Resident Survey Outcomes

“It’s a big ask to residents to set aside time to tell us about everything from traffic to taxes,” said Irelan.

“Putting this survey out every two years gives us a sense of where we are meeting expectations and where we may need to do a little more work. This is particularly timely for me now that I’m about a half-year into my role as City Manager. We have new and beneficial data to explore as we set priorities with City Council.”

Strategic Research Group (SRG) based in Grandview administered the survey, reporting overall Westerville residents remain “quite positive” about the community in which they live. Approximately 90% said they were “highly” satisfied in Westerville.

“The 2021 Westerville Resident Survey is the most successful version to date, with nearly twice as many residents accessing the survey as in years past. The results are consistent with previous surveys, showing a high level of satisfaction overall with life in Westerville and the services the City provides,” said Darby Schaaf, principal investigator with SRG.” Residents tend to feel that Westerville is a safe and family-friendly place to live. While we see some shifting in the priorities and concerns that citizens have, overall sentiments remain very positive.”

More Westerville residents participated in the 2021 online resident survey than ever before, with more than 3,200 complete submissions rating City services and programs. It’s the report card used by the City to measure residents’ satisfaction levels, says Westerville City Manager Monica Irelan.

The lowest ratings and complaints related to property taxes and “too much” development. Ratings for concerns about burglary were higher this time when compared with previous surveys. Complaints about traffic and congestion were lower this year than in others.

Residents maintained the ratings for City departments and staff, in what we refer to as the “customer standards” section of the survey. Generally residents were happy with the availability of information, resolutions to problems or service requests, friendliness and timeliness and the management of public finances.

Road construction and street rehabilitation were rated higher in this survey, and most public service programs got a bump-up as well, with leaf collection getting a notable approval rating. All scores improved in ratings for Westerville’s utilities.

SPECIAL SECTION: POLICING In this survey, residents were asked the traditional questions about public safety with a special section on policing. The goal, in part, was to understand the impact of the pandemic and social justice movement on the local community.

Where residents say they feel safe/do not feel safe changed, with lower ratings for all around Westerville and “at night” than in 2018. The “importance ratings” for emergency medical services and Westerville Division of Police (WPD) patrol, community services and emergency response times all declined.

The exploration of opinions about policing delivered a clear message: support for WPD remains high in a time when policing is a topic of national discussion.

Nearly three-fourths (72%) of participants said they had no concerns with WPD. Of the smaller sector who reported concerns, “abuse of power” (16%) and “brutality” (12%) were selected.

More than half (58%) of residents say they have a “very positive” opinion of WPD. The vast majority of respondents said they have not experienced an unfair or discriminatory interaction with WPD (96%), and about the same number (95.6%) said they have NOT WITNESSED an unfair or discriminatory act by WPD. More than 80% said they can tell a WPD officer or cruiser from another agency. And, nearly all people who had a bad experience said they did not report it.

On training, the most strongly agreed-with item related to WPD officers currently receiving an appropriate amount of mandatory training (4.2 on a five-point scale). The least agreed-with statement was that WPD should require more mandatory training for its officers (3.0).

There was a high level of uncertainty in responses about whether WPD treats people of color and other minoritized communities fairly and impartially. About half (50%) said they did not know. Another 46% said WPD does treat those communities fairly and impartially.

Because the survey was overwhelmingly supportive of WPD, this result may require further review by staff to better understand how respondents interpreted the question.

Overall, more than 80% of respondents say they feel “safe” or “very safe” with WPD providing local law enforcement services.

Irelan says that while these results are overwhelmingly positive, WPD will take in all the information provided in the survey.

“This section was an opportunity to know how Westerville was feeling in this moment about policing,” said Irelan. “There’s really compelling information that tells us we have strong support in this community.

We feel that support has been earned, but will not be taken for granted. As we move ahead, we’ll look at everyone’s perspective and let it inform how we conduct community policing and public education.”

CONNECTING THE REGION What to Know About Rapid5

Westerville residents are encouraged to provide their feedback on RAPID 5, a planning process to better connect Central Ohio residents to natural resources and recreational opportunities in the region.

Led by the Urban Land Institute (ULI) Columbus and the Mid-Ohio Regional Planning Commission (MORPC), the initiative seeks to bring communities together to create a shared vision to develop one of the largest interconnected networks of green spaces in the country. The plan will reframe the connectivity of the Columbus Region based on natural geography defined by regional waterways. The City has joined neighboring communities like New Albany and Worthington as silver-level supporters.

Organizers see the benefits of RAPID 5 extending far beyond an open space network, focusing on the potential positive impacts to economic vitality, resident health, environmental stewardship, mobility and social equity.

Sidewalk Program Expands Beginning this year, the City will repair or replace deficient sidewalk panels at no direct cost to property owners.

Sidewalks are important assets in Westerville neighborhoods and roadways. This network of more than 240 miles of paved concrete connects residents to parks, businesses and each other.

CELEBRATE PARK AND RECREATION MONTH THIS JULY July is Park and Recreation Month across the country and there’s no better time to take advantage of Westerville’s parks, trails and facilities. The City of Westerville features more than 650 acres of parkland, 18,000 trees, 51 miles of trails and four premier facilities to enjoy not only in July, but throughout the year.

More than one million people of all ages and abilities use the award-winning parks and recreation system for biking, jogging, walking, family gatherings, playground adventures, classes, attending one of the many events held year-round or just enjoying the fresh air. The Department is a five-time recipient of the National Recreation and Parks Association (NRPA) Gold Medal Award for Excellence in Park and Recreation Management and also has been nationally accredited by the Commission for Accreditation of Parks and Recreation Agencies (CAPRA) since 2005.

NRPA designates each July to highlight the many stories of how communities like Westerville are stronger, more vibrant and more resilient because of parks and recreation. WESTERVILLE NAMED BRONZE-LEVEL

BICYCLE FRIENDLY COMMUNITY The organization leading a national movement to create a “Bicycle Friendly America” is again recognizing Westerville at the bronze level for its commitment to promoting bike facilities and safety.

The League of American Bicyclists announced the honor in May. Nearly all residents in Westerville live within a quarter-mile bike facility such as a bike lane, sharrow or the City’s 51 miles of recreational trails.

With such an emphasis on bicycling as a means of mobility, the safety of two-wheeled travelers is a priority in Westerville. Remember the rules of the road as they pertain to bicycles per City Ordinance No. 05-13: • • • • • • • •

COMMUNITY CENTER:

LATE SUMMER UPDATES AND MAINTENANCE The Westerville Community Center has announced dates for its annual summer maintenance period for updates to enhance the passholder experience. The Center will be closed from Aug. 23 through Sept. 5 for general maintenance while the lap pool, leisure pool and hot tub will be closed Aug. 9 through Sept. 5.

“During this time, Community Center passes will be honored at Highlands Park Aquatic Center,” Aquatics Manager Bill Plessinger said. “The warm water pool will be open from 8:30 a.m.-12 p.m during this time. Entry will be through the new party room, located behind the indoor playground. A limited number of lockers will be available.”

Highlands Park Aquatic Center (HPAC) will be following special hours during the maintenance period. A full list of late season HPAC hours is available at www.westerville.org/parkhours.

In addition to the general cleaning of the facility, many other areas will be receiving an upgrade, according to Parks and Facilities Superintendent Matt Ulrey.

“We’ll be taking care of tile repairs and painting the aquatics area, two areas that are completed during typical annual maintenance,” Ulrey said. “The lap pool walls and floor will get a new finish coat, there will be updated flooring installed throughout the south end of the building and we are hopeful to get the original gym floor refreshed with a full sand and refinish.”

Ulrey also states that two new water heaters for the original kitchen will be installed and some concrete updates will be made along the southwest side of the Center.

While the upgrades will take time to complete, the facility will benefit in the future from the many improvements and pass holders will have the opportunity to take advantage of the late summer weather at HPAC. WESTERVILLE FIRE IN TOP 1% IN NATION FOR BEST INSURANCE RATING The Westerville Division of Fire (WFD) has received a class 1 Insurance Services Office, Inc. (ISO) rating following a recent evaluation and assessment of the department. ISO rates fire departments/districts on a 10-point scale, with class 1 being the best rating. The announcement upgrades WFD’s rating from a class 2, which has held steady since 2015.

ISO is a standardized, national rating system that evaluates and assigns a number on its scale regarding the condition of the community’s fire protection systems. Only 411 out of more than 48,000 fire departments across the nation have earned a class 1 designation. Westerville is now one of only six departments or districts in the state of Ohio to achieve class 1.

“A better insurance rating is money saved for the residents and businesses in Westerville and Blendon Township,” said Fire Chief Brian Miller. “The industry will take this information into consideration when quoting home and business insurance rates. The rating becomes effective September 1, 2021.

ISO ratings provide guidance to insurance underwriters related to property risks associated with fire protection services. In addition to validating the quality of the department, this rating goes directly to the property insurance premiums insurers charge residential and commercial customers. ISO’s analysis considers

OHIO EPA RECOGNIZES ELECTRIC DIVISION for Environmental Excellence The Westerville Electric Division is among the first to be recognized by the Ohio Environmental Protection Agency’s (EPA) Encouraging Environmental Excellence for Communities (E3C) program.

“Sustainability and energy efficiency are a major focus for the Westerville Electric Division. In addition to helping the environment and protecting resources, these programs make good financial sense, helping to keep energy costs low for residents,” said Electric Utility Manager Chris Monacelli.

“It’s an honor to be recognized by the state for our work in this area.”

The utility team was named a “Stewardship Level” award winner for completing initiatives in environmental, economic and social categories. Specifically, the Ohio EPA recognized the Division’s implementation of energy efficiency programs, like the Nest Rush Hour Rewards Program, recycling programs, investment in electric vehicles and charging infrastructure and energy efficiency upgrades to City buildings.

The Westerville Electric Division has served the community since 1898. As a public power utility, the Division is frequently recognized as a top performer in the industry.

PARKING LOT EXPANSION

BRINGS ELECTRIC VEHICLE CHARGERS TO UPTOWN A new 38-space parking lot off W. College Avenue will introduce electric vehicle (EV) chargers to the Uptown district. Complete the summer, it is part of Westerville’s plan to provide access to stations for EV drivers.

In true Uptown fashion, the parking lot creates a crossroads between history and progress, with visitors turning off an original red brick road into the EV-friendly lot.

This lot is one of many steps the City has taken to support EV technology. The Westerville Electric Division is working to increase the availability of EV charging stations within the community by offering incentives to offices, retail, hotel, institutional, industrial and multi-family property owners who install qualified charging stations.

City Introduces Residential Electric Vehicle Charging Program The Westerville Electric Division (WED) is introducing a program to encourage EV owners to power up during offpeak hours.

The program offers participants a one-time $300 rebate and a utility bill credit at the rate of $0.04/kWh for off-peak EV charging. Off-peak hours occur from 8 p.m.-6 a.m., Monday-Friday and all hours on Saturday and Sunday. Energy used during this time is calculated monthly and appears on electric bills as a credit line. Participants are required to pay for the installation of a Level 2 circuit, meter base and any charging equipment they choose.

Energy used during off-peak hours is less expensive and helps the City save money when compared to energy that is produced during the peak hours of the day. Simply put, the City purchases power from the market, but the cost of transmission and other bill components are not controlled at the local level. Those prices are based on, among other things, the highest peak consumption days in any given year. As a result, the overall cost of power in the future will be partially based on the highest days of power consumption leading up to that year. WED implements a variety of energy-saving programs for this exact reason.

Participants must have a Westerville City Electric residential electric account, own or lease a plug-in EV and participate for three years in the program.

A qualified electrician must install a separate, dedicated 240V circuit and meter base which must be located on the exterior of the home to ensure reliable communication to WED. The WED will provide and install the meter head free of charge.

Westerville Police

DEBUTS New site

While work is underway to build The Justice Center, the Westerville Division of Police’s (WPD) new home at 229 Huber Village Blvd., the City worked to build an improved and more expansive digital hub.

A smaller site within the main Westerville website, the WPD space is similar to designated digital spaces for Parks and Recreation and Economic Development. The project was paid for through credits earned from existing website projects and maintenance.

“We see this digital space as an opportunity to increase transparency and better serve the community,” said WPD Chief Charles Chandler. “We’re making it easier to connect with WPD in a meaningful way.”

The website makes it easier for visitors to find the information they need, with a Google-powered search function, Service Directory and attractive, user-friendly design.

“WPD operates 24 hours a day, 365 days a year. This is an extension of customer service. Residents can visit our website 24/7 and quickly find what they need, whether they are requesting a service, looking to pay a parking ticket or file a report, or if they simply want to learn more about WPD initiatives,” Chief Chandler said.

WPD PARTICIPATES IN “OPERATION 614”

MULTI-AGENCY PARTNERSHIP LEADS TO HUMAN TRAFFICKING ARRESTS In mid-April, Ohio Attorney General Dave Yost announced a multi-agency operation was carried out in Columbus and surrounding suburbs targeted on human trafficking. The Westerville Division of Police (WPD) was one of 20 participating law enforcement agencies involved in addressing issues that fuel sex trafficking in Central Ohio.

Coordinated through AG Yost’s Ohio Organized Crime Investigations Commission, “Operation 614” led to the identification of 53 victims and the arrests of 93 arrest trafficking suspects.

“Operation 614 is the latest in a long series of efforts to push back against human trafficking in Ohio,” said Yost.

“I am so proud of our law enforcement partners, who with their boots on the ground made this operation a success. We all look forward to that day when no person is bought or sold for sex in Ohio.”

The operation included identifying victims of human trafficking and referring them to social services and apprehending those seeking to have sex with a minor and/or seeking to buy sex.

For the first time in Ohio, those seeking to purchase sex were charged with engaging in prostitution, a misdemeanor of the first degree. This charge was created under House Bill 431, which became effective in April. Under the new law, an offender will be required to attend an education or treatment program aimed at preventing a person from inducing, enticing or procuring another to engage in sexual activity for hire.

During the operation, the Central Ohio Human Trafficking Task Force and police departments from Columbus, Dublin, New Albany and Westerville worked collaboratively to identify victims of human trafficking.

Victims were linked with advocates and social services provided by the Salvation Army.

“We support all efforts to end the problem of human trafficking. Human trafficking and prostitution are crimes that impact individuals but also the community as a whole. We are committed to doing everything possible to rescue victims in these cases and provide resources for their recovery,” said WPD Chief Charles Chandler. “We won’t stop working to identify the people who force them into these situations and hold them accountable for their actions.”

The Franklin County Sheriff’s Office’s Ohio Internet Crimes Against Children Task Force (ICAC) targeted and apprehended those seeking to engage in sexual activity with minors. Since its inception, WPD has appointed a full-time investigator to the ICAC Task Force.

Chief Chandler said the community learned first-hand that human trafficking exists everywhere, including suburban communities, when WPD made arrests in 2018 after months of investigating local massage establishments.

“WPD has been on the front lines of combating human trafficking, and we’ll continue to be involved in any investigation we can to help minimize the dangers of these crimes and the lives it destroys.”

Working Hard for Westerville

DIVI SION OF POLICE

TRAINING PAYS OFF FOR WPD K9 BRUNO In his first year on the job, Westerville Division of Police (WPD) K9 Bruno is proving to be an invaluable team member alongside handler Officer Khyrell Baggoo. Trained to detect narcotics with skills in tracking, area and article searches, criminal apprehension and handler protection, Bruno continues his work since starting last November.

The two-year-old Belgian Malinois and Ofc. Baggoo have logged more than 200 hours of training, and an additional 100 hours in courses on emergency casualty care, K9 and officer advanced tactics and safety.

“Bruno and I are a team and these opportunities to learn and sharpen our skills are important to ensuring we’re using industry best practices in service to the Westerville community,” said Ofc. Baggoo.

That training pays dividends in the field. As of May 2021, Ofc. Baggoo and Bruno together have been deployed 38 times. In nearly half of those cases, Bruno detected the odor of illegal narcotics. They have assisted WPD and partnering agency investigation, leading to seven arrests and the removal of illegal drugs from the community.

In July, Bruno will receive a bullet and stab protective vest from nonprofit organization Vested Interest in K9s, Inc. The first was provided to now-retired K9 Fiji in 2018. Bruno’s vest is sponsored by Greg Nobis of Delaware, Ohio and is embroidered with “In memory of Cooper.”

K9 CHLOE CERTIFIED TO WORK WITH CHILD VICTIMS After months of getting to know the community with handler Officer Mark Wojciechowski, Westerville Division of Police (WPD) therapy K9 Chloe spent time in Florida, but not for spring break. The yellow labrador retriever traveled to Cocoa, Fla. to complete the Law Enforcement and Multidiscipline Crimes Against Children Investigative Therapy Dog Course.

She also received her AKC Canine Good Citizen certification through the course.

“Chloe has already had an impact on the community as a fixture in my virtual DARE classes and visiting City buildings,” said Ofc. Wojciechowski. “With these certifications in place, the work with those who need her the most can begin.”

Her training is focused on learning how to comfort victims of trauma, meeting people in the community and other therapy duties. In Florida, she and Ofc. Wojciechowski covered a number of training topics, including obedience, behavioral observations and interview techniques.

A first-of-her-kind at WPD, Chloe’s focus in the community is assisting Ofc. Wojciechowski, a 15-year veteran of WPD, with community services, like the DARE partnership with Westerville City Schools.

With these certifications in place, Chloe is able to open up her services to the community as in-person events return.

FOOD WASTE COMPOSTING PROGRAM Expands to Meet Community Needs

The City of Westerville is adding new drop-off locations for its popular food waste composting program.

Serviced by Springfield-based GoZero Services, collection receptacles were added to the former Senior Center building at 310 W. Main St. in April.

Westerville Public Service Director Kevin Weaver says new locations are added to expand community participation in the program, which is now in its second year.

“When we launched the program in 2020, we set a goal to collect 10 tons of material. We exceeded that goal in the first four months,” Weaver said. “The residents sent us a clear message that this program is needed and wanted.”

As of May 2021, residents dropped off more than 100,000 lbs. of materials, diverting them from the landfill so they can instead become soil-enriching reusable compost.

Weaver hopes to establish even more drop-off locations to make it easier for more people to participate.

“Achieving a more sustainable community does not always require sweeping, life-altering changes. This program provides residents an incremental measure to have a positive impact,” he said. “We’re happy to make this program available to any resident who wants to participate.”

TEAM ASSEMBLED TO ZERO - IN ON SUSTAINABILITY PLAN

A new team of City staff, leaders and community members is hard at work, plotting a way forward toward a zero-waste plan for Westerville.

“Creating a zero-waste plan is no small task, but this team is up for the challenge. We’re incredibly grateful for these volunteers who care and want to help create a more sustainable future for Westerville,” said Kevin Weaver, Westerville Public Service Director.

The work to develop the plan is 80% covered by a $30,000 grant from the Solid Waste Authority of Central Ohio (SWACO), reducing the burden on the City’s refuse/recycling fund.

According to SWACO, more than 75% of items sent to the landfill could be reused, recycled or composted. The plan will center on strategies to reduce the amount of waste sent to the landfill, including programs and community education.

The team will create the plan through a multi-phase approach, establishing goals, researching current conditions and then recommending best practices for the Westerville community.

CURBSIDE COLLECTION CONUNDRUM Rumpke Addressing Service Delays

It’s no secret the COVID-19 pandemic has had a far-reaching impact on community programs including curbside yard waste, trash and recycling. It became more evident this year, as residents experienced frequent collection delays.

Rumpke Waste & Recycling, the City’s contractor, is working to overcome a number of challenges that have resulted in these delays including increased resident output, staff shortages and scheduling issues. They’re looking to residents to help ensure a smoother weekly program.

Rumpke is taking measures to address these issues, including implementing equipment changes and diverting some trucks when necessary. The company is asking residents take the following steps to help their teams complete their tasks efficiently: Break down cardboard boxes.

WELCOME, RACHEL RAY! ECONOMIC DEVELOPMENT

Introducing Westerville’s Economic Development Director

Rachel Ray has been named Economic Development Director for the City of Westerville. She will serve with Rob Rishel to promote business growth and success in the City.

Ray most recently served as Economic Development Administrator for the City of Dublin. She replaces Jason Bechtold, who was promoted to Assistant City Manager in March by City Manager Monica Irelan. She began her new role in Westerville on Monday, June 14.

“Rachel brings to Westerville a strong network inside the development community, and she knows what communities need in order to retain and attract business and jobs,” said Bechtold. “She uniquely understands Westerville because of her experience finding opportunities for the Columbus Region. The momentum we’re seeing in Westerville right now will thrive with Rachel leading our efforts.”

In Dublin, Ray’s accomplishments include managing a series of economic development agreements, resulting in more than 2,800 new and retained jobs and over $30.3 million in income tax revenues. Ray was also a project manager for the Bridge Street District, with responsibilities in development, zoning and signage.

Leading Westerville’s economic development efforts will involve building upon the success in Westar at Polaris Parkway and Cleveland Avenue, as well as a series of redevelopment projects in existing commercial and industrial districts. She will also continue efforts to attract new investment in historic Uptown Westerville.

“Westerville is well-known in the Columbus Region and beyond for its sound economic and land use policies and innovation in local government as a globally-

recognized Intelligent Community. With its strong economic development strategy already in place, I’m excited to bring my talents and experience to the City of Westerville in keeping with this tradition,” said Ray. “Westerville is one of the most strategically situated communities in Central Ohio, with an exceptional quality of life and amenities that will be more important than ever to attracting high quality jobs and investment. I’m eager to advance some exciting and bold new ideas.”

Ray currently serves as president of the Ohio Chapter of the American Planning Association, a 1,200+ member statewide professional organization, and holds certifications in the American Planning Association (APA) and American Institute of Certified Planners (AICP). She has earned the American Society for Quality (ASQ) certification, is a certified Six Sigma Black Belt (CSSBB) and is a member of the International Economic Development Council (IEDC).

Ray is a graduate of The Ohio State University, with a Master’s degree in City and Regional Planning (MCRP) and Bachelor’s in History.

A “HERO WITH HEART” AHA RECOGNIZES WPD OFFICER The American Heart Association (AHA) of Columbus/Central Ohio is recognizing Westerville Division of Police (WPD) Officer Chad Campese as part of their Heroes With Heart initiative. The program highlights individuals who made a front-line impact during the pandemic and who are passionate about living healthy lifestyles.

Ofc. Campese is a School Resource Officer (SRO) at Heritage Middle School (390 N. Spring Rd.) He took up an assignment as a patrol officer after students were sent home from school. When he returned to his SRO duties, he did so with a commitment to the physical and emotional health of the students wearing masks and distancing while continuing his role as a peacekeeper and ally in the schools.

No matter what role he filled during the pandemic, Ofc. Campese told the AHA that he remained focused on the task at hand.

“Always take stock of who you are and why you’re here. When life throws curveballs, and changes in an instant, the mission is always clear based on the identity you hold and the things you find most important,” Ofc. Campese said in an interview with the American Heart Association. “Your answers to those questions will allow you to block out all of the noise and focus on what truly matters when life seems out of control.”

The AHA recognized Ofc. Campese in June. According to the organization, Heroes With Heart honorees have demonstrated a belief in health equity for all and creating a healthier community by moving barriers to healthcare access and quality.

Slam Dunk for Kindness: Westerville Public Service Team Donates Hoop to Local Child One doesn’t enter a career in public service without a strong pull toward customer service and doing things “right.” It’s part of the culture at the City of Westerville, and the community has come to expect it. While it’s not uncommon for stories of “above-and-beyond” actions to work their way through City Hall like a pleasant game of telephone, one tale of kindness captured hearts in the community first on social media.

One afternoon in May, Westerville Public Service team members Jose Alicea, Kenneth Roe and Benjamin Rohrey observed a young resident playing with a makeshift basketball hoop made of a plastic crate, wood and a bucket.

Moved by the boy’s situation, the team purchased a basketball hoop, assembled and installed it for him. Photos posted to social media show the recipient of the gift with a beaming smile next to his brand new hoop.

The story made the rounds on social media, eliciting comments ranging from thankfulness for their gesture to feeling proud to live in a community where kindness is so deep-rooted.

Alicia, Roe and Rohrey didn’t work out of self-interest or for accolades.

They saw an opportunity to help and they did it “right.”

Above and Beyond the Call Steve Morlan Named Radio Frequency Technologist of the Year Westerville Communications Coordinator Steve Morlan is being recognized as Radio Frequency Technologist of the Year by the Association of Public-Safety Communications Officials (APCO) International. He will be honored at the organization’s annual conference in August.

Ask any police officer or firefighter/paramedic in Westerville, and they’ll tell you their radio is one of their most important pieces of equipment. The man behind these critical communications tools is none other than Morlan. He is known to go above and beyond the call to ensure the City’s critical radio communications systems are operating at the highest level.

As Communications Manager Holly Wayt puts it, Morlan started “tinkering” with the City’s mobile radios in his earliest days in Westerville while serving as a Communications Technician. He quickly developed proficiency and became the go-to guy for all things radio systems. This work became so integral to the City’s operations that he became Westerville’s first inhouse Communications Coordinator, allowing him to focus his energy on maintaining and optimizing the City’s radio system.

When the time came to transition the City’s communications consoles to a new digital system, Morlan carefully reprogrammed every radio used

by staff to ensure they would work with the new format. While acquiring new radios for the Westerville Divisions of Police and Fire, he helped save the City more than $300,000 while simultaneously enhancing interoperability with local, state and federal agencies.

A true subject matter expert, Morlan’s talents have even been tapped to help neighboring communities and partners successfully update their own radio systems.

9-1-1 Communications Technicians are sometimes called the “first” first responders. The calm voices on the line, coordinating help for people in their greatest need. Their work behind the scenes keeps public safety professionals and the communities they serve safe. It’s a key driver for Morlan’s work.

The tales of Morlan’s excellence in the field are many and make clear the indelible impact he has had on the City of Westerville in his nearly 20 years with the Division.

The Story Behind THE IMPOSSIBLY OVERFLOWING UPTOWN FLOWER BASKETS Uptown Westerville is famous for a few things, but the overflowing strands of petunias from the hanging baskets on Uptown poles are among its most popular attractions in spring and summer.

It’s not where the flowers are purchased, and there’s no special recipe. The secret of the hanging flower baskets is just as simple as never missing a daily watering, says Westerville Parks & Recreation horticulturist Margie Fugate.

“Once they are up, we never skip a day of water,” says Fugate. “Most people just don’t see the watering, since it’s done between 4-7 a.m.”

Also contributing to their allure, a special soil blend and container help keep the baskets overflowing with petunias. “We use a container like a strawberry jar, with holes on the tops and the sides,” says Margie. “The flowers are also planted on the top and the sides to achieve that flowing effect.”

TIPS FROM THE EXPERT: Margie says people ask her regularly about the baskets, but she is most often approached about the varieties of flowers or shrubs used by the City. Margie says the key to healthy landscape is good maintenance, quality plant material and a constant fertilization program.

Volunteer Nonprofit/ Charitable Organization of the Year

Each year, the City takes time to recognize the many outstanding volunteers who make valuable contributions to the community through service. The need for service above self was never more apparent than in 2020. As a pandemic rocked the world, many in Westerville dug deep and did what was necessary to spread kindness and support those who were most in need.

Typically announced at the annual State of the Community, (canceled due to public health requirements) these volunteers were honored at Westerville City Council meetings in May. It is our honor to recognize Karen Koch, Volunteer of the Year, and The Westerville Education Challenge, Nonprofit/ Charitable Organization of the Year.

NOMINATED BY MIKE HERRON own bad luck, Koch wanted to help them accomplish their mission, as her former employer had through an annual drive.

Koch was struck with a sweet idea. She would help raise money for WARM with her “famous” baked goods. She set the goal of raising $1,000. With a few text messages to her friends and a post to social media, Hillcrest Coffee Cake project (named after the Westerville neighborhood in which she was raised) was fully baked with a clear mission: support the important work of WARM.

As the COVID-19 pandemic shuttered the world of events, sports photographer Karen Koch found herself among the millions of Americans who lost their jobs. A lifelong resident of Westerville, Koch’s thoughts went to those less fortunate than herself who were experiencing food insecurity during these uncertain times.

“School children were forced to stay home, away from the access to a healthy school meal. People who never dreamed they would need to ask for help were suddenly searching for community resources to put food on their tables. With time on her hands and orders to stay-athome, Karen wanted to make a difference,” said Mike Herron, who nominated Koch for the award.

She thought about the Westerville Area Resource Ministry (WARM). From 2019-2020, WARM provided 343,745 meals to Westerville families in need. The organization also provides other critical services like workforce development.

WARM staff and volunteers worked tirelessly to continue services during a time of increased needs. Despite her

With the help of her family, Karen got to work baking, packaging and selling coffee cakes in exchange for cash or food donations to WARM. Her family, which covered the costs of the operations, realized her original goal in just two weeks and continued on for another nine weekends.

The effort picked up momentum and she added to the menu all for the benefit of helping residents in need.

In two months, Koch’s efforts raised nearly $10,000 for WARM (including monetary and the value of food donations). One-hundred percent of all money raised from her baked goods was donated to the organization.

In all, her family produced 594 coffee cakes and 125 dozen brownies across 576 volunteer hours.

“During a time of social isolation, social distancing and the fears of gathering, Karen’s fundraiser has helped make our corner of Westerville as well as the world a happier place. She started this fundraiser as a way to make a difference and help other families in need. It also allowed her to spend invaluable time together with her family in her favorite place, the Koch family kitchen,” Herron said.

Karen Koch took a situation that for the world was decidedly bitter and transformed it into something sweet.

The City is honored to name her the 2020 Volunteer of the Year.

WESTERVILLE EDUCATION CHALLENGE NOMINATED BY ADAM REX

With stay-at-home orders, increasing uncertainty and pandemic-related isolation, 2020 was a hard time to be a kid. From dances, proms and sporting events to graduation and beyond, nearly every important milestone for school-aged youths was sidelined. The need for Social-Emotional Learning (SEL) was more apparent than ever. Enter the determined volunteers of the Westerville Education Challenge (WEC).

Founded in 2007, WEC is a completely volunteersupported nonprofit organization that raises awareness and funds important initiatives for the Westerville City School District including anti-bullying programs, character education and promoting positive school culture.

“There is no one like [WEC] in our community and the good they have done is immeasurable. Just this year alone, they have been responsible for funding two extremely impactful initiatives throughout the district around social and emotional learning (SEL) for both students and parents,” said Adam Rex, who nominated the organization.

“They are also the sole funder of Hope Squad, which is a peer-to-peer suicide prevention program launching in all three Westerville High Schools. In addition to those two, in years past they have spearheaded and funded countless other SEL initiatives, all while keeping their focus on being passionate champions for children across our school district,” Rex said.

The volunteers of WEC also maintain an online SocialEmotional Resource Center (SERC), providing 24/7 access to emergency resources, training and more.

According to the National Alliance on Mental Illness (NAMI), one in six youths aged 6-17 experience a mental health disorder each year. WEC volunteers are taking action, dedicating precious resources to help equip students and families with the tools needed to cope.

The City is honored to recognize the Westerville Education Challenge as the 2020 Nonprofit/Charitable Organization of the year.

WEC defines SEL as “the process of developing selfawareness, self-control and interpersonal skills for school, work and life success.” The benefits of SEL skills include better academics, professional and social performance.

In addition to fully funding the training opportunity, volunteers spent countless hours organizing wellattended virtual Parent Prep sessions. The sessions offered parents information about important SEL topics like confronting hard history, during which Ohio State associate professor Dr. Hasan Jeffries read and answered questions from students about difficult truths discovered while learning about U.S. history.

Other topics included mindful parenting, modeling self-regulating behaviors and LGBTQ+ 101.

2021 C hampion OF WESTERVILLE

Former Councilmember Diane Fosselman found herself again at Westerville City Hall this spring not to participate in a City Council meeting as she did for 20 years, but to be honored for the undeniable impact she has had on the community. She is the 2021 Westerville Champion.

Fosselman’s name is engraved in the history of the City with her prominent roles on City Council and various boards and commissions. Her commitment to service soared beyond titles and civic duty.

A true community-minded servant leader, with a heart for patriotism, Fosselman founded Westerville for Honor Flight in 2009. Her efforts helped fully fund flights for veterans to see their memorials in Washington, D.C. for more than 10 years.

Her advocacy for Westerville Parks and Recreation, specifically the Parks, Recreation and Open Spaces (PROS) Master Plan, created the pathway for new parks and green space preservation.

Under the banner of “jobs, jobs, jobs,” Fosselman was an ardent encourager of economic development in the City. Her support over the years helped Westerville develop the diverse, thriving business community and income tax base enjoyed today.

As one staff member put it, “Her fingerprint was on everything, but it was well known that she simply wanted to celebrate the outcome, not the process. It speaks to her graciousness and humility, but there’s also such a deep kindness in Diane that has touched so many people.”

In her time with the City, Fosselman didn’t seek attention or praise for her work. She did what was right for the community because it was right for the community.

This humble spirit makes it all the sweeter for the City of Westerville to recognize Diane Fosselman as the 2021 Champion.

The Westerville Parks & Recreation Department is pleased to offer online registration for classes, programs and shelters. Online registration streamlines the process of registering by eliminating the need to wait in long lines on registration day.

Any household that has previously participated in a Parks and Recreation program, pass, or facility reservation may already have an online account.

Those wanting to sign up for the first time will need to create an account through our online registration site www.westerville.org / registration. Click “Create an Account” and follow the prompts.

Proof of residency is required in order to be eligible for the discounted resident rates.

With your active online account, you will be able to view class information, process registration and reservations, make secure credit card payments and view class enrollment counts from your home or office 24 hours a day! You can even make changes to your household and member’s information–fast, easy and secure. User name/ passwords and household information can be changed once you log in. Click on “My Accounts.”

Visit the Westerville Community Center during the hours listed on the previous page. Participants may register for ONE additional household other than their own during the registration process. Resident restrictions still apply.

FITNESS WING

The new north fitness wing has two levels and four training areas that include a variety of strength training equipment.

The first floor includes squat racks, Smith machines, Olympic benches, plate-loaded equipment and dumbbells.

The second floor houses over 70 pieces of cardiovascular equipment that includes treadmills, bikes, ellipticals, seated steppers, upper body ergometers, step mills, rowers and a Jacob’s ladder in addition to the Nautilus Inspiration selectorized line.

The Agility/Stretching area is located within the track and has a multifunctional trainer, tank and tire flip along with AirDyne Bikes and rowers.

TRACK

The Track is 1/7 of a mile long and can be utilized by those ages 14 years and older.

WATERING H O L E The indoor pool complex at the Community Center is home to new and exciting updates. Adding to the eight-lane competition pool and diving boards is the updated leisure pool that includes new dueling activity slides, shallow play area with a new water playground, a lazy river, whirlpool, fountains and deep water lap lanes.

NOW OPEN: The warm water pool is now open for classes and activities. See below for open swim hours. The entire watering hole will be closed from August 9 September 5 for annual maintenance. Passholders are encouraged to use Highlands Park Aquatic Center (HPAC) for free during this time. All HPAC regulations apply.

The Gymnasium can consist of two regulation-size or four smaller basketball courts or four regulation-size volleyball courts.

Basketballs and volleyballs are available for your convenience.

The all-new Multi-Activity Court (MAC) Gym includes an Adventure course, one regulation-size basketball court or two quarter basketball courts, three Pickleball courts, two volleyball courts, one Futsaol court, bleachers and easy access to free lockers. The MAC Gym can be accessed through the North (Fitness Wing) entrance or directly through the existing gymnasium.
