BUILDING EXCELLENCE

A JOURNEY WITH THE CITY’S CHIEF BUILDING OFFICIAL ensures that all team members are well-informed about ongoing projects and their statuses. The division’s primary objective is to maintain efficiency across various processes, including plan reviews and inspections, to prevent delays for builders and developers. “Our plan review process is one thing that I am proud of,” says James, “We have a goal to have plan reviews completed on any submitted project within ten business days, and we meet that goal about 99 percent of the time.” One of the most significant challenges faced by the Building Division was overseeing the development of Great Wolf Lodge, the largest project ever permitted in Webster. With over 1200 pages of plans to review before issuing the building permit, the team’s dedication to thoroughness was crucial. Subsequent extensive revisions demanded a vigilant approach to ensure code compliance and adherence to safety standards.

Chief Building Official James Stewart stands as the guiding force behind Webster’s building regulations and code enforcement. With a rich history that intertwines with the very fabric of the City, his journey serves as a testament to dedication, expertise, and a passion for community development. James began working for the City cutting grass at age 16. At 20, he was offered a full-time position within the Public Works Department. From the roots of his early employment, he embraced opportunities to explore diverse roles within the municipality, ultimately leading him to the Building Department and the start of a remarkable 28-year tenure. His journey took a brief detour into retirement in 2012, but destiny called him back over two years ago. Returning to the City that shaped his professional life, he assumed the role of Chief Building Official.

Inspectors were stationed on-site at Great Wolf Lodge daily to meet the inspection demand. This experience not only showcased the Building Division’s proficiency in handling complex projects but also underscored their dedication to contributing to the growth and success of the City of Webster. James envisions a future where the Building Division fully embraces a digital permitting process, with the primary goal of successfully transitioning to this entirely digital workflow, from initial submittal to inspections. The shift is set to streamline operations and enhance efficiency. “By maintaining a user-friendly atmosphere in permitting and inspection, the City can partner with new developments in avoiding construction delays that they may encounter in other jurisdictions,” says James. “The shift toward digital conversion is the main goal for the Building Division, and we hope to accomplish that in the coming year.”

“I returned to the City with the intent of finishing my career where it started,” says James, “ I have been offered many opportunities in my career and have been lucky enough to take advantage of them.” James’s motivation to enter the building regulation and code enforcement field was rooted in the City’s unwavering support. Given the freedom to pursue training and certifications, he seized the opportunity to acquire the skills needed for a lifelong career. James’s typical day involves a symphony of tasks, including reviewing inspection requests, scrutinizing construction plans for code compliance, corresponding with stakeholders, and supervising Building Division staff. “The Chief Building Official is responsible for the daily operations of the permitting and inspection functions of the Building Division,” says James, “Everything from plan review, permitting, inspections, and certificates of occupancy are handled by our division.” Fostering a collaborative and efficient team is a cornerstone of his leadership. manager for Friendswood ISD to the Parks Division within Public Works for Webster. Jeremy’s trajectory within Public Works began when he transitioned to the Utilities Division, where he spent three years before crossing over to the Wastewater Division for further cross-training. Jeremy underscores the unique cross-training culture within Public Works, emphasizing that employees are versatile and can lend a hand in different departments when needed. This collaborative approach ensures a cohesive team is well-versed in various aspects of public service. “The thing with Public Works is that we are all cross-trained. If we need extra hands, we’re all willing to help each other,” says Jeremy, “We put the ‘U’ in utilize. We’re utilized wherever we are needed.”

NAVIGATING DAILY CHALLENGES The Utility Division faces diverse daily challenges, from intricate repair work involving multiple underground lines to managing traffic disruptions during repairs. Safety is paramount in their operations, with an unwavering commitment to ensuring everyone returns home safely after each shift. “Safety is a primary concern; we try to pride ourselves on that,” says Jeremy, “If it takes a bit more time to complete a task safely, then so be it. We’re not getting hurt doing this job.”

COMMUNITY IMPACT AND COLLABORATION

Jeremy Arrowood stands as a dedicated Utility Crew Leader, actively contributing to the crucial operations of the Utility Division. The Utility Division, responsible for managing the City’s water, wastewater, and utility services, ensures the smooth functioning of essential infrastructure within City limits. With a journey spanning over 11 years, Jeremy’s commitment to his role reflects a deep understanding of the intricate workings of public infrastructure and a genuine passion for his work. Jeremy’s entrance into public service was unexpected, transitioning from a cafeteria

Jeremy emphasizes the Utility Division’s significant impact on the local community, ensuring essential water and wastewater management services across the City. Service interruptions or repairs, though sometimes unavoidable, are carefully managed to minimize inconveniences for residents. The Utility Division collaborates seamlessly with other departments within Public Works, exemplifying a unified approach to problemsolving. “There’s always something different out in the field, and what we like to do is get together and come up with the best and safest way to do a project,” says Jeremy.

PRIORITIZING SAFETY AND BUILDING A POSITIVE TEAM ENVIRONMENT Jeremy’s leadership philosophy revolves around open communication and fostering a positive team environment. Regular safety discussions, daily tailgates, and occasional shared meals contribute to camaraderie among his team members. He believes in leading by example, emphasizing that there is no ‘I’ in their team and that success is a collective effort. “We’re all a team here; it doesn’t matter what division you work for,” says Jeremy, “Everyone’s role, wherever they’re at, plays a part in what Public Works is about.”

LOOKING TOWARDS THE FUTURE Jeremy’s vision for the future involves encouraging the growth of his team members, both within the Utility Division and beyond. “There’s no me without my crew,” says Jeremy. “I will help those guys as much as they are helping me.” He aims to continue expanding his knowledge and skills and obtain his B License for Water and Wastewater, a professional certification required for individuals involved in the operation and management of water and wastewater treatment facilities. Ultimately, he envisions returning to Wastewater and contributing as a wastewater operator for Webster. As Jeremy reflects on his years of service to the City, he expresses gratitude for the opportunities and the supportive community. His unwavering dedication to public service and his commitment to the well-being of his team showcase him as a true leader within the City’s Utility Division. “The City has been good to me and my family. I appreciate every opportunity it’s given me,” says Jeremy, “Every day is another beautiful day in the City of Webster.”
