Our Windcrest Candle

Our Windcrest Light-Up Events are known across the area as the place to celebrate the Christmas Light. We received nationwide attention when one of our residents won ABC’s “Great Christmas Light Fight” competition. In addition to the holiday lights, our “Candle” is lit during Light-Up to celebrate the season. The “Candle” is a Water Tower located near the corner of Zepher Drive and Willmon Way.

The Water Tower is owned and operated by Bexar County Water Control and Improvement District (BCWCID) #10. BCWCID #10 has been gracious enough to allow the City to install and operate the lights on the side and on top for many years.

In the December 18, 1960 San Antonio Express News article, Windcrest was “very bright” that Christmas, erecting a huge tree and having a 100-foot candle with a fivefoot flame at the top that can be seen for miles”.

One more interesting Candle story – reported in the San Antonio Light Newspaper on December 8. 1968:

On the first year of the Candle, a special torch burner was set on the top of the tower to light a large gas flame. After the flame was ignited, strong north winds blew the flame out. To avoid the need to climb the outside ladder to light the flame, Windcrest resident LeRoy Kratochvil was enlisted to help. LeRoy tied leftover July 4th sparklers to the tip of arrows and launched them to the top of the candle. LeRoy recalled, “I had to make four or five attempts, but I finally succeeded. The next year, modifications were made but they were not successful, and LeRoy had to repeat his lighting technique. Finally, in the third year, the gas flame was replaced by an electric light in the form of a flame. The Kratochvil flaming arrows were no longer needed to “Light the Flame.”

In addition to Light Up, the Candle has been used for other events over the years. One in particular was the “Lighting of the Candle” when Roosevelt High School won a football game. There are stories of Cheerleaders singing a special cheer: “Red (blue and white) lights will shine tonight, at the final gun, the game was won.” On the way home from a game. We even lit the candle during COVID as a signal of support and encouragement for those going through that tough time.

As a result of a recommendation from a Roosevelt High School Support group, we began to investigate if there were options to enhance our Candle Lights. As it turned out, BCWCID#10 was about to paint the water tower and it was a perfect time for us to explore options.

We asked our Parks and Recreations Commission to make this a project with the goal of being ready for July 4th, 2023, and they came through! Working with your first-class Public Works team, the old lights were upgraded to multi-color LEDs and the number of “strings of lights” was doubled. The “flame” at the top of the Candle was reworked with multi-color LEDs also. The result is an amazing upgrade to the Candle that is brighter and allows for an almost endless number of options on colors and moving display.

We can now “Light the Candle” in Christmas Light-Up colors, Roosevelt High School Colors, Fiesta, St Patrick’s Day, etc.

We debuted the new Candle at our July 4th Event in the form of a video and “Lit” the Candle that night. There is a video available on our website highlighting the project if you would like to take a look.

The first day of the 2023/2024 school year starts on August 14th. Keep an eye out for kids and obey the traffic laws as you enter school zones. Officers will not only be watching for speeders, but also drivers who may be texting. Please don’t allow yourself to become distracted by texts or phone calls when driving. It only takes a second for a tragedy to happen.

Lieutenant Daniel Hernandez wears Windcrest Police Department Badge 501. Lieutenant Hernandez has been a member of the Windcrest Police Department since December 2007. He has 19 years of law enforcement experience and holds a Master Peace Officer Certificate. Lieutenant Hernandez commands the Operations Division and serves as a Negotiator with Alamo Area Metro SWAT. When he’s not working, Lieutenant Hernandez spends his time with his daughters and grandchildren. He has several hobbies, including sky diving and conducting paranormal investigations. He even provides ghost stories in downtown San Antonio and hosts several paranormal streaming shows!

Fire Department News Code Enforcement & Compliance

Parking on the Street? Understand This…

In order to provide adequate emergency response time most fire department vehicles require a minimum clear width of 14 feet on a straightaway and an additional width at intersections due to the large turning radius. For large residential fires, our Ladder Truck is our best resource to save the house and prevent the spread to neighboring homes. Our Ladder Truck requires 20 feet of clear width in order to set up and operate efficiently. Refer to City Code Chapter 32 Article III for more information. Help us educate the community by following a few simple rules:

1. Not parking on the street when the driveway is available.

2. Not parking within 15 feet of an intersection.

3. Not parking perpendicular to the curb in a cul-de-sac. Every second matters in an emergency. Any delay in emergency response could jeopardize the house or life at stake. Please obey these rules – we can save lives together!

The City and I would like to extend our appreciation to those of you who have been maintaining your properties, even during this sweltering summer season. YARDS! This is an area that needs attention, so weed it and reap! We have seen a rise in overgrown grass, shrubbery, and weeds throughout the city. If in violation of Chapter 14, you will be receiving a notice to cut all the weeds, grass, shrubbery, and tree branches. If you do not comply after receiving a notice, you could be issued a summons to appear in court. If you plan on doing any property maintenance, please make sure to wear protective clothing, take frequent breaks under shaded areas, and stay hydrated. As a reminder, the City is not responsible for cutting the shrubbery, grass, weeds, and tree branch growth in the alley behind your residential/property’s fence.

I’ve seen some backyards that could use a little “mower” TLC. If it is within your ability or means to do so, lend a helping hand in your community by assisting those who could use your help with property maintenance.

I would also like to take this opportunity to introduce our new Code Enforcement Agent, Daniel Fox, who will be taking on the task of enforcing all code compliance violations.

We have adult dogs, puppies, medium to large dogs and occasionally a small, adorable dog that needs a soft lap to lay on. Residents with feral cat colonies help us with the cats by feeding and taking up any uneaten food. We have strays and wildlife that are happily feasting on the food left out at each home and station. This encourages animals both wild and domestic to hang out in backyards and around homes enjoying this food source. All an animal will need is food, water, and shelter to make your backyard, shed, and patio their new home. Please help us help you by keeping food only out for those you are planning on feeding.

Lastly, it is HOT! Keep cool water available for your pets. Watch out for the wild animals that are looking for a water source. Consider a fence around your pool or a ramp for them to escape from a watery death.

I hope everyone had an awesome Fourth of July holiday! We look forward to the City’s Fourth of July parade every year, so we hope you all enjoyed it as much as we did!

Recently, we were visited by Lion Marilyn Weed of the Universal City Lions Club. They very generously donated $500 to the Windcrest Lions Club for our Scholarship Program! Join me in thanking Marilyn and her club for their incredible generosity.

We also sponsored several diabetic children to attend the Texas Lions Camp in Kerrville this summer. For those who don’t know, the Texas Lions Camp is a summer camp designed for special needs and diabetic kids. It is a week-long camp session filled with a wide variety of fun summer activies. Under the supervision of their counselors, the kids can enjoy swimming, horseback riding, fishing, boating, and much more! This camp is offered at no cost, as it is paid in full by the Club. Not to mention, there are also a limited number of “Family Camp” sessions for the whole family to enjoy! Transportation assistance is also available, if needed. Parks and Recreation News

July was a huge success for the Parks and Recreation Commission as we celebrated National Parks and Recreation Month. Kicking it off was a fantastic Independence Day celebration at the City’s annual Fourth of July parade.

GARDEN CLUB

The City’s Fourth of July evening parade was a first in recent history. The Garden Club once again participated by decorating a golf cart in Old Glory colors and passing out trinkets and candy to the parade bystanders.

Our wonderful organization volunteers help keep the City beautiful by watering weekly and weeding the colorful flowers in pots lining the buildings and curbs. If you’d like to contribute to keeping Windcrest a pleasant place to live, please contact Kitty Mulkey at 210-780-1037.

The Windcrest Garden Club is planning some interesting events for our new year. We will host our historical first evening meeting to accommodate full-time working club members. This meeting and potluck dinner will take place at Takas Park on Monday, September 11th, at 6:30PM . Additional information will be provided in the September newsletter. We plan to make it a meeting to remember!

On another note, please “root” these tips in your mind as you work through planting season: Hand watering is allowed during water restrictions. Do NOT fertilize the plan until after it is in the ground or container. When transplanting young shoots, put them in pots to strengthen their root system and increase their survival rates, and then transfer them into the ground during cooler weather. Last but not least, if you plan on planting new flowers or plants, please try to do so during the evening, so the shock of our extreme heat will be less severe. Keep cool and stay hydrated!

PUBLIC WORKS

August is known to be the hottest month of the year in South Texas. Please remember to limit outdoor activities and stay hydrated!

The Public Works Department has been working with volunteers from various city organizations. We have worked together on several projects, such as park clean-up efforts and residential maintenance for those not able to receive assistance. Keep an eye out for equipment and those working in public areas as you travel through residential streets. Please stay alert and use extra caution when driving!

The Public Works Department greatly appreciates all the volunteers lending a hand on beautifying our city’s landscape. We have a great group of city residents performing great work for our city. Together, Windcrest will shine!

Windcrest Animal Control Task Force

We are so excited to have Filburt as the cover of the August Windcrest Newsletter! We received several entries in our dog photo competition and Filburt barked his way to the number one spot! What a cute guy!

This is all in celebration of TxWeACT’s 10-year anniversary, and even better, National Dog Day, which is August 26th! Please try to do something fun for your dog in celebration of their special place in your family.

One of the important topics we would like to talk about is encouraging folks to foster a pet. Fostering gives you all the benefits of having a pet, but without long-term commitment. If you are considering fostering a pet, please know you need a fenced (6 ft) yard. Fostering allows the Animal Control Department to gain insight into how this pet will handle the home environment – does it have a good relationship with other animals? Does it like kids? Does it try to dig out of the yard? What foods and treats does it enjoy? If you are interested in fostering a pet, please contact the Animal Control Officer to fill out an application. Once approved, you may then visit our boarding facility to meet your next best furend! It is truly one of the best win/win situations!

The Women's Club Board has elected new officers for the upcoming year (as pictured) and looks forward to a great year of teamwork to support our community and school projects.

We will be hosting the judges' dinner prior to Windcrest Light Up, which is scheduled for December 11, 2023.

Common Lawn Mistakes

Summertime in Texas is no joke. We’ve been lucky this year with a bit of rain; however, lush, green lawns don’t just grow on trees. To have that prize-winning lawn it takes a lot of work, so it’s best to get started early. Common lawn care mistakes are easy to make, so let’s review some of the pitfalls that can occur when caring for our lawn so we can try to avoid them.

1. Cutting grass and watering during the day. Because the heat is so extreme, cutting or watering grass during the hottest part of the day can really pile on the pressure and stress for your lawn. Early morning or late evening is the best time to cut and water grass.

2. Cutting grass too short. In an attempt to limit the number of times we must cut the grass; it sounds like a good idea to cut it shorter than usual. Big mistake. Recommended grass height is 3 inches and anything shorter will cause root systems to be too shallow and result in an inability for the grass to absorb vital nutrients.

3. Cutting grass with dull blades. If you notice your grass looks ‘messy’ after cutting, then it’s probably time to sharpen those lawn mower blades. Failure to do so will result in the mower tearing your grass instead of cutting it.

4. Over or under-watering grass. Finding the right balance when watering the grass is not an easy task and mainly depends on the type of soil you have. Experts tell us to water our grass once or twice a week and limit water to about 2-3cm.

5. Controlling weeds. The best time to pull weeds is right after a good rain. Weeds are not only unsightly, but also may release chemicals that limit other plants’ growth. It’s important that we stay on top of the weeds and not allow them to take over our yards and gardens. Weeds grow quickly and have downward and outward root systems. Unfortunately, newly planted flowers and such do not stand a chance against them. Typically, weeds steal water, nutrients, air, space, and sunlight from healthy grass and gardens. This summer will be much like every other summer in South Texas, hot, hot, hot. The intense heat from the sun can damage and stress your lawn, even if you do everything right. Help your lawn and garden to flourish by adhering to these tips.

Car Fire Safety

Cars can catch fire for many reasons. Mechanical or electrical issues are the most common cause. A car can also catch fire as the result of a bad crash. If you see smoke or flames or smell burning rubber or plastic, respond immediately.

What to do if your car is on fire

• Pull over as quickly as it is safe to do so, be sure to use your signal as you make your way to a safe location off the road such as the breakdown lane or rest stop.

• Once you have stopped, TURN OFF the engine.

• GET everyone out of the car. Never return to a burning car for anything.

• MOVE everyone at least 100 feet from the burning car and well away from traffic.

• CALL 9-1-1.

How to prevent a car fire

• Have your car serviced regularly by a professionally trained mechanic. If you spot leaks, your car is not running properly, get it checked. A well-maintained car is less likely to have a fire.

• If you must transport gasoline, transport only a small amount in a certified gas can that is sealed. Keep a window open for ventilation.

• Gas cans and propane cylinders should never be transported in the passenger compartment.

• Never park a car where flammables, such as grass, are touching the catalytic converter.

• Drive safely to avoid an accident.

Know the danger signs

• Cracked or loose wiring or electrical problems, including a fuse that blows more than once

• Oil or fluid leaks

• Oil cap not on securely

• Rapid changes in fuel or fluid level, or engine temperature

Most car fluids are flammable. Heat and electrical sparks plus leaking fluid are all it takes to start a car fire.

Most crashes do NOT result in fire. In the event of any crash, call 9-1-1. If there is no sign of fire, wait for emergency assistance to help any injured individuals out of the car.
