Contract 2: Public Realm Reinstatement Overview • Urban design of public realm reinstatement was completed in 2017, with input from the Council’s Urban Design Panel, City Centre Advisory Board, Mana Whenua, Community Liaison Group and other stakeholders • Outline plan for the public realm is expected to be submitted to Council for review in March • The first section of public realm reinstatement works is anticipated to begin in November.

Management plans • The CNV DWP is the primary tool for the management of construction noise and vibration effects. It is a ‘living document’ which can change as the project progresses.

• SSCNVMPs have been produced for individual buildings or packages of work where compliance with the noise and/or vibration limits can not practicably be achieved.

The SSCNVMPs identify: • The extent to which noise may exceed the project noise and/or vibration limits; • The timing and duration of any exceedance; • Details of the type of activity causing any exceedance; • The methods and measures to mitigate effects • The reasons why the management and mitigation measures reflect BPO. • A summary of communication and consultation undertaken.

Public Realm Works • High noise generating plant includes: • Saw cutter • Hydro excavator • Concrete breaker • Concrete breaking is the main vibration generating activity.

• All works, except the placement of pavers, will be carried out 7am to 10pm • The placement of pavers may occur outside of this time to avoid closing access to businesses during their operating hours. All cutting of pavers will be carried out during normal hours.

• The control measures outlined in Section 7 of the DWP will be implemented.

Noise barriers and enclosures will be used where practicable.

Public Realm Works contd • High noise generating activities will be short term • Some works will occur so close to properties that internal noise levels may be high, even where building modifications have been implemented.

• The noise and vibration effects will be similar in magnitude and duration to the advanced utilities works.

• Further consultation will take place before works begin outside buildings. Where possible, noisy activities will be scheduled for a time that least impacts occupants.

Air Quality Delivery Work Plan - Public Realm Reinstatement Addendum Andrew Curtis, AECOM

Introduction • There is an approved Air Quality Delivery Work Plan (AQ DWP) for the CRL, which deals with potential discharges of: • Dust • Odours • Vehicle Emission • We reviewed the current AQ DWP to determine whether changes were necessary to ensure that any air quality discharges associated with Public Realm Reinstatement (PRR) works were adequately controlled by the AQ DWP, and if not develop appropriate controls.

Potential Discharges to Air • We identified that the only activity that will occur which does not appear to be covered is cutting of pavers and curb stones.

• We have also made more explicit, other controls that can be used around pavement removal and the establishment of new pavement areas, such as using equipment fitted with water suppression or undertaking some work in an enclosure

Controlled Effects • With the appropriate controls in place there is little potential for any form of air quality effects from the PRR works
