ANDREW’S ANNOUNCEMENTS A MESSAGE FROM THE CITY MANAGER

Hello Vallejo St. Patrick’s Day is just around the corner!

Don’t forget to sport your green as you enjoy this beautiful stretch of late winter weather here in Vallejo and throughout the Bay. Next Wednesday also marks the kickoff of Vallejo’s Citizens Academy. We’re excited to welcome this year’s participants as they begin their journey to learn how the City operates.

This week, the City Council recognized Women’s History Month and discussed the mid year budget. During the discussion, City staff outlined the General Fund shortfall anticipated in the next fiscal year and some options to address it. Council Members asked staff to continue developing additional options for consideration. The Council also approved funding for new budgeting software that will 2

help staff easily build and monitor the City budget in the future.

Looking ahead, staff is preparing a detailed update for City Council regarding Mare Island. This special City Council meeting will offer a deeper look at the Specific Plan, the Development Agreement, and plans for upcoming projects such as the Connolly Corridor. I’ll share more details as the agenda takes shape.

In the meantime, enjoy the wonderful weather this weekend.

Vallejo Resiliency Network Expands Community Impact as Earth Day Approaches Vallejo’s Resiliency Network—supported through California’s Prop 64 Public Health & Safety Grant—is entering 2026 with renewed momentum. Through collaboration among community organizations, youth leaders, and the City of Vallejo, the network is strengthening neighborhood environments, expanding youth engagement, and preparing for a series of community cleanup and education activities leading into Earth Day this April.

The initiative brings together multiple partners—including the Center for Urban Excellence (CUE), Healthy Vallejo, Club Stride Inc., and the City of Vallejo—to address environmental conditions, youth development, and community education through a public-health lens.

Strengthening Environmental Action Across Vallejo: One of the most visible outcomes of the Resiliency Network is the ongoing environmental remediation and cleanup occurring across Vallejo neighborhoods. In January 2026 alone, partners coordinated the completion of 12 cleanup and remediation sites, demonstrating growing coordination and capacity among partner organizations.

Youth Engagement at the Center: Youth participation is a cornerstone of the Resiliency Network. Through employment, volunteer opportunities, and educational programming, young residents gain hands-on experience while contributing directly to neighborhood improvement.

Healthy Vallejo leads youth employment connected to environmental cleanup efforts, providing opportunities for young people to participate in community improvement projects while building job readiness skills. Youth involved in the program help conduct cleanup activities, gather community feedback through surveys, and develop awareness of environmental health and community safety.

This engagement ensures the Resiliency Network is not only improving physical environments but also investing in the next generation of community leaders.

Community Education and Prevention: In addition to environmental action, the Resiliency Network includes community education and prevention initiatives focused on substance use awareness and public health.

Club Stride plays a key role in coordinating stakeholder engagement and youth-focused education activities across schools and community organizations. These efforts include workshops, listening sessions, and outreach designed to strengthen prevention awareness and connect youth and families to community resources. Programming is coordinated with schools and youth-serving organizations to ensure alignment with local needs and schedules.

Community Workshops and Skill Building: The Center for Urban Excellence (CUE) contributes through community-based workshops and skill-building programs designed to strengthen youth resilience and reduce risk factors associated with justice involvement and substance misuse.

Together, these efforts combine education, employment, and environmental stewardship to create a holistic approach to community improvement and youth opportunity.

Preparing for Earth Day 2026: As the Resiliency Network moves into the spring months, partners are preparing for Earth Day activities scheduled throughout April. Several community cleanups and environmental events are planned across Vallejo, including neighborhood cleanups and activities leading up to the Earth Daze Festival on April 26.

These events invite residents, youth, and volunteers to participate in restoring local spaces and strengthening community pride.

A Collaborative Model for Community Health: The Vallejo Resiliency Network demonstrates how environmental stewardship, youth development, and community education can work together to support public health and neighborhood stability.

As Earth Day approaches, the momentum built in the first months of 2026 highlights what is possible when community organizations, youth leaders, and residents work together to build a cleaner, safer, and more resilient Vallejo.

Women’s History Spotlight: Angela Mendoza

On Angela Mendoza’s first day of work at the City of Vallejo, she thought she’d be here no more than five years. Born and raised in a small town just south of Fresno, Angela spent 24 years in the City of Fresno’s water billing department, building a career, a family, and a life she loved. She wasn’t looking to leave— just hoping to move up. But opportunities for advancement were slim, and with her children grown and out of the house, she decided to take a chance when an opening appeared in Vallejo.

She got the job. She and her husband packed up, moved north, and planned for a short stay.

That was nearly fourteen years ago. Today, Angela leads Vallejo’s water billing department with the same dedication, steadiness, and warmth she brought on day one.

When asked what has kept her here so long, she doesn’t hesitate: the people… and the San Francisco Giants.

Vallejo’s team is smaller than the one she worked with in Fresno, but closer, tighter-knit.

Her department is often the starting point for people new to working for the City, and Angela has trained more staff than she can count, many of whom have moved on to other departments. That’s one of her favorite parts of the job. She loves helping people grow into their roles and cheering them on as they advance to new opportunities.

Her own family remains in the Central Valley, and Angela spends her time off back home with them. They return the favor, frequently visiting her so they can enjoy the Bay Area and Napa. Just as she supports her team at work, she loves nothing more than watching her grandchildren grow.

And then, of course… there are the Giants.

Angela grew up watching Giants games with her father, and her love for baseball has never faded. Being in Vallejo means she gets to watch every game—whether on TV or in person. It’s something she knows she’ll miss when she eventually retires and moves back home, but for now, she’s enjoying every inning.

When she’s not working, with family, or rooting for the Giants, Angela and her husband love trying new restaurants and taking advantage of Vallejo’s diverse food scene.

They also enjoy going out dancing together whenever they can.

So next time you’re at City Hall, stop by and say hello to Angela. Just be ready—she’s always happy to talk water billing… but even happier to talk Giants baseball.

City of Vallejo Celebrates Grand Opening of Broadway Village Supportive Housing Community On Thursday, March 5, 2026 the City of Vallejo, Firm Foundation Community Housing, Shelter, Inc. and residents of Broadway Village gathered together with dignitaries, project partners and supporters to celebrate the grand opening and ribbon cutting of the highly anticipated project. The Broadway Village project is a 47-unit permanent supportive housing program located at 2441 Broadway Street. The project started with a $12 million grant after a successful application process through the California Department of Housing and Community Development (HCD) and supplemented with other City, County, State, Federal and private funds.

Assistant City Manager Gillian Haen noted that “Broadway Village provides 47 permanent supportive homes for Vallejo’s unhoused population, offering not only a safe place to live but all the supportive services needed to help stabilize, heal, and rebuild lives. Projects like this don’t happen easily and they certainly don’t happen alone.”

A resident of Broadway Village, Ms. Nefetari Pharr said that “as a resident here for my son and me, it’s been a wonderful, profound

experience.” Ms. Pharr spoke about the support and hope that the project brings to her and her son and went on to say, “To everyone involved, I want to give my sincerest and profound gratitude.”

Other speakers at the event that echoed the collaborative nature of the project, the hurdles that we overcame to get to the grand opening and joy that the day brought were Vice Mayor Diosdado “J.R.” Matulac, Supervisor Cassandra James, Taryn Sandulyak – Executive Director for Firm Foundation Community Housing, Sarah Spector – Chief Operating Officer/Chief Financial Officer for SHELTER, Inc., Christopher Adame – Regional Vice President – Community Impact for Wells Fargo, City Manager Andrew Murray, and Assistant to the City Manager Natalie Peterson.

Police Reform Spotlight: Vallejo Evaluation Team Releases the Annual Report Year One on Police Reform Progress The Vallejo Police Department has announced the public release of the Vallejo Evaluation Team (VET) Annual Report Year One. This report assesses the department’s progress under the Settlement Agreement with the California Department of Justice.

The VET Annual Report Year One highlights the ongoing partnership between the City of Vallejo, the Vallejo Police Department, the California Department of Justice, and the Vallejo Evaluation Team. It documents the foundational work completed during the first year of the settlement agreement, including the establishment of infrastructure and processes designed to ensure long-term accountability and compliance.

Key highlights of the report include the Evaluator’s recognition of the creation and operation of the Compliance, Integrity, and Accountability Division (CIAD) as a best practice for managing and coordinating reform efforts. The Evaluator also praised the department’s engagement and responsiveness throughout Year One, despite facing staffing challenges.

The report notes measurable progress in implementing reform. During Year One, the Vallejo Police Department achieved substantial compliance with multiple requirements of the settlement agreement, which were reviewed and approved by the California Department of Justice. The Evaluator described this progress as a meaningful step forward in the reform process.

Additionally, the report emphasizes ongoing improvements in crisis response, including coordinated and alternative response models that prioritize de-escalation, safety, and collaboration with behavioral health and community-based service providers. In an effort to overcome capacity limitations and slow progress, the report also highlights the need for strengthened internal City of Vallejo coordination and project management oversight. The City of Vallejo has used this feedback to make several improvements and process changes to be more effective in our reform work as the City entered Year-2.

To promote transparency and encourage public engagement, the Vallejo Police Department will host a community forum later this year to review findings from the VET Annual Report Year One, provide updates on ongoing reform efforts, and allow community members to ask questions and share comments or concerns.

Chief of Police Jason Ta stated, “The first year of this process was about building the structure necessary to support lasting reform. While there is still work ahead, this report reflects important progress, honest evaluation, and a continued commitment to accountability, transparency, and improvement. We welcome community engagement and feedback as we move into the next phase of this work.”

The Vallejo Police Department remains dedicated to transparency, accountability, and meaningful engagement with the community as it continues its reform efforts.

State Route-29 Pavement FREE NEIGHBORHOOD Rehabilitation and DUMPSTER Complete Street Update PROGRAM* A lot is happening along SR-29, and we’re excited to share the progress with you. Alleyways are being filled, new lighting is going up, and crews continue patching potholes to keep the route smoother and safer until full paving begins this spring.

As work moves forward, we’d like to highlight a key feature you’ll see along the corridor: bulbouts. So—what exactly are they?

A bulb-out occurs at intersections where pedestrians prepare to cross the road. The curb is extended out, creating a narrow roadway allowing pedestrians to have a shorter path of travel from one side of the road to the other. The bulb-out also makes pedestrians more visible to motorists and encourages motorists to slow down.

The City of Vallejo is offering a Free Neighborhood Dumpster to help residents with exterior clean-up projects. This program is available once a year per block and gives neighbors a chance to work together to clean up their street.

To qualify, five residents from the same block must sign up, and all participants must have current garbage service. Main applicant must own and occupy residence. The dumpsters are for outdoor use only and are issued on a first-come, firstserved basis.

■ Veterans of any age can access Travis AFB, Martinez VA clinic, Hume Center, and the Med Evals/QTR Assessment Center in Concord.

■ Any senior over 60 can use this program and receive a 60% subsidy, but qualifying low income seniors receive an 80% subsidy.

Volunteer Driver & Non-Profit Programs ■ Door-to-door rides for ambulatory seniors (60+). Please call 1-800-535-6883 for more information.

Travel Training ■ In-person, group, and classroom training for seniors to learn to safely and confidently use public transit.

Additional Program for Solano County Residents: Solano County Intercity Taxi Card Program ■ Discounted taxi rides for ADA eligible Solano County residents between transit areas and within the cities of Benicia, Vallejo, and Suisun City. Eligible members can purchase $100 of taxi card funds for $40, or $20 for lowincome individuals.

Senior Clipper Card ■ Adults 65 or over can apply for a free Senior Clipper card to access discounts on fixed-route transit services throughout Solano County.

The Solano Mobility Program provides mobility services and programs for Commuters, Employers, Seniors, People with Disabilities, and Youth in Solano County.
