Dan Reese Welcome to 2024! Happy New Year Windcrest!

As we say goodbye to 2023, we look forward to the bright future we expect in 2024. It’s a time to reflect on the past year and make plans for how we make 2024 even better!

Windcrest continues to be known as a great little city with a wonderful staff and great city amenities.

65th Annual Light Up – 2023: “Twas the Night Before Christmas” – Once again, our reputation as the “City of Lights” shined throughout the area. The application “Yelp” listed Windcrest Light Up as the Number 1 Christmas Light Show in our area. One of the comments on Yelp was: “For years and years now, the City of Windcrest has put on a lesson in how neighborhoods show up for a friendly competition of creative light work.” We honored the 60th anniversary of Windcrest Elementary at our display on Crestway. At the Candy Cane Lane lighting, Mr. and Mrs. Santa arrived on a horse drawn carriage. Mrs. Clause led the crowd in the song “Jingle Bells” and we had a performance by the Compass Rose Journey Cheer Squad. The official “Light-Up” Ceremony was on December 2, featuring venders, food booths, a performance by the San Antonio Youth Choir and of course, Santa lighting our giant Christmas tree at City Hall. We held the second annual “Bike Night” on December 12th and the “Ho-HoHo Market” on December 16th. Mayor Pro Temp Cindy Strzelecki and her husband, Jeff, once again headed the effort to “Share the Lights” by collecting unused Christmas lights, testing them and giving the lights away to whoever needed them.

This is a gigantic effort by your entire City Staff. They work tirelessly to make this a success for all to enjoy. Thanks to Light-Up Event Coordinator, Public Works, Fire Department, Police Department and City Administration professionals for their efforts.

Thanks to the leadership of our City Manager, Rafael Castillo for leading this team.

Looking toward 2024.

We are looking forward to a great 2024! As I look forward to this New Year: • Rackspace Property. The entire Windcrest team has been working to transition the Rackspace property to a new owner. This is possibly the most important project we have been working on this year. The deadline to turn in this article is the beginning of December and the expected closing for date for the new owner, Industrial Commercial Properties (ICP) is mid-December. Hopefully, when you get this Newsletter, the transaction will be complete. The team working on this has been nothing short of amazing! I am proud to be just one of the members.

• Branding/Way finding. We formed a group to investigate ways to highlight our city and find ways to visually set it apart from the surrounding areas. The group is made up of members of the City Council, Economic Development Corporation (EDC), and our Planning and Zoning. I look forward to the ideas that will come from this team!

• Windcrest Volunteer Program. Our Windcrest Volunteer Program is going strong!

The group has helped several citizens with tasks around their home that they were not able to accomplish. The group also supported several City events during LightUp. For more information, go on the City of Windcrest web site, from the home page select “Community” then “Get Involved”. You will be able to decide what kind of volunteer activities you would be willing to help with. Support Services Director Joshua Brown wears Windcrest Police Department Badge 706. Director Brown has been a member of the Windcrest Police Department since June of 2019. He holds an Associate Degree in Business Management from San Antonio College and an Advanced Telecommunicator Certification with the Texas Commission on Law Enforcement.

In his spare time, Director Brown enjoys spending time with his wife and 1 year old son, as well as drives in the hill country and going to the movies.

The Texas Public Information Act: Promoting Information Access but with Limitations The Texas Public Information Act (TPIA) is a crucial legislation that ensures transparency in governmental bodies operations. It allows individuals to request access to existing information held

by Texas governmental bodies. While the TPIA grants significant access rights, there are limitations and restrictions on what can be requested and accessed. Let us explore the rules and restrictions under the TPIA.

We have exciting news! You might have seen our bicycle officer, Officer Salinas. As the year progresses we will continue to roll out projects we have been working on for some time- for you- the citizens of Windcrest.

Firstly, it is important to note that the TPIA focuses on obtaining pre-existing information rather than obligating an agency to answer specific questions. The purpose of the act is to provide access to documents and records that already exist, not to create new information or generate responses to individual queries or questions.

Please remember school has resumed and to be cautious especially near our elementary school. It only takes a moment of distraction to cause an accident! As we begin this new year, we remind all of our mission- TO PROTECT AND SERVE. Our officers continue their excellent work in our community that we can all be proud of. If you have any questions or concerns, please do not hesitate to reach out to me.

Under the TPIA, government agencies are not obligated to produce new documents as a response to a request. The act specifically pertains to records that have already been created and are in possession of the governmental body. Requesters can seek information from various existing sources, such as reports, contracts, meeting minutes, or correspondences, but the act does not require agencies to generate new materials.

It is hard to believe that the holiday season is over, and we are now heading into 2024. The Windcrest Fire Department continues to be extremely busy handling what seems like a never-ending myriad of projects. Ongoing training, and commercial building inspections, in addition to the numerous calls for service, ensure that we have little down time. A big thank you goes out to all of the dedicated men and women of our department who successfully balance this endless list of tasks. As we enter into this New Year, the Department is looking forward to another productive year and is excited about the future. We will continue to analyze our statistical data and measure our performance to ensure that we are providing the highest level of service available. In addition to the numerous other activities occurring, the Department is looking forward to accomplishing several projects over this next quarter which include: 1. Replacing our 2007 Fire Apparatus 2. Reaching out to as many residents to teach about our Knox Box program.

3. Developing and completing the bid specifications for a new Command Vehicle.

The Department is extremely excited about the creation and utilization of our social media accounts. These social media accounts have assisted in promoting the positive image of the Department by providing information to the community about incidents, fire safety tips, press releases, personnel and other Department events. Hope everyone had a safe and wonderful Christmas, as we start a New Year, I would like to share some winter safety information with everyone. The Months of January and February are typically the coldest months here is South Texas. Everyone wants a warm and cozy home when it’s cold outside.

Safety Tips: • Have yours homes HVAC units inspected annual by a licensed HVAC Company.

• If your home furnace burn on natural gas make sure you have a working carbon monoxide detector in your home.

• If you use space heaters in your home, make sure they are at least 4 feet away from anything that might catch fire. Don’t plug your space heater into a power strip, this could overload your power strip and cause a fire. Make sure your space heater has a tip control on it, this shuts the unit off if it’s knocked over.

Happy New Year! As we celebrate the arrival of 2024 make your New Year’s Resolution be to keep your furry family members safe, registered, and vaccinated.

Need to register your pet with the city? Head on over to City Hall or call the Police Department to set an appointment to register your pets. If your pet is spayed or neutered and microchipped, it is FREE! Microchipping your pet allows us to help to return your pet in the event is gets out and lost.

Contact us today to register your pet! If you have already registered your animal, remember pet registrations must be renewed each year. January is a great month to start this annual routine.

Interested in opening your home to a furry friend or fostering? Contact us today! We can set up an appointment to visit our adoptable friends. Or you can visit us during our bi-weekly adoption event. We host them at PetSmart on the 1st and 3rd Saturday in Windcrest. We also need fosters. Nothing reassures our furry friend than living with a temporary family while they await their forever home. All our animals are also available to view online on the Animal Control Unit webpage.

Hello 2024! We are grateful for another year and another chance to continue making a positive change in our community.

Usually, January is the coldest month of the year, but living in south Texas, Windcrest residents will still be able to stay on top of their yard and around the house tasks.

Taking down your holiday lights might be a task you tackle this month- Remember to check your light strands for evidence of damage caused by small animals chewing on them or weather damage, to stay safe next year. Doing some winter cleaning inside your home? Remember trash must be in the appropriate containers to be picked up and to avoid any potential fines or debris in the alleyways and roadways. This will also be a good time to mow down your weeds (only once a month for some yards!) and plant some trees! Do not forget, January 31 is the LAST day to obtain your permit to cut/trim your oak trees. Beginning February 1, cutting, trimming or removal of any oak trees is NOT permitted. You will have to wait until July 1, 2024.

This past year we started our Windcrest Volunteers Group. Since the establishment of this group our team of volunteers has worked on many projects helping the members of our community. We have helped take care of numerous overgrown yards, added flagpoles, put up holiday lights, and assisted in many city events. We are looking forward to continuing to grow our team and Being the Light of Windcrest. Windcrest Garden Club members wish all a Happy, Healthy, New Year! Come join us to learn and share your knowledge of the plant world.

December’s projects found the Windcrest Garden Club members providing help at the San Antonio Garden Center’s annual “Christmas Cheer” program making wreaths and table settings for families who request help late in the year.

Clothing, socks and necessities like toothpaste, toothbrushes and soaps and lotions were distributed. Puzzles, stuffed animals and toys were also given out. (photo of K Mulkey and A Hoffman at table) Our annual Christmas luncheon at our meeting on Monday, December 4, had representatives from the Compass Rose Charter School tell us about the school’s mission and activities. The school has just enlarged their student garden and is very involved in educating students about land usage and food production.

Also, during the luncheon, previous presidents of the Windcrest Garden Club were recognized and given a red rose as a token of our appreciation for their past leadership.

January is a time to spread wild flower seeds, cover lightly with soil to have spring flowers in your gardens. Remember to mulch your recent plantings to help protect them from the severe cold temperatures! Old Christmas tree lights that give off heat, can be used to wrap around sensitive plants and then covered with a sheet or heavy cloth (not plastic) to protect them. Remember to unwrap them after the freeze.

I hope everyone had a Merry Christmas and a Happy New Year! Thank you to everyone who supported the Lions Club through our Christmas Greenery sales, the annual Chili dinner, and Fill-the-Boot efforts during Christmas!

The Chili dinner was a huge success, and a lot of fun! So many of you came out, had some chili and cornbread, then just hung out with your neighbors, and had a great time. Thank you again for your support.

A reminder that our famous Pancake Sausage Breakfast is just a couple of months away and will be held at the Civic Center.

Many local students spent time during the holidays making Christmas ornaments and cards for the elderly at our local nursing homes. Many of the residents are alone during the holidays, and these hand-made cards and ornaments mean the world to them! They were absolutely beautiful.

If you would like to donate used eyeglasses or hearing aids we would love to have them. You can reach out to any Lions Club member; you can call the number below or you can drop them in the white mailbox at City Hall. It’s one with the Lions Club logo on it.

Just a reminder of some of our city code for the care of your pets now that old man winter has arrived: Sec. 6-6. Care and keeping of dogs and other animals.

No person shall cruelly treat any dog or animal. (a) An animal owner shall provide his animal with veterinary (b) care to ensure its health and when needed to prevent suffering. An animal owner shall provide his animal with humane care (c) and treatment. Animals shall be protected from extremes of the environment (d) including outside temperatures of heat (85 degrees or above), cold (32 degrees or below), and precipitation; this shall include but not be limited to shade, dog house, lean-to, tent, garage, or inside the owner's house.

Please make sure they are warm and have food!!

Another reminder that San Antonio Feral Cat Coalition is now offering Trap-Neuter-Return classes on-line or a class at their new offices. Please check on their website for more information. If you are feeding a cat or kitten that has wandered into your yard and adopted you, city code requires you to take this class. We are only talking about an hour and a half of your time. These classes have lots of good information about how TNR works and why it is the best program for our community cats. There is also a form you need to fill out with the city that identifies as a TNR caregiver.

WEDC Board members Rip Stimpson, Tanya Aksamentova, and Rainbeau Presti led the initiative to revamp the Store Front Grant Program to simplify and expand possible access for local business owners.

WEDC Fiscal Year 2023 in Review Rackspace’s announced departure from their 66-acre and 1.2 million square foot corporate headquarters in October of 2022 set the stage for a very busy and productive fiscal year 2023. The City of Windcrest, the Windcrest Economic Development Corporation, and Bexar County came together to ensure continued economic prosperity related to the site.

This collaboration resulted in a nationwide search and six purchase offers with Industrial Commercial Properties of Ohio ultimately signing a purchase sale agreement in August.

In addition to welcoming ICP to Windcrest, seven new businesses came to Windcrest. The most anxiously awaited might have been Chipotle, which alone is expected to generate between $60,000 to $80,000 in sales tax revenue per year.

Others include BC Bubble Tea & Bahn Mi, Spin Express, JD Todd Inc., Allstate Insurance business office, Torch Technologies, and DK Rebar.

Business Retention and social media/marketing were a top priority with 164 businesses and individuals receiving technical assistance and social media postings on the various outlets exceeding 740 and a continuous increase of those following Windcrest news.

Although we were sad to bid farewell to our Treasurer, Bubba Chapa, the WEDC board also welcomed a “new” member back to the board when John Fagin was appointed to the board. This is John’s second stint serving on the board and we are happy to have him back. Also, a big thanks to Frank Martin for volunteering to take on the role of Treasurer.

The WEDC Board’s continuous improvement included conducting training of new board members and staff as well as a joint training session on “Practicing Economic Development” with the City Council.

We look forward to what next year holds for us and are well-positioned to continue creating economic success for the City of Windcrest.

January Fun Facts January is the first month of the Gregorian calendar and is often associated with new beginnings and fresh starts. However, there are many fun facts about this month that you may not know. From the origins of its name to its fascinating history, January is full of interesting trivia that will make you appreciate the month even more.

January is named after the Roman god Janus, who had two faces, one looking to the past and one looking to the future. This symbolism is fitting for the month of January, as it marks the end of one year and the beginning of another. The Anglo-Saxons called January "Wulf-monath" or "wolf month" as it was the time when wolves came out in search of food. This led to January's Moon being called the "Wolf Moon" which will reach its peak illumination on January 25th at 11:54 AM CT. On January 1, 1863, President Abraham Lincoln issued the Emancipation Proclamation. This proclamation declared that all persons held as slaves shall be free. However, as we know, it would take two years for the news to reach Texas which created Juneteenth. On January 3, 1959, Alaska was admitted into the Union as the 49th state.

The Alaska territory had actually been purchased 92 years prior from Russia for $7.2 million on March 30, 1867.

As the new year begins the days start to get longer again and we start to see the light reemerging.

We appreciate what the past taught us and look forward to what the new year has to bring.

4. Confidential business information and trade secrets: Proprietary or commercial trade secrets that, if disclosed, could harm a business's competitive advantage, or violate contractual obligations.

5. Certain governmental deliberations: Some governmental records involved in policy discussions, internal decisionmaking processes, or sensitive negotiations might be exempt to encourage open discussions and aid effective governance.

These exemptions exist to balance transparency with the need to protect privacy, ongoing investigations, and other legitimate interests. Exceptions help maintain the integrity of the TPIA and ensure that sensitive information remains confidential when necessary.

Understanding the rules and restrictions under the TPIA is essential for individuals seeking access to public information. While the act promotes transparency and accountability, it also acknowledges the need to safeguard certain records or information from disclosure.
