. This reflects the staged progressions of backfilling of the trench which will occur immediately prior to the PRR works. As part of the backfilling and trench reinstatement process, the trench structures (i.e. the struts, traffic decks, barriers and hoardings) will be removed within a single, unified work site area (rather than in four narrow work areas). This will allow the struts (propping the pile walls and supporting the traffic decks) to be more easily removed at the same time. The PRR works on Albert Street will commence concurrently with the removal of the struts, and traffic decks. The PRR work includes: 

New stormwater catchpits and lines shall be installed to capture stormwater runoff from the road and footpaths. The new stormwater infrastructure is within the road carriageway, and connects into the existing stormwater network.



New tree pits shall be constructed along the corridor. Each tree pit shall consist of a matrix of strata cells filled with topsoil and enclosed in a root barrier. The tree pits have subsoil drainage that connects into the existing stormwater network.



Construction of new road pavement, including new kerb lines tying in with the new stormwater catchpits and subsoil drains will be constructed along the edges of the road carriageway, followed by kerb construction, then pavement subgrade and basecourse layers.



Footpath construction will commence following the completion of utilities works, tree pits and kerbing have been completed. Footpaths generally consist of cement treated basecourse layer, reinforced concrete layer, and paving layer.



Landscaping works include tree planting in the complete tree pits.



Installation of road furniture including lighting, signage, traffic signals, seating, rubbish bins, bicycle racks and drinking fountains.

Note: For the avoidance of doubt, this document is specific to the PRR works along Albert Street between Wyndham Street and Customs Street. The backfilling and trench reinstatement process is addressed within the CRL C2 CEMP. A separate Addendum has been prepared for the PRR works along Lower Albert Street (between Customs Street and Quay Street) (CRL-PAT-RME-AT-RPT033019). Any works outside the CRL designation are not specifically considered within this DWP. Where required separate approvals are being sought concurrently for any works outside the designation.

INDICATIVE PROGRAMME OF WORK

The proposed construction methodology for the PRR works on Albert Street adopts a multi-staged construction approach which progresses south to north along Albert Street, following the backfilling and trench reinstatement process. The construction programme has been divided into seven main stages which represent the traffic configurations which will be implemented during the PRR works.

Schematics for each of the stages are provided in Appendix A. The following provides a summary of the key elements of each of the seven main stages: Stage 1 • • •

CONSTRUCTION TRAFFIC GENERATION

Daily construction vehicle movement (truck and light vehicles) are expected to vary for the PRR work on Albert Street. The expected generated traffic estimates relate to vehicles associated with the changes to traffic management and temporary works installation, streetscape, or service relocation, shelter installation, or other discrete traffic events (typically weekend or night time) as may be required for the delivery of large specialist plant or road sweeping, brick paver. This is consistent with the estimated construction traffic generation outlined in Section 2.3 of the CRL C2 TAP DWP.

2.4

CONSTRUCTION WORKFORCE

The construction workforce estimated for the PRR works on Albert Street is anticipated to remain within the parameters of the general construction workforce description provided in Section 2.4 of the CRL C2 TAP DWP. Additional third party workforce such as utility authorities will attend the site on discrete occasions in addition to those described in section 2.4 DWP.

2.5

WORKFORCE TRAVEL MANAGEMENT PLAN

The Workforce Travel Management Plan provided in Appendix A of the CRL C2 TAP DWP provides a general approach to manging workforce travel including a range of strategies to minimise private vehicle movements and promote the use of public transport travel options by the construction workforce. This remains applicable for the PRR works along Albert Street and shall continue to be implemented.

2.6

HOURS OF OPERATION

The normal project working hours will remain 7am to 7pm, Monday to Saturday. CRL designation condition 31.1 ad 36.3 (b) set limitations on operating hours: 

10pm to 7am: noise and vibration limitations – such as, in this case no paver cutting during this period of time.

In general, there is no change to the general description of hours of operations, site attendance, residential zone road use restriction provided in Section 2.6 of the CRL C2 TAP DWP.

EXISTING CONDITIONS

In general, the existing transport network is currently functioning as per the description of ‘Proposed Traffic Management Measures’ described in Section 4.0 if the CRL C2 TAP DWP. The following provides an overview of the key transport network conditions as they relate to Albert Street between Wyndham Street and Customs Street: Traffic on Albert Street is limited to left-in/ left-out only i.e. Left turn into Mills Lane and Swanson Road from Albert Street southbound.

The signalised pedestrian crossing located at Swanson and Wyndham will continue to be in place.

The construction of Park Residences (35-37 Albert Street) has been completed. Access to Swanson Street has been reinstated.

The application to develop 46 Albert Street (1 Mills Lane development) was not given effect to in 2016.

However, the developer resubmitted a new application which is currently being assessed by Auckland Council. The development programme indicates completion of 1 Mills Lane Development construction by approximately 2020.

Lower Albert Street is currently two lanes approach, northbound only. Southbound lanes are currently closed due to the construction of Commercial Bay. Customs Street west approach, at Albert Street / Customs Street intersection, has two lanes a single left turn only to Lower Albert street, a single though lane to Customs Street east. The right turn to Albert Street from Customs Street is currently banned. Customs Street east has two through lanes to Fanshawe Street, the current right turn to lower Albert Street is currently banned.

Federal Street is currently two-way street, with a single general traffic lane in both directions. As by January 2018, from ANZ building entrance on Federal Street to Fanshawe Street, a contra flow cycle lane was installed as part of Auckland Transport Cycle Connection project.

Wolf Street is currently single lane east bound, providing access to local business, residential and education facility.

Swanson Street and Mills Lane, Wyndham Street, Victoria Street operation remain unchanged, as per describe in section 3.1 CRL TAP DWP. Auckland Transport (AT) Metro bus routes on Albert Street is temporary relocate off Albert Street A small number of private tour coach movements serve Stamford Plaza and Stamford Residences, while those associated with the DFS Galleria shops use the temporary loading zones provided on Customs Street as described in the Project TAP DWP (reference to be included).

No parking or loading is permitted along Albert Street except outside of Galleria. The recessed paring bay is reserved for disable parking, tour coach bus The recessed parking bays outside Galleria and Stamford Plaza will be available for disable and touch coach drop off and pick up.

3.1

LOWER ALBERT STREET

Traffic on Lower Albert Street is northbound only as southbound lanes are currently closed due to Commercial Bay construction works. Lower Albert Street PRR works are covered under a separate addendum report.

3.2

CUSTOMS STREET / ALBERT STREET INTERSECTION

The Customs Street West and Albert Street intersection limits vehicle movements similar to that of Albert Street. Customs Street eastbound traffic is limited to through and left turn movements towards Page 14

Customs Street westbound traffic are limited to through and left turn movements towards Fanshawe Street and Albert Street respectively, no right turn is permitted onto Lower Albert Street. The signalised pedestrian crossings at the Customs Street West and Albert Street intersection will continue to be in place throughout the PRR works.

PROPOSED TRAFFIC MANAGEMENT MEASURES GENERAL

This TAP DWP Addendum has been developed in general accordance with the traffic management approach required by the CRL designation and resource conditions (specified in Section 1.4). The general philosophy of the CRL C2 TAP DWP (as outlined within Section 4.1.1 of the CRL C2 TAP DWP) remains unchanged for the PRR works. Likewise, there is no change to the parameters for the development of management concepts, layouts and modelling outlined in Section 4.1.2 and the specified standards outlined in Section 4.1.3 of the CRL C2 TAP DWP. The key changes to the CRL C2 TAP DWP outlined within this Addendum relate to the specific traffic configuration and procedures associated with the PRR works on Albert Street.

Overall, Albert Street traffic movement with:  

Southbound traffic remain the same from Customs Street to Wyndham Street, Northbound traffic is divert to Swanson Street, as preapproval of Swanson diversion, included in the Appendix B.

Furthermore, unless stated otherwise, the Traffic Management Measures outlined in Section 4.0 of the CRL C2 TAP DWP shall continue to be implemented. Details of the specific traffic configurations and procedures for each of the construction stages are outlined in sections 4.1 and 4.2 as follows.

STAGING OVERVIEW

Albert Street is proposed to operate during the PRR works with seven main stages reflecting the traffic configuration as outlined in section 2.2. A summary of the traffic configurations during the main stages is provide in Table 3 and traffic staging configuration schematics are provided in Appendix A. The following provides the key overarching standards and principles which direct the traffic configurations during the PRR works: 

The Wolfe/Federal intersection will remain under priority control.



The southbound lane being maintained at all times and provided in its long term configuration.



Access to the Mills Lane-Swanson Street loop will be provided in its long-term configuration (ie left turn in only at Mills Lane, full movement access at Swanson Street. However, right turn into Swanson Street will be available after July 2019 as part of commitment to the Stamford Residents.



Pedestrian crossings of Albert Street will continue to be provided at Wyndham, Swanson and Customs streets. However, the crossing at Wyndham and Swanson (currently located at northern approach of the intersections) will be relocated to the southern approach of the intersection, depending on the stages of the PRR.



All construction traffic (i.e. trucks) will use the southbound service lane to access the site from Customs Street using the long term gates.



Mill Lanes pavement rehabilitation will occur from April to December 2020. The basecourse material (cement treated basecourse) will be placed directly from trucks, and spread and compacted using excavators, graders, and roller compactors. Once the basecourse layers are complete, then the structural asphalt layers will be constructed. Driver comfort will be affected over rehabilitation period. During this period, the main entrance to Mills Lane will be via Swanson Street; however, emergency vehicle can access Mills Lane during the rehabilitation period.



Swanson St diversion will be operative from January 2020 to July 2020.



Wyndham Street West will be closed from July 2019 to December 2019 (approximately 6 months), supporting the PRR work on the western side.

PEDESTRIAN, CYCLE AND BUS FACILITIES

Pedestrians: Before and during the PRR works, a pedestrian path will be maintained on both sides of Albert Street with a minimum width of 1.5m at all times. The signalised pedestrian crossings at Wyndham, Swanson and Customs Street West will be maintained at all times as per the CRL C2 TAP DWP. Pedestrian crossing at Customs Street, Swanson Street and Wyndham Street will be available; however, the location of the crossing can be shifted to accommodate during the pavement reinstatement, or footpath reinstatement.

Cyclists: No specific cycle facilities were provided on Albert Street before construction of CRL. During the construction, cyclist can access Albert Street, sharing lane with general traffic.

Only a new contra flow dedicated cycle lane was installed on Federal Street, which is part of the Swanson Street diversion route. However, the facility is installed on the eastern side of the road, and will not be affected by the diverted traffic.

Buses: No bus facilities are provided as there are no scheduled bus services on Albert Street or diversion routes.

Tour coach access to the Stamford Plaza Hotel forecourt will be affected during the PRR; as a result, a temporary Tour Coach drop off zone will be provided in front of the Stamford Plaza.

4.4

SITE ACCESS

Use of the site access gates will be facilitated by a traffic controller as described in section 4.12 CRL C2 TAP DWP. During the PRR, depending on the side of the working zone, all construction traffic will enter the site from the southbound service lane. Specifically they will approach the site on Customs Street West, then left turn into the southbound service lane and enter the site. Traffic shifts will be moving east and west to suit with the construction area. When exiting, trucks merge into the service lane from the gate, they will turn right onto Victoria and then onto Hobson Street to access the motorway network as described in Figure 21 of the CRL C2 TAP DWP (red line).

Construction traffic (i.e. trucks) will not use the northbound service lane and Swanson Street or Federal Street north of Swanson Street. Property Access Foot access to all properties will be maintained at all times as per the CRL C2 TAP DWP and designation and resource consent conditions. This can be achieved by providing pedestrian ramps, where required, from the road space to the pedestrian entrance.

During any footpath closures or diversions, vehicle access to 38 Albert Street and Stamford Plaza Hotel entrances will remain by providing vehicle ramps to these properties.

Access will be maintained to the small off-street parking area and driveway on the southern side of Wolfe Street, close to Albert Street. When Wolfe Street traffic direction is reversed in last stage of the PRR as a diversion route to Federal Street, the kerbside lane on the northern side of Wolfe Street will be closed to facilitate this.

4.5

EMERGENCY ACCESS & CONTINGENCY PLANNING

Emergency access and contingency planning will continue as described in the CRL C2 TAP DWP, with Connectus staff providing assistance to the emergency services, as directed, when the site is manned.

Access to the buildings alongside the work site will be available from the service lanes, footpaths and side streets. In addition the Fire Service will be able to enter the unexcavated parts of the work site (needed for construction traffic deliveries and spoil delivery in any case) in the manner previously 3 described .

The Intelligent Transport System (ITS), VMS system, described in the CRL C2 TAP DWP will facilitate the clearance of the service lanes to allow the Fire Service safe access to buildings against the flow of traffic should remain in operation.

It is noted that the southbound service lane will be fully established well before the northbound lane, and the ITS system will not be required during the PRR near the Mills Lane, Swanson Street. th

Meetings were held with Fire and Emergency Services and CRLL on the 10 of April and October 8 to discuss emergency vehicle assess during the PRR works on Albert Street. It is agreed that the Emergency team will be advised two weeks in advance for any changes in the network arrangement; for instance,     4.5.1

Albert Street is only southbound only from Customs Street , northbound traffic used Swanson diversion; Right turn to Swanson Street from Albert Street is available; Wolfe Street diversion is in place; General agreement from FENZ around the revised construction methodology and staging for Albert Street.

Trench reinstatement period and Public Realm work period

During the period of January 2020 to Nov 2020, frontage access to the western side of Albert Street will be limited, between Swanson to Wolfe Street. During the discussion with Fire and Emergency th Services, on the 10 April, the following items were discussed and agreed upon: 

Access to the back of the buildings on the western side of Albert Street (ANZ centre) can be provided via Federal Street; and In the event of an emergency, access to the frontage of buildings on the western side of Albert Street will be achieved by aerial fire emergency vehicle units locating themselves on the eastern side of Albert Street and reaching across the reinstatement works on the western side of Albert Street..

During the PRR work, restricted access to Wolfe Street is proposed from January 2020 to December 2020. No Vehicle access will be available to Wolfe Street from Albert Street.

Mills Lane and Swanson Street

Access to Mills Lane will be closed during April 2020 to December 2020 of the PRR work period.

Vehicles will be prohibited from exiting Mills Lane onto Albert Street and entering Mills lane from Albert Street.

Vehicles will be permitted to turn right into Swanson Street from Albert Street from April 2020 as per the agreement with Stamford Residences.

Emergency vehicles during this period will access Swanson Street to service Mills Lane buildings, and as per Section 4.19 CRL TP DWP Emergency vehicle access and procedure.

Mills Lane works are expected to be completed in December 2020 reinstating full vehicle access.

Wyndham Street East

Wyndham Street East will have no access from July 2019 to December 2019. Vehicles will be prohibited from exiting Wyndham Street East onto Albert Street and entering Wyndham Street East from Albert Street.

The building at 56 Albert Street is demolished, and a new building is under construction.

Emergency service vehicles are able to access Wyndham Street East from Queen Street, an existing route used by emergency services.

4.5.4

Wyndham Street West

Access to Wyndham Street will be maintained from Albert Street throughout the duration of the PRR works as outlined in the staging plans.

Emergency vehicles will be able to access Wyndham Street West from Albert Street, Hobson Street and through St Patrick’s Square.

4.5.5

Emergency Vehicle Tracking

Emergency vehicle tracking is described in previously submitted Technical Advice (TA WP14-006 included in Appendix C), especially fire truck access to Mills Lane and Swanson Street.

Details of the various fire trucks used in the creation of tracking paths (as per TA WP14-006) are provided below: 

Fire tenders: Hazmat & Command truck, 8m rigid tender, and 11.5m (triple rear axle with rear steer) ladder truck.

Hazmat & Command truck used to block parking / left turn lane into Swanson Street and Mills Lane and Swanson Street turns was made with 11.5m tender and tested with 8m tender.

 

4.6

INTERSECTION CONTROLS & TRAFFIC SIGNALS

The intersections controls will be as follow: 

Albert / Customs – signals and connectivity with minor alteration, no northbound general traffic from Albert Street to Lower Albert Street, as part of Lower Albert Street Addendum Report.



Albert / Wolfe – will be closed from January 2020 to December 2020 to general traffic and operated as a driveway to access off-street parking from Federal St.



Albert / Swanson –

4.8

GENERAL TRAFFIC



Swanson St diversion will be operate from December 2019 to July 2020. The diversion management proposal is included in the Swanson Diversion Route Report that was submitted in support of the alteration to designation. Closures of up to 10 months have been previously approved by Auckland Council.



General traffic access to Mills Lane will be removed depending on the stage of PRR works.

However, access to carparks on Mills Lane will be via Swanson Street during April to December 2020.



Wyndham Street East will have no access from July 2019 to December 2019. Vehicles will be prohibited from exiting Wyndham Street East onto Albert Street and entering Wyndham Street East from Albert Street.



Access to Wyndham Street West will be maintained from Albert Street throughout the duration of the PRR works as outlined in the staging plans.

4.9

TEMPORARY SPEED ZONES

The work site and detours will be operated under a 30km/hr temporary speed zone; with the extent of the speed reduction area as agreed with the AT CAR team.

4.10

VMS & FIXED SIGNAGE

VMS signs with agreed messaging of the change in traffic layout will be placed on the approach to the southbound service lane only as described in the Project TAP DWP and agreed with the AT CAR team and ATOC. The VMS signs will be operational for a minimum 5 days before the traffic switch as described in the Project TAP DWP. The VMS sign can be removed after 3 weeks.

POTENTIAL FURTHER MITIGATION MEASURES

Although not currently anticipated as likely to be needed, the following additional mitigation measures have been identified: 

If the right turn traffic into the ANZ centre underground carpark entry generates queues that delay the diverted northbound traffic, an AM peak period clearway could be installed on the western side of Federal Street, providing two northbound lane and allow northbound traffic to bypass any queue. This clearway would only be needed over the northern, two-way section of this block of Federal Street. This is not expected to be needed in light of the observed major reduction in Albert Street traffic that will be diverted (in part) along this route.



During the rehabilitation period for Mills Lane (April to December 2020), no excavators, graders, or roller compactors are allowed to park on Mills Lane unless under operation. Under the case of the emergency, those vehicles must leave the site immediately, allowing access for emergency vehicles to manoeuvre.

ASSESSMENT OF EFFECTS

Finding 



Albert Street traffic survey was carried out in 2016 and found a 70% reduction in traffic as indicated in the Swanson Diversion document, Included in Appendix B and shown in the table 4. This reduction in traffic makes the diversion via Federal Street Feasible.

COMMUNICATIONS & STAKEHOLDER INTERFACE

Stakeholder communication will continue, consistent with the CRL C2 TAP DWP and CRL C2 CCP. However it is worth noting that the following specific communication activities will be undertaken: 

ATOC will be advised of the changes to traffic management in relation to the operation of their traffic signal network prior to the submission of the TMP.



VMS signs will be installed to warn drivers of the changed layout 5 days before the traffic switch as described in the CRL C2 TAP DWP.



Local property occupiers (notably those in Wolfe Street and the ANZ tower, Stamford Plaza) will be advised of the changes 1-2 weeks before the works, consistent with the Communication and Consultation Plan.



Emergency services will be advised of the changed layout and building access arrangements 10 days before the traffic switch. On-going liaison with Emergency Services regarding the i layout of the site and extent of excavation and other works will be undertaken on a weekly basis or as otherwise agreed with Emergency Services.

Introduction

Connectus have identified an opportunity to improve the construction methodology and anticipated environmental outcomes associated with the upcoming public realm reinstatement work on Albert Street between Swanson Street and Fanshawe / Customs Street. This opportunity has arisen from lessons learnt on the construction of the preceding stage of the trench works and is in direct response to the improved understanding of site conditions.

The opportunity involves a change to staging and traffic management based on diverting northbound traffic along Albert Street via Swanson Street West (referred to herein as the ‘Swanson Street Diversion’). It is anticipated that the proposed change will allow Connectus to more efficiently reinstate the cut and cover trench and perform the construction of public space on both western and eastern side of Albert Street simultaneously, reducing construction timeframes and construction related effects.

However, CRL designation condition 27.1(b) specifically requires that vehicle access is maintained along the western side of Albert Street between Customs Street and Victoria Street: “27.1 To achieve the objective in Condition 25, the following measures shall be implemented: … (b) A vehicle access lane at least 3m wide shall be provided along the western side of Albert Street between Customs Street and Victoria Street to provide access to properties, except that: (i) While the Albert Street/Customs Street intersection is closed, this access lane is only to be provided between Victoria Street and Wolfe Street; and (ii) While the Albert Street/Victoria Street intersection is closed, this access lane is only to be provided between Kingston Street and Customs Street. …“ Accordingly, to enable the revised works methodology to prevail City Rail Link Limited (the CRL requiring authority) seeks a minor alteration to the existing designation conditions enabling the temporary diversion of northbound traffic along Albert Street between Swanson Street and Customs Street via Swanson Street and Federal Street for a period of up to 10 months.

This memorandum has been prepared to provide an assessment of the likely traffic outcomes which are associated with the revised works methodology for public realm work. In this case, the Swanson Street Diversion is requested for the period of up to 10 months.

2.0

Previous Comments on the Swanson Street Diversion Implementation

The Swanson Street Diversion was previously implemented in June 2017 to reduce the construction period by 1 to 2 months. The diversion was implemented for a total duration of 3 months.

During this time the Swanson Street Diversion was communicated to the ATOC - City Centre Network Operation Team for signal setting and queue monitoring around the area of Albert Street/Customs Street, Swanson Street/ Albert Street. It was confirmed by the team that no direct complaint about the diversion was received, and the traffic impact was as expected.

The travel time was also measured by the Auckland Transport Network Performance team over the 10 critical routes; no major delay was recorded by the team compared to the base line measured in October 2015.

Auckland Transport Network Operating team monitor network travel time and delay on the ten routes nominated in the designation conditions. A monthly dashboard is recorded, and indicates that travel times have been consistently stable with only minimal additional delay, estimated of an average of 42 second delay over the 10 dedicated routes. The delay on those routes is much lower than expected (in part due to Travel Demand Management and number of major project elsewhere in the city not occurring at the same time). The dashboard is included in Attachment 01.

3.0

Proposed work

The Connectus team will start back filling the trench along Albert Street from Customs Street West/Albert Street to Swanson Street/Albert Street intersection over the period of November 2018 to August 2019. The work is divided into two stages, as shown in Attachment 02. 

Stage 01: November 2018 to January 2019 – Wyndham Street East-West Movement Closes at Albert Street; and



Stage 02: January 2019 to August 2019 – Wyndham Street Through Movement Opens.

The main difference between these two stages is the closure of East West traffic movement on Wyndham Street.

The backfill will in include (but may not be limited to) the following activities:

removing the strut structure;



cutting/removing piles;



removing the deck cover; and



temporary strengthen the side of Albert Street to protect the road during the utility installation and backfill period Anticipated Traffic Outcome

In terms of traffic management considerations the proposed change in methodology is considered to be an improvement or at least no worse in terms of traffic impacts, connectivity and property access than the currently certified methodology and delivery work plan for the reasons outlined in sections 4.1-4.8 below.

4.1

General

The diversion will allowed Connectus to work on back filling the trench and utility installation on Albert Street, between Swanson and Customs Street in a more efficient manner. At the same time, Connectus can also focus on construction of the public realm on both sides of Albert Street, between Swanson Street and Wyndham Street.

4.2

Safety in Design

Omitting four traffic switches and the improved methodology will reduce Safety in Design issues associated with worker risk (such as exposure to saw cutting noise, installing large, heavy steel plating and moving traffic barriers); and public risk, confusion and delay potential associated with moving traffic lanes and barriers. 4.3

Potential Diverted Traffic Volumes

Albert Street general traffic volumes are noticeably lower than the pre-works period as drivers avoid the works area, travel at different times and are encouraged to other routes and modes by the Travel Demand Management (TDM) campaign run by AT, and the prioritisation of cross town traffic at the major signals at either end of the works area.

To back up direct observation of the traffic volume reduction, sample traffic volume counts were undertaken on Albert Street to confirm the likely scale of diverted traffic volumes. The sample traffic counts were undertaken on Tuesday 3rd April 2017 and Wednesday 4th April 2017 during the morning, midday inter-peak and evening traffic periods. These periods are considered to be representative, being mid-week during school term. Traffic was counted using the service lanes across a screen lane just to the north of Swanson Street (i.e. the traffic that will be diverted – currently restricted to left turn only onto Fanshawe Street at this point). As shown in the attached table (peak hours highlighted in red), the counts show peak hour flows of approximately 90-130 vph1.

The counts show relatively stable volumes throughout the day with no commuter peaking and in fact the commuter peak volume is lower than the day time volume in the non-commuter direction (PM northbound and AM southbound). This suggests that the use of Albert Street is being restricted to local traffic only (rather than through traffic) as desired in the designation conditions and the current Transport, Access and Parking Delivery Work Plan (TAP DWP).

This suggests a traffic reduction of 60-70% along the corridor – it is this notable reduction in traffic volumes that makes the diversion via Federal Street feasible.

Historical traffic counts are not available for Swanson Street and the relevant sections of Federal Street are not available; and due to temporary closures associated with the development on the southwest corner of Albert / Swanson (the ‘Naylor Love’ site) contemporary sample counts were not considered appropriate. However, examination of the approved baseline (i.e. without closures) traffic model used for the designation and in the agreed TAP DWP indicates the following volumes along the diversion route: 

approx. 3500 vpd on Swanson Street (west of Albert);



approx. 4500 vpd on the two way section of Federal Street between Swanson Street and the ANZ Tower carpark entry; and



dropping to approximately 2000 vpd on the northbound only section of Federal Street between the ANZ Tower carpark entry and the left turn onto Fanshawe Street

It should be noted that the traffic on Swanson Street and Federal Street is currently (and will be during the subject period) lower than these figures suggested due to the removal of through traffic and various traffic restrictions at Albert Street due to the CRL and Naylor Love works (such as North Shore traffic cutting through Swanson Street to get to the now closed Herald site off Mills Lane).

It is assumed that, of the diverted volume of approximately 125 vph, 80% will take the Federal Street diversion to reach Fanshawe Street and then go westwards to the Northern Motorway, turn back towards the eastern suburbs or directly onwards to the western suburbs. It is assumed that 20% will continue on Swanson Street to access Hobson Street and go south and access the Southern and North-Western motorways. These diverted traffic volumes are well within the capacity of the terminating arterial road intersections. It is noted that the Federal / Fanshawe intersection worked well during the previous Wolfe Street diversion of Albert Street traffic in earlier stages of the construction for piling and associated utility works

4.4

Potential Traffic Delay

At the intersection of Albert Street/Wyndham Street, the Wyndham Street east west movement is proposed to be closed for a period November 2018 to January 2019 only. This is for Connectus to complete the streetscape works across Wyndham Street.

The combined effect of Swanson diversion and Wyndham Street East-West movement closure is a potential disturbance to local business on Wyndham Street, especially the Wilson Carpark. However, during the Wyndham Street closure, the traffic volume is forecast to be reduced by 30% due to the festive season.

Previously Wyndham Street closure was implemented in stage 1 and 2 of the pipe jack, and access was restricted to local traffic only. For the proposed duration, diversion routes to Victoria and Wellesley will be recommended to manage east west traffic movement on Wyndham Street on Queen Street heading eastern of Albert Street.

This will also require ATOC – Central Monitoring unit to actively manage the signal setting to ease congestion, especially at the Wellesley Street/Albert Street and Victoria Street/Albert Street intersection as shown below.

Pedestrian Access and Movements

The public realm work on Albert Street (between Wyndham and Swanson) involves the construction of footpath and streetscape elements as well as reinstatement of the road carriageway. On both sides of the footpath, pedestrian access will be provided within the available corridor protected by barrier as 1 per condition 27.1 (k) (as shown in the overview layout – Attachment 1) Pedestrian crossings will continue to be provided across Albert Street in the area of Swanson Street and Customs Street as previously and footpaths maintained along both sides in continuing compliance with the designation conditions.

Foot access to all properties will continue to be maintained at all times. The removal of the need to cross the road at Wolfe Street for those walking downhill on Albert Street towards Fanshawe Street will provide a nominal safety improvement to pedestrians. In reality however, the large reduction in general traffic has reduced the risk significantly over the pre-works situation in any case.

4.6

Property and Service Access

There is no direct vehicular property access on the western Albert Street frontages between Swanson Street and Fanshawe Street, and as such there is no direct access requirement. Side road access will be maintained in line with the currently agreed TAP DWP. In this proposal, Wolfe Street will be closed at the Albert Street intersection with access to the single driveway at the eastern end being maintained at all times; as has been successfully completed previously during the Swanson Road Closure for piling and associated utility works at the Albert Street intersection. Access to these properties has previously been maintained through the banning of parking (actually loading zone) on the northern side of Wolfe Street between Federal and Albert, and a traffic controller stationed to let in light vehicles for the three properties at the western end of the road section. These vehicles can turn around at the closed end of Wolfe Street as they currently do by using the driveway.

As can be seen in Figure 1, taken late morning on Friday 5/5/17, these bays are little used (at the time of this photo Wolfe Street was open and reversed so the Albert Street southbound service lane was diverted to Federal as per currently approved TMP and agreed TAP DWP). Otherwise, there will be no changes to parking or loading provisions compared to the currently approved TAP DWP. Ongoing liaison by the Connectus Communications Manager with the three businesses at the end of Wolfe Street indicates they have been happy with the service access provided to their sites during the recent temporary closure of the Wolfe / Albert intersection and would be so with the proposed arrangements.

Connectus will maintain vehicle access along Albert Street between Wyndham St and Swanson St during the Albert Street Public Realm Work by providing a vehicle bridge if required.

Construction Traffic Access

Connectus construction traffic will access the work sites from the southbound lane (i.e. from Customs Street direction) and so will not pass down Swanson or Federal Street, ensuring on-going compliance 2 with designation condition 27.1 (k) Similarly the lack of Connectus construction traffic on these roads which pass through the residential 3 precinct will ensure compliance with condition 25.3(d) . It is also noted that the majority of the adjacent buildings are undergoing construction or are empty.

4.8

Emergency Vehicle Access

No change in emergency services access ability will result from the proposed changes when compared to those previously envisaged, or physically possible given the nature of works. Direct emergency vehicle access arrangements to buildings along Swanson Street and Federal Street will be maintained. Emergency vehicle access to the buildings fronting the closed sections of Albert Street and Wolfe Street will be the same as previously provided. Namely the footpaths will be open at all times allowing foot access; vehicles will be able to get close-by via the side streets or the southbound service lane; emergency vehicles and personnel will be able to access the sites by opening a gap in the barrier and hoarding line (removing link pins and pushing aside) although access within the site will be constrained by excavations and stored materials and plant.

Communications with the Emergency Service providers will continue in accordance with the Contract 2 Communication and Consultation Plan (CCP).

5.0

Communications

Notice will be provided to the local community and wider travelling public, consistent with the currently certified and operative CCP. This includes providing 5 days’ notice through VMS boards for traffic and direct communication with the local properties. It is noted that a significant length of frontage along the diversion route is currently unoccupied for construction and renovation works (and thus will not be impacted).

6.0

Recommendation

Overall, this traffic assessment indicates that the proposed change to construction methodology will result in generally improved conditions and certainly less than minor adverse effects when compared to what is contemplated in the current designation conditions and TAP DWP. It will enable significant improved works efficiency and programme savings, thereby (reducing the duration of impacts on affected parties). Accordingly, it is recommended from a traffic management perspective that the proposed construction and traffic management methodology change is adopted for the benefit of the occupiers of the properties immediately adjacent to the works area and wider network users.

Status/Purpose/Reason for this Advice: The purpose of this tech note is to record site observations / discussions and potential design implications required for the provision of large vehicle access to/ from Mills Lane and Swanson St (east) during the operation of the long term service lane (nominally 3.0m width) and during the Swanson St closure for the pipe jack.

Advice: General: -

Fire tenders used in test: Hazmat & Command truck, 8m rigid tender, and 11.5m (triple rear axle with rear steer) ladder truck.

Hazmat & Command truck used to block parking / left turn lane into Swanson and Mills and Swanson turns made with 11.5m tender. Swanson turn tested with 8m tender.

Turn made from hard against kerb build out (i.e. within existing kerbside lane which is approx. 3.6m wide) as proxy for service lane with kerb build out cut back.

Concern about hitting lower canopy on north side of Mills Ln (Canopies very close to kerb face which is accentuated by road camber) particularly

Desirable to remove canopies both sides and give way sign on Mills Ln approach to allow more sweep over footpath – the tender used both sides of road to make turn.

Clashes with street furniture on Albert St and with signals and canopies especially very likely due to narrow lane and road camber (turning vehicles likely to hit with front end or barrier with rear at current dimensions).

Fire crew opinion was that outriggers on footpath with limited slew possible but not desirable.

Concerned over impact on services. Perhaps we could preposition timber shoring for general use instead of long term steel plating of chambers only?

A major fire at Stamford (for example) would require trucks to block Albert St service lane and any following vehicles would then prevent other tenders from accessing site. It will be necessary to block the service lane to general use in event of an incident and divert general traffic to allow free access

by Fire Service. This will require the site to be attended 24hrs a day (perhaps by TC trained security guard in lieu of full traffic control team)
