Dear Citizens of Suffolk, On behalf of Mayor Duman, Vice Mayor Ward, and the members of City Council, I am honored to present the 2024 Annual Report for the City of Suffolk Department of Fire & Rescue. This report reflects the commitment, dedication, and professionalism of our world-class fire and rescue personnel who serve the Suffolk community with distinction every day. As our city continues to expand, investments have been made to ensure that Suffolk Fire & Rescue remains equipped to meet these growing needs.

Over the past decade, calls for service have doubled, highlighting the essential role our firefighters, paramedics, and emergency responders play in safeguarding Suffolk. In response, City Council has supported strategic staffing increases, including the addition of eight new positions this past year to enhance operational capacity, comply with the Marcus Alert mandate, and introduce an Environmental Justice Program. Additionally, the City has allocated capital funds for the design and initial construction of the new Lake Kilby Fire Station, a critical infrastructure investment that will improve service delivery for our residents. Our Training Bureau also reached a significant milestone in 2024, graduating two fire academies and adding 26 new firefighters to our operations.

This past year, the dedication of our personnel extended beyond city borders, as our firefighters proudly deployed to assist communities in South Carolina, Florida, and North Carolina in response to Tropical Storm Debbie and Hurricanes Helene and Milton. These efforts, in collaboration with HRIMT, FEMA, and our Communications Team, underscore the professionalism and expertise of our department. Furthermore, due to new legislation, City Council was pleased to support establishing a Pharmacy Drug and IV Exchange program that aligns with DEA, FDA, and Virginia Board of Pharmacy regulations—ensuring our first responders have the critical medical supplies they need while maintaining compliance with industry standards.

This annual report stands as a testament to the remarkable achievements and resilience of the Suffolk Fire & Rescue personnel. Their service, dedication, and innovation continue to make Suffolk a safer and stronger community. I extend my heartfelt gratitude to each member of the department for their commitment, and the City thanks our citizens for their ongoing support of our first responders. Together, we will continue to build upon this success and ensure the highest level of emergency services for all who call Suffolk home.

The City of Suffolk is governed by an elected at-large Mayor and seven City Council Members, each elected by their respective boroughs. Appointed by the Council, the City employs a full-time City Manager to oversee the daily operations of the City and its 1,440 full-time employees. The City of Suffolk is the eighth most populous city in Virginia, and the population has steadily increased in recent decades, with projections indicating that this trend will continue.

As Virginia's largest City in land area, Suffolk is 430 square miles of rich land with woods, lakes, rivers, and rolling terrain-not to mention wise development and the use of it-that make this area bountiful for residents and businesses alike. Our schools, parks, neighborhoods, healthcare facilities, and utilities help create a successful community. Some of the region's most prosperous companies already call Suffolk home. And the great growth potential is attracting many new businesses and employees. This is a place full of pride and promise. A place where progressive isn't just a description, it’s an attitude. It’s a place with vision.

In 2024, the department continued to grow and develop. Over the past ten years, the department has doubled the amount of calls for service and unit response. In 2014, SFR answered 10,301 incidents while in 2024, we answered 19,995. In 2014, SFR had 23,035 unit responses and in 2024, we had 49,211. If we correlate the responses to population growth, the City of Suffolk’s population was 86,976 in 2014 and is now estimated at 102,628. This is a 1.96% annual increase in growth with an 8.31% growth in population since the 2020 census. Since growth is a predictor of response, the City of Suffolk had a 46% increase in total unit responses in the past 10 years and an increase of 51.5% increase in incidents over the same time period. No other city has had a larger increase in population in the Commonwealth of Virginia over the past three years.

We have so much to celebrate this year, and so much to look forward to in 2025. Here is a look back at our accomplishments in 2024. First, operationally, we have been exceptional. We continue to set the bar with respect to our fire and EMS operations, special operations, fire investigations, prevention, education, inspections, plans review, logistics, fire recruit and incumbent training, administration, health, safety and wellness, IT, and finance and budget! So many great fires, pin jobs, penetrating traumas, critical care medicine, and investigations! We should all be proud.

We started 2024 with a lofty goal of hiring 40 firefighters by July 1, 2024. This was an unprecedented goal to advertise, test, CPAT, interview, and background check candidates for hire in 6 months. Well, HRFA Class 70 was in the academy on July 7 and HRFA Class 71 was in the academy on July 22.

Awesome job everyone. Fire Station 11 has developed into a structure/station that we can all see and we are planning an opening in the late spring/ early summer of 2025. Fire Station 4’s replacement has progressed in 2024 from an idea and wish to a potential reality to break ground in late 2025. Design work is well on the way for new Fire Station 4 which will include Medic 4. Site work has started on the Fire Training Center grounds and footers will be poured in the coming weeks for the new burn building. We completed Lieutenant, Captain, Battalion Chief, Assistant Chief, and Deputy Chief Processes and assessment centers. Automatic Aid into Chesapeake (Mutual Aid into IOW) has proven to place the closest resources on the scenes of fires and we will soon start Automatic Aid with the City of Portsmouth. With the new CAD vendor being selected in 2024 (Central Square) and provisioning starting in January 2025, our need for a new CAD is well on the way. CAD-to-CAD progressed well in 2024 with go-live for CAD-to-CAD for the Five Southside Fire Departments (NFR, SFR, PFD, VBFD, and CFD) set to occur in 2025. Whole Blood was established with a partnership with TEMS and our airway initiatives have excelled throughout 2024 which has led to the procurement of ventilators (they were delivered last week) for our medics and EMS supervisor vehicles. We are now providing DSI/RSI/CQI capabilities and our QA/QI initiatives and our dedication to training are supporting our new airway capabilities/improvements.

We now have a pharmacy and Lieutenant Blanchard (the bar code guy) is ecstatic as he leads the pharmacy and logistics (more bar codes). We procured vending machines, security requirements, safes, lockers, software, badging, and DEA, FDA, and Board of Pharmacy certifications and licenses and led the region in this effort. Career paramedics are thriving in SFR and we expanded the number from the initial goal of 12 to now a goal of 18 career paramedics. MARC-1 went live on July 1, 2024, and that program is now the 988/MARCUS/Crisis Intervention (CIT)/Community Paramedicine coresponse team/program that others in the Commonwealth and Hampton Roads envy.

Fire Station 10’s traffic control signal has seen progress with the conduit and power run in 2024. The traffic poles are on order and will arrive in 2025. Fire Station 3 received a fence in 2024 and the gate and security entry controls are scheduled to be completed in early 2025. Although we were not able to get Fire Boat 1’s lift completed, we have engaged in design work and conversation with Volvo Penta to get FB1 out of the river. HRFA Classes 55 and 56 graduated 26 firefighters on April 11, 2024, and we received 8 additional personnel in this year’s (FY25) budget. The City provided all employees with a 4% COLA and ALS stipends were increased. We ordered and replaced our flash hoods with PFAS-free flash hoods and we successfully identified, procured, and trained on new nozzles (smoothies) and hose (LP 1 ¾) this year. HazMat technician schools were attended and the logistics and planning to establish our Haz-Mat Team is ongoing. With the training and equipment we have already received, our Haz-Mat Team has already accomplished several calls in-house this year. We went live with Shift Commanders this year and with Deputy Chief Adams' retirement after 37 years, Chief Harrell was appointed the Deputy Chief of Operations. MFF Russell completed 4 Fire & Life Safety Camps this year with over 120 children attending. We completed the pre-construction and the final engineering of Rescue 1 and new Tech 1 arrived (yes, 3 years later than expected Chief Wilson). We signed a $1.16 million PO for a new engine and we continue to be in line (FY23 budgeted) for an engine and tanker. We completed the final on 2 new medics (Medic 11 and a replacement medic) this year. Medic 26, our bariatric medic, has proven to be a welcome asset to our fleet.

FEMA was deployed for TS Debbie (South Carolina) and Hurricanes Helen and Milton (Florida and NC).

Our Communications Team was deployed (EMAC) to Western NC for 25 days and we supported HRIMT’s deployment to SW VA and NC. With these storms and deployments this year, 25 of our firefighters and officers deployed. NSVRS posted on July 31, 2024, that NSVRS “closes its doors” after 50 years of service. This post marked the end of an era for the NSVRS. Two additional medics were ordered in 2024 (part of the FY25 budget). These two medics will be replacement medics. We were fortunate to promote four Captains and seven Lieutenants off the new Lieutenant and Captain’s promotional lists that were established in June this year. Our FY26 CIP was submitted and although we were not fortunate to get all of our requests, we are still slated to receive two engines, two Medics (Medic 4 and a replacement), and additional money for Fire Station 4’s replacement (an additional $3 million).

2024 was the year of cancer awareness for our push with legislators. Cancer screening and presumption drove the agendas for the VFCA, VPFF, L2801, and the HRFCA. We will continue to push for cancer screenings and ensure each of you are healthy, well, and screened for carcinogens associated with performing this job. The FMO added a fire investigator/inspector and we are partnering with the Commonwealth’s Attorney to have a fire investigator assigned as a dedicated Environmental Crimes/ Fire Investigator in early 2025. This addition will allow the Fire Marshal to bring, in early 2025, a uniform firefighter to be an inspector so we can address our need to increase fire and life safety business inspections. The FMO received long guns and are well trained on the use of long guns/active threats, etc. Cradlepoint routers were installed on all apparatus and support vehicles to improve connectivity and ensure our AVLs are active. Cradlepoint will also allow for CAD-2-CAD to see all the Southside Fire Department’s apparatus locations in real time. Finally, our 11th Annual Awards Ceremony was excellent and was the highlight of a very productive and prosperous year.

The City of Suffolk Department of Fire & Rescue provides fire suppression, technical rescue, search and rescue, emergency communications, marine operations, tactical medics, advanced life support emergency medical services, and fire prevention programs to over 100,000 residents. The department serves 430 square miles of urban, suburban, rural, village, and waterfront areas in the southeast portion of the Commonwealth of Virginia.

The Special Operations Command (SOC) oversees several specialized response teams, including the Communications Team, Marine Incident Response Team, Technical Rescue Team, Search and Rescue Team, Tactical Medic Team, Hazardous Materials Team, Virginia Task Force 2, and the Hampton Roads Incident Management Team. These teams are trained to handle complex emergencies such as high-angle rescues, hazardous materials leaks or spills, and water rescues.

In addition to responding to daily calls for service-such as fire suppression and emergency medical care. SOC members are highly trained firefighters equipped with advanced skills and specialized equipment. Their expertise enhances the department’s ability to manage critical incidents, ensuring a higher level of response capability for the community.

Suffolk Fire & Rescue’s (Communications Team is an emergency communications team that provides a Regional Mobile Communications & Command Center (RMCC) to serve the City of Suffolk and the Hampton Roads Region in the event of a natural disaster, unforeseen catastrophes, or planned events.

Our team consists of the following:  COML’s (Communications Leaders);  COMT’s (Communications Technicians); and  Certified Drone Pilots.

Each quarter the team participates in training with the Virginia Cache and our relationship continues to grow stronger with the anticipation of working together during large-scale events. This past year our communications team has made great progress/ strides with our capabilities, training, and deployments.

Our years of training and preparing the bus finally paid off fulfilling the EMAC request from North Carolina providing communications for the flooding event in Ashville, NC. This event was a great challenge, but again the training and upgrades made this event successful in the services our team provided to the citizens, first responders, NCEM, law enforcement, military, and many other agencies.

2024 ACCOMPLISHMENTS  Ashville, NC - Fulfilled EMAC request for Ashville, NC;  Navy Regional Mid Atlantic - The team deployed an Emergency Operations Center for family day and Dierks Bentley Concert;  Naval Air Station Oceana - Provided our deployable EOC Shelter for the use of a medical hospital;  Chesapeake Fire - The team provided an Operations Center for the Trump Rally and Luke Bryan Concert;

The Suffolk Fire & Rescue’s Maritime Incident Response Team is essential to Suffolk and all of Hampton Road's waterways, including the Chesapeake Bay and north up the James River towards Richmond. The Maritime Incident Response Team primarily provides crucial waterbased search and rescue services, including fire suppression and water prevention. Our team closely works with the United States Coast Guard (USCG) and marine teams throughout the region.

Our team also plays an integral part in The Port of Virginia’s Maritime Incident Response Team.

The City of Suffolk boasts vast waterways, including the Nansemond River, James River and numerous creeks and tributaries. The Maritime Incident Response Team is responsible for responding to incidents within these waterways which serve various purposes such as recreational boating, fishing and commercial shipping.

In addition to their core emergency response functions, the Maritime Incident Response Team actively engages in community outreach and educational initiatives. Our team is consistently involved in various events including the Harbor Festival, Annual Search and Rescue Symposium, Shipboard Firefighting School and the City’s cherished annual July 4th celebrations where we disseminate crucial information regarding boating safety and fire prevention.

Looking ahead, we remain steadfast in our commitment to improving our response times and bolstering our preparedness for diverse emergencies. This entails a continuous focus on training and education, ensuring that our team members are well-versed in the latest safety and rescue techniques. Regular drills and exercises are a fundamental part of our regimen to enhance our skills further.

Furthermore, our dedication to engaging and educating the community on boating safety and fire prevention remains unwavering. We will continue actively participating in community events and facilitating workshops and in-house classes on these crucial topics.

Moreover, we are fully committed to the preservation of clean waterways and the reduction of environmental hazards. Our team takes pride in actively working towards safeguarding our water resources, ensuring they remain pristine for generations to come. Notably, Fire Boat 1 received 48 calls for service in 2024, up 37% from 2023, underlining its critical role in our emergency response efforts for our waterways.

In summary, the Suffolk Fire & Rescue Maritime Incident Response Team has achieved a successful year in providing essential emergency response services to the City’s waterways. Our dedication to safety, preparedness, community outreach and environmental stewardship remains instrumental in our continued success. The Suffolk Fire & Rescue Technical Rescue Team (TRT) is a highly specialized unit trained to respond to complex and challenging rescue incidents. Based out of Fire Station 1, the team handles a wide range of emergencies, including high and low-angle rescues, confined space rescues, building and trench collapses, construction and industrial accidents, vehicle extrications, and swift water rescues.

Suffolk Fire’s TRT is also a proud member of the Tidewater Regional Technical Rescue Team (TRTRT); a collaborative unit composed of elite rescue personnel from fire departments across Southeastern Virginia, including Suffolk, Chesapeake, Norfolk, Portsmouth, and Virginia Beach. This joint team was established to provide expert assistance to localities facing demanding technical rescue situations, ensuring a rapid and highly skilled response when needed most.

2024 ACCOMPLISHMENTS  Responded to multiple technical rescue incidents within the city;  Hosted and participated in multiple department and regional technical rescue team drills;  Our Technical Rescue instructors delivered several technical rescue courses to the department and Hampton Roads Regional Fire Academy, to certify members in the core disciplines;  Two members attended the 80-hour Structural Collapse School in Virginia Beach and received certification as Structural Collapse Specialists;  Suffolk Fire recently took delivery of a 28-foot Special Operations Technical/Collapse Rescue box truck. This specialized vehicle is designed to house the technical rescue team’s advanced trench and collapse rescue equipment, enhancing response efficiency and effectiveness during technical rescue operations; and  Participated with the Hampton Roads Team in the 2024 Rescue Challenge in Northern Virginia. This four-day event brings together technical rescue teams from Virginia, Maryland, and New Jersey, testing their skills with highly complex and intense rescue scenarios across various environments.

The Search and Rescue Team (SAR) established in 1997, jointly tasked with the Suffolk Police Department (SPD), use jointly trained personnel for the coordinating of resources and personnel in the effort to preserve life and to locate and successfully recover lost persons. The State of Virginia has codified search and rescue operations administered under “Emergency Support Function, item nine, Search and Rescue”. The responsibility for Search and Rescue operations falls to the locality where the event occurs. Since the team’s inception in 1997, Suffolk Fire & Rescue (SFR) has taken the lead in training and operations.

The City of Suffolk currently maintains one of only a few career department teams across the state. Most state-sponsored Search and Rescue Teams are volunteer only, and their availability can be limited. The advantage of a career department team is availability for calls and its multiple skill sets. The Suffolk Search and Rescue Team is available on demand and can deploy up to 20 trained members from the Fire Department and the Police Department in less than six hours. Currently, the SAR team is available for operations within the City and mutual aid requests from adjoining localities on a case-by-case basis determined by City management.

ACTIONS IN 2024  Responded to multiple technical rescue incidents within the city;  Monthly training conducted jointly with Suffolk Police Department;  Participated in a wide area search training held at the Pungo Public Safety Training Center in Virginia Beach, VA each;

 VDEM provided training at the Bear Swamp facility with an introduction and refresher in tracking; and  Deployment to support rescue efforts resulting from Hurricane Helena.

The Suffolk Search and Rescue Team has 11 members from the Fire Department and ten members from the Police Department, for a total available staffing of 21 members. Some members transitioned out of the Search and Rescue Team for other opportunities and the Team is receiving requests from others to join the Search and Rescue Team.

FUTURE GOALS  Responded to multiple technical rescue incidents within the city;  Expansion to include new personnel that have shown interest in the program;  Budget and update all available operational equipment;  Budget for and plan to attend all Virginia Department of Emergency Management (VDEM) support-training opportunities to include the Ground Search and Rescue Academies (Multiple yearly opportunities) and the SAR Conference in the spring; and  Suffolk Fire & Rescue SAR is also exploring opportunities to apply for the team to become a functional VDEM asset.

Tactical paramedics play a critical role in delivering rapid emergency medical support to ensure the safety, physical and mental health, and overall well-being of law enforcement Special Weapons and Tactics (SWAT) teams, special operations personnel, and other individuals involved in high-risk incident deployments and training exercises. These professionals provide medical care during training and high-threat operations where standard emergency medical services (EMS) and fire personnel may be unable to respond safely.

Tactical medics are specially trained to deliver high-quality emergency medical care under challenging conditions. They demonstrate proficiency in preventive medicine, team tactics, weapons safety, security, extraction, defensive tactics, and other specialized skills.

Their primary objective is to protect and preserve the lives of law enforcement officers, while their secondary mission is to deliver medical assistance to others at the scene and facilitate rapid extraction and transportation, thereby supporting the broader EMS system.

The Tactical Medic team at Suffolk Fire & Rescue (SFR) comprises nine highly trained paramedics, each equipped to respond to tactical incidents involving the Suffolk Police Department SWAT team and the Virginia State Police (Division V) Tactical Team.

2024 ACCOMPLISHMENTS  Responded to 110 operations with the Virginia State Police. In 2024, the City of Suffolk saw the beginning stages of developing the department’s Hazmat Team.

In the spring of 2024, one member of Suffolk Fire & Rescue (SFR) was sent to York County for the 80hour Hazmat Technician School. Following the successful completion of that school, six more personnel attended Hazmat Technician School at the Virginia Beach Training Center in the summer of 2024. Those students maintained the highest grade average out of the cities in attendance and won the first annual Hazmat School trophy.

In total, SFR now has eight Hazmat Technicians and three Hazmat Specialists. We are hopeful that another eight to ten personnel will be certified as Technicians in 2025, with some members returning to school to become Hazmat specialist. Members have been active with surrounding fire and emergency services departments gathering information, evaluating equipment, writing polices and attending training to further the development and implementation of the team.

Suffolk Fire & Rescue does not wish to only implement this team for the City of Suffolk, but will strive to be a leader in Hampton Roads working with VDEM and becoming part of the regional response team. The team will be based out of Fire Station 11 in Northern Suffolk and be prepared to respond to hazardous materials incidents all over the city.

In 2024, 237 Hazmat incidents or Hazmat investigations occurred. These include carbon monoxide investigations, Hazmat investigations with nothing found, natural gas leaks, etc. SFR responded to 205 incidents requiring leak detection measures. Eighty-two of these incidents resulted in confirmed gas or carbon monoxide leaks. With the goal of having an established and contracted regional Hazmat team in the future, SFR’s Hazmat Team continues to expand with a bright future ahead and looks to integrate and support the department’s operations.

Suffolk Fire & Rescue (SFR) is a proud participating agency with the Federal Emergency Management Agency’s (FEMA) Virginia Task Force 2 (VA-TF2), an elite urban search and rescue (USAR) team. VA-TF2 is composed of highly trained firefighters, technical rescue specialists, EMS personnel, canine handlers, physicians, and engineers from multiple cities and agencies across the region, including Virginia Beach, Suffolk, Chesapeake, James City County, Newport News, Norfolk, Hampton, Williamsburg, Henrico, Portsmouth, York County, and Navy Regional.

As one of 28 FEMA USAR teams nationwide, VA-TF2 responds to national emergencies and disasters, assisting with critical search and rescue operations. The team has been deployed to major crises, including the Oklahoma City bombing, the Pentagon on 9/11, the Haiti earthquake, and the Surfside, Florida, building collapse. They have also responded to numerous hurricanes, such as Opal, Fran, Georges, Frances, Ivan, Katrina, Rita, Ernesto, Gustav, Ike, Maria, Florence, Ian, Idalia, and Helene as well as high-profile events like the 1996 Atlanta and 2002 Salt Lake City Olympics.

2024 ACTIVITIES  In September, several SFR members deployed with VA-TF2 to Florida and North Carolina to assist with search and rescue efforts for Hurricanes Helene and Milton. VA-TF2 was on site for multiple days with additional National FEMA USAR teams to assist with search efforts; and  Participated in multiple component trainings and drills.

Suffolk Fire & Rescue is committed to being a part of the regional organization known as the Hampton Roads Incident Management Team (HRIMT). Members of the HRIMT are a diverse group of highly trained and motivated individuals from multiple disciplines and jurisdictions from across the Hampton Roads region. These individuals are highly trained, and experienced in the Incident Command System (ICS) and National Incident Management Systems (NIMS). They can activate to support the management of major, complex emergencies, planned events, and disasters that require a substantial number of local and mutual-aid resources.

As with all organizations, training is an ongoing process. The HRIMT is funded through grant requests at the State and Federal level. The training and experience that our members receive comes with little to no cost to the Department or the City. The HRIMT is one of four type 3 incident management teams located in Virginia.

The HRIMT is a highly respected and often requested team by multiple jurisdictions on the East Coast of the United States in times of emergencies or natural disasters. The HRIMTS’s mission is to provide a professional, AllHazards Type 3 Incident Management Team (IMT) to support major incidents and events that occur in the Hampton Roads region, the Commonwealth of Virginia, and outside the State as requested. The HRIMT was formed in 2005 to aid in the response to Hurricane Katrina which devastated the Gulf Coast. In 2008, the HRIMT was able to aid locally when a tornado struck the Hill Point area of the City of Suffolk.

The HRIMT, an independent organization, conducts training on a regular schedule and as training opportunities arise from the various state and federal organizations providing incident management training. Employees of Suffolk Fire & Rescue who are members of the HRIMT are responsible for attending training according to their positions.

2024 ACTIVITIES  Participated in multiple EMI courses around the region and country that are supported by HRIMT;  Provided logistical training for the shelter support systems, an ongoing training opportunity setting up shelter systems which is a labor-intensive process;  Completed a large, week- long, full-scale drill during December simulating a hurricane strike in Chesapeake; and  Attended all quarterly training and exercises throughout the year.

Suffolk Fire & Rescue remains steadfast in its mission to provide exceptional pre-hospital emergency care and transportation to the City of Suffolk. Our dedicated personnel undergo rigorous training in various hazard mitigation techniques, including fire protection, technical rescue, and advanced emergency medical services.

Throughout the city, we operate eight (8) Advanced Life Support (ALS) ambulances, staffed around the clock every day of the week. These front-line units, configured with a Ford F550/Horton setup, are each manned by a Paramedic and an Advanced Emergency Medical Technician (AEMT), ensuring high-quality patient care.

We take immense pride in utilizing state-of-the-art equipment, including Lifepak 15 cardiac monitor/ defibrillators, Lucas 3 mechanical CPR devices, and Glidescope GO video laryngoscopes. Additionally, our Stryker Power-Load cot fasteners and Stryker Power-Pro cots enhance patient safety during transport while minimizing crew-related injuries.

EMS BUREAU SPONSORED TRAINING The EMS Bureau sponsored attendance at the following training events:

 EMS World (Las Vegas, NV);  Image Trend Connect Conference (Saint Paul, MN);  Operative IQ Conference (Atlanta, GA); and  Tidewater EMS Educational Expo (Chesapeake, VA).

2024 RESPONSE STATISTICS In 2024, Suffolk Fire & Rescue responded to 19,995 incidents. Of these, 14,302(71.5%) were emergency medical services (EMS) calls. Our dedicated team transported 10,775 patients to local hospitals. We operate under the guidelines set forth by the Virginia Department of Health’s Office of EMS and adhere to the Tidewater Emergency Medical Services Council regional EMS protocols. Our EMS providers work under the esteemed license of our Operational Medical Director, Dr. Carl Wentzel.

2024 ACTIVITIES  Responded to 14,302 EMS-related calls for service;  Transported 10,775 patients to local hospitals;  Acquired a roster of 12 full-time Paramedic-only personnel;  Implemented an ongoing RSI/DSI beta test;  In partnership with Tidewater EMS, a whole blood program was implemented;  Delivered rapid and delayed sequence induction (RSI/DSI) training to all ALS providers;  Placed three new ambulances in service - Medic 1, Medic 3, and Medic 9;  Purchased two (2) new CPR compression devices;  Purchased six (6) Lifepak 15 Cardiac Monitors;  Purchased twelve (12) Zoll Z-vent ventilators;  Released dozens of new AEMTs and Paramedics to practice EMS within the City; and  As part of our in-house pharmacy transition, Suffolk Fire & Rescue:  Obtained a Virginia Board of Pharmacy Controlled Substance Registration (CSR).  Obtained a Drug Enforcement Agency (DEA) License.  Established a "hub and spoke" model for medication receiving, storage, and dispensing.  Purchased vending machines for restocking medications.  Purchased narcotic ID lockers to safeguard medications within stations and in transit.

In July 2024, Suffolk Fire & Rescue (SFR) partnered with the Western Tidewater Community Services Board (WTCSB) to establish a Mobile Integrated Health and Community Paramedicine Program. The program is called Medical Access and Resources for the Community or MARC-1 and provides a service to the community that differs from traditional Fire and EMS responses. It is one of a few Fire based co-response teams in the Commonwealth.

One key component of the MARC-1 is to respond to mental health calls by bringing a mental health clinician from WTCSB to the scene, offering services and resources to individuals in need.

Additionally, the program works with community partners to find resources for those citizens who call 911 for non-emergent reasons. This includes conducting home safety assessments for individuals with mobility issues who are at risk of falling, assisting those identified as high utilizers of 911, and helping individuals who have experienced an opioid overdose and are seeking support for their addition.

MARC-1 has connections with Hospice Agencies, Companion Care Agencies, Home Health Agencies, Nursing Homes, and Durable Medical Equipment suppliers.

To manage the daily operations, MARC-1 is staffed with one firefighter/paramedic from 11:00 a.m.-7:00 p.m. Monday-Friday, with oversight provided by a fire captain from the Training Division. MARC-1 is one of a few programs that can transport patients and has established a partnership with the Crisis Receiving Center on Godwin Blvd. This facility offers a comprehensive setting for those who need help to receive assessment and resources. MARC-1 has already made a significant impact on the responses to both mental health patients and those non-emergent calls for services where a citizen may need resources. It has responded to over 250 encounters since starting in July.

Suffolk Fire & Rescue’s Honor Guard represents the pride, honor, and loyalty of the men and woman serving our community and organization. The Honor Guard provides a tradition of the highest level of dignity and compassion while serving with honor at ceremonial functions. The Honor Guard projects a positive image of the department by performing as a well-trained team at local, state and national events.

During the 2024 year, the Honor Guard participated in several events locally and throughout the region including the annual awards and recognition ceremony, SRFA graduation, presentation of colors at an Admirals hockey game, and serving with honor at multiple funerals.

The Office of Finance and Budget works for the Deputy Chief of Support Services. The team consists of an Assistant Chief of Finance, Budget, and Strategic Planning and the Battalion Chief of Logistics. This bureau's primary responsibilities are to oversee the department's Capital Improvements Plan and general fund annual operating budget, which also includes Information Technology and Fleet Management budgets.

The city operates on a fiscal year budget cycle from July 1 to June 30. In FY 2425, Suffolk Fire & Rescue operated a $48,962,727 operating budget designed to support the operations of 326 full-time employees. The team also oversees grant management for ATL, SAFER, AFG, DHS, 4 for Life, and the VDFP Burn Building Grant. Working closely with City Budget and Strategic Planning offices, the Finance and Budget team provides Fire Administration with overall budget oversight. It works to ensure department goals and initiatives are funded and supported.

In addition to funding provided by the City of Suffolk through the annual operating budget and the Capital Improvement Plan, Suffolk Fire & Rescue continually seeks alternative funding opportunities through local, state, and federal grants. In 2024, Suffolk Fire and Rescue was awarded a total of $82,772 in grant funding.

Suffolk Fire & Rescue’s (SFR) Safety Division remains committed to protecting and improving the overall health, wellness, and safety of our personnel. Studies have proven the correlation between the qualitative data from our NFPA physicals, improved physical fitness activity, and reduction of jobrelated injuries, stress, and cardiac events. According to studies conducted by the American Cancer Society, this combination of personal health data, a well-balanced diet, and increased physical activity may also reduce your risk of developing occupational cancers, i.e., breast, prostate, colon, endometrium, and possibly pancreatic cancer. We captured a 96% compliance rate by completing 298 physicals; a 1% improvement over last year. The Safety Division and Senior Staff desire 100% compliance to adhere to our accreditation standard. These physicals have detected numerous undiagnosed conditions in our firefighters. Do not become a statistic when you are offered a nocharge physical and compensated for it!

The Safety Division and the Health and Safety Committee drafted new rules and regulations for Health and Fitness. We tested 142 Firefighters and staff members for Barrett’s Esophagus and esophageal cancer during our collaborative EsoGuard event with Local 2801. We tested an additional 26 members using the Galleri Multi-Cancer Early Detection tests and maintained 100% negative results. We successfully added PSA testing to our NFPA physicals, purchased a new WFI and CPATready treadmill for Station 6, and assisted with the fitness room design and equipment procurement for Station 11. We added one new Peer Fitness Trainer (PFT), recertified 10 PFTs and organized and started quarterly PFT training for recertification and CEUs. Our Peer Support has completed numerous mental health training hours. Twenty-nine new members will complete team-required training in early spring.

The Safety Division researches best practices and programs to help reduce work-related injuries.

Unfortunately, with a growing staff and increased call volume, accidents and injuries will occur. In 2024, we recorded one less physical injury and a 73% decrease in lost working hours. Although the reduction in lost hours is efficacious, this reduction is highly attributed to the long-term use of light duty by several members in 2024. We anticipate increases in staff and injuries, but we are committed to reporting all work-related injuries.

SFR suffered a 19% increase in vehicular accidents in 2024 over 2023. The Accident Review Board (ARB) issued fifteen preventable and three non-preventable decisions to our employees involved in vehicular accidents. Sixteen SFR employees who were issued preventable accident decisions, including one for repeated preventable decisions, in addition to their crews, attended Risk Management’s Remedial Driving Program. This program started in SFR and developed into a citywide driver improvement program. This program intends to improve situational awareness, and defensive driving techniques, and reduce accidents through knowledge and skills training. In 2025, we are committed to updating standards, rules, and regulations, and driving requirements for all personnel. Company officers should invest in their personnel’s development and not strive to meet minimum standards. We want to set the standard, not meet it!

In closing, we would like to thank the members of our department for being receptive and responsive to the changes our program continues to implement. The mission of the Safety Division is “to change the culture of our department” to generate continuous situational awareness and safety-focused personnel. This goal is fluid, not absolute, and continues to evolve. Stay safe and healthy!

Our mission is to ensure the availability of essential equipment, resources, and supplies, enabling first responders to perform their duties with the highest level of safety and efficiency. Through proactive planning, coordination, and innovation, we strive to enhance operational readiness and contribute to the overall safety and well-being of Suffolk residents and visitors.

The vision of the Suffolk Fire and Rescue Logistics Bureau is to streamline and centralize the procurement, management, and distribution of all essential assets needed to support the operations of Suffolk Fire & Rescue. By consolidating these resources through a single portal, Logistics ensures the efficient acquisition and oversight of fleet assets, facilities, fire/EMS equipment, Personal Protective Equipment (PPE), uniforms, and janitorial supplies.

The Suffolk Fire & Rescue Training Bureau is dedicated to enhancing the operational efficiency and effectiveness of its fire and rescue personnel by providing comprehensive and high-quality training programs. The division's goal is to ensure that both new recruits and incumbent members are equipped with the latest knowledge, skills, and techniques to respond effectively to a wide range of emergency situations.

Through structured, hands-on training, the division aims to build a strong foundation of essential fire and rescue competencies, from basic fire suppression tactics to advanced rescue operations and emergency medical procedures.

Training is delivered to prepare firefighters to not only handle the physical demands of their role but also to work collaboratively as part of a team, make critical decisions under pressure, and maintain a high level of safety for themselves and the communities they serve.

Furthermore, the Training Bureau places a strong emphasis on continuous improvement, ensuring that all personnel have access to ongoing professional development opportunities. These initiatives are designed to keep pace with the evolving challenges of modern firefighting and rescue work such as the integration of new technologies, the application of best practices, and the adaptation to new and emerging hazards in the field.

By prioritizing high-quality instruction and upholding rigorous training standards, the Suffolk Department of Fire & Rescue Training Bureau ensures that its personnel are always prepared to meet the demands of their jobs, providing the highest level of service to the community while maintaining a focus on safety and operational readiness.

INCUMBENT FIRE TRAINING In February, the Suffolk Fire and Rescue Training Bureau facilitated the next phase of the "Managing the MAYDAY" series. This session was held at Driver Elementary School, where on-duty fire companies were cycled through a dynamic and realistic mayday scenario. This involved enhancing their skills in key areas such as mayday radio communications, Rapid Intervention Team (RIT) deployment, search and rescue techniques, and scene management under pressure.

In April, Suffolk Fire and Rescue hosted its third annual Truck Company Operations School. Truck School builds upon foundational skills while also introducing advanced, specialized techniques for truck company operations on the fire ground. This annual training program serves as a comprehensive refresher and skill-enhancing workshop for firefighters, focusing on the essential duties and responsibilities of ladder companies during fire and rescue operations.

During the summer months and throughout 2024, the Department was able to host and train members in several different arenas to include: Driver Aerial Operator (DAO), Tractor Drawn Aerial Operator (S4), Fire Officer I, Fire Instructor I and small boat operations.

In October, Suffolk Fire and Rescue hosted its inaugural Engine Company Operations School, marking a significant milestone in its commitment to enhancing skills and effectiveness. Engine Company Operations School focuses on the essential duties of engine company personnel, particularly fire suppression and water delivery. These basic functions include mastering the deployment of hose lines, establishing water supplies, and ensuring effective fire attack strategies.

During the fourth quarter of 2024, the Fire Training Bureau, in collaboration with the Burn Team, successfully cycled all operations members through the department’s Hose & Nozzle Initiative. This program focused on providing training in the deployment and use of newly acquired Key Combat fire hoses paired with Task Force Tip low-pressure nozzles. Over the course of ten days, members were able to practice with these advanced tools under live-fire conditions, gaining hands-on experience while also learning new techniques.

(cont’d) RECRUIT TRAINING In July, Suffolk Fire and Rescue welcomed 38 new recruits into the Hampton Roads Regional Fire Academy Classes 70 and 71, respectively. Class 70 commenced their training with EMT Basic and Advanced courses, while Class 71 is approaching the completion of Fire School. Notably, Class 70 achieved a remarkable 100% first-time pass rate on the National Registry EMT exam, reflecting both the recruits' commitment and the exceptional quality of instruction provided by the EMS training division.

LOOKING TO THE FUTURE In 2025, the Suffolk Department of Fire & Rescue Training Division will launch its inaugural Officer Development School at the historic Obici House. This program will provide twenty students from the current Lieutenants Promotional List with valuable exposure to operational expectations, alongside advanced training in key areas such as finance, logistics, safety, and more. This program aims to further enhance leadership capabilities and prepare future officers for the complexities of their new roles.

In mid-2025, Suffolk Fire & Rescue will expand its training capabilities with the addition of a new burn building on Carolina Road. This facility will provide realistic, hands-on training opportunities for both recruit and incumbent members alike. The burn building will enhance the practical training experience, further improving readiness and skill development across the department and the region.

The Suffolk Fire Marshal's Office is committed to serving the citizens and visitors of our rapidly growing community. We provide a comprehensive and evolving approach to identifying and addressing community risks, while incorporating prevention and management strategies.

Chris Cornwell Fire Marshal Battalion Chief

As a forward-thinking public safety agency, the Suffolk Fire Marshal's Office leads efforts in risk reduction with a focus on life safety and hazard mitigation. Our work includes plan reviews, code enforcement, detection, and reporting, all alongside fire control and suppression, origin and cause determination, and, when necessary, criminal prosecution. We maintain a culture dedicated to preventing injuries and ensuring the overall safety of the community we serve.

To address the increase in the number of bomb-related responses observed during the 2024 calendar year:

CANINE PROGRAM Man’s best friend has long-been known as the perfect companion.

In exchange for food, water, and a pat on the head the capabilities for the interdiction of chemical, biological, and explosive threats on our City’s streets, in our City schools, hospitals, and other public arenas abound. The Suffolk Fire & Rescue Canine Team will augment the City’s public safety resources in a variety of capacities, from bomb threat and hostile event responses to special event security, article searches, school sweeps, public relations, and community risk reduction/public education events.

Given the complexity of today's threats, the Fire Marshal’s Office regularly collaborates with other agencies during multijurisdictional mutual aid response efforts throughout the Hampton Roads region, fostering established professional relationships to mitigate these dynamic emergencies-this is great, but it takes valuable time.

Law enforcement must constantly adapt to meet the needs of a changing world. Consistent with this, we saw a 50% increase in bomb-related responses in 2024 from the previous year. This school year alone, Suffolk Fire & Rescue, in connection with Suffolk Police and other regional resources, responded to Suffolk Public Schools a total of eight times. On average, each bomb threat response takes three hours, resulting in a learning loss to students of about 24 hours. The lion's share of this time is spent in staging, waiting on explosive detection canines from neighboring jurisdictions such as Isle of Wight, VA State Police, Portsmouth, Hampton, and the Coast Guard.

Having an in-house canine resource does not eliminate the need for mutual aid assistance in more sizeable facility responses. The goal is to significantly reduce the on-scene time by including this invaluable asset in the initial response rubric. Of the eight Suffolk Public School’s bomb-related responses in 2024, the Fire Marshal team has successfully identified and criminally charged seven of the juveniles responsible.

These dogs are taught to search areas, buildings, and vehicles for the presence of many explosive odors. Some of these odors include black powder, dynamite, C-4, and many other explosives and chemicals used to manufacture explosive devices. Because the dogs are searching for things that blow up, each explosive dog is a passive alert dog. In this case, the dog will get its nose as close as possible to the source of the scent and then sit. The advantage of this response is that the dog will most likely not damage anything and, in certain circumstances, may be used to search people. While not being utilized on active emergency scenes, canine resources are excellent outreach tools hosting community involvement activities and teaching classes on fire prevention and safety.

SHORT BARREL RIFLES (SBR’S) As public safety professionals, we confront significant challenges every day. We have made great strides in keeping up with the obstacles presented by our everchanging world. The rise of active shooter and hostile event tragedies continue to affect our nation, and as a progressive division, it is crucial that we adapt our response strategies to effectively address these situations. Our approach must remain flexible, ensuring that best practices are continuously identified and pursued by all key community stakeholders. This year, we introduced short-barrel rifles to the toolkits of our law enforcement trained Investigators. Just as we would not respond to a commercial structure fire with a booster hose, we cannot expect our highly trained officers to confront active threats unprepared with only their issued side arms. Extensive research and planning laid the groundwork for this initiative, positioning the Suffolk Fire Marshal’s Office as a regional leader in the Hampton Roads area.

We changed things up a bit in 2024 at Fire & Life Safety Camp. We held four (4) camps, educating 120 children. Camp ran from 8am -1pm and we focused on getting the children outside for some fresh air and good oldfashioned calisthenics. We also started a new camp tradition of saying the Pledge of Allegiance each morning to kick our day off right.

As always, campers learned how to check their smoke alarms, how to get low and go if the direction of alarm sounds, and most importantly the kids went home and developed a home escape plan with their families.

Campers also learned about bicycle safety and the importance of wearing a helmet. Injury prevention enthusiast and author Marna Smith came to visit our camp and each child got a copy of her book, “Playing it Safe with Preston.”

Water safety, hiking safety, stranger awareness, health and nutrition, fitness, personal accountability, wildfire awareness and camping safety, when and how to call 911, and what firefighters REALLY do in a day are all things that the campers learned about in our busy, fun packed camp.

Suffolk’s Project Lifesaver serves clients in the City of Suffolk, Virginia that are considered at-risk for wandering, including people with Alzheimer's, Down Syndrome, Autism and related disorders.

 Currently serves 68 families in Suffolk;  38 Adults with a cognitive disability, Alzheimer’s Disease, or other dementia;  46 Children in the autistic spectrum or Down Syndrome;

 Equipment for the program is purchased with donations, grants, and fundraising by the Project Lifesaver Board of Directors;

 The Board of Directors is comprised of Citizens of Suffolk, who have a passion for supporting the program. They help with community awareness, fundraising, and guidance to ensure the program’s success;  Every fire station in the City is equipped with the tools needed to conduct Search and Rescue operations to quickly locate lost individuals; and  Every firefighter receives training and must be recertified every 2 years.

Suffolk Professional Firefighters Local 2801 is an affiliate of the International Association of Fire Fighters and proudly serves the Suffolk firefighters and EMS responders. Through legislative, political, and social means, they look to improve safety and well-being among firefighters.

ADVOCATING FOR FIREFIGHTERS’ INTERESTS The Local 2801 Executive Board remained steadfast in championing the needs of our firefighters throughout the recent elections. By engaging with elected officials, including Suffolk’s mayor, we highlighted the challenges faced by our members and proposed actionable solutions. We were encouraged to receive commitments addressing critical issues such as the utilization of unused sick leave prior to retirement, Step Plan progression, and Cost of Living Adjustments.

PRIORITIZING HEALTH & WELLNESS Reinforcing our dedication to the health of our members, Local 2801 collaborated with EsoGuard to facilitate cancer screenings. This proactive initiative provided 142 firefighters with access to early detection services, exemplifying our ongoing efforts to safeguard the well-being of our community.

Governor Youngkin signed legislation to expand cancer presumption to firefighters.

STANDING UNITED AGAINST CANCER As part of our Battling Cancer Series, we raised $3,500 to aid Isle of Wight County Firefighter Chris Smith in his courageous fight against cancer. These contributions were directed toward medical expenses, reflecting our steadfast commitment to standing by our own in times of need.

EMPOWERING EDUCATION THROUGH SCHOLARSHIP In 2024, Local 2801 achieved a remarkable milestone by raising $8,500 through our annual golf tournament. These funds enabled us to award $2,500 scholarships to three outstanding studentsAlysa Henkle, Emma King, and Peyton Johnson. We take immense pride in supporting their educational journeys and future aspirations.

A VISION FOR THE FUTURE As we look ahead to 2025, Local 2801 remains resolute in our mission to support our firefighters, their families, and the community. Through continued fundraising, health initiatives, and charitable endeavors, we will persist in making a meaningful impact together.

The City of Suffolk’s Office of Emergency Management (OEM) Coordinates City planning, response and recovery efforts before, during and after large-scale events and emergencies. The OEM is responsible for developing and implementing citywide programs and projects that promote disaster planning, training, mitigation, prevention, response and recovery from all identified hazards. OEM manages the City’s Emergency Operations Center and coordinates multiple local and regional projects in conjunction with other Hampton Roads jurisdictions and the Hampton Roads Planning District Commission’s All Hazard Advisory Committee.

The Office of Emergency Management falls under Deputy City Manager Azeez Felder while the City Manager Al Moor serves as the Emergency Management Director for the City of Suffolk. The Suffolk City Council appoints the Emergency Management Coordinator to manage the day-to-day activities of the OEM. This position carries the full authority to execute all assigned aspects of the emergency management process.

OFFICE OF EMERGENCY MANAGEMENT  Ensures that the City of Suffolk Emergency Operations Plan is reviewed, revised and adopted every four years;  Provides Local, Regional and State Emergency Management Leadership;  Facilitates Emergency Partnerships;  Enhances Emergency Response Coordination;

 Provides Emergency Planning;  Conducts Emergency Training and Exercises;  Facilitates Public Education and Community Engagement Programs; and  Manages grants from government and private partners.
