Hope this Message finds you well and ready to enjoy Lunar New Year celebrations and Super Bowl Sunday-Go Niners!

I’d like to acknowledge all City Staff, Council and Community partners who have worked so hard in helping to move forward the Navigation Center project which is set to become a reality in Vallejo and better assist the unhoused by the end of this year. After considering Staff reports and recommendations, Council approved the construction contract with G&G Builders Inc. for $6,996,273, $2M above the original 2018 estimates due to rising inflation for construction costs.

The Navigation Center at 1937 Broadway Street will provide two fully sprinklered pre-engineered buildings, one to be used as a dormitory that will house up to 125 residents and a community building with a kitchen for meals, medical, counseling, laundry and separate men’s and women’s showering facilities. This project has required a lot of patience throughout this endeavor but it is much needed. Although it won’t solve all challenges related to the unhoused, with continued partnerships and help from Solano County, it is a step in the right direction.

Lunar New Year, often called the Spring Festival or Chinese New Year, is the most important holiday in China and Chinese communities around the world. It is not only celebrated in China. Vietnam, Korea, Malaysia, and Singapore also practice the Lunar New Year holiday. The two-week celebration includes family and friends, feasting, fireworks, parties, and parades.

For more than 3,000 years, Lunar New Year was just what it sounds like—the beginning of a new year in the Chinese calendar. The historic Chinese calendar is a lunisolar calendar, meaning dates are determined by both the moon (lunar) and the sun (solar).

UPCOMING ELECTION INFORMATION As of Monday February 5, voters can drop off their completed vote-by-mail (VBM) ballots at City Hall for the Statewide Presidential Primary Election. As the excitement builds for Super Bowl LVIII, the Vallejo Police Department reminds football fans to intercept impaired driving if they are heading out to a Super Bowl party and plan on drinking.

Make sure you stick to the “Go Safely” game plan and choose a sober way to go.

On Super Bowl LVIII Sunday (February 11th) the Vallejo Police Department will have additional officers on patrol looking for drivers suspected of being under the influence of alcohol and/or drugs.

“Let's make sure Super Bowl Sunday is remembered for great plays on the field, not

for unnecessary risks on the road,” Lieutenant Michael Nichelini said. “Before you grab a drink, plan ahead for a sober designated driver.

Choosing a safer way to go is a win-win for everyone.”

The Vallejo Police Department reminds the public that alcohol is not the only substance that impairs. Marijuana, prescription medications, and over-the-counter drugs may also impair your ability to drive safely. Do your research and understand how certain drugs may affect you.

Funding for this program is provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

A significant gender gap has persisted throughout the years at all levels of science, technology, engineering and mathematics (STEM) disciplines all over the world. Even though women have made tremendous progress towards increasing their participation in higher education, they are still under-represented in these fields.

City of Vallejo to Place Alden Park's Cherished Historical Artifacts Affected

For years, the German Marder Submarine and Torpedo have stood as prominent symbols of Vallejo's heritage on Mare Island, capturing the attention and imagination of tens of thousands of visitors since its installation at Alden Park.

profit Mare Island Historic Park Foundation (MIHPF) to ensure its preservation. Together, the City and MIHPF have decided to temporarily relocate the submarine to a secure indoor facility, protecting it from further damage caused by the elements. Following the relocation, the City and MIHPF will embark on a joint effort to establish a comprehensive preservation plan for this invaluable piece of our City's history.

"We are committed to ensuring that future generations can continue to appreciate and learn from this significant artifact," said City Manager Mike Malone.

As stated on the historic plaque accompanying the submarine, this remarkable piece of history dates back to World War II when it was captured and generously donated to the island in the 1940s. However, the passage of time and exposure to the elements have taken their toll, leading to visible signs of decay and rust on the metal structure.

MIHPF, which has been actively involved in preserving Mare Island's heritage since 1995, shares the City's dedication to safeguarding the island's rich history.

The City of Vallejo is pleased to announce the partnership with Club Stride, Inc and Healthy Vallejo Community Support Services, Inc.’s “Youth Employment and Delinquency Prevention Program” as subgrantees through the Board of State Community and Corrections (BSCC) Prop 64 Grant to help bring positive outcomes for our Vallejo community. The purpose of BSCC’s Prop 64 grant program is to support projects that address public health and safety associated with the implementation of the Control, Regulate, and Tax Adult Use of Marijuana Act (AUMA). The City of Vallejo submitted a multiple component project proposal and was awarded $1,424,000.00 to address the proposed purpose areas of increasing Youth Development/ Youth Prevention and Intervention, Public Health, and Public Safety.

As a subgrantee of the City of Vallejo’s Prop 64 Grant, Club Stride, Inc. will be providing project management services to ensure that all implementing partners are on track to meeting their goals and outcomes for the community. Our project manager, Edwin Cortez, works closely with all parties and oversees the collaboration between the City of Vallejo and the community-

experience in providing community engagement and education around substance-use disorder, they will also be gathering data and providing workshops both in schools and in the community to help educate and prevent the negative effects of marijuana over the life of the 5-year grant.

As part of the Prop 64 grant program, the City of Vallejo has provided funding for Healthy Vallejo Community Support Services to employ at-risk youth to help beautify, remove trash, provide weed abatement, and simply clean up various portions of the city that have been identified through a partnership with the City Manager’s Office, Public Works Department, Recology Vallejo, and non- profit partners. The model for Healthy Vallejo, headed by Apostle Anthony Summers, is hiring 16- to 24-year-olds to prevent violence, crime and negative social behaviors.

The youth are hired on as interns and supervisors depending on their time and experience with the program. Many come from challenging backgrounds, but through Healthy Vallejo, they are taught life, educational, vocational skillsets.

The Healthy Vallejo team has been meeting monthly with the clean-up stakeholders to identify and assess the areas of need, including

working off of a list provided by Recology with 54 high priority areas identified around the City of Vallejo. The following are areas that have been cleaned and some even retouched due to more illegal dumping, inclement weather, or requests by residents.

BROADWAY STREET x MINI DRIVE As a main artery and thoroughfare, Broadway was identified as an area of concern due to blight, illegal dumping, and encampments. The exact location on Broadway, between Mini Drive and Lewis Brown Drive, is approximately a mile and a half long. It has been a location filled with trash, debris and weeds that have grown from 2 to 4 feet high. In October of 2023, the team successfully cleaned up and landscaped the area; removing overgrown plants, trash, and debris. The team worked with our Public Works Department who provided trash bags and removed the collected waste. Healthy Vallejo’s team returned to the location once already to touch up the area as well as remove a load of illegally dumped trash and debris. Another effort is currently underway, in conjunction with Recology of Vallejo and the Public Works Department, to remove a third large pile of illegally dumped items and debris.

LEWIS BROWN DRIVE x HIGHWAY 37 Through November and December of 2023, Lewis Brown Drive was identified as a prime location for clean-up due to the growing amount of litter, debris, overgrown foliage, abandoned vehicles, and encampments. The team from

Healthy Vallejo got to work trimming overgrown weeds, plants and grass along the roads. Many of the weeds that were cut down and removed reached heights of over 4 feet tall. Though the team does not go directly into the encampments, they cleaned the surrounding areas and removed any identified trash. Large piles of discarded

items were collected and removed. They were also able to identify several abandoned vehicles and worked with the City to get them removed.

Efforts will be made to revisit the site for a touchup soon.

ENTERPRISE STREET In January, the Healthy Vallejo interns revisited this previously cleaned area at the request of local businesses. The interns removed more litter and discarded items, did minor landscaping, and ensured that some of the sidewalk areas were safe again to walk on.

AVIAN DRIVE This week Healthy Vallejo team began cleaning Avian Drive, a street tucked between Springs Road and Tennessee. They started removing large debris such as small furniture, neglected toys, mattresses, bikes and piled up trash that collected over time. The area was further affected by the recent rain that washed down more mud and debris. The interns used brooms, shovels, and pickers to fill many large garbage bags. The team identified and addressed a major safety hazard due to areas of the sidewalks being covered by mud and overgrown grass. The interns successfully trimmed and cleaned the area eliminating the high risk of slipping and falling to pedestrians and improving public safety.

First 5 Solano Request for Applications

The First 5 Solano Children and Families Commission (First 5 Solano) has released its Request for Application (“RFA #2024-01) for its Annual Grants Program.

The Annual Grants Fund is designed for one-time projects to address the needs of children ages 0-5, their parents/caregivers, and/or providers of services to children ages 0-5 in Solano County.

The Commission has committed up to $120,000 in annual grants for FY2024/25. Multiple grants of up to $20,000 each will be awarded for up to a 1-year period from July 1, 2024 – June 30, 2025.

Applications will be accepted for a wide-variety of activities that align with the First 5 Solano Strategic Plan Framework and address a gap in services, address a community disparity, and/or address a time sensitive community need.

A mandatory letter of intent is due by February 12, 2024, and applicants must also attend a mandatory grant development session. The complete application is due by March 11, 2024, 5:00 pm.

Workforce Development Board’s Nonprofit Infrastructure Grants Program

The Workforce Development Board (WDB) of Solano County is happy to announce its launch of the Nonprofit Infrastructure Grants program!

This grant program is open to any interested and qualified 501(c) organization providing employment and training-related services in Solano County. The purpose of the grant program is to support nonprofits in bringing their operations, such as administrative and technological infrastructure, up to speed to

respond to the new post-COVID economy and help mitigate COVID-19’s negative economic impacts. This program is funded as part of the County of Solano’s American Rescue Plan Act (ARPA) strategy. The WDB anticipates awarding approximately $200,000 through this program with average grants expected to be between $5,000 and $10,000.

The application period will remain open until funds have been fully utilized. For best consideration, however, applications should be submitted by February 26, 2023.

For the Building Inspection Supervisor position, successful candidates should already be in possession of their ICC C8 certification as a combination inspector (or equivalent) and ICC C5 commercial combination inspector certification (or equivalent) and will be required to maintain their certification while employed with the City.

While not required, CASp certification, and Central Square and/or TRAKiT software experience is highly desirable.
