The rail link provides the opportunity to enhance existing transport stations and facilities along the route. The stations and interchange will be designed to complement the local surroundings contributing to the safety, amenity and connectivity within the existing urban form.

Heritage Objective 5C.3.1 To recognise and protect resources of natural, cultural and scientific heritage value. Policies

There are several heritage buildings along the rail link that could potentially be affected by vibration. The proposed EMP and CEMP will put in place measures to manage vibration during construction of the project. As detailed in Appendix 3 (Volume 3 CRL NoR suite of documents) there are some archaeological sites along the alignment, general authority for development of these sites will be gain in accordance with the New Zealand Historic Places Act 1993. The stations and interchange will be of a scale that complements the surrounding environments and built heritage. There are no scheduled trees affected by the Project under the jurisdiction of the Isthmus Section of the District Plan.

The alignment of the CRL requires only the removal of the scheduled toilets located under Albert Street. No other scheduled buildings are required to be removed. The Project provides for the safe and efficient movement of people within and between business zones around Auckland and will reduce the need for parking spaces. It is noted that the policies connected with this objective are not focussed on transport such as the rail link which will be a key mover of people in the CBD. During the construction of the CRL the CEMP will manage any adverse effects in relation to pedestrian, cyclist, and vehicular movements (including freight) around the business zoned land in the vicinity (particularly at Newton).
Objective 8.6.10.1.a To allow the development of vibrant urban areas by enabling a diverse and compatible mix of residential, business, educational and leisure activities in areas of the City, close to the Central Area or existing town centres, which have easy access to public transport service.
The Project promotes development and creates easy access to public transport services within the Newton area where mixed use zones are present.

It is acknowledged that during construction pedestrian, cycle and vehicular access may be temporarily impeded or restricted during construction; however this will be managed through the appropriate diversion of roads and footpaths, to be finalised in the development of the CEMP. Strategic Management Area 2 Objective 4.2.3.4 To maintain and improve accessibility to, from and within the Harbour Edge SMA and particularly to the port and the proposed Britomart Transport Centre. Policies a) By providing for an integrated passenger transport facility that incorporates rail, bus and ferry services. b) By encouraging the provision of passenger transport to, from and within the Harbour Edge SMA. c) By avoiding, remedying, or mitigating the significant adverse effects of transportation on the environment. d) By providing for safe, attractive, efficient and identifiable networks and environments for pedestrians‌ g) By enhancing the pedestrian linkages across the Harbour Edge SMA
Given that the rail link will connect to Britomart the Project will improve accessibility to Auckland’s Port and Harbour Edge. Furthermore, the extension of the rail link will provide an alternative public transport link to the south of SMA 2. Actual and potential effects of the Project and mitigation to avoid, remedy and mitigate environmental effects are discussed in section 7 of the AEE. The stations and rail link will be designed in accordance with the Urban Design Framework (Appendix 9 Volume 3 CRL NoR suite of documents) including the use of CPTED principles in its design to promote the safety of passengers to, from and within the stations and interchange. Pedestrian linkages across the Harbour Edge SMA may be temporarily restricted or impeded during construction of the tunnels from the CPO to Albert Street; however this will be safely managed through the appropriate diversion of pedestrian links (including providing adequate signage to direct pedestrians).
Strategic Management Area 3 Objective 4.3.3.3 To maintain and improve accessibility to, from and within the SMA, the motorway and key arterial routes and to improve the gateway status of the Western SMA. Policies a) By improving passenger transport to, from and within the SMA. b) By avoiding, remedying, or mitigating the adverse effects of transportation on the environment. c) By providing for safe, attractive, efficient and identifiable networks and environments for pedestrians. d) By providing for improvement of the visual amenity at the western gateways into the Central Area. e) By providing for improved pedestrian accessibility to, from and across the SMA‌ g) By enhancing the diversity and character of the street network of the area.
As Aotea Station is within the Western SMA the Project improves passenger transport to, from and within the SMA. Actual and potential effects of the Project and mitigation to avoid, remedy and mitigate environmental effects are discussed in section 8 of the AEE. This includes an assessment of effects on traffic and access during construction which will largely be managed through the development and implementation of the CEMP. The stations and rail link will be designed in accordance with CPTED principles to promote the safety of passengers to, from and within the stations. The station entrances (being the only visible element of the rail link on the surface) will be designed to enhance the local visual amenity in accordance with the Urban Design Framework (refer to Appendix 9

The proposed station at Beresford Square will introduce a new form of passenger transport to the area and will be designed in accordance with the Urban Design Framework (Appendix 9 Volume 3 CRL NoR suite of documents) including the use of CPTED principles in its design. Actual and potential effects of the Project and mitigation to avoid, remedy and mitigate environmental effects are discussed in section 7 of the AEE.
e) By providing for the upgrading of the southern gateways into the Central Area. Transportation Objective 9.2.1
Movement around the central area will be enhanced by the project. Pedestrian linkages near the stations will be improved creating linkages to the overall public modal network.

The Project provides an alternative high capacity network that provides for modal interchanges with buses at each station. The various locations of stations reduces the need for parking within the central area by improving the public transport system in, out and within the central area.
e) By encouraging passenger transport use through managing the provision of ancillary and non-ancillary commuter parking as a means of contributing to the attractiveness of the Central Area as a place to work, conduct business, live and visit.
Objective 9.2.4 To reduce the traffic congestion, improve traffic flow and manage the parking supply in the Central Area.
The increased patronage expected by the Project will reduce road congestion by providing a viable alternative to the private vehicle.
Policies a) By ensuring the parking policy complements efforts aimed at improving the City’s passenger transport system wile at the same time ensuring the Central Area can continue to function as the central business district for the City and Region and remains attractive for people to work, live in and visit. Heritage Objective 10.3.1 To recognise and protect resources of natural, cultural and scientific heritage value. Policies a) By identifying, assessing, and protecting important heritage objects, buildings, and places including landscape, trees, gardens, open spaces, landforms, historic places, archaeological sites and waahi tapu by scheduling such features in the Plan.
10.14.3.1Objective To identify and protect defined views of important visual landmarks and of the harbours and the Hauraki Gulf.
There are several heritage buildings and archaeological sites along the rail link that could potentially be affected by construction, especially vibrations as detailed in Appendix 2 (Volume 3 CRL NoR suite of documents). The CEMP will put in place measures to manage vibration during construction of the project. The trees along Vincent Street and Mayoral Drive have been scheduled in the District Plan. At this portion of the alignment, the tunnel will be between 15 and 20 metres below the surface and will therefore have no effects on the scheduled trees. The proposed station locations will be designed to be below the maximum height permitted by view protection limits (in particular the Mt Eden Volcanic Viewshaft).
Policy By adopting measures which limit the visual intrusion of buildings and structures into defined views through imposing sight lines from important public vantage points. The existing transportation network is retained through avoiding the requirement to use existing roads. The new link should help reduce pressures on the existing roading network. The Project provides a key link into the CBD therefore providing an important connection between numerous activities. It is noted this chapter of the District Plan provides separate objectives and policies for roading and for parking but does not provide uniquely for the rail network.

Precincts – Residential Objective 14.1.3.1 To provide for and encourage the establishment of residential neighbourhoods within which the range of activities and the development controls reflect the level of amenity appropriate to attract and retain a significant resident population. The proposed stations are to be located in areas adjacent to residential precincts, providing linkages for residents of the central area, reducing the need for car ownership whilst encouraging further high density residential developments to be located near the stations.

Objective 14.2.3.2 Open Space
The Project will involve the redevelopment of various streets within the central area. They will be redesigned to enhance pedestrian safety and efficient movement, especially around the stations. Some aspects of new open space are proposed in the vicinity of the stations.

The new public transport nodes will connect to modal interchanges (e.g. buses) and pedestrian linkages for ease of access. The Urban Design Framework has been developed to improve pedestrian amenity within the vicinity of the stations. The framework was developed using Crime Prevention through Environmental Design principles which will be incorporated at the detailed design phase.

The alignment of the track was designed to avoid scheduled buildings. As per Appendix 4 (Volume 3 CRL NoR suite of documents) effects on scheduled buildings will be avoided and precautionary measures taken where required.

The Project will provide a link for people to access Britomart and consequently the wider region. The amenity of the area will not be compromised by the Project during operation because it will be underground. However these will be appropriately avoided, remedied and mitigated and are further discussed in Section 7 of the AEE.

Objective 14.6.3.2
The start of the alignment is adjacent to the Britomart Precinct. The Project will provide improve accessibility between the Precinct and the central area.
To encourage the development and use of the Precinct in a comprehensive and integrated manner which will: •Provide a high level of physical and visual permeability and accessibility within and between the Precinct and the city and the waterfront; •Create an area of high quality amenity, pedestrian connection and public open space.
The amenity, pedestrian connection, attractiveness and character of the area and streets will not be compromised by the Project during operation because it will be underground. The potential effects of vibration during construction on heritage buildings (if deemed necessary) will be addressed in the CEMP. It is acknowledged there may be some amenity effects during construction, such as noise/vibration, dust, access issues and other construction effects. However these will be appropriately avoided, remedied and mitigated and are further discussed in Section 7 of the AEE.

The Project proposes to retain all significant heritage buildings; however some underpinning work is required so the Central Post Office building is not impaired during construction. This work will not detract from the values of the existing Britomart building.

The Project retains all the heritage buildings in the Karangahape Road precinct. Access to the Project will be from Beresford Square where a new station will be built to complement existing developments. The station entrances will, where possible avoid objects that contribute to the heritage values of the area.

Non-Statutory Planning Documents Auckland Regional Growth Strategy 1999 The Auckland Regional Growth Strategy (ARGS) develops a concept for understanding possible future growth scenarios for the Auckland Region. This document is referenced within the ARPS and as such forms part of the Auckland strategies which address growth within the region. Auckland is considered to grow rapidly over the next 50 years and it is important to ensure the growth is managed holistically. The ARC and the local territorial authorities signed a memorandum of understanding to ensure the document was implemented. The vision is for diversity and wellbeing of people and communities living in the Auckland region will continue to prosper in a sustainable manner which: 路 路 路 路

The ARGS has 16 proposed outcomes that should be achieved by the strategy, including providing for physical and social infrastructure and access and transport efficiency. The plan aims to develop an efficient transportation system because it is considered crucial for meeting many of the other desired outcomes such as safe and healthy communities. In 2007 an evaluation of the ARGS was undertaken. The study found that progress is being made to implement the growth strategy across a variety of areas. However, it highlights that rapid growth has resulted in a much greater effort being required. Comment The Project will enhance transportation capacity within the CBD and wider central area and will contribute to the desired outcomes as outlined above.
