KEEPING WEBSTER PARKS BEAUTIFUL WITH DAVID MARTINEZ Parks Maintenance Crew Leader David Martinez oversees the beautification of our Webster parks.

As a crew leader, one of David’s biggest tasks is providing his team with the knowledge and expertise for each project.

The Park Maintenance Division’s primary goal is to ensure that the City’s outdoor spaces are safe, clean, and attractive for residents and visitors to enjoy. Some of their day-to-day tasks include mowing the parks, trimming trees and shrubs, and planting and caring for flowers and other vegetation. They maintain and repair park facilities such as playgrounds, restrooms, picnic areas, pavilions, and sports fields to ensure they are in good working order.

“We typically start the day by strategizing our tasks and objectives,” says David, “We plan what each crew member’s job is for the day.”

Vandalism is a frequent concern that David and his crew watch for when maintaining public parks.

They conduct daily inspections to ensure the cleanliness of City facilities.

“There’s a different person every week that is in charge of cleaning our park grounds,” says David, “They keep an eye out for things that look broken or vandalized.”

David Martinez, who has been diligently serving the City for eight years, celebrates his milestone anniversary this month.

When David began working for the City, he was hired as a Utilities Equipment Operator. He was promoted to Park Maintenance Crew Leader in January of this year.

David’s crew relies on an arsenal of equipment and tools to maintain and enhance the City’s parks.

Zero-turn lawnmowers, weed eaters, and push spreaders for fertilization are essential to their toolkits. They adapt their approach in various seasons to ensure the grass remains fresh. Chainsaws and bullsaws come into play when trees show signs of distress or pose safety hazards. Care and maintenance of these tools are necessary, ensuring they are ready for use each day.

Maintaining public parks requires strategic planning and prioritization.

forefront of the Park Maintenance crew’s attention, given its status as a primary visitor attraction. Urgent matters during daily rounds, such as substantial issues requiring multiple crew members, are immediately addressed to maintain the park’s appearance.

Additionally, David inspects the City to identify and mitigate disturbances, such as fallen branches obstructing roadways.

A project that had a major impact on Webster’s parks involved the restoration of the local tennis court. The court had deteriorated significantly, requiring extensive repairs, such as repainting the poles.

Completing this project, especially in scorching summer weather, ensured the court was ready for Fourth of July celebrations, making it a particularly rewarding endeavor for David.

David’s crew is well-prepared for occurrences such as severe weather, ensuring that all park elements are correctly secured. For example, canopies are regularly inspected for tears or damaged straps.

Throughout the year, David and his team face various seasonal challenges. Summers with drought and scorching heat require extra care and attention to ensure the crew’s well-being. Winters bring the delightful task of decorating the parks and City buildings for Christmas. Proper preparation is essential to create a festive and enjoyable atmosphere for the holiday season.

As the year draws closer, residents can look forward to the dazzling Christmas decorations that will adorn the City’s parks and buildings. David is enthusiastic about these projects, noting that the City continuously strives to outdo its previous efforts. The crew starts decorating right after Halloween, aiming to spread holiday cheer and create memorable experiences.

A VETERAN’S VOICE: COUNCILMEMBER LAPEYRE’S DEDICATION TO PUBLIC SERVICE AS NOVEMBER USHERS IN VETERANS DAY, THE CITY TAKES A MOMENT TO SALUTE COUNCILMEMBER EDWARD LAPEYRE, A DISTINGUISHED VETERAN WHO EMBODIES THE SPIRIT OF SERVICE AND COMMITMENT TO HIS COUNTRY AND COMMUNITY. OPERATION IRAQI FREEDOM Edward’s commitment to serving his country took him beyond the classroom and into the heart of Operation Iraqi Freedom (OIF). A trip to the war monument at Bastogne, Belgium, sparked his resolve to deploy overseas.

He transferred to a Civil Affairs unit based in Pasadena, ultimately leading to his deployment to Iraq in 2004-2005.

Councilmember Edward Lapeyre’s journey into the U.S. Army Reserve commenced during his sophomore year of college. Fueled by a desire to serve his country and secure funding for his education, he embarked on a path leading him to a distinguished military career spanning over two decades.

Stationed in Najaf Province, Edward and his unit were tasked with rebuilding civilian infrastructure after hostilities. As a Civil Affairs Operations Officer, he managed reconstruction contracts with Iraqis, repaired schools, and collaborated with tribal leaders, sheiks, and contractors.

The challenges he faced were as diverse as the missions he undertook.

“There were quite a few challenges during the deployment; Civil Affairs officers took on a variety of missions at the intersection of the U.S. military relationship with Iraqi civilians and their provincial government,” says Edward, “A Civil Affairs officer must be creative & take the initiative in multiple situations.”

“So many Veterans and their families have served and sacrificed much more than I have, and I think about their service and sacrifice all year,” says Edward, “So I say a tremendous thank you to them.”

FROM SERVICE TO CIVIC DUTY

Inspired by the military legacy within his family, Edward shifted from an enlisted Private First Class to the Reserve Officers’ Training Corps (R.O.T.C.) to attain a commission as an officer. His dedication paid off as he graduated from the University of Louisiana with a Bachelor’s Degree and a commission as a 2nd Lieutenant in the U.S. Army Reserve.

His career encompassed diverse fields, including Personnel, Infantry Training, and Civil Affairs, culminating in his retirement as a Major in September 2007.

Edward’s service in the military and exposure to diverse leadership styles during his over 20-year career significantly influenced his approach to public service. It instilled in him an appreciation for American citizenship rights, benefits, and responsibilities, and a desire to contribute to improving local democracy.

His extensive military experience has prepared Edward for the complexities of local governance. Collaborative and open to diversity, he brings a wealth of experience in working with people from various backgrounds. The City benefits from this approach, ensuring that it can meet the diverse needs of its residents.

On this Veterans Day, Edward extends his gratitude to the citizens of Webster and the entire nation. He acknowledges the immense sacrifices made by veterans and their families and emphasizes the importance of supporting them on this special day and throughout the year.

Edward has served as Councilmember for the City of Webster since 2016.

• All reservations for the Texas Avenue Park Pavilion are granted on a first-come, first-served basis and require a signed reservation agreement from an applicant at least 21 years old. KIM SHEFFIELD ON VINTAGE APPAREL AND COMMUNITY

In the heart of Webster, Changes Resale stands as a testament to the enduring allure of vintage fashion and the dedication of its owner, Kim Sheffield.

Kim is a successful business owner and a local resident of Webster. With a history spanning 21 years, Kim’s journey to ownership is a tale of determination, passion, and unyielding love for the community.

THE EARLY DAYS

Having spent most of her career in the hospitality industry and later as a litigation paralegal, Kim’s life took a turn when her employer retired. She seized the opportunity to follow her lifelong dream of owning a business and approached her favorite local business, Changes Resale. While Store Owner Lori Polanco initially hesitated to sell, fate had other plans, Kim recalls. She spent the next few years at the store, where Lori shared her knowledge of the resale business. In 2012, when the time was right, Kim took ownership, marking the beginning of her journey as the store’s owner.

Kim’s fascination with fashion can be attributed to her mother. She instilled in Kim the invaluable lesson of wearing what makes one happy, even encouraging her to overdress on occasion. “[My mother] would tell me that if you wished to overdress, you could pretend you had just come from, or were on your way to, a slightly more fabulous place,” says Kim.

RESALE FASHION

Curating Changes Resale’s collection to align with current fashion trends while offering unique and vintage pieces is no small feat. Kim’s approach is marked by selectivity and quality. The store only accepts high-quality pieces, limiting its selection to the most desirable brands.

Kim emphasizes the diversity of items available in a resale shop, making it distinct from the homogeneity of mall shopping.

Kim’s vintage and secondhand fashion expertise shines when she offers tips for incorporating these pieces into an everyday wardrobe. She acknowledges the growing popularity of vintage clothing, especially among the younger generation in Webster.

“That’s one of my favorite parts about resale shopping,” says Kim, “The opportunity to express yourself and find out what you love. What makes you happy is what’s on trend.”

Beyond fashion, Kim recognizes the importance of sustainability in the resale industry and within the community. She actively works to keep fast fashion out of her store and promotes eco-friendly practices, such as reusing hangers and bags, to reduce waste.

FINDING THE PERFECT VINTAGE PIECE

One of the most exciting aspects of shopping at Changes Resale is discovering hidden gems and unbeatable deals, an experience that resonates with many regulars. Kim encourages customers to communicate their preferences and styles, allowing the staff to watch for pieces that match their taste. Over time, as they get to know their customers, the team becomes adept at selecting items tailored to individual preferences.

Q. Fall is a popular season for fashion.

What do you think are the key fashion trends this fall?

A. In any hue, red is the IT color this fall, however you want to incorporate it: Great boots, a long trench coat, or a chunky crop top sweater paired with wide-leg jeans.

Power-dressing is back with pinstripes, peplum tops, and boxy blazers.

Polka dots are in, but in my world, they always are.

Q. How do you curate your collection to stay on-trend for the fall season while offering unique and vintage pieces?

A. We have to limit what we take in, and we’re fortunate enough that we’re able to be that selective. Reds are very in style for the fall season, so we certainly have that on top of our mind when selecting what we want to take in. We get a good idea of what our customers seek and stay updated on fashion trends.

Q. What are your favorite fall fashion staples that everyone should have in their closet?

A. I spend my dollars on high-quality staples: the black turtle neck and the perfectly fitted pair of pants.

Those little pieces, like vintage jewelry, can make a basic outfit memorable. The current evolution in fall fashion has been incredible. Ten years ago, you were limited to specific fall colors.

We didn’t take in whites or pinks then, but we take in every color now because there aren’t as many rules anymore. People dress how they want to, which is the core spirit of our store.

Q. What are some tips for maintaining and caring for vintage or secondhand clothing to ensure they last for many seasons?

A. Be careful choosing dry cleaners. Many of them have no experience in vintage clothing; however, some dry cleaners specialize in vintage.

Dry cleaning is the last resort, though.

Use vinegar and water spray if you’re trying to get a musty odor out.

You can also crunch newspaper and stuff it in your vintage bags to remove that odor.

Changes Resale continues to be a beacon of style, sustainability, and endless fashion possibilities. With a penchant for preserving the past and embracing the present, the store is a testament to fashion’s enduring charm.

FISCAL YEAR 2023-2024 BUDGET City Council has adopted the FY 2023-24 Annual Budget beginning October 1, 2023, and ending September 30, 2024.

The annual budget reflects the programs, goals, and policies necessary to provide services to the citizens of Webster. The City is committed to enhancing the quality of life in Webster by continuing to provide essential services to its citizens and instituting programs and projects that will serve the City’s long-term interests.

The 2023-2024 Budget for all funds totals $83,233,894.

This includes $35,000,409 in the General Fund and $9,709,148 in the Utility Fund.

Sales tax is the largest revenue source for the City, accounting for approximately 56 percent of General Fund revenues and 34 percent of total City revenues from all sources. This is due to the City’s significant presence of commercial restaurants and retail entities.

Sales tax revenue allows Webster to have low property tax and utility rates. For FY 2023-2024, the property tax rate decreased from $0.36475 to $0.33394 per $100 taxable value. Property tax values increased significantly over last year, which drove the decrease in the property tax rate. In FY 2023-24, the City’s property tax and utility rates remain among the lowest in the area.

Exciting projects are underway in the City of Webster. With approval from City Council, the Public Works Department will begin repairs and renovations at the Civic Center Complex and install new HVAC controls in multiple facilities. The Parks division will replace the ballfield light fixtures at Texas Avenue Park.

City Council approved the construction of a public safety training tower facility, replacement bay doors at Fire Station #1, security improvements at City Hall, and new trees on Medical Center Boulevard and Bay Area Boulevard.
