1. Introduction The City Rail Link (CRL) Project involves the construction, operation and maintenance of a 3.4km twintunnel underground passenger rail link up to 42 metres below the Auckland city centre. It will transform the downtown Britomart Station into a two-way through-station that better connects Auckland’s rail network, allowing it to double in capacity.

CRL involves the construction of two underground stations (Aotea and Karangahape) and the redevelopment of Britomart Station and Mount Eden Station.

In 2017, City Rail Link Limited (CRLL) gained approval for enabling works within the Aotea Station area (OPW60310921). These works involved canopy removal and utility works along the western side of Albert Street between Victoria Street West and Wellesley Street West. The approved canopy works are currently being undertaken.

Additional utility works are required beyond the footprint of the approved works. These works are referred to in this report as the CRL Aotea Relocation Works.

As such, CRLL are submitting an Outline Plan of Works (OP) addressing district land use elements of the Aotea utility works.

The CRL Enabling Works Contract 2.1 and 2.2 (C2.1 & C2.2) Historic Character Delivery Work Plan (Archaeology Section) (HCDWP (Archaeology Section)), prepared by prepared by Clough & Associates Ltd (S. Macready), (Doc Ref CRL-PAT-RME-000-RPT-0095) dated October 2017, and this Addendum to the CRL C2.1 & C2.2 HCDWP (Archaeology Section) will be submitted to Auckland Council (AC) to support the authorisation of the works.

This Addendum must be read in conjunction with the Approved HCDWP (Archaeology Section).

1.1 Project Works The project site applicable to this DWP is located in Auckland City Centre, within the road corridors of Albert Street, Victoria Street West and Kingston Street (as illustrated in Figure 1Error! Reference source not found.). The site adjoins the project area of the C2.1 and C2.2 canopy and utility works authorised by consent number OPW60310921.

Historic Character Delivery Work Plan (Archaeology) The area surrounding the project site is a dense urban environment with a built form comprised of medium to high rise buildings. Common land uses in the project area include commercial offices and services, residential apartments, retail, civic, hospitality, hotel accommodation and car parking. Along Albert Street active construction sites are present including for the CRL and private development.

Buildings adjoin much of the project site boundary (road corridor) forming active frontages that provide access to private property and businesses.

The project site is highly utilised by pedestrians and vehicles, both for private and business purposes.

Albert Street and Victoria Street West are classified as a primary arterial roads and Kingston Street and Durham Street West are classified as local roads. Due to CRL works, Albert Street is currently operating with one lane in each direction.

The existing network of underground utilities around the proposed Aotea Station will need to be permanently relocated prior to construction of the station. It is proposed to undertake the utility relocation works in 3 stages.

For all stages the main element of the works is the formation of temporary trenches within footpaths to allow installation of new ducts and pipes for utility services. Once the ducts and pipes are installed the trenches are to be backfilled with the footpath reinstated.

The trenches will generally be 1m to 1.8m wide with an average depth of 1.5m to 3m for all stages of the works. It is anticipated that the works will take around 6 months to complete. Time frames may be extended by around 3 months if utility service networks are more complex than first thought. The utility relocation works will relate to electrical, telecommunication, gas and potable water assets.

Table 1 provides a summary of works proposed for each stage.

Works will be located along the footpaths of Albert Street, between Wyndham Street and Victoria Street, extending into part of Kingston Street and Victoria Street as well as the northern slip lane from Albert Street to Durham Street.

Trenching along Victoria Street will be to a depth of 1.5m.

All other trenches will be around 2.5m to 3m in depth.

The total length of trenches constructed will be approximately 340m resulting in approximately 1350m³ of spoil being removed.

Works will be located along the footpath of Victoria Street, between Albert Street and Elliott Street (on the south side of the street) with trenching being around 1.5m in depth.

Between Victoria Street and Kingston Street, on the western side of Albert Street, trenching will be around 2.5m in depth.

A support site compound will be provided in part of the car park of Bledisloe House (details provided below).

The total length of trenches constructed will be approximately 160m resulting in approximately 480m³ of spoil being removed.

Works will be located along the east side footpath of Albert Street (between the top of the ramp from Durham Street to the corner of Victoria Street) and the north side footpath of Victoria Street, between Albert Street and Elliott Street.

Works will also be undertaken on the north side of Victoria Street, between Federal Street and Albert Street.

In addition, A temporary construction site compound (Figure 2) will be formed on the corner of Wellesley Street and Mayoral Drive in the part of the Bledisloe House car park. This compound will be within the project designation boundary and will be established approximately from October 2019 (Stage 2), until March 2020. This site compound will be occupied by storage containers, the objective of the site compound is to provide a site that can be used as a rest area for workforce staff, and house equipment and vehicles during the works. Temporary fencing will be used to delineate the site, along with Link Alliance branded mesh scrim. Vehicle access will be via the existing entrance off Mayoral Drive and through the gate as marked on the plan. Containers are likely to include machinery equipment and a total of up to 1,200L (6x 20L drums) of diesel in bunds.

Detailed site layouts for each stage of the works have been provided in Appendix C of the CEMP addendum which also informs the location of the construction site compound.

1.2 Purpose of Historic Character Delivery Work Plan (Archaeology Section) This addendum to the approved HCDWP (Archaeology Section) has been prepared to manage adverse effects on archaeology that may result during the construction of the Project. The objective of this DWP is to provide a framework for the avoidance, remediation or mitigation of adverse effects on archaeological remains during construction, as far as reasonably practicable.

It has been prepared by Clough & Associated Ltd and will form part of the addendum to the Construction Environmental Management Plan (CEMP) for the Project. Collectively, the CEMP and this addendum to the approved HCDWP (Archaeology Section) will support the Outline Plan for the project.

2. Historic Heritage Values – Archaeology The Auckland Unitary Plan Operative in Part (AUP(OP)) maps indicate Ngā Wharau a Tako (Site and Place of Significance to Mana Whenua), located on parts of Kingston Street and Federal Street. The Mana Whenua Forum has previously decided that Ngā Wharau a Tako will be recognised in a culturally appropriate way, as an integral part of the Kingston Street vent design. As such, special consideration will be given to works being undertaking in proximity of Ngā Wharau a Tako.

One known archaeological site is located within the application area along the eastern side of Albert Street between Wyndham Street and Victoria Street (R11/3078; bluestone wall, stairs and toilets).

There is also a backfilled or capped off well (R11/1812) within the Stage 2 site compound With the exception of the above, there are no other known archaeological sites in the area where enabling works are proposed.

Archaeological discovery protocols will be in place for all construction works. The possibility of exposing archaeological remains will be managed through the HCDWP and an Archaeological Authority issued by Heritage New Zealand Pouhere Taonga.

With the exception of the above, it is not considered that any changes are required to this section of the approved HCDWP (Archaeology Section).

3. Roles and Responsibilities 3.1 Project Archaeologist roles and responsibilities It is not considered that any changes are required to this section of the approved HCDWP (Archaeology Section), except to note that in addition to adhering to the contractor’s site safety requirements, the Project Archaeologist will prepare a Site Specific Safety Plan for the utility relocation and main works at Aotea Station.

NOTE: this is the third such document I have been asked to review and my comments are pretty much the same for all three.

It would be appreciated in these documents could be updated in light of these generic comments prior to being sent out for review.

This particularly applies to my comments about stand down periods.

Note that the approved DWP was one of the earliest to be prepared (in 2017). It was peer reviewed at the time and all the reviewer’s comments were addressed prior to its approval. None of the comments below were included in the original peer review. However, these comments can be addressed in future DWPs No changes will be made to the approved DWP, but amendments have been made to this DWP addendum where appropriate

3.1

Project Archaeologist roles and responsibilities should outline the legal Health and Safety responsibilities of the project archaeologist and how they fit into the contractor’s and CRLL’s H&S responsibilities and requirements. It is no longer sufficient for a subcontractor to rely on the contractor’s protocols.

The approved DWP states that the archaeological team will adhere to the contractor’s safety requirements. The contractor’s site safety requirements apply to anyone entering the site.

No changes have been made to the approved DWP, but a reference to preparation of a Site Specific Safety Plan has been included in section 3.1 of this DWP addendum

5.2 and 5.3

5.2 and 5.4 refer to “accepted archaeological practice as set out in the DWP.” Accepted practice is not set out in the DWP, and reference to the DWP in these paragraphs should be deleted. Reference could usefully be made to HNZPT guidelines.

Section 5.4 of the main DWP does provide a summary of accepted archaeological recording practice and section 5.5 details accepted archaeological practice in relation to artefacts. No changes have therefore been made to the approved DWP or this DWP addendum

5.3.2

Item 3 - should specify “the NZ Police Auckland Central crime squad”

The main DWP refers more broadly to the NZ Police. No change is necessary to the approved DWP or this DWP addendum, but the more specific reference can be included in future DWPs

Stand down period: This section states that “timeframes need to be flexible” and section 5.6 states that “sufficient time and opportunity will be allowed for the recording and sampling of any archaeological features or deposits encountered.”

However, Table 5.1 provides for Maximum Stand Down Periods, which is incompatible with flexible timeframes and sufficient time and opportunity, as well as Condition 3 of HNZPT authority 2017/793, which states that “All archaeological evidence encountered during the exercise of this authority must be investigated, recorded and analysed in accordance with current archaeological practice.” Current archaeological practice is potentially time consuming and, while it is understood that the archaeologist will make very reasonable effort to clear the area a quickly as possible, this may not always be possible within the time frames outlined on Table 5.1. This table also states “Note that there may be special circumstances in which a longer period of stand down for investigation is deemed necessary by either HNZPT or Auckland Council.” This is potentially confusing.

No changes have been made, as the contents of Table 5.1 in the approved DWP are consistent with the Archaeological Management Plan approved under the Heritage NZ Authority (2017/793) and have been standard for previous Authorities and Heritage Management Plans approved

by Council for other projects.

We do not consider there is incompatibility between the fact that the contractor’s timeframes need to be flexible, and the minimum stand down periods given, as the necessary flexibility sits within those timeframes. Only limited remains are likely to be encountered during the enabling works within the road reserves, based on previous stages of works for the CRL, but a slightly longer stand down period is given for any significant archaeological remains encountered, with appropriate recognition that HNZPT or Council may require a longer period for investigating any significant discoveries.

I suggest that Table 5.1 be changed to Stand Down Triggers, the second column deleted and the table reformatted to include relevant HNZPT, Council and mana whenua response times.

The timeframes set out for the reports are consistent with those in the HNZPT Authority, while Appendix A refers to the HNZPT Authority and states: ‘Care has been taken to ensure that the archaeological procedures set out in this DWP are consistent with the conditions and requirements of the Authority 2017/793 issued by HNZPT.’

Introduction

The City Rail Link (CRL) project comprises the construction, operation and maintenance of a 3.4 km underground passenger railway, running between Britomart Station and the North Auckland Rail Line (NAL) in the vicinity of Mt Eden Station.

The works relating to this Historic Character – Archaeology Delivery Works Plan (DWP) constitute part of the enabling work for CRL. The works involve temporary canopy removal and utility relocation works along the western side of Albert Street from Wellesley Street to Victoria Street West.

The works are required to be undertaken in advance of construction of Aotea Station. Given the dimensions of the station, the pile walls will clash with existing significant building canopies and utilities that support the functioning of the existing properties. These clashes need to be removed in order to construct Aotea Station.

An Outline Plan will authorise the district use elements of these works. The Aotea to North Auckland Line resource consents authorise the regional consenting elements of these works.

1.1

Project Works

It is proposed to undertake early works in advance of the main construction of the City Rail Link (CRL) Aotea Station (Construction Contract C3). The early works will be undertaken under the CRL Construction Contracts C2.1 and C2.2 and involve the removal of building canopies and the relocation of underground utilities along the western side of Albert Street from Wellesley Street to Victoria Street West.

As the early works lie within the project footprint, it is considered they are authorised by the City Rail Link (CRL) 1714 (Designation 1 ) and the Aotea Station to North Auckland Line (A2N) resource consents . This Delivery Works Plan (DWP) /Management Plan has been prepared to meet Conditions of Designation 1 and/or the A2N resource consents .

The underground Aotea Station occupies the full width of Albert Street, with only a 2.5m gap in places between the piled station wall and the existing buildings. Consequently, construction of the piled wall requires the temporary removal of the existing canopies from the AA (99 Albert Street), and Sky City (109-125 Albert Street) buildings as well as the cutback of the existing canopies from the Manhattan Apartment (103-107 Albert Street) and Auckland Council (135 Albert Street) buildings.

The network of buried pipes and cables under Albert Street will need to be permanently diverted to enable construction of the station. The existing services will be relocated into a shared services trench approximately 4.0m in depth by 1.5m in width, located in the space between the new station wall and the existing buildings. Figure 1 shows the location of the canopy removals and utilities trenching. Based on the approximate distance from the corners of Albert Street with Wellesley Street and Victoria Street West, it is estimated the trench will be about 220 m long and the excavated volume about 1,320 m3..

Purpose of Historic Character Delivery Work Plan (Archaeology Section)

This DWP has been prepared to manage adverse effects on archaeology that may result during the construction of the Project. The objective of this DWP is to provide a framework for the avoidance, remediation or mitigation of adverse effects on archaeological remains during construction, as far as reasonably practicable.

This DWP is required under CRL Designation 1714, Condition 42. It has been prepared by Clough & Associates Ltd and will form part of the Construction Environmental Management Plan (CEMP) for the Project. Collectively, the CEMP and this DWP will support the Outline Plan for the Project.

A Built Heritage DWP is not required as the affected buildings are 20th century buildings with no built heritage values, and it is only the canopies that are to be removed and reinstated upon completion of the CRL main works. This DWP will therefore only cover archaeology and will not include historic heritage as it is irrelevant to the works.

To achieve the above objective the following matters shall be included in the Archaeology section of the Historic Character DWP: (a) Constructor roles and responsibilities, stand-down periods and reporting Sections 3.1, requirements are to be clearly identified; 5.6, 5.8 (b) How procedures for archaeological investigations and monitoring of Sections 5, 5.1, preliminary earthworks are to be implemented in areas where there is 5.2 and 5.3 potential for archaeological remains to be discovered; (c) Procedures for the discovery of, including accidental discovery of archaeological remains including: (i) The ceasing of all physical construction works in the immediate vicinity of Sections 5.1, the discovery; 5.2, 5.3, 5.6 (ii) Practices for dealing with the uncovering of cultural or archaeological Sections 5.1, remains and the parties to be notified (including, but not limited to, 5.2, 5.3, 5.4, 5.8 appropriate iwi authorities, the Auckland Council Consents Monitoring officer, the New Zealand Historic Places Trust [now Heritage New Zealand Pouhere Taonga - HNZPT], and the New Zealand Police (if koiwi (human skeletal remains) are discovered); (iii) Procedures to be undertaken before physical works in the area of Sections 5.2, discovery can start again, including any iwi protocols, recording of sites and 5.4, 5.6 material, recovery of any artefacts, and consultation to be undertaken with iwi, Auckland Council Consent Monitoring officer and Heritage Unit, and with the New Zealand Historic Places Trust [now HNZPT]; and (iv) Procedures for recording any archaeological remains or evidence before Sections 5.4, it is modified or destroyed, including opportunities for the conservation and 5.5, 5.7, 5.8 preservation of artefacts and ecofacts (biological material) that are discovered. Consideration shall be given to the incorporation of in-situ material or artefacts into the design of stations and / or public places associated with the City Rail Link project. Consideration shall also be given to the provision for ‘post-excavation’ assessment analysis and publication of material within 24 months of completion of construction. (v) Provision for ‘post-excavation’ archiving, assessment and analysis of the Sections 5.7, archaeological records and materials; publication of results of that work 5.8 within 24 months of completion of construction assessment analysis and publication of material within 24 months of completion of construction. (d) Training procedures for all contractors are to be undertaken in advance Section 4 of construction, regarding the possible presence of cultural or archaeological sites or material, what these sites or material may look like, and the relevant provisions of the Historic Places Act 1993 [now the Heritage New Zealand Pouhere Taonga Act 2014] if any sites or material are discovered; (e) Cross references to the specific sections in the Communication and Section 6 Consultation Plan which details how the Auckland Council Heritage Department, the New Zealand Historic Places Trust [now HNZPT], mana whenua (see condition 8) are consulted, and the communication with the general public on the management of the adverse effects relating to archaeology.

Historic Heritage Values - Archaeology

2.1

Archaeological Sites in the Project Area

There are no known archaeological sites in the Project area.

There is a limited possibility of subsurface archaeological remains relating to 19th or early 20th infrastructure, such as earlier surfaces and drainage elements. However, any surviving archaeological remains exposed by project works would have the potential to provide information relating to the history of the area.

Archaeological remains relating to Maori occupation are unlikely to be present due to the modifications that have occurred during and since the 19th century, but the possibility cannot be completely excluded.

The possibility of exposing archaeological remains will be managed through this DWP and an Archaeological Authority (# 2017/793) issued by Heritage New Zealand Pouhere Taonga (HNZPT) (see Appendix A).

Roles and Responsibilities

3.1

Project Archaeologist roles and responsibilities

The Project Archaeologist will be responsible for ensuring that the archaeological requirements set out in this DWP and in the Heritage New Zealand Pouhere Taonga Act 2014 (HNZPTA) authority 2017/793 are fulfilled. This includes ensuring that an archaeologist is available to carry out spot checks while earthworks are being carried out, to respond to call-in by the construction contractor, and to investigate and record any archaeological remains exposed. It also includes ensuring that the archaeological team adheres to the contractor’s site safety requirements.

The Project Archaeologist will also be responsible for reporting to the relevant parties regarding the archaeological work.

3.2

Contractor briefing

Prior to the start of earthworks, the Project Archaeologist and a Mana Whenua representative will meet with the construction contractor on site to brief them on the archaeological and cultural requirements for the Project.

The Project Archaeologist and Mana Whenua representative must be given at least 2 weeks’ notice by the construction contractor that excavation works are about to begin. The construction contractor will keep the Project Archaeologist and Mana Whenua representative informed as to the work schedule and any changes that may arise.

As set out in sections 5.1, 5.2 and 5.3 of this DWP, the construction contractor will temporarily cease works and call-in the Project Archaeologist if suspected archaeological remains are exposed when an archaeologist is not present, so that the remains can be assessed and recorded.

As set out in sections 5.2 and 5.6 of this DWP, the construction contractor will give the Project Archaeologist sufficient time and opportunity for the recording and sampling of any archaeological features or deposits encountered, and will not resume works in the immediate vicinity until the archaeological work is completed. If requested to do so by the Project Archaeologist, the contractor will place excavated material to one side for further examination by the Project Archaeologist.

Training

4.1

Pre-Construction Briefing

Prior to the start of Project earthworks, the Project Archaeologist will provide a briefing on the Project’s archaeological requirements as contained within this section of this DWP to the construction contractor and all staff working on the Project. These requirements include but are not limited to: •

Statutory requirements under the HNZPTA;

•

How to recognise archaeological material if exposed during earthworks;

•

What actions need to be taken should any archaeological material or remains be exposed or encountered during earthworks; and

•

Who to contact in the event of archaeological material being exposed, if the Project Archaeologist is not present on site at the time.

A Mana Whenua representative will also be invited to provide a briefing on cultural requirements in the event that archaeological remains relating to Maori occupation are exposed during the earthworks.

4.2

Toolbox Talks

The Project Archaeologist will also attend regular toolbox meetings during the course of the Project, the purpose of which will be to remind staff of the Project’s archaeological requirements and to ensure that any new staff joining the Project team are fully briefed prior to the commencement of works.

4.3

Training Records

A record of attendance at briefing and training sessions will be held by the Project Environmental and Sustainability Manager as part of the Project training record (refer to the CEMP for further detail in this regard).

Archaeological Procedures and Mitigation Measures

As noted in section 2, there is only limited potential for subsurface archaeological remains to be exposed during the Project works. However, any effects on archaeological features and deposits present in the Project works area will be managed and mitigated by archaeological monitoring of works based on a combination of spot checks by the Project Archaeologists and call-in by the construction contractor; the recording of any remains exposed; and the recovery of samples of archaeological material for further analysis.

Archaeological monitoring will apply to the trench excavations only.

5.1

Archaeological Discovery Protocols

If suspected archaeological remains are encountered and the Project Archaeologist is not present, works will stop in the immediate vicinity of the find until the Project Archaeologist can assess the site.

5.2

Discovery of Archaeological or Cultural Remains

If in situ archaeological features or deposits are identified during earthworks, the Project Archaeologist will advise the Project Manager, who will stop works in the immediate vicinity, so that the Project Archaeologist can investigate and record the remains, in accordance with accepted archaeological practice as set out in this DWP and the requirements of the HNZPT Authority 2017/793. If remains indicating Maori occupation are exposed the protocols outlined in section 5.3 will be followed.

If significant archaeological features or deposits are identified during earthworks the Auckland Council (Cultural Heritage Implementation Team Leader and Compliance and Monitoring Officer), HNZPT, and Mana Whenua will first be notified by the Project Archaeologist, and the remains will then be investigated and recorded in accordance with accepted archaeological practice and as directed by HNZPT, if of pre-1900 date. Any significant remains of 20th century date will also be investigated and recorded as directed by the Auckland Council Cultural Heritage Implementation Team Leader. If remains indicating Maori occupation are exposed the protocols outlined at 5.3 of this DWP will be followed.

5.3

Mana Whenua protocols

5.3.1

Archaeological Remains

If archaeological remains relating to Maori occupation are exposed, the Project Archaeologist will inform the appropriate Mana Whenua representatives (if not present).

5.3.2

Koiwi Tangata (Human Remains)

If bone material is identified that could potentially be human, the following protocol will be adopted: 1 2

Earthworks/investigation will cease in the immediate vicinity while an archaeologist establishes whether the bone is human.

If it is not clear whether the bone is human, work shall cease in the immediate vicinity until the Auckland University reference collection and/or a specialist can be consulted and a definite identification made.

If bone is confirmed as human (koiwi tangata), the archaeologist will immediately contact the Mana Whenua representatives, HNZPT, the NZ Police and Auckland Council Cultural Heritage Implementation Team Leader and Compliance and Monitoring officer.

5.3.3

The site will be secured in a way that protects the koiwi as far as possible from further damage.

Once the NZ Police and HNZPT are satisfied that the remains are archaeological, consultation will be undertaken between the Mana Whenua representatives, the HNZPT Regional Archaeologist, the Auckland Council Cultural Heritage Implementation Team and the Requiring Authority to determine and advise the most appropriate course of action. No further action will be taken until responses have been received from all parties, and the koiwi will not be removed until advised by HNZPT. The Mana Whenua representatives will advise on appropriate tikanga and be given the opportunity to conduct any cultural ceremonies that are appropriate.

If the Mana Whenua representatives are in agreement and so request, the bones may be further analysed by a skilled bio-anthropological specialist prior to reburial, in line with the HNZPT Guidelines Koiwi Tangata Human Remains (2010).

Activity in that place can recommence as soon the bones have been reinterred or removed and authorisation has been obtained from HNZPT.

Taonga (Maori Artefacts)

Maori artefacts such as carvings, stone adzes, and greenstone objects are considered to be taonga (treasures). These are taonga tĹŤturu within the meaning of the Protected Objects Act 1975. Taonga may be discovered in isolated contexts, but are generally found within archaeological sites. If taonga are discovered the following protocols will be adopted: 1

The area containing the taonga will be secured in a way that protects the taonga as far as possible from further damage, consistent with conditions of the Archaeological Authority 2017/793.

The Project Archaeologist will then inform HNZPT, Auckland Council and the nominated Mana Whenua representatives so that the appropriate actions (from cultural and archaeological perspectives) can be determined.

These actions will be carried out within the stand down period specified below, and work may resume at the end of this period or earlier if advised by HNZPT or the Project Archaeologist.

The Project Archaeologist will notify the Ministry for Culture and Heritage of the find within 28 days as required under the Protected Objects Act 1975. This can be done through the Auckland War Memorial Museum.

The Ministry for Culture and Heritage, in consultation with Mana Whenua, will decide on custodianship of the taonga. If the taonga requires conservation treatment (stabilisation), this can be carried out by the Department of Anthropology, University of Auckland (09-373-7999) and would be paid for by the Ministry. It would then be returned to the custodian or museum.

Recording of Features and Deposits

Any in situ pre-1900 or significant 20th century archaeological deposits or features exposed during earthworks will be investigated, recorded and sampled consistent with accepted archaeological practice as set out in this DWP and in accordance with the requirements of the HNZPT Authority.

Detailed notes of each feature and deposit will be made, photographs will be taken, and all subsurface features located will be detailed on the site plan. Stratigraphic drawings and photographs of features and deposits will be undertaken.

Sufficient time and opportunity will be allowed for the recording and sampling of any archaeological features or deposits encountered. The archaeologist(s) will record the archaeological feature(s) or deposit(s) as quickly as possible so that earthworks may resume without undue delay.

5.5

Artefact Management Plan

The locations of artefact deposits will be marked on a site plan and retained for analysis. If large numbers of artefacts relating to European occupation are exposed, a representative sample will be retained.

The process for storage, analysis and display shall be as follows: •

Artefacts will be bagged, labelled by date and context, and may initially be stored in a secure on-site lock-up facility provided by the contractor.

•

As soon as is feasible artefacts will be transferred to the Project Archaeologist’s offices for cleaning, recording and analysis.

•

Any significant artefacts and/or artefacts meriting public display, will be identified by the Project Archaeologist and, in consultation with the relevant stakeholders, will be considered either for display within the new Aotea Station or for donation to the Auckland War Memorial Museum, as appropriate.

•

Less significant finds will be disposed of following recording and analysis, subject to the agreement of the Requiring Authority, unless a museum is willing to accept the collection.

•

Any wooden or fibre artefacts of significance will be wrapped/contained as required for short term preservation and analysis.

Artefacts will be conserved by appropriate specialists if this is recommended by the Project Archaeologist based on the level of significance and suitability for display or addition to museum collections.

Any Maori artefacts will be managed as set out under the Mana Whenua Protocols (Section 5.3 of this DWP).

5.6

Stand Down Periods

Depending on what is revealed by the earthworks, stand down periods involving the ceasing of works in the immediate vicinity may be required at various stages to allow for archaeological work to be carried out or for consultation with the appropriate parties.

Stand down will require earthworks to cease only in the immediate vicinity of the feature or find, and work may proceed in other areas. The maximum stand down periods in Table 5.1 will apply but earthworks may be resumed earlier if the required work has been completed.

Timeframes need to be flexible enough to ensure that archaeological works are completed as necessary to ensure that the conditions of the Archaeological Authority 2017/793 are met.

5.7

Post Excavation Analysis and Archiving

Artefacts retained from the site will be analysed and recorded by the appropriate specialists with the results presented in the final archaeological report, which will be provided to the parties specified in Section 5.8 of this DWP for information and archiving.

Depending on what is exposed, consideration will be given to displaying archaeological material such as artefacts within the new Aotea Station.

Any artefacts of significance relating to European occupation of the area that are recovered from the site that are not required for display may be offered to the Auckland Museum in consultation with the Requiring Authority.

Any Maori artefacts (taonga tuturu) will be dealt with in accordance with the Mana Whenua protocols outlined in Section 5.3 of this DWP and the requirements of the Protected Objects Act 1975.

Archaeological material identified by the Project Archaeologist as being appropriate for Carbon 14 dating will be sent to the University of Waikato’s Radiocarbon Dating Laboratory for age determination.

5.8

Reporting Requirements

During the course of the Project, information on any archaeological discoveries will be provided to the Auckland Council Cultural Heritage Implementation Team and Consent Monitoring Officer, HNZPT and Mana Whenua.

Opportunities for provision of information to the public via on site and media releases will be taken in consultation with those parties, depending on whether any significant archaeology is exposed during earthworks.

A written summary report will be provided by the Project Archaeologist to the Requiring Authority, HNZPT, Auckland Council (Cultural Heritage Implementation Team and Consent Monitoring officer) and Mana Whenua within 20 days of the completion of monitoring work. A full and final monitoring report will be completed within 12 months of the end of the monitoring work within or associated with the Aotea Station ACZ, which includes the results of the canopies removal and utilities diversion works. The report will be provided to the Requiring Authority, HNZPT, the Auckland Council (for inclusion in the Cultural Heritage Inventory), the NZ Archaeological Association Central File, Mana Whenua and any other parties specified in the designation conditions and archaeological Authority.

On completion of the final report, the Project Archaeologist will update the archaeological site records on the NZAA Site Recording Scheme (ArchSite database) and Auckland Council Cultural Heritage Inventory with a summary of the results and reference to the final report.

Depending on the significance of the archaeological information recovered, articles may be submitted to academic journals for publication.

Communication and Consultation

Refer to the Project Communication and Consultation Plan attached as Appendix XX of the CEMP with respect to consultation with the Auckland Council Cultural Heritage Implementation Team, HNZPT, Mana Whenua and the public in relation to archaeological aspects of the Project.

Matters to be discussed with Project stakeholders will include: •

Opportunities for public observation of excavations during the Project;

•

Opportunities and avenues for providing information to Project stakeholders and the public regarding archaeological discoveries during the Project; and

•

The display of archaeological material and artefacts within the new Aotea Station, if material meriting public display is recovered during the Project.

Review and Updating of the DWP

This DWP is subject to a review process with the Community Liaison Group (CLG) established for the Project and a suitably qualified independent peer reviewer (refer Appendix B of this DWP).

7.1

DWP Review

The process for reviewing and updating this DWP as a result of a material change to the Project or the annual review is outlined in the Project CEMP in accordance with CRL Designation 1714 conditions 22 and 23. This DWP will be reviewed throughout the course of the Project or at least annually: •

To reflect material changes associated with changes to construction techniques, the natural environment or due to unresolved complaints;

•

Compliance with the designation or consent conditions, the CEMP, DWPs and EMPs (including site specific plans) and material changes to these plans;

•

Any significant changes to construction activities or methods;

•

Key changes to roles and responsibilities within the Project team;

•

Changes in industry best practice standards;

•

Changes in legal or other requirements (social and environmental legal requirements, consent conditions, Requiring Authority objectives and relevant policies, plans, standards, specifications and guidelines);

•

Results of inspections, monitoring and reporting procedures associated with the management of adverse effects during construction;

•

Comments or recommendations from Auckland Council regarding the CEMP, DWPs and EMPs; and

•

Unresolved complaints and any response to complaints and remedial action taken to address the complaint.

7.2

DWP Updates

The process for reviewing and updating this DWP as a result of a material change to the Project or the annual review is outlined in section XX of the CEMP. An original copy of this DWP document and subsequent versions will be kept for the Project records (earlier versions marked as obsolete). Each new / updated version of the Archaeology Section of the Historic Character DWP documentation will be issued with a version number and date to eliminate obsolete versions of this DWP documentation being used, and will be kept on site during works.

A summary of the review process will be provided to Auckland Council and otherwise be made available on request.

Appendix A:

HNZPTA Authority Requirements

In addition to the requirements of the CRL designation, and this DWP prepared in accordance with CRL designation Condition 42, all modification and investigation of pre-1900 archaeological remains are subject to the archaeological provisions of the Heritage New Zealand Pouhere Taonga Act 2014 (HNZPTA) and must be carried out in accordance with the conditions of an Authority issued by HNZPT under that Act. A general Authority for the Aotea Station to Mt Eden Station/NAL works, including the utilities relocation works, has been issued by HNZPT (Authority # 2017/793). The Authority setmanagement procedures in place for archaeological discoveries that must be adhered to.

Care has been taken to ensure that the archaeological procedures set out in this DWP are consistent with the conditions and requirements of the Authority 2017/793 issued by HNZPT.

5.1 Archaeological Discovery Protocols

There is an Authority issued by Heritage New Zealand Pouhere Taonga (HNZPT) for these works. HNZPT considers that where an Authority has been issued there cannot be an “accidental” discovery and prefers the use of the term “on-call procedure” instead.

The section does not refer to Accidental Discovery Protocols, but to Archaeological Discovery Protocols, so no change has been made. This is a brief section referring to the procedure if a suspected discovery is made when the archaeologist is not present – it requires works to cease in the immediate vicinity until the Project Archaeologist can assess the discovery. This is consistent with the Archaeological Management Plan submitted as part of the Authority application and approved by Heritage NZ

5.2 Discovery of archaeological or cultural remains
