A MESSAGE FROM THE CITY MANAGER
As February comes to an end, March moves in, and the first days of spring approach as well. While spring doesn’t officially begin until March 20, the warmer weather is already ushering in the spring colors throughout the City. Many of us will no doubt welcome the opportunity to spend more time outdoors, enjoying the beauty of the area. The City recently released preliminary information regarding the Fiscal Year (FY) 2026–2027 budget, which spans from July 1, 2026, through June 30, 2027. Early analysis indicates a significant General Fund shortfall driven by several contributing factors. Although the challenge is substantial, City staff and the Council are already focused on developing responsible options and exploring strategies to bring the budget into balance. This will be a collaborative effort, and we remain confident that, together with our community and our City employees, we will navigate this period thoughtfully and chart a sustainable path forward.
I also want to highlight the ongoing work of the Police Oversight and Accountability Commission. This commission represents an important step in
strengthening transparency, trust, and community engagement. Their next meeting is scheduled for March 12th, and I encourage residents to learn more about their mission and activities at myvallejo.com/ poac.
As we move through the last days of February, we also come to the close of Black History Month — a time dedicated to honoring the achievements, culture, and contributions of Black Americans.
To celebrate, a community block party will take place on Saturday, the 28th, from 11 a.m. to 4 p.m. along the 200 block of Georgia Street in Downtown Vallejo. This free, family-friendly event is a wonderful opportunity to gather with neighbors, enjoy the festivities, and reflect together on the history and heritage being recognized.
Thank you for staying engaged and informed. Your involvement plays an essential role in shaping Vallejo’s future.

Celebrating Black History Month: Spotlight on Patrick Hutchinson
Patrick Hutchinson’s path to the Vallejo Public Works leadership team is a remarkable journey shaped by hard work, service, and a commitment to the community he calls home. Originally from Oakland, Patrick moved to Vallejo in the early 1970s as a sixth grader. His early work life began at Aladin Electric where he worked for several summers for their contracting business where he held roles ranging from stock boy to driver to electrician’s helper. Growing up in the Bay Area during a time of profound social change, he also witnessed the civil rights movement firsthand — experiences that helped shape his worldview — as he lived through it. After high school, Patrick enlisted in the U.S. Army. He spent three years with the Army as a construction surveyor, serving both on the East Coast and in Germany. When his tour ended, he returned to Vallejo with a clear direction: pursue a trade that offered stability and a solid future. Remembering the good living earned by electricians he had known, he worked his way into the union and through its apprenticeship program. Patrick had always hoped to work for a local government — a stable environment where he could invest in the community around him. He applied throughout the North and East Bay and ultimately landed at the City of Richmond. After several years in his “dream job,” he stepped away to take advantage of the region’s housing boom, renovating and renting homes.


Then came the moment that changed everything. While paying a bill at City Hall one day, Patrick stopped by Human Resources on a whim to ask about openings. Not only was there an available position, but it seemed tailor-made for his background: Traffic Signal Technician II. He joined the City of Vallejo in 2005, and two decades later, he still loves what he does.


Patrick has held several roles in Public Works over the years, rising through dedication, skill, and a genuine desire to serve. Today, he serves as Interim Assistant Public Works Director, a position he once never imagined holding. What he enjoys most about the work is simple but profound: the ability to improve the environment of the city he lives in.
Outside of work, Patrick is an avid chess player, enjoying both in-person matches and games with competitors around the world. He is active in his church and always ready to lend a hand however he can. Public service is a family affair as well: his wife, Yvette, is a secretary in the Public Works Department as well.
Looking ahead, Patrick plans to retire from the City within the next two to five years — but not from Vallejo. He intends to remain right here, continuing to play chess, support his church, and enjoy life with his family.
A true example of dedication and community spirit, Patrick Hutchinson continues to make a lasting impact on Vallejo, both on and off the job.

Police Reform Spotlight: Vallejo Evaluation Team Releases the Annual Report Year One on Police Reform Progress
The Vallejo Police Department has announced the public release of the Vallejo Evaluation Team (VET) Annual Report Year One. This report assesses the department’s progress under the Settlement Agreement with the California Department of Justice.
The VET Annual Report Year One highlights the ongoing partnership between the City of Vallejo, the Vallejo Police Department, the California Department of Justice, and the Vallejo Evaluation Team. It documents the foundational work completed during the first year of the settlement agreement, including the establishment of infrastructure and processes designed to ensure long-term accountability and compliance.
Key highlights of the report include the Evaluator’s recognition of the creation and operation of the Compliance, Integrity, and Accountability Division (CIAD) as a best practice for managing and coordinating reform efforts. The Evaluator also praised the department’s engagement and responsiveness throughout Year One, despite facing staffing challenges.
The report notes measurable progress in implementing reform. During Year One, the Vallejo Police Department achieved substantial compliance with multiple requirements of the settlement agreement, which were reviewed and approved by the California Department of Justice. The Evaluator described this progress as a meaningful step forward in the reform process.
Additionally, the report emphasizes ongoing improvements in crisis response, including coordinated and alternative response models that prioritize de-escalation, safety, and collaboration with behavioral health and community-based service providers. In an effort to overcome capacity limitations and slow progress, the report also highlights the need for strengthened internal City of Vallejo coordination and project management oversight. The City of Vallejo has used this feedback to make several improvements and process changes to be more effective in our reform work as the City entered Year-2.
To promote transparency and encourage public engagement, the Vallejo Police Department will host a community forum later this year to review findings from the VET Annual Report Year One, provide updates on ongoing reform efforts, and allow community members to ask questions and share comments or concerns.

Chief of Police Jason Ta stated, “The first year of this process was about building the structure necessary to support lasting reform. While there is still work ahead, this report reflects important progress, honest evaluation, and a continued commitment to accountability, transparency, and improvement. We welcome community engagement and feedback as we move into the next phase of this work.”
The Vallejo Police Department remains dedicated to transparency, accountability, and meaningful engagement with the community as it continues its reform efforts.

State Route-29 Pavement Rehabilitation and Complete Street Update
State Route 29, also known as Sonoma Boulevard in Vallejo, is getting a much-needed refresh this year. Work is officially underway on this highly anticipated project. Crews are currently focused on Segment 2, where they’re upgrading alleyways and curb ramps to create smoother, safer transitions from alleys to the main roadway. These improvements also include bringing curbs up to current ADA standards. The paving phase will come later in the project— think of it as the cherry on top—since it typically occurs toward the end of the construction timeline. In the meantime, Caltrans Maintenance has been out patching major potholes to keep the route as safe and drivable as possible. In addition to this project, there’s a second effort underway: the Enhanced Traffic Safety at Uncontrolled Intersections project, active throughout Solano County. Work is currently taking place in Vallejo along State Route 29. This project includes installing new electrical equipment to improve pedestrian safety at unsignalized crosswalks, adding new ADA-compliant curb ramps, and restriping crosswalks. Additional improvements are also being made at locations along I-80 and I-780 in Vallejo, Benicia, and Fairfield. NAACP Vallejo Celebrates Local Living Legends During Black History
Month
The NAACP Vallejo Branch #1081 honored the 100th anniversary of Black History Month with a vibrant celebration recognizing several of Vallejo’s own living legends. This year’s honorees included Lynda Daniels, Delphine Metcalf-Foster, Elissa Shanks Stewart, Hazel Wilson, Foster Hicks, and Joseph Jones.
A full house gathered to celebrate these influential community members whose work and dedication have helped uplift Vallejo—especially its communities of color. The event highlighted their lasting contributions and the continued impact they have on shaping a stronger, more inclusive city.

Charles Young: A History
For Black History Month, the Vallejo Naval Museum had the honor of hosting a special presentation celebrating the extraordinary life of Colonel Charles Young—soldier, educator, diplomat, and trailblazer. As the third Black graduate of West Point and the highest-ranking Black military officer of his era, Young’s legacy has long stood as a testament to resilience, intellect, and unwavering service. The guest speaker, Charles Blatcher III—author, publisher, and Founder/Chairman of the National Coalition of Black Veteran Organizations—brought Young’s story to life with depth and passion. Through his presentation, attendees learned not only about Young’s military accomplishments, but also about his influence as a teacher, leader, and advocate who broke barriers that shaped the future for generations to come. The event offered a powerful reflection on history, identity, and perseverance, reminding us why Colonel Charles Young’s legacy remains so important today.
