Welcome and introductions

• SL welcomed everyone and introduced the meeting agenda. SL also introduced CRL staff and contractors in attendance.

CRL Project Update

• SL provided a general update on the CRL project, including on where things are up to with procuring a construction alliance contract for the main works. SL stated that CRL expects to make an announcement on the bid winner in the next month, and will share this information with the CLG as soon as possible.

• RJ added that works from Wyndham St to Mt Eden would come under the upcoming alliance contract.

• SL also provided updates on upcoming works at Karangahape and Mt Eden sites, and C8 wider network improvements.

• There was discussion in the room on upcoming demolition works at Mt Eden and Karangahape, which will commence in the second half of 2019.

• There was also discussion on the Karangahape Station design, which will be built to fit a 9-car train and include two station entrances.

C1 Update

• NA provided an update on C1 works. Excavation under the Chief Post Office building and within Lower Queen Street have been completed. Rail tunnels are now being constructed. C1 tunnels have broken through to the Commercial Bay tunnels, and breakthrough to Britomart Station is underway.

• KR asked if all of these works were happening underground.

• NA provided a description of the tunnel construction happening underground, as well as the work to ensure preservation of the CPO building. NA then discussed plans for the area, including lower Queen Street being re-pedestrianised.

• A resident asked what kinds of artefacts were found during excavation in the lower Queen street area.

• NA responded that primarily wooden piles (which presumably comprised the old wharf) were encountered along with a smaller number of other miscellaneous items (crockery etc). Overall the excavation works had gone very well.

• KR asked if the excavated items were being kept.

• SL responded that they were, and directed CLG members to the cabinet in the CRL reception area where some items could be viewed.

• RW asked if CLG members can walk through the C1 site.

• NA responded that it could be possible on a Sunday, and AHS also said that CLG members could visit the Albert Street tunnels.

• RP provided a description of Social Impact and Business Disruption annual reporting for C1 works.

This included discussion on the identification, monitoring, evaluation and management of construction effects.

• RP described issues raised by the community during the second year of C1 works, and how these were addressed. These included disruption to businesses and community, health and wellbeing, travel, access, parking, noise, dust, vibration and changes to customer patterns and revenue from construction.

• RP provided information on the approximately 15 complaints that had been received about C1 works. These related to construction, parking and loitering. As well as complaints, some positive feedback was also received.

• Effects of C1 works had been monitored and managed through work plans and management plans, taking corrective action and stakeholder engagement.

Action – Check with CLG members if they are interested in a site tour of C1 and/or C2 on a Sunday.

C2 Update

• AHS provided an update and sequencing of C2 works along Albert St. Tunnel box construction is expected to be completed by around August this year. Reinstatement works, including at the Wyndham St intersection are underway, and removal of building canopies as required for Aotea Station construction works will start in a couple of months.

• AHS also said that they had just held open days on C2.

• After KR expressed disappointment at missing these, AHS said that he would be happy to attend their next body corporate meeting where he can show staging diagrams, and provide an overall update on the project. AHS mentioned that he was providing the same for the Stamford residents body corporate meeting.

• DB asked about the staging of works and how quickly everything could be completed. AHS responded that contractors have developed an integrated works plan, with a 2020 end date for the whole of the C2 works.

• KR mentioned that that there was quite a lot of rubbish left along Albert St close to Shakespeare Hotel. She wondered if it would be helpful to have a permanent waste bin there. AHS said that they would increase the service level of waste collection in the area while the works were happening.

• DB asked if the upcoming street resurfacing works would be noisy. AHS responded that some of the works would be noisy, however there were a number of ways this would be mitigated, for example putting a Perspex lid over the slab cutting machine.

• DB asked if he can have the fan removed from his property as noise can travel through that. He has double glazing on his windows which helps. AHS said he would get in touch about this.

• AHS then provided information on the Social Impact and Business Disruption annual reporting for C2 works. This included discussion on the identification, monitoring, evaluation and management of construction effects.

• AHS provided information on complaints made in the past year. For example, there were spikes in the number of complaints in April and November 2018 as they had been using noisier techniques to catch up on the work programme – contractors however had to stop due to increased complaints by residents and businesses.

• AHS also described the cumulative effects on communities of multiple work sites across the city, and concentrated along Albert St. • AHS also described some of the ways that the contractor mitigate effects, for example removing the beeping noise made by truck when reversing.

• JM asked for updates on Britomart and lower Queen Street design.

• SL responded that consultation had been completed and designs were finalised.

• JM asked about the lighting on the street, mentioning that it was as bright as daylight at her property. NA responded that we would be able to provide her with the lighting plan for the area.

The consultation period had passed, including designs being brought to a CLG meeting for feedback.

• JM asked when the street will be reinstated. NA responded that it would be completed by early 2021.

• JM then asked if the area would be useable before that, with NA responding that some parts would be. For example, we would be able to hand back the CPO building at the end of 2020.

• KR stated that she appreciated AHS’s timely responses to her queries. She said he had “done really well”, including during periods where she had phoned at odd times and said he had been right on to her queries and concerns. She said that AHS had made a difficult thing more bearable.

• KR also said that she was concerned with the street’s reinstatement. For example, it was traumatic when the magnolia trees were taken out. One afternoon they “were all gone”. KR said they were promised a new batch of trees would be put in, however in the video she’d seen, this looked sparse.

It did not represent what she had envisaged or what had been promised.

• RJ responded that there had not been a conscious change in plans, and it would always be quite challenging to fit trees back into certain locations. There will be some new trees but not necessarily in the same spaces. Overall, reinstatement of this area will be at a higher scope than what had been there prior to works starting.

• KR responded that it had been a “long haul living in a war zone”, and it was great to have something to look forward to.

Housekeeping

• SL asked if there were any aspects of the project CLG members would like to hear more on.

• JM responded to just finish the project. CRL had done a good job of explaining works as they were being undertaken.

• SL then asked if the CLG would like to have one of the design team come to a CLG and discuss reinstatement works and design. CLG members confirmed that they would.

• KR asked if they could see the end result in the area.

• SL responded that there had been some more detailed drawings created of the lower Queen St area, which could be brought to the next CLG meeting.

• SL also confirmed that the next CLG meeting would be in three months.

• CLG members confirmed they were happy for the meeting to be held at 5.30pm again.
