St. John’s Community Action Group on Fentanyl

By Councillor Hope Jamieson The St. John’s Community Action Group on Fentanyl is a collaboration between the City of St. John’s, the provincial government and community groups working on the front lines of harm reduction.

Since forming in 2017, the group has been working to mitigate the effects of opioid use in our communities and has conducted numerous pop-up events, training members of the public in overdose recognition and intervention using the life-saving overdose antidote Naloxone.

Hundreds of kits have been distributed to members of the public and hundreds more have received information on how to recognize an opiate overdose and how to get help.

During these sessions, information is distributed about available mental health and addictions treatment options. Further information sessions and pop-up trainings are planned for this fall and winter.

Metal drop boxes and kiosks In June of 2018, after months of hard work and collaboration, the St. John’s Community Action Group on Fentanyl announced the installation of safe outdoor sharps containers for disposal of used needles.

These boxes are located throughout the city, giving those who use drugs a safe way to dispose of using equipment and keeping residents safe from the potential risks of needles in public places.

Harm reduction The St. John’s Community Action Group on Fentanyl works from a harm reduction focus.

This means that in the absence of perfect choices, individuals are supported to choose the option which causes the least harm.

The term “harm reduction” can be applied to a variety of topics, but often is used in communities that support those living with mental health and addictions issues.

For example, if no sharps container is available, residents are encouraged to place used sharps in a heavy plastic bottle, such as a detergent or bleach bottle with a lid.

These can then be disposed of in our new, outdoor sharps kiosks, or by contacting the Safe Works Access Program at 757-7927.

Re-Assessment of Properties The City’s Assessment Division is responsible for determining the market value of all properties within the boundaries of the City of St. John’s.

Assessment notices are sent to property owners for their review.

The assessment cycle is currently a threeyear cycle. When the previous assessment was completed it was based on the market value base date of January 1, 2014 and was applicable for tax years 2016, 2017 and 2018.

The new assessments – the market value of your property as of January 1, 2017 - will be sent to all property owners in St. John’s this fall. This assessed value will affect property taxation for the years 2019, 2020 and 2021.

When you receive your new assessment in the mail please review it carefully to ensure your assessment seems correct. For example, be sure you are being assessed for the correct number of water units as a single dwelling will have one unit while properties with an apartment will have two. A flat rate water tax is applied to each residential unit. As we review and update information on your property your assessed value may change.

Many things contribute to a value change in assessment including changes in the real estate market, physical changes to a property and changes to the assessment data as part of the reassessment process.

Also keep in mind that the present value of your property may be different than it was January 1, 2017, but as per provincial legislation the 2017 value is the one which must be used.

You may see or hear from media and other sources that assessments have gone up or down, but it is never usually that simple.

While there may be an overall average increase or decrease in assessed values, it is rarely the same from property to property.

Make sure you are informed about your own assessment and how it was derived.

New information, and many other factors as outlined above, could have influenced the value of your property therefore allowing your property to fall outside the expected norms.

Preparing Trees and Gardens for Winter Trees survive winter by going dormant, a process similar to hibernation for animals. For deciduous trees the most obvious sign a tree is going dormant is when it starts to lose its leaves in the fall.

Leaves help trees produce food. During dormancy trees slow down their internal system and don’t require the same level of energy as they do during the spring and summer growing season.

Here are some tips to help get your trees ready for winter: • While raking leaves take the time to look up. Inspect your tree for any damage that may have occurred during the summer months. Dead, dying or broken branches can present a potential hazard and affect long-term tree health therefore these branches should be removed. Consult a tree care professional if you’re unfamiliar with proper tree pruning techniques.

• Water your tree, keeping the area around the base of the tree moist, even into the fall. Winter winds can result in excessive amounts of water being lost from coniferous needles which is not easily replaced during winter months.

Ensuring your tree has access to water in the fall can help prevent damage from needles drying out and dying.

• Apply mulch, 10 to 20 centimetres thick, about 30 to 60 centimetres from the base of the tree. This helps to retain water in the surrounding soil and protects fine roots from frost and is especially important for newly planted trees.

When trees are harvested from nurseries a significant portion of their root system is removed. Young trees need assistance to ensure they have access to the appropriate levels of water and nutrients required to establish themselves.

• Install a plastic tree guard on newly planted trees to protect against foraging animals (i.e. hares or mice) whose food is scarce in winter, to prevent them from feeding on young bark near the tree base.

Lawns When mowing your lawn for the final time this fall, keep grass at a height of 5 to 6 centimetres, to help prevent stress and weed seed germination.

The fall is a great time to lime and fertilize your lawn. Fertilizers with a lower nitrogen ratio such as 3-1-2 (i.e. 21-4-14) should be selected. Low nitrogen fertilizers have higher levels of potassium, which promotes root growth that help plants prepare for winter. Do not use other fertilizers at this time of year, as they can result in a quick burst of growth which may be damaged or killed by early frost.

Shrubs and plants Prune shrubs and other plants to remove dead, dying, diseased or broken branches and to encourage the plants natural form. For multi-stem plants such as ornamental dogwood, elderberry, weigela or forsythia, up to one third of the oldest canes can be removed to promote new shoot growth in the spring.

Herbaceous perennials such as hostas can be allowed to die back naturally and left until spring. This provides natural protection for the plants root system during winter months.

Young shrubs and other low-growing plants should be wrapped with burlap or other landscape fabric to protect them from the damaging effects of frost and snow.

To protect other plants, a layer of leaves can be added directly to beds before the winter sets in.

In the spring the top layer of dry material can be removed and the bottom layer tilled into the soil providing a boost of organic material.

A note of caution, this may not work well in areas exposed to wind.

Leaves If you rake leaves, keep some to use on your compost throughout the winter. Leaves are a great ‘brown’ layer to add over the ‘green’ food waste in your compost, to create a proper balance of carbon and nitrogen.

Protect your Property Installing markers to identify parts of your garden that might be hidden by snow is a great way to prevent damage that may otherwise occur during snow clearing.

Consider installing markers near low-growing plants, garden beds, ornamental garden fixtures or retaining walls.

On a brighter note, the fall is a great time to plant bulbs for spring. Planting bulbs in the fall can ensure your garden gets a quick burst of colour and growth in the spring. Some choices that work well in the St. John’s area include winter aconite, crocus and anemones, followed closely by daffodils, narcissus and tulip.

Finally, don’t forget to winterize your garden tools and equipment including lawn mowers and line trimmers, ensuring they’re ready to help manage the garden that you’ve helped survive another Newfoundland winter.

Metal and Bulk Garbage Curbside Collection Once again the City is pleased to provide a metal and bulk garbage curbside collection to residents of St. John’s.

To offer this program in an effective and financially responsible manner, metal and bulk garbage collection will occur over five weeks in the fall.

Mulching is the best option Save Time, Money, and your Back

No need to rake your grass clippings, buy bags, or lug the bags to the curb.

By mulching-in-place you save time and money.

Soil Enrichment

Grass and leaf mulch gives nutrients back to the soil. Your lawn and garden will require less fertilizer and other additives.

Water Conservation

Grass and leaf mulch helps retain moisture in soils. When soil is covered with mulch, the mulch lowers the soil’s exposure to sun and wind which reduces evaporation.

Insulation

Mulch acts like an insulating barrier from the heat in the summer, from the cold in the winter and from the wind all year round. Mulch prevents compaction and erosion of soils from wind and rain.

Weed Control

Mulch can help prevent the growth of weeds. Add a thick layer, 5 to 7.5 cm (2 to 3”) to gardens to reduce the need for herbicides.

Tax Savings

No tipping fees are charged to the City for disposal, therefore allowing for a more efficient use of your tax dollars.

Other options for leaves

Dig leaves directly into your garden to add organic matter and nutrients to the soil.

Put leaf mulch on gardens and flower beds and around shrubs and trees.

Compost

Add 2.5 cm (1 inch) layers of leaf mulch to your composter while alternating with other materials or use a separate composter for leaves only. For a leaf composter, alternate 15 cm (6 inches) of leaf mulch with a 2.5 cm (1 inch) layer of soil or finished compost and maintain by turning it regularly and keeping it moist.

Leaf Pile

Rake regular or mulched leaves into a 90 cm (3 foot) pile in the corner of your yard. If leaves are dry, dampen with water. Turn the pile a few times in spring and summer to speed up the decomposition process which can take up to 12 months.

Paper Bags for Leaves and Yard Waste On May 1 of this year mandatory use of paper yard waste bags for curbside pickup of leaf and yard waste began in St. John’s. This service will be in effect each year from May to November and leaves or yard waste in plastic bags will not be collected at the curb during those months.

When do we collect?

Put your leaves and grass clippings in paper yard waste bags and set them at the curb on the same day as your recycling day from May until November.

What goes in a paper yard waste bag?

The use of paper bags for leaves and other yard waste has been successful with over 850 tonnes being diverted from the landfill in the past two years. This represents approximately $57,460 savings on tipping fees which are charged to all commercial operators, including the City of St. John’s and other municipalities, to dispose waste.

Leaves

At Robin Hood Bay Waste Management Facility the tipping fee for garbage is $67.60 per tonne, but there is no tipping fee for leaves and yard waste in paper bags as they can be mulched or composted and used in green spaces. No garbage = no fees!

Branches less than 2.5 centimeters (1 inch) in diameter

The best method for disposal of yard waste is mulching. Mulching is the most economically efficient way to dispose of leaves and grass, is the most earth-friendly approach for handling them. Muching does wonders for your lawn. Really, the benefits work 100 per cent in your favour.

Sod

If mulching is not an option for you, put your leaves and grass clippings in paper yard waste bags and set them at the curb on the same day as your recycling day. To find out when your recycling and yard waste collection is go to curbitstjohns.ca > schedules.

Curbside collection of yard waste in paper bags ends on November 30. After that, paper or plastic bagged leaves and grass clippings can be brought to the Residential Drop Off at Robin Hood Bay until December 13. There is a separate bin for leaves in paper yard waste bags. They will be composted and used in City landscaping projects.

Automated Garbage Collection: Phase 1 has begun More than 16,000 garbage carts were delivered to residents in phase one of the City’s automated garbage collection, before the program began on June 11.

The look of garbage days in phase one areas has quickly changed, and seeing the carts out on the street all lined up in a tidy fashion is a big improvement from having nets, blankets and old sheets – and often litter from torn open bags – strewn about.

Residents in phase one have been doing a great job using the carts and setting them at the curb on their garbage days. We want to hear from those in phase one so we can address any concerns before implementing automated garbage collection in other areas of the city. If you’re in phase one, don’t forget: 1. If you haven’t already, write your address on the white label on both sides of the cart with a permanent marker.

2. When placing your cart for collection please ensure the arrows on the lid of the cart are pointing towards the street.

3. Carts should not be placed on lawns, and should be kept at least 1 metre away from parked vehicles, poles and recycling and yard waste bags. Avoid whenever possible putting a cart on the sidewalk.

Cart Size Nearly 5,000 residents took part in the engagement process that determined the size of carts. We hosted a series of focus groups, ‘popped-up’ at events around town, and posted information and answered questions on the online engagement website. From this the 240 litre capacity cart was chosen for use in St. John’s.

This cart holds four standard-sized bags of garbage. We encourage residents to check out all the items that can be recycled at the curb in blue bags, including these bulky items that take up space in the cart: • milk cartons • cardboard

• boxboard (i.e. cracker and cereal boxes) • tin cans

• plastic containers food comes in, including clamshell containers Residents that have improved their recycling habits have noticed a significant decrease in the amount of garbage they produce. Recycling does make a difference!

Recycling blue bags and paper yard waste bags DO NOT go in the cart, and must be placed 1 metre away from the cart at the curb on recycling days. Recycling and paper yard waste bags are collected by separate trucks; blue bags go to the recycling facility for sorting and processing, while paper yard waste bags are put in a compost pile.

These extra efforts to handle your waste by recycling and composting reduce the cost of the tipping fees charged to the City. The City is charged $67.60 per tonne of garbage, while there is no charge for yard waste and only $20 per tonne for recycling.

Replacement carts Each cart has a RFID (radio frequency identifying) tag and individual serial numbers to identify the household to which the cart belongs. Residents who move will leave their cart behind as carts are assigned to a property - not a person.

Although the cart will remain the property of the City of St. John’s, liability for the cart rests with the property owner. Property owners will be charged for the replacement of carts that are vandalized, stolen or lost. The City will only replace carts that are defective or damaged because of garbage collection efforts.

Replacement carts will be charged at full-cost recovery. Residents are responsible for keeping their cart clean and secure and are required to use a City-issued cart for garbage collection.

St. John’s Community Market Opens Prior to the St. John’s Community Market opening to the public on Saturday, July 21, the City of St. John’s and the St. John’s Farmers’ Market Cooperative officially signed the lease and operating agreement for the space at 245 Freshwater Road.

The St. John’s Community Market is the culmination of several years of work by the City of St. John’s and partners in bringing together the vision of a community market.

Identified as an important initiative in Economic Roadmap 2021, the City-owned former bus depot was repurposed and reconstructed by the City, and the St. John’s Farmers’ Market Cooperative will operate it on behalf of the community.

“I thank the provincial and federal governments for partnering with us to make this new facility a reality. The St. John’s Community Market demonstrates what we can achieve by working together,” says Mayor Danny Breen. “Community markets support local food and products, celebrate multiculturalism and contribute to the vibrancy of a city and I have full confidence the St. John’s Farmers’ Market will operate this space for the betterment of the community. I look forward to attending the market and other community events that will be hosted in our new facility for many years to come.”

excited for all the many ways this facility will strengthen local food and craft production, provide opportunities for new businesses, and create an inclusive space for our community to gather.”

Funding the Market The project was financed through government and community funding agencies: • The City of St. John’s contributed $2 million through its capital budget • $1.17 million from the Atlantic Canada Opportunities Agency • $490,000 from the Government of Newfoundland and Labrador’s Department of Tourism, Culture, Industry and Innovation • The St. John’s Farmers’ Market Cooperative contributed $100,000 through fundraisers and funding agencies including the Aviva Community Fund, the Community Fund of NL, and VOCM Cares

Progress in Victoria and Kenmount Terrace Parks

Work continues on improving Victoria Park to ensure the beautiful grounds will be cherished and enjoyed by all ages for years to come.

Some of these features include a bubbler fountain (pictured), inclusive and accessible pathways, a community garden, Victorian-style benches and lamps, sliding hill illumination, a multi-function building and a performance pavilion.

We are continuing work on the Kenmount Terrace Community Park. Features we are working on include a playground, splash pad, skate park, outdoor basketball courts and off-leash dog parks.

The Community Centre includes a full size gymnasium, two multipurpose rooms and a kitchen.

In the coming months we will host community engagement sessions to learn what programs and services the community would like offered there. Â

Building a Healthy Community The City is taking action to make St. John’s a healthier, happier community for residents.

Just over a year ago, what started as a group conversation about Healthy Communities led to the City of St. John’s taking the lead in organizing a regional Healthy Communities Forum.

The forum saw more than 100 professionals with diverse backgrounds come together to discuss improving health on the Northeast Avalon. This was the starting point for change - working together across sectors, to build healthier futures for everyone in St. John’s, and on the Northeast Avalon.

Since then, the City of St. John’s has taken a leadership role in the development of Healthy Communities – Northeast Avalon, as well as Healthy City St. John’s.

The City of St. John’s is modeling this local initiative off the success of other jurisdictions in Canada using a healthy communities approach, and by using best practices to improve health outcomes, safety and inclusion.

What is a healthy community?

Healthy City St. John’s is about making small changes in our neighbourhoods that work to promote mental and physical health, strengthen community capacity and create a sustainable healthy future for all. We strive to make the healthy choice the easy choice for all residents.

Five guiding principles define Healthy City St. John’s and Healthy Communities – Northeast Avalon. These principles capture the priorities identified in municipal plans including Envision St. John’s Municipal Plan, provincial plans such as The Way Forward, and aligns with key concepts from the Public Health Agency of Canada’s Desigining Healthy Living.

Inclusion/Accessibility: Social Connections, Mental Health, Engagement

Urban Design: Built Environment, Walkability, Planning

Healthy Neighbourhoods: Housing, Access to Food, Parks & Trails, Safety

Health statistics for St. John’s shows we have high rates of chronic disease in the country, which negatively impacts health, wellness, and our economy.

Focusing on improving health will help St. John’s improve the quality of life of residents, attract and retain newcomers, and build a city where generations don’t just survive, they thrive.

If the course you want is full there may be the option given to join the waitlist. Our waitlist is not prioritized. If a spot becomes available in that course, ALL those on the waitlist are contacted by email to notify of the opening. The spot or spots are then filled on a first come, first served basis.

Adaptive Equipment Loan Program Equipment is available to assist people with disabilities to participate in recreation and leisure activities.

A Hippocampe is an all-terrain wheelchair designed for outdoor settings, including: trails, splash pads and parks.

Fit Finders

Offered fall, winter and spring to groups facing barriers to participation in recreation and leisure. Groups are given the opportunity to experience recreation and leisure activities within a safe, supportive environment, with dedicated and experienced recreation staff. People with disabilities who require the support of an attendant to accompany them to events, may apply for an attendant pass.

Food Drive Returns for a Fifth Year From Monday, Nov. 19 to Friday, Nov. 23 the City of St. John’s is holding a food drive to collect non-perishable food items in support of the Community Food Sharing Association, to stock food banks throughout the province.

To participate, residents are asked to package non-perishable food items and place it outside the home, in a location visible from the road, by 8 a.m. on their garbage day during the week Nov.19-23.

City staff will collect the donations beginning at 8 a.m. in a truck separate from the garbage truck; the food donations will not be picked up at the same time as your garbage.

Residents in apartment or condominium buildings should ask their building manager to organize a collection area and to call 311 or 754-CITY (2489) to arrange a pickup.

Food items can also be dropped off at City Hall, the H.G.R. Mews Community Centre, Paul Reynolds Community Centre, or the Southlands, Kilbride Lions and Shea Heights Community Centres.

Let your friends and neighbours know about the food drive!

Post pictures of your donation to your social media accounts, and be sure to use the hashtag #nlfooddrive. The City and Councillors will post daily tallies on social media using #nlfooddrive.

Since the City of St. John’s first food drive in 2014, residents have donated more than 450,000 pounds of non-perishable food – an approximate value of $1.125 million - to the Community Food Sharing Association through this annual event.
