Use ‘Put Waste In Its Place’, on our app or website.

1 Sort It •

Sort recyclables into containers and papers.

Rinse food containers and milk cartons.

Remove lids, caps and straws from containers, and wrap, plastic or Styrofoam from boxes from boxes and place in the garbage.

Just type the name of an item and it will tell you how to recycle or properly dispose of it - it’s that easy.

Properly Place Automated Garbage Carts In June 2018 the City of St John’s began collecting garbage from automated garbage carts. Overall, this has been a success with carts lined up looking neat and tidy on garbage day. There has been a learning curve for some on how to properly place the cart so it can be emptied by the City truck. When carts are not placed properly we put stickers on the carts, and in some cases follow up with a visit by staff, to help educate how to properly place carts. Our staff have also visited residents to ensure they know what can be recycled at the curb which leaves more space in the cart for garbage. The feedback we’ve received about these staff visits are that residents appreciate them as it helps them understand the system much better and they learn that more items can be recycled.

Carts •

Hold four regular sized garbage bags approximately 60 cms x 90 cms (24 inches x 36 inches).

Each cart has a radio-frequency identification (RFID) tag and individual serial numbers to identify the house to which the cart belongs. Residents who move must leave the cart behind as each cart is assigned to a property – not a person.

The carts are supplied at no additional charge.

If lost or stolen, residents will be charged the full recovery cost of $65 for the cart and $25 for delivery if needed.

Recycling and yard waste bags do not go in the cart and must be placed at minimum one metre from the cart.

Residents Must: •

Use the City-issued cart for garbage collection

Write their address in the white space provided on both sides of the cart

Keep the cart clean

Keep the cart secure

Place the cart properly for collection

Leave the cart at the assigned property – if you move, leave the cart behind

Keep Recycling Out The City’s curbside recycling program accepts lots of items and recycling them in blue bags provides more room in the cart for your garbage. Bulky items that can be recycled at the curb are: •

Milk and juice cartons

Cereal and cracker boxes

Egg cartons

Cardboard

Tin cans

Plastic containers for food and cleaning supplies such as laundry detergent, bleach bottles and clamshell containers that salads, sandwiches and fruit come in

Recycling all that you can will reduce your garbage. Remember that blue bags go outside of the cart with one metre (approximately three feet) clearance from the cart.

Compost Option If food scraps are adding to your garbage and you don’t or can’t backyard compost, Island Compost will collect your food scraps weekly from a container they supply. They can compost all your food scraps including meat, chicken, fish bones, cheese, vegetable peelings, sauces, etc. Just scrape your plates into their container and set it out on the collection day. Placing Your Cart for Collection The type of street you live on will dictate where you should place your Automated Garbage Cart. Carts must not be placed on any part of the sidewalk as they obstruct pedestrians including those with strollers, wheelchairs, scooters etc., and in the winter may also obstruct snow clearing equipment.

Where On-street parking is permitted

If on-street parking is permitted in front of your house, your cart must be put on the street in front of your driveway with the wheels backed into the curb so that the arrows on the cart lid are pointing toward the street. Some residents find it useful to place their cart at the end of their driveway somewhere closer to the middle to avoid cars that park too close to your driveway.

Where On-street parking is not permitted

If there isn’t on-street parking permitted in front of your house, you must place your cart at the end of your driveway with the arrows on the top of the lid pointing toward the street.

No curb

If you do not have a curb in front of your house, place your cart off the road on the shoulder so the arrows on the top of the lid pointing toward the street.

In winter, for all street types: •

Do not place carts behind or on top of a snow bank. The cart must be 1 metre (3 feet) from snow banks. Residents must make sure the cart is clearly visible and accessible.

Do not place carts out the night before collection as snow clearing equipment may damage the cart or cover it with snow, making collection impossible.

Important To Note: The arrows on the lid of the cart must point toward the street and the lid must be closed.

Recycling bags and paper yard waste bags must be placed separately at least one metre (3 feet) from the wheeled cart.

Leave at least one metre (approximately three feet) of clearance between the cart or carts and any obstacles such as parked cars, poles, trees, retaining walls, snow banks, recycling and yard waste bags, etc. Improperly placed carts will not be collected.

Give the cart a buffer zone of one metre (3 feet) on all sides from objects such as parked vehicles or poles, etc.

Curbside Waste Collection Rules and Tips Sign up for reminders or download the St. John’s Waste app at curbitstjohns.ca. Place garbage, recycling, and yard waste (May to November) at the curb on the scheduled day, no earlier than 6 a.m. and no later than 8 a.m. Garbage is collected weekly; recycling is collected every second week. NEW Automated Garbage Collection •

Automated Garbage Collection areas must use City-issued garbage carts. Do not place garbage outside the cart; only garbage in the cart will be collected.

Keep your garbage cart clean.

Garbage must be bagged. Use any bag except blue recycling bags or yard waste bags.

Properly place the cart at the curb; for more detailed information see pages 6-7.

Blue recycling bags and paper yard waste bags must be at least 1 metre (3 feet) away from the garbage cart.

Garbage Collection (non-automated) •

Garbage must be in regular sized garbage bags approximately 60 cms x 90 cms (24 inches x 36 inches). Garbage cannot be in grocery store bags, kitchen catchers, blue recycling bags, large industrial bags, or paper yard waste bags.

Place a maximum of 10 garbage bags each week.

Cover garbage from April to November.

Place garbage at the curb, just off the road at the shoulder, or at the end of the driveway.

Recycling Collection •

Recycling must be in see-through blue bags only.

There is no limit to the number of recycling bags you can put at the curb.

Rinse food containers before recycling them.

Cardboard can be in a bag or broken down and bundled with overall dimensions not exceeding 2 ft. x 2 ft. x 1ft.

A way to keep using your old bin

NEW Yard Waste Collection •

Yard waste is collected biweekly on you recycling day from May to November.

Yard waste must be in paper yard waste bags only.

There is no limit to the number of paper yard waste bags you can put at the curb.

Yard waste does not need to be covered but you can cover it, especially on windy days.

Other Rules and Tips to Remember for Automated Carts and Garbage Bags •

Each bag must weigh less than 23 kilograms (50 pounds).

Hypodermic needles must not be put in the garbage.

Broken glass must be clearly marked and placed to prevent the glass from sticking out of the container.

Do not place carts or bags behind or on snow banks; ensure they are clearly visible and accessible.

Containers of liquid will not be collected.

Bundle materials such as branches, carpets, etc. with overall dimensions not exceeding 2 ft. x 2 ft. x 1ft.

Garbage carts, bins or other covers must be removed from the curb by 8 p.m. on the day of collection.

More Steel Cans for Recycling Please The metal industry wants more of our bales of steel cans to recycle because our product is very clean. Steel cans can be recycled infinitely with no loss of quality. With metal being in limited supply the industry wants more from us! Therefore, recycling these cans is very important for the environment and the economy. Steel has been used as a packaging material since the 14th century and we want to continue using it and other metal items as packaging for years to come. Two-thirds of all new steel comes from recycled steel which is used to make new cans or other steel materials like beams, automotive parts or appliances. This is a sustainable practice for the resource management of steel. You may not have realized it but all those tomato and pineapple juice cans, soup and bean tins, tuna fish and potted meat tins, canned tomatoes and sauces, pet food cans and more are all recyclable in your containers blue bag - just give them a quick rinse first. Plus if you recycle all these containers you’ll be saving space in your garbage cart for garbage only.

Waste Collection Schedules The City of St. John’s collects garbage from residential curbsides once a week, while recycling in blue bags is picked up every second week. From May to November we collect yard waste in paper yard waste bags on recycling days. Pages 12 and 13 are the 2019 collection schedules for all areas. All waste collection areas ending in A are on page 12 while those ending in B are on page 13.

Collection Changes after Holidays and Storms

Garbage and recycling is not collected on nine holidays. After these holidays, or if garbage and recycling collection is cancelled due to a storm, all collection days are moved to the next day for the remainder of that week.

2018-19 Holiday Season Areas that have garbage/recycling days after Christmas Day, Boxing Day or New Years Day will have a change in the pick up day for those weeks only. The day after Boxing Day our collectors have a ‘double day’ which means they are picking up waste in two areas. Again this year we are encouraging you to recycle cardboard during the holidays. Cardboard is easily recyclable and makes a huge difference to the environment and the economy when properly disposed. Recycling cardboard reduces the weight of garbage, which means lower fees charged for landfilling. Cardboard is also a high-value commodity for resale which offsets the cost of operations at the recycling facility. Of course the most important point is that recycling cardboard saves natural resources by using less trees. Households collect many boxes – from toy and technology boxes to clothes and shoe boxes. Take a few minutes to separate ties, tags, plastic wrap and Styrofoam from cardboard and either bundle or bag it for curbside recycling.

Put cardboard – bundled or in blue bags – at the curb on your recycling days between Dec. 10 and Jan. 5, take a picture and post it to social media using the hashtag #deboxingdays to be entered in to win a gift card from North Atlantic, plus a years supply of blue bags.

The Loop at Bannerman Park The Loop opens for the season when temperatures are consistently low enough to make and maintain the ice surface. The Loop first opened to skaters on Christmas Eve December 24, 2013. Since then the opening date has ranged from Dec. 18 to 31. Please do not skate on The Loop until we’ve announced it’s open – skating on it before then damages the ice and delays the opening. Once opened for the season:

Winter Activity Centre Winter equipment rental shops are now located in both Bowring Park and Pippy Park. Snowshoes for all ages are available for rent at Bowring Park, while at Pippy Park snowshoes and classic cross country skis are available for rent. Equipment rental passes are also available for purchase at H.G.R. Mews Community Centre and Paul Reynolds Community Centre. A cross country ski sledge or snow coach are available upon request by emailing inclusion@stjohns.ca. At Pippy Park trails are groomed twice daily and lit for evening use. Tree Care During Winter Trees, plants and shrubs enter a period of dormancy during winter, often referred to as winter rest or winter sleep. Although a tree’s metabolism is slowed during winter months, there are things you can do in the winter to help your trees stay healthy and strong all year long.

Remove snow and ice Keep an eye on your trees and shrubs over the winter and remove excessive buildup of snow or ice which can be quite heavy and cause limbs to break. This is most important for deciduous plants (those that lose their leaves in fall) as coniferous trees such as spruce and fir which are native to our area have evolved with a slim, conical shape that helps them shed winter snow naturally.

Protect from sun damage Believe it or not, the sun can damage trees during the winter! For deciduous trees, wrap the trunk of trees two to five years after planting. For coniferous trees, wrap the entire crown.

Deciduous On sunny winter days the sun can heat up bark, tricking the tree into thinking spring has arrived. When the sun goes down and the temperature suddenly drops, the tree can’t re-enter dormancy quick enough to protect itself and the affected part of the tree freezes causing bark damage known as sun scald.

Coniferous A similar process occurs in conifers when the tree needles are stimulated by warm winter sun and die when the sunlight and heat are quickly removed. To protect your trees against the winter sun, wrap with burlap or similar landscape fabrics that can be purchased at your local nursery or garden centre.

Winter Parking Restrictions ‘No Parking-Snow Route’ Streets Dec. 1 to March 31 From December 1 to March 31 parking is prohibited 24 hours a day on streets designated as Snow Routes. These streets can be located anywhere in the city, not just downtown. These restrictions are necessary so that ice control and snow clearing equipment can safely service the streets. Enforcement is continuous for 24 hours a day from Dec. 1 to March 31 regardless of snow or street conditions. The fine for a No Parking-Snow Route violation is $55.

Downtown Overnight Snow Removal As scheduled dependent on snow On-street parking is permitted throughout the winter (unless prohibited by signage) except on streets which are scheduled for snow removal operations. For a complete list of streets included in the Overnight Snow Removal area, check our website. Vehicles must not be parked on the streets scheduled for snow removal between 12:30 and 7:30 a.m. on the date indicated. Any vehicle impeding snow removal will be impounded at the owner’s expense.

Where to Park When your street is scheduled for snow removal, you need to move your vehicle(s) off the street for the night. But where do you park instead? If you don’t have a private driveway, we suggest you use a public parking lot. The City of St. John’s owns parking lots that are free to use from 9 p.m. to 7 a.m. each night. • City Hall parking garage (excluding the rooftop), 8 New Gower Street • Railway Coastal Museum, 495 Water Street

• Bannerman Park parking lot, off Bannerman Road next to the pool house • Parking lot behind the basketball court at 89 Hayward Avenue • Parking lot off Hutchings Street, underneath the overpass

• Gravel parking lot across from the H.G.R. Mews Community Center, 40 Mundy Pond Road If you choose to park in a downtown parking zone other than what your parking permit indicates, that is okay for that night only as long as that street is not scheduled for snow removal as well. The RNC and the City’s Parking Enforcement Officers are aware this will be happening on the nights that removals are being completed, and they will not be ticketing for parking outside your designated parking zone during snow removal operations.

Vehicle Impound Fees and Payment Towing Charge*: $200 Administration Charge: $50 Impounding Fee: $25 per day Vehicles are released to the registered owner/renter when all charges are paid. Snowclearing Levels of Service Streets and sidewalks of St. John’s are maintained to performance and service objectives approved by City Council.

Ice control, streets

Complete one application of ice control materials on all streets within three hours of ice conditions.

Snow plowing, streets

For snowfalls of up to 25 centimeters, complete an initial cut on all streets within 12 hours following the end of the storm. For snowfalls greater than 25 centimeters, and for extenuating circumstances (such as drifting conditions, extreme snow accumulations, etc), the time to complete the initial cut will increase.

Snow plowing, sidewalks

Depending on the amount of snow on the ground and equipment availability the majority of streets in the sidewalk program will be plowed within four to seven days. The time to complete this will increase if a new storm occurs during this time frame.

Sidewalk Priority Downtown

The St. John’s Snow Removal Regulations require properties adjacent to designated downtown streets to keep sidewalks clear of ice and snow. Some sidewalks in the downtown core are salted and/or plowed following snow events.

Outside Downtown

The City clears and salts sidewalks on at least one side of the majority of all arterial and collector streets. A few streets classified as residential that provide connections between these streets have also been included. There are separate routes for sidewalk clearing, sidewalks have the same priority as the adjacent street with the exception of the immediate area in front of schools, which are Priority 1.

Street Priority Streets are salted and plowed in a priority basis that is primarily based on traffic volumes. This ensures emergency vehicle access is maintained to the greatest number of residents. There are approximately 3,200 fire hydrants in the City of St. John’s. Each one requires regular inspection and maintenance. During the winter, this includes keeping the hydrants free of snow so they are readily available in case of an emergency. City crews continually work to keep the hydrants free of snow but it can take more than a week to clear all of the hydrants after a heavy snowfall. Hydrants are cleared on a priority basis; high priority areas include schools and hospitals. “If your home or business is on fire, every second counts,” says Sherry Colford, Fire Chief of the St. John’s Regional Fire Department.

‘Adopt a hydrant’ close to your property. Take the time to clear a path from the street to the hydrant. Clear the snow away from the top and sides of the hydrant.

Do not bury or place snow on top of a hydrant.

Downtown Heritage Areas are the heart and soul of St. John’s. The City’s annual Heritage Awards recognize commercial and residential property owners for their work in rehabilitating, restoring and celebrating our rich built heritage. Citizens are encouraged to nominate a property they feel is deserving of this recognition. Property owners can also nominate their own property. Heritage Financial Incentives Program The Heritage Financial Incentives Program is intended to defray some costs associated with maintaining and conserving designated Heritage Buildings and buildings located in the City’s designated Heritage Areas. The program is open March 1 to May 1 each year. Applications must include: •

A completed application form; at stjohns.ca/forms-permits look under ‘Development Applications and Building Permits’

Photos of the property

A description of the work to be completed, including two quotations.

Applications may include work done in the past if the grant application is received within two years of the date the Building Permit was issued.

There are two types of grants in the Heritage Financial Incentives Program:

Heritage Maintenance Grant For the maintenance and repair to façade elements abutting a public street. A grant of up to 25 per cent of the material and labour costs will be available to a maximum of $1,000 per building, per calendar year. This may include but is not limited to: • Work to conserve the exterior such as: dormers, windows, doors and decorative features; • Work to reconstruct missing exterior elements; • Repainting of exterior elements; • Replacement or repair of roofing shingles, rain gutters, downspouts, flashing, exterior caulking and chimneys to prevent further deterioration.

Heritage Conservation Grant For the preservation, restoration and/or replacement of façade elements abutting a public street. A grant of up to 25 per cent of the material and labour costs will be available to a maximum of $5,000 per building, per calendar year. This may include but is not limited to: • Preservation of existing exterior architectural elements such as windows and doors, cladding, architectural trim and other significant features; • Restoration of exterior architectural elements which have been lost; • Replacement of existing exterior architectural elements that still exist but which are beyond preservation or repair.

Racquetball Courts Courts at the Mews Centre are available for 40 minute sessions each day of the week, and can be reserved two days in advance by calling 576-8499. Equipment rentals are available for $3, with a deposit of $20 or photo ID.

Swimming lessons Our swim levels and lessons follow the Canadian Red Cross Swim program model and run at both Paul Reynolds Community Centre and H.G.R. Mews Community Centre from January 6 to March 30.

Starfish / Duck / Sea Turtle Parent & Tot lessons for 6 to 36 months of age children Maximum of 1 child to 1 adult 1 lesson per week of 30 minutes instruction & 20 minutes stay & play Mews and PRCC: $54 for 12 lessons; $49.50 for 11 lessons

Swim Preschool / Kids / Teens 1 lesson per week, 45 minute class Mews and PRCC: $78 for 12 lessons; $71.50 for 11 lessons

Adult Lessons Suitable for basics to stroke development levels. 1 lesson/practice per week, 50 minute session Mews and PRCC: $90 for 12 lessons; $82.50 for 11

Red Cross Swim – Adapted A parent or aide may be required to support the swimmer in the water. 1 lesson per week, 45 minute class Mews and PRCC: $156 for 12 lessons; $143 for 11 lessons A Red Cross swimmer intake form, due two weeks prior to program start, is required to participate. Private swimming lessons Private or semi-private (two participants) 25 minute lessons are available for all ages. If you choose a semi-private lesson, participants must be within two levels of each other. At PRCC lessons are booked based on participants swimming level. Junior Lifeguard Club

A new initiative of the City of St. John’s to help young swimmers, ages 10 to 16, bridge the gap between our Canadian Red Cross Swimming Lesson Program and our Lifeguard certification program. Junior Lifeguard Club focuses on improving participants’ physical strength, endurance, strokes, rescue skills, first aid and CPR skills. A main focus of this program is to ensure participants have fun while building team work, self-confidence and leadership skills.

Red Cross Assistant Lifeguard This course is designed to introduce participants to basic lifeguarding techniques used by swimming pool lifeguards. Expect a fun and actionpacked experience with exposure to the knowledge and skills used by lifeguard teams. Candidates must be at least 12 years-old and possess strong swimming skills. Please ask our Aquatics staff for a swim test if you are unsure if this level is right for you.

Red Cross Lifeguard

Note: Prerequisite for Red Cross Lifeguard is Red Cross Standard First Aid & CPR Level C Certification This course prepares Assistant Lifeguards to be trained and ready to supervise aquatic programs. Participants train to be pool deck ready by learning emergency preparedness, accident prevention, and leadership development and work to develop excellent judgement skills during mock scenarios while focusing on improving their physical conditioning. Candidates must be at least 15 years-old and must possess an Assistant Red Cross Lifeguard certificate. The development of the professional Lifeguard is a key element of this program. Red Cross Water Safety Instructor

Focusing on how to effectively plan and teach the Red Cross Swim program continuum is a key aspect of swim instructor development. Topics covered include emergency response skills and stroke development, drills and corrective strategies. Candidates apply their teaching skills and knowledge through online, teaching experience and classroom participation. Upon successful completion of the course, candidates are certified as Water Safety Instructors and can teach the Red Cross Swim program anywhere in Canada. Candidates must be at least 15 years-old and have the ability to swim at the Red Cross Level 10.

Red Cross Standard First Aid & CPR Level C This is a comprehensive two-day course offering first aid and cardiopulmonary resuscitation (CPR) skills that meet the guidelines from the Canadian Red Cross. This is a prerequisite for the Red Cross Lifeguard Course.

Pursuing Active Lifestyles For individuals with mild to moderate developmental disabilities to learn about the basic skills needed for active living. Participants take part in recreation and leisure activities in a friendly, relaxed atmosphere with caring leaders. Safety for Independent Living A course aimed to equip youth and adults, with mild to moderate developmental disabilities, with life skills to help them make confident choices, prevent potentially dangerous situations and live a safe life. Are you or someone you know interested in taking this course? Contact us to let us know! If there is enough interest we’ll offer the course; date and time to be determined.

Adaptive Equipment Loan Program We have equipment that can assist people with disabilities to participate in recreation and leisure activities.

Fit Finders Offered winter, spring, and fall to groups who encounter ability related barriers. Participants are given the opportunity to experience recreation and leisure activities within a safe, supportive environment, with dedicated and experienced recreation staff.

Attendant Pass Persons with disabilities who require the support of an attendant to accompany them to events, may apply for an attendant pass.

Financial Support Financial support is available for children and youth facing financial barriers to participate in City of St. John’s Recreation Division activities. These requests are referred to the REAL Program, see page 38.

A young Joseph Coffin, now one half of the National award winning duo Nick Earle and Joe Coffin is a former So You think you’ve got Talent performer. Joe played our Youth stage for three years honing his musical skills and showcasing his talent all to prepare him for what was to come over the next few years. With three recordings under their belts that have brought the duo 2016 Canadian Folk Music Award for Young Performers, 2017 MusicNL Jazz/Blues Artist of the Year as well as host of ECMA and MusicNL nominations. They won the 2017 Maritimes to Memphis International Blues Challenge in the solo/duo category. Soon after, they proudly represented Atlantic Canada at the International Blues Challenge in Memphis, TN, making it to the Semi-Finalist Round. Property Assessments Assessment Notices for St. John’s property owners are in the mail the last week of November. The Assessment Division is responsible for the market valuation of all properties within the boundary of the City of St. John’s. The assessed value of your property is multiplied by a mill rate, set annually by Council, and then water tax is added to applicable properties. This will determine your property tax bill. In this province, municipalities can only set one mill rate for residential properties and one mill rate for commercial properties, so everyone is taxed at an equal rate.

How are assessments conducted? What does the City of St. John’s use to determine your assessed property value?

In St. John’s, assessments are done by our team of professional assessors, using nationally recognized processes and the latest in assessment technology and systems. Assessors are trained and accredited to provide an accurate, independent and thorough valuation of your property. We have a team of 18 assessors who work on a three-year cycle to assess the city’s 40,000 residential and 2,600 commercial properties. They use data from a variety of sources to prepare property files, including neighbourhood market data, sale history, permits for renovations and additions, site visits, neighbourhood scans and even construction information dating back to when your property was first built. Historical data is important to our assessment team, but so is current information, gathered from neighbourhood visits on foot, using our Google car technology and also scans from the air, using software called Assessment Analyst. A plane, flying 1.68 kilometres (5500 feet) above St. John’s, provides images that help us to accurately measure property dimensions and analyze the exterior of properties for changes that may impact a property’s value. It also allows us to capture work that was undertaken

In 2017, the market was declining slightly, and some properties will likely see a drop in assessed value.

In this province, all properties are assessed based on a pre-determined date, set once every three years. The assessments for 2019-2021 are based on market values on January 1, 2017. Although this might seem like a long time ago, this is the date that every municipality is using for property assessments for 2019 as directed by provincial legislation. It is important to remember that because the base market date is always about two years behind, assessments prepared for municipalities

This does not mean that all assessments will drop in value – in fact, if you have made significant improvements to your property, if your neighbourhood has become a more desirable real estate area, or assessment related data has been updated, your property value may increase. Assessed values are unique, which means that it is difficult to speak generally about market trends and predict accurately the impact on your specific property. Once you receive your assessment notice, you should consider if this assessment seems correct as of the base date. If the value on the notice seems to differ with where you thought your assessment should be then you should contact the Assessment Division. You can look up the assessed value of any property in St. John’s on our website (see box in top right), choose ‘Property Assessment Search Application’. CG

If your assessment is accurate, according to our staff, but you do not agree with the assessed value, Assessment Review Court allows property owners an opportunity for an independent review of their property.

How do I appeal my assessment? Generally speaking the recipient of an assessment notice has 30 days from the date of issue to file an appeal with the City Clerk, however, this year Council has extended the appeal period to 60 days. The final date for acceptance of an appeal is stated on your notice. A fee of $60 for residential and $200 for commercial appeals is required and will be returned should the appeal be successful. Council will appoint an independent person to act as the Commissioner of the Assessment Review Court. The Commissioner hears appeals filed by property owners and has the power to determine if the assessment determined by the City’s Assessment Division is to increase, decrease or remain the same.
