As we welcome the vibrant season of spring, I am thrilled to share some exciting updates and upcoming events in our community. We recently celebrated the grand opening of the newly remodeled Cherry Park Playground, a cherished space in the heart of our historic district This revitalized playground offers a safe, inviting, and modern environment for families to gather, play, and create lasting memories. I encourage everyone to visit and enjoy this wonderful addition to our city.

March also brings a host of seasonal events that showcase the energy and charm of our community. The much-anticipated Spring Fling at Chandor Gardens on March 22 promises a delightful celebration of nature’s beauty, while the Downtown Historic Hustle on March 8 offers an opportunity to engage with our city’s rich history through an exciting and active experience These events, among others, provide a fantastic way to connect with friends and neighbors while supporting our local businesses and organizations.

Additionally, I invite you to explore opportunities to give back and serve our community. Whether through local volunteer initiatives, civic engagement, or simply lending a helping hand to those in need, your contributions make a meaningful difference.

L E A D E R S H I P

The City of Weatherford is pleased to announce the promotion of Eric Shumar to Director of Municipal and Community Services, effective immediately.

Shumar has been a dedicated member of the City of Weatherford team since 2019, initially serving as Operations Manager for the Weatherford Parker County Animal Shelter before advancing to Assistant Director of Municipal and Community Services in 2021. In his new role, he will oversee the Animal Shelter as well as the Solid Waste and Recycling Department, ensuring high-quality services for the community

"We are excited to have Eric step into this greater leadership role," said City Manager James Hotopp. "His experience, dedication, and commitment to service make him an excellent fit to guide our Municipal and Community Services team We look forward to the positive impact he will continue to have on our city and residents"

Shumar holds a Bachelor of Science degree in Agriculture Business from Colorado State University. He is a member of the Solid Waste Association of North America (SWANA) and a Certified Manager of Collection Systems Additionally, he is a certified Animal Control Officer through the state of Texas.

Beyond his professional responsibilities, Shumar is actively involved in the Weatherford and Parker County communities, including his service on the Peaster ISD Education Foundation

S A F E T Y A C T I O N P L A N

The City of Weatherford has received federal grant funding to develop a Comprehensive Safety Action Plan (CSAP) as part of the U.S. Department of Transportation's Safe Streets and Roads for All (SS4A) program. This plan will establish methods and strategies aimed at reducing and ultimately eliminating roadway fatalities and serious injuries within the city.

The CSAP will serve as a strategic guide, prioritizing the most critical safety improvements across Weatherford while positioning the city to leverage future grant funding opportunities effectively. Central to the plan’s success is the engagement and feedback of the community, ensuring its development is both collaborative and equitable

The City of Weatherford has completed construction of four granular activated carbon (GAC) contactors at the Dr Paul Phillips Water Purification Plant to enhance the aesthetic quality of its drinking water Historically, the city has experienced taste and odor issues due to naturally occurring geosmin, an organic compound released by algae. While not a health concern, geosmin affects water taste and is particularly noticeable in late summer and winter. The existing treatment process meets all regulatory requirements but is less effective at removing geosmin

In 2017, the City commissioned an engineering study to evaluate treatment alternatives. A two-stage approach was recommended: Stage 1, completed in 2019 at a cost of $240,000, replaced anthracite media with GAC in existing filters, reducing geosmin levels by 40–50%. Stage 2, a $9.4 million project, involved constructing four full-depth GAC contactors to further reduce geosmin levels by 90% or more Construction began in Fall 2020, with completion delayed to Winter 2024 and full operation starting in January 2025

Originally planned for the next plant expansion, the City Council and Municipal Utility Board expedited these improvements in response to customer concerns. Funded through existing rate revenues, the project incurred no additional cost to ratepayers

Beyond taste and odor improvements, GAC filtration effectively removes other contaminants, including Per- and Polyfluoroalkyl Substances (PFAS). Weatherford has detected PFOS exceeding future EPA standards, and the new GAC contactors will help ensure compliance years ahead of regulatory deadlines while enhancing overall water quality I
