Turning a New Leaf

Equipping crews for more efficient leaf-collection service In 2025, the Public Service Department collected 3,298 cubic yards of leaves; enough to fill an Olympic-sized pool. Now the team is making necessary improvements to leaf collection as part of a multi-year plan.

staff and designating some vehicles within the fleet as permanent snow and ice trucks. All of these updates are intended to improve the process over the next few years, ensuring leaf crews finish on time even in the face of future winter weather events.

During leaf collection season, the team and equipment supporting the collection process are the same as those used for snow and ice management. One of the biggest hurdles for crews is the time required to switch between snow-and-ice equipment and leaf-collection equipment during early snowfalls.

Fall Leaf Collection Reminders

To improve service, Public Service is swapping old trucks by adding new vehicles to the fleet that are easier to interchange over the next four years. These trucks are modified to support quick interchanges between leaf, snow and ice attachments. The crew’s latest truck eliminates the need to remove salt spreader attachments when hauling large leaf-collection trailers. This means there are fewer delays when winter weather intersects with leaf collection. As part of this effort, the team is adding additional

• Rake all the leaves to the tree lawn (the grassy area in between the sidewalk and the street) the night before collection. To support sustainability, please do not rake leaves toward storm gutters. • Ensure all piles of leaves are free of large sticks, twigs and any trash or debris that could damage the leaf collection equipment or injure personnel. • Avoid parking vehicles or placing obstructions in front of or close to leaves during collection weeks. Leaf collection runs from Monday, Oct. 5 to Monday, Dec. 14. The collection schedule is divided into four rounds across three designated zones. Visit www. Westerville.org/LeafCollection to learn more and view the real-time GPS leaf collection progress tracker.

Tip - Leaving leaves in strategic places, such as around trees, shrubs and perennials or in landscaping beds, can provide habitat and food supply for overwintering pollinators and improve soil health.

Welcome New City Leaders Ed Krieger

Deputy City Manager, City Manager’s Office Ed Krieger joined the City Manager’s Office in April as the Deputy City Manager for Infrastructure and Public Utilities. As a member of the executive leadership team, Krieger provides strategic direction for the City’s infrastructure projects and capital planning, overseeing the Westerville Electric Division, Water Division and Public Service Department. Prior to his role with the City, Krieger’s 40-year career included serving as the Assistant Administrator for Columbus Water & Power, where he championed longterm strategic initiatives and operational improvements for the Division of Power. His extensive background also includes 26 years of service with the City of Piqua, where he served as Power System Director, spearheading transformative projects including the implementation of a city-wide fiber-optic network. His expertise is widely recognized in the public utility sector, as he currently serves on the Board of Directors for the American Public Power Association, advocating for municipal utilities across a four-state region. Krieger also chairs the American Municipal Power Mutual Aid and Line Worker Training Committees, playing a critical role in ensuring utility crews are prepared, safe and ready to respond whenever our community needs them. Krieger holds a Bachelor of Science in Mechanical Engineering Technology and a Master of Business Administration from the University of Dayton.

Joshua A. Lester

Fire Chief, Westerville Division of Fire Joshua A. Lester was confirmed as Fire Chief on June 25. He joined the Westerville Division of Fire (WFD) as Deputy Chief last April. Chief Lester came to Westerville from the City of Mount Vernon, where he served as Assistant Chief. In that community, Chief Lester was known for building a culture of resilience and professional excellence. Following Chief Brian Miller’s retirement in March, Chief Lester was appointed Interim Fire Chief, a role in which he quickly demonstrated the leadership and vision that led to his permanent appointment. Chief Lester continues a legacy of excellence in fire protection and safety, with special focus on public engagement and community outreach, professional development and preparing personnel to meet the growing needs of the Westerville and Blendon Township communities. “Joining the Westerville team presents an incredible opportunity to apply my years of experience in fire service leadership toward the future growth of this division,” said Chief Lester. “I am dedicated to mentoring our personnel and keeping the Westerville and Blendon Township communities safe and resilient.” For Chief Lester, a key component of safety is building connections with community members. He encourages resident engagement at local events, information booths and through the annual Citizen’s Fire Academy, a free, 10-week interactive program that provides behind-the-scenes access to WFD operations.

6

“I look forward to being infused in the community and collaborating on future projects,” said Chief Lester. “I would love for community members and business partners to stop by the firehouse and introduce yourselves.”

Fire Prevention Open House

Explore, learn and prepare The Westerville Division of Fire’s work does not begin when an emergency call comes in. The work actually begins through prevention. That is the goal behind the Fire Prevention Open House, a community event designed to give residents a closer look at fire safety, emergency preparedness and the people who respond when help is needed. The event offers families a chance to meet Westerville firefighters, learn practical safety tips and connect with the department in a welcoming, approachable setting. For children, it can also be an opportunity to see fire trucks, equipment and firefighters up close, which helps emergency responders feel more familiar and less frightening if a real emergency ever occurs. While the Open House is a fun community event, its message is essential. Fire prevention can save lives. Simple steps such as checking smoke alarms, having working carbon monoxide detectors, practicing a home escape plan and talking with children about what to do in an emergency can help families be better prepared. It is a chance for residents to build trust with first responders, learn practical safety steps and leave with information they can use at home.

It’s not an overstatement to say that Westerville girls flag football has exploded from a single pilot at Westerville Central High School (WCHS) in 2025 to a district-wide movement this year. WCHS returned for its second season after becoming one of central Ohio's first programs, while Westerville North and Westerville South High Schools (WNHS and WSHS, respectively) launched inaugural teams in 2026. "The first year we actually had to travel to Massillon quite a few times to play. The expansion allowed everybody to stay local and I think it's grown so much interest in the sport,” WCHS Coach Peyton McBride said. That localized schedule also sparked friendly rivalries. “Our girls had the date circled when we played South and North," Coach McBride said. For WCHS graduate Sarina Ortega, who played her last game as a senior this past spring, those matchups meant competing against longtime friends. "I've known her for a really long time," said Ortega, referring to a WNHS player she first met through youth soccer. "It was always very friendly. It was just very competitive and sparked a lot of sportsmanship."

8

Incoming WCHS senior Hayden Dennis shared a similar experience after transferring from Westerville North after her freshman year.

"I knew everyone on the team," said Dennis. "It was just a friendly rivalry." Although competition increased, coaches across the district emphasized that collaboration remained one of the sport's defining characteristics. “Not only did our players make a ton of friends and already had friends on Westerville North's team, some teams like Whitehall were really open with us about how to get better and how to improve,” said Westerville South’s Flag Football Coach Emily Swank-Kavanaugh. The new sport also provided opportunities for staff. WSHS Assistant Coach Kasandra Gutierrez said she experienced her own learning curve. A former dancer without a football background, she joined the coaching staff after Coach Swank-Kavanaugh asked her to help mentor the athletes. “I have football knowledge, but I needed somebody who was going to help me empower young women, someone who knew these girls and would be passionate about the program,” said Coach SwankKavanaugh. “Yes, it is good to have football IQ, but more importantly, we need good leaders and we need good mentors and examples of what it means to be not just a female athlete, but an independent woman who can do things on her own.” After her first season, Asst. Coach Gutierrez now has a growing football knowledge to go with her passion for mentorship.

"To think back to February when all this started and I didn't know anything, it’s amazing to look at everything I’ve learned,” said Coach Gutierrez. Players share similar sentiments. "I feel like when I started, I didn't really come into it knowing what I was doing, but with practice and encouragement, we just got better and more confident,” said WSHS player and current sophomore Peyton. WSHS player Ari, a current junior who grew up around football, said she didn’t develop a true interest in the sport until she had the opportunity to play girls flag football. "We get so much support at school and it feels very welcoming," said Ari. Ken, another WSHS player and current sophomore, said teachers and classmates embraced the program from the beginning. "I see kids and teachers wearing flag football shirts, and after the tryouts, people told me they actually wanted to do it next year," said Ken. At WCHS, Ortega said classmates who had never considered football became curious after watching games. “I got a lot of questions from people about the sport and even from people who played football. I explained how it works and it just felt good to have people interested in it.” "I've heard incoming freshmen already say they want to play it next year. They're really excited,” said fellow WCHS player Dennis.

"I'm really grateful and blessed to be part of the first women in history to be playing flag football moving on to the next level." Ortega, WCHS Graduate The sport's momentum also extends beyond the Westerville City School District. WCHS graduate Ortega was recruited to play women’s flag football for Heidelberg University in Tiffin, Ohio, where she begins her freshman year this fall. She plans to continue competing in both flag football and soccer. "I'm really grateful and blessed to be part of the first women in history to be playing flag football moving on to the next level," said Ortega. "Hopefully, I’ll follow that by going to the Olympics—that is the goal for me." Dennis plans to return for her senior season at WCHS, while WSHS's players all expressed interest in continuing the sport in college if given the opportunity following their high school careers. The future brightened even further this past summer when the Ohio High School Athletic Association voted to officially recognize girls flag football as a sanctioned championship sport beginning with the 2026-27 school year. Coaches say the decision will provide greater financial stability, expanded scheduling opportunities and continued growth across Ohio.

The growth has already changed the structure of WCHS's program. Coach McBride said interest became so strong this past season that the school added a junior varsity team after holding tryouts.

"I think it becoming an official varsity sport through OHSAA is going to be massive," said Coach SwankKavanaugh.

At WNHS, Coach Stanley Jackson saw similar enthusiasm.

For Coach McBride, the recognition validates what players and coaches have experienced from the beginning.

"The sport really recruited itself," said Coach Jackson. "We made one announcement and 60 girls showed up." WNHS quickly found success on the field, capturing the conference championship after dramatic comeback victories during its opening weeks. "Our expectation is to continue building on this success and compete for a state championship," said Coach Jackson.

"I think the biggest thing is to have fun and be open to trying something new," she said. "Because the sport is so new, it allows people to continue to grow and learn." As participation continues to expand across Westerville, the biggest victories may be measured less by final scores than by relationships and opportunities created for the next generation of athletes.

New Public Art Installation Honors the Underground Railroad Exploring the legacy of freedom seekers in Westerville In Sycamore Park (797 Africa Rd), a new art installation honors the legacy of the Underground Railroad in Westerville. Located in the half-acre park at the corner of Africa Road and Polaris Parkway, “Channels of Freedom” is a 16-foot-tall stainlesssteel sculpture inspired by Westerville’s abolitionist history. The sculpture is by artist Casto Solano, an awardwinning sculptural and structural artist from the Basque Country in northern Spain. Solano’s sculptures can be found around the world, from cities around the United States to France, Canada and Northern Ireland. His work focuses on a shared connection through space, drawing on themes of community, ecology and technology. As Solano explains, “... a good artwork must draw people to it, not just locally, but from far and wide. It must create a community space and a natural gathering point that simultaneously refocuses our attention out into the surrounding area, the heritage, amenities and ecosystems that compose it.” Solano’s new sculpture for Sycamore Park, “Channels of Freedom,” conveys a sense of remembrance and community. The sculpture resembles the branches and roots of a sycamore tree, the connections between constellations, the shapes of trails converging, rivers flowing and the shape of a neuron. Integrated LED lighting shines through the top of the sculpture, honoring the North Star that guided formerly enslaved people on their way to freedom.

12

"A good artwork must draw people to it, not just locally, but from far and wide. It must create a community space and a natural gathering point that simultaneously refocuses our attention." - Casto Solano “The Sycamore Trail park design was built around a theme of navigating various routes using differing navigational aids to mimic the wide variety of ways fleeing enslaved people moved north to freedom,” said Parks and Facilities Development Administrator Laura Ball. “The park elements include a compass rose, experiential stream, wild native plants and trees. Guests are invited to explore different routes through the park and learn about various aspects of what fleeing enslaved people experienced.”

Sycamore Park is the namesake of the tree, which is native to Ohio. The sycamore tree thrives in deep, moist, rich soils and is often found naturally along rivers and streams and in wet fields and woodlands. The concentration of these trees helped travelers find their way to waterways on the Underground Railroad. Educational signs mounted throughout the park provide visitors with opportunities to learn about Westerville’s multifaceted history during the era of slavery and abolition. The park is located along Africa Road, named in relation to Africa, Ohio, along Alum Creek. In 1859, 28 Black men, women and children arrived in Westerville after emancipation. The Alston Family, as they became known, established themselves in East Orange Township on land owned by abolitionist farmer Samuel Patterson. At the same time, certain racist neighbors started calling the settlement Africa, Ohio, due to the increasing number of African Americans residing in the area. The names of the road and unincorporated area are a remnant of that legacy. Solano's sculpture does not shy away from this history, inviting visitors to contemplate the past and move into the future; a reminder to reflect and to connect to each other. Made from semi-reflective stainless steel, the sculpture will come alive both during the day and at night. The sculpture will reflect the light around it and the light from the representative North Star towards its peak. “Channels of Freedom” serves as a beacon for remembrance, healing, education and commemoration. Visitors will be able to see the new sculpture from several viewpoints across the park. The art installation joins a broader development in Sycamore Park dedicated to the history of the Underground Railroad. The park, which first opened in 2023, features elements such as a shallow, stream-like water feature, the Big Dipper star constellation and stories throughout the park that highlight Westerville's role in the legacy of freedom seekers in Ohio. “The selection committee was blown away by Casto Solano’s proposal,” said Ball. “We are looking forward to having this piece that so eloquently captures the story of fleeing enslaved people passing through Westerville. The ‘Channels of Freedom’ will be our first international artwork and we couldn’t be more delighted.”

"Plan Westerville" Looks to City's Future

This year, the City is embarking on a planning process, named “Plan Westerville,” a process which typically happens every 5-10 years, and a chance to step back from the day-to-day work to be thoughtful about the next phase of growth and investment. “Great communities begin with great planning that takes into account community voices, resources and future implementation,” says Westerville’s Director of Planning and Development Dave Efland. Through Plan Westerville, the City is evaluating where it has been, where conditions are changing and how future decisions can support a well-planned community. “We need the community’s voice to help shape the future of this great community as we embark on our next chapter, together,” says Efland. At the center of the Plan Westerville initiative are two connected projects designed to look at the big picture while focusing on key local priorities. The first is the Community Plan Assessment, a citywide evaluation of trends, infrastructure, land use and market conditions that takes stock of the progress made since the adoption of the 2016 Community Plan. The second is the South State Street Focus Area Plan, a corridor-specific strategy that takes those citywide findings and translates them into a detailed, actionable vision for one of Westerville’s most visible and active gateways. Together, these complementary efforts provide the City with both a high-level roadmap and a real-world framework for making smart, strategic decisions about the future. “Both the Community Comprehensive Plan and the South State Street Focus Area Plan are integral to defining Westerville's future growth and development over the next decade,” Efland shares. Where We Are Now Planning works best when it has meaningful engagement from the people who live, work and play here. Since kicking off earlier this year, the project team has been hard at work gathering insights from residents, local business owners, property leaders and regional stakeholders.

14

Through dedicated department meetings, specialized focus groups, a robust online project platform and open and public events across the City, community members have turned out to

share their vision for Westerville. Key touchpoints this summer included a Community Check-In Open House at the Westerville Community Center on June 23, an engagement opportunity at 4th Friday in Uptown on June 26 and a pop-up at the Westerville Farmers Market on June 27. Combined with an interactive online engagement platform, hundreds of community voices had participated by late summer, providing invaluable feedback on local trends, mobility and growth. What We’re Hearing So Far While input continues to be gathered and analyzed, several key themes have already emerged from our conversations with residents. There is strong community support for improving multimodal safety and connectivity along South State Street through sidewalk enhancements, safer pedestrian crossings and the addition of

street trees and other public infrastructure in keeping with Westerville's standards. At the same time, residents are focused on addressing traffic and mobility challenges by balancing future growth with sensible roadway capacity and managing corridor congestion. Preserving Westerville’s "City in a Park" identity remains important. Although that feedback is front and center in the City’s Parks and Open Space planning, Wander Westerville, it also comes through in feedback for Plan Westerville. Residents express a desire to protect trees, landscaping and accessible open spaces. Neighbors also hope to guide thoughtful growth by supporting new commercial and residential investment along South State Street while protecting the character of surrounding neighborhoods. Many expressed interest in creating a walkable, mixed-use district that blends the vibrant feel of Uptown with Westerville’s classic charm, all while maintaining the community's welcoming identity and engaging in open, transparent communication and data-driven decisions, blended with a bold vision. What’s Next on the Horizon With the initial round of community feedback in hand, the project team is currently evaluating public comments, citywide data and physical corridor studies. This fall, the project will transition into its second major public phase. Residents will be invited to attend a Fall Open House to review draft concepts for South State Street, explore potential redevelopment scenarios and offer feedback on preferred design options. The community can find times and details at Westerville.org/ Engage. Following this step, an implementation strategy will be refined before moving forward to the Planning Commission and City Council for formal review.

Stay Involved and Help Plan Plan Westerville is a collaborative, transparent process, and the input of residents is essential to its success. Whether you own a business, work in the community, raise a family or simply love calling Westerville home, there are still plenty of opportunities to weigh in as these plans take shape. You can get involved today by visiting www.Westerville.org/ Engage to learn more about both planning initiatives, view summaries of input collected so far, provide input, follow upcoming meeting announcements and sign up for updates so you never miss an opportunity to share your ideas. Help us build on Westerville's strong foundation as we plan what's next together. 15

Your City, Your Voice:

Join a Westerville Board or Commission The City of Westerville’s Boards and Commissions serve as an important link between local government and the community, allowing residents to play an active role in shaping the City's future. Composed of dedicated volunteers appointed by City Council, these bodies provide recommendations on specialized matters like land use and architectural standards. Civic engagement through these boards transforms residents into active partners in public service, offering a unique, behind-the-scenes understanding of municipal operations and policy decisions. By participating, citizens not only help solve community challenges, but also contribute directly to the transparency and effectiveness of the local government. Jim Hogle is one of those volunteers. He currently serves as the Vice Chair for the Board of Zoning Appeals and answered a few questions about his role. What inspired you to apply to be a member of boards and commissions? After taking the City's Police, Fire and Citizens Academies, which I found very interesting, and learning of the need for citizens' involvement, I decided to apply to serve on a board or commission. I wanted to be involved. How long have you served on BZA? How many years have you served as Vice chair? This is my third year of being on BZA, and I became Vice Chair at the beginning of 2026.

16

What is the most fulfilling part of your work on BZA? Being able to give a resident some relief by approving an appeal and to work as a liaison between the City and a resident, sometimes helping to come up with compromise solutions to a problem. Why should other community members apply to be on a board or commission? In addition to fulfilling a need the City asks of its citizens, it's a great way of learning the inside workings of some aspects of the city government that you wouldn't normally get to see. For more information on applying for Boards and Commissions please visit www.Westerville.org/ ApplyBC.

Remembering Mary Lou Prouty Strong voice, deep civic commitment If you ever find yourself walking by Everal Barn and Homestead on a beautiful afternoon, you might see families gathering for a wedding, reunion or some other meaningful moment of their lives. The late-19th-century farmstead, with its distinctive barn, windmill and adjacent brick farmhouse, offers modern Westerville residents a glimpse into the City’s past.

The City recognized Prouty as a “Westerville Champion” in 2015 for her efforts to preserve the historic Uptown district, her advocacy for Everal Barn and Homestead at Heritage Park and her influence on park development and historic-site preservation connected to places such as Hanby House and Stoner House.

But historic places do not preserve themselves. They survive because people decide they are worth protecting. For Westerville, one of those people was Mary Lou Prouty. Prouty, Westerville’s first female mayor and a 20-year member of City Council, helped shape the City; not only through policy, but through persistence. She was known for her strong voice, deep civic commitment and belief that residents had a responsibility to pay attention to the community around them; all of which guided a life rooted in service. Prouty served on Westerville City Council from 1981 to 2001, including four years as mayor. At a time when fewer women held visible municipal leadership roles, she became an influential presence in local government and helped pave the way for more women in civic leadership. When Prouty entered the public realm in 1981, she stepped up as a concerned neighbor; a mother who believed in the importance of showing up. Over time, that willingness to show up and to speak plainly once she was there, became one of her defining traits. She protected the places that gave the City its character, but her preservation work was not simply about nostalgia. It was about community memory and about making sure the buildings, parks and gathering places that told Westerville’s story remained part of daily life.

Prouty passed away last May at age 82, leaving behind a community shaped by her years of service and advocacy. While her passing is felt deeply by family, friends, neighbors and many throughout Westerville, the story of her life is one of lasting civic impact that will remain visible in the places she helped preserve. 17

Planning the Next 10 Years of Parks, Recreation and Open Space Westerville Parks and Recreation has been working on a new Parks, Recreation and Open Space (PROS) Master Plan to inform the next 10 years of planning for parks, green spaces, recreational investment and more. Over this past year, the City has engaged the public through Wander Westerville, a campaign that asks community members how they experience Westerville parks, recreation and open spaces to help shape the new plan. PROS plans help guide future decisions about capital projects, programming and operations, providing strategic recommendations for the future. Previous PROS plans provided a framework for capital projects to build and expand the Westerville Community Center, Parks and Recreation programming and new wetland areas.

Highlights of Previous PROS Plans •1990s: Land acquired for future park sites (Heritage Wetland, Hanby Park), Westerville Bikeway and Hoff Woods Park developed •2000s: Community Center, Ohio to Erie Trail and Alum Creek parks developed •2010s: Millstone Creek, First Responders Park and Highlands Park Aquatic Center Updates •2020s: Updates to Veterans Memorial, new Millstone Creek nature play area 18

The process began in January 2026 through engagements with community stakeholders like the Westerville Chamber of Commerce, Westerville Public Library and members of the Parks and Recreation team. Over the summer, the team sourced feedback from the public at community engagement events and an online comment form through the Wander Westerville campaign. During the “Listen and Learn” phase of the campaign, community members explored the current state of parks and trails and shared what they enjoyed and recommendations for areas of improvement. Following public engagements, a randomly selected group of residents received a survey about their Parks and Recreation experience, resulting in 1,500 completed surveys. The results were folded into the team’s exploration of the future of parks, which was shared with residents in September during a community open house and via direct email. The Parks and Recreation team will use feedback on the initial proposal to finalize the PROS plan by December, before presenting recommendations to the Westerville City Council. Remembering September 11, 2001 As we approach the 25th anniversary of September 11, 2001, our community pauses to reflect on a day that forever changed our nation. This milestone anniversary serves as a solemn reminder of the lives lost, the bravery of first responders and the enduring strength of the American spirit. In Westerville, we choose to honor this legacy through the theme of Hope. We remember the heroism found in ordinary people and the renewed determination to work together for the common good. The City’s past commemorations have brought our community together through stories and shared reflection, garnering strong messages of support across the City. Please stay tuned to www.Westerville.org and the City’s social media channels for information about upcoming observances.

The Magic of the Westerville Public Library New spaces, resources and the return of the Wizards and Wands Festival Beloved by readers around Westerville, the Westerville Public Library is more than just a place to find your next novel; it’s a hub for community resources, engagement and learning. Over this past year, some big changes have come to the library. Outside along South State Street over the summer, construction has started on a new lawn experience. The library began updating its lawn last March to meet the demands of its evergrowing audience. Expected to be completed after September, the new lawn is an effort to further connect the library to the Uptown corridor, providing new spaces for the community to gather and engage. The new updates, approved by the Uptown Review Board, include permanent seating, shade structures, a new proposed mural, a performance area for library events, interactive elements and more. As part of these updates, the library is making the area more accessible and sustainable, including increasing the number of trees and native plants on the site. “What we are really aiming to do is activate this

20

space for humans.” – Erin Francoeur, Executive Director. These efforts are part of the library’s approach to integrate its campus with the Uptown community. The performance space will feature a small stage for readings and performances. Interactive elements on the lawn include giant cattail-shaped wind chimes, stepping-stone paths and a log tunnel for children. Inside the building, the library has also been working to expand its Innovation Lab. Located on the second floor, the Innovation Lab is a makerspace for handson learning and digital creation. The lab first opened in 2020 and has evolved over the years, adding more services and making it easier to use. Recently, the library added a sewing machine, serger and embroidery machine for mending and altering fabric. Library staff worked closely with experts at Westerville Sew-N-Save to help bring the sewing station to the space. As part of this new initiative, staff has started to offer beginner sewing classes. Their first class taught visitors how to hem pants. But these aren’t the only services offered; the lab also

has a green-screen photo and video station, a memory lab for digitizing old materials and even a 3D printing service. Coming soon, the library plans to add a sublimation printer, comb binder, button maker and vinyl record converter to the space. Anyone with a Westerville Public Library card can reserve the Innovation Lab. All equipment is free to use. Reservations and additional services offered in the Innovation Lab are available on the library website at www.WestervilleLibrary.org/ InnovationLab. Library goers can also expect the return of celebrated annual events like the Wizards and Wands Festival. The festival expanded to its current form in 2018 and has now grown to encompass multiple fandoms. Staff decorates the entire building for October, turning the library’s rooms into a mushroom kingdom, enchanted forest, medieval village and phantom library, to name a few. Throughout the month, staff will host special events like a Wolves event with the Ohio Canid Center (Oct. 25, 2-3 p.m.).

Making its return as part of the festival is ‘Agnes,’ the library’s rooftop dragon, a 30-foot sculpture made by students from The Point at Otterbein University. Agnes breathes smoke and roars onto State Street throughout October. These fantastical moments invite audiences in the door to experience the library and love of reading through their favorite fandom. And this year, there’s a little magic for everyone. “We see magic happen here every day,” said Tamara Murray, Marketing Manager. “I used the internet for the first time at this library. For a 17-year-old who grew up with a typewriter, that was magic. For others, it’s learning how to email a distant loved one or discovering 3D printing and virtual reality. For little ones, it’s reading a book for the first time. The library is often the gateway to these experiences and every time you see it happen, it makes the impossible seem possible.” The library’s Wizards and Wands Festival takes place Oct. 1-31. Learn more about the festival and related events on the library’s website.

National Guide Dog Month Highlights Independence, Partnership and Trust For people who rely on guide dogs, the partnership is built on more than training, it is build on trust: the kind that helps make daily routines, public spaces and community life more accessible. A guide dog may help a person who is blind or visually impaired move through the world with greater confidence, a confidence built on something more than canine commands. The relationship between owners and guide dogs enables pairs to work together as a team. National Guide Dog Month, recognized each September, is an opportunity to celebrate these remarkable dogs and the independence they help make possible. It also gives us a chance to better understand the world of working dogs, including the differences between guide dogs, service dogs, therapy dogs, emotional support animals and pets. “Service dogs, like those trained and provided free of charge by Canine Companions, are trained to complete physical tasks that assist a person with a disability to live more independently,” said Kayleen Petrovia, manager of public relations and marketing for Canine Companions. “This can include tasks such as picking up dropped items, opening and closing doors or even pulling a manual wheelchair. In comparison, guide dogs are trained to assist those who are blind or visually impaired in navigating the world around them.” Both guide dogs and service dogs share a larger purpose: helping people live with greater independence and confidence.

22

Long before formal guide dog programs existed, people who were blind or visually impaired often relied on human guides, walking sticks or canes, memorized routes, touch, sound and help from family or community members to navigate daily life. Dogs have appeared alongside people who were blind for centuries, but formal guide dog training became more organized during and after World War I, when programs in Europe began training dogs to assist veterans blinded in combat. In the United States, the modern guide

dog movement grew in the 1920s, helping introduce Americans to the possibilities of guide dog partnership. Today, working dogs transform daily life for many people with disabilities. For Kat Coutant, that dog is Fudge. Coutant has rheumatoid arthritis and POTS, or Postural Orthostatic Tachycardia Syndrome. She developed rheumatoid arthritis as a teenager and said even seemingly small tasks, such as opening a door, can cause pain. POTS affects her heart rate and can make her dizzy, especially when bending over. “Fudge helps me with many common tasks: opening doors, picking things up — even his leash — or pulling my laundry basket around,” Coutant said. “Fudge helps me do things without relying on other people.” When Coutant becomes dizzy, Fudge can lay on top of her to help bring her heart rate down. That trained response can make a meaningful difference in her ability to navigate daily life with greater confidence. “Fudge has given me my independence back,” she said. “He has helped me navigate places, making me more independent and confident. I don’t have to rely on my friends or family members as much to help me with tasks. He is there.” Fudge was also by Coutant’s side during an important chapter of her life: college. He attended Otterbein University with her and helped her manage the challenges her disabilities created during her academic experience. This past May, Coutant graduated with a Bachelor of Arts in Health Communication and Fudge crossed the stage with her. “It meant the world to have him by my side,” she said. Fudge will now go on with her as she pursues a Master’s Degree in Public Health.

Practice Vigilance, Stay Safe Fraud prevention tips for older adults

The Westerville Division of Police continues to respond to scams targeting older adults, as well as new tactics that criminals are using to commit such crimes. Financial scams often result in substantial emotional and economic hardship for victims and their families. To help prevent fraud, WPD recommends increased vigilance for older adults, family members and caregivers and incorporating the following tips from the United States Secret Service:

Guard Personal Information Keep private data secure by regularly updating software and avoiding the public sharing of personal information, particularly on the internet. Criminals often leverage these details to trick individuals into sharing sensitive financial data.

Monitor Communication

Do not reply to unexpected messages and avoid taking calls from unfamiliar numbers. Scammers frequently employ unsolicited texts, wrongnumber tactics or deceptive investment ads to contact vulnerable groups.

Slow Down Exercise vigilance online, particularly if an unknown party offers unsolicited advice or requests funds. Be wary of demands for urgent payments via methods such as wire transfers, cryptocurrency or gift cards.

Verify Confirm information thoroughly before authorizing any funds. Scammers often manipulate emotions during phone conversations or utilize AI to mimic the voices of loved ones in staged emergencies.

Use Caution

Never share financial information online with anyone you do not know personally or professionally. Cease all communication if an individual requests money transfers or sensitive identification materials like passports, banking details or IDs.

View more helpful tips on the Scam Awareness page of WPD’s website at www.Westerville.org/Police and remember that the City utilities and the WPD will not call, email or text you asking for money or personal information. To report suspicious activity, please contact WPD’s non-emergency line at 614-882-7444.

Behind the Scenes

Westerville Electric Division’s shining response to recent weather events When severe storms swept through Westerville this past spring, residents experienced something many of us rarely think about until it’s gone — electricity. Powerful winds, saturated ground and damaged trees created one of the City’s most significant outage events in more than a decade. While patient residents waited for power to be restored, a dedicated team of electric professionals worked around the clock to restore power to the community. For the Westerville Electric Division, the March storm was unlike anything they had seen in years. “It was really a confluence of several factors that created a bad scenario,” said Electric Utility Manager Chris Monacelli. “We had just recovered from over a foot of snow, the ground was extremely wet from melting snow and significant rainfall and then we experienced very high winds. Many mature trees were toppling over unexpectedly.” Unlike storms that affect only one section of a city, this event impacted neighborhoods across Westerville. Crews responded to outages in nearly every corner of the community as trees and limbs brought down power lines and damaged electric infrastructure.

24

"There’s speed to restoration, but we will sacrifice speed for safety always because our crews have to be safe doing what they do." - Chris Monacelli While restoring power is always the goal, doing so safely requires consistent communication and coordination. The division’s emergency plans, training exercises and annual preparedness drills helped guide the response. “We haven’t had a major outage of this magnitude since the derecho [severe thunderstorm with straight-line winds] in 2012,” said Monacelli. “That doesn’t mean we don’t practice our emergency response annually. We do tabletop exercises and go through policies and procedures so that when these events happen, we’re ready.”

As conditions worsened throughout the day, the WED quickly recognized the scale of the challenge ahead.

The storm also led to a historic moment for the division. For the first time in Monacelli’s 15-plus years with the utility, Westerville requested mutual aid from another municipal electric system. Through a network coordinated by American Municipal Power, a crew from Hamilton, Ohio, traveled to Westerville to assist local workers.

“We began to realize it was going to be a pretty serious event by early evening,” said Monacelli. “We called all staff in to prepare for a major response.”

“We asked for one crew and we received one crew,” Monacelli said. “Having Hamilton come in was the right fit for us.”

What followed was a coordinated effort that required endurance and teamwork. Electric crews worked in rotating shifts, following strict safety protocols that limit employees to 16 hours of work before mandatory rest periods.

The visiting crew worked side by side with Westerville lineworkers, helping to restore service while following local safety procedures and standards. Their assistance allowed restoration efforts to move more quickly while maintaining the City’s commitment to safe operations.

“Safety is really the number one thing that we’re trying to do,” said Monacelli. “There’s speed to restoration, but we will sacrifice speed for safety always because our crews have to be safe doing what they do.”

Behind the scenes, the response extended far beyond repairing lines. Staff coordinated meals, arranged rest accommodations, managed logistics and ensured crews had what they needed to continue working through long hours. For Electric Business Manager Tara Trigg, one of the most memorable aspects of the storm response was seeing the community’s appreciation for the crews. “When I was out in the field visiting the crews, there were residents bringing them bottles of water and coming out to check on them,” said Trigg. “That’s what happens during outages here. People are making sure the crews are okay and it’s really touching. “I think it speaks volumes that people were recognizing that the line workers were doing the best they could to help them.”

"I think it speaks volumes that people were recognizing that the line workers were doing the best they could to help them." - Tara Trigg For Monacelli, the storm served as a reminder of the talent and dedication that exists within the Electric Division. “In a widespread outage situation like this, the true talent that we have in this organization really shows,” he said. “You get to see how dedicated and talented our employees are. It’s a reflection of the training, policies, procedures and exercises we do. You get to see it all in action.”

The Future of Fiber Is Arriving on Your Street

It happens: you are in the middle of a critical remote work presentation, your spouse is jumping onto a telehealth appointment and the kids are downstairs downloading a massive video game update. Suddenly, the screens freeze, the audio pixelates and that familiar wave of internet frustration sets in. Ever since our homes turned into hybrid offices, digital classrooms and entertainment hubs, we’ve learned the hard way that standard broadband can easily get overloaded. For years, the City of Westerville has been looking at models to bring fiber-to-the-home (FTTH) to all residents. Now, in partnership with altafiber (formerly Cincinnati Bell), construction begins this month to connect neighborhoods to reliable fiber at an affordable price. Over the next three years, the majority of Westerville residents will gain access to lightning-fast, ultra-reliable internet. That means no more buffering or dropped video calls and enough digital bandwidth to power every smartphone, smart TV and laptop in your home simultaneously. 26

Beyond the daily lifestyle upgrade, this initiative highlights what makes our community so special. Westerville is already a unique technology leader in central Ohio, operating its own water and power utilities and the community-owned WeConnect data center. Because of this infrastructure, the City can leverage its municipal strengths to secure a true public-private partnership. The most innovative part is that zero City capital dollars are being used to build out this network. By expanding high-speed access, Westerville is reinforcing its commitment to quality data services while remaining fiercely competitive for businesses. Ready to see when your neighborhood is getting an upgrade? Residents can head over to altafiber’s website at altafiber.com/westerville to check their address eligibility and sign up for progress updates. Welcome to an affordable, reliable fiber-to-the-home solution, Westerville!

HR manager battles colleagues, builds community Human Resources Manager John Scordia is often the first person staff members meet when they begin working for the City. Scordia’s friendly disposition helps staff ease into their new roles and settle into the City’s culture. In addition to his work-related responsibilities, he also welcomes friendly competition with staff throughout the City, which has contributed to a sense of cross-departmental comradery. Stemming from a light-hearted conversation during the 2024 Summer Olympics, Scordia challenged City Manager Monica Dupee to a planking contest. Despite Dupee's victory, Scordia jokingly stated that he could successfully challenge any City staff member in any feat, and like that, "John vs. The City" was born. Through John vs. The City, Scordia periodically tests his skills against fellow colleagues in short sessions that have turned into mini spectator events for staff throughout the City. “The goal of this was just trying to bridge the gap with people,” said Scordia. He said he views John vs. the City as an informal connection to the internal Thrive initiative, the City’s wellness program and a contributing factor to the City’s recent recognition as a Gold Level Healthy Worksite. While Thrive focuses on holistic health, belonging and wellness, "John vs. the City" adds another layer of competitive fun, camaraderie and community building. What started off as a way to build community through competition has quickly turned into something so much more. “It’s morphed into being able to see and feel and experience what our folks do on a day-to-day basis not only for me, but for everyone who attends or reads the recap on the intranet,”

said Scordia. “I think it really shows a level of appreciation, like ‘Man, you guys do a really cool thing, and we’re really glad that we have you here.’” With 10 challenges completed to date, John vs. the City allows staff to showcase unique skills that often go unnoticed by other departments. From swimming competitions to marksmanship at the police range, each event draws a crowd and supports cross-departmental community building. One of Scordia’s most memorable, and nerve-wracking, challenges involved climbing an electric pole in a race against Westerville Electric Division Utility Manager Chris Monacelli. “I have a little bit of a fear of heights in the sense that I don't like roller coasters and I'm not a huge fan of tall buildings, but I had an impression that climbing a pole would be pretty easy, because the team makes it look so effortless,” said Scordia. “So to me that was the most fun, because I was a little bit outside of my comfort zone and it’s a unique thing the Electric team does that I think not a lot of folks have ever had the chance to see or experience.” Scordia is now planning future challenges that highlight even more roles within the City, and has his sights set on a firefighter mile assessment and a "triathlon" focused on Planning and Development tasks like code review. “When you have such a high-functioning group that makes everything look so easy, your perception I think is a little skewed,” said Scordia. “So I think focusing on challenges that highlight staff in their element will be challenging and educational for everyone.” 27
